I represent the U.S. EPA Regional Coordinator for the Water Sense Program here in Region 6. And thank you very much for having me this evening. As you are aware, water sense is focused on helping people find simple ways to save water by installing water efficient products, indoors and outdoors, practicing water efficient behaviors around the home, and looking for water-sense certified irrigation professionals to help you have a better yard. We value our water-sense partners including manufacturers, retailers, builders, promotional partners to help educate on water efficiency and water-sense labeled products. We spend most of our time focused on providing resources for year-long engagement to help water providers and local governments engage with consumers. Sensei Inception of the program in 2006 are more than 2200 partners country-wide have helped save over 8.7 trillion gallons of water and over $207 billion in consumer bills. Water SenseSense celebrated our award winners at the WaterSmart Innovations Conference this past September in Las Vegas. WaterSense awarded 51 awards, and we're very excited to award Arlington Water Utilities for their very first WaterSense Award for excellence in outreach and education. I am very happy to recognize Arlington Water Utilities for excellence over the past year, educating and promoting water sense and water efficiency in 2023. Collaborating with the Terrent Regional Water District to encourage residents to shower better and switch to water sense labeled shower heads, just under 100 residents took advantage and switched out their shower heads during the month of October. Arlington also worked with Territory Regional to offer free sprinkler evaluations with a certified irrigation professional, resulting in the highest number of evaluations to date to 538. Congratulations. Arlington promoted other water sense campaigns like Fixalique Week to educate homeowners on finding and fixing household leaks. Did you know that the toilet flapper is inexpensive, easy to replace, and is the number one culprit in household leaks? Most people don't know that. Arlington held two DIY repair classes and offered an online option with information sent to over 17,000 customers. In springtime, Arlington promoted sprinkler spruce up to save water outdoors on social media posts, educating customers on how to look for Brooklyn's sprinkler heads and water leaks that are outdoors. In February, Arlington created the Love Your Yard campaign, distributing over 50 irrigation test kits. WaterSense released the community-based social media kit last year, and utilities, and to help utilities make changes in and around their communities. Also beyond the look out for our media and promotional calendars in 2025, which is an easy way to participate in water scents. So really, it's about raising awareness and making people more mindful about water. And the work that Arlington Water is doing and plans to do will help raise this awareness. Everybody has a role to play and we look forward to continuing to help your communities. Congratulations again to Director Whiteway and the entire team from Arlington Water Utilities. Now why could Gloria Pena, who are going to give me those tonight, articulate that risk? I'll tell you, we needed to have Mr. Omar Garcia come and give you a tutorial. Well, the Carol family has gotten to the point where now they want to do something with the property. It's like everywhere else in Arlington, it's booming out in that part of the world. And the feedback they're getting from the marketplace is that this, the flex zoning that you folks adopted as a category is apparently very popular because they're getting lots of feedback that that's the use that the the business community wants for this property in particular the office warehouse. One thing that's nice about it is the change from the existing zoning to this zoning by adding it as staff report took to said there's no additional impact on traffic there's no additional impact on water water. It complies with the comprehensive plan. So all in all, we're asking your support for this because the market wants it, it's a good, clean use and I think this zoning category is gonna be, I mean, we're gonna see, well, I'd say we see more and more of it but there's not that many vocations that actually qualify for it. So anyway, the Carroll family would ask for your support in the zoning change. And I don't know if James wants to speak or not, but he signed up. Such that the areas under construction are not capable of being fit for occupancy or human habitation on any property for greater than 180 days after the expiration of the building permit. Amendments to this section are needed to provide the Arlington Police Department with additional enforcement authority related to ride share or service violations around the entertainment district during special events. Section 5.18 regulates ride share activities on certain public streets within the entertainment district. More specifically, it prohibits for higher vehicles from picking up and dropping off passengers on certain streets during special events. This provision was last updated prior to Globe Life Fields opening. The increase in rideshare issues around Globe Life Field and AT&T along with certain street name changes require section 5.18 to be amended. Amending section 5.18 will change any references of legends, legends way to AT&T way and extend special event and extend special event prohibit pickup and drop offs to streets surrounding glove life field. Petty cabs and EDVs or neighborhood electric vehicles for higher are prohibited within the city of Arlington. The proposed amendment will remove leftover references from several sections.
