Do we have someone from finance in the Heelow Chamber? Yes, we do. Thank you. Okay, thank you. Thank you for being here. This is a fun transfer. Can you tell us? Do you have any questions? Members, any questions on this? I have a question in that's going from a youth community center to a domestic abuse shelter. Was this a, it said phase 2 improvement. So was this under budget, I mean like they came in under budget and finished their project? Good afternoon councilmembers, I am Naka Gala Finance Department. like they came in under budget and finished their project. Good afternoon Councilmember Zayanna Cagalla finance department. I would also like to take this quick moment to introduce Reed Tawaki. He is our assistant controller and thank you for the support in his position. We are happy to have him in finance. So Reed Tawaki our assistant controller. To your question, it looks like that the contract contract came in over budget, and so they moved funds from a project that was canceled. Okay, all right, good. Okay, members, we have a motion before us. All in favor? Any opposed? Mr. Clerk, you have five in favor, and excused as members Anaba, Gellimba, Liloie and Connolly Kleinfelder. Is there any testimony for communication 13.41? Hearing none, communication 13.41, reporter, change orders authorized your lie 1 through 15, 2024, from Finance, Director, Daya, Nakagawa, dated August 22, 2024, transmitting the report, pursuant to section 2-12.3 on the White County Code. Chair, motion to close file and communication 13.41 offered by member Kirkowitz, seconded by member Kavawata. Members any questions? Okay, see it none. All in favor? Any opposed? Mr. Clerk, you have five in favor and members? Annabha, Glimba, Lee Loy, Connelly, Kleinfelder, excused. Here's our new testimony for communication 13.42. Hearing none, communication 13.42, report of change orders authorized July 16 through 31, 2021, 24, from finance director Diane Nakagawa, dated August 23, 2024, transmitting the report, pursuant to section 2, dash 12.3, other way, county code. Chair, motion to close file in communication 13.42. Second. So I have a motion on the floor for a closing file on communication 13.42 offered by member Kirkowitz and seconded by member Kagoeta. Any questions? Can it see a none? All in favor? Any opposed? Mr. Clerk, you have five in favor and excused our members Anaba, Glimba, Lee Loy and Connelly Kleinfelder. Is there any testimony for communication? 1-0-1-4. Hearing none, communication 1014, county of white inventory as of June 30, 1024 from finance director Diane Nakagawa dated August 15, 1024 submitting the above inventory report, pursuant to section 103d-1208 of the Hawaii revised statutes. Chair, motion to close file and communication 1014. Second. I have a motion to close file in communication, 1014, offered by member Kirkowitz and seconded by member Caguata. Members and any discussions? Chair, just a comment. Yes, please, member Kirkowitz. Thank you. This is a very comprehensive list of everything that is phoned by the county, Director Nakakawa just hoping that going forward rather than having to download a very extensive document, there could be some sort of dashboard that Council members, the public, can navigate as part of the new financial management system you are investing in. Yes, Council Member Kirkowitz. So I think the new system has two things. One, as we've continued to talk about is making the information that we provide easier for the public to understand. This is equally important. The new system will also provide greater efficiency for our internal county team. This report takes an enormous amount of time and double triple entries and those types of efficiencies will save us a lot of hours in the long run and also reduce risk of errors. So both on the internal workings of this report and also externally to be able to comprehend this information in a much easier way than 400 plus pages. Yes. Fantastic. Thank you, Chair. No other questions from Hilo. Thank you. We have Hamana Ventura in our chambers. Would you like to come up? I have a question. unless members, any other don't hear anybody else. I wanted to ask a question about assuming land and easement. Some of these, when you do inventory, I'm wondering things like, if it's stuff we have under our control, which would be executive order leases, leased to purchase possibly, and then things where we have feed title. So just kind of, is it comprehensive? When we look at like the land and easement, is it covers all those different things, and do you have them by category? Well, thank you. I'm on a venture property manager. So the system as it is set up is an inventory of all property that falls on their county of Hawaii, including departments. But it's not going to tell you if it's something that's potentially in the works to be purchased. We haven't reached that point in our platform yet. So we do this once a year. Correct. So even if we are leasing, it won't show up if we're leasing it. It only show up if we own it. We also have these properties that we lease, but when you're talking as far as county inventory for each month and piece simple purchases, those shop. It'll also. Does your, is it your staff's responsibility to do the entry and keep this? Yes. I understand you were short some staff for a while. Must have been a heavy lift. Yes. Definitely. Yeah. Do you do the buildings and structures? I assume that's public works. Nope, buildings and structures also fall under property and management in addition to public works. You also work with them on public works. Yes. Okay. So fixed asset is not is not you. Pardon me? Fixed asset. Fixed assets is property management. It's yours too. Yes. Oh, you have a lot. Okay. I just wanted to get a little more clarity about, yeah, this is a lot of pages, a lot of work. So I want to thank you. Thank you, staff for that. Thank you. Thank you. Members, any other questions? Seeing none, all in favor? Any opposed? Okay, Mr. Clerk, you have five in favor and we have excused members of NABA, Glimba, Lee Loy and Connelly Kleinfelder. Is there any testimony for resolution 612-24? During none, resolution 612-24 authorized the acceptance of 26 portable generators from state of Hawaii Department of Defense, Hawaii Emergency Management Agency, the nation's civil defense agency with estimated value of $15,60090.47. We used the enhanced department's local emergency capabilities and introduced Mr. Connelly Klein-Fother by request. Chair, motions to forward resolution 612-24 to the Council with a favorable recommendation. Second. Mr. Clerk, I have a motion to forward resolution 612-24 to the Council with a favorable recommendation offered by Member Kirkowicz, seconded by Member Kongoata. Members, any questions? I'll just note that very pariah with the Hawaii County Civil Defense Agency is here. I'm assuming that they have coordinated this donation from High Ema to our county and according to the B-52 it will be in our county's possession and available to departments to assist in local emergency response that he's here for any other questions folks might have. Thank you. Okay. Well, welcome. Thank you for coming up. Members, any questions? I'm just going to ask one. It says here they've stockpiled generators. Yet we're seeing with climate change, we're seeing potentially more extreme circumstance with winds and flooding and wildfires or whatever. Is there any discussion about these generate, just stockpiling in general? I mean, they don't, for forecast that we need more generators when we're talking about shutting off our electrical power supply because of high winds, which means you gotta have generators. It's just kind of curious how they believe that these were in excess. Very good. Why can't you civil defense agency? These were in excess in the state or Hawaii Emergency Management Agency warehouse. They've been in the warehouse for considerable amount of time. They were doing no good sitting in the warehouse after an assessment after the fires and Lahaina. The Hawaii Emergency Management Agency made a decision to distribute the generators they had in their warehouse to the counties Quiet is received we've received and that's why we're here today and That's that was the purpose behind it PSPS is being addressed We already have the 60 KW generators. We've been testing them out with the different parts and rec facilities to make sure we can provide adequate power to these locations that may be affected so people will have a place to go where they can at least store medicine that needs to be chilled, charge phones, do whatever they need to do for power purposes. Well, that's good. That's thank you. Thank you for sharing me that we're doing something with that's potential now of these big windstorms and shutting off our power. Thank you. Appreciate the comment. Members, any other questions? See a none all in favor? Any opposed? Mr. Clerk, you have five in favor and excused. Our members in Naba, Galimba, Lee Loy, and Connie Lee Kleinfelder. So any testimony for resolution 613-24? Hearing none, resolution 613-24 authorizes the mayor to enter an agreement with the United States Department of Energy, Office of State and Community Energy Programs, pursuant to our advised statute Section 46-7 for grants of the Office of Sustainability Climate Equity Resilience. A loss of receipt of $228,640 of federally derived funds used to create an energy management plan for county-wide facilities, and should be dismissed or kindly client-fothered by request. to create an energy management plan for county wife facilities. Just quickly wanted to give a shout out to Bethany and her team for bringing in this grant. This is exciting for us to have this opportunity. We all know we could really use the help and support with clean energy programs. So just a big mojolo to you. Thank you. Any other questions or comments? Irene Dunne, all in favor. Any opposed? Mr. Clerk, you have five in favor and excused our members in NABA, Glimba, Lee Loy and Connie Lee, Climbed Filder. Is there any testimony for resolution 614-24? I re nun resolution 614-24 authorizes the mayor to intervene with the Federal Emergency Management HZP, pursuant to our revised statute of Section 46.7. For grants of the White Fire Department, allows for receipt of 488,720 dollars and 63 cents in Federal DRI funds, which be used as that which has its own incident command and control training program to provide safe, effective effective and efficient emergency response operations. Introduce Mr. Carly Kleinfelder by request. Chair motions of Ford Resolution 614-24 to the Council with a favorable recommendation. Second. Second, Mr. Clerk, we have a motion to forward resolution 614-24 to the Council with a favorable recommendation offered by member Kirkwitz and seconded by member Kagawada in the discussion. Pair, just wanna note the presence of various leadership and personnel from the Hawaii Fire Department. We have Chief Springer here who I'll invite to give a brief description of this grant award that the county will be administering. Thank you, would you? Yes, please tell us about this program. Thank you. Good afternoon, everybody. Patrick Springer, Hawaii Fire Department Training Branch. So this program is called Con the Chaos, Mastering Firegun Command. It's put together by one of the top fire service instructors. He's now retired, retired battalion chief out of California. What this program does is it closes the gap in incident command system management that exists a lot of times in a acute phase when an incident first starts. A lot of times it's hard for us to get ahead of the incident power curve when things are happening dynamically. What this system does is it empowers all of our officers to kind of lead from the same place to utilize the same decision making models. To use the same accountability system, so make sure we have all of our personnel present and accounted for, make decisions for certain tactics in a uniform way and also apply. The same risk assessment model, risk versus reward concept across the board, department-wide. So our goal with the ground funds is to utilize it to train all of our supervisory personnel in this decision-making process, and to also get online training for all of our personnel to the awareness level. Another thing that is included is a textbook for each fire station and each office in the department. So we think this is a big part of our department moving forward in providing exceptional service to our community. Thank you. Chief Spanier, thank you so much. In full support of the resolution, really appreciate you thinking about how we can further build capacity of our personnel so they can continue to deliver our service with excellence to our community. Thank you Chair Eiled. Thank you. Okay, members, any other comments or questions? Okay, it's the ununallened favor. Any opposed? Mr. Clerk, you have five in favor and excused our members, Anaba, Kalimba, Lee Loy, and Connelly Confelder. Is there any testimony for resolution 615-24? Hearing none, resolution 615-24 changes the time element of two half-time fire communications officer to positions to full time. Request this adjustment to full time with the intent to reallocate the positions to provide the Hawaii County Fire Department with additional clerical support. Introduce Mr. Connelly Kleinfelder by request. Chair, motions of board resolution 615-24 to the council with the favorable recommendation. Second. Okay, Mr. Clerk, we have a motion before us to forward resolution 615-24 to the Council with a favorable recommendation offered by member Kirkowitz and seconded by member Kimball. Chair, we have chiefed a domingo here to provide an overview of the request that's being put forth by the fire department chief domico if you could. Hi, good afternoon, Stacy Domingo, emergency communications of Hawaii Fire Department. So these two positions were part-time positions that we had initially allocated and funded for the purpose of possibly having retirees come back to help our shortage or bringing in people who have since left dispatch. We found that it wasn't very successful, but we've also been working on our training program, so we've started to see an increase and success rate in our training program. Now that we've increased our capacity in dispatch, we also are seeing that we're gonna need a little bit more clerical support. So also after the Lahina fires and our fires here, we've been seeing more records requests. So one of these positions will be used to have a records clerk and then also another one of these positions will be supporting in our mechanic shop as an automated storekeeper. In full support of this particular request appreciate the very thoughtful reallocation Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. Seeing none, all in favor? Any opposed? Fiscal year 2023 assistance to firefighters grant account for 188,722.63 cents. All in favor? Any opposed? Mr. Clerk, you have five in favor and excuse our members of NABA, Glimba, Lee Loai and Connie Lake, Kleinfelder. Is there any testimony for Bill 202? Hearing none, Bill 202 amends on its number 2432 as amended, the operating budget for the county of Hawaii for the fiscal year in June 30, 2025. Increases revenues in the fund balance from previous year accounts, $7.4 million. And it'll probably the same to the housing production account to fund a grant agreement with Kamako and Nui LLP for the Naha-Le Mako project, $2 million, and the Kamako Nui Workforce Housing Mini Loop Road Infrastructure Project, $5.4 million. Introduce Mr. Kinley Kleinfelder by request. Chair, motion support bill 202, to the council with a favorable recommendation. Second. Mr. Clerk, I have a motion to forward bill 202 to the council with favorable recommendation and offered by Member Kirkowicz and seconded by Member Caguada in a discussion. Chair, I believe we had a discussion at a previous council meeting about there being a balance from the first awarding of the housing production funding. And so this is that left over that is going to be carrying over and reallocated to no. Yes, I'm getting mixed messages from folks here. Mr. Chiruma, do you want to clarify? I'm going to go back to the question. Royce, Sheriff, Office of housing and community development. My understanding is that at the end of each fiscal year, the H.P. affordable housing production fund basically goes back into the pot and in a sense it doesn't lapse it's still for the purpose. Yeah so then what happens is that we need to reappropriate the projects that we selected for last fiscal year so that we don't encumbr any of the funds for the new fiscal year, revealing the two different fiscal years. So that's the reason why we're coming here to do the appropriation for these two projects which was awarded last fiscal year for 2023. Thank you for the clarification. We just want to make sure that we are incompring them for these projects. No, that's very helpful. Thank you so much for being here in full support. Thank you. Thank you. Any other questions? I have a quick one. I hope for Diane Nagawa. So it's a very important question. Thank you. hope for Diane Nagawa. So we're now in the month of September and the fiscal year ended June 30th. Just a little bit about settling your, I mean kind of the record keeping and how long it takes to kind of settle and determine what the fund balance is. Can you just quickly say a little bit about your process of coming up with the fund balance? Yeah, so Councilmember Evans, we are in the process of doing our year in closing. Our fund balance is expected to come to council by the October 15th deadline. So we're working towards that. And we are in the process of getting out our monthly budget status reports which we'll talk about and that comes on the agenda next. Okay, good. Thank you. Thank you very much. Okay, seeing no other discussion questions all in favor? Any opposed? Mr. Clerk, we have in five in favor and excuse our members in Naba, Galimba, Liloie and Connilly Klein Felder. And seeing no further actions on our agenda, we're adjourned at 329 by this clock. Thank you. We're adjourned.
