Is there any one of the audience who would like to offer an opening prayer in the evening? Anyone? Would like prayer. No. You're more than welcome if you'd like to. No. Okay. I'll sit for a minute. Okay. Thank you Barbara. Yep. Come up. No. We want to have the call. I got it. Okay. Lord, we thank you for the ability to be able to meet tonight as a city and as people who are united in life-minded ways. Lord, we ask that the meeting goes well, that agreements are made, and that anything and everything that we do is always for you and your glory. In Jesus' name. Amen. Amen. Thank you. Madam Clerk. Mayor Green. Here. Vice Mayor Inskeek. Here. Councilman Lehman. Here. Councilwoman Hanchard. Here. Councilman Dunn. Here. Chaulam Mc Claim Finance Officer. Here, Chad Ward Public Works Manager. Here. Captain Bray. Julie D'Anawski Records Court. Here. City Attorney Andrew Hand. Not here. The agenda for this meeting was posted on the city's website, City Hall Bulletin Board on Wednesday, March 5, 2025. Do we have any comments from the council concerning the agenda? Any comments? Okay. Public comments concerning non-agenda items. Is there anyone in the audience who would like to speak on a non-agenda item? That's one that doesn't appear in the regular performance. Yes, Art. Found out. Yeah, Art Jones, a palmetta way here in Dunnellin. And when I spoke to you last Monday, I forgot a couple of things I was going to say. And one of the things I wanted to say was thank you to Brex and Tim for coming out and helping Monday at the cleanup. And just to tell you what happened there, it was worked really good and thank Public Works Department. And the keep, it was a keep Dunnellan beautiful committee or the volunteers of say Dunnellan. Kathy Dunnellan was your wife was there earlier. She's getting way up on top of a ladder, trimming things. And we got behind her. We made sure she was okay there, Wally, but she's a trooper. Yeah. And Tim, you did great with that boat because the other year when Troy had me do it, I was up to my neck in the, Hydrilla in the mop. And Tim just swaying his boat around and got those things just right. And Rex, he knows how to, to, to, to break out Hydrilla, don't you? Yeah. And I talk to Duke Energy. They want to come out and help. So hopefully I'll schedule another cleanup in April. They've got about 20 employees that want to come out and help us. So I'm going to schedule that. And I also want to, the other thing I forgot the other night was to give out a shout out to Ron Bray. He's a great guy and the other day we were going through the pictures because we're doing some documentaries on my project and there was Ron Bray in the pictures in the water at Hunter Springs working with the YMCA kids and then we're looking through and boom, there he is again and there he is again. So he's a great guy and if things work out with all share of thing and stuff, I think would be really lucky to have him as a CSO. I think he would be the Brian Coleman of Dunnellan. Be great to keep everyone together. And that's it. Thank you. Thank you. Thank you, all right. Thank you. That looks great. Anyone else like to speak with a knowledge and item? Okay, seeing no one. Entertain a motion on the consent agenda. Second. There's a motion on the floor in a second. Is there any discussion? All those in favor say aye. We do need to take some, we do need to take public comment on that since there's a substance of the divide. Okay. Is there any, one in the audience who would like to speak on any item on the consent agenda? We have already addressed the non agenda items and this is the consent agenda. This is another opportunity if someone would like to speak if that. Seeing no one, we're okay now. All right Andrew, thank you. All right we will move on and we go into the next step in the agenda. Ladies and gentlemen, we have a special treat tonight. We have a video we're going to watch and then we're going to entertain the Chamber of Commerce presentation. Well, you got it in the minutes of the meeting this time. All right. Well, here we go. What a good way to start our meeting. All right. Technical difficulties. All right. Technical difficulties. I hate it by doing that. Ladies and gentlemen, it is now 5.50 PM. and I close the regular meeting and open the public hearing to discuss the intent to dispose of surplus property and response to BID 2024-07 for 20404 West Pennsylvania Avenue and the CRA within the city of Dunnellan advertised on the city's website 225-25 and in the riverland news 307-25 and who in the staff wants to. I need to read the public hearing statement. Okay. All persons wishing to address the city council will be asked to limit their comments to the specific subject being addressed. Public opinions and input are valued by the Council. However, it is requested that comments are directed at specific issues rather than personal comments directed toward Council members or staff in order to foster mutual respect between the Council members and the public. Members of the public and attendants at public forums should listen courteously and effectively to all public discussions before the body and focus on the business at hand. They shall refrain from interrupting other speakers making personal comments not germane to the business of the body or otherwise interfering with the orderly conduct of meetings. Members of the public addressing City Council and boards or commissions on a specific project or proposal are requested to disclose any personal interest or relationship and any business, professional or financial interests with any individual project or proposal regarding the subject matter under review. Members of the public should always err on the side of more public disclosure, not less, in order to provide integrity to the public process. And the staff comments who is going to address. this went before the CRA board at a special meeting last week. And the recommendation of the CRA board was to reject both offers that were received in response to bid number 20407 and to re-advertise the property. Is there anyone in the public who would like to speak on this particular item? Anyone like to speak on this? Okay. It is now 5.52 p.m. and I close the public hearing held to discuss intent to dispose of surplus property in response to bid. BID 2024-07 for a 208-04 West Pennsylvania Avenue in the CRA within the city of Dunnellan and reopened the March 12th City Council meeting. I will entertain a motion now. I'm making a motion to reject all of us received in response to the 2024 dashes seven and re-advertise. As a motion on the floor is there a second? There is a second discussion. All those in favor say aye. Aye. Motion carries. We'll now move on to item number three. It is now 5.54 p.m. and I close the regular meeting and open the public hearing for ordinance ORD 2025-01 Planning Commission School Board Member appointment advertised on the city's website to 2025 and in the river land news to 2825. Mandy, we won't need to read the instructions again. Will we or do you want to put those on the record? No, no, no. I don't need to read the public hearing statement again. Okay. Does anyone have any questions about this ordinance? This is our second final reading of this ordinance. Andrew would be able to address those. Any comments, Andrew? Happy to answer any questions. Any questions from Council? No, sir. Okay. Any public comment on this particular item? Seeing no one, it is now 5.55 p.m. and I close the public hearing held and discuss ordinance ORD 2025-01 and reopen the March 12 City Council meeting. We will now continue to final reading ordinance 2025-01 Planning Commission school board member appointment. I move ordinance R.D. 2025-01 be read by title only. Second. There's a motion on the floor in a second. Any discussion? All those in favor say aye. Aye. Motion carries. Ordinance number ORA Day 2020 day 2020-501 an ordinance of the city of Denell and Florida amending chapter 94 article two of the city's code of ordinances to provide for an ex officio member of the city's planning commission providing for codification conflict severability and effective date date. We'll entertain a motion. We have ordinance 2035-1B red by title only. Second. There's a motion on the floor in the second. What I do. The first motion was to read by title. I'm sorry motion should be approved. Sorry. I'm a ordinance'm going to be approved. Sorry, Andy. That's OK. Second. There's a motion on the floor. And a second. Is there any discussion? Is there anyone in the audience who would like to address this particular item on the agenda? Vacation rental registration fee. Seeing no one, I'll entertain a motion for B-read by title I move resolution resolution RES 2025-06 be read by title only There's a motion on the floor in a second discussion All those in favor say aye motion carries resolution number RIS 2025-06, a resolution of the city of Denell and Florida, setting vacation rental registration fees pursuant to chapter 18, article eight of the city's code of ordinances, providing for fire inspection fees, providing for severability, providing for the repeal of conflicting resolutions and providing an effective date. A little entertainer motion. So moved, be approved. Second. As a motion on the floor in a second discussion. All those in favor say aye. Aye. Motion carries. We'll allow, we're going to item number five, council and agenda items. And we'll begin with five, eight, young Ellen Police Department discussion. And as I typically do, I look to my right. Ms. Valerie Hatcher, Valerie, would you like to leave us into your comments tonight? Really, I think my saying, you know, I've thought about this, prayed about it. And I think for the best interest of the City of Dennell, I still think it's the best option at this time for us to go forward with a high-bred model of a year, with up to two years. Take a look at it. In a year, see how everything is working. If it's working like the sheriff thinks it's working for him, if it's working for our citizens. To again, set up really good policies and what we want are departments to look like that nobody has any questions that it's more detailed than we're used to. You know that we're really mixture that everybody's very clear and precise on everybody that's supposed to be doing what. That way regardless of who's in the chief of police position they know know exactly what our expectations are, and the sheriff knows what our expectations are, and they tell us what our expectations are. I know I've talked to Sean at the day to look at the numbers of what it's going to cost the city for you know, for the officers that will be let go. And that decision is hard because they have lives and they have responsibilities. So I hope everyone knows that I do not take this decision lightly at all. I know it's affecting people and there's a face behind what we say when we say, you know, go with the sheriff. So I just want to make sure that the officers and everyone knows that it's not just a blanket statement that I'm making when I say this. Other than that, again, I think we need to make sure that we really have our attorney look over our contract and that it's really something we do a workshop to let people know really what we're asking them to share, but they're asking of us. And I think that's my comments for the moment. Thank you, sir. All right. The rest. I don't have any comments, so I think that you summed up pretty much what I wanted to say. Would Valerie summed up pretty much what I wanted to say? Okay. Well, I'm going to go to the far end then. Okay. I think Valerie's covered this. We had up, as most of y'all know, we had a work session Monday night. It discusses in great detail. I think we brought up a lot of things here and I do agree. I think we move, my opinion is we should move forward with this hybrid method and work with the attorney for the sheriff and pull together an agreement we're both comfortable with. I do think it needs to be reevaluated probably a year from now, like Valerie said. See how we're doing. I want to make sure it's very clear in our agreement what the sheriff's responsibilities will be, and what our responsibilities will be, and what our police chief's responsibilities will be. So our responsibilities be and what our Police Chiefs responsibilities will be so we all have a good understanding of where this is going, but I'm totally in favor of this hybrid method at this time Damn, my group thought everybody has said the I guess I'm a little confused on what we're going to be voting on tonight. Are we voting for the City Clerk's Office to work with the Sheriff's Organization? And next Wednesday, if we have a special workshop next Wednesday, as I was going to ask for, where they bringing back a proposal? And we're going to take a look at the proposal, are they bringing back a contract that will have been reviewed by the attorney? Or are we going to take a look at a proposal, and then after that, the attorney would take a look at it? I don't know if the sheriff could get, if we have time for it to go through the other channels before it comes to you, but as soon as I could get it from the sheriff, it would be distributed to Andrew and all the council members. Okay. And then if we agree to have a workshop next Wednesday, at that time we'll discuss the proposal. If we're all good with it, whatever changes we want to make, if any, then at that point we would move it on to Andrew. Yes, it would definitely need to be reviewed. Right. But I would, you know, if I can get it before next Wednesday, I would get it to you just as soon as I receive it. Sure. And Andrew would get it at the same time. OK. Gotcha. OK. Perfect. Let me ask this question while we're on that next day. Oh, thank you, Jim. Time wise, Mandy, is that going to fit what you think we may be able to perform in? I mean, we can reach what you're trying to do in that length of time. Well, it's really going to be whether or not the sheriff will be able to get us a proposed agreement before the workshop. If you schedule a special workshop to review something, it'll be entirely up to whether or not he can get us that. I guess we'll just do it at the next workshop because we can't vote on it. Even if we come next Wednesday night and agree, we're just not going to get voted on until the middle of April. So it doesn't have to wait. I'm sorry. I'm sorry. Okay. So we can discuss. Okay. No, I'm saying is that actually team has a floor not. I took the floor from him. I'm okay. I'm okay with this. Okay. No, I just I just caught off guard by the by the request for another workshop next week. And we can't vote on anything at the workshop other than to agree to it. And we can't have a formal vote till the middle of April at our next meeting. So my suggestion is why don't we just make it part of our next workshop. And then when it comes in here on the 1st of April, everything's going to be ready to go and we we can look at it instead of somebody saying, hey, well, I have problems with this or this. So anyway, I just don't see any derives. It's just going to be- It's not a rush, but we need to be efficient because we have problems over there. Like, all of us know, there are people's livelihoods that stay here. Right. You know, information to them right away. There's a whole lot of different things in play where obviously it was acceptable to everybody to have a special workshop next Wednesday. We would kick off right after that with a special council meeting and keep this thing fluid and keep it moving so that everybody, again, we're not fast-tracking anything. We're gathering the information and doing it. Part of the sheriff has already given us a proposal. So unless his proposal is changing, I see a proposal coming out as fairly rapidly. And then we will have time to review it before next Wednesday and any additions that we think that we would like or omissions, then we would have plenty of time to discuss that on Wednesday and then set up a special council meeting after that, whatever we think is appropriate based on the workshop and keep this thing moving. I think it's moving. I mean, you say it's not fast tracking but it's like you've already introducing two new meetings to make sure this thing gets done as fast as possible. I understand what you're saying. I'm just going to leave it up to the council to whether or not they think we need the extra workshop and the extra council meeting. My opinion is these have moved with the urgency that is there. The other thing would be job descriptions. or behind the scene for President working on job descriptions. We'd like to that also be part of it. If we agreed a special council meeting workshop next week, produce those and see if anybody has any issues with those and figure out the the RO position. Andrew, did you have something I'm sorry to have? I didn't get to answer this. It's something else. Of course, I have, is it, I try not to interject into your conversations with one possible solution maybe since we have a workshop coming in April 1st. And we don't know when the contract's going to be coming back. There is a following week and the workshop, the April 1st workshop, could always be called, or it could be a special council meeting called for that meeting. And so that gives us a period of two weeks to call a special meeting, depending on whenever the contract comes in and what the review is. As soon as I get the contract, then I can mark it up and send it all to you and allow you to start taking a look at not just the contract, but any comments that we have. And sometimes we call a special meeting, you know, in the meantime, for a workshop with MeeBee, as well as to have a special council meeting on what would typically be the workshop on the second. So it doesn't really slow you down and doesn't necessitate necessarily a calling meeting if we don't have a contract in hand potential cancellation. It is not fully reviewed. It's just an option that I want to prop there since we do have the first meeting anyhow. Maybe you have good opportunity for actual meeting if you need to make a decision or the second part of April 2nd. And if I may, I know I did confirm with Sherfwoods that if we call the special workshop for next week, that he could be here and he would have us something by then, but I did not ask if he could have anything to us before then. So, you know, he feels like he can have it ready by the workshop, but I would have to reach out and see if he could have it any sooner than that. I would, and I understand also about the urgency, because again, like I said, people's, they need to know what they're doing. Absolutely. And we also have to provide the union 60 days notice. So if I sent that notice out tomorrow, and I've had the labor attorney draft me up something to provide to the union, if I sent that out tomorrow, so everyone may say it would be May 13th, before we could actually lay any of those employees off. So was your intent to notify the union tomorrow? If council makes, if you make, take formal action tonight to direct me to communicate with the sheriff and bring you an agreement, then yes, I can go ahead and send that notice tomorrow. And that would begin the official 60 day clock. Yes. I hope you just won't clarify. Make sure I'm. question and I understand what we're going with that and again like you said trying to get everybody on their own steps but I just want to make sure that we're not putting out the 60 days before we had a chance to look at the contract. Does that make sense? Am I saying that? Well, it's not that you're just the the letter is just going to say that Council is considering this Okay, it's not going to say it's a done deal. It's not that you it's just the letter is just going to say that Council is considering this Okay, it's not going to say it's a done deal. It's just going to say the council is considering contracting with the sheriff and it gives According to the black bargain in agreement. It gives them the opportunity to come to you and appeal A decision that you may make or in a decision that you do make. Okay. I understand that. That makes a little bit more sense to me. So it's not a done deal until it's. No, wait a minute. Wait a minute. Go ahead. Okay. But I'm here in two different things anyways. But when you notify the bargaining unit tomorrow, that will start to clock for the 60 day notification. Right. But let's just, and I'm just playing devil's advocate here. Let's just say that the sheriff's not ready or we don't, you know, like it takes us an extra two weeks to do the contracts or whatever we're thinking. It doesn't require us to relieve people on the 13th of May. We could still go to, I'm just making updates to him, May 30th. That way the six arrayed officers, Sheriff's officers that need to come on board, they have the time to do whatever. I'm just making sure that we're not- Right. I just want to make sure- Yeah, what I was hearing was- It was a start. Well, from- and I may have been in Turpin and New York. That you was thinking that the 60-day clock was not going to start, and that's just what I wanted to clarify. Oh, no, yes, I know it was so. OK, great. Gotcha. I want to make sure that if we, if we're not ready in 60 days, that we still have a police force behind us. Right. And we would let them know that. And it fans, of course. Does that make sense? You can't say I want to clarify. I said April 2nd, I want to correct that. It appears that the first workshop is on the 7th right and Andy as opposed to second. I saw that. You were just going old school. And I wouldn't mind doing, I mean, I can see us doing a city another workshop on April 2nd just for this one issue because I don't think it's an issue that we should just merge with other. Does that make sense? Other items? Just like we did on Monday. Okay. I am not in agreement in any way shape or form until waiting for April and I'm only one of five but I think that's kicking the can wait and I don't think it's showing the urgency that this particular thing this particular issue needs. Yeah Mr. Chair this is all right. Okay well did you have any further comment? Yeah one second I want to make sure I'm following these dates I'm a little slow here. The seventh, that would be a workshop. Okay. Where we ended our meeting Monday night was, I said we'd probably ought to have a motion to decide what next steps were. And I would like to propose a motion that we instruct Mandy to contact the sheriff and the union can say we are considering this and that the sheriff asked him to please provide to us his contract with their approval on that as soon as possible. So then we can get it to Andrew and then get it to us. And I think in my mind that should be a formal proposal that we do this. That doesn't mean we're going to accept anything. It just means we won't just think move. Then I would think after Andrew gets the contract and has time to review it and make his comments, he get it to us and Mandy just first it to all of us and then seven days later or the next Monday or the next Wednesday after that we have a meeting. Whatever that is. So while you're talking about a timeframe, you would have the workshop given enough time for the sheriff to respond. Yeah, basically get the contract from the sheriff, get it to Andrew. What Andrew look over, make any comments he had, then provide it to us. seven days days later, or the next normal time, which is either among your wins, we have a meeting, have a workshop meeting to discuss that contract as a group. What are comments we want to make, when he changes we want to make? Because I think if you just pick a date like a week from today, we might not get the contract or a week. I don't know. Or we might get it tomorrow. I mean, if we've got it tomorrow, it'd be great. But then Andrew's still got one yet. And I don't want to get this done as soon as we can. But I don't see us overlooking a very vital step that Andrew looks at it carefully and that we look at it carefully. So I'm saying I don't know what we pick at day, but I'd say we move forward with emotion right now to tell Mandy to get hold of the sheriff, struck Mandy to get hold of reunion saying we have decided to move forward with this. And if that triggers the 60 days, it triggers the 60 days. We also have to take into consideration Andrew's availability too. Right, I mean, we've received the contract, I can coordinate with you, Mandy. And, you know, I can try to accommodate anything I can. I know I have a couple of dates where I'm not available in the evening, but between Mondays and Wednesdays, looks like I'd be available the 17th, 19th, the 24th. I mean, I can tell you, and we could discuss it and circulate a date that works for everybody. And I can always be available. I'm a little bit more flexible remotely. I'd prefer to be here in person if possible. But if you have the benefit of all my comments and so forth, I mean, I can hear and respond. Then how does the 24th look? I'm available on the 24th. And if I were to get the contract by Monday, if I could get it by Monday, if he said he could have it by Wednesday, but if I had it by Monday, would you want the schedule a special workshop for the 24th? Would that give you enough time, Andrew? Give you a week. Based on the points and what I'm expecting to see in the contract, I understand this is a very high priority for the city, so when it comes in, it'll be a top priority to review, so I certainly will not be a week. Okay. I will try to review it within 48 hours, start reviewing the day, it just depends on the complexity of the agreement, but I don't anticipate a, you know, a complicated commercial agreement. So if I got, if I got it on the 19th, which was what the sheriff had said he could have it to me by the workshop, we didn't discuss really having it before then. That would give you, you could work through the weekend and be ready for the 24th. We could get it before the evening, that would be wonderful. I will work before I got it. But I'm kind of with Wally on, let's not, let's reach out tomorrow to the Sheriff's Department. I think you're right. After we take public comment make a motion. See what's if you say in the 19th, I mean, well, we're not really going to make sure that we have the time to us also have the time to review it and make sure that we're not doing something wrong. Can I ask the guest something? Why don't we do this in a two step and we'll get, I think there's a consensus that currently that we move forward with Wally's motion that we do this and then I'd like to approach the dating of the meetings afterwards. So what I'm saying is Wally has made a motion that we instruct the city clerk to contact the chair and the legal council. I mean the bargaining unit for the police department and go forward with the period of 60 period 60 day period with the can. And I think is that is that and that's the that's basically the motion that's been made. I like to say the second on that motion. So we're discussing that now. Is that an agreement? Yeah, that's it. Anybody having any further discussion on that? No, I'm good. Because there's a motion on the floor in a second. Any further discussion? Public comment. Yeah. Yes, public comment. Anyone wish to speak on this particular item? Julie, you're wrong. y you all have any comments? I mean y'all don't hear anything that bothers you. I know Cindy's been in contact already with the sheriff. I'm assuming he probably, unless you guys have made changes, then you have to propose a contract. So it would just probably be a matter of changing a few things on it. We don't, we have the contract terms, it was just like a two page letter, but from what I understand, we have to enter into an actual agreement. So there was a, it'll be a different document than that. And maybe they already got it ready, and it's just a matter of getting it to you. It could be. Well, that could be the second part of the next motion that could come up. We can get into that discussion. But this particular time we're discussing, you know, the actual action to be taken. And then the dating of that, the dating of the meetings and stuff would be the next motion I'll entertain. Any further, any further public comment? Seeing none. All those in favor say aye. Aye. Opposed? Inanimous. OK, now I'll entertain a motion. All we can have further discussion whichever the council would desire on the timing. So I'm open for discussions on the timing and then a motion on the timing that we won't accept. Well, I totally agree with Tim on the point that I don't want this drag out. Okay, but spending 45 years in the business world and dealing with more complex issues to be very candid. I know it takes time. I mean, we have a term sheet in what you basically explain to me and I'm going to put it in my terms. We've got a term sheet on what the sheriff has kind of agreed to provide us. But the details have got to be written down. Now he may have agreement that he can take massage a little bit and get it to us. But I want this done in my mind, as soon as we can get it nailed down, saw our staff, saw our police, and so the city knows what's happening. But I know this takes time. Then once it's done, I think Andrew needs to have adequate time. And I don't know about our labor lawyer. I don't know if we need to get him involved but we need to get the right people legally to look at this. Then, and if that could be done by the end of the week, that'd be great but I'm just worried that may not happen. So my thought would have been okay, we start the process as fast as we can in the morning. Okay, get everybody on board. Then as soon as we can get a contract complete and drafted by the attorneys at the Mayor and County Sheriff, get it to Andrew, get him adequate time trying to protect you Andrew, because this is the way I got stuck sometimes. I mean, you get a contract and they want it like the next minute. And you can't do that without making mistakes. And to me, this is critical. We cannot make a mistake. So I want to make sure Andrews had time. Then the five of us, at least the way I'm going to look at this, I'm going to look at every word because that's the way I review contracts and every concept that's going to be put on that paper. I want to make sure I've had adequate time to look at this. Then I think we call a meeting as soon as we can after that and honest to gosh if it's a Monday we have a workshop and a Wednesday just like we did this week, we have a meeting and pass the same thing. I'm all for that. But I don't think I think trying to guess a date right now is going to be very helpful. I mean that's just maybe we say we get this started. Once we get it in hand so many days later we have our first meeting and three days after that we have another thing. And if it's the 24th and the 27th, I mean that's about as fast as I think we could get this done. So what you're suggesting while it is, once we have the document, we've had a chance to review it, we have a set pattern set so that we would have a workshop, and then like three days later we would have the council meeting, you try to space the period of time. I would say we have workshop the very next Monday we can and then a vote on it the very next Wednesday. Just like we did this week. I mean, that's what I would suggest. Because I think, and I'm 100% with you, man, I don't want this thing dragging on. I want it decided. The citizens know this is going on. The policemen know what's going on, and we need to kind of get this going. But I also know working with contracts, and again this is a different kind of condraing I've ever worked on, but it takes time to get the legalese put down on paper that we're comfortable with and our attorneys comfortable with before they bring it to us, and then if we see something, it's gonna have to go back around again. But the fact we review it, we could have a meeting and say, all right, we make these three changes, and then Wednesday, we're gonna vote on this thing. And if we get that done, and I would say, when we have that workshop meeting, the sheriff and all his representatives, including his lawyer, Shin is invigorated. Because if we start discussing something, and they say, well, I don't know, well, I won't say it this way. I want the meeting to charge in his attorney to be sitting here to help us get through this. But that's what I'm thinking. And I know we have to have seven days. Right, I know we can't do a meeting. So that's what I guess we've been in Andrew, you could help us. If we all decide, okay, we're going to meet on the 24th and then three days later, the 26th as long as we have the seven days in between. I mean, not for the everyday. Right, so you'll make sure we do that, right? Correct? Correct. For a special meeting, I mean, a week is advisable, but you don't need 70s for a special meeting. Oh, you don't? Oh, okay. I bet you do. I'm just what I know. On the other hand, though, some of the things that do need to know are, for instance, to make a contract effective. the the county commission have to sign under the contract as well be a party or is it just in or between? Sure. Just some steps to think about that as far as effective. And let me ask the gentleman up here because I'm just thinking in this contract are we going to have it again kind of where we want to spell out that the city of Denellin is going to be in charge of the river patrol between those. I mean, that to me is what the contract is going to have to say. Right. And so that's just the things that I want to make sure the sheriff knows. Okay. That's your voice. Oh, okay. The sheriff knows before we, you know, before he starts trying to contract. So if there's anything that we want to make sure that it's in the contract that we can give Mandy or the tenant or anybody direction of these are the things that they're gonna definitely want and then we can massage it later. I just like for us to kind of figure that out this evening if we can. And you have some input from your phone conversation at this point? Yes, he's going to reach out to Marissa, who is the staff attorney, and he said he believes that she already has something drawn up in preparation. We've just talked about it and it's finished. Oh, okay. I was just waiting for a break. Okay. Okay. Well, that's speed things up. will like to answer that question until he taught her her first. Well, he should. I don't know. He didn't always miss more than that. So, then we're back. Now, where we are now, we're setting our times for our workshop and our actual council meeting decision. So if we, the agreement is ready and it could be presented and Andrew has it as we just heard. Today is Wednesday, the 12th. How does it look? Andrew, would you? Definitely by the 24th, certainly. All right, Tim, is that, see where we are with that? The 24th, of course, if that's a council's decision, it's good, but I will be in tell I asked you at that point. I mean, that's, we could, I'll be at the I got another problem. That's the day of my surgery. No, not the 24th, but the 26th. I'm going to have my surgery. I will still be in town as soon as I don't come home until the 27th. Okay, so. So about the 31st. But I mean, nine, so it won't make any difference. Yeah. He's not gonna be able to see you. What are you gonna have while is it anything that's gonna have it? Yeah, it's pretty serious. Okay, all right. We're gonna, we're gonna make it. If we got it today, all right, let's go, let's back up. All right. We get it today. Andrew, you get it tomorrow. just either 13th. Exactly. Would it be ready by 20? In it is it even feasible to make your comments, get it back to the sheriff and have a meeting on the 17th. I mean a workshop meeting. Is that even possible? The 19th. Oh. Yeah, 19th. I'm sorry. I'm telling you, I can't see. Potentially. How's your driving? In the daytime, it's fine. I do not drive at night. Well, let me ask you this, Andrew. If we do a council meeting, a one item council meeting on the 19th, we could do everything we would be doing as far as our discussions and we could actually make a decision on the 19th. Is that what that work? Here. You see what I'm saying, Tim? We can have your discussions and vote if we call it special council. We can call it a special council meeting for one particular item. And what that would do is that we could have discussions of course, but we could also take action. And we could take it before I'm going to be out of town. And then while he has our surgery the next week, you see what I'm saying. So now we know that the contract's going to be available and we would have enough time to review it we think. We're pretty sure about that. Is that we in line Andrew? Actually I haven't seen the contract. I know but I've seen it. I'm trying to do if we if we if we shot for the 16th we could do the 17th or 18th. See what I'm saying? I think it was the following week I'll be on town. I'm not available. I'm sorry. I also had your 7-day publication requirement too. Well that's what I'm saying today. Andrew said we didn't have to have special. Special, special, no. Especially you can call you know a week as ideal. I will tell you I do some conflicts on the 19th. I could appear remotely the 20th I'm available for certain. I think that you can certainly call a council meeting and that would be advisable because you don't know what kind of actions you're going to have to take. As far as approving a contract on the 19th of the 20th, I don't think that you would, it's unlikely that you would be there because if there are changes to those contracts, I would flag those, you would see those, and you'd have to have that discussion with the sheriff, you know, at whatever meeting is there. So if there's going to be any changes, then there probably will be some. It would probably have to come back at a subsequent meeting, you know, either a special meeting or, you know, the workshop as a council meeting, whatever. But, yeah, I imagine given the contract, there'll be some requests for changes or something that, you know, won't make it ready to go on the 20th. So then, or the 19th whichever day? So your recommendation in that circumstance would be just a workshop meeting and then we would actually make the decision for a special council meeting. Essentially, but I'd recommend you call council meeting because that's what I wanted to do. You have the flexibility, it doesn't mean you're ready to vote on the contract. Yes, but you have the option. But you have the option if you need to do something with the union, or you do something that's not forecasted, don't seem to be on the... Then you can take action and you can make a vote at that special meeting, as opposed to be just limited to discussion by wordchubble. Well, that's what I was hoping for, because we, instead of spacing this, we've discussed this thoroughly. The only obstacles we have is the actual review of the contract. If we allow enough time for it to be reviewed we can discuss and vote at the same time in a special council meeting. You could vote I'm just saying that it may not be that you're ready for a vote but I could have the opportunity to wait. Yes. Does that mean everybody's required? Yes. So since Andrew can't be here in the 19th, could we do the 20th? I thought that's where we went to. Oh, I'm sorry, I missed that. Oh, maybe I missed it. Well, maybe we went to the end of your mind. So 20th would be the 30th? First day of spring. I'm glad you're going to be in the same place. You're going to be a joy. No, I'm going to be in Orlando. All right. All right. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. What are you gonna say, playtime? You gonna be a giant? No, I'm gonna be an Orlando. All right. We're here in the early end there. But then I'll entertain a motion that let's do it. Like a council action that we will schedule a single item, special council meeting on the 20th. Second. Second. There's a motion on the floor in a second. Discussion. And you're good on the 20th? I'm good on the 20th. Okay. Thank you. I just should take public comment. Anyone wish to speak on this particular item? We're scheduling from the 20th. We will get public notice out as soon as possible concerning this issue. I assure you that So the 20th any further council discussion all those in favor say aye motion carries On the 20th and the only item on the agenda will be the decisions for our police department and the sheriff's agreement And that presentation you did, has the sheriff seen that? Okay, well then he's got, Barry, he's got the information about Tim shared his presentation with the sheriff already. In there it talks about the duties that we will assume, like the river, the CRO. That's all outlined in terms of outline. So that should be in the contract is what I'm getting to. If he's seen that, hopefully that'll be in there, but we all got to make sure it's in. Yeah, and then we need to make sure that Mr. Ray back, Captain Ray, God, have it totally blanking, sorry, has the same that we know that what we are giving him as well. So I guess we need to now start working on what his duties are going to be. And we are. Yeah, well, I know, yeah. But I mean, I just would like for him to start knowing on the 20th as well. Maybe we can have a rough draft. And there will be. There'll be one ready before the weekend. OK. I'll add my two cents in when you're all here. Absolutely. Absolutely. Any other discussions on the item 5A, the police department? The resolution has required. When does that happen? I'm not sure what you're. We have to do a resolution to vest a sheriff with police powers? That's what's a question of the term sheet. I'm looking at it now. I think by the time I take a look at the contract and see what's included in there and have discussions with the sheriff's office, I can come back with a game plan of timing and when things need to occur for you we can certainly discuss that at the meeting Okay, so could we discuss that on the 20th? I mean we said single item. Well the single item is to please Oh, okay, just on this I just want to make sure yeah, no I thought same thing Because what I'm thinking we're going to discuss on the 20th is going to be this year our opposition job descriptions. Naturally what we spoke about going through the contract with the sheriff and basically anything that police related. Okay, that's cool. Any other discussions on it? Anyone else? All right. We'll move on now to the department reports. I mean, do you have everything you need to go forth and cross forward? I think so. Chad, you want to discuss anything on your department? Sure. I'll start you out. And two things. Tomorrow we have our stone drain parking event. It's part of our MS4 requirements to mark the stone grains and to put it out for the public. In case anybody wants to attend the stone grain of marking, from 11, now I go 11, we're gonna be in a Pennsylvania Avenue area. Mark and grains in there, and then one to three and we'll be out in the box springs area, marking stone grains. Anybody wants to to come? Pretty MS-14. Also, I talked with Justin from PageRite on the Finishing Up to Grenada Project between the two of you in the various streets. Last week, they got the drain that everything put in. They're planning on grading next week to the Finest grade to slope into each drain on each end of the Bernata. I had a Mary and Riverview and then the following look after that they all paid the finish up the project. Okay, so first part of April? Yes, the payment should be done. Okay, anything else? Everything from it. I have it all. Shawna, do you have anything that you'd like to speak on? Well, we've completed the software conversion. There's a bit of cleanup to do. To put it mildly, getting ready for the auditors coming in. One time. Is that all, Shana, do you have anything else? Ron, do you have anything you want to report from police department. Just an update on the red speed project. We're moving forward with that. The cameras are installed as you guys have probably seen if you've been down-seater. They are already collecting the data and reporting on it. Probably April 1st will start the warning period and where that will be sent out. We just finalized, we're trying to work with the magistrate and trying to set up her schedule on how that's going to go. So if everybody wants to contest a citation, then they would be automatically scheduled for a date. and then they would show up. So that way, she's not like sitting here and nobody shows up. So we're working through that. But other than that, by the end of April, they're looking at go live for actual sending out citations. So that project has worked out very well. Okay, and of course we start school in April. I mean, in August, it would be about the middle part of August, I don't know the exact date. It would be the middle of August. By that, everybody would be back from spring break, and every year. Yeah, and you would have a chance, everything will be set up and you start the new school year with it. Absolutely. Good timing. The only question I have for Council tonight is I was just concerned about the timeline because you have a secondary timeline with the 90-day interim chief contract that you guys have. So the timeline that you guys would be working with to accomplish everything else, I don't know if that could be extended, so that would be an Andrew question. Obviously, it would be a chef question as well. I'm sure that would be amenable. If you had to extend that 30 days, 60 days, whatever. That will be part of your consideration. I'm glad you reminded us of that wrong. We'll address that on the 20th. We have that meeting. Are you having anything else? No, sir. Unless you guys have anything for me. Any questions for Ron? Yes, sir. I have. Do you have a question? I have one thing. I don't know if anybody else has experienced this. And I haven't said anything to my insurance company. But somebody stole some furniture off one of my docs back in December December and I didn't call you. It was gone. Today I spent hours to the day with a mechanic working on the engine of my pontoon boat. Found out somebody's porch something in my gas can. And it was a run of my engine. So I plan to put out trail cameras all over my yard because I'm going to find out who's doing this but I want to warn people that this apparently is something that's going on on the river or I may just be a very friendly person to just doesn't like. But I don't know, I couldn't believe it. We start working on my engine because we couldn't get you started And the guy says, what's all this orange stuff in your gas? And, uh, anyway. It's been interesting. No, no, I haven't told you this, but I wanted you to be aware that other folks may or, like I say, I may be the only wonderful person getting these kind of things happen to. But, apparently, there's some issues of crime on the river now and and it doesn't really surprise me, but Stealing my furniture and now running my gas is not really something I get excited about I can get with you later and we'll definitely follow up with that. Okay, so we can put a stop to it. Well I appreciate it. We don't need it all looking down the room. No. And I couldn't believe it was standing there. And he said, what's this orange stuff in your gas? And I'm like, I don't have no idea. So that's all. Thank you. Thank you. Did anyone else have any questions for Ron? No. Okay. Thanks, Ron. Can anybody else, any other department? Reports. Anybody? That's it. Okay. We'll move on to Council Layus on Reports and comments. Do you want to speak on that? Valorant. Go ahead and speak on them. Would you like to do that? I need to be right ahead this morning. Yes, sir. The mayor and I did attend the joint meeting this morning over in Americani. It was pretty enlightening as far as what they're trying to do, make sure that they get all the parcels of land that are available, they call them units, for that they know where they need to build, what the future's looking like. A little disappointing that they, I guess the organization that the engineers or not engineers with the team that they hired, once they got dealt into it, they realize that everybody gets the information in different formats in different ways. So they're trying to get everybody an apple to apple and an to orange as they described it to us. But they are definitely looking for all the cities and municipalities to get them all the information for that we can have. I think another joint meeting in September, after their 40 days of the new year, for that they have a benchmark they can look at this year, 24, 25 school year ago, they had so many kids at the 40 day market then, at the 25, 26 still know what that new number is, that they can kind of use that as a benchmark. So it was very well received, and I look way to do it. I think that's the best way to do it. I think that's the best way to do it. I think that's the best way to do it. I think that's the best way to do it. I think that's the best way to do it. I think that's the best way to do it. I think that's the best way to do it. I think that's the best way to do it. is resigning and that is effective in July. She has been with us since we came out of the COVID area. So she was recognized today in the meeting for her service to our community. And she has done a fine job as far as I'm concerned. And in my four years at Dunnellin High School, I've seen her there several times. I toured with her our school facilities in Dunnellin, and she spent a great deal of time and was showed that most interest in our schools. And I've been very pleased every time I've had a chance to work with her. In fact, I have a meeting schedule with her on the 27th of the day. I come back from Tallahassee that afternoon at two o'clock. I have a schedule meeting with her. And of course she's leaving office, but still we had several things on the to discuss about what's the future for our Dunnell and schools. And so that's part of it. Like I said, it was informative. And the biggest thing is they're trying to assess our growth. And they're trying to use the information that exists currently. So they're trying to sort out the building permits, the applications for development. They're trying to sort out these particular issues and compile some facts as to what is actually happening in Marion County as far as the impact on Marion County. Of course, we in southwest Marion County, or it, and I made this clear, we're already aware of the impact. And I also used the gest that we have our own little 200, which is US 41. And that was well received, everybody seemed to understand that analogy. And the residents of Southwest Marin County are already concerned with the growth and how it is affecting our lives. We already see it. And we understand it. And I did make that comment in the meeting. So we'll see as we move forward how it affects our school development, our roads and of course my comment about 41 is well taken because we see that every day and it is as far as I'm concerned it is little 200. It's coming right along and I did express that. But yes, the meeting was productive as far as I'm concerned. I mean, I learned something and we had the people there that could provide the information. And in September, it will be much more informative because they'll have their data together and we'll be able to hear more of what they say. But my focus, you know, not only as a teacher, as a substitute teacher at Dunnell High School, it's also a cross purpose because I'm mayor. And I'm a Dunnell High School graduate, so you can rest assured that my concerns are Southwest Marin County and I'll continue to stress that in all the meetings that I attend. It's up most important that our schools be well cared for and that we get the best deal we can for our students in Southwest Marin County. And I'll continue to stress that. I don't have a problem doing it either. But anyone else have anything else? I have a couple of things. I'll go ahead and put them over. There is a document that we just distributed here. This is a bill that is coming before the legislature. And it concerns our emergency responders. And what's going on is our senator for our district stand McLean is the sponsor of this building senate and I'll read it to you and you'll have an idea of why I think it's important and I'd like for our council to Okay, me endorsing this while I'm going to be in Tallahassee. And I'll just read this portion for you. On behalf of the City of Dunnell and I am writing to express our strong support for HB749 and SB1202, which seeks to enhance benefits for firefighters to sustain total and permanent disabilities during official training exercises. These bills recognize the inherent risk associated with firefighters training and ensure that affected firefighters along with their spouses and their dependent children receive critical health insurance coverage. Firefighters put their lives on the line, not only in emergency situations, but also during and rigorous training necessarity for prayer them for real world incidents. The provisions outlined in these bills align with our commitment to supporting first responders who dedicate their careers to protecting our communities. By ensuring continued health insurance coverage for those who sustain catastrophic injuries during training. This legislature, the legislation acknowledges their sacrifice and upholds our shared responsibility for care for those who serve. We respectfully urge your support for HP 749 and Senate Bill, 1202 to provide these essential protections for Florida's firefighters and their families. Thank you for your leadership and dedication to the well-being of first responders. I would like to thank the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the faculty of the It is not, it's supported. This bill is also supported by our mayor in county fire and rescue. And it's, I think it would be a nice thing for us to do. And I think it's a proper thing to do, you know, to offer this protection to our firefighters and it would help me as a, when I'm in tell. Is there any objection? I do have an objection, sir. All right, sir. Okay, is there anyone else with an objection? I would entertain a motion. Did you say you have an objection? Yes, ma'am. Oh, well. My father was a firefighter, so I will understand their occupation. Okay, however, when I go through, and I see I was also in the military, all my family has been in the military. When I take a look and I see all the phony disability claims out there, all right, when I watch and I can name six of them right here in this town that are drawn benefits and there's nothing wrong with them. So pretty much all of anybody's got to do now is go lower up and take so much time where they don't draw a paycheck and they're on disability and many of them soon and that's all you got to do is lower your up. The other thing I object to it is I am like everybody an absolute fan of our first responders okay but they are not the only hazardous occupations. The occupation I had was extremely hazardous. I watched people die, I watched them get mained, I watched all kinds of things happen to them. We see people in the power companies that work out there, okay? They're dying every day and they're getting mained every day, but we tend to go with specific industries while other industries don't count. And that is, I think, is getting out of hand because it is too easy to lawyer up now and make that happen. And there are not enough checks and balances on what is going on out there right now. Thank you, Tim. Any doing else? No, sir. Thank you. Should we do public comments if we want to vote on it? Yes. Anyone wish to speak on this particular item? Seeing no one, I'll entertain a motion. I move that we allow the mayor to go to Tallahassee in support of HB 749 and SB 1202 and sign this letter. Is there a second? There's a motion on the floor in a second. Discussion? All those in favor say aye. Aye. Motion carries. Thank you. I have one other that I'd like to ask for consideration. The Noelle and First Badges Church is finally completing their construction of their new facility. And the date that it will take place is Sunday April 6th at 1240, I mean at 1045 AM. That's Sunday April 6th, 1045 AM. I spoke to Pastor Russ Randall this afternoon and he asked if the city would send a congratulatory letter to the first Baptist Church from our council congratulating them on their due church sanctuary. Is there any discussion on doing that? Anyone have a problem with that? Yes sir. All right, if that's okay, do we need to vote on it? We could have a motion. Do we need a motion on it, ma'am? Just have a consensus. Did you write a letter? I suppose. Well, I'll do it. I'll entertain a motion. So moved. There's a motion on the floor. Second. Is there any discussion? Any public comment? Seeing none, all those in favor say aye. Aye. Motion carries, thank you. Who looked up? What did you host second? Rex, Monday the 6. Sounds good. And I will be, you know, going to Tallahassee, I'll leave Sunday, a week from Sunday, we're going to spring break. We know that, don't we we on Friday? And the following Sunday, I'll be going to Tallahassee and I'll be meeting with our legislators and also working with our Florida League of Cities and our Florida League of Mayors. There is a vacancy on the board of directors for the Florida League of Mayors and I have served in the Florida League of Mayors board of Directors in the past. And so I have applied for that vacancy. Of course, it'll have to be approved by the board. And I really don't know what'll happen. It's like any other election. So we'll see what happens. But I hope to rejoin the Florida League of Mayors Board of Directors and further our efforts in Dunnellan Southwest, Mary Marion County and work with our legislators. I look forward to spending time there and I'm also open if anyone has any suggestions anything that come to it that they won't be to present. If you want to mention it to me now we're in an open meeting we can certainly do that. Anything? Anything? You want to get the vote on the ball field page, if you find somebody writing grants? Well, we never know. We never know. But right now, grants are kind of interesting right now because there's a lot of belt tightens going on and a lot of turmoil not only in our federal government but in our state government. So we'll just have to see what the field is until I ask you. This is the first time I've had a chance to get back up there. So we're going to see what's going on. One of the major issues is our home rule. And once again it is under attack. We've got certain interests within the state who want to develop and pay everything that we have. And they are determined under mine, home rules. And so I guarantee you I will be doing everything I can along with our county commissioners that they've already forced their concern. And I'll be doing everything I can to try to support home rules so we can control our development in our order of, of, of, Marion County, our, our, our water, we're gonna work to do that. We've already seen what can happen when they submitted a somewhat of a summary of a proposal to go into our hometown with the development and we certainly knew we didn't want that. So we're we know how to what the value is of our zoning and we are going to protect it. That's all I've got. Ms. Ram, one more quick thing went out when we were at the meeting this afternoon or this morning after the meeting, the direct, the woman that was in charge of the presentation at what was her name? Audrey, or anyway. So, but she is on a committee, the president, if I remember correctly. And they were stating, I was telling them that we desperately need a community development manager. And she is in a group with over a thousand community people like that. So she's going to definitely try and help us find someone. So that was a good way to meet up with. So just we were working at y'all. Thank you. Yes, you're welcome. Absolutely. Okay. This was the agenda for this meeting. We think we have long agendas for meetings. This is actually a book. I think I'm going to be reading this for a certain meeting. You know. You have us at our nights. Anybody else have anything else? I do, sir. Yeah, too. Mandy set up a meeting of this past Monday with the Fire Marshal and the Fire Inspector. So Mandy chatted myself and the Fire Marshal and the Fire Inspector. Do I have him right? He wants to. He's the Fire Prevention Supervisor. OK. And we went through the commercial business inspections inspections and we went through how to get STRs inspected and to make a long story short the commercial stuff is pretty much all is off we have a plan how to move forward and start getting the commercial businesses inspected and then get them on a regular calendar and they are on board on board with STR inspections to begin once we implement the STR process. So let's spend an issue for a few years and thanks to Mandy and Chad and the fire folks, let's resolve now. Good. Good. And a lot of thanks to Chief Banta once again for his effort. I've done that one here. It's been... I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. No, I don't have that. Maybe it is. May have to push out the labor first date. Another 30 days with everything that's been going on, special meetings, and just the working with the pension side of things, and working, talking with the union, and having to deal with labor attorney. And I have been on the phone, and I have just not been able to put as much time and effort into that as I had planned to. So I'm just giving you a heads up. It's not a definite, but I may come back and ask you to let me push it out another 30 days. The best you can do, that's all we can ask, maybe. You're doing the best you can and I think the council appreciates that. Yeah, we were going to get together and actually do a dry run. We keep getting pushed back because. But we're actually going to do a dry run with every single aspect. As if somebody walking in the door to start the registration process and that kicks off the checklist and all that. We keep pushing that out because we just keep getting issues come at us one after another but we want to go through that process and find the holes as we make a dry run and then fix plug them holes before before you implement something that doesn't look as good as what it should. Like I said, we just keep getting pushed back with the different issues that come up. What I was going to ask is, could we on the fire inspections, could we pro-rate or pro-rate all the people who register now to the month of October so that everything is due in October so we only have to deal with it one month so that when the fire inspector come with it when they have to do the fire inspections and they're doing October they can send the guy down for one or two days and get them all. Okay. Then then it would just, everything that everybody applies for during the year would be probated to October rather than have to deal with two or three a month. Okay, with STRs, correct me if I make a mistake, Mandir Chad, with STRs, the initial inspections, once we kick it off, are going to happen on Tuesdays. And they can do, he's only got one's only got one inspector and they can do 10 a day. So as they apply, we're going to build the list of the 10, send that list to the, we have to send that list to him by noon on Monday prior to the Tuesday inspection. And then they will come out that Tuesday, let's just say there's 10, knock out those 10. And then they will come out that Tuesday. Let's just say there's ten knockout those ten and then they will go into and then they will be every annually they'll go into the program and they will be done like that annually. With the businesses there's what I did not realize is there's different tiers hotels of stuff like that that, or at the highest tiered, highest tazards, so they have to be done annually. Typical, I'm a pop stores, etc. They're only every three years. So what he does, the timeline I believe he gave us was when he's going to be able, based on his workload, now it's going to be somewhere around August, when he can kick that off. And he wants to send, he's only got one person doing that off, can do that also. So similar to what you're saying, he wants to bring that person in when they're done with whatever area and have that person come in, stay in this area, knock them all out. So they're not jumping back and forth for a oakster here and all that kind of thing. Then they would go on the calendar. Okay, so the annual ones would be on the annual calendar, the three year ones would be on the three year calendar and then it would automatically their database pop up and that's the way that they need to do it. I think it's similar to what you're asking. I was just trying to get it so that for Mandy and the people in the office, October, it started the year with the SDR month, but all the applications should be done, all everything is scheduled, and then they've only got to deal with maybe the one or two a month rather than have to do with two or three a month. Right. We went back and forth and this is basically what works for Mandy and for the fire department. Okay. And we did need to look at the ordinance because the ordinance says that you have to be registered by October 1 of every year. And if we're going to say someone comes in and registers in April, there's nothing in there that allows us to program anything between April and October and haven't come back in. So I think it would work best for us so that we're not inundated every year. You know it with 50 rentals if we have 50 rentals in town that we're having to you know process registrations, schedule fire inspections, chance got to go out and and expect for the code enforcement pieces of the ordinance. I would like for that to be annually upon your initial registration instead of October 1st of every year so we're not dealing with everything at one time. Andrew, you good with that? Mandy, I'm sorry I missed that. I was looking over this time. I'll tell you later. You'll be good with it. They could fall. There's that and down his white fears. and the section of the code that addresses annual fire inspections as commercial businesses shall be inspected every year. So because of this tier that we've learned about now, that's another section of the code that we're probably going to need to look at because there's one, two, and three-year Spans between inspections, depending on what type of business it is. So we make it, you know, clean a few things up At one time. Oh, Mandy, did you look at the resolution, I think, that said that the applications for the S-Hairs had to be notarized and if we're doing them online, if they're doing all the, does it say that in the ordinance? It said notarized. I'm 96% sure of that. Okay, well that may be something else and has to come out because that's when we were gonna do it manually, you know, having full one. So I remember looking at it and seeing the work in the address, I think I told you about our name. I'm kind of tapping. I'm pulling one ear out the other, Valerie as much as going through my head in the last couple of weeks. Is something in there catching? It's all kind of as easy. Does anybody have anything else in the other council comments? Andrew, do you have anything to say? Council, the only thing I would say is I've had chance to revisit the term sheet and the idea of senate to meet during the meeting and I've been taking a look at that and yes as I suspected the Board of County commissioners will be a party to it and they will have to amend their budget so that will affect, you know, some of the timing and so forth. And of course, one thing to become effective. So as I said, I think we'll have some more information for you at the next meeting on that. But they confirm that other than that, I don't have anything else there. Okay. Well, anything else, Castle? I'll entertain a motion to adjourn. Yes. Motion of the floor to adjourn. Second. Second. Discussion? All those in favor, aye? Aye. Motion. Here. No, no, no. Sexual. No, no. Okay. Yeah. Please do not leave. It's real quick. You're going to be a contract. No, no, no, no. Yeah.
