We're helping ourselves in the fact that we're spending just a little over 151,000 this week. So it's not as bad as some weeks and as good as others. With that, we have next on our agenda, consideration and our decision on the following items. Approve or deny a jail medical services contract. Mr. Chair, I have some real questions about this contract and it appears to contradict itself. In the beginning it says that they provide medical services to the jail through their and then further, it says that they are not licensed to provide medical services. So I think that there needs to be a little bit more work on this, and I am pulling it upright this minute on this contract because it's just not, it's not jiving in in my mind and if my mind is wrong, I'd like to be acknowledged, but I did send it, send my comments to to Thea Bold to Scott just saying. Maybe he needs to have a conversation with them to see if they need to clarify the statement in two-point hold on. It's two-point, five, and I know it's talking about contract services, but it still says that they do not provide, they're not licensed medical, so it's not making sense. And if I may, just for context, this is the contract, proposed contract with the Health Services Agreement with Southern Health Partners and Park County. And this would be to replace the existing health providers and we talked about this last week's meeting. And in the review of the contract, it's where this issue has arisen. in some of the language and both Commissioner Gamer and Commissioner Mitchell have reviewed the contract in total and had some questions about that. This is a separate issue from what we were discussing again which is a different contract but this is to replace the existing providers. It is our responsibility and our duty to make sure that all of our inmates and the people incarcerated with us get basic human care. And that's what this is for. And they earn that as being a human being. So because I think that there is some clarity that we need to have for this contract, I would like to move that we postpone this to a future date. proper motion proper motion. I'll second that. Second, there's discussion on this. It's just a clarification. I think the rest of the terms of it, the dollars that's not a question is, but it's in the contract language of who's doing what work and whether they're licensed medically or not. The good thing about this particular firm that we wanted to make sure we addressed was that they currently service telling as well as Summit County Sheriff's and Jail systems. So the location of having additional help and access if in an emergency or unforeseen instance that we have some backup from a very close range rather than a very far distance. So that's some credibility on that. Any further discussion? No, thank you, Mr. Chair. No, I think I have no problem with anything except the clarity of the contract, the monies and everything are looking fine. So, yeah, so. Okay next on our list We have a we have approved and I eliminated release and hold harmless agreement with Living Water Pump Service Company. This is again what we discussed last week. We're on a process for those of you in Zoomland or in our audience that we are looking at having an item come to us in one week and then have the opportunity for public comment or other questions to be asked and then we deal with it in the following week in a formal matter. With this, this is basically if I could pitch hit for Cindy who's not with us, we basically have two particular installations, south of town, continue with two our landfill. And so what has happened in the process of trying to do the cleanup and all that related to our landfill, we call it the gift that does never continue to keep on giving it will give as long as we are here and I'll well beyond us, we think. But in spite of that, we've been able to install some water devices such as cisterns and this is the final piece of that I think to service those individuals and living water was the vendor and they're asking us for a whole harmless agreement on that so that's what that is. Did I miss anything? Nope, I think that's fine. We've been working on this for a while. We use living waters for other services as well. So I move that we approve a limited release and hold harmless agreement with Living Water Pumped Services, Colorado. Proper motion. All second, that's proper second. Any further discussion? Next we have a number three approver, deny and release and hold harmless agreement for the 2025, the Hundo event. This the applicant is shift events formally team evergreen cycling. Again, we had staff from our planning and development department come down and form us. This is a long standing event in the Bayley, Placanian area. Generally used to coincide with Bayley Day, but today or this year, Bayley Day is not going to occur like it has in the past. But the Hondo, Hondo, makes sure I get it right, is going on and it'll be using several of our county roads, 68 for sure, and some other roads in and as is condition. Along with this, there has been approval through administrative action, a outdoor events permit for the gathering of this. This is basically a, can be a 50 mile, and as I recall, a hundred mile race through the Park County Roads and are round into Jefferson County, around Wellington, Rakenback. And so this has been an ongoing event for all these years. So with that, this is a standard item that we have dealt with in the past. So the only thing I have to add to that is it was a request of our Sheriff's Department to make sure that they are full aware and understand that we may and potentially will be in a fire band during that time and they will be enforcement if there are anything seen in that area. So I just wanted to add that to that. I appreciate that Commissioner Gimmer because the sheriff was very clear with us last week when we had our work session in light of even the snow we had that prior weekend. The probability of that having a direct impact is less than then certain. And with conditions that we are dealing with this year, we are very, very open through the winter. And it's likely in the sheriff predicted, and I don't disagree that we may very well likely be in a fire band in some way, shape or form, all summer long. I heard just anecdotally via the Water Commissioner in my other hat that I wear in the Water Business 2018 was very similar to the conditions we're having here in 2025 in the open winter. The difference is from about this point in the calendar all the way through June, we ended up having winter. And it snowed significantly virtually all of that time into what I think might be called early summer in this country. But it was delayed for a while. And so we're hopeful that whatever the forces are in California, bring the moisture to us so we don't have that. But it's very likely we're going to have this tender box conditional summer. Yeah, I just like to make one comment. I think last week at the work session, I mentioned that I think it would be a good idea to add to this hold harmless that, and I'll pull up my note here that like an item one county shell Allow the event provided however use of the county roads 687 D in our road 627 Sha with no guarantee of surface or fitness of the specified roads Because county road 68 is an ongoing challenge with grading. You grade it and the washboards pop up same day. I mean, it doesn't take a thing. And so I thought it would just be good if we're just letting them know that we can't guarantee the road surface and I know that public works does their best to grade it Right before the event which doesn't mean it's gonna be any better than it was before they graded it I would say looking at Commissioner Mitchell looking at the document before us the Riddison Hold harmless agreement that language would probably fit very well in repair graph one. Because it does list county road 6870 and road P627. Right and we could just insert with no guarantee of surface or fitness of the specified roads. Comma shall be coordinated and then just pull up. I've got it truncated. Shall be coordinated with the county's public works department. Yeah, I think that'll find. So can we approve it just with that one change inserted? I think we can amend it. It's simply just adding and as it is for the road condition. That's just a statement. I think it's would be good just to reiterate to them. So I move that we approve, I'll modify my motion. What we do have that I think we can deal with is number four, approver Denai, a contract amendment five to the jail-based behavioral services JBS grant from the Colorado Department of Human Services slash behavioral health administration. This is a renewal of an existing service that we provide our inmates in our county jail for jail-based behavioral health services and counseling. And with that, we went through this last week in our work session and have the voluminous contract. It's trying to think this one beats the other one by a bunch. There's 32 in the original and then on from there on this contract from the state contracts are actually a lot of trees. They use a lot of trees in their contracts. I move that we approve the contract amendment 5 to the DL based behavioral services, JBB as grant from Colorado Department of Human Services, behavioral health administration. That's proper motion. We had a recommendation from the South Park National Heritage Area for their so grantee agreements. And we had 13 applications that came through the process of which 10 were recommended for approval. Three of those applicants did not meet the criteria that the National Heritage Area has been using. These are basically as the subgrantees, these are stewards, if you will, that help the National Heritage Area take note of things that have occurred or how to preserve certain things or new things that can be preserved and there have been on a search for private held property that may have artifacts on them that could be preserved and saved for future generations. So with that, these are 10 of the applicants in individual contracts that we have for approval today. So with that, I'll open the floor. We discussed this at the work session last week. We were, they were presented to us. I think that they are all really good, good, sub-grant projects for the South Park National Heritage monies that we get from the federal government. And I think that you want to go through them one at a time. Let's see the first one I have to pull up because the acronym is escaping me. Oh yeah, the boys and Girls Clubs of the Rockies, and they are granted funds through the National Heritage Grant. So do you want to approve them one at a time? I move that we approve the grant to the Boys and Girls Club. That's proper motion. I'll second that. Yeah, so basically what this is is we have individual grant agreements for these 10 applications. And so we will go through these being first the Boys and Girls Club at Iraqis. This is all in the agreement. Basically I wanted to make sure that we know that the grant award is $5,000 but the matching grant will be at least $5,000 or more. So what you'll notice in all of these heritage area grants is the match is generally significantly equal to or greater than what the Heritage Area Grant Award is. So with that this is going to go for clarification. This one is at $10,000 with a match of 10,000 to 57. I was just trying to read it, Commissioner Gimmer, you may be correct. I was just trying to find a header on this so that we could get the right information. And it could be your chairman is operating under error. That's very possible. Well, that's what my paper says is $5,000 and $5,000. But I know we went through all these in depth last week. We'll double check that one. It says the amount of the grant funds shall be $10,000. Grantees shall provide a minimum of $257 and 62 cents in matching funds or in-kind services. That's what I remember. I don't see that on this particular form, so it could be somewhere in here. It's on number five on the grant agreement. Yeah, my paper is not correct, so we'll fix that. I just pulled up the ones that were sent to us. These are what Susan had handed me that actual 10. So let's go through and could say I know it didn't look right to me from what we did last week. Okay, that's the Boys and Girls Club. I have the wrong one. I'm. Okay. One for geocaching and the other one for their other activities that they do through the summer for the 14ers. So this is for the other part, not the geocaching. I think this one's from the geocaching. Yeah, because the other one is a much larger amount of money. Yeah, so this is due to the geocaching and we learned in our work session last week that there's approximately 80 different hidden treasures that have been located throughout the county. And if I can't encourage you enough, if you're a history buff, to go back in time to see the things that they have been able to accomplish with the roundhouse in the last 10 years even before that, it was really, really a great day. We need to set a public hearing date to consider the proposed service plan for the Placanian Health Services District. According to Colorado revised statutes, once a service plan for a health service district is submitted to the Board of County commissioners, They are required to set a meeting for a public hearing within 30 days of the setting date. So within 30 days of this date is May 14th of 2025, which is your next Wednesday meeting within that 30 days. So I would recommend that we set this meeting for that date. Thank you for that, ma'am. I appreciate that. Any other discussion from our peers? None of this time for me. No, I'm just pulling up my calendar. Well, what we're dealing with ladies and gentlemen is we have a set of dates there in law so that we're dealing with an application even though it's a new application from a prior submitted entity, the committee for the Northeast Park County Health Services District. And with that, giving the time frames that we had in order, I think if I recall correctly, we had a 15-day window in order to have the hearing dates set within the 30 days, if I recall correctly, so the 14th of next month works very well. And it does. It works fine for me. Just for edification, people, we're moving our meeting dates from Tuesdays to Wednesdays. This will be as far as I can tell, we may have some exceptions, but our last Tuesday meeting is next week we're going to move to Wednesday. As I mentioned in the work session, Christine is our new county attorney here in Smith is in the audience too with our prior firm and the changing of the hands happens today on the 15th and so we appreciate that and with that we were working with both of them to get to the right date so we can give and set the date for due process for that application. And if I could just comment more. We are going to have a meeting next Wednesday which is the fourth meeting of the month. Just normally we have three but we wanted to launch our Wednesdays off starting on the 23rd. So just so everybody knows. And then of course we will not have a meeting on the last Wednesday of the month, which is the 30th. And I believe it will be posted as well. And there is a time change. So no longer will we be starting at 9 a.m. Yeah, just finished the work. We're going to start at one o'clock and then have one to two is our work session and then three to five or whatever it takes. Hopefully this will not only satisfy the fact that our council will be able to join us, which is a really good thing. And the second thing is give it in the afternoon and so everybody doesn't have to get up at the crack at dawn and maybe can get some work done in the morning and then come to an event in the afternoon and into the evening when people may be more available. So we're trying to do some upside. I think there is an upside to it, but that's the purpose behind it so people have an understanding of why we're making these changes. So we are setting the hearing date for May 14th. I think you should move that. Okay. When we're in the room together, it's a very wide variety. I think I can say safely of opinion, of views, of backgrounds, and of life experiences, but with that, we wish you well in your future. Things change, we understand that, and it's time to pull back the reins a little bit and not work so hard. So with that, we thank you very, very much. Others. Thank you. I can just say again from my executive privilege that the form of Michelle Guckenberger and McCaskan is not strangers to us in Park County. I learned to Michelle and Bob Weidner. I couldn't remember his name before. we're actually our accounting attorneys in from about 1998 through 2006. In that time, and people don't remember this, but I want to say it for the historical perspective. In June, or excuse me, February 23rd of 1998, Park County recalled all three commissioners in one recall election. After that, the new recall board, which took the entire term remaining through through the remaining three years, hired these two people from gorgeous courges, gorgeous courges, which is no longer as I understand it in in existence anymore was one of the finest well-known municipal law, which is government law firms in this state. And so we got to know Bob Whitener and Linda. And from that, they went on to become bomb Whitener into the centennial city attorney with that firm. And then after that went for a while, Mishao Cox and Macaskan split off from Bob and created that firm and now it's Mishao, Gakun Burr and Macaskan split off from Bob and created that firm. And now it's Misha Al. Gakkenberg and Macaskan. And I worked with all three of them. And I'm very, very much looking forward to the whole group, including Christina. She comes from a large background in Adams County. And she has lots of experience in our realm of law. So with that, we very much appreciate all of you and welcome aboard. Thank you. Thank you.
