So we have two items for discussion. This is the North Dixie Freeway Public Hearing to review a request to designate an existing poll sign located at 729 North Dixie Freeway as a vintage sign, city staff, have a poor? Yes, ma'am. There we go. Okay, so the property on the 729 North-Tixie Freeway has requested an existing poll sign to be designated as a vented sign. The such a property has a one-story commercial building that contains a restaurant constructed around 1953 per the Lucia County Prodigy Prejers website. The building did receive the 2009 Donundee Miller Preservation Award and the existing poll sign has been in its current location since the 1980s. The applicant has provided, has provided some historic photos of the restaurant in the poll sign. The top left photo is from an earlier year well before the front awning that was attached to cover the queue line. Also in that photo, you'll see that there's a rooftop neon sign. The photo on the right is of Mary McCurt, which was the former owner of the dairy queen. And the bottom left photo shows part of the pole sign and during that time hot dogs were only 58 cents. And you can see period cars in the background. So in the 1950s, sign makers began using plastic materials and sign construction on a regular basis. And by the 1960s, signs were commonly produced with a combination of neon and plastic. And by the 1970s, backlit plastic signs have become standard. These signs were lighter and easier and cheaper to produce. Plexiglass was a shadow proof acrylic material that was developed after World War II. So plastic sign faces were not as highly valued as neon signs, so many wonderful, one of a kind, type plastic face signs have been cast aside. By business owners who believe they were not worth repairing or replacing with a similar sign. Otoplastic face signs are disappearing at a faster rate than heavier neon signs. In addition, many mid-sensory plastic signs have become brittle and often shatter-durn removal. Staff did research the Derrickwing Pulse sign and our office purchased the broke, vented signs of America, and we did research on the website, roadside architecture. And in this slide, a photo of a dairy queen that is in Detroit, Michigan. As you can see, this post-sign closely resembles the post-sign at 729 North Dixie Freeway. Unfortunately, this post-sign was removed in 2018. And in this slide, there's a photo of a dairy queen in St. Joseph Missouri which opened in 1947 while now the building has siding over and it's features a peak roof. It still has that original neon roof sign. The plastic pole sign is a rare survivor as most of these panels have been replaced with newer versions. In this slide slide a photo of a dairy queen in Cincinnati, Ohio, opened in 1947. It has the original neon roof sign. The plastic post on also resembles the post on it 729, North Dixie Freeway. In this slide, this is a dairy queen in Sanford, Florida. They're opened in 1953. The plastic pole sign, again, is a rare survivor, where most of these panels have been replaced with versions reading DQ, or replaced entirely with a DQQ swish logo sign. And on this side, we have a dairy queen located here in New Sworn-of-Eveech. This pole sign in the right photo is the reason for the request. We have a Derrick Queen located here in New Sornabiche. This poll sign in the right photo is the reason for the request. It would seem that this style of Derrick Queen logo would be a rare fine. And the new Derrick Queen stores must use a more modern style, just the DQ or the DQ swish logo. As you can see, the rooftop sign has also been refurbished. So currently the city's land development regulation under 604 paragraph 12 sub-paragraph H requires that all commercial private poll signs must be removed by November 29th, 2025. And a no-new poll sign can be permitted, can be issued. And under ordinance 108-11, which was adopted in November 29th, 2011, the applicant has requested this post sign be deemed as a vignage sign by this commission so the post sign would not have to be removed. And under city regulation 205.00, which is a sign regulation definition, vignage signs is any sign 30 years older, older, that has been designated by such by the new historic New Smurndabyt Preservation Commission. This regulation was also adopted in the Ordinance 108, 1911. So applications for the designation of Vintage Signs shall be reviewed and approved by the historic New Smurndabyt Preservation Commission at a public hearing and accordance with the following criteria. The plananned Department's evaluations are embolded. So number one, the sign must be at least 30 years old at the time of the application, and under our evaluation, the sign is over 30 years of age. Number two, the sign has to be in good structural and working condition, and under the Planned Department's evaluation, the sign is in good working condition. Number three, the sign must meet two or more of the following criteria. Under criteria A, the sign is one that demonstrates a past style of architecture, or as an example of technology, craftsmanship, or design of a period when it was constructed. Examples include satellite signs, rotospheres, donut signs, clock signs, paint kinsons, opal glass signs, retro pole signs, neon signs, character signs, etc. And under our Plain Lepartments evaluation, the sign we felt did demonstrate a pastile of architecture. The sign is an example of a retro, quick-service restaurant sign. Under B, the sign used to use historic sign materials or means of elimination, exposed into endocentalistic lighting or exposed neon lighting. The plan of part of the evaluation, the historic materials or means of elimination may not have been used. Criteria C, the sign has retained a majority of its character to find its features, examples of materials, technology structure, color, shape, symbols, text, topography, and or artwork that have historic significance in the overall sign design or conveys historic or regional context. The plant apartments valuation, the sign has retained the majority of its character, defining features. The style of the signage is not being used in new dairy queen restaurants. Many of those old dairy queen restaurants have been replaced with more modern signs. D, the sign exemplifies the culture, economic and historical heritage of the city. Under the Plain and the Parmits of A. Ways, we felt the design does exemplify the historic heritage of the city. Small roadside quick service restaurants in the city have been replaced with larger and more modern quick service restaurants. Under E, the sign exhibits aesthetic quality, creativity or innovation. The plan of part of this evaluation is the sign may not exhibit aesthetic quality, creativity or innovation. And under F, the sign is unique or is originally associated with local business or local or regional chain. There are academic research, including about limited to assigned industry journals, articles or books to support a significance, or as a surviving example of a once common sign that is no longer common. The plan of part of its valuation is we felt the design is unique. Since most of these signs have been removed or replaced around the country, and only a handful of these old dairy queen poll signs with retro logos still exist. The Planet Department did do research. We researched the book, Vintage Signs of America and also the website, roadsidearchitecture.com and found that many of these types of signs no longer exist. So in this slide, you can see examples of modern dairy queen signs. I provided a wall sign, a pole sign, and a ground or a monument sign of which you would only see in a more modern dairy queen. Venet signs, delitis, with designs and connections to the past. They bear witness to a time when nearly all businesses were mom and pop stores. Each business would have a sign that was unique works of art or craftsmanship. Also years passed, American streets, especially US one by night, were magical wonderlands of light, color and movement. Today, most downtowns have been stripped of these signs. However, even the smallest of towns, there are usually a few old signs that still cling to their past despite the modernization and changes of signs. So after reviewing the application, the plan of the parliament would conclude that the application did meet criteria 1, 2, 3A, 3C, 3D, and 3F. From doing research from books like Finnich signs of America, which was written by Deborah Jane Selcher and the roadside architecture website, the Planet Department has concluded that this poll sign is one of the last surviving dairy queen poll signs that still resemble designs from the past. The Planet Department recommends that the historic New Spurn-and-Beach Preservation Commission designate the poll sign located at 729 North-60 Freeway, known as the dairy queen restaurant poll sign as a vented sign that's saving this poll sign for future generations to enjoy. And that concludes the presentation. Subject any questions that the commissioners may have. And let you know the applicant could not make it tonight. The rooftop sign is that exempt from any of the planning regulations. So when the rooftop sign was removed and refurbished, the restaurant received a variant from the planning's only board to be able to keep that rooftop sign. So they would not have to remove that variant to run to the land. So it wouldn't wouldn't be useful to Combine the two to preserve both of them. They would have a variance Variance is good. Yep runs with the land and there was no expiration date So they can remove it and refurbish it and put it back based on that variance They would have to have that maintain the signage they would have to to maintain that sign. Well, I do love the signage. So I'm probably the oldest one at this venue of this meeting. So I go back to my childhood. And it's nice to see cities and towns preserve the history in the past. and just bring back a lot of great memories. We'll go back to your childhood. So. Any questions for your staff? So now we're on to any comments? Commissioner members, city and staff. I'd like to start. We had two items that we placed on the agenda to let you know first. The plan department did file the yearly certified local government report to the Florida Department of Historical Resources. That 2023-2024 report was filed on November 27th, 2024, and the report was reviewed by the State of Florida and we received the review and department issued a letter of good standing. So copy that letter is in there. The letter of good standing means that we are meeting all the minimum requirements to be a Certified Local Government and we have the availability if we want to apply for certain grants, we have that available to apply. So that's the reason for that. And the prior agendas, we did give a copy of that report. So it has been given out to the public that way. Congrats. Is there anything better than good standing? No. It's either good standing or Not in good standing. Okay got it. All right The next another item we had as you can remember we had a demolition Case dm3 dash 24 and then we also had a certificate of propreness which was CPA dash 2 dash 25 Which was the replacement structure. This was for the property at 305 Murray Street and we attached the Archaeological Monitor Report. So just let you recap back on December 11th, 2025. The Historic New Smurder Beats Preservation Commission approved the demolition of the contributing structure at that address. And part of the condition of the approval was the requirement of an Archaeological report from a licensed archaeologist. And so Rebecca Harris, which is a registered professional archaeologist and the founder and executive director of Smurna Archaeological Research Institute, otherwise known as Sari, completed the attached report. We did attach that report for you so you can see her findings. Unfortunately, if you read the report, she didn't find any major things at his property. He was hoping he could find something so that he could put in his house, put on the wall, but they didn't find any good finds there. But he did provide that, so I wanted to let you know that that was when the criteria, and he supplied that criteria. So you should probably start seeing a new construction happening pretty quick there when it's property. I did have a question on the report. It does say 309 Downing Street above it. Is that just a typo or is there? It may be a typo. That's what? It may be a typo. Okay. And then it says 304 Murray. So I didn't know what the downing, if that's just another number that they... Yeah., we didn't have an application for downing street, so she might have had another client that she was doing and she typed with that. But I know that she did at some point once she come in, when she has all of her cases done, and probably give her presentation again to the commission. Okay. All right, thank you. Yeah, we would love that be able to bring something back to you in June, some applicants. So you can review and vote on that award. Another issue too that's come up and it comes up every year and it's going to come up again this year is we have a hard meeting in September and I've already looked on the calendar and we're being bumped from that night because the City Commission is doing a budget hearing meeting that night and every year it always seems like we get bumped for a budget hearing so we may have to come up with some alternative dates and so it's definitely a probably get out to you and make sure that an up-term date will work and then so that will be done at the last minute. All of a sudden at the council meeting we may have some items that we need to take care of. And that is one of our hard for meetings since the one in September. the last one of that that season. But we definitely have done four meetings already so we're good for the year. Right yeah we've if you have October December February and March we've had the four minimum but we still have two that are hard that you know we're hopefully have some guidance for you. Okay. I presume we'll have more vintage sign requests because that comes into play in October, doesn't it? November 29th is the last day I think they can be up. So you may start seeing some of that. Do we have an inventory of any of those? I know that there is a list of addresses that have poll signs and there's probably going to be a mass mailout that goes to these folks pretty soon. I just don't know if he's throwing numbers going to be attached to it and hoping that mine's not attached as saying that your polls coming down but they'll probably have my number attached if there's an old sign. But I'm not sure how many more we have that would qualify. Did we have, right? Papas was that one that came up before this? Yes. Yes. So as of tonight, there are now four signs that have the vented sign. The first one was the Southern paint sign, the can, which at one time was the Decker-Fried Chicken Can, that used to revolve, used to move around. The other two are the papas, the papaplasa, and the papar restaurant sign, both had those designation, and now the Derrick wheat has it. So that's the four signs that have that designation in. Okay, there's some great opportunities with that. When I lived in Las Vegas, we designed this called a neon bone yard, which is a big attraction with all the old casinos, hotels, all the other venues where they had taken the signs down. They were just sitting out kind of in a fence in the desert. And so the city decided to create and pay the attraction and the cafe or deli with it. You can can go and you can walk through the compacted sand and get into all the selfies and stuff that everybody's doing. With all these old signs and we were lucky with the landscape art text and civil engineers for that project. They were working with the local architect to design the building and parts of the facility. So I think the button now of any of these signs that will be coming down, there could be something that we tell the owners that notice some great opportunity for this, call it, and then you know, and then you know, or whatever. We'll take them to your house. They can store them in there in the meantime. I do find it in the box. To backyard. So in the backyard, I guess now we can put them back there and be pretty cool. I have a question. Is there any way for us to get a list of the signs that are on that list that you speak of that we'll get notices? Yeah, I think the actual, we have to get it from the building department because I think they were the ones that were sent out the notifications. Because my concern is that maybe the owner won't get them notice and then the deadline will pass and then they'll be heartbroken. Yeah, you know it's been around for a long time. The ordinance was passed in 2011. And it got bumped. And it originally was for 10 year period for them to come up with a and it was there was a lot of public meetings that happened and a lot of workshop that happened before that got got sent including sign companies were involved and that as well but in 2021 we had COVID and so we didn't want to send letters to business owners saying you got to take your sign down so the commission approved an extension which that extension runs out this year. Okay. All right. Thank you. I have two questions. Number one, regarding what we talked about with Donna Dean Miller and getting somebody, could the chair go to the commission meeting and either get on a gender or mention that we're looking for because that way it's being covered on Facebook live and maybe during public participation? Yes, they give you three minutes to put participation that you can come up. That would be like awesome. You know, we have one of the acts or something like that and talk about some of the winners. And so the people like, they're new to the area. Like the folks that have just are putting up new houses. I mean, they don't know this and, you know, they need to be recognized. Well, the house has to be 50 years older, so the new house won't cough. No, I'm just saying they're hearing it. They wanted to live here, but they didn't know about it. So, just more and more people are coming here that are new residents. And we have issued those awards to Pass commissioners on this board as well. So you can't vote if you decide to nominate your own house You can nominate your house if it's over 50 years old. You just can't be part of the vote that night. Yeah. Yeah. Any other side of the tracks? Yeah. Well, it doesn't matter if you don't have to be in a historic district. It just qualifies as just the age of the home. We just gave one away that was on the number of streets on the beach side. And they're well far away from the Coronado historic district So, being in the historic district is not either four or against someone's application. It just has to be the age. But, you know, we had one of our plaintiffs' only ward members, which used to be on this. Curtis Hodges received that award one year. He had stained for voting and he had spent a lot of money and did a lot of work on that home and he's well deserved awarderved award. So I don't want you to think that if you're on the commission you can't not meet your house if you actually truly have a house It's over 50 years old and there's been a lot of work and preservation for that home Feel free to apply yourself You just have to stay in like I said that night from all the voting for any of the other members So as it it stands, we really have one applicant for the commercial. That's a flag that's submitted for 2024. Correct. Right? And we're extending that deadline until. Right. So, yeah, we want to have some applicants. We haven't ordered those plaques yet because we don't want to spend money. I that we can't hand out. We have one of those that's in my office now from a couple years ago where we ordered them early into the season and we didn't get an applicant for a certain and we had this plaque. It's happened to us twice. So we don't order them now until we know we have an award person for that. The one year we had one left over that no one applied for commercial at that point as staff, we nominated this building because we had the award and nobody applied. So this body approved this building here and it's I think sitting out there on the exterior wall. But we don't try to order them ahead of time anymore. So they are two or or $300 a piece and we don't. I did send in an application a while ago. Do you not have that? I'll check with Stephanie. She's the intake of applications. No, I'm not. Because I think the awards are actually, it's an outreach program for us to solicit the program and solicit, recognize the people who are putting forth the preservation efforts towards this commission. I don't want to die. I don't want to die either. But it would be- Right, there's years where there was a huge contest. There were lots of applicants and there was just the past several years. It's just kind of dwindled for whatever reason. So giving it a getting exciting again would be great. So everything goes with ebbs and tide. And so so many years, historic preservation was a very high on the list for the city. And some years it dips down. Right now we are in a dip down. But the public should, it's the public should actually be, I believe, aware of the awards and put forth the applications. Yeah. We, when we meet with homeowners, their attitude is we should not be telling them what they can do with their own house. We shouldn't have to tell them they can't demo their house. I'm just letting you know, but meet the homeowners. It is not a high period of preservation right now. We're at a low period of preservation for the general public. My second question to you is, is Curtis on the mark for June this year to have his CEO? I haven't been inside. I just wonder. That I do not know. I'm not sure where he's at in his process. He's dealing with the building department and the building official with his project. So I'm more relying on the videos that get sent to me of the progress. So I'm not sure if he's on board with a June, but I'm sure he's going to try to as quickly as he feels like he can. Well, they're showing that house next week at the Charming Home Tool. Yeah. And just a plug, my husband is gonna be there doing the presentation. I went there and it was pretty, it was pretty far ahead. Not good, but it looks really good. So everybody go to the charming home tour. What about the port? Would that be a Canada? The O4 park. Well there's not a structure over there. That's part of the park. So it's on the... The word wasn't set up really to give it to the city or any of the city's properties It was really set up for homeowners and prop owners that okay that you know have spent money trying to preserve their buildings So it wasn't really designed to be an award to give the city for themselves Well one. Okay. Dana. Well, one more thing. You know, a few months ago, well, it's probably been eight or nine months ago. We talked about ways to bring people, you know, to be more knowledgeable about what we do. And we had mentioned thinking of things. And I know calendars aren't really used that much. much, but you know, maybe having a calendar photo contest of historic buildings or signs or you know with a theme I know we did that in Orlando where every year they produced another calendar and there was a theme for photographers to go out and photograph either neon signs or historic buildings you know and we captured a lot of cool things like Ronnie's at Colonial Plaza in Orlando and then they ripped it down and things like that so maybe we can just think about that for the next three months and come up with some kind of a thing to bring more awareness to our committee The biggest outlet for us is the museum. The museum has members that are positive towards historic preservation. And so that's usually the biggest outlet that we have to try to spread the word is because you have so many members that are members of the museum. And that's usually the easiest way for us to spread is to contact Greg and have him push something out. Okay. You know, which I know that Ms. Bretter Herman has been big into the museum, so she's kind of been our little filter to Greg.
