We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to be going. We're going to and County. Virginia Ford, the Civil Justice Research, showed a fair role in the safety. That search for the bylaws continued to the public time like during the meeting. I've been registered outside for the evening. Chairman Tyree has another problem. One question. Are you ready? Just standing remotely. Do the work obligations? Sure, no, ma'am. No, just a patient. You about to do roll call in a second. I'm going to fight for that. Okay. Miss Tyree, you'll participate in the vote on your review of the candidate and the public opinion. Precision for the work. So, if you find the roll call, then with the evaluation of the current or participation, this branch for the salt plant. Mr. Hamlet? Here. Mr. Newman? Go. Mr. Tyree? Here. Mr. Stampson? Here. Mr. Salin. Here. Mr. Newman. No. Mr. Tyree. Here. Mr. Stamson. Here. Mr. Stamson. Here. Here. And do we have a motion to approve the Chairman Tyree's remote suspension for this meeting? So good. So good. Mr. Stamson. Mr. Hamlin. Aye. Mr. Newman. Aye. I just don't understand. I just don't understand. Mr. Stimson? I. Mr. Stimson. I. If I may, Vice Chairman, Ms. Grant, we'd be provoked when we'd be included in that. So. And, why do I block her? It's like there is some sort of plan to be done. I guess you're right. I'm going to do that. I'm going to do that. I'm going to do that. I'm going to do that. and wire lockers. It's like there's some sort of plan to be done. I guess you're right. All right. All right. Good evening Chairman. There's a board of administration. Today I'm here to the work session for the 2026-2031 secondary six-year plan, the vision of former transportation. So I want to thank Derek again for the worker of the office of Outdoor today. Let us present in front of you were two sheets. This one with the flu is a list of roads that are eligible eligible to be included in the update of the secondary six-year plan. This other chart that has the orange numbers, this is the draft secondary 26 year plan for 2026, 2331. This current plan shows approximately $300,000 available to Carmel and County to add $2031 anyway for the one-four miles of road to the secondary six-year plan. List the projects that are on the sheet, their prioritize 1 through 10. That is the existing plan. And again, in the out years, there's about $300,000, FY30 and FY31, that is available to you. So the board has a discretion to add, roughly.4 miles of road for less to the plan. And like I had said earlier, there was a list of roads that are eligible for that. Just to remind you, this would be a rural rustic road. The eligibility for adding road to the plan is 50 vehicles a day or more. And the road has to be grounded, obviously. Are there any questions for me this time? Or are you all going to take some time? I just want you to have that in front of you. And just to revisit the process, so this is the work session, the intent is to advise me about what roads you would like to see on the plan. I will go back and prepare a draft to present that back to Derek for the public hearing, which will be held next month. And assuming that there was no comments on the public hearing, the following one, the county will pass a resolution passing the Secretary's to your plan. And I guess for the record there, but just name me, chime in. But you don't have to slip roots today. I just need to know to prepare a draft within five out of two weeks or so. I will need a definite answer. So we can prepare a draft and get it back to the board. So probably another question for your health test is split between those big years. You. How that would work? So the numbers, the number that you got here, right? So we'll just pick anyone that's split. I mean, we're going to get there. There's so much money in there. And you can just go to the next door. Numbers are allocated based on the road mileage. And I don't know the exact form or top of my head but if you see across here the telep is a $20,000 across the board. Those numbers are generally reserved for the salaneous work that you will for the handling and not directly available for all the roughs and routes. The number of dollars in the last two columns were FY31. I gave you the fin of the valley I came up with, but in my understanding, it's based on the miles of route. And the miles of route that are paved and updated to cavity, your neighboring counties, some get more, some get less. And it's based on the miles was out of the hurry available. So I guess more directly, if you have a split allocation, does that mean, let's say you split between 26 and 27, you would do the work in 27, because you still have your payment window, right, because you try to honor. That's great. Okay. So the intent is to utilize, if you will just use the example, we say if you go down to 2.06. So that road has money in FY this current fiscal year, and then it's got money in FY26. So in theory, we could open the project to charge it that charges this year but it would have to be finished up in the 2026. So that's far enough this year to finish any other. Did I add to your question? Yeah I think since I put it possible they will do some of the work in the fiscal year in which it's first funded. That's correct. Yes. Yes. Brian, real quick question. What is the cost per mile currently? So the numbers that were developed, basically, I took the average of the cost per mile based on the whole indisturberal data that we have, I've factored in inflation. And and at least for 20 this year, 30, in this case, officially 31, will be about $219,000 an hour to the model. That's counting for the slum of inflation or the estimated inflation that the department is. Mr. Dean, can you? You too. You too, Michael. Let's see if that helps. Okay. Yeah. That better? Yes, just a sing. No? Get a little bit of feedback. That's all. I'm just a good voice. So I know you got to let there a party, but essentially again, it's up to the board who can negotiate if you will. And what you've been here for me not once you have it in. For the record, you don't have to add it. The one it could be allocated there, it would basically sit there for the next guest leader, the next steps there, Mr. Stamie, if you want to get back to me in a week or two or whatever, or something. Roads are. Well, I mean, it might be a good opportunity for the board to want to have discussion with you present to talk to the area or some of the options. I think that that would be a good idea. I mean, you can talk about, speak to some of the roads that are already listed. Sure. There may be some questions that we can go ahead and get answered tonight. And again, on that note, I mean, what we would do, what we would typically do, is prioritize with the highest time, and It seems to be the most obvious thing to go down from there. You know, you're from the station lines. I don't know where these roads are within your, within your districts, but your station and once may have preferences as well. I can have some. Um, one second please. but your decision once may have preferences as well. On your assumptions. On the 17th page, I can go back to road and I don't care, come to town on the top. This should be done to finish you. So that was the plan, the construction season for our track road is ongoing now. The intent is to have it completed by the end of the fiscal year, may go into the, just beyond that, so to put it on the other summer. Same for Breyer Creek Road, Breyer Creek Road. Party number three has, has, Breyer B3 and four have not yet been started. They actually made Rollins do next basically a year, but the first two on a list are, we'll be finished. I need to get a piece to the next person on the hand. Oh, I'm sorry. Okay, make a decision without the right information. Maybe I'll just let's start with that. Try to keep your counterparts a distinctive advantage. I don't have it on this, Gritzi. I don't know what it is. I mean, I can come back with BDoS priorities if you would like to share that, but you can use that to remember it for. If you would like. Well, the record for Trumblin is one of the fortunate counties that start getting more money than others in our area. Jump out of be home. We got a question. Yep, I made a problem. All right, so one of the sheet of the current roads, they're only going where the you in the plant? See start state outpoint and state outpoint and length. Just to make sure we're on the same page on the sheet that are unpaid routes. We got route from intersection offsets, route two offsets, and where is the actual, which number is the actual length of the unpaid service? So the watch that I highlighted, so a little bit more for the three gray routes on there. So that is how B-NOT has the rooms in the Torrey and R system. It's in the small segments. So if GameFarron Road was to go on the plane, it would be, which is like, I think it's 1.9 miles, if you've got Sennel and models. OK, that's not right. OK, I can clarify that for you, Brian. And I can send an update. and I'm total model. I'm sorry to do that. I know it gets a little bit confusing there. I just wanted to be sure I was looking at the right model. Yeah. Brian, one other question. It kind of goes along with, I think, Mr. Hamlin, why are we thinking about it? Are there sections of roads where we've approved this much road to be paved, and this much road will be paved, and then we've got a gap of ground? Yeah. I think it'd be good for the board to know. I mean, I wouldn't think we would want to finish those projects. OK. I will give you that. Very well. OK. It would just be good to know because I think you don't want to leave gaps And no and when you look at from Okay. It would just be good to know because I think you don't want to leave gaps. Yeah. And when you look at from root to offset and to root to offset and center of line miles, you know, or there's multiple chunks of the road away. Okay. That makes sense. Thank you. Mr. Smith. Yeah, so that point, so the total mileage of each of the road is going to be long. I'm going to try to do it. Come to this meeting, expect you to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next station. I'm going to the next station. I'm going to the next station. I'm going to the next station. I'm going to on my foot. you So I'll come back with my I think I'll be helpful. I think I'll be helpful. Mr. Rady, did you have any feedback? No, not at this time. Any further questions? I can circulate a email to the board and once I get additional information from Mr. Locker, we can nail down some options. I don't see the other, I don't know how much you want to do. I don't think we can get another work session and we can do it do it on yourselves. From the public perspective, there has to be public hearing for the actions planned or it's right to develop with this piece and you can do it in the distraction. Okay. Is it there, Cliff? Yeah. Also, being able to meet you all in the air, to me and that only but all of them will get extra stainy. It might be available to people from there. An email works right? Let's on the There's a fellow that was my lucky last meeting. I think it's like, oh, that looks pretty good. Now, brothers, they know where exactly that is. That's the point. Yeah, yeah. I'll look at that there. Thanks, Brian. I just wanted to reiterate that area that we looked at together when I raised that, or was it? Yes. Is that what this kind of list or that? So, Ray, I did see Ray and Sam are on here, I'm not a what person to that is not me, but I'll be back to look. You know the reason I asked on other certain things are being done? Yeah. But it was not clear for that I have some more of you to and I'm talking. This is the rain that we're on here as a crowd piece. Okay, different lessons. That's why I was But I'm not clarified that I have some more to do to I've thought I've heard since we have three stakeholders in here. Yeah Okay. All right. All right. All right. All right. Yes sir. Okay. Thank you all. Thank you. All right. All right. All right. All right. All right. All right. All right. All right. All right. All right. All right. All right. All right. Thank you. Thank you. May your blessings be upon us as we work together. Amen. Kind of a pleasure to come to serve. Sir, a map chair, vice chair members of the board. Just a couple of comments for you. The same name. Just wanted to make everyone aware of a couple of upcoming events for this Saturday. We have the Meet the First Responder Day, which is going to be taking place this Saturday from 10 to 2 at Carter'sville, volunteer fire department. And once you've had your fill of her responders, you can make your way down 45 to Sprucebury Farm for the going to the dogs event, which is a fundraiser for our local animal shelter. And that's going to be taking place from 1 to 4 p.m. and it's my understanding that there's going to be an eggplant of some kind for the dogs, but large and small and this is just a great opportunity to come out and support our local animal shelter and have a good time. It's very far. I'm going to meet our first responders all in the same day. So with that Mr. Chairman, Madam Chair, Vice Chairman, this is my comments. Any question? You can just say goodbye when it's time for you sir. Next item is approval of the agenda. We have a motion to approve the agenda as presented. So moved. Sorry. Mr. Henry? All right. Mr. Newman? Yes. Instead, answers will be directed to the county administrator and later today. Please provide contact information on the side of the sheet for all proper responses about the county administrator. And I'll be coming here. We have very much. If you think money is better than mine or some of the costs every 7-7-7-7-7-7-7-7-7-7-7. And my second comment here is to Dr. Jones. I read about his accepting another job. And I'm going to miss his monthly reports because his reports were very short sweet and comprehensive. Even though I don't have a child in school, I think the school system was doing. And it's evidence that he was a very good superintendent because of the ability to award the students at the school gates. It it's a reflection on them. Thank you Dr. Jones. Thank you. Okay, I have to say I have a warning ready. I'll be going to the floor as well. Good afternoon. My name is William Raymond. I'm a member of the Spruceberry Farm. I'm here tonight to make a presentation. I hope people on the presentation are at attendance. We have a meeting with the football team here. Representative football team. He's coming. He's coming. What's next thing you said? He's running right away. What? I wonder what happened to the kids at Bayou running late. Just the same. So maybe we'll hold this off for later in the meeting. That's the thing. That's sort of. Thank you. Glad to be here. Thank you. That's all coming from the public comment period. That's actually a state local department. As you see, we serve as the federal board's starting list. I'm like, can I come to school? I'm starting. Yes. Good evening, members of the board, Mr. Stain. Just to give you some some highlight, from one of the last time we've been last met, thank you to everyone who made the first ever RAM clinic at Success in the Combo and County, approximately 278 people were seeing over the two day event. And their culinary arts, custodial team, and the Combo and maintenance team did a great job preparing for that event. I'm very grateful for that. This week is National Assistant Principles Week. We celebrate our amazing assistant principals. Combo-Land High School Track is hosting a grade K-5 Future Track Stars race on April 16th. So we're doing that in conjunction with the Combo-Land High School Track. Meet just to get more kids interested in track. Combo-Land High School seniors are hosting a barbecue chicken fundraiser this Saturday at 1 o'clock in front of the CMS. So there's lots going on in Commerlin and so forth. So if you want to order some barbecue chickens, made by David Sullivan, you can call the high school or email me and we can get you ordered and get you chicken ready. The Commerland Duke speech team was the class one state runner up. We had several students that did very well, but a shout out to senior Eddie Carney. She is the three time state champion in an original Lord's World. She's won that three years in a row. She said last year she was born for a three-peed and she did it. And other students did well and the other parts of the event. Thank you to Bear Creek State Park, Miss Eans, and the Peter Francis Goeson, the Water Conservation District, for a fun educational outdoor experience where fiddle school students write prior to spring break. Thank you to Hanson Sydney College for hosting their second breakers for the literacy day. We appreciated that. They got to see different things and it's always good to get them on a campus. The Compton High School seniors presented their research at the Governor School of South Cyphergeneers, Virginia Seniors and Pudges. I went to those and listened to their presentations and they did a phenomenal job. March was a music in their months, music in their school's month and we celebrated the towel to be just, didn't we have sorry they were. Congratulations to our another comrade, a CNA student from the high school to get hired at the Barbell the Health and Rehab Center. That is for in the last month that have come from high school that are employed. Supreme sports are underway. DeCoby Harris represented Comberland High School at the coaches all-star game at UVA wise. He was one of 16 players out of 52 school divisions, selected to play at this all-star game at UVA wise, and he scored 21 points helping to his team secure the win. Miss Schorzen and I made the five hour trip to BBA wise to watch him on a Sunday afternoon to four o'clock and we made the five hour trip play back. So that's just the things you think sometimes. Over $4,000 was raised for the kids heart challenge and honor our other middle school teacher, Jazz and Jackson to appreciate that. Thank you to everyone who joined us for the second Complan High School Senior Mix and Mingle where seniors presented, we're talking a little bit about their senior projects. Congratulations to Payton Turner for being selected to attend the Hoby, Matt, and North Carolina East leadership seven are in North Carolina this summer. Complan County College Schools received the Division Technology Board from the Southside Regional Technology Consortium. We were the winner of the 26 school divisions. Miss Posthons was recognized for instructional technology, Miss Parker for the Technology Teacher Board, and their very end in Connor Schoolcraft who is a senior intern in their technology department won the Technology Support award. Congratulations to Miss Overstreet, their elementary school art teacher, for receiving a rising star award at the Women's Education Leaders Conference. Do Colby Harris, the same student I was just talking about, was a heat reach 1000 points in his career, the basketball career at Convalent High School. Here's, we had his student elementary school that one second place at the 2025 B.S.V.A. Regional Spring Network Forum, our contest, Mr. Long and Ecker, a middle school teacher was recognized as a Virginia Humanities key role and there was an article done about him. AirBerry and in the F.A.R.S. where represented Cumberland County Public Schools and the Richmond Times is vegetables selling me and she made it to round five. That's one in the accomplishment. Congratulations to Dominique Green and Pamela Stepcovement in presentations. And then we had students this past weekend that traveled to rest and to participate in the FBLA State Leadership Conference. And we had a team, Briar Franklin, the nation's god, and Shana Robinson, who qualified to go to Nationals in Anaheim, California this summer. So that's quite in the conversation. Other FBLA, Longwood Regional Spring Conference winners, we had first place winners, We won first place in social media strategies, introduction to business presentation, follow-myteria procedures, introduction to business procedures, introduction to polymaterial procedures, business communication, healthcare, administration, and UX design. And, here, Barry and Charles Potter, if you saw a couple of middle school teacher Was awarded the region a teacher of the year for um, it's 12 school division This is the second year in a row that the region teacher the year has come from Cumberland County And a year prior to that and you remember we had the milk and award winner Pay almost up Because that's three big awards that have come across the Commonwealth Virginia from Commonwealth County Public Schools. And again thank you for your support and thank you. Thank you. Thank you. Thank you. But you see much more, right? Yes sir. Two more months. And I do appreciate the comment. I have get you newsflash.nstep in the way from Commonwealth County Public Schools. After 21 years, head of the little south, where to Prince Henry County is the superintendent. I appreciate the support on the hardest decisions I've ever made, and the hardest part has been leaving the kids. I just want to say you will be sorely pissed, because I didn't have two little ones that went to work with you and Dr. Griffin and the rest of your family staff and I know there's good people in the works but again you put you put coming on the apps and thank you very much for everything you got. I appreciate it. So you all have a few more months. We'll see you in town. I told somebody even if I'm not going to be here starting in July, I will always be comfortable and make sure cheerleader. So that's what we did. We'll make a difference if we share our consciousness to pretend you. How many years will taste these things? How does that happen? I said, seven days. So I don't know how that can be why they're experiencing. Good, thank you. Thanks, sir. And next up is Mr. Earing, someone counting off the plot. Chant, chant, chant. I guess it's her. It's working? Okay. Thank you, Madam Chair and members of the board. And I would like to say that I'm looking forward to continuing to work with Dr. Jones and the team that it'll be working on and Prince Edward County because that's another county that we serve but we'll miss him also here in in Cumberland. So we continue to be busy at the library. I'll go through a couple of highlights. We completed our first year of elementary school book club in partnership with the Cumberland schools and look forward to that continuing. Bear Creek Lake State Park worked with a library to do a reptile program at the library and I'll tell you if you want a whole bunch of people to show up, just get a live snake and that's all it takes. We had 68 people at the program and I'm pretty sure that we might have busted a couple of fire code laws on that one. I had to fit them into the library. I'm just kidding. So we have a monthly exercise program at the library in cooperation with the Cumberland Parks and Rec department, the first Tuesday of each month from 6 to 7. We have our book club for adults on the last Tuesday of each month from 5 to 6. We have Medicare 101 coming April 29th for those in the community who are in or about to enter Medicare, the LTS charge. On Tuesday, or Tuesday, April 29th at 1230 at the library. Lots of other programs too. I'm just hitting on a few. You should check our website, www.cvrl.net for programs at Cumberland, but also at Farmville and Buckingham, because a lot of people, if I don't go to all of the programs, it would be impossible, but the ones that I go to, I see the same people going to the different, three different libraries. It's close enough. So check us out and, or just call the library if you want to know more information, if you don't have access to easy access to internet. We lost, or didn't lose, but she left for a full-time job and to finish her master's degree, Daniel Walker. She was our youth services specialist, and was doing a great job, and we look forward to hiring another person. We're in the middle of that process. So we'll have that person in to pick up the ball and run with it. In the meantime, we have enough staff and youth services that we can bar from other libraries and we have a coordinator and nothing will be interrupted. We have new shelving installed now at the library. We are waiting for colorful end panels to go at the ends of this new shelving. Believe it or not, Hurricane Helene stopped the end panel production in North Carolina. So instead of having it a month and a half ago, we have to wait until May. There you go. We've installed, we've purchased and put together ourselves and installed new tables in the library. And we are getting new shutters on the library. They're looking a little bit faded. They were, they probably used to be a nice blue. Now it's like a cloudy blue. So we, those should be up this week. We're getting black, blue, red, chubbers, shutters trying to fit in with the other buildings in the county, the other major buildings like the real the sheriff's department is and so on. So that's my report. I'd be happy to answer any questions that anybody has. I've seen the answer changes, which that turned out was up now. And we're working on it. Still got a little ways to go. Thank you very much. Thank you. We're in Berlin. By our name, that's like so. Good evening. Thank you for having me here at the Stephen Allow me to speak. I'm a bad chair. Members of the board. I'd like to present to you the Fire and EMS report. We'll start out with some quick statistics. This covers March. I'm sorry, January, February, March. And I'm going to tell you what you look at into the lower right we have. 625 total calls, that's all three volunteer fire departments and rescue squad. That's tracking a little higher than it was in 2024 and I think that's based on our responses for the, it was almost a 60 hour weather event response operational period. We stopped at short of 59 hours. That's just the way it happened, but that increased the call of an increase significantly. That was the thunderstorm between February and February 11th and 13th. So I think that is increased the overall call volume from the previous slide. Some of the grants that we're working on were the 2025 RSF grant. That's the the rescue squad assist fund grant. We put it for replacement ambulance to keep our fleet. The ambulance is serviceable for seven service. There's another grant called Firehouse Sub-South Foundation submitted to that April 3rd. That's for UTV, which the county does not have. And we have to rely on other agencies around this for a role. in the terrain we have like at the parks, outreach trail, concrete reservoir, we have another one. This would be a combination UTV that has firefighting and EMS capabilities about a fallen one vehicle. So we'll see if we get that. If we do, that's great, that's a great plan. Next was Virginia State Firefighters Association's Dominion Volunteer Fire Department grant. We're gonna submit for some forestry gear for the firefighters at Talhamton Laws, things like that, the person protective gear. E9-1-1-gram, we're gonna look at some enhanced communications equipment for our tower sites and our volunteers to have some enhancements in addition to the state police radio system that we'll have about two more term on the summer. Gary Sunniet's grant applied in February 21st of this year for Warner Rescue P.E.L. primarily of the rivers that we have and the Cobb Creek Resorts to give us some gear to make an effective rescue. If a citizen needs that, which I think that is definitely going to happen. Next, once a central hospital community grant, I'm going to put in for a replacement quick response table for the rescue squad currently. They have a 99-9-9 gene care, a human almost 100,000 miles. It still runs, but it's not up to standard of safety for providers. Limited on the gear and can carry that type of ideal. The last one's a national volunteer fire council on February 18th of June 1st. We're going to submit for some firefighting gear, we'll let it until June 1st to do that. That has not been submitted yet. There's many more grand opportunities out there just text a lot of time in Africa to get all the documents straight. These are the ones that have been actively applied for and will work in on collectively. Administration. Some of the events at FireDMS, participating in it was a career day event in a couple of high school levels on February 6th. We set up a table and work next to a representative from American Red Cross and that turned into an American Red Cross event in the Randolph district last week where the volunteer fire members and volunteers from American Red Cross got door to door and checked on citizen smuggle arms and then installed them if they need them. We're going to expand that across the county. We just started that and ran off of got some statistics on how successful that was. It was a great demand at all. This allows all citizens in the county to apply for a check of their Smuggle arm in their own in a free replacement installation that they needed. So it's the same way from that into the next one, the meeper first responder panic car, and so a volunteer fire department this weekend, the Saturday, American Red Cross is gonna come out and set up a table and do the same thing there. So it will help the British area residents as they come to the fire station that they need a smoke alarm if we can go help with that. So the one at the Randolph station that we did in Randolph district, which was March 29th, I just mentioned, here's a picture of, it was 13 volunteers total, myself, I'm there, volunteer, two volunteers from Randolph, fire station, and then all of the all of the folks at the Red Vester from American Red Cross in the blue shirts also. So this is what we did. I was very impressed by we touched 200 contacts. That means we went to 200, 200 homes and we got on the door in that district down there. We can't really help subdivision. And then West dollars would be right towards the farm bill and that side of the 25, then we worked on the other side as well. How about that was 24 smoke alarms were installed. We make 130 citizens face-to-face contacts. And in those contacts that the citizen said, no, I don't need a smog and largar at works. With American Red Cross, as they hand the packet of information to the citizen, it talks about how to fire safety, prepare to use your stormers. It's a lot of good information in there. Randolph's engine is 41, which is in the picture there, a drug for a round with us too. We broke up into teams. Well, that was one of the teams with fire truck. So the fire truck goes around the neighborhood and keeps stopping. It tracks people to come out and see. What's going on and then you've it tracks people to come out and see. What's going on and then you've gone, and you start talking to them. That was a great day. So we're gonna, again, we're gonna expand that to the rest of the county. It's available right now. We're just setting up an event. Next Saturday, the car is going to do basically the same thing. This is a busy slide. It's just all of the things that the Fire and EMS is doing. We're still meeting the monthly volunteer fire chiefs meetings and rescue squad building. We're still meeting and discussing all the things we need to discuss, which is listed here. We're trying to update the 911 dispatch protocol. There's some confusion with that. We'll get it straight. But we're working on now, working on the Stainfully Radio presentation. We actually had the last meeting we had that represented from Stainfully's come out directly and address all of the fire chiefs in their concerns with the radio system, which that is a good like it will have a final one slides, but they, at their own expense, in my request, in solitude of the NACSBOX security boxes, one at the front gate and one inside the complex and that's allowed fire to EMS access when it's closed. So if there's an emergency up there, we have keys and access to get in there without having to disassemble gates and door pry doors, other things like that. In a light to expand that Knoxbox system to the entire county hall, county buildings, high buildings high school middle school elementary All of the county bills we can get those boxes but fire department is the only one that has a key of those to get them for the security. It's a nationwide program that just comes with it costs and takes some time. The visit and concrete reservoir last week We had a meeting with the head right go fire and definitely cheating and we spoke about the water rescue plan as far as what hand right go is going to do. Basically, they've instructed us to call Virginia emergency operations center to request whatever we need. That's a state level request. I was hoping that they would maybe help us with some other things, but I didn't get that out of the meeting. So we're just going to keep moving forward. We're trying to acquire our own rescue gear through grand opportunities, donations through other agencies, and our reliance upon a mutual encounter, which I got a picture in here too. If we had water rescue response, a mutual encounter is going to to bring her a boat all the way from New Zealand County over here. So we have a boat to get out of the middle of the lake and make a rescue. There's a picture of that coming. I had opportunity in Cobb Creek to have state police men flight helicopter tech bees. The first time I actually got on a bin on that helicopter, all the people live up patients and I put on that helicopter. They all from here, right, and we flew over to the cockpit reservoir ahead of video and we've loaded on here to show you what I'm going to show you. At a later time, they flew over the cockpit reservoir to get a response plan to work at the plane to helicopter, how to make rescue use those types of things. So we flew over like three times, just pretty interesting. The reservoir by the way is 10 billion gallons of water pumped into it and the capacity is 14.8 billion. So it's about three quarters full of water. Our emergency communications radio system, the volunteer fire page, or several rides, going to be programming them soon. That's going to be 25 volunteer painters to summons them if there's a call per station. Each one of them, three fire stations will get those. 25 painters total. They've already got painters, but they're all in outdated, but they'll still be able to use them. These are new ones. New ones to supplement what they have. So I just give them some more methods of communication that they don't find on the call. We're working on the mutual aid memorandum of the public standing updates and our communication discussions on how we're going to talk on the radio back and forth with this enhanced system and excellent features. There's also the tower that's going to be another tower put up because the state police behind the sheriff's office are actively working on the permitting and the foundation to put that tower up. That will communicate with 9172 the tower, state police tower and on the tower wall under here, coming onland road on the state relief system. Our pharmacy, tentatively, is the one-line April 15th. We've applied for all of our permits, we're just waiting on the last permit to allow us to move forward with that. And then I had a meeting here in accounting with the Department of Forestry folks that respond to bucket hand and cummerland so we could all meet each other before they emergency before the woods fire, the brush fire, the field fire, and just include faces with names and what the response capabilities are and how we notify them and talk on the radio all those. That's types of emergency, basic level of communications and that's a pain off. That has really worked out very well. We get a fire in a state forest or something and then it winds up a lot, and it's gonna be quick. So we've already got a plan to get all the resources here at a time. These are some pictures of the one on the left is the Knoxbox security system, it has all the keys in it, and that's what Cobb Creek is installed in two locations, like I mentioned. department someone has a key to that and they're talking about maybe summer they might be opening up summer to work for for community access to the president. The second slot of picture in the middle that's the main entrance off Columbia Road so you gotta like a barn gate there which will be locked and if it, we go in. And it's not that we have keys. And that's just to get in there without damaging any of the right goes properly. And then there's a picture of the tower. All the water's pumped into. He's got another 10 feet or so ago. On that left lower of the tower, the white works on their sea level hash marks, the, 310, 315 feet above sea level. And they said they've got about another 10 feet of water to put in there, and then it'll be in the max. Every two inches of water in here is 40 million gallons of water. They told me about that was pretty interesting. So with the cockpit reservoir, I told you about the Virginia State Police Medflight Flyer or Response Planning. We did that. There's a picture of the boat ram on the right. So if you see that's a floating dock, it's a dual boat ram for public access. It's got to go another 10 feet or so before the rocks on the left there on the picture. They've got to be covered up. That's an order intake valve for a dry hydro which fire barbecue used to vacuum water into the fire truck. Out of the resident works. If we can water supply, we've got it in the north end and we're free to use it at any time. And we have access to the complex. Males, pictures, and gunstones, water rescue boat that's coming from the located at the 5- have access to the complex. Middle picture is New Zealand's border rescue boat that's coming from the located at the 5th Fountain of Fire Station New Zealand off route 6. If they have staff there and call them they're going to bring the boat to their daughters. Just the boat. But we have Covergenia, Mercy Alvarations Center to request a dot to you the state police or Henriker Chesapew. they're coming from in-riker Chesapew is an hour plus that's what I'm so concerned about We need to get Releases about in some things throw cushions throw back groups back on high And then one on the left the picture on the left is the vehicle I'm driving. I thought that's a pretty cool picture That's looking that's looking from the tower back at the dam. Just what reminded me about the Virginia Department of Forestry, Murder Band is still in effect. The ground is clear to the end of April. That means never already before 4pm. And if you burn after 4pm, it has to be in certain situations that you're doing. You just can't burn it. You know, how big is this worry about against the woods? It's the Wednesday morning 10th, 15th, and hour. But those two websites there will take you right into the walls of a burning band. If it buys any questions about that kind of thing. I think that's on our website. There's links. And that's all I have. Any questions for anybody? The only thing I want to check, and I guess we talked about a couple weeks ago, during your quarterly meeting with the infargements, and concerned about the radio usage, the painters and all that. Yes. by people who have come to plan a commercial out of will. Us if you walk in the bar house for like a dumpers. People start to understand how that can work. I'm not telling you about, Chase, is the information getting to the people in the bar house. We, at the last meeting, Chief Speeding, we had a PowerPoint demonstration of how the radio's worked, the state police project manager, present. We all talked about it around the table, all the questions were asked, that they had concerns with the chiefs, and Mr. Stankney was present as well with me, and we have prepared that, and the state police representative has offered to come out here and speak to each individual station if the station is one pass. My biggest thing is making sure the guys are there and as far as you can, right information. Right, getting to those folks, because then one of them are making good guess of him. We just need to make sure they have the right information. So hope to communicate with you. That's why I'm so staying. I appreciate that. and we can take the power point with the state police representative himself and we can present it to our membership. We offer that to him and I think we had one flat out of the coin and the other two. Maybe the other two. We could get back at this. But I think it's a good idea for us to go ahead and we'll just go ahead and do it. So there's no questions. It's a good, it's a good information power point. John Randolph was last one in the head concerned. He was running around. Right. That's right. I'm going to sort of make sure that everybody gets or we have a pan game gunner Friday night up there. And I want to get like a spaghetti gun. So there's questions pop up. My chance to make sure to find a new person. Right. whatever we can offer, we help them breathe. Yeah, you can, we can do that. Thank you. You're welcome. Any other questions? I'm just gonna put up my testing, make sure to find a new one, which will go right in whatever we can offer me, help me breathe, get down to bed. You can, we can do that. Thank you. You're welcome. Any other questions? No. Thank you. Thank you, Mr. Chair. That stuff would be, if you'd ask Brian Walker, Mr. Rantling, you, and the go into this. Yes, the rent and the view. All right, good evening, Madam Chair. Virtually. There was a board administration, the front-locker here with the Virginia Department of Transportation to give an overview of this past month's activities. A general budget update, a plan amount of the existing system, the expanded amount keeps increasing, which is obviously provided. Together we're trending towards the end of the fiscal year, which is rapidly approaching, which would be the Eucardial and build lines Green line represents the plan Excuse me the expenditures are not represents the plan and they will be This live here again to snapshot will be work orders for the past month The most numbers that were called in were obviously trees, limbs still down from the previous normal event. Construction update, we got a plant mix project. I hope it wraps 639 padiens and the paving in that is done. There's little pavementaving and you can think it's still going on. It's a trench widening. And then the contractor is also continuing work on about 638. Excuse me, I got that back. Sorry, around 638, General Van Balfier's that network is on the go. That's as we speak. Service treatment projects. Again, this is, we got an update up for it's a live start. Heedod is ahead of this contract, you're doing repairs. And now we'll get into the General Hospital, so let's pass them on. I just want to thank you all and I can present that or share that. We met for this meeting for the time of the work session. As I indicated, this is a secondary six year plan. I will follow up with Mr. Stamy, information on the road and mileage, take an all-night decision, for a public hearing that hopefully be scheduled and enabled by a passing of resolution to June June. Around 60 store project over here, we would be up-respected. We'd like to present all my comments to the contractor in our way for a recent middle. And the buggy is that I come up time and time again. I wanna thank Mr. Spinson and Tom. He had a couple weeks ago to drive through his area he helped identify some of the focus areas that I'll take him back and influence a more research on maybe maybe get some more signs put up and it's more average for the community. Very quick the more this month or the rain questions for me at this time. I have a question. Yes, Mr. Locker. So we're talking about the Secretary of Secure Plan and talking about current roads in our county that our gravel roads that aren't yet part of the service. We call those rural rustic usually when we're looking at it, when those are normally like a car and chill or whatever term we use. Just for the folks and attendants here, can you explain the difference between constructing the rural rustic road, tarantula road, the base, the process, and say like around 60 or Air State. Can you speak to that a little bit? Sure. So the rural cross the process program, I don't know the history of when it all started, the TNT of rural rustling is to take a road that is generally crowded, that does not need any major repair such as hers or major failure or anything all those lines. It's taken a fairly decent road for lack of the better term and improving it, improving the drive on it and constructing it, the chip and seal surface that you had indicated. There's an application of car, followed by stone, followed by homework, followed by stone and that's roll. So again, it basically is taking the structure of an existing road in the ruby. The construction of a new road, we can use a roundabout maybe as an example. Vida will go in and construct a road envelope which would start with removing the tassel, exposing the subgrade material, ensuring that the subgrade material is acceptable for construction. And then building on top of that could be anywhere from 8, 9, 10, 12 inches of stone. And then three to four, two to three layers of different strengths of asphalt. So constructing the roads, then we use that to go down it's much more expensive obviously much more off with the vinyl traffic creator. Again, the rural rustic intent, they're very low-line roads 50 is a cutoff but in perfectly in this county you don't see anything near and under, you'll be able to die on a rural rustic road. So again the intent is the dust down and to improve drainage and to provide for safe, this is safe for a very good crowd. Is that an introduction problem? Exactly. Thank you. Any other questions? Plenty of questions. Okay, thank you all. Good evening. And we're recall Mr. Rampers. And even again, we, right and right, the local cars will road representing Sprucebury Farm. We all work very hard to be a good neighbor in the community and one of the things that we're doing is reaching out to different community organizations and often give are opportunities to raise money using our facility as a vehicle to do so. This evening I'd like to present a check to the Covenant County High School football team where they have big efforts to come out and help us park our so I can get the coach to come out and if supervisors or join us, I'd like to present a check to the coach and would like to have you this check for $550. Great job helping us get cars parked. Thank you. We look forward to having you and the football team back out. We appreciate it. Thank you so much. Thank you. Thank you. Applause. And now I actually give you one of the duty cash. Thank you. Presentation shots, not due roll. I'm going to grab at the time. Thank you. Moving on to the final. Good evening, Madam Chair, members of the Board. The first item we have for you at this evening is on page 1 of your board packet. This is a supplemental preparation request. The M.B. has remitted funds to the county for the local share of license, bank fees collected on the settled animal-friendly license plates. According to Virginia State Code for each $25 fee collected in excess of 1,000 registrations for animal-friendly plates, $15 is to be rented to the locality at which the vehicles are registered. These funds are remitted to the locality on an annual basis in the total for FY23, 24 and 25, with $724 and 64 cents. In addition, these allocated funds must be used to support sterilization programs for golf and cats in the community. The local Knife-A-Profit Organization that does support this for Cumberland County is Richmond Roughass. It is my recommendation that the Board approve a supplemental preparation in the amount of $724.64 to be remitted to the not-for-profit organization. There's a board to be on the position to approve the annual friendly life-sense play the preparation as presented. So moved. Second. Mr. Hammond. Hi. Mr. Newman. Hi. Mr. Tari. Hi. Mr. Stinson. Hi. Mr. Stinson. Hi. Thank you. second. Is this the system? I. This is the system. All right. Thank you. The second item we have for you, the same one is found on page three of your board packet. And this is in regards to the age of localities funding. As established in the Carter Virginia Section 38.2-401, the Virginia Department of Fire Programs is responsible for allocating two Virginia counties, cities and towns on an annual basis. These funds are to be used for training, firefighting equipment, and protective clothing for public fire departments. The allocations are based on population and are derived from an annual assessment against certain licensed insurance companies during doing business within the Commonwealth. The county has received its FRO25 funding and the amount of $46,914. This does exceed a budgeted amount of $37,000. Therefore, I am requesting an additional preparation of $9,914. So it is my recommendation that the board of present additional preparation and the amount of $9,914 in order for the county to advocate 100% of this funding to the local fire departments. This does require no additional local funding. 4're seeking prizes. Do we have a resolution to recruit the Andrew Vocalization Corporation as? Mr. Handler? Aye. Mr. Stumslin? Aye. Mr. Stumslin? The next item is found on page 9 of your board packet. This is a refund for other payment of taxes. And our ordinance to Virginia State Code, the Treasurer's Office is requesting that the board have supervised to approve a personal property tax refund to Pondy Book Foods for their 2023 and 2024 tax years. The Commissioner of Revenue has it made in the Personal Property Taxes, which results in a refund of $3,672 in 54 cents. It's my recommendation that the court does offer rise to the Treasury to issue a tax refund in the amount of $3,672 in 54 cents to Pony both fees. And more to be honest, we're pretty much the requested refund Pony both fees are some of them. So move, second. Mr. Hamlin. Hi. Mr. Newman. Hi. Mr. Tibery. Hi. Mr. Stimston. Hi. Mr. Thomas. Hi. Thank you. The final one that I have for you, the same as Final Page 11 of your board packet. This again is a refund for over payment of taxes. The Treasury's office is also requesting that the Board of Supervisors approve a personal property tax refund to opt-are solutions for the 2024 tax year. The Commissioner has debated the personal property tax, which results in a refund of $10,136.68. It is my recommendation for the Board to approve the Treasury to issue a tax refund in the amount of $10,136.68 to up-taire solutions for the payment of taxes. And forward to the mission to approve the request to be fined up to our solutions. This is the move. Second. Mr. Van Litt. Aye. The Newman. Aye. Mr. Snipson. Aye. Mr. Snipson. Aye. And then we do have the budget reports that are found on page 13 of your board packet, and that's for your information, but if you have any questions, I'll be going to an inch of this. General questions, how are you doing budget to actual? They're actually not really bad. We're actually coming in where we should be for the revenues, some are higher and expenditures are what we would have expected. You will notice that some of the expenditures are waiting for some great funding to come, but we can appropriate those lines. Okay, thank you. Board, every minute, I'll put it in the middle please. The If you have any further questions, please set the map, not a new one to the Plenty of Okay, my name's Ellen, report back. Good. Welcome, Ellen. Nice to meet you, Johnson. Good evening, Madam Chairmen, and members of the board, Stephanie Johnson, to meeting Director and Zoning Administrator. This evening, you'll find the meeting project updates, starting on pages 21 of your work packet. So for the pending zoning questions and requests, we do have some CUPs. We have of course the CP-20401 for Green Ridge or Cycling. That one is set for Plain and Commission Public Hearing this month of April 21st. We have Pending CP-20402, which is the Camel and Fire EMS review tower, as our E-Rest Director did explain earlier. We have a Resonant Request, 2402 for the Industrial Park, Road. That one will be proposing to rezone from M1 to M2. I have a rezoning application for about one vestments that is at the corner of Glenham and 60, that is for R2 to be one. And then I have a commissionally used permit application that is pending for a 2501 that is for Kenny's place. That is what we locals refer to as where the big O club used to be. So those are all pending in certain levels of the review. Some of the applications are not complete yet so they're not quite ready to go with the planning commission Commission. For the month of March, staff issued one commercial primary zoning permit, 15 residential primary permits, 12 residential accessory primary permits, and six farm structure permits. Staff approved seven subdivisions and we now have 50, 500 that are pending. For surveys and site plans or survey specific lots, there were three that were approved for March and we have 34 better pending. For other commercial, other regulatory functions, the commercial E&S permits that we have to open are still the same three have CubsCreat, which figures cross, will be closed by the end of this calendar year. And then of course the two solar sites down 405, down come the rest. Staff issued a total of nine residential EMS permits for the month of March. And then on that very bottom page, bottom of the last page. I'm going to go ahead and see the last page. I'm going to go ahead and see the last page. I'm going to go ahead and see the last page. I'm going to go ahead and see the last page. I'm going to go ahead and see the last page. I'm going to go ahead and see the last page. I'm going to go ahead and see the last page. are working on. Also included in your packet, I don't have the pages but I believe there are some photos of the Koch Creek Resort War as well. I didn't quite get the presentation here tonight for the public but they are included in the packet and I believe they are included in the passage and I believe they are from two different site visits that I proposed there for you. So we did get to see some updated pictures there for you. And that's what I have for the monthly planning update. Step in for questions. Tim McRae, Bill building. This is the last one on subdivisions. So not lots of like the former server. Yes. Kind of the project location manager, some presenters. Yes. So that is close to Fleming Road, close to the pharmacy. It's gonna be on the right hand side of the going this way down, down six foot. It's about a four and a half acre lot. It's rectangular in shape and that major subdivision proposes nine lots with both cup of water and sewer. We'll have two private roads to access those Any other questions Next is basically with county attorneys report mr. Mr. Vice-Chairman, I have another report this month. Thank you. And, consent agenda. I have a otherwise legalized sex system. She's not a legalist. She's not a legalist. Yes, I'm right. I'm right. So, under my section, I have a PTA appeal, warm zoning appeals vacancy. So according to state code, members of the PCA serve that must be residents of the locality. And in August of last year's staff was made aware that one of our members was no longer an equal resident. So he was no longer eligible to serve In this position on the VCA has been vacant since. Members of the VCA appointed by the serve court on record-based court and condition of the board of supervisors, and they do not represent specific districts that make do serve a five-year term. So staff respectfully request that the board seek to fill this vacancy on the board of the police. That's all I have. Thanks. Next we have consent agenda. I serve Madam Chair members of the board. I have three items for your consideration. I want to consent agenda to see the first of the approval of the bills. The second item is approve all your minutes from your March 11th 2025 regular meeting in the March 20th 2025 workshop. We also the third item is related to the Board of Zoning Appeals reappointment. We have two individuals who are set to expire this year or May 20th 2025 that includes the current chairman Chant Connick, and Board Member Dr. William Burr, and they have expressed an interest in continuing to serve and wish to be reappointed. Again, the members of the BZAR are appointed by the Circuit Board on the recommendation of the Board of Supervisors. The BZA members do not represent specific districts as Ms. Johnson just discussed. They do serve five year terms. Staff does recommend that the board submit a recommendation to the Circuit Court for Mr. Khanek and Dr. Burbers reaffluent to Florida's zoning appeals for an additional five year term. With that, all I have here is the Senate agenda and we'll be glad to answer any questions. Any questions, part of the motion, motion? Do we have a motion to a proof of the resolution as some say? Mr. Hamlin? Mr. Nguyen? Mr. Tari? Aye. Mr. Stenson? Aye. Mr. St dancing? Alright. This is not it. We need business, right? We need business. We can't properly finish the show. We have to wait for the show. We need to wait for the show. Alright, what could you have to do? What's the plan? Yeah, Madam Chair, members of the Board, I don't know if it's a big one or not, but we're going to do our best. The past couple of years we've been trying to make strides on how we engage and communicate with the general public. And it's been a topic of conversation here a lot recently. And I wanted to share with the Board and also with our community and the folks in the audience some efforts that we've made previously, but also how we're going to continue to engage the public and try to get the word out in terms of what's going on in terms of county operations. And communication and transparency is critical to effective citizen engagement local government. I just wanted to start off by saying that. And really I'm focusing tonight's presentation and our communication initiatives on three areas that includes electronic, print media and and believe they're not radio TV and in person. So as far as electronic, that would include our county website, social media platform's live streaming of meetings. Print media would include our community guide, our, and as Myers mentioned, the county newsletter earlier, that's a new ad, that's been asked for for a couple of months and we've actually started that this evening and we actually go out over our text alert system here later this evening. Inserts and mailers and then also a county annual report which would be a print format very similar to the newsletter and I'm going to dive into this in a little bit more detail in a moment. But as far as radio TV and in person, we do have a monthly spot with WFLO radio out of Farmville. You can stream that. You can actually go to their YouTube channel and watch it after the fact. I do have about a 25 minute window to speak on county initiatives and answer questions from the host. I've got a face for radio and a voice for print. But I apologize upfront with that. But that is a monthly activity that will continue. And I'll touch base on the schedule here in a moment. Also, a new concept is conversations with the county administrator. And I'm going to have a slide on this in a little bit and take a little bit deeper down. And also town hall meetings, which we started late last year. Now, I want to include this information on the slide because I don't know how many folks are actually aware that if you go to the Cumberland County website and you can register and set up an account through the website which will allow you to be notified of meetings, press releases in any other type of other events. A weather alert, if it's an upcoming event, a HARP some record program, if you sign up through the county website and enter in all your information, it will make you have access through email and through your cell phone. And that's found actually in the top left-hand corner, got the arrow there. It says create a website account. Click there, follow the prompts, and fill that out. And then you'll have instant access. When we push out notifications, we do push out notifications, and ask that they get sent out. We get a text alert. So that's one very easy and quick way that you can engage your county and be engaged with us. Moving along as part of the website, we are in the process of going through what's called a county website refresh. This is done through our Civic Plus vendor that's who we contract with to provide our web based services. And they do provide a free of charge update every two to three years as it relates to the county website. So we know that there are areas where we can improve and get better. If you're not moving forward, if you're standing still, you're moving backwards. So we're going to be moving forward with adding some new photos to the site. We're going to rework some of the icons on the main page to make it easier to navigate. We're going to have new dedicated pages related to hot topics and items of interest. Essentially we want to eliminate the need for you to hunt and find what you're looking for. So we're going to look at click tracking for ease of use. So in other words, in an effort to be transparent, I should have to click five times to find what I'm looking for. It really should be one to two clicks. So we're going to be working with our vendor and our staff and the best way to set that up through our website. We are going to have new pages for both economic development and our tourism initiative. We do have having tourism page, it just needs to be improved and activated. And as we work through this process, we do anticipate having this completed by fall of 2025 to get all of this done. There's a lot of legwork and layout that's got to take place. We've got to gather photographs and things of that nature. And if you've got any suggestions as it relates to the website feel free to reach out to me. And I'm going to provide my phone number and email here shortly. Live streaming, we did begin live streaming in the fall of 2020 and we utilized our own YouTube channel and that includes the planning commission and the board of supervisor regular meetings. So if you go to the main county page, you go down to the bottom and click on the live streaming icon and you can actually follow the link to the YouTube channel that we have free of charge to actually be able to watch the meetings and they are archived for future access as well. Our social media presence, we do have several Facebook pages including Parks and Recreations Fire and the MS has a page of works, our animal shelter and administration has a page. We're going to be working over the next several weeks to streamline how we operate these pages so you're getting the same information and similar information regardless of the platform that you're looking from. So for example, if we post something related to parks and right-wing attack, the others, that way you're not getting different types of information and misinformation. It's streamlined for ease of use. So we'll be working through our policies on how that information is shared and our our goal is to maximize our already-heavy social media presence to get the word out. We do a community guide and a county newsletter, which I touched on earlier in the presentation, but our community guide actually began production in 2022. It's distributed to local businesses and throughout the school system three times a year. We're actually going to scale that back to two times a year for cost purposes, but that document really serves as a conduit for all the different services that you can receive in Converland County and services that the county actually provides support for. So not only is it parks recreation and special events, it's actually, it includes school information, it includes information related to steps, pedemons, senior resources, all of the different human service organizations that we partner with as their programs and their contact information in that document. The county newsletter is a new initiative that started today and I'm glad to take feedback. I've got some feedback from the smires. I'll try not to be too wordy next time. Make it streamline, but I do anticipate that being a benefit to everybody as we send that out each month prior to the board meeting. I touched base previously about the WFLO opportunity. Again, that's a monthly radio spot. They're in form builds. The third Friday of every month, beginning in June. So I've got date scheduled for April 17th and May 19th, it's about, it takes place between 8 and 8.30 in the morning and again you can watch that at a later date on YouTube and it's about like I said it's between 20 and 25 minutes for that's called the call flow show and I would have had the third Friday Friday every month beginning in April and May, but Dr. Jones is already booked. And I certainly didn't want to impede his participation in that at this time. So the other item I mentioned earlier includes conversation with County Administrator Program. And really this is for any organization or group in the community that can request an opportunity for engagement and discussion on County Initiatives programs and other information. I've met with churches, civic organizations and volunteer organizations here on this slide is my contact information. I can be reached at my cell phone pretty much 24-7 and I want to make sure that you all know that you have access to me to come and meet with your organizations and to provide information as it relates to county business. County Town Hall meetings we did have one of the first town hall meetings that we've had in a while at least last fall and this will allow for continued in-person presentation and discussion of county business and activities that we are working on in a meeting day in May. The last thing related to our communication initiatives includes a county annual report. My goal at this time is to provide for the community and the board each December where we would produce annual report outlining how we perform on the previous fiscal year as a relates to accomplishments and challenges. The report will close out the previous year and serve as a kickoff to the next year's budget process. It's another way to tie back divorce priorities and performance within the county and tie it back to how we budget because the budget reflects our priority. So again, that report will close out the previous year and it serves a kickoff to the next budget process. So I know I covered a lot of ground as it relates to how we are going to communicate and engage. At this time I can take any questions. I'm sure they have some good questions to do. Okay, first of all, my comments, good job. I'm saying it's a hand-viewed out. You know, it's a vast lack of meeting. Doing well, we'll see. And I know you've had them. Two of them get some questions to do. Some of them. Well, of course, what I have is definitely able to strip this. Another kind of moral website that I think like that, to move out the paper copy is a personal copy. But if we have certain locations, that's where I'm looking for feedback from the community. If there are certain locations that folks know where these will get picked up, you know, we can certainly swing by and drop off a handful and a sack and folks can get them that way. It would be pretty expensive to mail these out every month. So, if we know the hot areas of the county where we can set these out and have permission by the prior to do so, I'd be more than happy to look into it. Yeah, Mr. Jim, you're my secretary. I would recommend a lot of your first Mr. Jermins in there. It's been on. I've been through it a lot for a while. For a while. I've been through it a lot for a while. For a while. For a while. Okay, so library, do you agree? Okay. Let me go. Okay. You know what I got? Thank you. Good job. All right, yeah. Very popular it is. of the nation's and the state of America. Let me start the phase 4. I'll be going answered by the fund members. I want to see if there's any changes. We'll not respond directly to questions asked with all the comment period. The state answers will be directed through the County Administrator's letter date. But I can contact the commissioner on the side of the sheet to all the public's funds. I'll continue to answer. And we'll start with the Betty Myers. I'm a part 77-year-old. And thank you for, again, the opportunity to speak with you. Thank you. As you know, I've been very much involved with the group that's chosen in the land field. And I think the Board of Supervisors has had a concert at the right now. We need to make a decision whether or not you'd like to work in an area that you've concerted people or you've got a very important corporation. And I'm asking this one, not any legal advice from anybody but my knowledge. The Board of Supervisors, the past and present members of the Board of Supervisors, has not prevented any marriage from getting their permits. That is not the ball of this Board of Supervisors or any of the pre-seating practices. Your club has come here in meeting what was in the current operating CUP and host agreement. They were not able to get required permits from the EEQ from the Army Corps of Engineers nor from the EPA. Therefore, I hope that this has been a big discussion item with this board and gentry law because you have not mildly that that pluristic clause that we see so afraid of. Because the board has not done anything to prevent green image from getting their permits. Again, it's the regulatory agencies. Come to Canada right now, since I've moved here, you're at an area where things are starting to pick up this account. You now have Sprucebury Farms, which is a very good place. You've also have improvements in the staff and the members of the EBA. And there's a lot of good going on right now. I can see that a landfill would be very, very detrimental to all those things. We have to be concerned with what people want. Whenever they build out the survey, we call for a intensive plan. They want to maintain our role in a beautiful way of life. If you bring in a landfill, you will want to bring in mites, roads, air pollution, the probability of contamination or well water. So I ask you please do your research. Talk to the lawyers at Discounting's higher our cat's dollars and do what is right for the County and we the people and talk to the corporation. Thank you. Thank you. Thanks for having me. Thank you. Thank you. Thank you. Thank you. Thanks for having me. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. to first will work. Gina Markov, 18, Carlos Guil, come on. It's been shared for recent 38 pages of the document. David February the 6th, 2025, it was sent to the Cummula County Board Supervisors, the Cummula County Planning Commission, of the Cummula County Planning and Stony staff, from Southern and Rio de Janeiro, all-City Preservation of Virginia, the AEMMD, and the Bind Grove Project. This contains very valuable reasons as to why the CUP or this Neville Amphill should not be put in Cummula County. It just adds to the reasons the CCLA of the public do not feel very rich should not be put in the county. It just adds to the reasons that CCLA and the public did not feel free to reach out, should not be approved in this county. This is not what you should order superrash, should want for your citizens a county county. We're voting into your positions on a more superrash to do what is best for the complete citizens and the county. It will damage contaminating the water and water or all-way life from meeting many years to come long after Green Bridge is gone. Also, please note, some of the presentations that Green Bridge has submitted to the Planning and Zoning Commission on three occasions, I believe, that they keep saying original current maximum future extension current under part A. Part B's not mentioned, so that's definitely coming. Maximum future, there's still a problem in it. It will be facts and original plans for all of them, the mega landfill. It will come from outside trash in the future, but just in Virginia. They can't make up their $20 million that keep telling us so much that it's been. So, and I also, I just found out today, why would you allow a no-exploration day on this current CPP that's being negotiated? Does not make sense. Does being dealt with your illnesses? Not finished with the other changes made today, but I'll keep you up next week. Thank you. Thank you. Next is sprayer and clinic. Okay. We're waiting for it? Thank you, sir. Good afternoon. My name is Relesma Clinton. This is Rick one. And I'm 30, happy I feel good. My concern is a little bit more. I'm not sure if I can do it. I'm not sure if I can do it. I'm not sure if I can do it. I'm not sure if I can do it. I'm not sure if I can do it. one and I'm 30 half- and I feel good. My concern is a little bit different. I do agree about the landscape and all of that, but I have a concern that's a little bit smaller. And that is, first of all, to get common. As I came up group 45, I don't know, who's responsible for it but you know I'm going to start two pieces of trash. That is wonderful. I don't know who's responsible, but let me know that we appreciate it. And my other thing is, we have a landfill there in the havens in this room. And the road one to the main field is horrible. It not jacquard of that, all kind of thing. See you soon. and the hammer from this tree. And the road one to the landfill is horrible. It's not your car to that, all kind of thing. See if we can do something about it. I don't know why hours can't be blacked off, but the rest of us, we feel a little bit slightly there on that end. And we do have a lot of traffic in and out of the data. And sometimes when people get a little bit angry and off the car or running, they tend to want to just throw trash and on some property damage, so I'll pick it up because I don't want it to look so happy. But that's my concern is there will be something about the weather going to the moon? Let's write off those columnum, OK? That's the strong pattern. I'm going to start. Getting the contract going in 51 Ruby lane, district 2. Last beginning of the turn, I asked twice about getting the length of advisory board I haven't heard anything about that yet. Are you afraid to get input from citizens to a different resource than this? Please consider it. We are in staying in their presentation to the line of the lay of those equivalent to Hasmat landfill mining. According to EPA, I looked it up, family pay. It is no comparison. No. We are just state that you know, no, title deal liners that have leaked. Federal EPA says otherwise they fall leak. Presiding today's newspaper, the Richmond Times dispatch, D.E.Q.s a landfill in a cobalt chloroform, perillium, cambium, valium, and all above the limits of the live-round of the property. This has been a non-mode problem since 2021. Eight of them, aren't you, was a candidate. Keep it morning, they are, they get structured, demolition, landfill. They're not a municipal landfill like we might propose it. But we propose material, a lot more toxins, a lot more poisons, a lot more problems than concrete and grit. The six-year criminal was mentioned earlier, I'd like to remind the boy that prior to the governor pulling the funds on the six-year plane, Brown Road was the approved project to get done, funding got killed. So that needs to be considered. Brown Road has got three or four million houses started right now. It's growing, leaps and bounds. I'll be reinstatedated that the rural road roads are built nowhere near the living of the highways. Greenwiches proposal, any layer of payment to the road is not been prepared to grow or protect it from the heavy trail of the travel of humans. It has got to have to subbase the base, count that to lay as a part of materials, several different types of asphalt. They're not good for that, they're just going to add on top of what's there. They also said that they played on using the easement for the white in the room since they're required to take the room to 21 feet wide. If they use the easement, the gone is going to want that easement to be placed. All the provietals in Abram are going to be having a problem with being arrested to sell their land or eminent domain. Please consider your citizens. Thank you. That was for the public comment period. Next we'll be moving onto Chairman and Board Member Comments. They will inform a guest that they're going to adjourn into a close meeting tonight. There should be a after the public period. So next is Dr. Moore comment. I just want to thank everyone for taking time. Appreciate it. Appreciate everyone showing up. Various comments? Dr. Jones is always entertaining. And we will be visiting him. And I think we should be returning to page I think when it comes to community, Mr. Stanley, if you think follow all this off, it's a lot of work. But this, as we move forward, I think it's a kind job to apply. And get the information out to the people that you're fighting for the prime. As always, I want to thank each and every one of you who decided to make it out here tonight. Just remind you this is your board of super-bubble meeting. And just the fact that you took the time out of your schedule on a Tuesday night to come sit and listen to the presentations, listen to the discussions. I just want to say thank you. That's what it's all about. More folks that get involved, I think, that the better we all are in the long line. Thank you for those who spoke tonight. Thank you for your concern, for your commitment to your community. I want to thank Spruce Berry for your commitment to this community. I think you demonstrated with your beautiful facility and your openness and you reaching out to allow different segments of organizations or even county departments and with the upcoming benefit for the animal control. I want to say thank you for your involvement in this community. It means a lot and I've been to events at Sprucebury and just to see the excitement and people somewhere to come and gather and it's just it's it's it's much appreciated in just your commitment to this county. I think of this and you said you got a couple of months left with us, Dr. Jones, but we're not So back down down that you were going to be leaving us. I wasn't joking. I did get choked up a little bit. Just because what you mean to this county, which you mean to the kids, which means to the parents, to staff, to teachers, it's going to look, you know, there will be somebody stepping until that role, but it's going to be tough shoes to fill. You've made an impact in this county. The presentations that you give to this board for each month have always been thorough, concise. Somebody said concise and short-sweet to the point. Sometimes I get a little long-winded, but it's not, it's still pleasant because you inform us and none of us on this board and those the community that attend these meetings can say that they don't know what's going on and come on in county public schools. And you've done an exceptional job, so I just want to say thank you. Thank you to all staff that have presented tonight. And I just want to say to each and every one of you got a list. And hopefully we'll see you again next month. Reach out anytime. Good. Good. Good. Let's good to. Hi. Good to meet you. Thank you. Dr. Goody and Dr. Goody are joining to the closed meeting.
