This is a consideration of CRA0125 an adaptive revised budget for the reapportioning of CRA funds, the CRA director and economic director, economic development director. Samantha Bergeron is here, same where anxious for your report. Thank you very much. Good evening Chair and members of the CRA Board. Per floor to statute 163, we are required to adopt a budget per resolution for the board. Before you this evening, you have a revision. We adopted a budget in October, as you recall. But since then, the actuals have come in from the city and the county and the property values were a little bit different. And then we also noticed that there was some carry forward that was left out of the original budget. And so you're seeing that as well as the reallocation for quite a few capital projects that we have added. So of course the, so you've got a total budget here of $8,610,395. I've presented a balanced budget for you. With the expenses, the grants are in here. Obviously for the News Merit VH Housing Authority grant for the 460,000 that was already approved by Resolution. And so I've been working with Theresa Pope on that. And she's working on her side and her grants. And so that money would go for infrastructure most likely. And then of course, all of the capital projects work together with the directors of the city. And we put together a list of potential capital improvement projects. Cavillot is they cannot be on the city's CIP list. So these are projects. These are kind of the big wish list items, if you will, things that we needed to be completed. And so that is what is before you in the CRA Capital Project list. As you recall our permission and authority to create the CRA back in 2015, the CRA, the county granted us permission to create facade grant programs and capital projects. And those are the two tools that we have with this particular CRA and what we can do to fight light and redevelop our area. There's any questions? I'm happy to answer any questions. Thank you so much Okay Resolution for the budget has been adopted and now on to the report Talking about an adaptive reuse opportunity grant looking at to looking good properties LLC located at 312 from Mary Avenue access for for your report me. Thank you, sir On April 13th, 2021 the CRA board and the City Commission approved the program guidelines and target area and budget allocations for the various facade exterior property improvement grants. These are 5050 matching grants their reimbursement and. One of them that was approved was called the Adaptive Reuse Opportunity Grant Program. It's basically designed to encourage innovative and value added changes of use that have underutilized properties that are commercial and industrial within our CRA district. And as you recall, our first 10 years of our CRA, we focused mostly on US one in our historic West Side. That was a caveat with the county. Now that the 10 year provision has been met, we are allowed to open up CRA grants to the entire CRA district. So I'm really excited about that. This particular applicant before you is looking, they have purchased 312 Mary Avenue and they, if you've noticed, they've actually gone ahead and demolished. This was formerly a used car sales lot. The new building that they are going to build will be spaces, it's gonna be about 4,000 square foot in total. They're gonna divide it up into four spaces. When we had our pre-application meeting with the applicant, what we suggested was that because it's gonna be kind of like a flex space where he may have office building or professional use in there and within the zoning, but maybe five years from then he may have a bistro or something great little restaurant that wants to come in. So he's going to go ahead and put the infrastructure in and install it so that he can have a grease trap as well as a hood or whatever may be needed in some of those buildings. Those are some of the common things that we've been seeing that have been coming through for pre-application meetings. So the total expenditure and investment that he is looking to make is, I'm going to have it here. $515,300. So he meets all the criteria. And so what we're looking for this evening is a motion to approve the grant not to exceed $250,000. The applicant is in the room and I do have boards up showing the conceptual and I also have one facing the audience as well. I would only like to say that I am quite pleased to know that it will never revert to another used car lot. Thank you. Correct. And that is a caveat that's in the agreement that they signed that it's a restrictive covenant that it can never be used car sales, boat sales, automotive or anything like that of that nature and that's in perpetuity of the property. Commissioner McGurk. Thank you Mayor. Craig Project. I made this as what the area is all about. That was a terrible use and in the past. Well it wasn't 50, 60 years ago when that was US one. Yeah. But this is a benefit for not only us as a tax base, but also the people in that community is going to increase the values of people who live around it. So, great job, the building looks fantastic. Thank you to the people taking the time to want to reinvest in that broader. Thank you. And I believe that a really kind of service, kind of a business incubator as well. You know, these great places, they're just, they're not too big that the overhead is too high, but they're a great first startup businesses to be able to get in there and rent something. Thank you so much, Commissioner Perrine. So, come in only. I just live a block away, and I've seen you guys out there working hard and seeing you with your sketch pads. And I just want to thank you, you've already improved neighborhood greatly. And there's a lot of good stuff going on in that neighborhood, and I think this is a great future use for it. I just wanted to make you aware that you are in compliance. And if anyone has any questions on that and the only other thing is we've been watching very closely in the legislature, some of the House Bill and the Senate Bill that would terminate CRAs and so they're meeting, they met today at five o'clock and waiting actually Actually, the legal team has been keeping the apprised of how those meetings been going on.
