I'm so glad to be standing in front of you all. Let's bow our heads for this invocation. Dear God, we're here this morning asking you to cover us with your love and your grace and your peace and your hope and your wisdom that you provide to us. We thank you for this day. We thank you for waking us up this morning in our right minds. We pray that our county leaders, our community leaders, our city leaders, are clothed in our right minds to make decisions for our community in the best way that we possibly can. All right, I'm up here to go ahead and state're named and address for the record, please, sir. Yes, sir. My name is Cody Warden. And what's up with all the laws here? It's my first day here in Dinn County. We were doing a record request and trying to get a discovery for a friend of mine. When police were called on us, saying they had a problem, deputy, Ladson and Constable Cubshek. Constable Cubshek didn't even have a body camera on. Whenever I asked him what the problem was, they refused to answer. Then later said they never got a call going back to when they did have a call. Which I believe they were doing intentionally to try to intimidate residents here from the only get public records. So after that we go to file complaints at the Dink County Sheriff's Office and to be told that we need to give an ID to do a record request here when you don't. That is a lie. Okay. The supervisor winds up coming out and then tells me I'm breaking the law by filming in a public lobby That's also a lie. You're allowed to film in a public lobby here. You're allowed to do records request here So we come back and we wind up talking to Miss Diane one of the commissioners Trying to address the situation We wind up going to North Lake about 10 minutes down the road and the same exact thing. I had a woman up there start shutting the blinds down, calling the police because we did a record request to try to exaggerate a fake emergency. I believe a lot of the employees here need to be retrained. I believe they also need maybe emotional intelligence training. Whenever they can identify when they're getting mad because some of the clerks here and some of the officers seem to come out very aggressive. I was filming a domestic dispute over the weekend and had a deputy shine his flashlight directly into my face and begin shouting just just because I'm simply filming a domestic spew, filming police officers in their official capacity. So I believe they needed a job new training for the officers and for the clerks. And on top of that, they're also given false information to residents when they come with records or questions. I also believe they're trying to false information to residents when they come with records or questions. I also believe they're trying to obstruct records as it pertains to complaints. I'll file complaints and the request for body camera footage and I'm not going to respond to them over 10 business days. So I hope you guys can bring some change to this. And next is Mr. Christian Davis. Good morning, sir. Thank you for being with us today. Good morning. All right ahead. The administrative will state your name and address for the record, please. I'm Christian Davis. I don't have to provide my address, so I won't. The administrative practices of our local government for county facilities are disingenuous and hostile. The administrative supervisors remain unchecked and have consistently trained staff across the county to be uncooperative and combative with citizen seeking records. It businesses specifically delegated to the particular offices. Not long ago, I received a traffic citation. I was then directed to the address on the citation by the sheriff's deputy who pulled me over. Once arriving at the JP Court, I requested my discovery. I was originally told by the clerks that they don't provide discoveries there. After some intervention by my friend, I was delegated the proper paperwork and signed a copy of my request. I can't help but wonder what would have happened if I didn't have my friend, with me, who seems to know more about my rights as a citizen and accused than the justice of the peace itself. receiving receiving my signed copy, I was provided no notice within the three-day limit as required by law, nor did I receive my discovery within the 10-day limit as required by law. Instead, I had to go back to search for myself, only to be told that I had to receive my discovery from the district attorney's office for a traffic citation. When I entered the district attorney's office, I was informed by the clerk that they do not do discoveries for traffic citations, only for criminal offenses. Once I told them that I was directed there by the supervisor of the J.P. herself, they had me forcibly removed under threat of arrest. Is this how the local government treats as the Q citizens? Is this truly the vision our forefathers saw when guaranteeing the accused to write to a discovery? Are the courts that hold society accountable not being held accountable themselves? One clerk at the Sheriff's Office, Sheriff's County Sheriff's Office, admitted she was told not to engage. When I asked to train the Sheriff's Office employees, I was met with a glaring and decisive 30 minutes of silence. It was a silent treatment. Is this the transparent operation of a genuine and proper government or the behavior of a cocky office staff who knows that the laws don't apply when they remain ultimately unchecked by an equally unchecked superior who are the very same, I believe, or the very same people training his consistent office to office policy of dishonesty and intentional misdirection across our county, at least precinct to. If I still have time, I have a separate issue. Do you do your 40 seconds? Go right ahead. As some of you may know, so I did not stand for the prayer. It's not because I'm not a Christian, but because I understand that the First Amendment, which guarantees a separation of church and state, which I'm not saying it's violating here, um... As some of you may know, so I did not stand for the prayer. That's not because I'm not a Christian, but because I understand that the First Amendment, which guarantees a separation in church and state, which I'm not saying it's violating here, I understand that's allowed. But I think that for the court to hold a prayer, it's more about a prayer and more about enforcing an ideological foundation for the court, for its boards and its audience. As we know, conservatism, Christianity, go hand in hand. It's no longer about just being a Christian. It's about enforcing conservative policies and conservative beliefs as a foundation of the court before even begins. That's what I believe. Not that I have anything against what people praying in court, but that's why I didn't stand. I invite everyone else to follow along. If you go ahead and finish your thought, I invite everyone else to consider that next meeting. Maybe just, that's my personal opinion. Herb on the floor. Good, thank you. This item 3a today is approval of a proclamation recognizing the Delta Delta Sigma Theta sorority Incorporated didn't county alumni chapters 30 years of service and any appropriate action. Do you want to say anything before we read this proclamation? I do want to say that I am just so glad to be standing in front of you all I Have high regard for each one of you all that's sitting in the seat. In these spaces, I've been around personally. I'm talking personally now. In this city for 40 years, I came in as a student. It takes as long as university. And to be sitting on the Didn City Council right now, which is just astonishing to me as being a kid from the South Side of Houston. And so just being in this space I am just absolutely honored but I'm also very honored to be a part of this amazing organization Delta Sigma Theta sorority incorporated. You'll get some information there when you read the proclamation, but to just be in the same space as some of these women, Shirley Chisholm, just going back to all of these brave African-American women that just took the chance. Our first order of business was to march in that suffrage movement. Some of you all probably didn't know that there were black women that were actually in that suffrage movement pushing for the rights of women. So I'm just glad to be here. Thank you all for giving me that chance to just put those words in. I'm thinking about our convention that is coming up. We have built a days on the's capital. I understand that there's a sea of red out there. And also we are a the only non-government group that is officially a part of the United Nations. So there's a lot of work to be done. So again, thank you very much. Perfect. We're glad to have you here. And it's important we take time to honor some of our nonprofit organizations, which this court has a rich history of acknowledging. So this is a court proclamation recognizing Ditton County, alumni chapter of Delta Sigma Theta sorority, incorporated for 30 years of service, whereas Delta Sigma Theta sorority incorporated as a private non, not for profit organization whose purpose is to provide assistance and support through established programs in local communities throughout the world. This already currently has 1000 collegiate and alumni chapters located in the United States, Canada, Japan, Tokyo and Okinawa, Germany, the Virgin Islands, Burmuda, Bahamas, Jamaica, West Africa, and the Republic of Korea. And where since it's founded in 1913, Delta Sigma Theta Sorority Incorporated has clearly distinguished itself as a public service organization that boldly confronts the challenges of African Americans. In realizing its mission Delta Sigma Theta sorority incorporated provides an extensive array of public service initiatives through its five point program, programmatic thrust of international awareness and involvement, educational development, economic development, physical mental health and political awareness and involvement. There. Whereas exercising extraordinary vision to establish and promote programs that include support, scholarship and service to the greater didn't. County area communities, 14 women led the charge for the charter of the didn't county alumni chapter DCA. And whereas on March the 25th, 1995, under the leadership of Southwest Regional Director Shirley Freedia and the 20th National President, Bertha Roddy Soros, Sharon Berleson, Shelley Bayless Butler, Vicki Bird, Rose Chiu, Bertina Hildress-Kones, Delena Cofield, Sandra Dublin, Johnny Gales, Margaret Gibson, Gladys Hildreith, Valdemorgon, Carolyn Price, LaRetta Robertson, and Dorothy Watts, humbly commited themselves. DCA has become well known for its signature event, the annual Women's Symposium, a program designed to empower women, May Week Program, which provides recognition of educational accomplishments and town hall meeting, a meeting that focuses on social action and economic development initiatives and scholarship programming which DCTA awards eight to $10,000 and scholarships each year to graduating seniors here in Ditton County. Whereas DCA is instrumental in the development of programs and partnerships throughout the Greater Ditton County area which includes the Ditton Police Department, the Ditton Municipal Police Association, the city of Ditton Parks and Recreation, Texas Women's University, the University of North Texas, Project Hope, Ditton Frisco, Louisville, and Little Lump Independent School Districts, the Ditton City Council, Fred Moore Daycare Center, Thomas Rivera Elementary Mentoring Program, Habitat for Humanity, and many more. And now therefore, I be resolved. The Ditton County Commissioners Court, Ditton County, Texas does hereby recognize Tuesday, March 25, 2025, as Ditton County Alumni Chapter of the Delta Sigma Theta sorority Incorporated Day. Well, as we all know, this is Women's History Month and over in Ditton, they're having a business expo on March 22nd from one to three at the MLK Recreation Center. And that's dedicated to celebrating and empowering women in business. And then you all know about the monarch butterflies that travel through Denton on their way down to Mexico. We are having a creating a monarch habitat at the Emily Feller Central Library on the 22nd from 11 to 12. And this will give you all the ins and outs of gardening to attract monarchs. And then in Flower Mound, thank you for all those events, Commissioner, but there's one that was put on my sheet and it's exciting. It's the role of women during World War II. That's going to be on Monday the 24th from 7 to 8 30 p.m. And it's going to be 30, 30, broadmore lane. A U.S. history teacher, Bruce Wallston, will give a presentation about the contributions and personal stories of women at home and in uniform during World War II. I think that'll be fascinating. New Fairview continues to look for old tires. Now, they are limiting it to no more than eight tires per household per day. So if any of you have more than that, they're not going to let you bring them, but they are trying to collect those old tires. And lastly, ponder, ponder frontier days will be happening on March 29th at 9 o'clock at the Betty Foster Public Library. It's an annual festival to bring together businesses and the community. Thank you. That's it. We're great. I want to give a shout out. We've talked about it before, but I was with our emergency management department yesterday at their state convention. I'm just so proud of our emergency management department here. It didn't count any of the great jobs that they do, and they were recognized for their response to the tornadoes that happened last spring and it it was good to see and just I'm so proud, as I know all of us are of our Merchand Management Department and how they're just a very good company in the state of Texas and they're just industry leaders and I was glad to see them get their award acknowledgement from their peers about their great response. So congratulations to the Ditton County Emergency Management, a very talented group of individuals. I'd like to give some shout out to Cross Art County for the 2024 economic excellence recognitions. And this is congratulations to the recipients of the Economic Excellence Award, the Texas Economic Development Corporation recently recognized each entity. And the City of Carrollton, the City of Justin, the Frisco Economic Development Corporation, the Little Lamb Economic Development Corporation, our Sanger Economic Development Corporation, the City of South Lake and the Colony Economic Development Corporation. So thank you, so it's great that we do have a thriving economy here locally, here in DFW and across the state, That doesn doesn't just happen. And so it's a lot of intentional effort to lots of individuals, and so we appreciate our economic development partners. I want to give a little commercial here for our friends at Casa of Ditton County, or court of point of special advocates on this Thursday, March 20th, Casa of Ditton County will hold a one hour in person, volunteer information sessions. The two sessions are available once from 12 to 1 in your lunch hour. And the others from 6 to 7, these one hour sessions are the first steps to learning about the critical mission of being an advocate for abuse and neglected children in Ditton County. When I think about people who just truly give above themselves, helping the next generation of young residents here in future leaders, I think about CASA. And so these wonderful volunteers that step forward and provide guidance to our individuals as they go through the court system. So anyway, if you would like to learn more about CASA and how you can help assist Thursday this Thursday, 12 to 1 or 6 to 7 over at the CASA.
