In Broward County, we have our own Human Rights Act, which mirrors a lot of the things that are already in the Civil Rights Act, as well as the Florida Civil Rights Act. And we protect race, color, religion, sex, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, gender identity, and expression which the City of Oakland Park was the first to actually enact those protections in Broward County. Veteran or service member status, lawful source of income, victim of dating, domestic violence, stalking or human trafficking. And we try to do our best to make sure that in Broward County people are accepted, feel safe. And we provide these protections in employment, housing, and public accommodations. And Lydia Richards here is with the section. And the section is actually the one who does a lot of the investigative work where you could file a complaint. The effort that is expended by the citizens and volunteers throughout our city throughout our year are amazing examples of selflessness and commitment that make us a stronger community and a more amenable place for people to enjoy their experience of living, working and playing here in Oakland Park. So I'd like to introduce this evening our parks and Leisure Services Director, Christopher Cassel, to walk us through this presentation. He is joined this evening by his ace, Steve Mateer. First of all, and Carrie is here too. Yes, sorry. First of all, I want to say as an honor and a privilege to do what I do. The honor is being led by everybody who's sitting up here on the dius. The privilege is to serve the community with volunteers. So tonight we're going to call up just a few of the great people who volunteer in this city who gives back so everybody can be recognized. We'll have my coworker, Ms. Carrie Mahario, say a couple of spills and we're going to fight everybody up. Our first award is going to be for our volunteer team of the year which is our Dixie West Neighborhood Association. This year they have associated actively engaged in our local businesses to contribute to a restoration of one of the city's most iconic landmarks, which is our pioneer house. Mr. Tim Smith has been instrumental in leading the efforts to revitalize the house and enhance its charm. This year they have exceeded $100,000 of restoration toward the project as well as volunteer hours. So please come on up, Tim Smith from the Dixie West Law Association. Next we have our volunteer business of the year. This fiscal year, UFI, had approximately 2771 volunteer hours logged by nearly 200 volunteers who contributed to gardening, local food production, and environmental stewardship. U of I hosted seven volunteer events across Oakland Park and Brow County County, notably for Earth Day over 50 participants who created 130 oyster ropes in collaboration with Port Everletes. Please come in up the urban farming institute. Next we have our youth volunteer of the year. Dylan Bell was an exceptional asset to the Parks and Leadership Services team, contributing an impressive 240 volunteer hours in support of our summer camp program throughout the season and play a key role in ensuring the safety and enjoyment of the kids, consistently going above and beyond to create a positive and engaging environment. Please welcome Dylan Bell. And last we do have our volunteer the year with 237 volunteer hours. I as a dedicated coach to our many programs, Tamir Stumpter has become a cornerstone of youth sports, coaching basketball, flag football, baseball and soccer. Her passion, exceptional skill and a waiver in commitment to children ages 4 to 7 has left an undeniable mark on our community. Tamidra is inclusive and heartful approach, not only inspires her teams, but creates a positive and uplifting atmosphere that extends far beyond the field or court. Welcome to Midra Sumpter. And last we also want to recognize our great commission that's just right beside our person leisure team. The City of Elkham Park commissioners exemplify the spirit and community by dictating their time and energy to volunteer initiatives. Their efforts go beyond policy making, reflecting a deep commitment to the well-being of residents they serve through their selfless actions. They inspire others to contribute fostering a culture of unity and shared responsibility. Thank you, our commission. We're going to invite the commission down and I just want to let everybody know. We have this year not have this year where every volunteer commitment there's been a commissioner there. And everybody you see up on his dius from the city to the city manager has participated in volunteer in this city, so equity put back into the city. So thank you everybody. I I do want to just say this is just about six individuals of 300 over 300 people who volunteer regularly for the City of Oakland Park for multiple projects. So again, for every one of you who participate, thank you. You may not have been up here, but you're in our hearts and you're in our minds, and we know you, we want you to know you're making a huge difference in the city of Oakland Park, so thank you. Thank you. We have a major project about to begin here in our downtown area that is going to be undertaken by our fine neighboring city Fort Lauderdale. We're going to have a brief presentation on that and then open to any questions that you might have for them. I'll let my wonderful Public Works Director Albert Carvin introduce our guests if you would please. Yes thank you, Mayor City Commission, Albert Carvin Public Works Director. This presentation is going to be by Vincent Desgano from Chenmore and Associates. He's part of the design built team for the 38th Street Forest Main Replacement Project. Vince? Good evening, everyone. My name is Vince and I'm a engineer with Chenmore and Associates. I'm here today to talk about the city of Fort Lauderdale, Coral Ridge Forest Main Project, particularly Phase IV of the Project. So this is a design built project with the city of Fort Lauderdale as the owner. David Mancinian's sons is the prime contractor and Chen Moore associates is the engineer of record. A little project overview. The project total is about 16,500 feet of sanitary sewer forest pain. The project was broken up into four phases. As you can see on the slide on the map. Faces one and two have been completed so far. Faces three is currently being tested and anticipated to be completed in about a month. And that brings us up to phase four. As you can see on the map, the blue line on 38th Street. Why is the city performing this project? Well, a couple of reasons. First, we're replacing aging infrastructure. These pipelines were installed are transporting about 8.5 to 18.5 million gallons of sewage per day. So they're very critical assets and we don't and we want to make sure that we're maintaining them. So the scope of the project will be replacing the sanitary force main from Dixie highway east on 38th Street up to Federal Highway, across Federal Highway into the coral ridge golf course and ending at the city's master repump B station. The construction methods that will be utilizing are horizontal directionally drilling, it's a trenchless methodology and open cutting our connection points. As for restoration, all items impacted by construction will be replaced. We have a topographic survey that was performed. We'll do our pre-construction videos, make sure we know exactly what the existing conditions were. Anything damaged during construction will be replaced to match existing conditions or better. So particularly on Northeast 38th Street in the city of Oakland Parks City limits is what we're focusing on tonight. As you can see on the screen we broke this sections up to three phases or three work zones we can call them. Why we broke them up into three zones? Well I mentioned we're using horizontal directionally drilling as a method of installation. So these will have three directional drills on 38th Street. I'll explain a little bit more about what a HDD project looks like. We can zoom in on the zone two here on 38th Street. The first step would be to set up our MOT plan. We're following FDOT requirements, power counting requirements, setting up detour signs, road closures, advance warning, and message boards. Once the project zone is properly barricaded off, we'll mobilize our drilling equipment in this area on the west side of 13th Avenue, we'll sail up our drill rig. The east side at 16th Avenue'll have an exit pit. What we'll do is utilize our drill rig and drill a six-inch pilot bore at a certain degree angle into the ground going to about 50 foot in depth coming back up at 16th Avenue. If you can see the screen the green line will be our alignment of our pipeline. However in this area there's no open cutting it's all through trenchless technology. We'll continue to do multiple swab passes and large the underground bore larger and larger until it's a diameter of the pipe. Meanwhile, we'll also be fusing and staging pipe behind our exit pit. Once the bore hole is at the right diameter and ready for our pipe to be pulled in, we'll string it out the entire run above ground. At this point, this is where our footprint gets at the largest and we'll have the biggest impact on the community. However, this is, at this point, we're also working on a 24 hour work operation. Once we start this operation, we need to keep going. Typically, this string out in the pullback will be anywhere from 24 to 72 hours long. And that would be that's our methodology. We'll have three of those work zones down 38th Street. So project schedule our current status of the project we're securing permits, finalizing our design plans and securing material. Construction schedule, we're anticipated to begin 2025, at the beginning of 2025, on the west side of 38th Street, working east, towards Federal Highway. Construction is anticipated to be completed by September 2025. Some project contacts, here's all of our emails, City of Fort Lauderdale Project Managers, David Messini's Project Managers, Superintendents, Chen Moore and Associates. You can all reach out to any of us. We can answer questions. Any concerns? We're always here for you guys. That's everything we got on our presentation and I'll open up to questions. Vice Mayor? Yeah, a couple things on here. The pits, you're gonna have how many pits, three pits? So overall we're probably gonna have, talking, sorry, sorry. Six pits for the directional drills. We have some connection pits to make connections to the city of Oakland Parks, Forest Mains, Wilton Manor's Forest Mains, and a couple. So overall probably six to eight pits. Now question is, however, is this going to impact people's ability to get into their houses? Yes, it will impact people, but however, we'll make sure people are able to access their properties. At certain points we will need to string out large diamond or pipeline and certain households will be impacted but the contractor is very helpful and we'll make sure that people have access to their houses. Yeah because I lived with the prospect road one you've missed done and they've laid up probably about three quarters of mile pipe or more. And all those streets were closed off and I can't see if everyone's house on 38th street when you lay those pipes out. They're not going to be a special package. I mean the north side of the road on my correct. Yeah, I mean once we get out there we'll fuse it, we'll see which side of the road is the best least impacted of public. For example on 25th Ave and phase three, the contractors utilized a parking lot and had golf carts and transported all the residents to their house. It was ductile iron pipe. No sir, We're replacing ductile iron pipe with HDP and I, yes sorry. We are installing some ductile iron pipe. Okay. The joints that hold together, they rubber seal. Yes they have gaskets in them. Okay. So these gaskets should be good for 40, 50 years. Yes, sir. OK. One more thing about the availability of our rescue units to get to people's houses. The big concern is that we've got someone having a hard attack and they can't get close to the house. They can't get within the quarter mile of the house to get to the people's houses Yeah, my name's Ryan Colts. I'm the general superintendent of David Mancini and sons When we deal with all this work or whatever we always leave access for emergency vehicles to where we can still pass through a vehicle in one direction or the other We always make sure that emergency vehicles anything that personal residents and stuff like that, some driveways may be impacted, but there will always be at one point or another that somebody can drive down that road. Okay, so 38th Street will be accessible. Access one lane. Yes. That's my main concern. Yes. But the other thing too is that when the pipes in front of their house, they can't so much transport someone Because I you know driving that prospect road everybody I live out there There was no way you could get from one side of that pipe to the other So the pipe will be set up on roller so there is a way of getting under and over yes Not exactly simply, but yes, I do understand your concern The other thing too I'm concerned about they did this out in the prospect road. They didn't cap those pipes at night. Those pipes were wide open, so anyone could have gone down those pipes with a skateboard, with a whatever, with a HD camera on their tops. I think they're doing something for YouTube. I'd like to have those pipes capped at all times when they're not being used. We could take extra precautions to be able to. Especially the ones going down inside the ground. The ones on top of the ground, you know, it's not much going to happen, but I'd hate to see someone, you know, kid thinking something, it's fun to go, let's go play in the pipe. They slide down the pipe 60 feet down under the ground. Oh, that's understandable. We can, like I said, we can take the extra precautions and to help you along with those concerns that you have. Those my safety is my main concern with this thing. Say with us. The other thing too is how long is each section? Do you know about how each low section is going to because I want to make sure is that the whole section of 38th Street is not going to be lined up with pipe. No, the entire section won't be at one time or whatever. We'll be doing one phase at a time. So the first drill over there closest to like Dixie would be I think that was 500. 600 feet is zone one. Zone two is probably a little over 1500 and then zone three is like 2000. Okay, so at those times we don't, during the entire duration we don't have the pipe strung out the entire duration of that. We typically string out the pipe at the time that we're getting ready to do the pullback where it'll do the impact most at those points. What do they have an auger with a GPS located on underneath there? So they do what they call wireline transfer. So they put out a wire that can track the where the head is at all times. No, no, which way it's going. Yes. Yeah. And because I thought sometimes they put a GPS unit, but they use also gyroscopes. That's another method, which is it's another way that it just communicates back to a computer back on land now, Mr. Aver What are Is there anticipated move to the sky building? We'll be moving to the sky building sometime in the late spring or early summer at this day They'll be done over there. They should be completed with the first phase by that time is if everything goes on schedule Very schedule. Thank you very much. I appreciate it. No problem. Thank you vice mayor. Commissioner. Vice mayor brought up some great safety points which I totally agree with everything he said and but I just remember work being done in neighborhoods where the swell area, a mailbox or grass is removed. You know, when there's work being done and then when it's completed, their yard does not look the same. How are you all monitoring that and making sure that residents, yards remain the same as intact, the same way that it was before you came? So prior to construction, we have a third party come through and do a precon video, videotaping and marking down any preexisting conditions of everything, whether it be a crack in somebody's driveway, the station, the consideration of how their driveways look, their brick pavers, their swales, trees, mailboxes, everything is documented, and it is also submitted to the City of Fort Lauderdale. We can share that also with you guys if needed. When we do that, we do this and at the end of the project, we go through and we review that tape and we go through and make sure that everything comes back if exactly the same if not better. Typically when we leave a neighborhood it is better than what it was in the first condition. The City of Fort Lauderdale also has a full-time consultant WSP on site doing inspections and chin more and associates will also be out there doing inspections as well. Okay and I hope if a resident does have an issue with something and they want you to come out and look that it won't be an issue. I'm only saying this because I dealt with this before when sidewalks were placed in and the whole their whole entire swell area has been just changed. So, so well, well thank you, thank you for that. So when we do PIO and we inform the public whatever we go door to door with flyers which will have my personal contact, the project managers and my assistant project managers contact, email phone numbers, everything. So we're available 24 hours a day, seven days a week. So if somebody has a problem, they can reach out to us personally and we try to just get it mitigated as quickly as possible. And if you remove grass, you replace grass with grass, not with concrete. Yeah. So I've asked because I've been. Yeah, this job has no sidewalk improvements or anything along those lines or whatever. So if we're damaging somebody's sidewalk, we replace their sidewalk. If we damage the driveway, we replace the driveway. Okay. Grass gets whether it's Bahaire or Florida, I'm pending on what type of grass it is prior. We replace it with the same as what it was. Okay. Thank you. Commissioner, no problem. It's an easy concern. today and headmaid sure that we made our own video. So we're going to I already talked to today. I want to make sure we do proactive and we have a video of our own of the street condition of the house condition. So there's no question. No question about it. Thank you, Mike. No, for sure. Infrastructure gets old and we need to replace it. It needs to be replaced, right? And I'm excited that this is what's taking place. I was a little concerned about outreach as well, but I see that the vice mayor has covered that. So that my eyes across what to eat. I like that. Thank you. We kind of cross, you know, check balance, check and balance with each other. So that's great. And the fact that you are going to go door to door, let in residents know that you will be out there working and to Commissioner new balls point. If there is an issue, you will be able to, you know, address it with the residents. But we're pleased and thank you so much. Look forward to it. So you expect to get the CO win. Yes, we coordinated with phase one and phase two of this project, which we had to deal with the schools on both phases of those, where we coordinated with the superintendents of the schools, the principals, everything. And it was a very busy time because at the phase one, it was towards the end of the school year. And we were able to mitigate all the traffic. We were able to get the school drop offs, buses, everybody through as everybody needed to get through safely. Wonderful. And one last question on the complaints. If you receive any complaints, please forward it to us so we could be able to track it on our way. Yes. complaints because please forward it to us so we could be able to track it on our way. If I understood you correct you're going to have a construction manager on site. You know what hours they're going to be on site and most important if there's a problem after hours I don't see a telephone number. I just see email addresses. The flyers that we'll be handing out with the PIO will have cell phone numbers on it I didn't know It was only emails we could provide you a list of emergency contact list We get sent it to Albert and you get share with you. Okay, perfect. I actually own a home on this route and I know my husband will be all over me if there are problems. So I'll be staying quite active on this one. Real quick. Also, you had mentioned this is gonna be a 24 hour project and I'm not familiar with how this works. I know you're gonna be boring underground. So how does the vibration factor work as far as impacting a joining house? So anytime that there's a vibration factor, we put in vibration monitoring systems to where we are able to monitor the vibration to where we don't go over certain levels. And it does a full graph and it will document time a day anything that has any vibration monitoring. I'd also like to note, it's not 24 hours the entire construction duration. It's only on pullback when the pipes Strong out and where you start pulling it back in that's when we get into the 24 hours if needed Okay, perfect and then just so we understand what happens over cherry creek Under under cherry trees. So yes, we drill underneath cherry Creek. So how far down is the pipe actually going? Approximately 50 feet. 50 feet. Okay. Yeah. It's waitable. Albert said originally it was going to be 30 feet. So it's now 50 feet with. Yes. It's around 45 somewhere around. Every taste 30 feet with I was five right in the middle. And Albert, me, I also inquire, is this running parallel to a fresh water feed? There are water lines and sewer lines in 38th Street, but they know those conflict areas. So as they go down, they know, and when they come back up, they know where those points are. So they've taken those into account. Yes, and there'll be proper separation between all of them by a health department requirements. Perfect. Perfect. Commissioner. Right, I totally trust. I'm very familiar with your companies. I know that there's going to be, to your point, some type of locating of everything on the ground before you get started. Correct. Yes, we've already currently been out there doing soft digs where we were locating things with that. We use GPR technology. We do everything we can to try to find everything that we can, prior to going. We also call it one for all the other locations for utilities. So we're able to mitigate 99% of everything. Don't get me wrong. There is times where they miss one or two. It's been a long time. And who knows how long stuff has been underground. You know, this hasn't been touched since what 1977 When the installation was done. So I just wanted to mention that point. Thank you commissioner We appreciate it and real quickly GPR's ground penetrating radar. Yes, what they do is they have a Thing they will it down there and it's actually that's how they finalize stuff nowadays and with ground penetrating radar. Thank you, but it's Mayor appreciate that and Mr. April. One more thing. Thank you. Commissioner Gov is pointing it out. The A11 number. How updated is it? How far back does those records go? Because I don't want any utility lines. So A11 deals with each utility. So AT& T has their own locators. The gas company has their own, the city of Fort Lauderdale has their own, Oakland Park has their own. They all should have records that go back as far as time can go. So if anything that's active in line, typically they know where it is. Don't get me wrong. There is times where they make mistakes. And it does cause problems, sometimes it causes a delay that we find something that wasn't anticipated. But that's why we also do the extra work by doing the GPR, which gives us a little bit more foresight to being able to see things that they may have missed. And then we do soft digs where we go out there and we dig little eight by eight holes to find the utilities. That way we have more accurate descriptions of depths and everything else to be able to make our designs. Perfect. Gentlemen, thank you for your presentation today. Mr. A. I see our Marrero Director of Engineering and Community Development. Here tonight with KCD24-04CU for the Chase Bank Drive Through Conditional Use. A little bit of background on this project. So the applicant is requesting a public hearing to consider the approval of the conditional use for the installation of a single drive through with an automatic tele machine or ATM, and Window is an accessory to the primary principal use of a chase bank. The location is at 3801 North Federal Highway. This is actually the home previously of the sea spice and mattress experts buildings that are on the north or that were on the northwest corner of Federal Highway and north these 38th Street. So the Chase Bank did go through the proper approval status. They had two neighborhood participation meetings on November 29th of 2023. Their second one taking place in June of this year. Three DRC reviews. They did go to Planning and Zoning Board back on September 9th, and they're here tonight, in front of you, for the Conditional Use Application. To give a little context to the surrounding of the land use in the zoning. This property is surround on all four sides by commercial property. City of Fort Lauderdale is on the eastern portion of the property across US1. And as far as the zoning that is a B1 community business zoning district on all four sides of this property, once again with Fort Lauderdale being on the east side across US one. So here's the site plan of the proposed Chase Bank on the left hand side of your screen. You can see the existing conditions, the buildings that were there. They were recently demolished of the two existing buildings and on the right hand side is a proposed site plan where they will continue to keep access on both the US-1 side, the eastern portion of the property, and also the southern portion of the property on northeast 38th Street. As you can tell, this is a complete demolition of the current buildings with the construction of a new chase bank. So the two existing structures once demolished, they will be constructing a new 3600 approximately 3600 square foot bank. They are requesting tonight as part of their site plan approval a single lane drive through. They do have 19 parking spaces associated with this project of which two are ADA. They do have a requirement to add a bicycle rack as requested by the DRC that is to house up to seven bicycles with proper signage They did have they actually exceed our landscape and green green area standards, which is at 25% 33.6% and the drive-through capacity is about 35 feet for inbound stacking around six cars. So it has been the finding of staff and the planning and zoning board that the applicant has met all of the requirements for the conditional use. We have requested that they install one ground-mounted bike rack and also that they comply with any other standards of the chapter four of the land development code of approved. So staff recommends city commission conduct a public hearing to consider the request for a conditional use case CD 24-04 CU for JPMorgan Chase Bank NA to permit the installation of a single lane drive through with an automated teller machine ATM and windows and accessory to the proposed principal use at 3801 North Federal Highway with parcel identification number 49422406001. How far is it away from the meeting. What are we going to say that the traffic backs up with that, that Eastbound 38 Street all the time? So there is a stop bar that is four feet away from the crosswalk with the crosswalk being six foot wide and. You know know for the medium to talk about the build the road there. Do you want the dimension from? He's looking for the dimension. He's looking for the dimension from here. I'm trying to find out how far away from the the curb cut on the 38th street is from the median center median. So this is a center median. I would assume the lane with is at least 12 feet. the C.R.M.A.B. The petitioner can sit down next to you. Please, at the microphone, and then you can answer the questions together. You don't have a better aerial in that. Vice mayor, respectfully, this has to do with the site plan, as opposed to the conditional use application for the ATM. I guess if DFC looked at it, it's okay with it. I'm just worried about traffic hanging out there. So, hanging out trying to make a left on the 38th street going east to 38th street. And hanging out in the Westbound lane. I mean, it looks like they're sufficient queuing on the way to US1, right? Okay, yes. Right. Now the ATM lane, that's only ATM only, no inside tellers. Just ATM. You know, my other question is, how many cameras at the ATM? Yes, ma'am. Because they rob people coming out of ATMs all the time. So the state has some requirements for lighting near at the end that they it's a state requirement they have to put the right lighting in there and as far as the cameras go. This is what they do is they wait to people get the cash out of there. They come run up behind the car or the gun to their head. Yep. And next thing you know, they on channel seven you can't get a good view of them because under their head. And next thing you know, on Channel 7, you can't get a good view of them because there's not enough cameras there where they're not in the right place. I would like to say that when we worked with the applicant through the development review process, they, I know that Chase Bank had standards because one of the things that staff had requested during DRC was to bring the building closer to the road frontage to meet our more architectural standards. As we reviewed their standards for safety purposes, they actually kept the building set back. And I don't know the exact camera count, but I will say that I know that Chase Bank themselves has a security standard. And it was a very thorough standard, and that's why we kind of kept the site plan the way that it is. There's someone you know someone get robbed there and BSO says oh we didn't get a good look at them. You know didn't get a good picture of them. So vice mayor at this point staff you're confident that that what's being proposed security wise with the cameras is sufficient? Yes, and we do have a photo metrics plan on the file and we have all of the backup documentation is to the security measures that were taken into account. I think he was looking for how many were around that. We have a yeah, I don't want to do that. I want to get a good picture of the bag guy. Put them all over the news. It looks like they have obviously they'll have one of the ATM and then it looks at two other cameras behind that along the facade of the building. Is there nothing in the lane other than the camera pointing right at the person taking the money out? Well, no, there's two other cameras along the facade of the building behind the ATM as you queue up to the ATM. And there's several other cameras throughout the rest of the building on the outside? Well, these things, I don't want to create, because I see it all the time on the news and it happens. Nowadays, anyone going to ATMs usually take a money out. It's just a perfect place for someone to get robbed at. But I like to see cameras facing the car, and then one facing the back of the car. And so, somewhere in another, you're going to get a good back of the car. And so, somewhere in another year, you get a good picture of the guy. If he's coming up from the front, you'll get a picture from the back camera. He's coming up from the back, you're getting a picture from the front camera. Respectfully, Vice-Payner, you don't know if their camera's security is... I understand that, but I'm trying to do my best just to protect the public. Can you say at this point, Vice Mayor, then your concerns are noted and, yeah, Ms. Moreira, we'll follow up just to give a report back to you. But we appreciate you bringing that up. I just don't want someone to get killed. Yep. Okay, additional questions, discussion? No safety is important and just to confirm, there is just a drive through it and a walk up for the tellers. I did wanna state that at both meetings meetings we had no attendees that had any questions or there were minimal comments related to the presentation during those meetings. We also had three DRC meetings in which we had no public in attendance. Planning and zoning board meeting was held in October and the first reading of this item was last commission meeting on November 20th. There was a comment made at public hearing and I just wanted to state for the record that has been verified that all notices had been proper noticed for this project and there were no rescheduled meetings based off of those hearings for the public hearings. So looking at the future land use map, we do have low medium residential on the north, south, and east side and to the west is our local activity center as part of the OP3D. And the current zoning, there is our two family residential district on the north and east portion of the property. We also have RM16 just to the south and on the west is our in town neighborhood sub area of the property. So it was the findings of both the DRC and the planning and zoning board that the applicant has met all of the requirements for a re-zoning. It's compatible with that zoning and land use, and it is an alignment with the comprehensive plans and policies. So before you is the text amendment under case CD 24-28T. This is for an amendment of chapter 24, section 2455 or PCC Plan Commerce Center District within the city's Land Development Code. This is a public hearing on second reading. Currently, this is a, so the applicant in this situation is the City of Oakland Park. It was identified that we do not have residential density limitations in our PCC districts within our code as it stands today. So staff has proposed that we establish a maximum residential density of 35 dwelling units per acre on all PCC districts or zoning and that would be for one two and three. The item was heard before planning and zoning board and was unanimously approved and then previously heard before you at the last commission meeting on November 20th. And that did pass on a vote of 5-0. So once again the proposed density, as you can see on the screen, these are all of the locations in the city at six locations that actually have this designation. And so what we're requesting is that density be assigned at a cap of 35 dwelling units per acre. Most of these, and the reason that 35 dwelling units per acre was proposed was because if we look at the surrounding densities, we have a mixed use industrial and business. So this was a transitional buffer in allowing the amount of units along with other restrictions that are restricted in the PCC district that will also control the size and location on the properties for these developments. And of those six locations currently there are a few single family residential and our single family residential district down at the bottom left of your screen that you can see that are undeveloped. And we also have the development on the rest of the sites except for the park and ride lot, which is the PCC 2 district that you density has the clear parameters it has consistent in uniform. It is an alignment. The density proposed is an alignment with the comprehensive plan supporting the diverse housing that the PCC district was intended to bring. It also protects neighborhoods by capping at that 35 dwelling units per acre so that you don't have over development, but you also foster that balance of live work within those areas by allowing enough residential density to support any mixed use, which is what the PCC district was intended to, and it's intended for. So we do, we have determined that this is compatible and balanced growth for the City of Oakland Park. So staff recommends that the City Commission conduct a public hearing on second reading to consider KCD 24-28T, a proposed ordinance to have to 24 of the City's land development code, specifically section 24-55 PCC, planned Commerce Center District to incorporate a residential density limitation of 35 dwelling units per gross acre. The issue, this applicant in this case is the City of Oakland Park and so the proposed ordinance that is before you aims to amend the land development code to impose those restrictions on vehicle repairs and maintenance in residential areas. This item was approved unanimously at the planning and zoning board on September 9th, but as a result of conversations that have taken place at that meeting with staff went back and took a look at the requirements and reviewed some of those. So some changes were made from that discussion. And just to highlight the changes that you see before you will actually be the change of allowable time originally was proposed at two hours. It was changed to 24 hours. We did expand the coverage to include motorcycles, RVs and campers. And we added the prohibition of auto body work and painting in all residential areas. So the proposed amendment, I just went over some of the key changes. One of the things I did wanna mention is that there are three sections of the code that are being amended in this case, if approved. And the reason that that was done is to ensure that we have proper coverage of the entire city and all of the different zoning districts within our city and we have that cohesion between those zoning districts. It does update the license plate requirement. It has to be registered and the license plate, the license must be visible. So if the car is backed up against the house or a car cover, it's placed on a car and we can't visibly see the license plate of registration. We would ask the owner to show that to us and if the owner refused or wasn't there, we would coordinate with BSO to assist us with making sure that the vehicle is licensed and registered. Okay. And I know there's been an increase, at least I've been getting several calls regarding campers being in the yard and people residing in them. Can you explain? I know I say expanded coverage to motorcycles, RVs, and campers. This doesn't change anything to do with the inhabitants of a camper. You know, they have to be parked on a paved service or a hard surface and they can take up required parking in order to be there, but they're on a case by case basis. They allow to have maybe one or no more two boats there because they literally are crosses the street from one another. But when they do maintenance, they'll all change or anything like that, they eat to do it just for their private property in that vehicle. Is that correct? They can do that type of maintenance, an oil change, changing of the tire, simple light maintenance outside of an enclosed garage. But anything beyond that must be done and enclosed garage or the dwelling to be done at the house. Okay wonderful. Thank you. One more on the RV. Okay. It has to be posted in the back or on the side of the property can't be in the front. Is that correct? It's same as for boats currently. An RV has to be on a paved surface or a hard surface. And it really shouldn't be taking up required parking. So a lot of people have it in their backyard on papers, on papers on the side of their house. But if they have it, let's say in their driveway, and now they can't park a car there, and the car is parked on the swell or in the street, then it's taking up required parking and has to be moved. This event featured 60 vendors with over 3,000 people in attendance. I like to take this moment to thank Cesar Gonzales, my partner in the Sierra in Economic Development Office, our partners, our downtown business partners, our BSO and our staff from the Parks and Leisure Services and public works for their support in the planning and execution of these events. Our events are not only fun, but also a critical tool to drive food traffic to our local businesses and establish Oakland Park as a destination. For this reason, I'd like to invite you for a holiday village, which will be taking place this Friday and Saturday. And make sure you don't miss out the three lighting ceremony on Friday at 6.30. Mark your calendar for next year's OPA, which will take place on February 15th, we're calling artists and vendors to participate. An attention, Aquampark restaurants and bars. We're also excited to announce our partnership with the Urban League of Rower County for entrepreneurial training and business support to foster a more resilient business community. That is awesome because we know that small businesses are the cornerstone of each city. And I just I like to hear that and thank you for what all you do. On on connecting with the businesses helping them promote themselves. Good evening. My name is Jennifer on the COO of Big Brothers, Big Sisters of Broward County. We currently support 97 residents in Oakland Park. We have bigs, we have littles, we have parents. We're seeking your support. We're asking for $10,000 to add additional mentoring programs. But we've been serving families in Broward County for 50 years, specifically in Oakland Park. And so we have not previously received funding from the City of Oakland Park. But currently today we have families and four children and four out of our five programs receiving mentoring. We have kids that are in our Biggs with Badges program, which pairs children with first responders, mentors who are first responders in our community here in Oakland Park. We have children in our mentoring children of promise program here in the city who are impacted by incarceration, who have a mentor. We have children who are in our big inspiring scholastic success, who are receiving mentoring for academic assistance here in the city of Oakland Park today. And we have a missed one program. Big futures. We have children, we have one high school student today who has a mentor at MedPro health care staffing, who is being exposed to the industry of health care while she's in high school. And as a little in our program, she'll have access to half a million dollars in scholarships. And so today, these are the kids that are receiving mentoring in the City of Oakland Park, but we have 23 children who are waiting. We have 23 children and families who have applied to receive mentoring in the City of Oakland Park who do not currently have a mentor. And so we seek your support, your assistance, and I can see today that you are a dedicated committed city, and I appreciate all that you do to serve the city. Thank you for your time. Thank you. Good evening, Mayor and commissioners. I'm the CEO of the area wide council on aging, also known as the area agency on aging of Broward County. I have with me today Shirley Snipes and Liz Lombardou who are also here at the meeting. I want to share that. We've had a 40-year partnership with you to serve seniors in the City of Oakland Park and we're very grateful for that. Last year we were awarded $10,000 and we used that money to draw down our 10% match to draw down two federal grants. The services we provide cover everything from congregate meals to home delivered meals, caregiver training and support, legal services, home repairs, transportation, respite care, case management, information and referral health in wellness classes, assistive technology, home repairs, emergency home energy assistance, caregiver navigation, and shine counseling services where we provide Medicare counseling and Medicare enrollment information. In 2024, we provided $431,525 in services to 152 Oakland Park residents and responded through our helpline to 503 calls for assistance and referral to services. We provided 6,711 hours of respite care, 77 hours of case management, 1,841 hours of respite care, 77 hours of case management, 1,841 hours of home making, 1,236 hours of personal care. It assisted 83 clients who are a Medicare long-term care screening process, provided 1,323 congregate meals, 9,460 home delivered meals, and provided 19 seniors with technology. In addition, we provided 83 hours of legal assistance and served 39 clients for our Shine Medicare counseling services. These are just some of the services we provide and I just wanted to share them with you. I want to thank you for your partnership and for supporting us to serve your residents and we are proud to be able to serve them. Thank you. Thank you. But I thank you for allowing this opportunity to speak tonight on behalf of the vital work that the Early Learning Coalition of Barrow County is doing with the school readiness program. For those on the main, Can you provide your name please? I apologize. And so, Pratt III, Early Learning Coalition of Barrow County. The Early Learning Coalition of Barrow County is the state appointed administrative or early learning programs in child care subsidies for Brown County. We have been servicing Brown County for over 25 years, ensuring families have access to high quality child care and education resources. The school readiness program provides subsidized child care to low and moderate income families to remain in the workforce while ensuring that their children receives the early learning opportunity they need to succeed in school and in life. The City of Oakland Park is home to 694 school readiness children and that goes across 328 households. This translated to be $2.9 million in subsidies paid directly on behalf of Oakland Park resident children just this past year. Additionally, Oakland Park is home to 20 childcare small businesses, which collectively received $5.3 million in subsidy payouts, helping to sustain jobs and stimulate the economy. Thanks to the contribution of the City of, things to the contributions of local municipalities like the Oakland Park City of Oakland Park ELC Browar provided support to 2,900 additional children as 15% more kids Who received services last year who otherwise wouldn't have received it had it not been for the Screw red in this match grant and the 10,10,000 donation we received from you last year. In closing, we once again want to thank you for your continued support and we look together, we look forward to our continuing the collaboration and making a lasting impact for this great city. And I think of this opportunity to talk to you about Feeding South Florida and what we do here in South Florida. Since 1981, Feeding South Florida has been dedicated to addressing hunger and food insecurity in South Florida. We're going to the largest food banks in South Florida. We serve 25% of food and secure people in South Florida. We're one of the largest food banks in South Florida. We serve 25% of food insecure people in the state. We provide a New Jersey's food to individuals and families in the four counties that we serve, which is Palm Beach, Broward, Miami-Dade, and Monroe counties. We are a member of Feeding America Network, and we work with over 230 partner agencies about that Quad County area, which include churches, soup kitchens, We work with over 230 partner agencies to the map that Quad County area, which include churches, soup kitchens, homeless shelters, just to name a few, to help distribute food. Last year, alone, Fini South Florida distributed over 85 million pounds of food, serving 1.2 million people in South Florida. These people include children, seniors, veterans, low-income populations. In addition to food distribution, we also rescue food that would otherwise be thrown out into the dumps, garbage, landfills. We also offer programs focused on nutrition education, workforce development, and life skills, training, SNAP benefits, and other wraparound services, community empowerment, and long-term solutions to hunger. Through our network and services, Fidium Falfa Florida plays a crucial role in alleviating hunger and improving the wellbeing of those facing food insecurity. We are asking for your support of $10,000 to support our Senior Grocery Box Program. This vital program will target low-income seniors 60 and older who live within the city of Oakland Park. This program is crucial for seniors because it helps ensure they have access to nutritious, balanced meals, especially when mobility, health issues, or limited access to transportation prevent them from shopping or cooking for themselves. Many older adults face physical, financial, or social barrels that make it difficult to maintain healthy diet and without support they may experience nutrition or food and security. A meal delivery program addresses these challenges by bringing meals directly to their homes, saving them time and energy while promoting better health. And additionally, these programs often provide meals tailored to seniors and dietary needs, for low sodium, diabetic friendly, or heart health emails. The convenience of having meals delivered also reduces isolation, which is a common theme for seniors. It often includes social check-ins. I mean, when they deliver food, they say, hey, our driver goes, hey, how are you doing? What's going on? It might be the only conversation they have throughout the day or week or the entire month. So it offers a sense of connection. With funding, Phoenix, South Florida would be able to serve 20 seniors a month, delivering a grocery box with self-shelf stable food and produce for total 240 grocery boxes for a period of one year. Ninety per six percent of that funding goes to the grocery boxes with only four percent going to salaries for the driver. We have not been funded by the city of Oakland Park but currently Vini Southwater is serving 223 seniors in the city of Oakland Park with home delivered meals through other programs that we have that you guys do not find. We currently work with three partner agencies within the City of Limits. In the last fiscal year, we served over 10,500 households, which correlates to over 31,000 people and distribute 420,000 plus pounds of food within your city limits. I thank you for that opportunity to talk to you tonight about Phoenix, South Florida, and I hope you consider our request for funding. Thank you. Thank you. I'm going to go to the next floor. I'm going to go to the next floor. Good evening. Mayor Vice Mayor and commissioners. My name is Susan Evans and I'm representing women in distress of Broward County. And I also want to say I'm a resident long term property owner here in the proud city of Oakland Park and I love everything that we're doing so thank you. We just recently celebrated 50 years of serving Broward County. We provide a voice for our citizens who do not have a voice that's victims of domestic violence and their children. Last year with your help you gave us $5,000. We were able to leverage that and draw down our state money that we desperately need to pay for emergency shelter, prevention, education in our schools, and with our law enforcement, healthcare professionals, and other members of the community. We were able to help provide, I'm sorry, 24 a 7, crisis hotline support. We were able to provide advocacy, counseling, and therapy services. And we were also able to provide legal assistance for residents that were seeking injunctions for protection, which is the first step toward getting safety for when there are high-lift-ality cases. I want to ask for your continued support. We can't continue to do what we're doing without the support of our public partners. We do have a lot of private support, but it's mainly through our public partners. They were able to continue to provide essential services for our residents. And so I just thank you. Thank you. Good evening, Mr. Mayor, Vice Mayor, Commission. My name is Kevin Stamper. I'm the Vice President of Development for Lutheran Services, Florida. It's familiar with Lutheran Services. We are the largest human services nonprofit in the state of Florida. We serve one in 50 Floridians across the state. Those are the most vulnerable, those who are in the most need of help, hope, and healing. And we're really proud of the work we do specifically here in Oakland Park because it's our longest running program. It's a shelter that's been here for 40 years, the Lippman Youth Shelter. And that shelter sees kids that are in the most dire situations and the most need of hope. I don't want to really talk about the program necessarily, although we have a substantial program. Our program has a 96% rate of reunification with children with their families eventually, which is very difficult to do with the work that we do. However, the program is very solid. It's a great program, but I really want to talk about hope. Because that's in shorter supply. And that's the hard stuff to come by. We like to say that there's a rule of threes. That you can survive for three months without shelter. You can survive for three weeks without food. You can survive for three days without water. But you can only survive for three seconds without hope. And these young people that we serve, our kids that are coming out of some of the most difficult situations we've ever seen. We have children coming out of simple situations like true and C or delinquency coming from the department of juvenile justice, other places like that we also have kids coming out of trafficking right now specifically I just met with a girl actually this week who was here in Oakland Park came from an upper middle-class home and she had a great growing up as far as what it would look like on the outside she did not know that she had a wild the abuse of father and the the the thing she saw in front of her was not love it was a an abusive relationship and so thing she saw in front of her was not love. It was an abusive relationship. And so when she entered into a relationship at 14 years old, she thought she was in love. Turns out she was being trafficked by her boyfriend. She didn't know that till she came to the Lippmann youth shelter and she spent time there. She remembers there was one counselor there who would braid her hair. And she just a few weeks ago came back to the youth shelter now as an adult and she came back and she brought an army of volunteers to braid the hair of the girls that are in the shelter today. She now as a social worker herself working here in Oakland Park. So really proud of the work we've done over the last 40 years in this community and in this in this in this city specifically. You have funded us last year. We kind of came out of the shadows asking for funding again for the first time in a long time. We're grateful for what you've done. And it's physical needs. Just getting the shelter back to where it needs to be to be able to make a space as beautiful as the children we serve. So this year we're asking for more funding to continue to do that work in the shelter to get it back to where it needs to be for the children that we serve to have a Future that is a future that they have the help they need and they have the healing they need but especially that they have the hope we need thank you Hi, good evening Marie Hayes. I'm with 211 Broward. I'm also a go to the next meeting. Hi, good evening. Marie Hayes. I'm with 2-1-1-broward. I'm also a resident here in Oakland Park. Mayor Lonecker knows that because I kept running them down in public. You all have an unenviable position right now. Everyone in this room that's asking for funding deserves and needs that money. I'm sitting here going oh my gosh oh my god I'm a social worker and I know that it has to be nearly impossible to make those decisions. There's a finite amount of money I understand that and I know that you all know what 2-1-1 does. I wanted to share that last year. You all have supported us for several years. We spoke to 996 unique collars from Oakland Park and gave out 1,673 referrals to these organizations and others to get people linked. So someone's calling us going, I don't know where to go. I don't know what to do. And we're able to do and we're able to say here's a place let me help you get there Let me help you link A lot of those collars were female 47.89 percent so a lot of head of households out there 90% had children in the household 19% had seniors 46.7% were living with a disability, and 8% had members in the military. So definitely hitting the needs, people out there that were calling because they were really in desperate need. The number that really shook me when I did this is there were 39 callers that called saying they wanted to die. They were calling with a need to talk to somebody about suicide. That's a 263% increase from the year before. And so we were there when someone called and they needed that help and they needed someone to talk to. And I thought one of our COO sent something out this morning that sent out quotes from people that have called. And I don't know that anything can tell you more about what we do than hearing from what people have said. And if I could bring you phone calls I would, but I can't. You're such an angel. I'm so glad I was able to speak with you today. I really do appreciate your help and kind words. Speaking to you has changed my life. This is a great resource. This is what our society needs. You've been awesome. Thank you for listening and taking the time to provide resources. Thank you for being empathetic and not judging me for my decisions. You helped me a lot. You may have saved my life. Keep doing what you're doing. Even if it's listening and emotional support, you don't know how much you've helped me. Thank you. NAMI has been part of Broward County for 40 years. We are in our 40th anniversary. We're small but mighty, however, we need to be able to have that support from you all. We have not had a presence in Oakland Park. Part of my mission as CEO is to have a presence in every single municipality in Broward County. Presence matters, especially when we're talking about mental health and telling your story. I'm continuously living my own journey through mental health. I'm a single foster adoptive parent and as we are able to have and to be authentic with our voice, to be able to talk about how we need to hear from each other. It's incredibly important. And what we are asking of $10,000 is to be able to have that presence, to share our story, to have here each other share their story, because the more that we're able to talk about it authentically through the lived experience it gives hope to others who remain silent. And if we have that opportunity through what you will be able to provide to us, we know that the residents of Oakland Park will be able to spread that hope in that mental health journey for success throughout their lives and through the community's lives. So this is item number 21 our city aid and on-profits program. Just very briefly as part of your adoption the fiscal year budget, $80,000 in funding for this program was approved. Similar to prior years, the grants were set in the amount of $10,000. The applications were released on the first day of the fiscal year, October 1st. Applicants were given a month to return those. They were due on November 1st. We received 24 applications. These applications were reviewed by staff strictly for completeness and then they were sent to an external consultancy firm, complex systems innovations group that does grant applications, grant writing, grant reviews. They used the existing criteria to score those. They were provided as part of the backup for your reference. And just to go over what was done last year, last year the methodology used by the commission was that each commissioner was allowed to allocate up to $10,000 of their choice to one or more granting agencies when more than one was chosen, it would that 10,000 was split into $2,000,000 awards. Then with that remaining bucket of $3,000, the final awards then went to the top three ranked applicants remaining, those that had not been selected by a member of the commission. So I'll leave it here on this screen. This shows the rankings 1 through 24. So our recommendation 9 is for the city commission to deliberate, make their selections and then adopt the resolution incorporating those selections. Thank you. Thank you, Mr. Thompson. Initially, when the program was designed, we have a company that ranks the applications, as you can see, and when the program was designed, it was designed where they selected the top eight applications. I'm gonna tell you, you just saw the last agenda item with dealing with flooding in million dollars and things. This is the hardest thing I do all year because each one of you deserves exactly what you're asking for Whether it's from us or somebody else or whatever. They're appreciative of whatever they receive. So the only thing I wanted to interject is the other option is to pick the top eight also. I like what we were doing right now. I like that we were doing it right now because if you could example two years ago, Kiwanis would have got zero. Zero at 19, bottom of the barrel, okay? And obviously they're up in the top eight this year, but it's so much nicer. You can have your own one or two charities that you want to give to them. She took me in when I was a freshman commissioner just like you in 1993 and she treated me just like I was her son and I'll never forget that farmer and and with that that agency is done today is Just worlds above and and they turned that $10,000 a year in $100,000 through federal grants So that's the first thing I'd look at is when I go down all these to see what matching grants they get, women in the dress distress turns that $10,000 into $220,000. So you're not giving them $10,000. You're really giving $220,000. The latter of the world is a clinic. When you're giving that $10,000, they turn that into $130,000. As always, just think, think, a big thank you to the residents, community stakeholders, business owners, just for reaching out, just helping us keep the city. We appreciate that. I want to say how grateful I was to attend the 5000 role model excellence at North Andrews Garden Elementary School last week with principal Cotrice Thouhart. Just a little bit about the 5,000 role model. And it was initiated by the Miami-Dade County School Board in March 1993 due to relation that there is an ongoing crisis in the lives of many young males by Congresswoman Fadrika as Wilson. The project's mission is to intervene in the lives of at-risk boys in order to provide them with alternatives that will lead them away from a life of crime and violence. It was initially called the 500 role model of excellence, but due to its growth and increased enrollment, it was changed to 5000 role models of excellence. And I also want to just say how Mr. Antonio Burgess is doing such a great job with this program. He's pushing this initiative all throughout Broward County. And I let him know all times that I'm there to support, although I know it's mostly male world models that need to be up there standing, tying bow ties. But I think one year I stood with Mayor Longan over at Rick records and I don't think I tied a bow tie, but I was in the lineup shaking their hands. I just think that's a great initiative. they are in Commissioner Tamara James of Daniel Beach for providing me with turkeys over Thanksgiving holiday, which I was able to give to some of the residents here in Oakland Park. I was so grateful she gave me, she texted me because she has a foundation down in Daniel Beach. And she just sent me a text and said, new bowl, I have some turkeys to give you. I don't know what to do with those turkeys and I started calling residents. They were so happy to receive those turkeys and I was so glad to be able to provide them to them. And it's a big thank you to Tamara James in her organization, her foundation. And I also want to thank Mr. Tim Smith, former commissioner, Fort Lauderdale commissioner Tim Smith for how he has pushed the pioneer house to the way to where it is today. We were there this weekend. And just ride by, take a look. And Noah still has a few more things that needs to be done. He just told me today that a Central AC was just donated to the house. So I'm just happy how that project has come so far since it first started. So I'm glad that communication was had by our city manager and former mayor Rosenwald. So thank you for that. The house has made tremendous progress since that conversation. And I also want to say our photographer, Mr. Michael Murphy, is going to undergo surgery soon. And Kathy, I don't want to murder her name, but she's our resident here in Oakland Park. Her restaurant is over-easy cafe of Oakland Park Boulevard. She's having a fundraiser there for Michael Murphy. And it's tomorrow, December 5th, from 10 a.m. to I believe 4 p.m. Every dish bought is going to be donated towards. I believe every dish bought is going to be donated towards Michael's surgery. He's going to be out of work for a while. We haven't seen him because he's been in tremendous pain. You know, he's just been just going through, but he's been sustaining. He reaches out. But if you want to support him, please, there's a go fund me page for Michael Murphy. And you can also reach out to Kathy at over easy cafe to kind of help with his medical bill. So I know he's been instrumental to us. And if you want to, there's something that the community can come together and do is show support towards Michael Murphy. Thank you. Thank you, Commissioner. First of all, I'd like to thank all the volunteers tonight. They have put in over 15,000 hours, volunteer hours, which has saved the city close to $50,000 this year. So thanks to them we appreciate it every little bit helps never a little bit counts. The last thing I'd like to say I would two things like to tell people please if you're gonna drink over the holidays don't drive please just call sales or or call triple A during that time they'll tell you home. It'll be the cheapest thing you ever did. And most of the times, like, cells during the holiday season with the dudes, they'll tell you home for free. So, it's not worth it. It's the life you save first of all. It may not be only yours, but someone else's. And there's that other person who means a lot to their family and their friends. And so I just don't want to see any incidents like that happen. And so every year I just keep pouncing on it and how to get don't drink and drive. Now, I know he likes me like, I don't owe all the youth guys, he likes me more. The big, the big question is the real big question has to be answered with the city attorney, listening. Yes, he was. Now, I really do appreciate that. You know, you brought me back when I started off from Amity Day County years ago. And what was valuable to employees, how we all came together to serve the public and we served it with honor and distinctly and honesty. And that's why I'm here because people saw that in me. And they put me here and I will not not take that for granted So that you know enjoy this great season. I had a four point inspection done yesterday at my home and the gentleman came in and as we started to speak he says, I told him you're in the city of Oakland Park, because he thought I was in a different city. So he says, oh, my wife and I own a home in the city of Oakland Park. And we recently had some work done. And I'm gonna, he says, I'm going to tell you, the people at Oakland Park are so nice, so courteous, and so helpful. So kudos to the building department. They were able to get the permits, get the inspections, timely. And he said that to me and I said, guess what? I'm also a commissioner and he goes, what? Oh my god, I said it doesn't mean anything. Okay. So happened I'm a commissioner and but he said that before he knew who I was. So you're absolutely right. We think all of our staff members, we have the best staff in this county. Thanks staff for all of the presentations tonight and I also want to thank all of the applicants for coming out tonight and speaking to us. You really spoke to our conscience and to our hearts and as I said and as the mayor said I wish I can distribute every last 24 applicants $10,000. It's just impossible. But I want to congratulate and say, you know, well deserve to those who did, who were awarded. I know that you are going to make good use, you know, of that funding. And we will continue to support these great causes, whether you received a grant or not, but you are happy people in our city. And we really appreciate that. Thank you for all of your services. I want to highlight Steve Mateer who's the director of our volunteer services. What a great event that we host every year for all of those volunteers who come out to volunteer, you know, for all of these great causes in our city, whether it's packing food for the homebound seniors or cleaning the street, cleaning the waterways or whatever it is. Whatever it is, they show up and they show out and we really appreciate that they recognize the fact that this city commission is hands on. We are involved. We don't mind jumping down in the trenches and getting our hands dirty and doing what is necessary to serve our citizens. So Steve, Mathieu, great job, Chris, Gussau, great job, and thank you to all of the volunteers. So this coming Friday is holiday village and I'm not going to take this away from the mayor because I know he's going to. This is a part of this. I'll just accent what you. Okay. I just want. Your service and donations to the city are greatly appreciated. I do want to give a real special thank you to a couple of Oakland park businesses. And this does again relate to the historic house. There are a handful of businesses that volunteered services and supplies to repair our Oakland Park Pioneer House. Artist Frank Polanco, he did some painting for us and of the sign, John the Greek painting located here in Oakland Park actually painted the house for us free of charge supplies and labor our H.I. roofing located here in Oakland Park ripped off the old roof put the under what would you call it underlayment on put a whole new roof on it for free. Fixy clamp and scaffolding donated a lot of the wood we needed that needed to be replaced and so full new roof on it for free. Fix a clamp and scaffolding donated, a lot of the wood we needed that needed to be replaced. As Ori and Glass and Rask Enterprises, so these companies, you know, I'm just gonna say they've donated if we added up, you heard tonight well over $100,000 so far, that would have been money that our taxpayers would have had to have pulled out of their pockets. So we are so thankful. Please, please consider these local businesses when you're looking for estimates and service. Take a look at our local business. Thanks to Tim Smith and Joe Price. We appreciate your leadership with the Pioneer House. There's still a lot more to do at the Pioneer House, although it's come a long way. For those of you who don't know the house was built in the 1930s. Currently Tim Smith and one of our volunteers Tammy Fye, they're looking for any type of furniture, pictures, artifacts, or maybe even local memorabilia from the 1920s and 30s that they can add as displays into the house. So if you guys know of anything, you see something and you want to make that that donation to the effort, we very much appreciate it. Again, as you've heard a couple times, small business Saturday was a huge success looking forward to seeing more of those in the future and thank you to the two businesses that actually led the effort to get that rolling and staff that supported. As Commissioner Newbold said, the 5,000 role models of excellence, tie tying event, one was at Rickard's middle school and the commissioner was with me and North Andrews Gardens Elementary School. Wonderful program. The reason I bring it up again is thanks to the staff and everyone who makes that program possible. It teaches the kids. It gives them focused teaches them right from wrong and how to exceed succeed. So again, thank you. As the commissioner was saying, holiday village, this weekend, two important times, you may want to write down 630, is our opening lighting ceremony. So if you can be there, again, we're gonna have some music from one of the local schools and the band from Northeast High School. And then Saturday evening at 530, we have what's known as the tree decorating competition awards. So what happens is Mr. City manager do you know how many people are donating trees is here? I don't but we usually get a quite a turnout for that and it's really incredible what they do with those trees really fun. So they approximately 20 to 30 groups, individuals donate trees, they decorate them, they put some gifts under it. It goes to needy families in Oakland Park once the event is over. So we have our way of saying thank you to them is we judge the trees and Saturday at 530 if you could be there to applaud and see who wins the award for best trees. We would appreciate it. Friends of the FLM Gordon, there's a used book sale, Friday and Saturday from 10 to three. So if you can come and help support the library, let's see, there is a holiday tree lighting. They're calling it the Kids Pajama Party on December 10th, and it's for the Wii Wands. It's at FLM Gordon Oakland Park Library. Again, December 10th and it's for the Wii 1s. It's at FOM Gordon Oakland Park Library. Again, December 10th at 6 o'clock PM. So if you have some your kids and you want to bring them, should be a great event. On Saturday, December 14th at 10 a.m. we have our Oakland Park Farm Share hands-on, volunteer food packing and delivery, event going on. So the idea is that you need to make sure you're in the appropriate Medicare plan that it's meeting your financial and your physical needs. And I just want to say for qualified individuals, people that make a certain amount of money or fall within certain limits, there are two financial assistance programs that help reduce the cost of Medicare Part B and prescription drugs. There is going to be an incoming and in-person presentation on Wednesday, December 11th.
