Testing testing testing Okay, we're doing a call to order. Um, invocation. Wash your hands. Today is September the 17th Tuesday, 2024. The vocation? The prayer. Okay, okay, we're gonna go ahead and pray. Yeah, we just got one. Oh, it's bound. Okay, we're going to go ahead and pray now. Dear Heavenly Father, we come to you today to ask you to please help everybody that's here. And thank you for everybody being able to show up today. I know a lot of things are going on in everybody's life. And we appreciate you providing them to show up today. I know a lot of things are going on in everybody's life and we appreciate you providing them to be here today to help us make decisions on things to help in Lake Alfred. So Lake Alfred, Ken's prosper. We ask you help and guide us that we can do the right thing with what's going on here and in the future. We ask Lord that you please anoint these words and Jesus name of blood. Amen. Amen. We're going to pledge allegiance now. I pledge allegiance to the body of the ninth day of America and to the Republic for which it One nation, under God and individual, with liberty and justice for all. And now we can you please do the roco? Yes, me. David Bosse. Here. Don Whitener. Here. She, in Reynolds. Here. Sayam Padeda. Here. Teresa Ruff. Here. Don Wagner, she and Reynolds here say ampededa. To Lisa. Here. Ambley, can you do the announcement? Yes, I don't have any announcements that are not in new business. So I'm good. And once we want to recognize the citizens. Thank you for being here. Get off your video game. That's in the minutes. Okay. All right. Well, um, okay. Now we have to approve the minutes from our other meetings. Yes. Approved for minutes from November to 7, 2023 2023 and March to fierce 2024. I make motion to accept. All in favor say aye. I too. Now we have new business Emily do you have any discussions for the approval of like Alpharise Christmas parade or the Florida Department of Transportation Application? Yes I do. So we have our Christmas parade. So every year we have to send in an permit to close down some of our main roads for the Christmas parade. We are not changing the route, but we still have to have the official minutes from here and commission to go to submit our permit. So we'd like to keep the route the same. It went really well last year. Lining up at Central, we took a couple of the side streets extra line up on until we ended up at Gardner Park. It went really well. Basically, we just need your acceptance and approval to continue the same out. I make a motion that we accept the route that we did last year. Oh, my second. Everybody said a grace. Hi. Hi. Yes, thank you. Yes, we have to submit that pretty early, so we really have to get that role to send that to F. So thank you. The other approval is going to commission on Thursday of this week, and then as soon as those minutes are approved, we are setting that straight to F. Through the police department. I have a question that is not related to the route, but to the Christmas parade. It used to be, we always did the Christmas parade on the same weekend as Winter Haven and then is there a reason why last year and this year we're like a week separated? The commission asked us to move that last year. So they we were it was a it was a funny rule so we were the first Saturday after the first Thursday that winter park did their parade. And so they thought it was just so dependent on so many other cities that the commission was like, no, thank you. We're doing the second Saturday. We don't care what everyone else is doing. We're going to do the second Saturday because it was very confusing. So we picked the second Saturday so it will be December 14th because it changed back and forth depending on where the first few days of December fell. Because basically Auburndale picked their day peeing back and off of Winter Park's day and we picked it based on Auburndale's day so we were kind of waiting on the two of them to pick their day before we moved forward with our date. So we were kind of waiting on the two of them to pick their day before we move for our date. So the commission said they didn't want to tie it to others or just doing the 14th and moving from there. You may not have been. Yeah, that's what I was going to say. You may not have been apart. Oh, I'm sorry. I'm so sorry. There is a win apart. Yes, you're right. You're right. Yeah. So we're we're be catching from that set of phrase and we're just moving forward so everyone knows that in five or Day, well, the curious thing on that is that When we're closer to them a lot of people who make floats for those would then piggyback and come and join our parade Since it was the same weekend they wouldn't take them back in park and they'd park them somewhere close and come and join and I think I wasn't able to make it to the last years, but I heard it was much smaller than it had been in the past, because we were separated. People take those clothes home, they start to just come a little, they're not bringing them back out. I did see that first time I've heard that it was smaller than last year. Again, I wasn't here for the one prior, so I can't personally say that, but we have the same, about the same number of signups for the floats. Because we had about, I believe it's 50 floats signed up. Pretty close to it, right? Was it number? About 40. Like 40 floats signed up. Now some of them bring multiple cars, right? So just because it's 40 it might be like one group brought through your four trucks or other but like 40 different groups that came in but we can definitely keep an eye on it it's a little too late to change that now right but we can definitely keep an eye on that moving board to see it that's the problem yeah I was just curious what the change why it was changed that came from and if that came from originally yeah yeah okay yeah yeah the the commission decided to change the date. And no matter what day we pick, there's a Christmas parade on it in December. And every Saturday we were going to pick, it's going to conflict with the Christmas parade somewhere. So I do believe ours is the same time as Davenport's, I think, in Hanes City. But it's kind of the season. Right. Okay. Thank you. Yeah. Thank you. Any other questions about the courses for you? It will be December 14th, 630, and we'll get started lining up. We started playing that really early, but the start of that was still going to be a central. We'll end up in Gardner House and kind of do the lighting after that, that's still the plan for this year. That kind of leads us into our next event update. So actually this Saturday we have our Car Show at Lions Park. So if you are interested please come out and join us for that. We are looking for judges for the Car Show, so if anyone is interested, you don't have to have any car background. It's more of like a fun, favorite car pick. So if you're interested, let me know. The judges, the judges taking place at 11, but the event is from 10 to 2. Should be a lot of fun. We've got a few of food trucks coming. And like I said, we had about 100 cars that came and the ski show is at noon. So that's a new edition that should be pretty fun and we're looking forward to it. Are we going to have any activities for the kids there too? So we did have a few last year. This is not really a kid event. With the ANT cars there were some kids, but not as many as we had anticipated. We're really leaning towards the kids' events for our fall festival. In October, that's more of a family-friendly event. This is the car show's more of an adult show. There's not really too much for the kids to do. But we do have a lot of kids' activities for the fall festival in October. Okay. Okay. Yeah. Approval on new rental applications for the state gardens. So our last update on our rental applications was actually 2014. That was the last time that those had been updated. 2014. 10 years. So it was time to kind of take a look at that. We edited a few handful of rules like between the last handful of years. There have been a few minor updates, but we banned glitter and then there were some state rules about balloons and lanterns that are, those are not allowed to be flown. So we added that in. And then so we went ahead and kind of updated the look of the applications too. And then we kind of re-worded some of the rules. We changed a few minor fees with conversations with Ryan and what his direction was on it. But we wanted to make sure you guys were happy with that. And we wanted to see if you guys had any changes. And we wanted to vote on the new applications. So the Alberta Small City Community Center, like the rental fee itself did not change. We didn't raise the fees on the center. However, we did change the discount. So there had been a word of mouth discount that was stressed if you were a nonprofit or a city employee you got 50% off. And that's just the way it has been for more than 10 years, but that wasn't written anywhere. So that wasn't in the original application and it was just kind of something everyone knew. So we wanted to make sure we put the discount information in writing for both the AMCC and the McCay Gardens rental. So when I was talking to Ryan about that, we were changing the discount. So instead of bringing the price up for the venues, we are just lowering the discount a little bit. So in turn, we will over time get more revenue from those locations. And again, the fees haven't changed in ten years So we are more than past due to change them a little bit So instead of a 50% discount we're gonna do a 10% discount And then on the application is listed who is eligible for that discount So we increase to is eligible for that so it's's like board members, chamber members, historic to society members. So the nonprofit's still city employees, city residents. There's a lot more people on that list, but the discount is less. So overall, we should see a little bit more revenue, but we're not increasing the fees too much. So kind of like a middle ground a little bit. And then like if we just change the world a little bit and then change the look of the application to you. So do anyone have any questions about? I'm the, sorry, I'm the McKay one. Why is the rental fee a range of 600 to 800? Is that depending on whether you like to look at the person or not? It depends on their date. So we have a peak wedding season and an off peak season, which is pretty normal for wedding rentals. So for off peak season, it's 600, peak season is 800. It also depends on the day of the week. So Monday through Thursday or Friday Saturday and Sunday and also kind of like fairies for peak season. Is that specified anywhere in here? I would think it would be a good thing to me. Add in there. Add in to the. If it's not on that, it might be on our other list of items, but if it's not, we definitely could add that in. I just think it would be good for them to know clarity with date. Yeah, if you've got the date of, you know, wedding season, that's that way they can plan their events a little better. It's higher, yeah. Okay, yeah, we'd be happy to add that in. And then something that also did get clarified in this was we altered the alcohol police policy a little bit. There we were hearing from the police officers that were on site, especially my cat. We don't really have this problem with the ANCC because the weddings go longer. You know, there's a little bit more alcohol usually involved at McI because of the weddings. Some of the police officers were arriving and they were already consuming alcohol before or after the police officer arrived on scene. So they were, we were starting to see more and more problems with that. So we added a line to that policy that said if the police officer finds sender even before or after they're scheduled, we are taking $100 from their deposit. So that would be a little bit more of a deterrent for them to either, because the alcohol, the hourly rate for the police office is 44 an hour. So some of them are just booking the minimum and then starting whatever they feel like it. So a little bit more of a deterrent on just scheduling whatever they feel like. So we did, we talked to- I mean is it a violation of laws? There are not police officers present and they have open containers out there? It's a, it's a city of Lake Alfred rule. I don't know that it's an alcohol. Anytime we don't have to have them for regular events, it's just only alcohol is present. So if they're doing set up for the wedding or if the wedding doesn't have alcohol, we don't require police officer. It's only when the alcohol is being served. Now I'm just wondering if our family is out there at the McCabe Park. Are they allowed to have open containers of alcohol? No, they're not. They're not allowed to have it. So it's against the law? Yeah, it's only for like. You have to have like an official application to do that. You can't just come and have a picnic and. No, he met. So I'm just saying like you could add besides $100 they could be picked up by the cops. I mean, because you I mean, you could add that in there with, you know, depending on how they react. Yeah, we do have in there too that if they have to call more officers on the scene, like if there's actually an incident, they would call for backup that they would lose their deposit and potentially other problems too. So if they can if it was worse instead of them just like you know, the same thing. So people are 100 bucks thinking they're going to be much of a deterrent. So I'm just... So I'm sorry. Sure. So the other question I have, are we only doing weddings yet? Because it's quite two times that I've been there. They were birthday parties. Yeah, we don't just do weddings there. I have a thing. Yeah, it's 95% of the time is wedding so we just kind of detall to that. It's special events but sometimes you do continue as there or baby showers or birthday parties. Yeah, but 95% of the time it's weddings that happen there. But yeah, the other parties will sometimes time off the hall as well. Do you have barbed missus or botm barbed-missed? Sometimes? Yeah. Do you wish. Sometimes. We just, yeah, it's just majority wedding, but there are other special events that you have been there. Probably because of the landscape, but majority wedding. Yeah, I mean, it's that out to be a wedding, but you can hold other events there. Yeah. Yeah, we have almost every weekend vote between now and March, April. So it's pretty busy. Yeah, I need applications just to make it a little more clear and concise and just a little bit more updated than the past one. So I will update the, I will make this $600 to $100 more clear on the application. We will update that but I do need a vote on if we're okay with the new discount rate and the applications besides that piece. Any other vote on what now? I need to turn what you just read? yes, I seconded okay. no who made it first? I thought she would need to make it first. I make a motion. maybe? who? you can make motion on this. okay. I'll make the motion on the Excess to it. What's the clarification of the date or the Yes, I second thank you. Thank you. All in favor. Hi. Hi. Motion pass. Good job. Good job. When did I get to use my gavel? He can be our alternate. Yeah, like it. Where we go? Oh, you're right. You're right. They won't. They won't. Are there much less scary than the other ones? So we're going to be running like this. All right. Besides writing a mission of citizens, do you guys have any other questions for us? I don't know. You guys did a great job. Yeah, you answered everything. Force. No, thank you. Thank you. All right. Meeting adjourned. Okay. All right, meeting your adjourn. Okay. I make a motion to adjourn. All in favor say aye. Aye. Aye. Aye. Okay. Yay. Thank you all for being here tonight. We was really important we voted for that. Yes. The S.Dot 1.
