I'll take one of the C as you can understand maybe this one. I was driving a fairs thinking what more can I say to the city commission that would move with moved, you know, action on this proposal. I mean, the boy didn't see him, preferred government insurance trust to come and put our best for the moment. And it was really hard to do something that was very meaningful for the city that much total issue. I can tell, just to be in the buzz meetings, this kind of major impact. I know our work partner was taken and given for the income that's being reactive because we'll not have, you know, just so we can make a big business. And I just feel like that is, you know, not if you stay in the excuse of recognizing the work that we've done for you. And there's still to be work with you, I've written in our hospital, we're on a service that we could provide to you. Now, here's the fact that I know the city won't break an individual. So on top of that, what's the uncertainty that you have, I wanted to help remove some of that, what's the uncertainty that you have. I wanted to help remove some of that, but then we went to your right here and see all that is for you. Because we all know, if I'm not here to raise your government, that they're doing that for the last number of years you look back, you know, continue to do that. But they've only come down and come for more than one. And I you to give you something to stabilize it. So, hey, we're not going to hear buying business. This is like a fair and underwritten proposal, which we've, which I've delivered in a week's back with all the coverage that I know was matching or receiving your current. So if there's any questions about that, there was a mention of the email. There was some recommendation based on some comparison. I'd like to hear your question about that because I know what's in this. I know what's based on your current. So the introduction of the current is here. So this turns out a lot of your questions, but also wanted to deliver this and give that seem to know that you can budget, you can launch them next year because we're going to give them to your way here in T. But I mean, that's what savings will continue for you. So anything else I can do or cancel for you? What we get to please presentation, we'll discuss insurance in it. Okay, thanks. please presentation. We'll discuss insurance. Okay. Thank you. Appreciate it. I should have been more too, but I think I need to get this time. Okay. Okay. Okay. I think I'll talk to you all, eight, twenty, all. I said to you something. I just request the permission to do that. I think late, I just got it in there already. So I guess I'm doing it anyway. All right. Is there any question you have about that? I mean, is something that you just take out about coming to the end. There's any questions out in the end? Thank you, my boy. My boy. You have a seat down with me. Yeah. That was a big help. Thank you. So, at this time, we'll go into the public hearing ordinance 2024 at the Post-South. This will be 2425, but it is in the middle of the North. There are some public comments at this meeting. I'm Yari, a regional public commentator at this time. So we should do it one day later. She's trying to break the state law. I want to lead to the order for the changes that we made. The last such hearing, we would also include small as the proposal for So there are some changes from the last hearing. So we're just going to go to H.I.H. of the changes are online through your budget. So we can just start with the general phone. I have an e-zone H1. I have been asked to see what a quarter meal decrease would be. That would be your full column on the here the 8.0157.com reflects your poor meal decrease. Your sanitation collections were increased from 655 to 730,000 with the rate schedule because we had to make some adjustments with forebatch. The firing range user fees we increased those to 8,000 based on chiefs recommendation. The 22,300 transfer in from the far-range to covers would be 99,300 with the 8.097, which is a The government has been working on the insurance reduction for the insurance reduction in $650. Those savings have been procurated all throughout this budget. So for the governing body we went, we reduced those to 6470. Green consulting fees were increased by 5,000. So that was a difference of $4,156 is what we added to go to the body. The admin department, it has been recommended that the grant and planning positions be combined. The planer is going to take on the grant position as well. That reflects the changes in the salaries, the fight of the retirement and the group insurance. The insurance savings is reflected in the workers' comp. The credit card fees 3000 is plenty for that one item. And so there's a savings of $53,000, $38 in the ad and department. The only change for the building department is the reflection of the savings for the worst-component mobility and that is $656 for that department. For the police department, you can see the savings for the property and the liability and the watch top. We've added the vehicle payment of $16,893 took out the gun range expenses because we're using those funds for the vehicle and we've added lights for the vehicle of 5400 so that is going to add 11,447 dollars for the expense for the police. Fire Department, the only change is the reduction in the insurance and that change is 1,686 dollars reduction. Public works, we have a reduction in the insurance. The sanitation services, I didn't calculate enough the first time. The $693,000 is a correct total for that. So that department has increased $7,911. The only change is the savings in the public and liability, which is $3,200 and $21 for that department. Parks and Rec, we have the insurance reduction for the property and liability. We've added back in the $2,000 for the DXE youth. We've eliminated the $1,000 for the former market and moved $1,000 for the DC youth. We've eliminated the $1,000 for the former market and moved that $1,000 up to community department to bring that to 1300. And we've eliminated the life of the park grant match as that is a part of your expense. So the savings for parks and rent is 15,566. The facilities, the reduction in the property and liability for this department is $38,096. So on your general revenues expenses summary, if we stay with the 8.3457, which is on the front, military, we will have a reserve of $203,500 if the commission chooses to reduce by a quarter mill at 8.0957, the reserve will be 147,843. Your next page is an explanation of recommended budget changes. Just a list of what changed from last hearing to this hearing. It just is your breakdown of all your changes. On the water department, the only change is your property and liability and that's $3,660 for savings for your sewer department. It's $4,460 in savings for CBO Creek. It's $5,559 in savings and for battery park. It's $5,600 and $1.00 and savings. So for your enterprise, five reserves with all the changes that have been separated for the board of department, the reserve is now $219,993. The sewer deficit is $65,138. The CBO Creek is to the good $49. And Battery Park Reserve is $185,999. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. We know what your recommendation regarding the meals reduction and for the insurance. Well the normal reduction, it's really, I mean you're to the good 100 and 37,000, 843 doesn't really give you a whole lot to play with. So you can figure one more time. For the reserve? Yeah. If it would be $10,000, $37,000, $843,000, if you go with the quarter-mile reduction. If you stay with the current knowledge, you're $203,000 to the bid, which still not a very healthy result about the same more than that. I would at this point, until we can get over the hump that we're in, I would recommend we just say to the military for a rat fraction. But the commission, I mean, we're to the good commission chiefs is to reduce the back role of the mill. You've got all the children, the little bit on everybody's little deal. I think I'm not like a dog, but you see some sense from each person. We've done it with reserves on all of us in that. So taxpayers would be happy with the budget and the knowledge. So the insurance for the independent insurance agent that we have to review both policies, all information was given to them, and they have recommended that we stick with our current carrier of SMIT. Thank you for the public. And before we turn out to your permission, I have a question for you. We want to talk the oral no reduction. The two changes that we wanted to change are related to budget cuts, effects, tourism expenses, is part of the limitation. So we've definitely had a choice to try to cover the cost that we're paying to raise one for the services that be increased and residential by each of the costs, each of our residential has more of a $20 a year for the one-knot-a-ditch commercial has more of a $1,000 third-knot-a-ditch. And at these in our venture, $45,000 that these are venture funds and we've got thousands of other super-transmissions. So we've been paying our loss from the birth antichemies. Also in that, we'll see the increase in the nose, right, right, where we don't reduce the direct war taxes, right now, $36,000 or each $100,000 from tax now, and we have to be a savings to the citizens of $25 per 100,000 value on the property of the resources, which we're running. I want the fact that there's someone else that each other, as I first heard, I want the fact that there's someone else that is other. As I first heard, I'm not really a commission, because I'm anyone who attacks or is one of the highest. And this is how we can save for that. We should be proactive in trying to achieve a way that we can. The version is created by Sarkloff and the General Pound 1307, with the election and the military and our enterprise line has met Sarkloff with 16,000. All of these off-guard, the D-Maths and theumed, some deserve for the increase that caused the gap between the four, where we can't reduce it without reducing personnel. So I think anything we can do to decrease the gap that we've gotten caught, I think, will be appreciated. So it is, we have here the right little bit of the one discussion that you would like The mills were too big for the nine-passed. Oh. So what do you want to put there in motion? And then, what is second and half? What do you want to do until you get into the special unit? Wait till you get to special unit. Right. I'm trying to push the mill you were talking about in your house. Okay, well we now have two proposals that were costless, less than your amount of money. I think a lot of this could be avoided if we would have, but in short, that for the good this year. I hope that for Mr. Wreckler that this forum has invested so much time in this, but I wish he would come to this in and that I think I can say you run over the insurance while I'm sure that insurance out for our page this year. And then all the companies had an opportunity to put their best work forward with the proposal, and then it's not, you know, and whoever submits the over-the-end, you know, with compilment coverage, you know, is a board of the contract. And that's really how government should work, and there should be a subject,, we should have the objective criteria and the hard fee to achieve a safe result, which is to get the coverage happening that there was possibly cost. Right now, I think that three or four years ago, there's a five-year-old, a bit son of college, and he changed his life as a spirit, without an art piece. And that made him, and that the best for me to be a ring-believer. But I think now that everybody's aware of what the policy says, so we need to follow our policy. So, for it's just through government to have competitively your policy, the city, that's over $400,000. And with the fly recommendation that we say with our comment here and put each chart out for competitively and early out for the next year. Thank you, Commissioner George. Commissioner, as well, we're still in public hearing. Do you have any comments? Commissioner Erwin. Not, Senator. Commissioner, I'm Commissioner. Oh, yeah. Just a little bit. I'll put the film. Can you name a match for a list of the street? And then how do somebody name it? There's no match. And what we have, there's a short problem, isn't there? No, actually we came in under budget on that. And then this is all, this is including reducing water. Actually we came in under budget on that We have we have those funds to do that from the auction we still have enough funds. It's a $9,000 expenditure I'm sorry,. I would just. I would like some transparency on the. The food in the beginning. First was the evaluation what the basis for that evaluation was. It's your future. So you have that organization in the area. I didn't think that you know this. Did you know it was? Yeah. The key is to optimizing the outside of the seat. What's the independent reviewer? Oh, it's so nice. Okay. Four of our first issues. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. I'm not sure if you have a problem with this. F-M-I-T, include 7.5 million excess flood versus 1 million for PGI-T. F-M-I-T covers while in tears as it would employ as it would employ time to farm coverage. F-M-I-T include 50,000 fine arcs published for the 50th and new at Water Street location. FIT does not include water craft from this definition of covered in the modern property. PGI T shows a retroactive date of 1024 on the cyber policy and did not see a virtual date on the FIT policy. FIT includes building ordinance ordinance coverage for all property locations. Did I see any NPGIT or capital? NPGIT has a shared property limit with other members of its program. It's hard to determine how this would affect a law settlement except that it lost to another PDIT insured in the area. Could have been seen only reduced the property limit of April to the city of Atlas Polo. FMIT appears stronger by handling and has been established longer than PDIT. If you area for PDIT appears better, FMIT excludes wind, hail, and limb-to-basic perils for certain buildings, piers, flow, ramps, stops, or buildings, et cetera. I do not see a limitation in the PTI-T proposal, although there may be limitations in their forms. PTI-T includes prime limits of 100,000 for most prime coverage areas. F-M-I-T is limited to 2,000. The city can address this with a different my seat is the entire limit. The DGIC has a slight coverage advantage and is deadly welcome protection coverage. Counseling, crisis management, and human expenses, so the limits are slightly better. Those were the comments. that the limits are slightly better. Those were good comments. Okay, thank you for that. I appreciate the clarification. If I could have a copy of that, you know, for them to have appreciated and help you set it for my records. There's a few things in there that I noticed just for clarification that I know would be, we're based on limited information for Bill Mead. So that's the, that's the now of the alcohol, not having R and B's if you do an R fee next year and you have those specified, it'll be an accurate kind of, I know I read this issue on other cases with the flood. And the flood, we just picked it up, it was just an important year of the greener needs. So I'm confident we ever come to any of those with an opportunity to do so and I'm going to share what they've made much for. Thank you. Christian, George, and Surrey the same. A little bit of a red open, a public hearing for the Jewish George Surrey in the ordinance 24-6 of this year, 24-10. Just wait your statement. This is a reward that this is just a couple of to switch budget 7.513, 3.7, it was right to be worried. Tentatively 8.34% percentage of our resistance in a heart span to be worried is 10.68% of the wall that were 7.4 to this is on call here. It is a year 2425 budget. Thank you, Commissioner George. Who are now those public hearing and open to special hearing. We move on to resolution 2024 at 7 and the ordinance 246Me to this body needs to determine what or not they would want to reduce the village by the border of a mill. I make a mention that we reduced the military for this year 24 or 25 by quarter mill, go to 8.0957 mills. We will see by commission George, reduce the mills right to 8.0957. And we motion by commission George should reduce the mill to 8.0957. I have a second. You're in that? Okay. You can take a discussion. I have a second by commission growth. This session, commission growth. Yeah, I really want to introduce the village every kind of building. It's something that you've been working for in the last 27 years. But I didn't conserve a financial director. Tell us to be a half-and-half-and-a-serve. I see both sides of the point. And one arrow will be the function of the water through the pounds of critical use of the position. As the alarm is general for me. your decision. Here we have a follow-up diagram to reduce the male in those words to a portion zero nine and a half seven. Five. And a pose. A pose. A pose. One eye. Three of those. Motion. Motion to nine. Motion to nine. And one eye, three of those motion, motion to the eye, motion to the eye. So resolution, resolution 27, I just came to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. I'm going to go to the library. within the city of Michigan, October 1, 2020, the 10th of February, 2025, saying the percentage by which military to be ready to see its full effort and provide the effect today. We're asking all of our participation at the city of Buffalo to hold the pass and all of the last year, so I would like to say that the resolution writing and closing for the one-public tax is the only national purpose. A tax will pop through the city of London so you can see that watch for the 2024, which 2025 is the year. And we're asked for the longer parts and work as a resolution to state the military to be ready, and to state the percentage by which the military to be ready could please roll back right as competing for the state to board the law. And we're asking the State Commission, and I can see that watch for one, as she would consider the best to be prepared for the requirements of the city, as adopted a tentative budget for the 2024, from, and requirements of the city has adopted a tentative budget for the 2024-25th this year as active and important civil charge provisions and procedures contained in section 200, with the 65th Board statute. Now, therefore, the result of the city commission of the city of Aposchto School and special session that won the Edelmer, property tax monitoring in this whole process, we'll see to the leddy on the tax control problem with the city units of the city of Aposchto School. During the 2020 Board for 2020 practice, a year since your high set at the rate of V-Couple through four by seven minutes, on the last year. In service at the rate of the cost of $24.7 million. The percentage by which the salary to the money is a 10.5% increase in an all-back rate of $7.542. This resolution should take back to the EEP-HOMAization adoption of the policy commission to see, 4, 8, 6. of eight points. 8.345, seven. We have a motion motion. We're all going to have a second. Second. We're going to have a motion, we'll evaluate the discussion. Here and now, I'm going to go on. Eight of those. What does motion here? It's shown. What is 20? That was a result of the warnings. the motion here is 1.20, that was resolution, that was the one. Resolution 24, actual 7, without being... I'm sorry. and traditions to the budget of the house. Save that post call, or let's 2024 measure this. And what that's about to say, commission, and save that post call, or that adopting the 2024, through 2025, is really good. You heard the reading of the four minutes 24-6. I may be motionally adopt ordinance 22-6. I'm looking for permission to Elliot and I have a second. Second. And the motion of roll, discussion. Here and then, all in favor. I have any opposed motion to here. That is the conclusion of the session meeting. I have a vision out for the business. We are in the budget and I have a vision of our business, three parties in the budget, and I have a motion to adjourn at the special hearing and public hearing special meeting. I send a motion to our commission, and I'll say that. Same contribution to our fellow bedroom, and folks, motion carried. That meeting is adjourned. So we've been all watching the storm and I just checked it a minute ago, it doesn't look like much has changed. It keeps wavering back and forth east and west, but the time schedule, you know, it looks like it is expected to make landfall some time around 8 p.m. or later tomorrow afternoon by 8 a.m. tomorrow morning they're expected to see, I mean Thursday. Yeah. Well, I'm trying to get ahead of myself. I'm trying to get to Friday, but I want to. Yeah, Thursday. So Thursday morning at 8 o'clock we're expected to have storm force winds and the bridge will be closed. I'm told that they've lowered the lowered it to 40 miles an hour when they close the bridge. be closed. I'm told that they've lowered the lowered it to 40 miles an hour when they close the bridge. I haven't confirmed that yet but I heard that earlier. I think that's the county isn't it? That's what I heard. Somebody told me earlier. 40. So if it's 45 still we'll have strong force wins on Thursday morning, I'm sure. So my concern with keeping office open tomorrow all day was that it limited people's ability to evacuate from the storm. So I've had to, I had to struggle to make the decision finally. And we're going to keep City Hall open until noon. However, if anybody wanted to take leave time in the morning and go on and evacuate, that was fine. We do have, I know at least one person is going to be in City Hall in the morning. So we'll be open. I'll be there. But we will close City Hall at noon. Some of the things we've. We've I'm said you're closing at noon Monday Monday will be at Monday at eight o'clock we're assuming that there's going to be a mandatory evacuation we don't know that but if there is a mandatory evacuation the sewer system will shut down when we have one operator at the sewer system right now at the sewer plant. So when he leaves, he lives in a mobile home, so who I have to evacuate when he goes, they'll turn it off because it can't run on automatic pilot when there's a storm because if it overflows, we get a spill or something. It's DEP will step in and whack us. But so they'll turn it off. We'll have to turn off the vacuum station as well, wouldn't they leave? And then they'll come right back. And as I get by, they'll turn it on. We've still got Robert Graham, who was our former operator. He's offered to come back in if necessary come in early and work on the plant as long as we're not still during the middle of the hurricane. So the water department. if they have any for the for the island for mobile home for a saint or joland are the part I don't know if I don't know mobile home for included in the but if it is, we'll we'll probably not meeting with will and rent and and all the guys the central staff first thing in the morning as well. The water department we got two wells on our be operational. One pump will be going that'll be all fine. We're going to fill the ground storage tank and the elevated tank just to capacity and that'll you know even if we turn it off we still have a day or so of water for the for the town and we have pressure. The we've got uh wheels been getting the wastewater plant ready sending all the effluent out to the sprayfield so we'll reduce the capacity in our effluent tank out by the road there. So, you need to just be in secure documents in the vault. All of our essential documents will go in there and be locked up so we don't have something happens in the building or something hopefully it won't be in that vault area. Lee's been working to get their reimbursement forms, all the FEMA stuff ready, and we'll have all of our public works, guys, all of our officers, all of our field crew will be ready to document, document, document everything, and it will have a central location, we'll have a file where all that will go, and it will be sitting there waiting for FEMA to come in and say give it to us and we'll give you your money. And so we'll have a command center set up at the police department. Chief Bobby's going to be head and night up with myself. And in case there's any loss of communication, cell phones, telephones, internet, any of that, we'll have three locations set up where information will be printed out. We'll have generators so we'll be able to print and then hopefully laminate. And we'll have documents posted at the Holy Family, at the Police Department, and at the Johnson Complex. So the city hall building. The library. Yeah. I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say that I'm not going to say to see what they were doing. They're working till noon and leaving. I mean, they're even farther outside of it than we are. So I talked with our storm debris removal, people that we have a contract with, our SDR, we have everything set up. We have a notice to proceed. I got to do sign it whenever if we get a storm, if we have the need for debris removal, I'll sign that. And then we have a Tetra attack is a debris removal monitoring company. I've got that information ready and they're on standby. I've got contacts with all of them. Keisha, our floodplain administrator, she's on standby in the event that we get damage, I'm not sure if we can get the the the the the the the the the the the the the the the the the the the the pad, the parks, all of our equipment, the docks, I went up and down, battery park pier and Lafayette park pier and got pictures of everything I could so that we'd have before pictures and the event we have damage. So just want you to know that the city staff has been busy trying to get ready for this. Public works has been out clearing ditches, culverts, storm drains, baffle boxes. They'll be doing more of that tomorrow. The field crew guys have been out getting the lift stations and the vacuum stations ready and getting everything ready just for worst case scenario. I'm going to join the M-S1 question and all the M-2 organizations. What is the communication protocol so as far as information? The point of context will be myself, chief Barnes, and then I put Mayor Ashdown is the third point of communication point out I will have that on the on Facebook tomorrow and on the website Yes Yes Yes. You're going to be updating that for Franklin County's updates. Yes. Okay. Okay. Okay. Dr. Okay. Okay. Good. Good. Good. Good. I just noticed in past storms, fog has on in the walk days. So I think you need to share it from pretty much all. Yeah, I'll try to stay on top of it. We need to be in contact with us too, because we know contact is a story sometimes. Sure, and if you hadn't heard from me, you got my numbers, all of them, call me. If you can't get me on one, get me on the other, I got them both. So. All right. Mission accomplished. You have your questions? I do. Mission accomplished. You have your questions regarding the project. So thank you for having me. G-boss. I'm G. Barnes. I'm sorry. Is your time? Just to be a place of one of the services that you currently have with that amount of years, the synergy, the disaster relief for a great deal. One of the services that you have with that amount of years, the disaster relief for a great deal. the is basically boots on the ground. They are already staging now in this area. They will be coming in to help assess the damage. They will be picked by generators, all self-hours, farming, for roofing. You're basically, you're emergency, basic needs, or emergency basic needs to sustain the buildings and the property in the event currently in the end of the year. Brothers County Work County Commission is also a sure-to-end FMI-C. I mean, just last week we had come to get the synergy to come and pump out the coolant house because of the flooding. So just rest assured that they're here to boost someone around. I've got Travis and I will also, and he's has my son. Travis got damage, he needs to let me know that he that I said feed I can get them in here But calls Franklin County's also a true there here ready to go So that's a bad Two bombs I just wanted to let you all know. You know what I'm talking about? You want me to walk that feedback? Yes! In the man that does the bad and manage a way that's really bothered me most but keep our young little takes in the snowballs going on. I have to do the last time. I think about about all the do it the last time. I think I'll be one of those at the last time. I don't get that bad. I'll be here if you meet some guy. I'll be up next home, coming back and have a look, support, I'll go and manage your way, being a good structure by any of that. I'll be here to meet some. I know one of her. Is that a remain before you back in the evening? I'm going to try to know who. So four of the rarest on commission is far. We just find out if you can stay or leave commissioners at this point in the second commission or I think it's safe. I'm saying commissioners say or you permission George. If there's no pressure, it's just to say there's some pain or weakening pain because we want people to be out of the way, so emergency management and law enforcement can clear roads and do what they need to do. And if you have an opportunity in all way and not for this hour and kind of your conditioning. It was an other family to it. But I'm saying that's going to be bad. Over the moon. Thank you, another comment. This meeting is now adjourned. We said,
