So just express my deep appreciation for everybody that gets us to this point and gets us to what I believe is a really impressive solid budget. I'm going to take a moment to highlight something that I moved for during our Add Elite process and which I think is a very compelling piece of the budget, which is expanding our dash service. And the reason why I want to take a moment to highlight that is because this reason, this year I think it really struck me that there there are few ways that the city government can dramatically and very quickly change somebody's day-to-day experience. And with each year that I serve on council, the more apparent it is to me that free, safe, accessible transportation is an absolute game changer in our community. We hear it from youth who use it. We hear it from seniors. We hear it from families. It is how you participate in society. It is how you get to work. It is how you get home. If you've had one too many that night, it is if you can't afford a vehicle, how you participate. And so I know my colleagues will have lots of elements of the budget that they want to talk about, but it's with each year that I serve, I am just increasingly struck by that element of what we do. There isn't a private marketplace for public transportation, and that's something that only we can really do. And so I'm really proud and pleased and appreciative that my colleagues and I found a way, even in what was a relatively tight budget year to continue incrementally expanding dash and supporting it as a free service in our community. So thank you to my colleagues and for everybody involved for bringing the entire budget together, but in particularly for continuing to demonstrate a commitment to that service. Thank you Vice-Wayer Bagley, Councilmember Pike. Thank you Madam Mayor. Thank you to the city staff that worked so hard starting at the end of the party that we had a year ago tonight through until the unveiling of the city manager's budget earlier this year to prepare the document that formed the basis for our discussion over the last few months. It wasn't an easy budget to assemble. We know this having spoken with you. We know this having looked around the country and seeing the chaos that has enveloped so many levels of our governing system. And in that midst of chaos, C. Vox Andrea is a calm in the storm. The budget that we are going to vote on tonight, it maintains our tax rates as they were last year. It also maintains our core commitments as a city, our spending on affordable housing and funding of our affordable housing projects, our commitment to funding and enacting our office of climate change, and our commitment to funding responses to the impacts of climate change as we just discussed with the stormwater fee item that we voted on a moment ago. This budget includes expansions to our funding for public schools thanks the work of y'all did has a staff to keep our CIP moving forward in a sustainable way. So, you know, I hope that this budget and the process that has led to its adoption is one that gives the residents of the city a lot of the people who are is one that gives the residents of the city is a sustainable way. So, you know, I hope that this budget and the process that has led to its adoption is one that gives the residents of the city an understanding of our priorities, but also since of safety in a time when so much seems untethered that we are continuing forward as the city on the priorities that we have identified, we're continuing to focus on our young people on those who need supportive in securing housing on those who need support in maintaining their place in our city. Because these are the things that we care about now, Alexandria, and we are fighting for and that is in our budget. And I'm going to be very proud to vote for it here in a few moments. Thank you, Councilman McPike. We will go next. Councilman Chapman. Thank you Madam Mayor. First of course, thank you to staff, your hard work. It makes it easy for us to do the work of working through the city's budget. You continue to write and execute the programs and initiatives that support not only our residents but small business here and our visitors. And we appreciate that. I'm very appreciative of this budget season for our residents and business leaders who kind of tapped in and voiced their concerns or their thoughts positive or negative around the way we were going and the concerns that we see in the greater region. I had a chance meeting with at an ADP event with a member of Doge that was very blunt about the future that we have in front of us where we believe that the federal government is going to press down on state governments, which is going to press down on local governments and challenge our initiatives and services, particularly those that are focused on our residents. And so as we, as the manager and our staff has put together quality budgets, which focus on helping our community, we are preparing for what that future may bring. I appreciate my colleagues and their work to make sure we kept the tax rate level because we will meet those resources in the near future. I appreciate my colleagues' support of increasing the storm water fee because as a city that has just celebrated its 275th birthday, we have some historic infrastructure that we need to modernize and continue to do so. And a quick fashion so that our residents are not having its been thousands upon thousands of dollars to try to stay in their homes. I certainly appreciate my colleagues in our effort to bring additional resources to our local school system. We know that it is going to continue to be a challenge to get state resources. And so doing what we can locally to support the education and improvement of our educational opportunities for our kids and families is necessary. And I'm glad my colleagues all believe that. Of course this is not being my first budget, not being my third budget, not being my tenth budget. We have seen a lot and unfortunately and unfortunately we know that we have a lot that we're going to see in the next few years but with the solid foundation this budget presents our community. We have a lot that we're gonna see in the next two years. But with the Solid Foundation, this budget presents our community. We have a chance to ride out what is going to be an interesting storm. Thank you, Councilman Chapman. Councilman Green. Thank you Madam Mayor. As Vice Mayor Bagley read the motion and it was seconded, I looked up and I saw some exhales in the audience. I too am happy that we are at this point. It's been a lot of hard work by everyone. I'm so thankful, Mr. City Manager, city staff, my colleagues. It's been a long road, but it has landed us with the best budget possible. And I'm so thankful to be working with colleagues that are physically responsible and city staff as well. As a new council member, I will have to say, I'm very glad that I did not come into this with no experience. So doing six school board budgets, which are very similar, smaller scale, but very similar, I'm thankful that's coming into one of my first meetings as a city council member, I wasn't dropped of 500 page book in my lap without that experience. That would have been very daunting. So I'm very happy that that didn't happen. So just, you know, I'm just so impressed with all the work that has been done. And thankful for the things that we are also passionate about to be able to find a way to get those included in the budget as well. So in times of uncertainty, you know, I know that, you know, each and every day surprises the pop-up. So I know that we will probably have to revisit this budget once, maybe twice, but I'm so thankful that we landed with such a solid budget and foundation, just in case that does happen. So I'm very proud to support this budget. Thank you. Thank you, Councilman Green. Councilman Elnuri. Thank you Madam Mayor. Thank you everyone for your remarks. I echo my colleagues' remarks. I am proud of the work we've put in this budget, but I'm really proud, first and foremost, of our staff. Our staff are the heroes behind the scenes. They are the ones who really worked hard on this budget before they brought it to us. They got creative. They made sure there were no job cuts. They made sure that we could continue some of the most important programs to our residents, especially the most vulnerable residents. They got creative, but they also made some tough decisions and they had to make some cuts. So I really want to acknowledge that. I also want to thank all the advocates that came to us and that the community members who are really passionate about the issues that they advocate for and that is an amazing thing to see. And we have so many advocates that advocate for so many issues. And each advocate that came to us, like their issue, was the number one issue. And I was so happy to see that and see so many issues being advocated for and community members that feel strongly about issues that matter most to them, but also that impact our community in a great positive way. I also wanna thank my colleagues. I think, as I've seen, this was my first budget and the way we approached this budget as one team and the collaboration that we had together and how we supported each other, especially during the AdDeletes and work together to make sure we all had AdDeletes that were in there that reflected our priorities. And the will that all these at the leads, I mean, I think we had some great at the leads that will have great impacts in many areas of our city and benefit our city for years and maybe decades to come. It was a true collaborative teamwork and effort. Also, the budget staff put so much hardware, so thank you all for all the hard work. And also, staff in other departments, not just the budget staff who worked with us, behind the scenes, whether to answer our questions, or to put together all these budget memos, we had about 100 budget memos last, last less like counted but also worked with us and helped structure our add the leads and answered our questions and helped us with together our add the leads I really want to thank you all I hope the budget really I hope the public looks at this budget and can be proud of their council can be proud of their city staff and realize that this is a council that we're fighting for our community every single day. This is a council that cares about all of our residents, everyone in our community and try and we really try and I think we're successful in reflecting that in our budgets. budgets, you know, budgets are statements of values. And I hope when people see this budget realize what this council cares about and how progressive of a council we have specially under the toughest circumstances and they have a council and city staff that will fight for them that will continue to fight for them every single day under the toughest circumstances and get creative of how we can make the best out of the toughest situations. And so, you know, as someone who really believes in the government's responsibility to solve problems and to improve people's day-to-day lived experiences, I'm proud to support this budget and to be part of this organization, Madam Mayor. Thank you, Councilman O'Neubi. Councilman O'Neubi. Thank you, Madam Mayor. I have to make sure I cover everybody's bingo card. I echo the sentiments of my colleagues. That was seriously Director Rao. Really appreciate the work of you and your entire team. As my colleague Councilman O'Neubi said to all the department heads and all the staff within the other departments, understand how much work it is. Because you can't do by itself. If you try and take a big bite out of it at once, you're not going to take little pieces at a time. Every department, every division, every office has to contribute their piece to show what we're doing here in the city. I'd also like to thank the city manager's office because I know there's a lot that goes behind the scenes there. Our clerk for transcribing everything. And of course, our city attorney for making sure that we're staying up of the law with everything that we're doing as well. You know, there's a couple of things that we didn't get to do, but we were able to really protect a lot of the advancements that we've made in the city And I think that's one of the things that I'm proud of. We've been building a really great foundation coming out of the recession, coming up to now, going through the pandemic, and the fact that we were able to protect a lot of things that we started, we're not afraid to say equity. We're not afraid to say diversity. We know the richness and the value that it brings, not just to our community, but to our residents and how we operate here in Alexandria. So, you know, this budget reflects a lot of that, whether it's the investments or expansion of some dash service, what we did around affordable housing, supporting our local businesses. It was also mentioned the engagement, right? We did a lot of things that we haven't done in the past, whether it was videos or additional pop-ups to try and gauge folks in different places. Really excited that we're doing that. We were able to find additional funds for our school system as Councilman Chapman said we were able to take care of the environment as Councilman McPike mentioned I think one of the other things too that well we're not tackling it per se in this budget one of the other conversations we'll be having is around the living wage ordinance that we have here in the city so I'm excited to take a look at that. And the other thing too, as was mentioned by Councilman Chapman, you know, whether in the storm that's coming, right? I think we're gonna prepare for the worst, but hope for the best. And I think that's the best approach for us to take. And again, we're gonna do everything that we can to protect our values and buffer our community from anything that might be coming towards us and prepare for all of that putting in protections. And yeah, it's always a great time of year to get this done, really proud of everything we've been able to accomplish. And to... Thank you, Councilman Aguirre. Before I say a few words, I want to invite our city manager to also give some reflections. Great. Thank you. Really appreciate having to take a moment. I just sincerely thank the Mayor, the Vice Mayor, members of the Council for your commitment, your thoughtful deliberations and your leadership throughout the budget process. Adopting the annual budget is never an easy responsibility. It's a serious one. And this year with the uncertainty in our economy and with decisions made at the federal level, it was even more challenging. But you have delivered a meaningful and sound budget that reflects shared values, priorities, and the collective vision for the future of Alexandria. You have protected the city's future. To the day-kate city staff, thank you for the many hours of complex work detailed analysis and your professionalism you showed during the entire process. Your expertise and attention to the needs of our great community have been invaluable in shaping the budget is both physically responsible and responsible to the people of our great community, have been invaluable in shaping the budget, is both physically responsible, and responsible to the people we serve every day. I particularly wanna thank our budget director, Morgan Rout, and his deputy, Amanda Ham, and their great staff, and if I could, I'd ask the staff to stand so't do it alone, but I can tell you the countless hours they put in to try to help the council in their deliberations was really meaningful this year, probably of this year and in past years. This budget reflects true collaboration. It balances the challenges of today with the promise of tomorrow. We're really grateful to be part of the city where thoughtful governance, transparency and civic engagement remain at the heart of what we do. I think together the council has laid an amazingly great foundation for a strong year ahead and a better future for our residents and I want to thank you sincerely. Thank you Mr. Manager. All right I guess it's my turn to bring it home. So I've been reflecting a lot on the budget that we are getting ready to pass and as I think about what this budget means I think that it is a true reflection of not only our city's resilience, but our commitment to making sure that we continue to make investments that move us closer to being a city where all of our residents and businesses can thrive. As has been said by many of my colleagues and reiterated by the manager, we are passing this budget at a time of great economic uncertainty. We know that families, workers, small businesses, and so many in our community are navigating rising costs, their navigating job loss, and their navigating uncertainty about what's next for them and their families. And so as we approach this budget, I felt strongly that it was our responsibility to make sure that we responded to all of our challenges with a strong focus on fiscal responsibility and management, but also never losing sight that first and foremost our job is to serve our residents and be compassionate and empathetic to their needs. I think this budget does just that. This budget acknowledges the difficult fiscal landscape that we were navigating, but it also does not shift from our values. It does not retreat from our responsibilities, but instead it focuses our resources on the things that matter most. I think in every part of this budget, I hope that each resident, each business owner, each stakeholder, community partner, nonprofit can see a way that we try to look out for their needs and try and push ourselves to serve them better. This budget invests in core services and issues, many of which my colleagues have highlighted tonight. I'll add a few, public safety, housing, infrastructure, and essential city operations. It also invests in mental health and community services and our health department and creative initiatives and programs across our city. And it's an investment in our city's future, not just through our efforts around climate change and climate action, but also in the needs of our youth and our seniors. It's also a budget that looks out for those who have lived here a long time, but also those who have just moved here and Finding their Alexandria story. It's a budget that focuses on our business owners who May just be getting started, but also those who are struggling to keep the doors open. I believe that this budget is a reflection of our Priorities, but it's also a reflection of each and every residence hard work showing up, showing out and coming to reiterate what was important to them and what they felt our city needed to prioritize. And so I want to thank our residents for not just coming and voicing their opinions and concerns but also sharing their ideas with us for taking a chance and going to some new engagements like a budget bananza. Thank you to the office of communications and community engagement, to going to our many pop-ups or work sessions and finding new ways to share their perspectives. I also, like my colleagues, wanna take the time to thank our city manager and all of the deputy city managers in the CMO's office, as well as our budget staff. You're lucky I had in here a note that said, please stand, but since it's already happened, I won't make you do it again. But I hope that you realize that we recognize this is hard work. We may not always have the chance to see you in person and to thank you, but I hope you know that we know the countless hours that you stay. That the job doesn't end at five, but that you're probably working six, seven, eight, and on weekends to make sure that we deliver to budget that is responsive to our community's needs. We also know that while this is the really intense season where we see director route and Amanda and Arthur and so many others almost every single day, we know that this is work that happens 365 days a year. And so I hope you know how grateful we are to have the greatest budget staff, not just here in Alexandria, but or the Commonwealth, but I would argue the country. And I think that's why we continue to win so many awards and recognitions for your brilliance, for your time, and your dedication. I also want to take a minute to thank my colleagues. I think all of us will acknowledge that the road to get to this moment wasn't always easy and it wasn't always smooth. But I think it represents each of our unwavering commitment to delivering results for our residents. I think it's also a budget that represents when you pull together diverse ideas and styles. You can deliver a product that is reflective of an entire community and serves more of their needs and ideas. I think it's an example of true trust and partnership. And so I thank you for your patience with me as I learn to navigate this process. I thank you for the questions that you ask, the ways that you pushed us, and the ways that you challenged us, each of us as well as our staff and our community to really wrestle with difficult issues. As our city continues to grow, our issues are only going to become more complex. As federal actions continue to take shape, the impacts of those actions may be more dire and may affect us in ways that we cannot predict now. I hope that our community knows that this is just the first step in the progress that we want to continue making towards the goals that you have set forth for us. We're going to keep figuring out how we tackle big issues like economic development, like flooding, like housing and homelessness, and how we invest in our schools. This budget gives us a solid foundation upon which to build on. This budget is your budget.
