I'm Doug Chaffee, the fourth district supervisor and also chair of the board. This month we recognize April as Donate Life Month in Orange County. Every year we join Communities across the country to honor those who give them the gift of life through Oregon, I and Tissue donation and to inspire more Californians to do the same. Tragically, the national waiting list grows by a new name every nine minutes. And 17 people die each day while waiting for a transplant that never occurs. Currently more than 114,000 Americans await life-saging organ transplants. There were 23,000 of those individuals right here in California. The need for donated organs is special critical in diverse communities throughout Orange County. A single organ donor can save up to eight lives through the donation of heart, lungs, liver, kidneys, pancreas, and small intestine. Beyond vital organs, tissue donation, including corneas, skin, heart valves, bone and connected tissues can heal more than 75 individuals. In 2024, over 48,000 lives were saved in the United States through organ donation, the highest number ever recorded. This progress is only possible because more people are choosing to say yes to donation. Here in Orange County nearly 200 residents received life saving transplant last year alone. UCI Medical Center, one of our country's transplant centers, surgeons performed 138 kidney transplant last year, bringing renewed health to patients and their families. Orange County residents can register when obtaining or renewing their driver's license or ID card at any California DMV office. Katrina Foley County Supervisor representing the fifthth District. 5th District covers Costa Mesa where I live all the way down to San Clemente 31 miles a beautiful coastline. Today we celebrate Donate Life Month, a time to celebrate life and recognize the generosity of those who have saved and enhanced others lives through Oregon and Tissue Last year, there were more than 296 tissue donations and 173 organ donations right here in Orange County. There is still work to do. I want to invite my guest up Heidi Miller. Heidi is with the Life Saves Foundation and she donated a life-saving kidney in 2017. She's a warrior and her generosity has made a difference between the end of the beginning of the rest of someone's life. According to the statistics we have, California has the largest number of patients on a state weight list for an organ or tissue donation. More than 21,000 people listed on the United Network for organ sharing waiting list. Every eight minutes, someone is added to the organ transplant waiting list and estimated 17 people died every day waiting for a life-saving organ. So I want to thank Heidi for her generosity of life and for what you can do. But because of their benevolence, I'm standing here before you today. I'm a heart and kidney recipient. Eight years ago, I got a heart and kidney transplant. I was seconds away from death. And currently, who I am, Robert Hill, Dr. Robert Hill. I'm an educator, I'm a father, I'm a grandfather, I'm 14 grandchildren, and continue in the serve our community. My mother was a first-blight teacher in all of Orange County, so I know this county very well. I'm just proud to be a part of this we are a serving family and because of the benevolence of somebody else I can continue to serve it and The most important thing. It's not about me. It's about the collective we and us All of us or nobody we have to come together and continue to do this work so that we can serve the greater community and be a one nation for all. Okay? The Blue Ribbon, a symbol of child abuse prevention month, raises awareness and represents our commitment to taking a stand against abuse and safeguarding well-being of children, encouraging others to do the same. We're blue today, me just to tie, I think, and I compliment Supa Sir Wagner for going all in. The NIS month is show solidarity in a fight against child abuse and neglect.. Child abuse takes many forms, whether it is neglect, physical or emotional abuse, online bullying, or sexual exploitation. Young people today face many threats and challenges. United States, at least one in seven children, have been the victim of abuse or neglect during the previous year. In 2024, 26,000 children in Orange County were referred to the Social Services Agency due to suspected abuse or neglect. Over 6,300 of those referred happened in my district 4. In Orange County, our Social Services Agency, and District Attorney's Office, worked together to prevent and prosecute acts of child abuse. I'd like to invite up Social Security Agency Director Entran, Christy Fiskum, Deputy Division Director, Scott Burtick, Deputy Director, also, if they're here. District Attorney Todd Spitzer, Assistant Head of Court, Barbara Kim, Senior Deputy District Attorney Tommy Jacobs, and Deputy District Attorney Bethel Cope Vega. The Orange County District Attorney's Office prosecutes some of the most heinous cases of child abuse. The Orange County District Attorney's Office is home to California's 2024 Prosecutor of the Year, Bethel Cope Vega, who is honored for her unwavering commitment to protecting children from their abusers. Takes united effort from teachers, health care efforts, neighbors to law enforcement, and nonprofits to prevent child abuse. Children who are mistreated and neglected are also more like to be victims or perpetrators of violence in the future. Abuse drugs, contact, some type of disorders, have delayed brain development, have worse educational attainment, and have fewer job opportunities. Orange County is likely to have a strong network of partners that focus on prevention efforts, through education, advocacy, and community engagement. Children who receive timely support services demonstrate stronger academic performance and healthier behavioral development. Public health research confirms that preventing childhood trauma significantly reduces adult depression, substance abuse, and other health challenges. Each of us has a role in preventing child abuse, whether it is mentoring child, supporting a family and crisis, or simply reporting the signs of concern. We must remain vigilant, not just in April, but year round about recognizing signs of abuse, offering support, and fighting for policy to keep children safe. I encourage all Orange County residents to learn the signs of child abuse and how to report concerns. Welcome to our board offices and thank thank you, Chairman, for the opportunity to collaborate with you on this child abuse prevention month presentation to raise awareness of the signs of abuse and the importance of strengthening families through prevention and support. Let me begin by saying I have a very light blue shirt on, so that's why I needed this ribbon to help me out, just to make sure And I do want to say before I go on, sometimes we don't speak on every presentation that's brought up. And Dr. at your story was so compelling, I just want to say that we believe in what we're presenting here because it brings attention to some of these issues that are incredibly important. So just for sometimes expediency of time and not to be duplicative in our comments, sometimes all reserve the right to speak, but I am so compelled by some of the words that you mentioned in your life and what that has meant to you these donations. As somebody who has a sister who recently passed away in her organs were used to hopefully benefit the lives of others, I certainly feel very, very close to what you're living. In any event back to this presentation presentation, this year's theme powered by hope, strength, and by prevention carries a vital message that resonates not only with our children, but also with the families in our community. In 2024, 26,172 children were referred to our social service agency due to allegations of abuse or neglect. That's one referral every 20 minutes. In my district, district two, which includes Santa Ana, parts of Orange, Tustin, Garden Grove, and Anaheim. We had the highest number of referrals with 6,708 cases that were reported. Currently, 2,177 children in foster care living in Orange County. Our goal is to reunite children with their family members and 57% of children placed in foster care were reunified with parents or relatives within three years. However, child abuse is not just about responding to crises, it's also about building strong families, empowering communities and spreading hope. I also wanna take this moment to acknowledge the invaluable role of our family resource centers, our FRCs that play a role in our community. These centers are community hubs that equip families with essential tools and resources to foster resilience. Our FRCs work tirelessly to help families focus on stabilization, offering holistic support to those facing financial, emotional, or educational challenges. Protecting our children from the devastating impacts of abuse and neglect is not the responsibility of a single entity. Although you have people behind me that have dedicated their lives and careers to doing this in many of you out in the audience that I know. It requires our collective effort as an entire community. So with that said, I would like to extend my sincere gratitude to the social service agencies and all their staff for their unwavering dedication to protecting our children and supporting the well-being of families in our community. I also want to acknowledge once again those who strengthen our families including our FRCs and the essential mandated reporters such as school personnel, our trained law enforcement, I know our district attorney and his staff are incredibly dedicated to this effort, our mental health professionals and social workers. This is an important moment to talk about something that can be tough to address, but affects so many children and families. Every child deserves to feel safe, supported, and loved. Sally, too many children face the harsh realities of abuse and neglect. As mentioned in 2024, tens and thousands of reports were made to our county service or service agency child abuse hotline. That number is just reports, not the actual number of children being helped. This resolution is about awareness and prevention by offering resources like parenting, support, education, and mental health services. We can help families before any problems arise and build stronger, healthier communities. I want to thank our County Service Health Service Agency, our district attorney, and all those in the community who help and continue to work diligently to protect our children. All right. Good morning and thank you Chairman Chafee and the Board of Supervisors for recognizing child abuse prevention month. On behalf of the Children and Family Services Division of the Orange County Social Services Agency, it's an honor to join you today as we affirm our unwavering commitment to nurture and protect Orange County's most vulnerable residents. More than 665,000 children call Orange County home. These children are our future innovators, educators, nurturers, and problem solvers. As you've heard last year, over 26,172 children were referred to the Social Services Agency due to allegations of abuse or neglect. And again, on average, to put it into context, that is a referral of child abuse once every 20 minutes. These children were identified by teachers, therapists, law enforcement relatives and neighbors, responsible and proactive citizens who saw something and spoke up. Thanks to the action and vigilance of our social workers, we were able to intervene, assess the situation, and if needed, provide safety, resources, and support. The social services agency is committed to ensuring that every child, regardless of their background and circumstance, has the opportunity to grow up in a safe, nurturing, and loving home, where they're empowered to become healthy and successful adults. Protecting children is a shared responsibility and abuse is preventable. Together we can uplift young people and build thriving communities where every child is safe, supported, and free to dream. Together we can protect society's most vulnerable, making a positive impact that echoes across generations. Together as a community, we can end child abuse and neglect. On behalf of the Social Services Agency, thank you for honoring child abuse prevention month and for all of the support in our important mission to serve and protect the children across Orange County. Just because you were a child doesn't mean you were be a good parent. These are the most difficult cases that we face as prosecutors because there are individuals who engage in behavior that is unspeakable, so horrific, that you can't even imagine that another human being, a adult primarily, could inflict such trauma on somebody that cannot defend themselves. I want to thank the Social Services Agency before I talk about my office because they have probably the toughest job in this county. These social workers are required to go into homes and make assessments, and they make decisions about whether or not to pull a child out of the home. Nine times out of ten they get it right and every once in a while it doesn't go so well and it results in litigation against this county. And because I sat on this board for 12 years I saw situations over and over again where parents thought they were wrong because their child was pulled out of the home. I am so blessed and you are so blessed to be part of a county that has a proactive social services agency, a proactive police departments, sheriff's department, prosecutors office, and a board of supervisors. Because a board of supervisors can make it very clear that it doesn't want us to do our jobs because of the potential and the risk of taking a child out of the home. And I will tell you, we will always take a child out of the home. If it means we can prevent violence, both past and present, even at the risk of potentially getting it wrong, because we must protect our children. This is Warrior Business, and I have three amazing warriors here today that I want to make sure you know who they are. I have Assistant Head of Court, Barbara Kim. She's the Head of Court for Family protection. Senior deputy district attorney, Tammy Jackibs of our family protection unit, who started out or on her about the time I did in the office. And she's the one when somebody takes a child, steals them, and goes internationally, but that child. She's the one that represents us in front of the Hague, the international court. That's a huge responsibility, and it's amazing. the work that Tammy does and I'm so proud of the work she does. And then I wanted to introduce you to Bethel Copvega. And the chairman mentioned this but Bethel was California's top prosecutor for 2024 because of her commitment to prosecuting child abuse cases. I want you to imagine walking into a home, where you do a head count of the number of children who are supposed to be in that home. You inspect the food and the refrigerator to see that those children are being taken care of, But unbeknownst to you in a back bedroom is a child who is being zipped tied to the bed. That child is being abused, that child is forced to sit on her knees in order to be fed. Only the sickest minds could engage in that kind of behavior against a child. And yet these women, the other prosecutors in the office, myself, we get up every single day and despite the psychological damage that we incur as a result of having to deal with this trauma, we get up every day and they get up every day and they do it over and over And over again, like our social service warriors and our police. And. We get up every day and they get up every day and they do it over and over and over again like our social service warriors and our police and Sheriff's because it's the right thing to do to protect children in this county No matter what the cost Mr. Chairman Supervisor Sarmiento members of the board. So Cambodian Heritage Month coincides with Chal Cham Dame, also known as Mohas Sangran, a vibrant three-day New Year celebrated, filled with traditional foods, music, dance, and cultural rituals. These celebrations serve as a reminder of the joy, resilience, and cultural pride, deeply rooted in the Cambodian community. And on Saturday we celebrated New Year's with the Cambodian community at the Cambodian family celebration. I pronounced those words a lot better there than I did this morning, so I practiced then. In any event, since the late 1970s, Orange County has been a place of refuge and new beginnings for Cambodian refugees. Santa Ana's mini street and Bishop Manor area is now home to approximately 1500 Cambodian residents, representing a thriving and tight knit community outside of larger hubs like Los Angeles and San Diego. I want to especially acknowledge La Palma City Council member Janet Conklin who made history by becoming the only the second candidate, second councilwoman of Cambodian Heritage to be elected to office. As the child of Cambodian and lay ocean refugees, she's worked tirelessly to make the most of every opportunity she's had. had. Today she brings the same dedication to helping all residents of La Palma access to government services that can enhance their lives and support their families. Thank you council member for being here and joining us today to celebrate Cambodian heritage. But this especially is a special year to do this because this marks the 45th anniversary of the Cambodian family. A cornerstone community organization founded by five Cambodian refugees. 45 years ago, the Cambodian family started as a community partner providing English classes and adjustment support. Today, the organization continues its mission by empowering refugee and immigrant families through education, wellness initiatives, and social programs. You know, I get to see firsthand in bear witness to what they do because they are literally across the street from where I live. So I see people coming in and out of what they consider their home away from home. And I want to thank the Cambodian family for the incredible work that they do because they don't just serve the Cambodian community or population, they serve everyone. And they open their doors to everyone. So on behalf of all the residents that you open your doors to, especially in the second district, I want to thank you. And I want to thank the incredible work that Vittana Pyeong does. He's the executive director at the Cambodian family. He will be speaking to us in giving us a few words. In a few minutes, fostering a space of support, trust, and advocacy within the community. Vatana in particular has been a dedicated leader by addressing the health disparities affecting our ethnic community members and has worked to bridge the gap in a culturally responsive way, making sure that mental health services are provided to all the members that go into the Cambodian family. So I want to thank him for his advocacy because he makes sure he takes issues on head-on. you know, back down from anything. On the Balboa Pier in Newport Beach, he learned how to sell donuts, which tasted like the rice flour pastries of his birthplace. So he built his own donut shop, packaging the sweet treats in his signature pink boxes. As noise, donut empire grew, his success inspired more than 1500 fellow Cambonian immigrants to start donut shops throughout California. We are lucky to have some of those delicious donut shops right in the 5th district, including Newport Donut and DK's Donut in Costa Mesa, which is right by my house and I've been there many, many times. Too many times. Miss Donut Bakery and seaside Donut Bakery in Newport Beach. So thank you to our Cambumbodian residents and thank you to Cumbodia family for the work that you do. It's time to honor the rich traditions and contributions contributions of the Cambodian community. April is a significant time as it marks the Cambodian New Year, a festive occasion filled with music, dance, and delicious food. Since the late 1970s, the Cambodian community has sought refuge and found a welcoming home in Southern California, especially in Orange County, following the devastating impacts of the genocide and war. As such, Southern California is home to the largest Cambodian population outside of Cambodia. In my previous term as county supervisor, I had the privilege of representing the Cambodian community in San Anna. I also represent the Cambodian community of Long Beach during my Senate term as well. In 2018, I had the honor of authorizing Senate Bill 895, a law that was signed by the Governor Jerry Brown and funded by Governor Gavin Newsom, which established a model curriculum bill, teaching K to 12 students across the state of California about the history of the Cambodian people and the resilience of their and their untold story for far that hasn't been done that has been untold for far too long. We are fortunate to experience the vibrant heritage here of the Cambodian American community first hand in Orange County. The Cambodian family was founded in 1980 when Cambodian Raptor Chief first settled in Santa Ana after escaping the war in Genocide in Cambodia. year we celebrated 45 years of services and resiliency in Orange County. And we would not have been able to do that without the county support, without our community, friends and resilience. On behalf of my community, I praise County Orange for creating a home of over 10,000 Cambodian Americans living in Orange County. For helping us rebuild our lives, our temples, our mosques, our churches, our community center, and our business. Not only has the county kept our culture alive, but helped us try and build a distinct Cambodian American identity. Our Cambodian American community in Orange County has contributed to the county economic development through iconic donut shop supervisor Foley has mentioned. If you visit one of the donut shops in Orange County, it's more likely to be owned by a Cambodian American. So please make sure you ask them for a discount, because you're not part of the Cambodian-Cambuantan American community as well. We also have contributed to our cultural diversity throughout striving, visual and foreign art and how to empower our community to overcome trauma and resentment. Just last physical year we outreach to over 66,000 diverse community members and serve over 8,000 sick kind of clients from all five supervisory district in Orange County. Last week April 17 marked the 50th anniversary of the fall of Cambodia into the Cambodian genocide which killed over 2 million people. April is also a time for us to remember this dark moment in our human history, which is known in our Cambodian-American community as Remunperns Day. April is also a time to celebrate our Cambodian New Year as our supervisor Simeon Thou has mentioned. Therefore, proclaiming April as Cambodian Heritage Month means so much for our Cambodian-American community members. The reason I bring these up is that I know that we have many of our residents that receive their care there. We're going to be probably losing additional services. I understand that these in particular were the result of five grants that are no longer available, totaling up to $13 million. So we know as services start being limited, discontinued, transition to other service providers. My concern is for just messaging and making sure that we not simply put this information on our website, but we actively work with partners to make sure that we provide this information to community members that may show up. And just say, this is what I've normally done for the past number of years. So I asked that the communications department of the county work with the HCA, PIO, and make sure that we message this to as many people as we possibly can in advance. The last thing we want to do is startle people as they go try to receive services and not know where to go afterwards. So I understand there's going to be many more cuts. So we're going to be doing a lot of this. So we need to get much more adept and be definitely certain about how we do this and get this information out. That was one last thing I have to say is I know that we will be beginning an earnest, our CEO search. I want to remind people that they can provide information. I want to hear from the public as I make my decisions and deliberate to hear from you what you would like to see. Not only the public but also members of our county family. Just very briefly, as part of Recommended Action 1, we're being asked to approve over $29 million in projected appropriation shortfalls. While I understand that unforeseen expenses can arise, I find it notable that only two out of our 22 departments account for the bulk of this overrun. Considering the large net county cost amount, I found that the materials provided in the budget issues and adjustment summary sections within attachment A offer very little limited in terms of specific information. The budget issue section contains very broad statements while the adjustment summary list codes and net county costs without context or explanation. It's unclear what we are supposed to extract from these codes. In the future, I ask that each department experiencing a shortfall, resulting in new net county costs overrun to provide a memo outlining key details such as new positions added, including their levels, specific supplies purchased and associated costs. I also invite department heads to come and visit with our office. Tell us what caused these overruns so we can understand and be supportive. There's certainly much more benefit as a result to discussion. We would rather learn about the details ahead of time rather than read about them in the budget summary document. I think that when I was looking at the attachments, I certainly feel that many, many of these additional costs are warranted and merited. I just want to understand things rather than look at codes that are very difficult. And I know I appreciate the CEO's office providing some additional information that broke down those codes, explained exactly what the positions were. And I know that many of these were done in advance of the hiring freeze that the county received. So I understand all that. But due to the lack of detailed information regarding the projected appropriation, short falls costing net county cost overruns, I will be abstaining from that portion of recommended action number one, though I will support all other elements within it. And Dritto has committed a serious crime to the Vietnamese community. has been elected from the community, have chosen him as an honor to represent us, but he had changed his direction for his own personal. Still over $10 million, do you know how many people that money that could help and how many lives and a small business could be safe? He took away the help food from the people that really needed what he did hurt real people from the people fighting for the survival. and he took from them. It wasn't just as stealing as a serious crime. It's a betrayal. He did it while the people were six and dying, but that's not just wrong. It's very, very wrong. This wasn't a small mistake. It didn't happen once, but many times. Repeatedly, it wasn't an accident. It was on fully intentioned purpose. He planned it. And he did, the people on his own district were suffering. What the message of rescending that the people in the power can still from us and get off easy? Is that okay? To hurt the community and still walk away with a life sentence? It should not end on an option. It should be appropriate as a crime that he committed. At the last meeting, some of the board members said that they don't support this resolution because you respect the system. And as a former mayor pro-tem of the City of Garden Grove, communicator of sub-the-vehonomies community, and president of the Vietnamese American Federation of Southern California, I'm here as a voice for my community. At this time, I would like to share our letter to the board. We are submitting this letter in support of the resolution urging the Department of Justice to reveal the plea deal for former supervisor Andrew Doe. Former supervisor Andrew Doe is a lawyer. First, one of the church, he should know the law, and the grant that he committed is so severe that a five-year-old's plea deal is not suitable. He should be held to the maximum penalty under law. I want to express our frustration, our disappointment, and also our hope that those states will be served. This video does not reflect the seriousness of his actions or the harms caused during the pandemic. Public trust was broken. Real accountability is needed. Mr. Doe, be great all the community, we create all residents of the county, and we create all of the supervisors and the board. Again, we respectfully ask the board to suppose its resolution, and I humbly hope that all of you and each of you will vote yes on this resolution to speak out on behalf of us, your constituents. This resolution will send a clear message that co-repsens will not be tolerated in Orange County. Thank you. Thank you for your comments. No, for the speaker, Mr. Chair. For time's sake, first I just want to thank the community members for coming back again to speak. With that, you have the resolution to revise resolution in front of you. I moved the resolution. Second. Are there any other speakers? Professor Wigner? For the sake of time, not repeat all of my prior concerns, though they have not been addressed, we're asking the DOJ to reassess, review and reassess. We understand from our DA's office that's being done. And so we're a little Johnny come lately to this. No doubt when that happens, if that happens, we'll take credit for it. But we know it's already being done regardless of what we do here today. We're asking for additional charges. We don't know whether those charges are coming or not with this reassessment. We don't know whether the charges have not been brought as a result of participation in this plea deal testimony from Mr. Doe, cooperation, or the lack thereof. There's a whole lot we don't know. We have a list of other cases we are told they are similar and they're not. They're just a list of public officials. Are those cases, are there cases where officials are getting less? The answer to that is absolutely yes. There are cases where elected officials convicted or pleading to crimes similar to this get less. I served in the state legislature with Senator Ron Caldrone. He faced 24 charges, 396 years. He was a sitting senator. He did a plea deal. He got three and a half years and served only two. How come that's not in our resolution? We're only looking for the ones where somebody gets more than supervisor Doe. It isn't a fair comparison. Senator Calderon's brother, former Assemblyman Tom Calderon in the same scheme got a year half of it he served in home detention. There are cases out there where much much less was given to the perpetrators than what supervisor Doe is facing and so it is unfair. It is not procedurally appropriate for us to throw against the wall all of these cases that we found that are worse and ignore cases where elected officials get something less. What that actually suggests, if we really look at the universe of cases, is that the dose sentence is somewhat appropriate. And in any event, based on much more information, the trial court judge is going to make the final determination. We don't know. Do we know in any of those cases where someone got more, whether there were plea agreements? do we know whether they were honored? If not, did that affect the enhancement, did that affect the time? Did those other cases lead to prosecution of others involved, as we're hoping happens with this case? Were there restitution orders? We just got word this week. Maybe it was tail end of last week, about a restitution order from the district court. Were their restitution orders in all those other cases, because we're told they're similar, and we simply don't know. In those other cases, There was more than a single charge. At least the ones that are listed in our Rezzo. Why aren't there more charges in the DO case? That's a question for the DOJ, it's a question for prosecutors, it's a question for our district attorney, it's a question ultimately for the trial court. It isn't one we get to answer. We've been through it all, this updated resolution continues, continues to be way outside of our lane to falsely suggest that the doe cases and outlier, when there are other public corruption cases where the perpetrator gets way last. And for that reason, I think it is a mistake on our part for us to weigh in and second guess what those with the responsibility and the knowledge are doing here. I'm going to oppose the resum. Thank you, Sueisser-Wagner. Steve Weisser-Sarrianto? Yes, thank you, Chair. I don't disagree that there are other ways that this could be typically addressed, and normally it's through a couple of instruments that we spoke about at the last meeting. That I thought I'd see as part of this resolution. I thought the board was speaking about also doing an Amicus brief, a friend of the court brief, when sentencing comes to pass and also doing a victim impact statement. I'm not sure if those are contemplated. I know that our county council did send something to us so I appreciate that. I certainly think that's the bare minimum, but upon reflection, and I want to thank Vice Chair Foley for her comments that she made at the last meeting regarding circumstances that have changed. That when that plea agreement, which was a contract and a binding contract, information was not shared until afterwards about communications that Mr. Doe and his council may have been privy to. So I reflected on that and I am also outraged. That's the difference between this and these other cases that are listed is that this happened here. So it is an irregular path that we're taking, but I think these are instances that shock the conscience. And these are instances that are outrageous. And I think that we want to do as much as we can to make sure we draw attention to that. So I want to thank the chairman and I want to thank Supervisor Wynn for bringing this forward. I certainly had a lot of time to reflect and those substantive reasons, which I see as information that was not shared during the agreement and during the discussions of the plea, have since come out. And I think it's important for the U.S. Attorney to also incorporate those. I want to thank the DA for working with U.S. Attorney both, Mr. Estrada and the new appointed U.S. Attorney as well going forward. I want us to be mindful of the second resolve, which says in summary that it will be further resolved that we will pursue appropriate legal action against any other individual or entities. Mr. Doe didn't act alone. That is for certain. So to the extent that there continues to be an investigation, I certainly hope that we start seeing some more activity. That's something that I believe is part of the spirit of this resolution and part of the spirit of this effort. So I just want to make sure that to Supervisor Wagner's point, and what we spoke about last time that there is a friend of the court brief that will also accompany this or a victim impact statement. Maybe it's a blend of the two, but I do think that we also have to comment at the sentencing phase also. So I will be supporting this revised resolution, thank you. Two Reyes, there's no end. I don't have a comment, Mr. Chair. Just for time's sake, I again ask the board to support this resident. Mr. Reyes, are you Wagner? Because we've heard the email is a reason for us to crack down and weigh in and explain further. One more time. Why we think this is a light sentence and the truth is we don't know anything about that email either. We know how it happened, but we also know it was set up well before any of the emails from Council were coming through. it was done in the ordinary course of business for convenience to get information as far as we know. But again, there's a lot we don't know here. Nevertheless, we're rushing in. We don't know why it was set up. All we know is that at some point, Supervisor Doe contacts his lawyer and says, I'm getting these emails. Now, it was either, I'm getting these emails, isn't this great? What can we do to mine these and get an advantage? Or it was, I'm getting these emails, they are improper. I shouldn't be getting them. Tell those dummies at the county to stop sending me this stuff, which is what the lawyer did. We will never know because that is the turning client privilege between Doe and his lawyer. But for us to just say, oh my gosh, further proof of something nefarious, when that is not proof of anything, when we don't know, when maybe that's why the DOJ is reassessing, when that is information that the district court judge can inquire of the lawyers and to the extent he can get an answer without breaching attorney client privilege, he can do it. We can't. Not our role, not our lane, not something for us to be saying, and we look bad, piling on and saying, we don't trust the justice system. Mr. Chair, if we cherry picked Ms. Gaia. I have- You know what I'm going to have. A lot of talking points here, and I can address every one of those comments, but I don't want to rehash what we did last week. And it seems like it's just a tactics of trying to run the clock. So Mr. Chairman, I asked that we go ahead and ask for the vote. Thank you. I'm speaking in my official capacity as the Orange County Treasure Tax Collector as a humble and grateful public servant. First, I am requesting that the board approve the contract with the vendor Grant Street Group to continue banking related services to process property tax electronic payments. The Treasure Tax Collector was never going to put continuity of service at risk, but wanted to negotiate the lowest possible service fee available, and it hoped to get more favorable pricing from our existing vendor. Secondly, it's important to note that the pricing by the vendor does not meet GFOA's best practices that pricing either consider or use available government rates. In this case, American Express has a rate of 2.15. This represents approximately 26% of Orange County's total volume. As a reseller, the current vendor buys services from a processor that increases costs. These contract rates are priced based on Alameda's counties much lower volume, and don't include scope or pricing for e-bills, which is critical to the TTC operating costs as noted in the budget just previously approved. Third, the current contract has a single blended rate of 2.29%. The new contract has three rate tiers. 2.30%, 2.57 for corporate cards, and 3.95% for international cards that increase service fees by approximately 570,000 to be paid directly by taxpayers. The bottom line is that a new contract is with the reseller, not a processor. The rates do not consider government processing, causing the county, IE taxpayers to be charged for processing fees that are being incurred by the vendor between 500,000 and 750,000 or more depending on their pricing with the processor, which does include volume rates. The reason for these higher fees charged with taxpayers is this use of the rates. In order to cut any wasteful spending on service fees, the treasurer has reached out to the state site and there are state MSAs that contract with processors that can be used to procure services at lower reasonable costs that estimates rates equal to or less than the current rate of 2.29%. It's important to note that 10,000 small businesses will be hit by the corporate rates. And over 6,000 international taxpayers will be hit by these higher rates in a time when they really need to lower their costs. The process also offers at the state e-bill services, which has been in our current contract and there's no plans to implement this. Currently, the treasurer has three contracts for merchant processors and state law allows adding more vendors as needed. TTC policy in state of California policy require the consideration of government rates in practices. In conclusion, the treasurer continues to be focused on cutting waste and reducing the burden to taxpayers. I plan to have TTC start a new procurement looking at the state MSAs, has was already planned, including e-bills to the contract and then bring a contract back to the board for approval, saving 550,000 in unnecessary service fees to get board approval at that time. Although AB 799 Homeless Prevention and Accountability Act is designed to support families in Orange County with rapid rehousing programs, they fall short and ensuring long-term housing stability. As a single mother to a newborn, I entered rapid rehousing with gratitude and hope. However, despite available support for up to two years by the law, it was terminated after only one year because I enrolled in school full time instead of working. The act of pursuing education disqualified me from continued assistance. I want to acknowledge that I'm extremely thankful for the assistance I received and that support gave me the security and safety to enroll in school in the first place. But being cut off before I found stability left me unhoused, financially strained, and stressed, all while caring for my daughter and trying to stay in school, setting back my ability to work, parent, and study. I'm exactly the type of person that these resources are designed to help. I'm an unhoused single mother, working to increase her income and ability to support a child. Yet, I was cut off without a safety net. My experience reflects a broader systemic issue that affects many low income individuals who are recently evicted, fleeing domestic violence, in substance recovery, and exiting shelters. They face the steep orange county rent burdens and lack long-term support. These people are disproportionately women, children, Latinos, and African Americans with complex trauma. My story is not unique. Many families are silently going through the same thing. Some might not have the privilege to share their story with you today. This is why I urge the board to adopt a family-centered local implementation for AB 799, including the following recommendations. I'll locate a dedicated portion of continuum of care funding to support the unique challenges of single parents pursuing college degrees or vocational training. Recognize education as progress and not disqualification. Treat enrollment in higher education or vocational training as qualifying progress for subsidy extensions. Ensure families can have access to the full 24 months of available rapid rehousing assistance while actively working towards long-term self-sufficiency through education. partner with colleges and universities and collaborate with them to create affordable housing options for student parents. Integrating a system education. We how share our story with you and spend time trying to make you see our reality, their reality, but our story adding new to you. You know about the hard work we do? You know that our community, senior and people with the ability rely on our care to live freely with dignity in the comfort of their home. You also know that there are not enough IHS provider to care for all those who need care in our county. With 43,000 providers to the more than 51,000 atrocious side recipients. You might identify as a Patrick or say you care for freedom, but the veterans and people in need of care don't see you support their freedom at all. Our life-saving work deserves better, pay and our client deserves the quality care. We are not giving up. We will keep coming back here and fight until we can have a dignity contract for IHSS provider. We have a lot senior that can't find nobody to work for them because we are underpaid. The Orange County living expense is way too high, but IHSS providers this 1850 right now. We cannot afford this only 1850 right now. That's why you know, it's a last-level recipient that they are very hard to find the, you know, provider because you know, pay is not enough. Actually, all of French and restaurant workers are there, $20.70 right now per hour, like McDonald's in an hour per week, but our pay is less than them. And it does not reflect the importance of the service we provide this community. How are we supposed to take care for our families? Let alone our service with such low wages. This model has the power to work with us to better the lives of caregivers like me. I chase program is very important to us. All of our seniors and special needs, they love this IHS program because they still with lovely families. This board has the power to work with us to better the leap of our caregivers like me. So I was hearing earlier that sounds like some money was stolen from the county. One of the supervisors, it's really sad to hear. But yet you guys have an auditor. What happened? Why didn't they catch it? I'm curious, how can we trust our elections when we have no third party auditor? So I like to demand that we do have a third party auditor come in and start to look at our election system, especially with the 2024 election. Some of the things would be helpful if they would look at would be the voting machine, Internet logs, the Wi-Fi connections, all the internal modems on the machines that they're purchasing, the software to confirm they're in full compliance with state and with federal laws. I'd also like out the otter look at the vote totals for the vote by mail before the election, the vote by mail after the election, the voting center votes that still came in after election day, to make sure all those are in compliance with the federal and state laws. And compare them to the Secretary of State and see why there are difference between what the counties reporting and what the state is reporting. Also like to see a voter roll discrepancies addressed. Joe Hoffs has come out with a report that there's over 200,000 ineligible voters on the voter rolls. Why are these people voting? Shouldn't they be changed to an active or taken off? Like to have the auditor also look at those people as well. Also have the auditor look at the accounting differences. If you look at any set of numbers for the county, the vote by mail before the election day, after... those people as well. Also have the auditor look at the accounting differences. Shocking results from a landmark study indicate that one fifth of the voters in the 2024 election in Orange County, California were non-citizens in valid or phantom voters. Results from a landmark study are available today with these shocking results Analyst and a landmark study used multiple trusted skip tracing and identity verification databases to come to this conclusion A significant number of voters in Orange County in the 2024 election are likely non-citizens in valid voters and or simply do not exist at all. Excuse me. State officials have a legal duty under federal law to verify every voter's citizenship and eligibility before registering them or counting any vote. Yet this evidently is not happening in Orange County. According to the U.S. Department of Justice guidance on prosecution of election crimes allowing non-citizens to vote is textbook suspected election fraud. This study exposes a national security disaster in Orange County, 2024, election in which six U.S. House seats were voted on. JoHopped at JoHop.com. And Marley Hornick and Harry of United Sov and Americans, USA and volunteers from USA, collaborated in a study using the USA Copywritten process for doing deep analysis and legally valid voting records. A random sample of 609 voters, correction 609 voter records from a population of 1.4 million voters in the 2024 election was generated based on a 90% confidence interval, a precision of 0.02 and a predicated prevalence of P equals 0.1. The population was attaimed from the voter history files requested from Orange County state entities. When extrapolating the sample results to the population of vote records in the 2024 election, the following was exposed. 74,000 voters were non-citizens or totally fake. They don't exist in our multiple database review. 86,000 voters did not live at the address they reportedly voted from. 61,000 don't have social security numbers, or their SSN is shared with others. And 77,000 ballots counted cannot be reconciled with any voter who voted. When election officials count votes from unverified or ineligible individuals, noncitizens and fictitious voters in congressional elections, it is a federal crime. Before any ballot can be legally counted, the official has to be certain it is legitimate. Before any election can be certified, the number of lawful votes counted must be equal. the number of unlawful voters who voted. Outcomes must be provable using official records. In total an estimated 298,000 votes were illegally counted without verification. This is 21% of the vote or just over one in five ballots counted. six U.S. House seats are now caught in a massive election scandal involving Orange County and California State officials who clearly certified fraudulent election results. Professionals and experts in accounting, programming, cybersecurity, and elections conducted the analysis using official state and county records received from their custodians. A private investigative firm assisted producing law enforcement compliant evidence of massive election misconduct. We believe that the solution of these findings is for the United States Department of Justice to immediately open a formal investigation of this matter and prosecute those responsible. The potentially elicit House members must be removed and their elections re-administered as a matter of national sovereignty. USA has additional evidence of these crimes in other locations also requiring immediate DOJ review. When do we stop the madness? Are 300,000 invalid votes out of 1.4 enough? Orange County is the sixth largest county in the US.S. by population and had over 1.8 million individuals in its voter rolls for the 2024 election. Six U.S. House seats were voted on in the 2024 election in the county. Although the region is considered more conservative, five of these House seats were awarded to Democrat candidates. One of these races was awarded to a Democrat candidate weeks after the election. Over 2.1 million ballots were issued to voters in the 2024 election. Each voter in the county was sent a ballot in the mail and over 300,000 ballots were issued to voters a second time. California, including Orange County, has drop boxes and allows ballot harvesting. The state has made it illegal to request an ID to validate voters and prevents reasonable questions from observers during election counting due to laws implemented by the state. In Orange County, the election went on for months, with ballots sent out before the election, on 9-, and final counts concluded after the election on 12-3. In addition, a bomb threat was reported the Friday evening after the election at the Orange County Counting Center. To date, the individuals responsible for the bomb threat have not, but I've been identified nor charged with any crimes. Before the 2024 election in California took place, it was reported that nearly a fifth of all voters in the California voter rolls were non-citizens. One study estimated that 3.8 million records in California's voter rolls are non-citizens. With 22.6 million registered voters in the state, this is a 17% of registered voters that are questionable. After the 2024 election, a request was made to perform a limited scope audit of the results of the election. But the response from the county indicated that any effort to perform an audit limited as it may be was not something the county was anxious to have performed. These results indicate that that likely no results in Orange County in the entire state of California could legitimately have been certified in the 2024 election. Recently, we had an upcoming ambulance, Orange County ambulance, RFP. So I filed for the financials of FALC Mobile Healthcare Corporation because they have been losing contracts. I put in a public records request in October and the county was going to release it to me. FALC objected to it. So they sued County health care agency and myself to not release the information. We had X part A hearing on November 21st, 2025. I knew that they would not be happy in dealing with truth and justice. And I was not expecting the backlash the very next day when I was terminated on November 22nd, 2025, while on workers comp for being assaulted by a patient while responding to a 911 call. I have a stellar career at that company, 17 years, all because I filed for their financials. In the financials right here, I notice the years 2021 and 2023 were not present. So I'm asking the board to demand that they submit 2021 and 2023. It's in their contract, they're supposed to do it every year. While going through their financials, I notice their QAF fees kept going up every year. That's money that's owed to the state. That's almost $10.2 million. The patient refunds that's due, that's over $3 million. And that's only from 2022. I don't have 2023s, even though I made the request in October of 2024, and they should have been submitted. So now we're a quarter through 2025, and they still don't have 2021s or 2023s filed. So before we get into bed with another company and we approve another ambulance RFP to file mobile health care, I think we need to make sure that they're making their payments and we don't have another scandal on our hands because our county doesn't need it. We have good people here. We have good people up here serving. And so I appreciate it. I'd like to speak today about the first responders because we've talked before to you about the lithium battery storage in the neighborhoods, but we have to really think about the first responders, that man who you spoke is a first responder. And these are the guys that are there and the fray, putting themselves into danger, and we need to give them a lot of respect and protection. Because the best installations were labeled by Biden and Newsom as clean energy, these massive facilities do not have the sensors to measure toxic chemical emissions. Furthermore, there are no continuous safety measures devices for rainwater, chemical contamination and percolation into the grounds. That's just minor. That's just for the residents and things like that. Of course, we know the Orange County Transit Authority, Amtrak, Metro Link, and Loicin all raised serious safety concerns. safety concerns. St. Clemente, San Juan Capastrano, Laguna Nadella have all spoken out unanimously against the best facilities. When you go to the meetings, there's over 300 people there wondering what is going on about this. Two nearby facilities are still planned in St. Clemente and San Juan Capastrano, Laguna N Gell areas. The whole area of 35 mile radius is in danger. 75% of the breast facilities, this is what's so crazy, are planned in Texas and California. Why? Why are we the lucky ones to get these things? Please help us to stop this before this becomes a bigger problem. And we wonder why the Chinese own 30% of NG, which is one of the big developers. Why are there these tax breaks? Why are these people encouraged to ruin our land? Regarding the first responders, they face significant dangers when dealing with the fires and the battery, the BES as facilities. Thermal runway and explosions, the best, especially those using the lithium ion batteries, can experience thermal runway with a single cell failure, can trigger a complete chain reaction. So one can cause a complete chain reaction. These gases, which include hydrogen, are highly flammable and can form explosive mixtures, posing as serious risks to firefighters who open doors or vents. A friend of ours is a fireman. He was just up in Los Angeles, and this wasn't for a best thing, but just for a regular one. Now they're testing them every three weeks because they were exposed to a lot of different chemicals. These places are full of chemicals. In Arizona, there was an incident with four firefighters who were injured highlighting the risk of the explosion when a door was opened after the fire has been suppressed. You can't put these fires out with water. You can't put them out. Best fires can release various toxic and corrosive gases, including hydrogen peroxide, carbon monoxide, hydrogen cyanide, and hydrogen chloride. Things that are not even allowed in warfare, they have at these places. This is ridiculous. These gases can cause respiratory problems, skin burns, and other health response. Things for our first responders. I go to a lot of award things for the first responders. Why don't we want to protect them? Why do we want to give them awards and say how wonderful they are?
