All the homes on Lisa Street were built in the 60s. The projects that current cars SUV and truck are unable to fit in. It's caused those people who have cars that will not fit in the car. They're now mad with parking lines and trees. And there are so many of the streets difficult to drive down. In my case, I now have held damage on the cars from the previous three spring health firms at this. I had a professional car for business come out and give me after measurements they told me all measurements were in the code that they gave away with you. So I thought I was okay. I did due diligence and had them call City Hall. I found out you cannot have a car port on my free YouTube code. This was a surprise to me as I had seen numerous car ports in the last three years, all over the house. My last point is I have no issue with city to finally put a requirement to park board. As I know, no one wants a car board, but up there's a piece of junk, or extends all the way down to Garwood. Also, what is the code for honks? You could technically call some car board types, or jump. So what is the code for audience? In closing this matter, I would like to see the city let homeowners have carports installed by following code requirements, similar with the city of wake of times. That's all I have. Thank you. But we are going to have a couple of test runs first to make sure that we're not doing something that really looks goofy. But anyway let me mention a couple of things. A couple of things to catch you up on. Saturday, Frontier should have left a little bank. Each one of your chairs. Please bring all your excess that you don't want to deal with bring it we will be happy to offload it for you and to clean up day we will take tires we'll take all the tires you want pretty much we use to put a limit on it but you pay for the trailer we want we can take tires without rims we cannot take rims we cannot take tractor trailer or large tires. So if you know somebody who has got some tires to get rid of, I'm going to try to bring out to the city, we'll have staff there to help you offload them. National light out, I know they're doing a proclamation, but it's October 1st. And then on November 9th, Isabelle Mead Burgers and Brewners are committee working on that, and they readjusted the schedule, but we're definitely looking forward to that. And then the grants update, of course, you saw timing is everything in life. We were very excited Thursday afternoon, Friday morning, when Karen and Corey Suck came to the office and said, hey, we got a $47,000 grant to do the lighting at the Civic Center. It had no match. We were really excited about that grant. And then Fred comes in about an hour later and takes a thunder out of it and says, I just got word. I got a $7.7 million grant. So Corey and Karen, I appreciate what you all have done. Yours was free, just for my end fret that. And just for what it's worth, everyone know how much grants we've acquired 14 million dollars in grants total with the BBC matching is almost 18 million dollars in grants. My no mr. Gibson asked kept asking us earlier in the year where have you guys been hiding this money for all these years we We haven't been hiding it. We've just been, we've got staff now that knows how to listen to my crazy ideas. I know how to pursue grants. So I'm very, very pleased with team. As I said, any good coach has better assistance than he does himself. So that is my report on behalf of their thing else you might have next will be the national not out proclamation sir chief from high enough you want to come up with you i know you've got several officers there. I'm not gonna pick on three of them, but I'm surprised three of them found time to come off the street because they're always on traffic stops are doing something and I feel like officer meals are sometimes just chasing them around doing inventories for them. And whereas the National Night Out event is a year-long community building campaign designed to heighten crime prevention awareness, generate support and participation in local anti-crime programs, strengthen neighborhood spirit and police community partnerships and send a message to criminals to let them know that the neighborhoods are organized and are fighting back. And whereas citizens of Bellmead play a vital role in assisting the Bellmead Police Department through joint crime, drug, violence, prevention efforts in the city of Bellmead. And whereas police, community partnerships, neighborhood safety, awareness and cooperation are important themes of the national not out program. And whereas the city of Bellmead Police Department has continued its commitment to excellence and service and working together with our community to keep them safe. And whereas more than 38 million people and more than 17,000 communities in the United States of America and Canada will join forces to promote national night out with 2024 marking the 41st anniversary of this event. Good evening Mr. Mayor, City Council members and City staff. I'm Brian Levin, Chair of the Parks and Rec Board here in Bell Meet. Thank you for having me this evening to present our 2024 Parks Board annual report. for for. All right first up we sidewalk obstacle courses that were recently installed this summer if you haven't had a chance to see those yet and so program of the Wake up McLean County Public Health District. School children designed these courses and selected winners designs were painted in the park at both Duborsky and Bram Park associated with Creative Wake up. The Bram Park is a tips obstacle course and Duborsky is a sponge bob if you haven't had a chance to check those out Say go and do you don't have fun and do the obstacle course? I did it myself. I'm a big kid So I had fun doing that and for those as well to those received positive Media coverage from both KX XB 25 and ATVTX channel 10. Up next we have the free little libraries. If you have not seen these yet, these were installed by the Waco Sunrise Rotary Club $1,000. They are located, there's a little library at the Memorial Park right out here in front of the municipal court Little library and bench at the Civic Center and little library And the little libraries are part of a national database or wealth boxes of books to fill the libraries right These little libraries add to the three little libraries that we already have that are installed at Lions, Bram and Barg, that Lucy from the Girl Scouts, a part of the Girl Scout project. So we got a lot of great little things going on those little libraries. So if you're looking for a great book or you have books to donate, please ask that you donate those to the Parks and Recs Department where you can take those or if you buy a book, leave a book if you can. They've already had to be filled up a couple of times already by people coming taking a book. Next up, we have our dog waste station. We have two of those that were fine barbed. Sorry I don't like this line pretty much here. This does help keep the bar clean of dog waste. It is creating a cleaner and better park experience for everyone. Those were a project done by local Girl Scout Lucy that those were installed in 2013. Those have been very receptive by people and people were using it as helping people apart. So that's something to say. Next up we have a tree removal and some trimming. There was some tree removal done at Brand Park and some that were creating that would have possibly created issues. So those were being cleaned up to a better park experience for everybody and also they for many accidents possibly happening. Next up we have the lines, part ball fields and the LVBSA, the Levega Baseball Softball Association. There was updated field use agreement with LBBSA this year. They preferred to have the terms that started and ended with the calendar. And we clarified items of concern that were needed to be addressed. We have updated signage and lines park, the base more complex. There's no parking on the grass, no pets, no alcohol, no smoking, and filderantal information as well. Fildredification signage was also added and added parking signage there. Now there was also request to utilize an alternative background check organization must be submitted in writing and accompanied by parameters to qualify and disqualify candidates of those that are working with the children with the baseball association and that documentation deadlines are clarified so great work and relationship right there on that with the LeBago baseball association. Next up is the online reservation system of the parks. We're live, it went live in September 2023. Now customers can not complete an entire reservation of the park or a pavilion. We have five pavilions that can be rented or the entire park. And all of that information is online so you can easily go and preserve those spots if you would like them. Next up we have the Eclipse Party, Unable to Eighth, and that was held at Lyons Park. We have the distance from here in the city, Houston, California, and we even had someone from Norway here. So you get in the showcase of city across the world to people. That clip's viewing on April 8th at the Civil Center included free glasses, trivia, and commentary. Next up, we have National Not Out that we held last year. And then coming up to October 1st. So we are gearing up for that. We look forward to seeing all of our community out for this event. Also working with ATV-CHX to maybe hopefully do some live hits from out there. there as well to cover the event. And as far as national and not out there is games, resource, foods, music, drinks, food, activities come out for a free night. It's always a good time and it's one of our biggest events that we hold and get all the community together in one place. So we'd love to have everyone out for that. Next up looking ahead to Christmas time. We did have the Christmas tree lighting last year again and we will be doing that as well to be held here at the municipal park. Still working on a time exactly on what time we'll do the pre-liding. As we get closer to that they will have a time for that. The parade does start at seven o'clock and the parade is by the night to the Columbus and partnership with City Department. This will be on Thursday, December the 5th and also with the parade like the thank chief my it and the entire police department for helping coordinate traffic we know it's not an easy task it's a lot of work I know a lot of people don't like us shutting down Bell Me Drive for a little bit so I want to commend them for all their hard work and making that happen it's not an easy event to put on. Next up we have a family dog day that was held on April the 27th in Bram Park by the Bellmead Animal Control. And one thing, AOC Randy, we're doing a great job putting this event on and getting everybody together with free microchip with that microchip clinic, discounted vaccine, we had vendors, there was a doctor who will puppies there, it was a great day, I would made it out there for that, I'm just, I'll do cool little puppies there. And Barters and Brews, back in November of 2023, was a great event, and we're gearing up for that again as well, and I'll have more on that just a moment. Parts Memorial Program. This program provides guidelines for commemorating the loss of a friend or the purchase of a Memorial Tree rose bush or bench to be planted placed within the city-owned public park. This was initiated by the family of Joe Campbell, former public utility commissioner who donated trees to be planted this fall. We got pictures of that are examples of what we would like things to look like for those on trees and rose bushes. All about beautifying the city of another grant that we received this year. The Texas Parks and Wildlock Department grant for brand part. This was a 5050 fun matching project for a total of 300,000. It will include lighting splash-fat shade, inclusive play if it's just gonna we'll be a four-year project. We'll we'll be doing ADA upgrades as needed and then on the 5050 matching where those can be time materials plan so we will be looking forward to getting with people within the city, if they can help to donate to make our parks better. To learn more about the donate, if you will contact the Parks and Recs Department, or you can help you out. And as with any project, they are going to take time. So over the next couple of years, you should be seeing changes to brand park and new things added as well. And then now to the next thing which is burgers and brew 2024. We do have a planning committee they have been regularly for that. There will be food, craft, beer, burgers and more. Vinders, family-friendly activities, the police department will have their pedal cars there, for the kids, will have arts and crafts, games, fun and more. We will have the MCC bands, their jazz and country bands from the MCC band will be performing that day and there may be other bands from the MCC as well All right, that concludes my presentation. And my recommendation is, while it's on this agenda, if we get a request or if you want to nominate somebody we can sure do that we have to have this turned in by the 15 if we get any requests I would say bring it back at the October meeting and you can decide then how you want to vote if we don't get any requests for support for anybody I can bring it back. You take no action or just simply leave it off. But our 20 votes will not get anybody. We want to like this onto the board. I always like me to proceed. You're going to bring it back if we get any requests. Or do you want to nominate somebody? Everybody's okay with it I suggest we bring it back if we get any nominations. Thank you. This item was brought up several times and what I've tried to not certainly not be presumptive by any means but try to kind of kickstart this thing and ask each count many 15 members to develop a charter review committee and if each council member would bring two names back by the middle of October we could either talk to those people ourselves or you could talk to them, but we would like to have council break 12 names and then we would recommend that you have the folks from the three people that make up the 15 would be one from planning and zoning, one from parks and racks, and one from Board of Adjustments that will give you your 15 people. And if we can get those voted on in November, we could kick off the first charter review committee meeting in January. And to help you out, I've tried to put some guidelines for past experiences. And doing one myself and then talking to others, you know, when you talk to folks you can tell them we're going to meet. The first two, I just said, the first Tuesday of every month, we're going to make sure the meetings are 90 minutes or less. And we're going to try to do this for one year. So when you're talking to people, this is a commitment we're asking from them. Because that's the one question that I keep getting asked is, well, what's it involved? How much time is it involved? And that's really, that's why we kind of put that. If you want to change those requirements, that's fine. I'm just trying to make it as easy as possible for the council to go find 12 people, two people from each council member. They don't have me from any precinct. There's no restrictions in the code. They have me from your precinct or they can be from anywhere. We have six council members. If each give us two, we can bring it back. I'm going to be some time. I'm going to bring it back to the November meeting. We can vote on them. November, get them confirmed hopefully and kick off the first meeting in January. OK, they made up. I will send you reminders with every council update to please pursue two people. Is that OK with you? It's not OK with you. Don't bring it up again ever. Just I need some direction. Can we do six to thirty-e instead of five? Can we change that? We can but that really, really makes it difficult on the five staff people that have to attend those but we'll do, we'll do what we'll direct us to. We direct us to we work for the castle I'm just we need a lot of staff support on it but we'll get them through it easy and it is any per second has people or working and they usually dump it up off before there's so they can get here on time so we wouldn't have a full committee. It'll kind of be kind of a conflict. If you want somebody that's going to have a time to sit. I think whatever time you do this side, the one thing I can really try to work on is to keep these speedings at 90 minutes or less. And I want to have for less. Keep them focused and keep them moving and not chase as many trails as we often times do. Okay. So keep reminding you over the next couple of six weeks or so, keep thinking about two names. Yes. Thank you Discussion amount of number seven Discussion item number seven. I would like your direction on that This is the Bell meatad Code of Conduct. It would help you in issues that the charter said you're supposed to have policies for yourself. And so this is a start. This is something that we have talked to multiple cities about and then we had legal review it and everything in here so here so far meets all the legal criteria. There's a couple of changes that we've had to make because of code and ordinance changes isn't you. You've made since we first brought this up, but it's up to you. I would ask that you would read it. And again, I'd love to get some sort of direction on it. November, December, we... Or tell me not to bring it up again. It appears that I like it because I think the code of conduct has to align with the charter review. It's kind of important. So I mean, we can kind of do a little bit of how to have a workshop. And then, can I just want to call them and ask for a workshop and kind of break it bit of a positive work show. I know Ken, I was one of Coleman, he's been an ass-for-a-work show, and kind of break it down, and get more details, and get a little bit of a question, or whatever, about it. There's a lot of it. There's a lot of it with the charter, like, like, piles and responsibilities, and then the site of the charter. I was looking at having similar to what we had last year in Toronto on FINDOS POP in January right after the Christmas season to where hopefully we can have the charter kicked off by then and then maybe have a working dinner or we spent three or four hours if that's something that you would like me to pursue and dive into it a lot deeper. One of the things that I'm trying to do because we are literally so, everybody in this office is busy. As I get thoughts and ideas from council that require a lot of time, require ordinance, require legal time, require a lot of staff time. I'm going to ask council, is this something you want me to pursue? Because what I don't want to do is waste staff's time and bring something up to council and it gets, no we never thought we want it, we don't want this, it's not required, we don't want it so. I'm asking, do you want me to pursue drafting an ordinance? Right now, Mr. Morris correct me if I'm wrong. Car ports are allowed anywhere in the city, along with the setback and regulations, except in R1, R1A, and R2. Is that correct? And there is a map that shows you what that really means. If you look at the back, Mr. Morris has put together a map that shows where car ports are not allowed in the front of the building. You can have them in the side along you meet the setbacks. But on the very back of that agenda item, we also put in the actual ordinance that we have to go by. So we're looking for your direction. Well, I had Mr. Y reach out to me right about three weeks ago with the concern that he brought to council. I've also heard it from a few other citizens about the same issue. Most Bell me yards don't have a lot of room on either side of the house to be able to meet the R1 criteria of it being on the side of the house versus the front. I did put a pole on the bill meet citizens that is used mostly by our citizens and it seemed to get an overwhelming response citizens want them to allow the car ports. I think there needs to be some wetter rides minutes. I feel it has to be some better driving limits. I feel it has to be perpendicular with the driveway. Where is the mic? No, where there can be no. I think there needs to be some detailed direction for it. Like an A-C-B perpendicular with the driveway. It can't be off to the side or 45. It has to be some engineering thoughts put into it, construction is gonna have to have three inch square tube uprights, it has to be some of them. So that got the tarotless dress right dress, but then somebody just goes down to the metal shop pick up some metal slanted up and now it's an eye sore it's not serving the purpose that we're looking at this floor is to protect $80,000 trucks I mean I got a $60,000 truck sent hell, Johnny, right now from the last storm. Because, I don't know. But those are things that need to be addressed. This has been bringing up because, like, the garages, the mirrors won't clear the doorway. And like that, going in. I can't get it under a cover extorbed since I've hit. That's normal for sifx. Look into a lot of throws and cons where I know I have to look at the things that I can take to the survey. And then we're like, I know I haven't had it, but I know what time it will be. Why I'm back, we had a little late. It's like in my subdivisionvisioned maybe three and have car boards somewhere tonight. I don't know how they got it before I got on council with them. Like I can do a survey of what's the validity or whatever. Just a lot of I just have to wait the roads account to kind of look at the artists. You know, some of my shoes and my legs. Because I did want an extra room. Like here's how I could hurt it. So I know I don't have them in the me. I knew I was a lemonade by the garage. So, what was the reason that was put in place? The cardboard ornaments. And those were reaching back to, and talked to prior city manager, and he said they did not lock them in the residential district from the front, but he couldn't remember why or why. And when we look at the minutes, I think this is a cleaning item. And that's all the minutes said. Is that right, Shannon? Yeah, when we looked up at the minutes. Now, one thing that's pretty consistent through our ordinance is it would have to be the owner that would request it. So if I was renting a house and I wanted a cardboard we would have to get legally we'd have to get the request from the owner not a tenant, and that's the sub we would verify that but we'll move it as you direct us. I really don't have a good direction other than prior City Maddener said they just remembered they didn't want them in front of houses, but we couldn't find anything in the minutes other than this house keeping item, we just cleaned it. The line that people I get cheap material or whatever the wind comes with, I've been up and down, they got it like it was in high soil. If you want us to draft an ordinance now and bring you something back, I would like some direction because I just don't want to go blindly in design. I mean, I could think I'm designing a brick veneer or a car port and you guys are thinking no, it needs to be two by sixes or do you want, what do you want? I came from an environment that had very, very, very strict ordinances. So I just need some direction. Do you care about the slope of the roof? Does it have to match the house? Do you tell me what you want? I can draft it. I got to do some sort of, I guess more of a place. But to answer your question, may I put that? We could have the survey back to you by October. If you want something under after by November, I think I think that's very doable. We had to drop develop language in our ordinances that required it to build to building code requirements which increase costs because you go down and get one of those metal ones quick but if you want to build something quality then with band a, you're getting into building code requirements that have pushed that price up. Then you talk about what's the aesthetic quality that are acceptable in a neighborhood. I may want to put a car and my neighborhood doesn't like it. I think it's okay, but they don't like it. In those considerations, and then we also have issues with how far back, from the back of a curb can it be, can it be all the way up to the curb? If you, it depends on how much base you have with your run building set back. You don't wanna have a car in a car port and another car pulled in behind him is great, because then we have traffic safety side visibility problems and C. So there's a lot of issues out there beyond just the building car port in these codes. The simple tasks would just be to reveal that when they do. And then the reason why I brought that up was for that reason. When load, the platter of the collateral damage should have properties with the storm. Because this hardware frame was, you and catch it and it can end up on top of somebody's high-level car, entry, or anything, and we got another issue.
