Well, being a LMC 2025 class member, this gives me a special honor that I am excited about. So I'll go and read the proclamation. Whereas the mission of leadership Montgomery County is to prepare emerging and existing leaders to understand local issues, grow their leadership skills, and connect with others to better serve Montgomery County. And whereas throughout its history, Leadership Montgomery County has produced more than a thousand graduates who continue to make a difference in our community. And whereas each year the class selects a class project that benefits the local community. and whereas in collaboration with Habitat, Montgomery County, Texas, the Leadership Montgomery County class of 2025 combined their resources to build the Jim Schultz family park for the residents of Cedar Creek and all in an all Habitat neighborhood located in Conno, Texas in Montgomery County and whereas Leadership in Montgomery County 2025 collaborated with the Splendora Independent School District Education Foundation to develop an and implement a strategic communication plan for including updated logo and website to increase and improve Splendora Independent School District Education Foundation's exposure and increase awareness of their mission. Cane whereas in collaboration with Sleep and Heavenly Peace, the leadership of Montgomery County Class of 2025 probably hosted a Sleep and Heavenly Peace volunteer and donor appreciation breakfast. This event was an opportunity to celebrate those that have given so much to this organization. Sleep and Heavenly Peace is dedicated to their mission of no kids sleep on the floor in our town. And these individuals have been a major contributor to living out this mission for the kids of Montgomery County. And whereas the leadership of Montgomery County Class of 2025 partnered with not one, as usual by the way, up up until this year but full or non-profit organizations and now therefore I rich wheeler precinct three commission of Montgomery County Texas do hereby recognize and congratulate leadership Montgomery County class of 2025 for being the best class ever. Consider it an approved proclamation declaring April 29th, 2025, as Sheriff Tom Engage Day, who just happens to be here with us with his wife. Once you stand up, Sheriff, everybody can see the war. We're asked today we want to pay honor to celebrate and commemorate the life of service and dedication of retired sheriff Tommy Gage and whereas Tommy Gage was born in 1945 in Long Beach, California shortly after his family moved to Arkansas before moving to Texas in 1954. Tommy Gage graduated from Glean Park High School School in 1963. Shortly thereafter, he enlisted in the U.S. Navy and served two tours in Vietnam on the USS St. Paul. Shortly afterwards, he joined the Houston Police Department in 1970 and served in several divisions, including patrol, recruiting, and there's a solo motorcycle officer. officer and whereas in 1982 he was hired by then-share Joe Corley and began his service to the resident citizens and visitors to Montgomery County. He served as a jail deputy, a deputy patrol sergeant, detective sergeant, detective lieutenant and whereas Tommy Gage was elected as Montgomery County's four-year share and was sworn in on January the first 2005. During his tenure as the Montgomery County Sheriff's Office, and under his dedicated and consistent leadership, he implemented many proactive law enforcement first initiatives pushing the boundaries of professional, innovative, and commitment. And where our sheriff Gage created the county's first solo motorcycle traffic division in 2006. The first full-time SWAT team 2007. in the first co-case homicide unit in 2008. In 2010 Sheriff Gage established the regional communication system, which is open to all law enforcement and communication needs for safety and inoperability. And where Asher of Tommy Gage was known as the men by the men and women who worked for him for his kindness, his gratitude, and for his open door policy where everyone was welcomed and a lot of where-as is. Whereas at the Montgomery County Sheriff's Office earned and maintained the confidence and support of the citizens of Montgomery County because of his leadership. And whereas on behalf of the entire Commissioner's Court of Montgomery County, we want to express our search, so see our appreciation to Sheriff Tommy Gates for his dedication to the citizens over the past 35 years and thank him for our life and legacy of service. The first full week of May is considered a jury appreciation week, and we brought a proclamation to declare that from Montgomery County. With May, I have the honorable Judge Charlene Valdez, County Court at law number six. She is also our local administrative judge for the county court, and the honorable Vint Santini for the 457th District Court, and he is also the local administrative judge for the district court. Sorry I'm going to turn it over to Vince because he's much better at speaking I'm not I beg the differ I'm just louder and this is the time to be loud and proud for this you know annually Montgomery County summons over 100,000 jurors to come serve. These are citizens, everyday moms, dads, grandpas, kid high school students who turn 18, college students, and when they get a summons, we are legally kidnapping them. We're saying put all of your to-do's, all of your busy schedules on hold to come and, to declare something and make a decision on someone else's problems. We are kidnapping them to put someone else's problems before their own. And just the 4.57 alone, we've had over 6,000 jurors come through the 4.57 district court. And these are people from all walks of life. And something magical happens when they come together, they come up with the decision and they are protecting our rights and our constitutional rights and values to a trial by a jury. Without Montgomery County jurors showing up, our system fails. So we are so thankful, Judge Kio and our commissioners, that you are recognizing and we ask you to recognize the first full week of May as jewelry appreciation week and I'd like to read the resolution if you don't mind. Whereas the Montgomery County commissioners' court takes special notice to those who give their time to participate as Jews in our judicial system. jewelry appreciation week was created by legislation passed in 2015 by the 84th Legislator and was first celebrated in 2016. And whereas, trial by jury is a fundamental importance in our justice system, recognized for the treasure they are, both in the Texas and federal constitutions. The work of jury is the foundation to our, and liberties we enjoy as citizens of a free society. Jury service is so vital that the sworn members of a jury panel become officers of the court, and whereas the commissioners court recognizes that the Constitution and laws of the state of Texas include procedural safeguards in criminal cases for all defendants, including indigent defendants. This ensures the right to trial by jury in all civil and criminal cases and supports the courts in complying with such legal requirements. A jury appreciation committee has been established with members from the district clerk and the board of district judges to continue to monitor and advise the county of any needs and issues. Now therefore be it resolved that the Montgomery County Commissioner's Court does hear by acknowledge the first full week of May as jury appreciation week and recognize the fair and impartial justice offered to our citizens by jurors serving our system of justice and democracy. I'm going to start by just letting everyone know how blessed I am to be able to work with all the civilized organization in the country. And the NRA is very proud to be here through Friends of the NRA and the Dermot's for 15 years. And it's appropriate that we're here to honor some of our law enforcement grant considering some of the first grants I ever gave for the Sheriff's term of gave. And here's a year ago a huge and staunch supporter of our local programs. So thank you, Sheriff, for everything you've done, for my family county. I also get to come to Montgomery County home. So these grants me more to move in the ones I do across the rest of Texas. Friends of NRA, for those of you who don't know, is the Fund for the 501C3, non-political on the National Life Association. Real quickly, I'd just like to tell you, we just wrapped up our annual meeting at Atlanta, more curtail industrial being ceased in next April. So, I hope to see all of you there. But while I was there, I was having on-improven just meeting with our law enforcement director. A lot of folks don't know that we have so many different programs. Women, children, ranges, the number one gun safety program in the country at EGLE, and so much more. But a meeting with Glenhuehr, I got my badge because Texas leads the way in law enforcement grants. And I think that something else actually should be very proud of. And some very proud that Montgomery County today is able to receive five different grants from the 2025 grant season. And the more we raise, the more we can give out. So I'm here with one of my favorite, not just because I've never seen second grade, but volunteers. Because friends in the area doesn't exist without volunteers. Much like the jewelry program. We are 100% grassroots and we kind of keep that beauty, don't we? We do. So Kat Rana is here with me today as the coach here. I'm going to go to her new friends of the area and she's going to help assist in recognizing and awarding these five grants to the constables and I'm sure that Wesley, I thought I son, is going to be applying next year. It's all run to see the support to see our office here in the court. You'll always get to see them in action. It's nice to see them representing our office here today. We come before you, for to consider and approve proclaiming the week of May 4th, 3rd of 10th, 2025, as National Correctional Officer and Employees Week in Montgomery County. We all know that we have over 350 employees in the jail. We maintain about between 12 to 1300 people and in our jail at any time. Sometimes, a little more is something that we're walking through and they do an incredible job with the tools and the resources that they're given. So it brings me a lot of joy to come up here and to bring them up in front of this court and to read this proclamation. So I'll get right into it. Last hit we named the week of May 4th through May 10th as national correctional officers and employees week in Montgomery County. Whereas on May 5th, 1984, President Ronald Reagan enacted proclamation 5187, which declared the first week of May as national correctional as National Cor' Week. For claiming 51, 87 reads in part, historically, correctional officers have been viewed as gods, occupying isolated and misunderstood positions in prisons and jails. In recent years, the deities of these officers have become increasingly complex and demanding. They all called upon to fill simultaneously custodial, supervisory and counseling roles. The professionalism, dedication and courage exhibited by officers throughout the performance of these demanding and often conflicting roles deserves the utmost respect. The important work of correctional officers often does not receive the recognition from the public that it deserves. It is appropriate that we honor the many contributions and accomplishments of these many women who are a vital component of the field of corrections. Whereas National Correctional Officers and Employees Week became the official name for the first week in May, when in 1986 the U.S. Senate officially changed the name from National Correctional Officers Week and whereas National Correctional Officers in Employees Week raises awareness to the duties, hazards and sacrifices made by Correctional Workers and whereas National Correction correctional officers and employees weak in Montgomery County recognizes employees of the Montgomery County Sheriff's Office Joe division and the Montgomery County juvenile justice center. For the low and safe goal in the citizens of Montgomery County up providing safe, secure and hum in incarceration of offenders within their custody. Now, therefore, it be resolved that the commission's court of Montgomery County do we convened in acting its capacity as a governing body of Montgomery County? Does hereby proclaim the week of May 4th through May 10th as national correctional officers and in fouries week. And there's item 8G, considering, recognize the dispute resolution center of Montgomery County volunteer, Tom Tui for receiving the Texas Association of mediators of volunteer of the Year Award and the National Association for Community Mediations Outstanding Volunteer Award for the fall quarter of 2024. Commissioner Wheeler. yes, have one to come up. Yeah, come on up. Tom here, yeah, he's here. So I'm gonna just say a few words real quick. Tom was named the North American mediator of the 2025 fall quarter by the National Association for Community Mediators. Tom was selected for this prestigious award from over 66,000 volunteer mediators in the United States, Canada, and Mexico. In AACM, was particularly impressed by the dedication and outstanding commitment to community mediation that Tom has shown as a dispute resolution center in Montgomery County Inc.er over his last 11 years. Additionally, in March of 2025, Mr. Tudor was named the 2025 Volunteer of the Year by the Texas Association of Mediators. Tom beat out volunteer mediators from the 16 other dispute resolution centers in Texas to win this second prestigious award. TAM, TAM, was particularly impressed by his integrity, commitment, and dedication to serving Montgomery County residents as a volunteer mediator since 2014. Tom is extremely deserving of these awards for the assistance that he voluntarily provides so the Montgomery County residents can peacefully resolve their conflicts without escalation. The DRC MC is proud to have him as a volunteer mediator. Thanks. That's an incredible resume. Thank you for your service. We'll appreciate that. Yeah. Thank you. We don't have to be a supporter, but we certainly have a picture with the the commissioner. I'd like to say one thing that meets a lot to us. Besides providing the mediation services to all citizens, another purpose of the DRC is to alleviate the caseload of the family courts here in Montgomery County. And we're honored to be able to have a significant contribution because they order most cases to mediation. And the DRC enjoys a very high rate of success with that. And we hope that has a lasting impact to the community. I would also like to say commissioner Riley, I have never met you, but you're my commissioner and it's very nice to meet you. Maybe it's a good thing we have a mayor. That's good. Tom meeting you in the House of Representatives. I went to, took 40 hours over at UT Law and Conflict Resolution before you guys would let me come and take your course. And I took it in 2015 and you were part of that deal. Item 10a is considered discussed and approved the Hagerty Task Order for the FMAG support services for the amount that exceed $52,500 Hagerty contract amendment to follow under purchasing. Cost associated with a test order intended to be reimbursed on the Montgomery County's FMAG claim for the Pauline Road Fire, authorized Jason Mills have to sign on us, sir, documents and please name a funding source. This essentially will allow us to work with all the fire departments to roll up the claim for the FMAG. What is it, FMAG? FMAG stands for fire management assistance grant. So if you remember Commissioner Riley back during the Riley Road fire years ago, FEMA didn't have this program then. So the county had a different way of getting reimbursed those costs. This is a more streamlined approach to it. And so we will be splitting the cost share 75, 25, 75% seem to reverse the county and the fire departments that were responded to this fire for our cost. And then 25% will be born on the individual agency and the counties, depending on which agency and counties were involved in the fire. So. I didn't idea how much we spent on that. Well, well, estimates less than $100,000 from the county's perspective. It's much larger than that on the fire department side. Yeah. Um, like, right, how much is, uh, San Francisco County participating in this? They're in the separate F mag. So we don't combine counties. So their fire departments and their county, uh, have their own F mag for that fire and then Montgomery County and the fire departments on our side have our own F-MAC. Well the reason I asked that and we're good neighbors we always want to help but we did the line and share. on FMAG for that fire and then Montgomery County and the fire departments on our side have our own FMAG. Well, the reason I asked that and we're good neighbors. We always want to help, but we did the line of share. Yeah, we'll have that fire. I mean, yes, sir. And we'll have the line of share of the claim, you know, just because of the share numbers of personnel that were involved. and we'll have the lion share of the recovery time period where we're having to go through and document an audit and count for all the expenses, but they'll have their own separate process. the lion's share of the recovery time period where we're having to go through and document an audit and count for all the expenses. But they'll have their own separate process that won't be hindered on us and vice versa. Okay. In this 52,000 does what? So this gets aggrity started. They're going to have to go in and pull all the documentation, all the receipts, all the paperwork from all of us, not only us, but the fire departments. rolled up in a bow so we can submit it to FEMA. We have a very short turnaround. We have to have it too FEMA and ready for our claim no later than June 25th. And so we'll get that out and then start the process where our females start coming back with requests for information to shore up those receipts and expenditures. And then through that audit process, we'll get closed out here quickly, hopefully. out here quickly hopefully Man, you got 52,000 later What's the funding source? I would recommend using contingency right now. I've contingency balance and operations is 443,000 contingency so we're spending 52 to pick up 100 we get a hundred percent of the 52 back as well As part of category C of the FEMA claim. So that's a reimbursement. That's a guarantee. We'll get that back for sure. Yes sir. And there was a contract. Sorry. We'll pick up another roughly 48,000 is what you said. But more than that, this 52 is not included in the cost we've already incurred. Yeah. I've been working on getting some soft costs and they're not short up yet. So that number, like I said, is less than 100 grand. It could be considerable less. It could be right on the money. But we'll have all that documented. So Hagrid, you can start pushing this through and getting this claimed up for us. And the concern is, we'll also have to submit on behalf of the fire departments. We had our first meeting with them yesterday about this. And that's because of the way FEMA is operating out. They don't want multiple sub-recipients. So, Hagerty will also assist us in getting the documentation and cost share from each of those departments as well. Can you change the contract for a new with Hagerty? So, Hagerty has multiple portions of the contract. This specific one today is to include FMAG services and for the cost related to that service. The Dendom test. It's an amendment to the original contract. And I believe it's under purchasing the follow, if my memory serves me correctly, it is amendment number 16 to the project. So it's like I said, they have a lot of different amendments because they're doing multiple things under the all hazards contract with the county. So then fall under the other. No, sir, this is an additional service that they'll have to do. Again, we've never done an F-Mag. So they've been around since 2014 to start first time to have to do one. So, lessons we're talking about it. I just want to reiterate what a great job all the agencies did. Our farm, excuse me, our farm, Marshall did yourself and everyone out there. So, we were able to keep it at Maiden, keep it out of the Montgomery County. So it was a lot of good work. So money's last been. Yeah. If any disaster, the response and the response side of it's very quick, the recovery side, in this case, the getting our cost back takes weeks, months, and years. With an FMAG, it's a lot quicker, it's streamlined, which we're very thankful for. Sorry, mine. We've never done one, but from reading the FMAG program guide from FEMA, their goal is to have all this closed out within the first 180 days after the disaster. So I'm assuming that we'll have a very fast turn around once we push the submit button in the grants portal. Once we everything captured and documented. All right. We've done something with Hagerty to speed it up on the last. For Borrow, yes sir. Okay. Yeah. They've been working with the adenvary. Yes sir. We've recovered a considerable amount of the Borrow expenses. We have to shore up in tranches. I believe I haven't checked with for cash lately, but the first tranche, which was a low over $9 million is already been received from FEMA. And so we have to prove up our cost and that we spin it appropriately and then the next tranche. I'm not mistaken. Hurricane I was in 2008. We just closed it out of the way we just got. Yeah. Yeah. Yeah. FEMA's been a lot faster on these figures. We paid extra for a streamline process and that correct. What we did was we brought Hagrid in to help us get done because as you know we only have Morgan and Karen in the office that do this and there's thousands and thousands of pages of stuff that has to get submitted. So Hagrid in the lion's share of that work allows us to stay up to the speed with FEMA's timelines when they want to fast turn around. So this oral triad signifies just departments under Commissioner's Court Authority, not other elected officials and not other departments that are not applicable. A couple of changes that I want to make sure that you guys do realize on this. We did remove off of the original oral or chart elections to put them on their own versus for an election board because that is part of the statute requirement. We also have mental health court services was under commissioners court at that time. They have now been moved under the operation and you guys approved an item under them today for that. The last one of course is we changed, we did Admiral Hope Treatment Facility in because that is a commission's court project department that you guys are kind of managing. And with that being said, the first page of the chart is departments that don't have a, are not basically underneath a specific commissioner. And then the second page is the departments that are under a commissioner or the county judge. There are a few departments that are required by statute to continue to report by the commissioner's court or to the county judge directly but outside of that it is basically this commission's court's adoption of that org chart. I was a little bit shocked to see that we had such a weird setup. And I say weird in that we had some departments that reported to some commissioners, others that didn't. We had more departments that reported to commissioners than departments don't and so I'm certainly open to you know whatever we decide up here whether it's whether it's there's you know no department heads sort of report to any particular commissioners except for what's by statute and and they just read all report to the five of us or the the other suggestion might be that instead we take a look at all departments and then obviously by statute the judges department has to be OEM and we know that. So what I did was based on what you said last time, I took a look at what departments were already falling under certain commissioners or the judge and then what which ones weren't what were more when we talked. Yeah, I did too. to solve the departments here, Rick. That's all the departments based on what Amanda sent us. I thought there were more when we talked. Yeah, I did too. But I think that's based on what, if you take this chart that Amanda's currently passed out to us and then you take this chart that I put together, they're basically this, and you have some that like, for instance, environmental is environmental and permits, I think, on a man this chart. But so I think I just put environmental on mine, but it's the same department. Well, that's not completely true. Permits is different. What I'm saying is for the purpose of the organization on chart, budget of the orange chart. The only thing on its own, correct? That's the report to the court. That's what I mean. It's reports to the court, to one particular person. Unless you wanna do something different, all of them are going to report to the court. It's whether the court chooses to delegate almost a liaison or supervisor of those departments so that you can get more entrenched in for budget purposes for knowing the activities or whatever. But I think that I don't know that we can, as a court, you can give up the responsibility to oversee the department, right? They're on the make-up routine. I'm not told anybody I want to do that. And I don't think you guys are trying to do that. I wanted to clarify that. It's been this unspoken assignment. And maybe we would memorialize it. Well, maybe so. And I don't want this to be come off as any kind of hospital take over. I realize that some of the departments out under commissioners are there because no one else will take them or support them at the time. I can't say anybody wants takeover in with shelter or just raise your hand. Right. So we've got a court that does want to be involved and wants to work on it. And this is the first time I've seen this page here commissioner. So it looks okay to me that there's one thing that I would add to this piece, whether we change this or go with that or not. Some of the councils that we sit on, there's an alternate or secondary. And I think that would be good to add in place to where there's two commissioners, a secondary who's at least CC'd and kept in the loop on decisions made in departments. I think that's a great approach. We all got to remember, this is not these departments reporting to us. Not at all. I've got these departments under me because I was asked to take over. Let me back up. I'm not take over to help oversee. When they needed something, if they needed to purchase something or they needed some kind of questions asked, or they didn't know where to go, how to do it, I would step in and help them. That's the way I see this commissioner is not so much that any commissioner or judge can't go to any department. Right. that if that department had has a question, then they know these are the two guys that I would go to so that I don't create a walking column by accidentally going to three. I like your idea of having two, by the way. I think that keeps it from being a column, but yet it gives a little bit of a second perspective, just if they have a question or need some guidance from us, then that doesn't create a tone of violation. My only concern with what you've passed out here, Commissioner Wheeler is IT and traffic need to stay together. They need to be one. Another issue is budget. Under statute budget, technically comes under the county judge and 225,000 and above, he can be exempted from that. And it still reports to the court. Again, this is just to say of a question for guidance. Without creating any income of the county judge. Why? Because by statute, I mean, that's what that is. One of the primary functions of a county judge in the state of Texas. However, we're in a county that's over 225,000. So I'm exempted from that stuff, but if it was going to go in a particular direction, go ahead. I'm going to cut the number of budget off for whatever different subjects. That's right. Yeah. So it's not part of the agenda. So what does that mean? That means that she would she would be as she is a standing alone. Um, yeah. She's a department head. Yeah. But she again, she could have a liaison if that's what you guys are creating a liaison system. But she would still report to all five of you. I think all departments would report to all five of us. Correct. I like it. And I think all departments would report to all five of us correct. I like it and I think the department has understand if a commissioner, one of our offices call on our behalf. And I do think they do this already. They're going to answer and work with us. It's just. But I did just want to pass out the calendar to you guys and kind of talk through based on what you guys just did. Some of those actions just kind of something, some things to consider here. First, I want to go over some key dates on the budget calendar. I would like you guys to take those back, those calendars back to your office, talk with your staff about them, make sure that those dates work, and then have them correspond with our office as there's any dates that are not going to work for you guys. That way I can bring the calendar back next commission's court, and then we can actually adopt that as part of the kickoff program. I would just, just some important dates. May 13th, as I said, is the date that I would like to do budget kickoff, including starting our budget training and our local system for those that need a refresher or brand new to the county. June 9th is the deadline that we're proposing for personnel documents, including a position and description questionnaires also known as PDQs. Basically, if you're asking for a new person, do you... Basically, if you're asking for a new personnel or changes to personnel, department has elected officials, we ask them to send those documents to HR by June 9th. The operational budgets outside of personnel are due to our office in the Oracle system, or be in Excel spreadsheet at June 25th, and then we'll turn around in about a month, compile all of that, go through it, and have a preliminary budget to you guys July 25th for presentation at that following Commissioner's Court, which is a thing around July 28th. And then we have budget workshops scheduled for August 12th to the 15th. I do understand that that is potentially the first week of school for some of the ISDs. But that is the best state that we could come up with. We do have a budget calendar, kind of mini committee that we put together, including the auditor's office, the tax assessor's office, HR county judges' office to kind of go through with these important dates. And so we've kind of, the August 12th through the 15th, although it is the first week of school, we felt like that was the best dates for after we get numbers from the appraisal district. So those are kind of the top planning dates. I wanted to add in, I do want to, as you guys kind of discuss here with the liaison budget, you know, with the especially with the budget. So I would like to include you guys as part of those discussions when we do meet with those meetings. So, you know, there might be quite a few calendar invites that you see. Of course, pick the one that you can make in the ones that you can't, but just know I do. Item, the first item is concerned to discuss information or update for the commissioners' court from Constable ESA on coming County Animal cruelty investigations team. Yes, sir. The during the inception of this this program, the Animal cruelty investigative unit in 2021, I was not present for that, but it's my understanding to Joe or promise an update and annual update to see how this program was going. So that's why we're here today. I think some of the information because the way that we partner with animal, Montgomery County animal services, we have a good partnership with them. We work well together. We have two animal cruelty investigators, a sergeant that oversees it and Lieutenant Silvio here that manages the program. So we put a little presentation together just to give you all an update on how that program is working and where we where we see the program going in the future. So I'm gonna turn it over to Lieutenant Soviet Good morning gentlemen. Morning Okay, so The goal of animal cruelty unit is basically as compliance, okay? How do we get compliance? We investigate animal cruelty complaints that come into our office or that we on view. We enforce protection laws, animal protection laws, we rescue animals for rehabilitation. We prevent cruelty through education and we partner with animal services. We collaborate with other agencies and we prosecute when necessary. The prosecution rate is not real high because we do gain compliance more than we do prosecuting people. And the reason being for that is, we kind of have a saying amongst the group that there's poor dogs and rich dogs. And so, you know, we have to take what we can. Some of the results that stem from the investigations, we go out, it could be unfounded. It may look bad, but it's not an animal cruelty, okay? They can progress to a social or we can enter the property that will end up into a civil process where there's a civil fine. We end up seizing animals, we could issue a citation that could get criminal penalties for that, an arrest for animal cruelty, but also something that's kind of different, you know, as cops, we wear different hats and we do different things that are not just always long-forging or related, but we provide shelters and food for these animals where maybe this poor dog is not being well-care for and Momma's having to put food on the table for kids and they don't have enough room for the dog. So between us and animal services, they build these temporary, not temporary, but these makeshift dog houses or animal houses that we can take a 55 gallon drum and then put boards on the bottom of it, so they'll go right over and that way these animals have a shelter. And that commonly happened in this last big freeze that we had. My guys went out and actually answered costs for service with animal control. So not just doing investigations, but actually responding to some of these locations where people were out crying that these animals were in the weather and the increments and stuff like that. So we went out and took care of that. Sergeant Neely goes around to different types of businesses and stores and whatnot and finds either you know food that's expired or can't be sold at the store or something like that. In order to take to these people and and and feed these animals in the meantime. Something that's not our job but we do it it to help. Our partners is, of course, Montgomery County Animal Services, the commissioners court, the district attorney's office, and the county attorney's office. A lot of times, our animal holders that we deal with and, you know, really, really bad cases, they end up transitioning over to mental health where we get them treated and evaluated for their mental health, but just so happens that we end up having to take either civil action or criminal action for the dogs or cats that we deal with. You can see the picture on the right. This is a ammonia meter that's in the house, which is hazardous to health conditions of not only the animal but humans as well So that's something that neither one of them can can live in This is Naya she was seized on January 6th of 25 You can see the picture on the left you can see her ribs and bones and everything sticking out. She's tied by chain only 11 days she gained six She gained 6 pounds. She looks healthy. She's still at the animal shelter today waiting to be adopted. But that's just kind of one of our cases that we've rehabilitated in animal. But there's been many more since then. Just a brief recap. 2021 was the inception of this unit by commissioners court approving it. During the first three months they they worked nine cases between two detectives and had two arrests out of it. The next year in 2022 the detectives worked 105 cases. 2023 they worked 122 cases and then last year they worked 162 cases and we seized 88 animals total. This year in the first quarter of this year my detectives have worked 80 cases in just the first quarter and we've seized 97 animals in the first four months of 2025. So that gives us projection of about 320 cases that these guys are going to work this year. It's a little graph here just showing you from where we started to where we're going to be this year with the projection. So the light colored at the top is showing where we're going to be projected at and then of course we're at 80 right now. Any questions? We're basically all over the county. Where's the worst part? Is there a different Worst than others work County where countywide? Yes, sir How many people work for this and I'm a cruelty division now to to sense inception in 2021. So we only have two But what we do is is I have my sergeant and then my other investigators because I don't believe it's fair to have two detectives on call every other week for a whole year. So we share the on call to where if we're called out after hours with some kind of situation or something like that, any one of my detectives can handle it. So anytime we have some kind of complex and the cruelty case where it's going to be something of a magnitude. It's all hands on deck. We all go to help and the same goes for any other my divisions. Where do these cases go to? Which course? So primarily they could go to the JP's court for the seizures, the seizure hearings and stuff like that. They could end up in county court and they can end up in district court, depending upon if it's Mr. Meager or felony. But that's, it's a complex investigation. It's not just law enforcement. You get it, there's a civil side to it also that we go out and say civil process, a citation, a seizure of the animal, and then we have to have a seizure hearing in court and the judge will determine whether or not the animal is going to be given back to the owner or whether or not the county is going to take the animal over and then they will rehabilitate the animal, get it all of its shots necessary and then adopt it out. So it's a very lengthy process and then the same thing goes for criminal. I mean a lot of times like I said you have a lady, a single mom that's unable to put food on the table for the kids, much less than animal. It doesn't do any justice to her or us to put her in jail because now they're compounding the situation. So, at that point, we go for compliance over penalty. It looked like we had sort of a steady rate of increase for about three years and then this year it has spiked up, considered it. Y'all have any sort of a reason for that? The reason is, Commissioner, is really because we work with the county attorney's office and like Lieutenant was saying, it's not necessarily just a criminal matter, there's a civil element to this too. So there's kind of a gray area and so learning how to navigate that and from the inception of this on to where we're at now has really been kind of a learning curve. And so we anticipate that this is not necessarily something that's a growing trend, it's more of an understanding of how it's already been there and we're just now starting to see how it affects the communities and the people. You're doing a better job of holding them accountable, in other words. You're just sort of figuring out the process of how to go out and pull them. Okay. And like you said, there's wrist dogs and poor dogs, and there's a lot of people out there that love animals, and they want to save want to and they end up into a situation Where they can't necessarily take care of all these animals and so we don't want to punish people for having a good heart We just want to make sure that the animals are taken care of and they're in compliance for you know food, water, shelter, things of that nature And then if it gets to be to a point where you know, they can no longer care for those animals We work with the county attorney's office to make sure that we seize those animals and put them into a shelter. Well, when we take it though, it's my, as I observe this stuff, when you guys go out and somebody gets ticketed for an animal being out or whatever, it goes to court and it gets let off. You know, and so that's the justice of the peace issue that it probably need to be some level of discussion, not at all cases, but there are some that they are more prone to letting them off as opposed to something. Aren't well, and the problem is that they can't afford to feed the dog. They're not going to be able to afford to pay the fine. I'm not saying I confess I care ourselves. Why would we win the compliance? Yeah, I feel what though, what we found is that there are certain cultures in the community that very much could afford to feed the dog. They turn them loose during the day. They'll come back at night, they'll feed him. And then I'll go into the ask. One of the biggest issues that we had coming into this was our reporting, was our neighbors compliance. There was no compliance with neighbors we weren't compliant with and we had roughly around 10,000 records in our boxes and no way to workflow these records over to any kind of records management. So that was the first thing that our team and I I've started to look with gaps and holes on how we could streamline our services, our resources, our personnel, our equipment, things of that nature. And one of the biggest issues was this, this, this, this, this, this, nobler's compliance. So we're having to work backwards through this, but to date we're, we're compliant with the state, and libraries, and reporting this data. And you have to stay with under under a 3% error rate, where is 0% error rate? So that's a huge success for us because it does a couple of different things. Number one, it keeps us compliant with the state, but it also lets us go back and mind this data so we can show where we've been, where we are, and where we're going as far as crime trends, civil trends, things of that nature. What is Nib is nibers? Nibers is, it's a just their, their national reporting of data and crime data that goes to satisfy the state's requirement for how crimes are reported. Our civil process, we serve, we come to hand about 5,500 papers a year, which is quite a bit as far because we're in the city center We have a huge population especially if multifamily housing things of that nature and so that's Equates to roughly if we can't get them served the very first time up to 11,000 attempts to drive out to these people's You know business or or place of residence to get them served and so we're constantly trying to make sure that we have enough resources to get that job done. We've got a, obviously we added a CID lieutenant, Lieutenant Silvio. He brought over and started up our internal affairs division, which was in our use of force to make sure that we capture that information and handle any kind of complaints or any things that comes into our office. You heard about our animal cruelty unit. We appreciate that. They're doing a great job. Commissioner Walker, he supported an environmental investigator and so so far this year alone he's done over 120 investigations and two felony arrests for major dumping of violations. The commercial motor vehicle weights and license, you know, that's important to y'all because you know, we target these heavy trucks on the roadway and you know, find them. It saves a taxpayer's dollars if we can target these vehicles and get them pulled over and find them. You know, more about roads than I do. So our eye-catching division of internet crimes against children. So far this year we've had a six arrests. One of them led to a double life conviction with 50 years added to it additionally. And we've been able to do numerous things through our office with a budget that we had last year. And so we're excited about our future. I just wanted to give you a brief overview of kind of some of the stronger points that we've done. And so into our ASCAP, we work extensively with Amanda over what we feel are gaps and holes, what we feel we really need as a community resource officer. This isn't a new idea. This is something that Sheriff's Office has. They have four of them down the woodlands. It's successful because it opens lines of communication for the citizens and it gives them it builds trust and it gives them an avenue to have to contact law enforcement if they have community concerns so they don't have to call dispatch 911 things about nature. This position would also handle social media platforms and things of that nature if we have concerns to come in in that direction and also go out to you know things like H.O.A.s to talk to the the citizens and see if there's a crime trans hotspots things of that nature concerns community concerns and so really it just it opens this lines of communication and bridges that gap. In my 27 years of law enforcement I've never seen a group of law enforcement leaders that work together like the law enforcement leaders in this in Montgomery County do and I've never seen a commission's court that supports law enforcement the way this court does. We appreciate that that mutual aid is important important. Police fire EMS and we work with everybody from OEM over here and the fire departments and during emergencies and so being able to share this information is it's coming out during emergencies and things is important to me. It's something that I took on when I first came over to precinct to and it's getting to a point where I need a little help with that and you know we want to make sure that we're dialed in I think that it's invaluable to have somebody that is able to make contact with the communities you know youth programs things of that nature to to to make sure that the citizens are getting served the way that they they deserve to be served. So, Constable, according to this, what you're doing is you're asking for a community resource corporal. Yes, sir. OK. And the way you've established this here, Amanda, is you've got what's left over for fiscal year 25, and then what that will cost us in fiscal year 26. That's correct, Judge. Correct. We're getting away from this tactical vest with all your gear hanging off. I want a professional looking uniform. Like when I was growing up, something that's more open and approachable and it'll be a pins and patches kind of kind of uniform with an out-of-vest or an intervests their choice. And so that that along with the the stationary and the things in the office that still have the old constables name on it that we need to replace. We've been putting stickers over things and our mailouts and we just we need the money to just kind of freshen to look up and take care of our admin staff over at our office. You know we pretty much have when when people come into a new position, a new elected position, whatever, well a lot of resources along the way for things they want to change what they want to do. We recently did that with the Sheriff's Office. We've done that down with your office commissioner Wheeler. We my and also we did with our with our clerk's office in the past and I personally I appreciate the fact that you have given us a little reprieve here from all that and as I've talked to a man to man, what would we have do we have resources to be able to do this? Yes we did do to assist with this and we did we We did do a vacancy sweep. So after I think what you guys approved today with Jason's, I think the outstanding balances around 387,000, I believe, in contingency operations, if you guys wanted upon this. And what you're asking for is the 204381? Yes, sir. And while working with Amanda. We wanted to make sure that timing was right on this. And so, you know, that includes a vehicle that's not PPPV rated. It's an admin vehicle that's far cheaper than a Tahoe and think that nature. We try to cut the money as much as we can. For example, over in Woodforce, you know, there was a big, they created their own Facebook page because of a kidnapping or a potential kidnapping and it was called Paw Patrol or something of the dads went out and and those, these things affect the community. I mean, it's the fear of crime that people, you know, it's the only reason why they feel safe in their businesses and their houses and things of that nature is because they have a direct line of communication with law enforcement when you have open communication with people communication is key and so when they know that they have an open line without having to call 911 without going through non-emergency dispatch it gives them a a a sense of security and safety and and safety in their county. And that's the reason why this county is, is why everybody wants to move here. It's because it's safe. The schools are great, law enforcement is great, emergency services are great, and that's what it's going to take to make sure that these folks continue to move in here and we continue to succeed. What's the same amount of people that were previously here, and you mentioned this a little bit a minute ago, what are the extra things that you're doing right now with the people that were here before, that wasn't happening before? In other words, you're doing things here that your predecessor didn't do. Correct. Which is adding to the workload of what everybody does. Right. You know, another one of the things that is what I'm planning on doing with this position is, you know, we've already started collecting an email list of apartment managers for that are inside the city center and precinct too, because we, I mean, we go from the cut and shoot area, Grangerland, everything inside, Lutely, 36, and Out-105 five west to South Pine Lake Road, which is past April 7. And we have a larger area right in the center. We have a lot of multi-family housing. And so having communications with all of those apartment managers and things, we can not only have information about crime that may be happening, but also we get a pretty good idea of what the population population is in this multifamily housing without having to wait on census data. I mean, there's a huge cost savings for being able to permit crime rather than put somebody in jail and then incur the cost of having a house in medical and all the other court cost and deferred that comes along with that. So, you know, I totally understand your position on this. We feel like this is a key position to continuing in the right direction for serving the community. Constable, I personally don't appreciate or like deviating from the budget process, but you are in a new office and I will support you on rebranding and get your name out there so that's my position. Tell us what's going on in HAC. I'm going to commission judges. Everything's working around as far as projects that you guys have submitted. Confer projects as closed now, Commissioner Wheeler, your project for 99 and Rayford was approved last Friday. So that should be ready for engineering and design. Your construction funding was funded in the call for projects. So working with them now to get that accelerated so that they can preview it next month. So hopefully by the time that you have your engineering design ready, we'll have your construction dollars accelerated from 2027 to 2025. So hopefully by August, you'll be ready to rock on that, at least for the funding for construction dollars. So that's the plan, if it all goes to plan. The countywide mobility plan is moving forward, scoping is looking good. They are just about ready to send that to procurement now. Once a consultant is selected, the consultant will make contact with each one of the commissioners offices, set up times to come meet with you guys so that you can go over the priorities that you have for your precincts and let them know exactly the direction that you're wanting to go and what you're specifically wanting them to look at, what things that you're specifically wanting to study to encompass for your precinct. And that way we can get the formal plan together with all of your guys and your team's input as to how the study is going to progress moving forward. So we were able to amend it to where it's going to be a countywide mobility plan at this point, but still fractured down to the precincts where you guys have a lot of, that you guys have ultimate control over how it's going to progress in your precincts. We're expecting a two year time frame to completion and hopefully this will give you guys the data and intelligence that you need to make informed decisions going forward for how roadway projects are going to happen in the future, and also be able to give the constituents and the public a lot more information as to the direction that we're expecting to move over the next 10 years. last couple of weeks we've had a lot of opportunities to talk about roadways across the county and the need for federal funding. You know federal funding is funding a lot of things. The 99th Brayton grant $250 million. Commissioner Riley's magnolia relief route Route, another $200 million. Those are all federal funding things where the judge is going down and representing you guys in front of HGAC and ensuring that we can't control the federal income tax rate, but we can then sure try to take back as much of those we can and give our constituents here tangible evidence of the tax dollars that are being spent and not some of this nonsense that they're sending it out across overseas to study the weirdest crap you can think of. So at least you know from our part in the county judges office in which judge Kio we're doing everything we can to try to take back as much of that federal dollars as we can. The carryover spend down is in full effect down there. I would encourage you guys to have at least one construction ready federal project that you've got in the hopper because the whole idea behind a lot of this is they had to meet certain let dates. So August 2025 is the next let date that has to be met. I would be willing to bet that there are going to be several local governments who got something approved who are not going to meet their day their their time frame for whatever reason that they're going to have. And I would like for us as Montgomery County to at least have four or five projects. So when they miss their loss can can be our gain. I'll be ready to shove through any project. The judge will absolutely carry this across the finish line for us. But if you've got construction ready projects that are eligible for federal dollars, we'd like to have them in the hopper. Because we're coming up on that deadline. We'll know pretty quick who's going to make their dates and we'll shove your projects in place and come with a solution and not just griping. So as far as everything's been going down there, good, we're still seeing the same trend where we're expecting to see less federal dollars. I did share an email with all of your chiefs of staff yesterday and referenced just some new guidance from US DOT and how they're expecting the county to abide by certain additional rules that they have. I did send out to the department heads that would be needing to make sure that we're compliant and I did share them with our chiefs of staff as well to let them know, A, we know about this, we're working on it and I'll send something back out to all of them. Hopefully by the end of the week let them know that we are compliant with it or be. We are mostly compliant and this is how we're going to solve the problem. But I do believe after talking with Gilbert that we are compliant with all of the things that are coming out. It's nothing new for us. That's really all I have. I'm happy. I know the judges to represent Montgomery County down there and five for us and make sure that the regional dollars are being spent on things that are actually going to provide tangible benefits for the region and for Montgomery County. Not on some of this nonsense. We got beat on an issue last week for, you know, for some funding that we don't agree with, but it wasn't because we didn't go down there and get them hell trying to stop it. So, appreciate your time, commissioners. I'm happy to help you out on any of the federal projects I can. I'd like you to make some recognition. That project that you mentioned on the 99-Planet Road, I don't know if people understand that project was a past through funds project that $60 million tron to money that Montgomery County had. He got taken off of the past through funds list in August of 2024. I met with tech stock for the first time in September of 2024. Three and a half months for actually took office and found out about it. So the project was completely dead, gone, didn't exist anymore. And I immediately told Jason about it that I felt like the constituents deserve to get it because they had been told they were gonna get it. And in less than a year, in 11 March, Jason took that project from being completely dead, didn't exist, and it would have been in Montgomery County funded project instead, it's a text.funded project that is y'all just heard is going to be shown already in less than a year. That doesn't happen. That just doesn't happen with text. So great job on that project. Thanks, Commissioner. Well done. Any of the comments or questions? Yeah, I've got a question on the Goldie study. So before my understanding was, and I'm not speaking for the other precincts, but two and three had pretty up to date, or Adobe studies, and just one for four, one would be a six to eight month lead time. Now we're looking at two years for a countywide. And I thought I understood how a consultant would be selected before. But now I don't understand. We've got more time, bigger space. And so the reason that it's a longer time frame, so Precinct 1 and 4 were our initial asks because they had never had a mobility study. When I found out that they had about $15 million in their fund down there to complete mobility studies. I asked for more. Precinct three, their last one was done in 2015. So we're at the 10-year mark now. So his is going to be a completely new mobility study as well because they realistically need to be done every 10 years. Commissioner Riley's was done in 2025, so his will be at just a high level overview and update. It wasn't done. Oh, 2022, I'm sorry. His was done in 2022, so his will be a high level update, but not as in depth as the ones that 1, 3, and 4 are getting. The reason we're expecting a two-year completion time is I can break these out by precincts, but it's going to take us a year per person to get it done and we can only do one at a time. So it basically would take us about three years to do one, one, three and four, probably six to eight months to update Commissioner Riley's. So we'd be looking at a four year turnaround if I was to break them down by precinct or we have a max 24. We're expecting 18 to 24. I'm giving you worst case scenario of 24 to come. the . . . . . . . . . . the steering committees are assigned on the precinct level. So you'll have people that you select from your staff, from the community, from basically anybody that you want to be a part of it, and there is precinct level steering committees that will guide it. However, procurement on that is done, I guess through the federal statutes by H.J.C. in and of itself. Okay. I appreciate all your hard work on it and I do know how hard you're working on it. It doesn't make sense to me how one three and four would take three to four years and then doing this compiled will take two But I don't want to get into the wheat we probably take this offline But with this if there's a priority order you get a substantial completion and yeah, give it to the council It seems like they would have that data and there was a bit of urgency in in my voice because we all know how fast Montgomery County is growing and that study is what's going to be the lead blog for any projects getting funded. FumpTech.org.jc. So the hardest part of getting this done is that it does require public meetings for every precinct. And so that's That's a lot of a lead time. The reason that it would take a year or four years to do it is, is we would have to, it takes about a year to do one of these studies for a precinct. So if we, they will only do one of them at a time. So if we started with you commissioner, be 2025 to 26 would be precinct. 426 to 7 would be the next precinct. If we combine them all together, they're kind of working together on all of the entire project. The hard part is going to be they've got to do eight community meetings across the entire county for this to and each precinct because community feedback is a big part of the study as well. So I can only share with you the way that they share it with me. I haven't got into the nuts and bolts. This is the way that they explained it to me is if we broke it down by precinct and be about a year of per precinct, minus commission rallies will be out faster. Or if we combined them all together and did it all at one time, then it would be about two years. If we broke them out, we would have to procure consultants for each individual study. They would be four independent funded studies, not one broken into four parts. We've got an independent from 2022. I don't think you have, but we'll get that to you. With that being said, I do want to publicly commend the judge. That guy goes down there and he fights and he speaks common sense to a lot of people that it would not appear to have common sense or very practical. Not with my tax dollars anyway, it's not not what I'm spent and I appreciate it. Appreciate that judge. It's always fun to go down there and watch Indian action.
