So done, this is the 14th day, April 20th. Alright next we have several recognition to first one's Townsville Fire Rescue Life saving the war. Chief Carnail. I'll come over here. Mr. Mayor, Council, thank you for having us on this special occasion. Let me preface explaining the situation with a little bit of information prior to this call. His understanding that this engine company went to this residence the day the shift before on a meg call. So they had some knowledge of the house, which will play a huge part in this. Also, the grandson was at the house, he's the one recognizing fire, called the fire department and tried to get, I believe it was his grandfather out of the house. Correctly, Lieutenant? Okay. So there are a lot of things that went right for this college course, and that's what we're here to talk about. So on March 8th, 2025, at 13, 14 hours, Tom Sawfire received a call for a structure fire with a male occupant still inside. One of the other parts to this puzzle that fell into place was it was across the street from the fire department. So the response time was within just less than a minute or two. When they arrived on scene they had heavy fire showing on the backside of the house. House was full of smoke, zero visibility in the house. Take goodness with our automatic aid agreement, engine 15, which is also across the street, responded to this call. Sorry, engine three, engine 15 arrived on scene at the same time. They coordinated with each other, engine 15 decided they were going to take the fire tack. While Thomasville Fire Engine three did a search. There were several people in New York confirming that the gentleman was still in the house. Engine 3 went inside, went in front door, and again knowing the residents, they might have decided to go to left hand search, made it to the gentleman's bed because he was bed confined. When they arrived, he was not there. So in their training, they stopped, they listened, and they heard him breathing. He was closer to the kitchen than he was in his own bedroom. They found their way, they made their way to him, assisting that he was what we call Agonon breathing, basically he was taking his last breath. They are lieutenant Palmer, far far far Salis, took him out of the house, started murdering the EMS. I spoke with his wife this last week. He is in a nursing home, but he is doing fine. So he was revived. And I believe that afternoon Lieutenant, that he called for the two firefighters to the hospital to speak with him. So we're here tonight on this occasion to present Lieutenant Ben Palmer and the firefighter Brandon Solves with Life Saving Awards. And my dad, this is Lieutenant Palmer's second Life Saving Award. They said it wouldn't pick up all that trash, it was dumped over there, and it's back, some of it is back there again. I don't know what we're doing about it, but I mean, probably it puts the of the cameras, some of those spots. Not only are they dumping, they're dumping in folks' contracted bands. They're just dumping. Wherever they want to dump it, it is getting bad. All the West open, graded, short grown. Matter of fact, we have some folks coming out outside the division. And we live in the county. We're in a truck, with a load of mattress and stuff when we have to stop it if you don't. So we really need to do something about it because it's mainly in our community. Mainly in our community. You don't, I mean, you ride through the city of town, so you don't simply dump it in nowhere else but mainly in our community. They dump old kids living there and they put them in the season. So it's not getting better. It's getting more and we should have the customer pick up stuff that people don't. We start finding folks in stopping. That's it. So it's not getting better. It's getting worse. And we should have the custom pick up stuff that people don't really start finding folks there stopping. That's just about a mile. I mean, if they don't have the money, they should take it to the landfill. That's just something thought on the side of the street to make people know that. And that's what I was saying for those who need to do something about that. and that's what's the final part of it. I'm very proud of what they done to save somebody alive. We have a good city, you have some nice citizens, city of Tomasville, and I appreciate everything that you all do. My mission continues to be 100% renewable-based source energy by 2035. I just want to tell you about a new organization. It's called the Georgia Utilities Watch. You may not have heard of a woman by the name of Patty Durand. She ran for the Public Service Commission back in, I guess it was 2020, and because of COVID, they canceled that election. And so the same public service commission, commissioners are still there. But she wanted to use all that she had learned about the PSC and about Georgia power and what's going on in the utilities. And so she started this organization. It's called Georgia Utilities Watch. And when I learned about it, I thought, this is just up my alley. So I've contacted her and said, I'd really like to join with you. A good deal of what she or in this organization is doing is to keep a watch on Georgia power. The PSC has lots of responsibilities, but as far as electricity, they do have to, they monitor Georgia power. But if you know anything about the PSC in Georgia power, there's a lot of camaraderie in it, you might say. But some of what they do probably needs to be better regulated. And of course for me, I'm on an EMC. And the EMC is not regulated by the Public Service Commission. And so I have questions about that. But also, I have asked Ms. Durand if she would consider adding solar to her list of things that she's going to promote. But I'll keep you informed. I learned more things. I'll share them with you. First reading of allness to amend the Code of Thompson by creating a new session 11-dash 22-cation urban camping. Getting the Mayor and Council, as we discussed in workshop this past Wednesday, this is a pledge ordinance to the rest of the camping on public property in the City of Thomasville and follow those spring case, the City of Grants Pass versus Johnson was the size last year, which provided some framework within which cities can legally address camping on both property. And what this does is do it specifically, and it specifically does not prohibit the normal and customer use of parts of the property, specific examples in the ordinance of the uses. This provider for a then-orant or mandatory written warning, and also a field process, and then punishment under Thomas Wohl's Cate section 1-7, which is the general provision. The ordinance also provides a mechanism to address removal of private belongings on public property that allows for notification and specifically requires the notification to let individual know how those belongings may be picked up. It also provides the City of Amelia's car to the belongings that are deemed to be unsanitary or otherwise great of health or sick issue for City of Thomasville personnel. 30 days, the city's on the rise, and so does the personal property. To be glad to answer any questions that you may have or go over the presentation. I do have just one. And that is, is anything in here? How do you notify the people when you get their property? Yes, my answer. That's a great question. If they're a president, then they can receive notification directly. Ornits also does take any consideration the possibility that person may not be president. And if that's the case, the city personnel require to leave a notification where the belong to or remove from. Now, as to how they do that, there's probably a lot of different ways, but it's required on the ordinance that there's a notification of what is long for a move. Thank you. All right.
