Those were submitted, and now we await a response. Regarding the Gallyay, the Lighthouse in, this matter remains in litigation with the around-department of environmental management and PRI-10, the Pakistani group. The town is not a party to the lease and these negotiations or the agreements between these parties. And as such, there will be no further comment from the town managers office unless the information is released by Council for the RIDAM DEM. The Citizens' Police Academy. They did finish the second week. They had 19 participants, a good class and also from the police department. We have three vacancies, two of the MLC on the receiving agenda and we encourage interested applicants to apply. Recently we had an inquiry in the town about ballroom dancing that used to be held at the towers. So it stopped right around COVID, and we are going to just look into it and see if the party is used to do it. It's still interested if anyone else is still, and we'll keep you updated. And I'm going to be forced to charge more, which isn't really fear to the kids. And I think it's going to affect the rent all the way around. Plus, I don't know. Every neighborhood's different. You have some neighborhoods that are renting now that have small, a land and lots in there. They're closer. When my house is, it's more spread out. I talk to my neighbors. I have good conversations. They have my number. They can reach me any time. And they have no problem with my students that I have in there now, or any for that matter. And I just think it's, I think that you're now and everyone has won. And I think if you look at the setbacks and where the house are located, and even with the summer rentals, if you have enough space and you don't have any complaints from the neighbors, I don't understand what the problem is. I think you're causing more problems. And also, if this three bedroom stays, are the houses that are five bedroom or whatever six, seven, eight that the town gave permits to? Are you going to give them a discount on their taxes? Because you're paying tax, I'm paying tax, I don't find bedroom, but I can't use it. I know that in a previous meeting the council approved an age increase for the candidates And I'm just wondering for the probationary officers how they fell in are they are they transfers or We haven't they haven't selected yet. We have 43 funded police officer positions in arrogance at second highest per capita cost in the state. We have 14,500 people if you just compare our town to South Kingston that has 51 funded police officer positions were way above what one would think. For years, you weren't on the town council, but for years we heard that we have 10 extra police officers to deal with the rental issues. Now, it's a million dollar bill. I don't have any problem with having 43 police officers, but I don't want to pay for somebody else's issues. If we have 10 officers for this reason, then I think that cost needs to be spread among the rental owners. I don't have rental issues because I don't rent my house. I just don't think it's being that course for these police officers is being apportioned properly. I Haven't had a chance to do some numbers, but you could raise the rental registration fee to say maybe $500 a year per house. These houses are bringing in 30 to $60,000 a year $500 is nothing and at that $500 figure times 2734 that George Known has set with a number of student rentals, you could waive the rental registration fee for every annual rental. And that's some motivation that they continue. Right now, you know, Beachwood and South Queens, as I've said before, they pay a per-apartment rental registration fee. That's absurd. You could, like I say, wave every annual renters fee, and it would be picked up by those people that are really cash and in, frankly. And I think that you have to move toward this. If you're gonna keep this number of police officers, it's not really fair that the whole town pays for it. I think we have a lot of police officers, my husband thinks we don't have enough police officers. So I mean, right in one household, we've got these differences. But he agrees that the cost is not being spread properly. Thank you. Thank you. Anyone else wishing to comment? I don't know. I read the nuisance report and it's gone dramatically down. So I think police officers have been doing a great job. So I think you've got to give them what they need. And if the townspeople are complaining so much about these rental house, I guess that you need the extra people or whatever. I mean, I see the report and everything went down. I'm a little confused about it. And I don't think everything should be thrown at the property owner that has to rent. I mean, after all, the residents are to get a discount on a homestead discount if you start going out to, I mean, how's that even possible? The property owners are paying enough taxes on their rentals and everything's going up and they're required and everything registrations, you can't put anything, everything is up on it. So you read the, I think the police are doing a great job. And also I think snowbirds on I read here shouldn't really be complaining. It should be the people that are around town. And this bin seems to me a lack of doing that lately. So I just can't seem to pull it out. I don't know if there's two pieces to this puzzle. Next we have a motion to approve the submission of three Rhode Island Department of Environmental Management, Recreation Development Grant Applications, prepared by the Parks and Recreation Department. So moved. Second. Okay. This one I'll let our town manager go over this. This grant program, the outdoor recreation grant program from DEM, this is the, they've changed this year. Used to be able to just apply for the grants, for an application, for specific projects, and they would select which ones. This year, before submitting, the applicants are required to have a public forum for an opportunity for elected officials in the public to comment on the proposed projects before we submit them. So that's why the application itself is going before the Council this evening and the projects that were They're now selected as being presented to the Council for consideration. I wanted to the staff thought or We're appropriate and there's been a lot of chatter about them from from different folks So we did put in for the linear park in 2022 through the same grant program. It got struck down. So we decided to put a different proposal forward, but it's entirely up to the council. How you choose to afford this? Okay. Thank you. All right. So the three grants and I'll just quickly go over them. The first one is revitalization of the dominant crucifarrow playground park to include new play structures, benches, shades, shade canopies, and place safer material for heavy traffic areas and better ADA access with approximate cost of $450,000. Then the next one is, and these are in no particular order, by the way, of preference. So the second one is a splash pad at 170 Clark Road, approximate cost of $120,000. The next one is redevelopment of existing four pickable courts at 170 Clark Road into 10 courts made from post-tension concrete, new fencing, addition of a shade pavilion, new walkway, restrooms, landscaping, and stairs leading to upper parking lots with the approximate cost of $675,000. The in-kind Narragansett DWP demolition of site and prep work would be an approximate savings of $30,000. So the funding source of this would be if we do. So this is just an application for these grants and there is a 20% match for these. And the funding would be made available if the grant money is received and it would be available for the fiscal year 2425 parks and recreation capital improvement accounts. So that's the process. So again we're going to be this agenda item is to approve the submission of the three grant applications that I just described. So I'll open it up for any comments from the council. Councillor Coppa. Councilor Loller. Yes. Thank you, Eva. I am the council rep on the rec board right now and we had a rec board meeting last week and from that I wanted to be able to comment on this motion. A few things. The rec board, it takes its job and responsibility is incredibly, incredibly important to them. They are an advisory to the council, which is why Jim stated that ultimately this decision is coming to the council for a vote. However, I did want to state a few things and in Jim one, I want to just check with you as far as an ad hoc committee for pickleball. So my understanding that there currently is not an ad hoc with a definition of an ad hoc being committee that is actually selected by a council for a specific task, for a specific period of time. Has that occurred? I mean, I don't think it has. No, generally informal groups that have met with the creative council members and members of the staff. Okay. Spoken here in the meetings. So it's a very passionate group of people that really are trying to move to have pickle ball in our town. I understand that. But there's a big difference between an ad hoc and a committee of passionate people. So I wanted to make that really clear to my colleagues as many times we do hear this representative as an ad hoc and I must say I've heard the director say it as well but I think it's out of her kind of not wanting to correct the terminology from ad hoc for the group. So having said that the the record board did me and spoke about the the three different projects is outlined by the town manager on two occasions. In both occasions, they voted to actually have the Christopher O'Park and the Splash Park go forward. Now, why would they do that? Why would they choose these two projects? The wreck board over the last maybe about a year or so have really made a considerative effort to be able to provide pickleball for the town residents with our existing sites. So in a very short period of time we went from zero pickleball to 14 courts and they've made some very record board working with the REC director, made some really reasonable accommodations to the existing courts we had with an effort to try to keep the population satisfied with programming but yet also an eye to the cost. So if I take a look at the three areas where we do have pickleball, the first one will be Clark Road where the rec center is, where the rec board is meets. The tennis courts there were eliminated and they were made into four pickleball courts because each tennis court can be actually house two pickle ball courts. And then the basketball court was restriped making a fifth court possible. So from at Clark Road we now have five. At George C, both of the tennis courts were also restriped so they could accommodate four pickle ball courts. And then there's also a basketball court that was re-striped, so there's five there as well. A Christopher O. the two tennis courts were reliant to accommodate so we could have four courts. The Rep Department also asked the council to approve which we did, a purchase for six pickleball nets that are actually movable. I believe Michelle, the cost of about $6,000 or so for that. So we do have that available to move within George C. with Christophero. So having said all this, I understand the desire for more pickleball. There's a lot of people here tonight to talk about pickleball. However, the rec board overwhelmingly believes that this grant and the town manager said it and the council president reiterated that this is a grant that we have not yet received. And it is for the potential for $400,000. And the council must buy in to the concept to be able to say we would be able to put in 20% toward whatever project they are. Now the record board also believes that if we ask for multiple projects, there is a chance that potentially the DM may approve one and not others. And very much they wish to be able to approve projects and activities for young families in town, our parks are in dire need to be able to be refurbished and increased in size as well as a splash park. And the splash park, what the town will be looking to do with that, is with the summer programs that we have, the summer camp that we have for the kids in town to be able to have that splash park. The brick board's been talking about for years. It also offers an opportunity for people who may be handicapped to be able to have water fun that can't necessarily go into the water. So for all of those reasons, the wreck board unanimously twice voted to be able to have the town go after two of the grants and that would be again for Christopher O'Park as well as a splash park. So thank you, Eta. Thank you. Councillor Copec, did you? Yes. One, I have a couple questions first of all. I don't know if included in the Christopher O'Park upgrade if there is, I didn't see it. So I was just curious if there's, you know, consideration for a skate park because I say that because twice now I have helped in, we always have fifth graders come here every year to do sort of mock town council. And the two that I went to, we had, and what we do is we have all the kids come up and talk as if it was open for them and they have to have a, you know, they have to have a reason to come up and the vast majority of them come up and talk as if it was open for them and they have to have a reason to come up and the vast majority of them come up to talk about a skate park. So I don't think that it's included there but I think it would really be important to consider that. So that's just one point. I concur with Jill. I think that, you know, and I'm a little bit concerned that we didn't maybe go after the linear park again. I went back and reviewed the document that we got several years ago. It's a beautiful opportunity for lots of people, residents, tourists, guests, whoever, to really enjoy what we have literally across the street from the beach. And it also would help move forward, I think, the final piece of the bike path. So I would be more interested in that. I understand that there are a lot of folks here who play pickleball. I live three blocks from the George C. Courts, and they were very full during the summer but one of the differences is that I haven't really seen one person on those courts in the last four weeks and the difference between that and the linear park is the linear park would be used throughout the year. I agree we have 14 courts is a lot of courts to have I think in a town the size of an air against it there's courts in South Kingston there's a brand new brand new inside court that was just opened in North Kingston and we have one here that's going to open. I've never seen too much actual data that says that we really need to have more than 14 courts. And so I really rather see that kind of information before making determination. It's a significant expense. $675,000 is listed in here. And the grant isn't even that large. The other thing I wanted to just verify Jim, maybe you can help me with this. I think I read that there's a total of $2 million across the state for the grants. Is that correct? Sure, the exact amount, but it's very competitive. Right. And so it's competitive. And we're looking at real quickly about 1.1 or 1.2 million dollars worth of stuff that we would like to get done. And I can't imagine that Narragansett will get that much of the share of the 2 million that's available. So we have to be careful about what we decide to go after for this funding. And my final statement, I just want to say that I do think that we need to take a look at how to improve the surface of the courts that are at Clark Road right now. I think that's an important point and that we should take care of that. But I think we probably would have to do that in a different way. So those are my thoughts. Thank you. Any other council members wishing to? Councilor Sitzlingabana? So I think our gantz should offer a variety of things. The Linea Park, the Council's in the past, have talked about it. I think that's a high priority. Skate Park, our last council, we spoke of that. I think that's important. I was on the parking wreck board when we had meetings to expand pickleball, and I want to thank the directive because we have to Jill's point and Deb's point. We have expanded it throughout the town. I could support the three proposals tonight, I could, but I think that we have to consider some of the other projects as well, so I'm kind of not in the fence on this. I mean, the Linear Park was the most important project we've talked about over the years. In the skate park, we talked about for two years. The pickleball we've expanded, and I know they want some more courts. I would be happy with that. I think Narragueza should offer a variety of recreational opportunities. So it's hard to pick which one's exactly, but linear park would be on the top of my list, skate park, some additional courts for the pickle poll people, and I would be satisfied if everybody got a little something. Skate park, I mean the pad, the water pad, when I was on the parking rack, adamantly against it. So it's just a different time, but people were saying they didn't want it at it. So, you know, it's just a different time, but people are saying, you know, they didn't want it at all. So it's hard. I think we should take a list, look at it, and then kind of comb down the list and get some consensus. Do you have any comments? Thank you, Emma. I'll try to go. Thanks. Yeah, this is a tough one. You know, you wish you could have everything, but, you know, the Christopher O'Farell things been on the docket for quite a while. We have added some pickable 14 courts. Obviously, you know, there's a lot of people that want it. It doesn't seem like it's enough. I don't know if it's because it's site-specific where maybe more needs to go to one area or not. But you know, in the town it's hard to pick and choose on where the playgrounds are. They're kind of spread all over town. So it's a little better if we have a little bit at each one rather than just, you know, all pickable one area and vice versa. So I mean, I can all three are good proposals, but you know, the Pickleball won at $675,000, that's a major project that's going to have to happen for that. And you know, maybe sometime in the future or whatever, but I just see if this grant only being possibly only $2 million worth, I mean, I guess we should be asked for everything, but you know, if there's one that might not have to be put forward, it could for the pickable, because we've kind of added some, although they're all admirable requests. And so I feel. Thank you. Okay, so I, last council I did bring forward. I wanted to expand pickable and, you know, it is the fastest growing sport. And it is for all ages. And when we talk about who it really benefits, it benefits every one of all ages, like young and older. And I think it's a great activity. And I think when individuals are saying that they want more course, because it's for tournaments or promotes promotion of travel. We hear about travel tourism. It's like a big picture of mentality. So I think when we have these grants, it's to me casting them out wide. And it's not, we don't know what we're going to get approved. So putting a lot of proposals out there or grant proposals and requests and then we don't know if we're going to get this again. This is just for us to approve, you know, going after that grant for these purposes. I don't think there's a limit and I'm correct if I'm wrong, Mr. Tierney. Now, there's nothing preventing the council from requesting that we submit additional applications for other projects. This moved forward quickly because originally it was posted as a public hearing was required. And as you all know, that requires advanced notice, publication. It would have been very tight to the deadline. But then this constitutes a public forum for discussion of these projects. So the council could, if they chose to request that we submit any additional grants, applications, we could do that. Right, so basically the sky's the limit. It is, it's like requesting, the valuation process, and all. Again, it is, it needed to be in a public forum. This does count as the public portion of it. So to see just the feedback from the public as well. So I know there's a lot of people that support pickleball here. I know that there's a lot of individuals that support some of the other, you know, proposals. And some that may support some that are not on here. Catherine, celebratory 48-year-olds court, Grant guidance, DM this was quite clear that they want to service cities and towns that pretty much don't have the money to provide these recreational services to their citizens. We put pickleball forward last year, it was rejected, but you seem to be missing something here. If they were to give us $400,000, we'd be on the hook for $80,000. And also the remainder of the cost. The total bill would be $325,000 that the Pox and Recreation has to come up with. Because if they approve this pickleball request of 400,000, that's the total bill. Parks and Recreation will have to come up with. OK, that's number one. Now, but should the linear park, I don't know why that disappeared, that's really important. Can I just find some historic area? I don't know why we're not trying to utilize it. I mean, I've seen linear parks, they're great. They're nice to sit at and read all the, they have those different billboards. They put up, you know, explaining the history and everything else. I think it would be great. I don't know why it's not on here, frankly. I would like to see this amended to remove the pickleball and add the linear core. Splashpock, I don't know, for the kids, I think they might like it. In the, as far as the playground equipment, it's kind of a big figure, you know, if you, because again, it's 20% where committed to, although I guess Michelle can find the 90 grand, right, Michelle? This entire town council has discussed the importance of having families in our town, you know, where we're placing more restrictions on rentals because we want to have more family oriented environment to bring families into the community. So on that note, I think, you know, out of all due respect to Michelle, I think we should, you know, reach out to families and ask the moms and dads, you know, what they want for their children. Basketball the same thing. We've been playing for a long time. We have a lot of support here. Pickleball players. And we need our own courts. We don't need just four dedicated courts. Everyone has dedicated courts now. So if I'm going to go play in a basketball court or a tennis court, it's a great thing. But if there are other people there, for example, I went to George C. last week, and I was going to play, and it was a tennis person on the courts, and he was practicing his four-hand drives. And there were tennis balls everywhere. I can't say, you know, we'd like to go use over here to play pickleball. I mean, I could have, but I mean, he's busy. He's got his thing going. We really need dedicated courts. So what we do is we play doubles pickleball, right? All of us. So that means there are four people on a court. We've got 16 people playing at clock. That's our real court. Even though it's really not a great sight to see, it's kind of an eye sore, but we play there. And we've got four people preach court that 16 people. If you have four people waiting for pickleball, you've got 20 people, it's great. You don't have to wait that long, it's a wonderful situation. If you have eight people waiting, 24 people, now it gets a little bit different, but still it's great. In the summertime from the beginning of May until the end of September, we have 40 to 50 people playing. Only 16 people can fit on those courts. We've got a court on the basketball court, a pickle walk court, which Pox and Rec put there, great job doing that. But the court is really dangerous. There are bumps, there are depressions. We ran a tournament there on August 12th of this year, a charity tournament. People in the tournament would not play there, would not play on that court. We put them on there one time. They would not play again on that court because it was dangerous. So that fifth court, I wouldn't even count that as a court. We need, every tennis needs their courts, basketball needs their courts, and we need our courts. So we've been working, I'm on this committee that you talked about, and we've been working with an architect with Pox and Rec to see if this will all work out. Ten courts fit in there beautifully. The architect did some renderings. I'm not sure if you feel we have got a chance to see it. They're beautiful. These would be just a great thing for the town of Narragansi in our residents to be able to play pickleball at clock on ten quarts that are just beautiful. I mean, I think the people of Narragans Narragansett, there's a lot of people that play pickleball. In this country, like you have already stated, there are 30 to 50 million people playing pickleball. Four dedicated courts is very, very bad. You can't believe it. Narragansett's a great town. Pickleball courts that we have at the clock road are in terrible condition. It's the most used sports facility in the town of Narraganskit by far. We have 100 or more people every single day in the summer show up. Today we had over 50 people show up today. These are obviously people show up today, which obviously seems. I know that you support seniors, but is there something about our seniors that you don't want to support? It's only other seniors that you want to support. I'm saying to you that these trickleball courts are not only good for the seniors, it's going to be a high school sport pretty soon, where they're going to play. Those courts are impossible to play on. You can't get a sanctioned sport when you have a sport playing on other facilities, basketball courts or tennis courts, because the lines are very confusing. And people don't like doing that. It's not a good, it's not a conducive. So it's going to be a high school sport. We don't have a facility here. We actually have a plan that actually makes some sense. Besides that, one of the important parts is that everybody else is talking about facilities. The Narragans applicable community is willing and has said stipulated that we'll put in a hundred thousand dollars to help make this happen. Does anybody else want to put a hundred thousand dollars for any other thing? We're willing to put up a tremendous amount of time, effort and money to to make this thing happen. Those facilities that now are against it draw people here. It's summer residents, people who come for vacation, people for businesses, you can't even, if you don't play it, you don't know it. But if you don't know it, you don't know what you're not talking about because people do love to play pickable and they come here and they want to have a place to play. The people will come in the summer and say, wow, these courts are horrible. How do you play on these courts? Because they're heaving, they're cracks all over the place and you cannot repair that tar. The base is no good. The base is no good. And you can't put more than three four pickable courts on that existing facility. So we have to expand it a little bit. We don't have to expand it a tremendous amount, but we have to expand it. Ten courts will allow us to have some of leagues, will allow us to have people who can learn and where you can have lessons and you can actually have play at the same time. Right now you can't do that. You have to be able to lead. Nobody else can play. If you have some of lessons, nobody else can play. So what else happens is just not enough of those courts that are up in the other area are other facilities. And that does not allow for things to happen the way the pickleball players and other people and the high school kids and the college kids are trying to do it. I know all my time itself. Thank you. Whether we have Parkinson's or MS, or we play in a wheelchair, we have joint problems, the courts need to be looked at. So we can't just put them anywhere, like go to George C. I mean I don't know if they're doing a near-rigant set but South Kingston, they're courts at Old Mountain Field, the gym classes are learning how to do pickleball. So and it it's gonna happen in New York, and it's soon, so all these courts that we have are gonna slowly disappear because they're not gonna turn over anymore tennis courts for pickleball, because tennis is still a big high school sport, so just think about the future. I also was involved in putting together the budget for this proposal. And I just felt like I needed to clarify some of the numbers. The amount that we are asking for the grant is 320,000 of this 675, not 400. As Steve mentioned, we are committed to raise 100,000. And Parks and Rec has 150 in their capital this year and next year according to what Michelle has told us. So we were very careful not to ask for the 420 because there's three amounts that you can ask for. It's 420, 320, or like 240. And we didn't want to be greedy. We wanted to really be specific in what we wanted to build and how we could fund it. So I just wanted to clarify that. And my understanding is that the state doesn't compare all the different proposals that Townwood submit. They're looked at individually. So our proposal would not then weigh on the other two. My understanding from what I've read is that they're individually looked at, so there's really no downside in applying because obviously we can't do it unless we get the money, but if we get the money, we will be committed to fundraising and helping with the designing construction of the courts that we all feel are very important. As somebody else mentioned from very young age to very old, all ages in between, and it really Pickleball, while being the fastest growing sport is touches upon fitness, emotional and social, which is so needed, this, and social, which is so needed, this all blew up, I mean, Pickleball's been growing since 65, but it really started exploding during the COVID years and afterwards. So it is college kids, high school kids, the fastest growing segment is the 18 to 25 year olds. But what you see at the courts in Narragansett and elsewhere throughout South County are people of all ages and families and couples. Court play, formalized play, leagues, clinics, lessons are 24-7. You know, it really, I hope you support this. We have a lot of support for even people who aren't here. So please support the growing. And even with this many, we're still going to be under courts There's there's just the demand is growing that that much and we cannot rely salt like I Rant out a local school and you can't rely on just you know Non-public courts. So I was curious, do I miss something here as far as the potential cost? And there's also a lot of things besides pickleball courts in this redevelopment process, which, you know, I'm sure is part of the reason for the cost. It includes a shade pavilion, walkways, restrooms, landscaping, stairs. Would we not do those? I mean, I'm just really baffled about the different, different on the cost. That's the first thing. Yeah, so we had to come back to the council. So if we, so we put it out, whatever we get, and then it's have to come back to the council for approval. So this is just to the only, this agenda item is simply stating that we're going to apply for this grant. We could apply for it and not get it or we could get it and then it would have to come back as well. But maybe we should scale it back a little bit if we're going to put this one through. I'm still a huge fan of the linear park. We talked to one of the last people who spoke about the benefits of pickleball in terms of recreation, in terms of emotional stability, all kinds of different elements. And if you, however, I don't, probably you folks never saw the interesting document that was put together with regard to the linear park. And it has just the most remarkable opportunities to provide the same things. So to me, it was there long before Pickleball. It's a really great opportunity for the town and I think that's important. One last thing I wanna say with regard to the splash pad, I don't know if any of you have ever seen splash pad, but they're the coolest things ever, I have to say. They weren't well-liked last time. I know, but I don't think people know what they are. And I happened to, I had the opportunity to actually play around in one and Missoula Montana. So Evan you make a good point asking how many people are here for pickleball but if we had asked the town families to come but they would have raised their hand to be here for playground. So I would consider saying that, and I know it's not going to be popular here tonight, but to remove the pickle ball because we have done, we put 14 courts in in the very, you know, not long ago. If there's not an appetite for that, I would certainly be interested in switching having the linear parking there and taking out the splash pad because that was one thing that people were talking about, the water and the issue. But tonight, I think the proposal in front of us with the one we have right now tonight, I could vote for, I would be a yes on the package if I had anybody with me. So I'm going to comment to you. These aren't what they were saying is they're not dedicated to pickleball courts. They're not dedicated to pickleball. Again, I'm going to say again that is the fastest group in the world. I think this is an opportunity to get grant funding, to help us fund this project, because during the budget session, we were being requested that we add this to the budget, and I had a comment from Mr. Richard to raise the taxes to get the money for the pickleball cards, but this is an opportunity for us to get funding, grant funding. And there are looking to raise money additionally as well. It's a great opportunity. I would just say that the Linear Park is also a great suggestion and it had been put forth in the past. What I would see if anyone would entertain is just adding the linear park to, as an additional request. And that would kind of satisfy the three that we have here. Obviously there is a lot of interest in the pickleball. There's a lot of interest in the parks, the splash park. I've heard linear park, and I think that would be a great idea. So, So you're saying yes to what we have in front of us adding linear Park yes to the proposal in front of us. I think that's a great idea.
