I just went by the skate park here and there are some things that I think would make it better and safer. One is they have steps and they have like this, oh god, this one where there's like one step and it goes down into, oh I forget we call it like a roll up or something like that. And it would be nice if they put like an ethnic park if you ever wanted to go up to ethnic park. They put like a yellow around it and it says something like steps ahead. I think it has two yellow lines right by the steps so people don't like, sometimes like me for example, there's a skate park by Del Mar And there's a five stair and so many years ago they have this bank and then they have a rail and maybe five feet or a couple feet of like steps by the side and I didn't see it I was used to riding down like even when you're at a skate park you're just going down the thing and you don't know as an awesome boom boom boom boom went down the five stairs and I fell right at the bottom and luckily I didn't, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, boom, or something so people don't walk into it, like I have videos where people like them, this one guy, it was a thrasher, which is a skateboard magazine thing video, and they had video of him trying something and he just didn't really pay that much attention. Then he stepped off right by the pole and fell on his side like 10 feet down. And I guess he went the hospital for that. Hopefully, I was hoping maybe they could put a barrier or something in between. It would be nice if like, let's say in between, they could put like some type of cement bank where you can actually roll up one side and I could give some ideas of that in between the pool and the street part. You have the street part there and it comes up and then it's flat and it can roll right between the pool and the street part. You have the street part there, and it comes up, and then it's flat, and it can roll right into the pool to the boards. It could help both people. It would be nice to put maybe an obstacle. I got injured skateboard, and by start skateboarding almost 50 years ago, I mean, 35 years ago, in the beginning of 1991, and basically, I've been to tons of skate parks. And on the east side it would be nice to just, they have this ledge there and like they have the pool, I'm always thinking that people would be skiing that and then somebody will not pay attention and go off the side. What if they put the cement cement on the other side, too, if they can give any more cement, it'd be nice like this curved ledge, and people can skate it from each side. And it might be kind of fun just instead of in the way of others where the lap our rail is. And there's a quarter pipe to have, if they can, put like five feet maybe on on one side so people can skate the ledge on the other side and The ledges make it you know more to the east there if somebody could like somebody wants to tour it with if I could be somebody And involved would be interesting going there with me and I could show them The you know stuff I'd be interested in doing that with you. And with us this evening is community services director, public works director, Tom Tomein. This evening before you we'd like to give you an update on special events that are coming up as well as other department updates. We have our memorial day ceremony that's coming up on Monday, May 26th. The American Legion, post 721, they host the event with the city's support at Veterans Park. The event starts at 11 a.m. We will have our guest speaker and that our keynote speaker will be Councilman Howard Hart this year. We hope that you'll attend the event. It's a wonderful way to pay tribute and honor those who served. We again will be at Veterans Park afterwards. They'll have a light lunch. So again, we hope you'll come out. You may notice today. We installed American flags all the way down the Camino Capastrano up to the Basilica and a portion of old mission road. Those flags will stay there until next Tuesday, and then they'll be removed. And we plan to bring the flags out at 4th of July. We'll do the same. Leave them up for a week prior to the 4th of July. And then we'll bring them back again for Veterans Day. This just gives you a good overview of what the event is like. American Legion happens to be here this evening. Probably as you were entering in, you saw American Legion in the Senior Lounge, and then the Women's Excellery. They provide support. We are excited to have live entertainment. We have a beer and wine garden and free family games, a bounce house and face painting. All of our band lineups are set. You can see from the flyer. We have some good bands this year. Our sponsors are Jay Sarah, Catholic High School, Saint Margates Episcopal School. And we have D33 and Rancho Mission VAO. And again, we hope you'll come out for that event. You can see the trolley map is attached to this as well. And then we're going to be talking more about the trolley route later on this evening at the end of the presentation. Tom Tomen can speak to the trolley service and the enhanced route. Just some pictures of the San one summer night concerts. If you've come, you've been there, you've experienced it. We have a lot of local businesses, a lot of entertainment, of course, Jim Kerr would have by my bikes, donate a bike annually at every concert and every event that the city does. We have lots of dancing. We have our San Juan community volunteers who come out and support the event. And you can see from the crowd size, our concerts are well attended. And after that, we have coming up the 4th of July. This year we'll be keeping our 4th of July event up at Markle Forster Intermediate School. Last year's event was quite successful up there, so we're going to keep the same footprint as we did last year. Two o'clock is when the event starts. And we have narrowed it down to two bands this year instead of the three from last year. We'll keep our Shaperone policy the same. So anyone juveniles under the age of 18 must be accompanied by a parent or a guardian or an adult that will be responsible for their behavior. It just keeps the event nice and safe. We'll have food trucks, live entertainment, of course, inflatables for the kids, game booths, It said it boost lots of lawn games and of course our Spectacular firework show Last year as you may recall the fireworks went off a little bit prematurely. However, it actually ended up working out very well for the city. And so we are going to keep an approximate time frame on the launch of the fireworks. We'll try to do 845. It actually works out well for the city and our Sheriff's Department to keep track of the traffic plan, especially when Dana Point is letting out a database vote can get quite congested. So it actually will work out better. You can see from the event, it's low key. We have inflatables. Just very family, friendly, family oriented. We have the Fiesta Association that comes out and they assist us with Game Booth and free family games. The live entertainment. And this year we're going to try something new. We did all the inflatatable, so we felt that it would be nice to do something a little different. And so for those of you that remember during the carnival, we had bumper cars. And so we're going to bring out something similar to that. They have electric bumper cars that can be put on placed on asphalt. So we're going to try that this year. So that should be something new and fun for everybody to enjoy. And now onto the skate park. So the skate park, as you can see, is in construction and moving along very nicely. We are anticipating that the completion of the skate park will occur hopefully by the end of this month and we are working on a grand opening celebration as if we had a date. So again somewhere towards the end of June or first part of July. This gives you an idea of where we were. This was several weeks ago. And of course this is the design of the skate park here. You can see several of the elements, the bowls, the rails, the nice agricultural area, the beautiful playground, lots of sunshaders, three sunshades there, restrooms and what what we'll be doing is within the next couple weeks, our goal is to schedule some tours for our commission to come out and take a tour of the skate park, so you'll be getting an invitation from us within the next couple weeks. Moving on to- One, two. A quick quick question about the skate park. Of course, yes. Just since the gentleman that was here, I was asking the question about the skate park just to ask, you know, currently the skate park is not complete, correct? It's still kind of a work in progress. Is there anything that still remains to be done similar to like what he was asking about in terms of like colored railings or copains or anything like that? Or is it pretty much how it will be at this point? Go ahead, Tom. The skate, the skate park component of the park. So all the hardscape, it's pretty much done. I would say it's like 95, 99% complete based on the last conversation we had with our project manager out there. But some of the supplemental signage that goes along with the park that talks about safety and some of those, the different components for each skating component within the ball area is still kind of coming. And so the comments that we received tonight, you know, we're going to go back and talk to our design firm and our project manager just to share those. They're like, hey, there are some, and really when I went out there too, there's some pretty significant bowls. And it is, when we go out there and do a walk, you're going to be kind of amazed at how One how beautiful it is, how large it is, and like just the depth of some of these bowls. I mean, they're significant for the ones that were constructed for more of the advanced skaters. So, but we will look at all those things and see what's appropriate. So, people know that like, hey, you're entering maybe into the, you're going from the novice to intermediary to advanced and so we will look at all of those things we'll definitely want to ensure we're you know following the best practices for safety out there. Yeah and the design of the skate park and it could mention the designer on here the action sports design those that's a they specialize in skate parks. Yes. Correct. And I assume that their design takes into consideration things like that, doing safety and notice and all of those things that would go into a skate park. But I look forward to going and checking it out and taking into consideration some of the comments as we have a chance to tour it since we know, you know, designing in a park like this is a big undertaking and it'll be exciting to, you know, let people loose on it and see how they actually use it. Absolutely. I mean- I have a question, Tom, sorry to interrupt. My concern is having the soccer field, like I mentioned previous meeting, having sports park and maybe somebody kicking the ball over, you know, soccer or kids practicing and There's a somebody skateboarding or something and somebody gets hit with the ball Is there a specific high-up net that we can place to make sure that the balls are not going over to the Parkside of it so we have netting right now on Communo del Abillon to prevent the balls from going out there. I was talking just last week with Jonathan Delgado, our coordinator. And so we're looking at different types of fencing similar to that. If we think it's going to be appropriate for sports field number three, which is adjacent to it. So we are looking at it. We are hostile for field right now, has kind of the netting for the home runs. So that's definitely on our mind. Even how do we delineate the soccer field from the multi-use trail? That's adjacent to it. Right now we think it's going to be large pole fencing, but there's some space between that fencing and the soccer field where we think maybe bleachers will be in the future. So there's like different elements that we're looking at right now for that area, but you're thinking exactly how we are. If that, now to my knowledge we haven't had huge issues because the soccer fields are generally oriented north and south versus east and west, but I don't think we've lost many, many balls into the ecology center farm, but we may have to look at implementing the same type of netting that've implemented on Camino de la Vione. It's just right on our radar right now, but it's not necessary that's programmed with this project. It's something that we would kind of do as a punchless item once we're up and running. And what's the signage? Is there going to be like a signage for people not to bring their dogs onto the skate park or is that? Yeah, in fact, we're looking at improving our existing signage now for sports park with some different, you know, not passive aggressive signage, but signage to help people keep their dogs on their leash currently. So it's an ongoing issue right now. The dynamics of the sports park are really interesting. We've got a new community close by where a lot of people just enjoy walking their dogs. Some of them of course are not on their leash. But we'll have all of that signage. In fact, for the skate park, we're excited about maybe doing custom signs. You know, this is unique. It's when you go out there on our tours, you're really going to see how unique and beautiful it is compared to a typical skate park. Just these design elements, you know having the row crops built into it, having the that picture did not do justice to the little parklet that we have the playground structure. I think we're going to have lots of activity out there. It really is an award-winning design and I think you'll see that when we go out there. But the signage component is going to be very custom for the park and we're working on a policy right now on how best to You know manage the park in fact tighties reached out to several of our cities nearby who are struggling You know right now we're in the fledgling stages But how do we keep kids out of the park right now when we're under construction? You're right and so you'll notice if you go out here later, there's a couple security guards driving all over the place. Kids are super excited to get out there and it will evolve. It'll just kind of evolve and we'll have to find out the signage and the messaging that's going to be most applicable, I guess, to that park. Great, great question, great point. Just have one more comment here there's this concept in design called the desire path that I always point back to I know I think it's really funny is that it very summarized it very quickly it kind of just says that like you can design something however like spend hours and hours and hours designing something but ultimately it's the people that use it that will determine the way that it's used. Where, in the example of that, it's always like a college quad where you build a college quad and you don't necessarily put pathways through the middle of it because the students will find, they'll show you where the pathway goes and then you build it. And I think there's a little bit of that that comes in when you do a project like this where there's an element of being out in front and being proactive and putting all the things in the places that you think they're gonna be needed, but there's also a reactive part of that where you kinda of have to see it in action like things like these nets for the soccer fields there's a lot of ground to cover out there and you don't necessarily know just from looking at it without seeing it used where exactly those soccer balls might be coming across and being an issue until that is, you know, apparent, right? Until we start to see it being used. And so there's, I think that's probably a two-phase approach and stuff like this where it's like, go out there and be proactive and, you know, address the things that are immediate that you think are definitely gonna be an issue or definitely gonna be a thing, but also be prepared to make adjustments along the way after it's been used for a while. And I know skateboarders are very creative people, and they're gonna find interesting and new ways to use the... be prepared to make adjustments along the way after it's been used for a while. And I know skateboarders are very creative people and they're going to find interesting and new ways to use the skate park in ways that you probably didn't even imagine in the design. And that's going to be both a thing to embrace and a thing to adjust to if that becomes a safety concern. So it's kind of a multi-phase approach think, whenever you're doing something like this. I have a question. I believe to the discussion is there will be access from the Ecology Center to the Skate Park via a pathway. Right now, the primary access to the park, or to the excuse me, to the playground is in the skate park is on Communo del Abillon. So if you're at the ecology center, these are all things that we've been thinking about, right? Especially right now I've been watching the strawberry you pick out there and I can kind of see how these little kids and their parents are naturally going to see the tall playground that looks like a barn and want to navigate and make their way over there. But right now there is no designated area from the ecology center itself into this gate park. The way to get there would be walking out of the new fencing that you'll see on Camino del Avignon in Oli Paz Walk down the sidewalk and connect to the main entrance of the skate park, which is essentially Camino del Avignon. There will be one other fence that does one other gate that connects from the ecology center to the Multipurpose trail, but it may be a little bit closer to I would say via P positivea. So that might be for now, that's probably the location where if someone walked off of the ecology center and wanted to get on the multi-estrial, could make their way, I guess, to the northerly entrance to the skate park. So we still have a little bit of money in the budget. We've been working with our assistant city manager on identifying where else can we put a gate? else should we put a gate and I think To other commissioners comments will kind of see how it how it plays out There might be a really really strong need to put something very convenient That connects directly into the skate park, but that is kind of yet to be determined. Yeah Okay moving on to Sarah Park playground. As you know, the commission had a hand in choosing the design and the color scheme for this playground. The equipment, great news. Equipment has been on order. It's scheduled to ship to us on June 16th. And then we'll be working on that park shortly thereafter. Typically the parks have been taking about two to three weeks to complete. So the progress you'll see out there and we'll come back and let you know when we're complete. We hope you'll tour that. And as you know, we did some renovation to some of our facilities. And as you know, we did some renovation to some of our facilities. Last year at the Budget Meeting Council appropriated funds for our department to go in, do some renovation work at the LaSalla Auditorium and TJ Meadows. If you've ever been inside LaSalla, you'll see the before pictures here before you. And the after pictures that worked turned out beautifully. You can see it is a lot of room. We got new flooring. Lower in the kitchen. There's new cabinetry and new countertop. a refrigerator, and they're not quite done with the cabinetry and the kitchenette. That should be complete this week. But you can see how lovely it is. We had our first rental in there a couple weeks ago. And so we know that this will be attractive to future renters at Lasala. It looks really pretty. All of the much more in line with what our renters want to see when they come into a facility to make it their own, so you can see that the paint looks quite beautiful. And over to our TJ Meadows building, for those of you who aren't aware of that building or maybe have been inside or not. It's the little house at the old fire station complex. Formerly Chamber of Commerce was in that space. And so we went through the house and figured out what rooms could use some renovating. And you'll see the before pictures here. The space consists of three offices. There's a common area, a kitchenette, one single restroom and a wood burning fireplace. This was the work as we were going through the process. And this is what it turned out like. So we maintained the pine ceiling so that there would be some remnants of what was there previous. But that same pine was all on the floors and on the walls it was quite a lot. But now it's some very nice office space, new lighting and the facility looks great. We'll be using that as additional rental space. I'll be it small. There has been a desire from some of our renters of the Nidegger building, especially our faith-based groups who would like to rent that facility for some Sunday breakout groups. And Tom, would you like to speak to the new bike racks since you're here? So we installed several new bike racks, two in the Los Rios park area, also another one close to the parking structure. So it's part of our kind of parking management strategies, different ways of, you know, making our downtown ready for different, different folks, pedestrians, bicy bicyclists, etc. In December of last year, we took an item to the council to implement some of these strategies. One of them was, hey, let's take some air quality management district money. That's earmarks specifically for lowering our greenhouse gas emissions, reducing trips in the downtown, vehicular trips, and let's just purchase some bike racks. And we know with the e-bikes everywhere in town how busy the downtown could be on the weekends, residents know how to get to River Street, how to get to the downtown. They need a place, a convenient place to put their bikes. And so these were some hotspot locations that the staff had noticed where we could use a bike without kind of encroaching into a play area or an area where there's lots of different events happening. So this is just a few locations, shown here. We also have some other locations for Verdugo Street that we're currently looking at different types of bike racks to purchase. If you go down there next time, you'll notice people parking their bikes tying up their bikes on our furniture in the downtown. So it could be it could be on a bench, it could be tied up to some of those street trees on Verdugo Street, a hotspot for folks doing that is right in between Trevor at the tracks and the Capastrano winery. And so rather than that we're going to put kind of custom made bike racks to accommodate one or two bicycles in those locations. Just so folks have secure place to put them and they're not strapping them onto our trees. So we're getting, we're seeing good use out of these right now and we're noticing a lot of the downtown new development is very proactive and smartly installing these on their property too. I think the River Street Marketplace has plans to add a lot more to their site as well. Okay, and onto our expanded summer trolley service, I'd like Tom to share with you the new expansion of this program. All right, thank you Heidi. So first thing I want to tell the commission right now is if you have your phone, we have a new application that I want you to download. So, traditionally we've used ride systems. Right now, we are pivoting to a software called Pacio Go and all of the South County cities that have trolley service are using that. So we'll all be on the same platform and you'll see here in this image here in the bottom right hand corner is kind of a QR code that's going to help people find that. But it's a very nice app I've been playing on it for the last couple of weeks and as you download the app and you pull it up you'll just type in Sam on Capastrano and it'll pull up our routes. Okay, so that's the new thing. This is the first year for using, again, the new app. The service this year is expanding. It's basically doubling in size and we're going east of the freeway. So on the map in front of you, kind of the blue route, which we're calling the Ortega line or the east route is what we're mostly focused on kicking off this year. The traditional route, the Los Rios route or the Red Route, you know, it's a very successful line. It carries approximately 25 to 30 passengers an hour. It does very well at our special events this year for this Walles Day parade. I think we carried about 86 passengers per hour per trolley, which is huge. What we want to do for the blue route is we want to get at least 10 passengers per hour per trolley. And so that blue route that you're seeing is about a 15 to 20 minute headway time. There'll be a combination of a shuttle and a trolley this summer. We have two trawlies that we put in a purchase order for last October, but it takes a long time for them to get those to us. They come from Wisconsin. So unfortunately, we're going to get those probably in September, but then we'll have four beautiful red trawlies to do our service. This summer, some people are going to like the shuttle because it's air condition. It's kind of nice. But we're going to do one trolley on both routes so that everyone gets that kind of feeling of the trolley service. You're going to notice tomorrow in and on Thursday if you're on that side of town and you're by the Windmill Park. We're going to park a trolley out there in the afternoon so everyone sees it. We're going to put some message boards out there reminding everyone that this new route is starting this Saturday. So that'll be Tuesday and Thursday this week, if you're around there, you can swing by. We'll have a couple staff members out there just talking about the service. Just trying to get people excited about it. This is a free service. But the goal is to get that ridership requirement. That's very key for us. Again, 20-minute frequency. This is going to be huge for folks on the east side who want to avoid the traffic and parking congestion on the weekends. So this is great for getting everyone to the downtown. It's going to be great for the special events that Heidi talked about. We're excited about seeing how many people from that side of the freeway will take this over to the San once on a night's concert. How many folks will take it to get to the 4th of July celebration. So very excited about that. We'll have this and then moving forward for the next six years we're going to have this service for our eggstraw vegans event, for our Swallow's Day Parade event, for our Christmas tree lighting ceremony event. So all of those kind of come together and it's very exciting. The other nice thing about this one is it's more geared towards residents, right? On the other side we hit some residential neighborhoods but it's also kind of a circulator that gets you through the downtown, gets you to connect to Dana Point. But on the east side here it's really going to go through a lot of those neighborhoods close to Cookcordova, Lenovia, Sea Russell, all those cool parks over there. So it drives through the neighborhood. As we've been driving the route, we've been talking to neighbors over there who are walking, they're excited about it. It's going to go to the new neighborhoods in Petra, Avalina. It's going to be a good, if you want to get to the bad to the bone restaurant or any of those restaurants over there and that plaza, it's gonna be great for you. We're also gonna be able to use some of the peripheral parking lots out there like the golf golf. good if you want to get to the bad to the bone restaurant or any of those restaurants over there in that closet it's going to be great for you. We're also going to be able to use some of the peripheral parking lots out there like the golf course parking lot. That might be a good place to park for the Swallow's Day Parade and then take the trolley into town. And it's going to give people different amenities. If you don't go to the golf club that's a good way to get to the golf club. If you want to go, just go to the range. So excited about all of that. And we really want to hit our ridership requirements for the homework for the commission this week, is as you're out and about talk about the service, we're going to have a lot of marketing collateral, start making its way around the town this week. We always purchase about 8,000 or 9,000 of these wallet size brochures. They open up into a nice map. They have some information on some of the, you know, the cool historic places to go in the downtown. We're going to do direct mailers to the folks on the east side of the freeway. So they are going to get a small postcard in the mail that just shows the route, shows the service, is download the app. Those will be going out this week. And then we'll also have indirect mailers that we just keep that are very nice. And they have a little map on the back, et cetera. And another new one this year is we're gonna do stickers for our downtown businesses. Or any business that really wants to put something by their window where people can scan the QR code and they know where the trolley is in real time. So we're excited about some of these things. We think it's going to be successful, but we want your help getting the word out because it is a pool service. And I wish we had all four trolley's right now, but we've got two and two nice shuttles coming. So definitely the best way to get to the downtown if you're coming from the east side. All right. Do you think it'll ever go all the way to the park and ride there at Jay Sarah on the other side of the freeway. You know, it's certainly an option that we've considered. Right there at Jay Sarah in Rancho Viejo Road. We've considered that. We have, it came up during special event trolley service where we expanded the traditional route to Jay Sarah to pick up a Silverado memory care and the growth site. And so that came after some really good feedback from residents in that area. One of the things that I watch is I want to see our ridership. I want to see is that a good stop or people using that stop. So it's been interesting. It hasn't been the most successful stop. I think it's as far in terms of ridership. So we're going to watch that again this year. But if that becomes a good place for us to capture folks to come into the downtown, especially with all the different parking management things that we're starting to look at, that could be a great option. We could come right down on Rancho Viejo Road, similar to what the Shuttle Service does on Swallow's Day Parade. But what is, what we're very mindful of, I've been, you know, running these systems for a long time, especially in Laguna Beach. One of the key things is your trolley frequency or your headway time. It's super important for people to be able to reliably get on a trolley every like 15, 20 minutes. If you start playing with that headway time and it becomes a 30 minute or a 45 minute issue where you get stuck on or take a highway, those are the things that we're kind of considering. So right now we're at right around 20 minutes and I think if we do go to some of these other destinations, we'll probably start adding trolleys or shuttles to the route so that we can keep that. I have a quick question on the trolley. Did we use any OCTA funds for the trolley? We do. We do. 90% of the trolley acquisition or the operation and maintenance comes from OCTA, a grant called Project V. And then the other 10% comes from our air quality management district funds. So it's really, it's free to the city. It's a great service. That's amazing. And does that website here, the Paseo Go, is that help you track the writer count? It does. It's a turnkey smart system. So it's not just the trolley track rap. When you go on the trolley, there's automatic passenger counter and EPC. So that's also part of the PASIO. So it provides kind of real time, real time understanding of where the trawlies are, but it's also collecting all this other data on our passengers, which is important for when we have to go back to OCETA to show our ridership data. Great. Quick question. Is there any, here are codes that are going to be posted for maybe people who are visitors that don't have the information that we do as residents? Yeah. So, uh, starting last week, we started putting out our city manager weekly update and some social media posts. We're going to kind of flood the zone is a term that we sometimes put a lot of of information out there To get everybody's attention. So not just the tangible things that I'll be that'll be getting mailed out and delivered throughout the week But also social media is going to be key for us So if you guys are on there at all or you're seeing information coming from the city manager weekly update Go ahead and forward that to your friends as well And so that will be kind of pumped out into the downtown. And hopefully we'll get some good feedback at this kind of impromptu marketing campaign that we're going to do tomorrow I like to set out an entire H.O.I. with the community liaison and I'm looking forward to this commission doing some tours of the things you mentioned and I also want to say thank you for I see coming up is design improvement in areas of the city is on the agenda and I look forward to when we are reviewing signage again.
