All right ladies and gentlemen, it's very much called this place to work. Please stand accordingly to the moment's time. Recording and progress. I pledge allegiance to the fire of the United States of America and to the Republic for which it stands. One nation under eye in this as well with liberty and justice for all. Thank you. Thank you. Thank you. I appreciate the work that we're going to have to send. I'm sorry. What's the light coming in here? Got it. We tried. I'm sorry. It's all the way on the side. Oh, um, we tried. Sorry. So all the way on the side. I guess the won't do. Roll call. Roll call, the source. Mr. Haas here. Mr. Krzyszowski? Here. Mr. Wolfsgauch. Here. Mr. McDermott? Here. Mr. Perry. Here. Mr. Krzyszowski? Here. Mr. Lyskiewicz? Here. Mr. McDermott? Here. Mr. Perry? Here. Mr. Savitino? Here. Mr. Smith? Here. Mr. Davinson? Here. Mr. Sarton? Here. Mr. Relovic? Here. Mr. Mubardo? Here. All right, thank you. There is the digital one that's not on the agenda. It is for the 911 telecommunication. It's held the indicated week. So I'll read that as well. First, I'll have for children in youth, whereas reserve county and children in youth services investigated 6,030 cases of child abuse and neglect this past year, and whereas reserve county children in youth services provided information and referral services to 3536 families, connecting families with community agencies for the partners with the agency in the prevention and treatment and child abuse and neglect, and whereas children are among valuable resources and will shape the future of our community, state, and country. And whereas child abuse can have long-term psychological, emotional, and physical effects that have lifelong consequences for victims of abuse, whereas effective child abuse prevention activities succeed because of the meaningful connections and partnerships created between child welfare, education, health, community, and faith-based organizations, businesses, and law enforcement agencies, and whereas communities must make every effort to promote programs and activities that benefit children and their families. And whereas we acknowledge that we must work together as a community to increase awareness about child abuse and continue to promote social emotional well-being of children and families in a safe, stable, nurturing environment. And whereas, April is National Child abuse prevention month. This month and throughout the year, Luzart County youth services, encourages all individuals and organizations to play a role in making lose our county a better place for children and families. By ensuring parents have the knowledge, skills, and resources they need to care for their children, we can help promote children's wealth being and prevent child maltreatment with families and communities. I would just first like to thank Council for your support for our team over at Chippewon and Youth, and it's very important to us to know that we have your support behind us. Our team has been making great strides in preventing child abuse, and I just wanted to share with you a couple activities that we'll be doing during this month. So this week, or last week, our staff planned it pinwheels outside of our agency that represent child abuse prevention, along with signs. We get it in a pouring rain, nothing stops us. So if you pass our building, you will see the numerous pinwheels. We also attended other pinwheel planting ceremonies throughout the county in partnership with the Children's Advocacy Center. And our biggest activity this month that we want everyone to be aware of, we're having a Trump retreat on April 27th from one to three of the agency. And we'll be giving out treats to the children, but also all of our community providers that provide children services to families will be present and they will be doing parent education with the parents and guardians or family members that attend on issues such as leaving children in the car in the hot summer, parenting. So we just wanted to mention that. And finally, I just wanted to say that it does take a village to prevent child abuse and a very grateful community that we're in that you all help. So thank you for this. Thank you very much. You're welcome. very much. You can come here. Thank you very much. You can come here. Thank you very much. You can come here. Thank you very much. You can come here. Thank you very much. Thank you very much. Thank you very much. Thank you very much. Thank you very much. Thank you very much. Thank you very much. Thank you very much. And whereas public safety telecommunicators are the single vital link for our purpose bonders by monitoring their activities by radio providing that information ensuring their safety and whereas each telecommunicator has exhibited compassion and understanding and professionalism during their performance of their job and now therefore we who was there in county council do hereby proclaim the week, week before 14, 2024 to be National Public Safety Telecommunications Week in Luzarin County and honor of the men and women whose diligence and professionalism keep our county and citizens safe. Number 13, motion to adopt the resolution of proving the settlement pending litigation in the matter of Shelby Wichola versus the Zarn County and Walter L. Griffith Jr. So moved. Second. I'll give a question. Who is the second one, sorry, would you? Mr. Sin, you know what I'm saying? Go ahead, Mr. Warren. Yeah, I just want to quick on it. This particular case, I am not in favor of a public allowion. As it's written, Page 5 deals with the First Amendment right of free speech. And I think to allow this to go forward like this is a violation of free speech through this individual, this case is terrific and I observe every day on the television screens of various news networks where our state and federal employees and elected officials continue to remark on their opposition and other people in employment, of Harrisburg and Washington, and they have some pretty biting and cutting remarks against these people. But we don't have lots of shooting each other all over the place because free speech is allowed. And in particular case, the speech that was being discussed was not over county email. It was on his own private platform or whatever he does. So that's what I just wanted to state that. I think if we continue down this road, all of the council members that are sitting here tonight, we are in danger because the same thing could happen to us. We, you know, we're living our hand cup us as far as being able to be critical of people, whether in our employment or not in this county, and at times when it's necessary that we be critical, we may feel a little bit inferior to that. This case might set a precedent and people will come after us. And there's one to stay. That would be a record. Thank you. Thank you. If I could to Mr. Chair, you know, I'm Mr. Hoss. Thank you, sir. I was maligned in the last election too by some very hyperliped interest groups from out of state as well. I'm going to start my talk. Absolutely understand what you're talking about. There's ridiculous and I'm not going to that extent. So thank you for your time. Anyway, council members. All right, there's motion in the second. Roll call. Mr. Ellis-Gatherne? No. Mr. Smith-Darman? Yes. Mr. Perry? Yes. Mr. Sabatino. Yes. Mr. Perry. Yes. Mr. Sabatino. Yes. Ms. Smith. No. Ms. Stevenson. Yes. Mr. Thornton. No. Mr. Hullavitch. Yes. Mr. Haws. No. Ms. Krishnowski. Yes. Mr. Hullavarro. Yes. Mr. Lombardo. Yes. 70S. Cornell. Assets. All right. Instead of for the record, there's no admission of likely not for any of the dependents. Thank you. And that's also true of the next. Correct. One as well. Correct. Okay. All right. Number 14, motion to adopt the resolution, improving the settlement, depending on location, the matter of Joshua Miller versus Lou Zarek County at all. Senator motion. Motion. All right. The motion is there a second. Second. Second minister Perry. All right. Motion is there a second? A second. Second, Mr. Perry. Roll call. Mr. McDermott. Yes. Mr. Perry. No. Mr. Sanctino. No. Ms. Smith. Epstein. Ms. Stevenson. No. Mr. Thornton. No. Mr. Bullock? No. Mr. Bullock? No. Mr. Haas? No. Mr. Kurschowski? No. Mr. Laskadage? No. Mr. Lamardo? No. I don't have any change in the public. I have a misdemeanor to it. I have a misdemeanor to it'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. Mr. I'm staying to the point that I have with the guy. All right. Thank you. Mr. Skink. Do we need an emotion to reconsider? To reconsider because of change? We have 10 yes. One extension extension. All right, thank you. Number 15, County Manager, the hookman. Pass them all on. No, they're in sales. They all have time, sorry. 10 noes. Okay. Number 15, County Manager, Introduction of Ordnance, amended in 2024, fiscal year budget for Luzerl County for DA gun violence. This is an amendment that we're asking for because the district's attorneys office has received that notification that they will award an extension on the gun violence reduction tax task force continuation grant. No, don't ask me to say that quickly by the time. Well, we're seeing the DA's office will be receiving $124,525.26. It will be in multiple line items and that requires a change. All right, thanks very much. There's no volume on that right? So it's now I just introduced right okay. All right number 16 the opioid commission's citizen member announcement there is a notice that we have that will be published at the end of the agenda that is obviously stating that council is seeking the citizen member of the opioid committee. The opioid commissions are and you know will be a and cover letter, please send it to Miss Lawrence, you can find her email on the county website or on the agenda here, and the applications are going to be due April 26, 2024 by 4.30 p.m. and I believe that we will have an ABC meeting to do those interviews the Tuesday after that, which would be the 30th. So if anybody has any questions about that, you can certainly send an email, speak to us after meeting, but we're happy to accept these applications finally and get this commission moment. So thank you very much. If there's nothing further, I'll be further on that public comment on nine end items. Yeah, I've done our own business. I've been talking a lot this get confusing, but that first time in this courthouse I was singing there at the stand. All right, then I came back from Philadelphia. 92. Left my mat card in the machine. I went down and get, I got pulled over. Simple thing. Words. He said, word, I said, well, he said, you can't say that. Well, I asked him, how about the word something? Well, I said, kiss mine and I walk the way. All right, I got jumped, I got two officers. Choked out, quite defecated. One, walk away from my house, okay? Sir, I apologize, I know we've had this conversation. Oh, I don't, I know, but we're all just explaining what's going on in life right now. Because this account had anything to do with the county business as a stands right now, sir. All right. I know we've been playing a few minutes. I'm just explaining why I am where I am. Sorry. I think we've been pretty much thankful for you. I had a conversation with my person on the phone. home. If this doesn't have to do with county business as it stands then I please officers actions in this county are not this judge this judge okay he was the DA I beat him on a three day trial seven on jury all right and then I get retaliated against retaliated against all right it jumped like ten sheriffs in the courthouse he puts me on WBRE dangerous most wanted. After I beat him, he becomes my judge. Now the author, the DA, went to the bathroom and they made me defecate. Now he's my judge. I've defecated in his office. They ten shares, knocked down the door. All right? Twice on that choke down in his counter. You're not allowed to use choke down the door. All right, twice I got choked up in this counter. You're not allowed to use choke holds. Twice, all right? It's dangerous. All right, now I'm dealing with this stuff. All right, let's look at it 35 years. My family has been abused so bad. I'll tell you this, John. My wife quit taking a thibrary medicine when I came out of jail. It's 18 months and she's dying in front of my eye. And I know who did, I know who, trying to ruin it. And you know, you know, and you should request yourself for a pocket because this man is. And you know who gets, all right? My wife is dying. I want you to die because I have these people treated me. I gave her some papers, all right? If that don't have county business, we'll talk about them trying to electrocute people and other stuff. All right? That happened. We'll talk about people stealing dumbass money. Okay? That happened in this county. We'll talk about a police officer once they meet me two o'clock and I'm warning, why I'm so called terrorist so he could blow my brains out. All right? I'm a hard work man. I'm working hard for my life. Thank you, Mr. Rammel. Hey, stoke. Thank you. All right. Anybody else in public comment? Oh, yeah. Can't say nothing. Miss Edwards? Hi. That's where I had my next source of. Hi, Desraya and we're at Swarge Hill. Yes. First of all, I was here a couple of weeks ago. I was here a couple of weeks ago. I was here a couple of weeks ago and I asked who oversees the election board and I waited as looks went around on the council and then it came back to me and I was told no one oversees the election board. Well since then I have talked to a few higher ups and they said in fact that Luzer and County Council is the one that oversees the election board and I was told no one. Second of all, I'd like to know, I would like to know when Department of Homeland Security and ICE will be taking over the building at the address 1989 Wyoming Avenue 44 PA near the airport in the flood plain Are the taxpayers paying for this and what is the agenda for this action? Is that all your comments? Is that ours? Yeah. Okay well just as we told you the last time you came up and spoke about the election board, we oversee the appointment of the election board members. We don't control what they do. The only time that we would do anything is if they committed some act that we've been to be, you know, something on becoming an election board member and we can certainly remove them. It's an rare situation when we do that, but that's our only well-known control over the election board. Our only way to oversee them. As far as the second question, I have no idea what the answer to that is to for you how we can certainly get it. If you'd like, I don't know. Manager Kroken-Mohas, any comments on that? I've received no notification, but I'll look into it. Thank you. And man, we definitely do not oversee the election board. Council does not. It's not in charge of the right. It's outside our purview. Just so you know, we do appoint people to that board. That's it. But after you appoint the people here in charge of those? No, we are not. Absolutely not. No? It's not. Absolutely not. No? Which not? The numerator, the numerator, the charge. All right. Thank you, Miss Edwards. Anybody else? Public comment? Mr. Raebel? God. Public counsel can do. They can remove more numbers. Like you said, that's chairman. That's correct. So we do have that oversight, right? We need the counsel manager. meeting council manager, members of public, plans, part of breakbook from Hazelting, you're commenting about for the housing. I sent members of some members of council and the manager about the 4.4% increase in the housing construction and the Pennsylvania that was reported when we were recently. And with the amount of luredance that going to be talked about one in particular today and for the eggs there and we run that, we've talked about previously for Aisleton. I think it would be, as I said in the previous council meeting, I think it would be conducive to the council and to the manager to ratchet up talks with regards to proposed maybe incentives for housing. I'm not talking about affordable housing. I'm talking about housing in general because if you have market based housing, which is a vastly different animal than affordable housing, which is section 8, you know, as people would understand. I think that would be, you know, allowable to entice people that have the ability to pay for mortgages and also be law-biting citizens to move into Missouri County instead of individuals who may be illegal immigrants or criminal felons coming emanating from our neighboring states of New York and New Jersey. And which is probably why our case loan is the district attorney reported and is in the report, is retrofitted up. Furthermore, as far as the government study commission, I think it would be conducive upon Council and the manager and the press to explain further what the ramifications and consequences are if the public votes against the government study question on the ballot because then they won't be able to vote for five years. I think the Office of Law can help with that explanation to the public as well as for any members that don't understand the process. So I know that the election board should also assist in that and I know they put out an explanation that's for the voters at the election, but I think that needs to be explained because the consequences are Because they're legal ran minds because of the conflicts there might be litigation that could render sections of the charter Uninforcible and therefore that might cause a problem and I want to congratulate mr. Rose on his appointment as an administrative service division head. I mean, I've worked with him quite extensively over the years. I've had a few disagreements with him, but they've been, you know, respectful. So I look forward to working with him. Thank you, Mr. Rachel. Anybody else called the comment? Go ahead, Mr. Grantee. I got this grantee. It is your grantee, Plains. A couple of questions. Logic and the logic session that we had were able to view the machines before there. I believe it would be more effective if it was a random testing, a random demonstration instead of a pre-arranged one machine already selected. That doesn't tell you anything. After that, you were there. After that was done, the workers were all doing work in all the other ones. To make it more effective and more informational to the people who are voted. It should be on a random basis, you walk in there, you pick three machines, and you test them, and you'll get a more convincing outcome for the people who are voting. I'd like you to consider that in the future in their elections. The other thing is, I think there's recently, and you're talking about trying to get money for bridges. I believe that the federal government got $1.9 trillion for infrastructure, which should encompass bridges. Why are we scraping to get our bridges? Pennies or whatever when there's $1.9 trillion. My truck is destroyed for problems. I don't know what to say about what's going on here. Probably don't want to hear what I have to say. But there's money out there. And we shouldn't be squeezed to find a few dollars to get these things done. And what the minimums increase for CTO, is that for lighting? Or is that for the whole program? So the LIGE guide line went up to 250%. So this starts at 151 and then goes up to 300, which is as high as the eligibility allows. That's just for LIGE 12 before you're discussing tonight. Right, so it's just for the heating tell what you're discussing tonight. Right, so it's just for the heating and utility department program. Okay, and utility, is there a list of people waiting for that? I mean, does that include people who might not have qualified that are already on the list which literally should be opened up for the new group of people. Sure. If Jennifer would be handed up to answer your questions, she's here. You can talk to her at the break. And she's very generous for her time. Thanks. All right. Thank you, Miss Grante. Anybody else to call the comment? Motion adjourned. Motion adjourned. Second. All favor? No. All right. Meeting is adjourned at 642 or we start.
