All right. Good evening. Welcome to our meeting on September 23rd, 2024. If you would rise for the Pledge of Allegiance. A pledge of allegiance to the flag of the United States of America and to the Republic of Republic for which it stands one nation under God, indivisible with liberty and justice for all. Thank you. First item on agenda is public comments. We have no one signed up so we should move on to number three, which is the approval of the menace of the September 9th, which is 24 special and regular meetings. I make a motion to approve the menace of September 9th, 2024 special and regular meetings as presented. I have a second. I count. All in favor. Hi. Hi. All opposed. Motion carries unanimous. Next item is changes and approval agenda. Yes, sir, Mr. Mayor. I would like to request that we add item D, Maynard's report for the public works roof replacement quote approval. All right, and that would be going to D in the under the managers report. And also you have the quotes here at your seat. All right, do I have a motion to approve the agenda as amended? Motion to approve the agenda as amended? Second. Second. All in favor? All right. All opposed. Motion carries unanimous. Next item is announcements having none. I'll show them straight to the business section. And we'll have the amended remote participation policy. Attorney, finish off, please. There was a question about should read. And if you would bring a mic a little closer to you so we make sure you thank you. Repeat that again about the bring us in compliance with the Court of Appeals ruling. There was a yeah from the top or just about the Court of Appeals. This Court of Appeals would be fine. So on August 6th, the Court of Appeals from North Carolina released an opinion in Canaan, V. Anson County clarifying the rule about remote participation that the School of Government said was the law. For a few years, but we didn't have a court opinion on that and the opinion basically said that remote participation is allowed only when there's a state of emergency in Forsyth County or in Clements. And then and only then can members participate remotely in a meeting. So the old remote participation policy needed to be amended and it was. and there were questions and I think I've Got it fixed now after the last meeting All right any questions of turn to finish off on the Hornets remote participation ordinance this has been presented to see Mayor the only thing that I noticed this afternoon in reviewing this and number three. Yeah, number three. It's about halfway down. The Senate says once contact has been established, the remotely participating members shall identify herself. I think it should be themselves. I think it should just be gender neutral. That was the only thing that I noticed. And it was this afternoon so I didn't alert anybody. And that's in the first three or the second three because it's misnumbered. Oh, how nice. Well, I'm assuming it's the second three. It's the long paragraph. Okay. Yes, well that's a, that's a, that's a stylistic choice. That's up to the board. Oh, yeah. I just know that the rest of the entire document refers to the individual without saying him or herself. Is this a misprint or was that, is this the original copy, correct? Was that put in there for a reason that way? Or just overlooked? That it's actually, that's just, that's my personal preference. I mix up the personal pronouns in policies sometimes herself and sometimes himself. But you all can do whatever you want and I'll follow your. I just wondered if it was in the original or was it a misprint or? It's not a misprint. No, I mean, it's intentional. What's not intentional is that there's two number threes, and that section needs to be remembered. That's true. OK. So from one understand, we want to change herself to themself. For sure. Themself? Themself. Yes. Themself with an S in parentheses. so it's just more than one. And we'll re-number the items under participation paragraph. I'll make a number, the second number, three, four, and changing all the others accordingly down the road. Okay. Yeah. Yeah. Okay. Yeah. Any other questions of attorney? Here we go. Do we need to approve, do we need to approve this pending amendment, the appropriate amendment or a DNA consensus or we will approve it and we will make changes in motion. Perfect. Okay. Sounds lovely. Okay. Thank you. Would you like to do that? Sure. I have enough to do that. Okay. I make a motion to adopt the amended remote participation policy with the recently mentioned amendments as well. All right. And that is changing herself to themself, with an S in parentheses that there's more than one. And ring numbering from the second three on down is four, five, et cetera, 50 in. Perfectly said. All right. No second. Yeah, seconded. All right. All in favor. Hi. Hi. All opposed. Motion carries an annum's. Thank you, Attorney. Ben Shoff. Dex's clemeness code of ordinance is amendment for chapter 95. Air quality control, open burning. This is a manager flight, please. Good evening. So these are amendments regarding burning in the village and our code of ordinance is it modernizes the language and it clarifies what is and is not allowed for burning in the village. The ordinance describes the process and the reasons for applying for an open burn permit, which they can get from the Fire Marshall's office. It clearly prohibits the burning of leaves, tree branches, and yard trimmings, and outlines that exterior fireplaces, fire pits, and or contained fire pits. An outdoor cooking devices are permitted. If that's what was already in there, it's just carried over to some new language or revised, modernized language. So this helps clarify the residents what they can and can't do as far as burning is concerned. The ordinance creates a penalty of a fine of $500 and a class three misdemeanor. These ordinance amendments have been reviewed by Chief Steyers, the Fire Marshalls Office, and Attorney Ben Schof. And I believe Chief Steyers is here if you have any questions of him. Oh, and also because this qualify, the penalty is a misdemeanor. We will do this again at the next meeting. Has to be adopted twice. Very good. Council questions of a Assistant Manager flight or Chief Steyers if we need him to come. Not a question, but a suggestion, good. Council questions of a assistant manager flight or chief stars if we need him to go. Not a question but a suggestion, may I suggest that we highlight this on our website and put it in a prominent place before we start getting phone calls? Yes. We can do that. Before you all start getting phone calls. Well, me too, but all of us. We're just going to direct them all to you. Yeah, thanks. I have one, and it's, hopefully it's not an unnecessary tag. And paragraph D1, where it talks about the constructed pits, three square feet in diameter, unless my mass totally wrong is a bit confusing. Whether it's three feet in diameter or three square feet, but I'm. I think it should be just three feet in diameter, so we'd delete the square. Okay. And we'll do that again in the last sentence. All right, very good. Any other questions? And or suggested changes. So I will entertain a motion to approve this meeting and we'll do it again next meeting. And I would ask Councilman Combas to make the motion please with the changes that you just mentioned. I'm going to change the changes just mentioned. Yes, changing the drop in the square was in three feet, three square feet. All right, let me try this. I'm going to make a motion to adopt the amendment to the Clemens Coda Board of Ordnances for Chapter 95, air quality control, open burning, as amended, specifically paragraph D1, changing three square feet to three. Yes. You say something about the last sentence making the same changes. It's in that same D1 section. Very good. All right. Do I have a second? Second. All in. All right. Do I have a second? Second. All in favor? Hi. All right. And the motion passed first reading, and we will have this again at next council meeting, which you know, make it an official ordinance. All right. Thank you. This is the manager flight. And council. Next item is marketing communications directors report and events update. This is me again. So we've had a busy weekend this past weekend. We had 65 high school students come out and do the fall cleanup. They collected 41 bags of trash throughout the village. We also had the medicine drop going off going on at the same time. We had 60 participants there drop off 95 pounds of unused medications. This coming weekend is the last farmer's market of the season. We will have pumpkin painting and whether permitting a petting zoo. Also at this last farmer's market, we call this harvest fest. There will be the kickoff to the public input for our public transportation plan, our transportation plan. So at your seat there's some flyers with some QR codes and even smaller versions. We're going to have two representatives from both the transportation plan update and the Safe Streets for All Action plan will be there. So about four consultants and Doug, getting people to do public input, getting starting to get input on these surveys. So these are at your seat for you to take to the people you see and hand out to people to fill out the survey. So the survey will go through October. So this is the kickoff for those two plans. Oh, also one more thing. We have national coffee with a cop next week. That's going to be Wednesday, October 2nd at 9 a.m. at the and that is located out of Hampton Road. Yes, sir. At Fraudbridge? Close enough. OK. There's only two stars in this world. Are you very familiar with that area? Thank you. Next line was the management report. And Mr. Garen, would you please take this item? Yes, sir. Thank you. We recently had three contractors come to public works and walked the roof with us to look at the repairs I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. We had set aside in the budget this year and we asked Council to approve the bid to the goler company for $57,890. All right, very good. Questions of public works director Steve Garen. Yep. Very none. I will entertain a motion. I make a motion to approve the public works roof replacement quote from GMG roofing. I want to go in the amount of $57,890 as presented. All right. Got it. Second. All in favor? Hi. All opposed? Motion carries an animus. Thank you. You have a new roof. You come here. We'll have. So you do. They have a new roof. I'm not sure if you're going to be able to do that. They have any proof. Next item. Council comments. Any comments to see me council? I just have to say this time. Here's always exciting when we do fall, bulk pickup and to see all of the traffic that comes and collects all the things. But I will say, I've heard a few people a little surprised. And I guess this is a part of our contract with waste management that they are collecting the items, which some people commented about. They're like, oh my gosh, the waste management came to pick it up. So I've actually heard some chatter about it. But it's going great. They came by my house today, first day. Well, I was a little offended because it took four days to pick up mine and no one stole it off the curb before they picked it up, which is usually what happens. Put something valuable out there and it's gone in no time. But after the rain for two days, I imagine they had a little bit more trouble getting everything picked up, but they did a great job. They've done it for a second year or a couple years now, they've been doing it for us and they've done great for us, doing real great, fantastic. I think the folks in Clemens West have realized that we aren't first this last two years because we're starting north in the town working south. Whereas when public works, they started right out the gate. But public works came through our neighborhood first. Hopefully our folks in our neighborhood in Clems West will get over this and we'll all be okay. There was about one of two streets left that they did not complete, but they got them first thing this morning. And then they jumped over to Marty Lane and they've already worked all the way into Springfield Farms and they're moving along pretty quick now. Very good, thank you. Maybe you have the comments. Eric, none, I'll entertain a motion to adjourn. Make a motion to adjourn. I have a second. Second. All in favor? Hi. Motion carries an ambulance. We're adjourned.
