Robert Seymors. You have before you the minutes from the February 12th meeting for the executive session and for the regular session. We had a chance to review these. Motion to exit. Second. Does anyone need a copy of it? This is a recommendation for a marital word for detective Kirk Sinks. If it seems to not be a good idea, I'll say that. Yep. Okay, what'd you say? I don't know. You're lucky at police department service commission respect and admiration I would recommend it to for the Singhs for the bronze airport for his outstanding performance in two child molestation investigations assigned to him in the fall of 2024. Detective Singh's skill obtaining professions in these two cases has secured justice for the victims while highlighting the high standards placed upon our detectives. These confessions build on their remarkable reputation gets established in 2023 when he was honored as Detective of the Year for his mastery in the intercom. Both cases occurred decades ago with no physical evidence remaining. The first investigation involved the adult male in his mid-50s were reported being molested by a trusted adult in 1985. Justice hinged entirely on Detective Sinks' ability to connect with the suspect in a listetic infection. Utilizing his empathetic and determined approach, he secured a detailed confession. Detective Sinks' interview revealed additional victims. The suspect also confessed to a busy. The second investigation concerned at all female and 40 students, both leaders of sexual abuse by family members banding to the 80s to early 1990s. Again, lack and property evidence. The victim seems to be lied in his exception of intermarving skills to obtain a full confession. Both suspects are now incarcerated, awaiting trial and have been charged with numerous counsel child molestation. These cases highlight the immense difficulty of achieving justice and delayed disclosure child molestation investigations. When time is erased, this will evidence the burden falls squarely on the detective's ability to sit across from the predator, build trust, and guide the tortures. This is no small feat. Research suggests that confessions even partial ones occur in only about 30% of such cases. Detective Sinks consistently excels in the interview round. His record speaks for itself in 2023 or 184% suspect the arrest and confess their interviews. This amazing statistic demonstrates not only his skill, but also his work in the field. He's successfully obtained confession on a wide range of low-only level offenses, including child health stations, shootings, arson's, causing over a million dollars in damage, and four years in cases that left several off-beat neighborhoods shaken. Detective Six Achievements go beyond numbers. His ability to connect with individuals from diverse backgrounds and unpack conflict situations into your confessions and cases that will remain unsolved. Demonstrates about the combination of detouration and empathy and dignity. His work offers solace to victims who have carried their pain for decades, even a voice to the voice, voiceless, and restoring their book and justice. This commitment so vividly displayed in both recent investigations, strengthens our community and upholds the integrity of our profession. Upon hearing that in a rest of the May, the male sent a message to Chief Galway, his words of gratitude demonstrate why effective sinks were, works for justice with such passion. Quote, I have tried for many years to have a day like today your department apprehended my accuser today. This day will never be forgotten. And effective sinks did more than I ever could imagine. And quote, I'm privileged to respectfully request that effective sinks received the broad merit work for his persistence to judgment, fasting, and keen in the ingenuity. Each of these traits employ to key moments and intense interviews brought to be detected since. All in favor, aye? Aye. So moved. Well, the report from the department it says, what do we get? We can start making some of the things going on. The next thing that's going on, we're not a good thing going on. Staff right now, and the staff ready is kind of a state of the department on. What's going on? If there's something 17 people in the program, that's all the work you get. It's the same kind of fruition of trying to move you back in position. So we are going to have eight sergeant openings, three minute openings, and a captain opening in the plow fill. So you hired the people, you know, we lost a little bit, but you hired the back, now we got it, a little bit of our backup. So that's when I'm pushing that message out, we need people to come do this job. You got to have a good candidate so for any of you guys to select people. So, now we can. Can you break that down? Yeah, so we can set out a message. to do a 3D tennis and then as AJ said after it should be determined how sergeant openings because we're going to feel some protective slots, we're going to make a new SU unit so the work that you're doing is being noticed now. We're not full of lighting means we're having potential to have eight openings come and shape it. We've got 38 pounds to our eight potentially because I think we have four in the hopper now. You guys see that's a lot of 5 for another 1. I think total 5 for a base 1. That was 2. I think I have 6. I think we have 6 going for that. Now take a snap of where it minus 14 now. That's the thing I'll make through the back of the make up through the back of the bare board. It's just minus eight after that makes work. It's just remarkable. And then the training that's going on right now in our F2O is our full training that's just hopping and hopefully putting these people back in and build it right back up. Because they've been doing it through with three jobs. And now we can kind of defund stuff, and have this free ground unit, get these guys to be cleaning and detectives, get and do sergeants. We're gonna put a new sergeant on every shift, which I think is a good for span of management, to have four, three sergeants on the tenants, two sergeants on the tenant. You need to have a better management on those patrol ships to help them wash their heads. Yeah, your work is just under for action. Well, you've been interviewed and trained. Do you have any difficulty from the City Council getting funding for all these initiatives? The mayor has been great. The City Council, they come and talk to me a lot of what, you know, what we're doing, what's going on? They don't understand what's going on. And we've created 10 new positions in two years. So commuters, officers, CSIs, marketing supervisors, they outreach people, and that's all city council doing that. And we have to go to the other screen. Jackie for the legal, the patrol office, the mayor has to give some thumbs up when the council approves that. So that's 10 new positions. Those are on non-uniform non-slaught. Yeah, it's not. We have to call the judge that they're doing needs to be done by some more officers that we can reallocate those one officers that the next are sergeant, and the next restriction is more effective. So we'll get that at least stronger than we were when we get to the skin. We'll come back a little bit stronger than we were. Let me get this skin. We'll come back with a stronger part. Yeah. It was a nice, uh, rainy position. Yeah, I have an example of a new service order. There was, there had that alternative. You know, we have an awful lot of four-offs the land. So, is there any way that we can leave the new higher applicants active just say a month longer where we can go back and review those? You mean setting in the Guardian? Well, I went back to just look at maybe what transpire. I'm not going to go to it right now. And they'd already been making that if I just wondered if we can leave them active for just a shade longer. Not anything more than say another month or something.
