Thank you for allowing the committee to be here today to present a platform for employees of the month for July and August with a gift card from honor cafe. So let me just start out by saying that we have amazing employees across the county and we certainly have great employees in Precinct 3 and I know that when an employee of the month is a big deal and it's something that we're just really proud of with our employees here. It's with great pride and admiration that we recognize the exemplary actions of Jack Cortez and Ray Mel Stevens. So Jack and Romel, come on up. The evening demonstrated exceptional courage and quick thinking in a recent emergency situation. Jack Cortez and Romel Stevens were faced with a critical moment when a fellow colleague suffered a severe injury that required immediate attention. And when we say a severe injury, he severed an artery in his arm and it was court and blood like a, what do you say, a sprinkler? It was pretty urgent. Without hesitation, they applied life-saving tourniquet measures effectively stabilizing the situation, communicated with 911 dispatch, all while ensuring the safety and well-being of their coworker. Their quick response, comma-funder pressure, and decisive actions exemplify the highest standards of professionalism and care. Their initiative not only upheld our commitment to the workplace safety, but also showcased their deep concern for their colleagues welfare. In recognition of their outstanding performance and commitment to the well-being of others, I'd like to congratulate Jack Cortez and Remel Stevens as the employee of the month for July. In honor of their nomination, I'd like to thank them for all that they do. Thank Evan for putting this together in Andy, and Matt Bickley is at the manager of the group over there and without his leadership. Bluegoose, McGinnis, one of our employees, and most everyone knows him as Bluegoose, has, he's just one of those real unique employees that just never meets a stranger. And he's always out on the street helping and serving the community and he has for many, many years. So let me just read real quick about him. Bruce worked under four commissioners throughout his career with Montgomery County. In the 1970s, he worked Commissioner Joe Corley in precinct three, which a lot of you probably didn't know me neither. He didn't hire him with John Martin Commissioner precinct one in 89. He worked all 28 years with Commissioner Mike Metter, and he currently works for me. That's 28 years with Metter. If there ever was truly a man who never met a stranger, Blue McGinnis is that man. He has a heart of gold and loves everyone he encounters. If he can't bring a smile to your face, then no one can. When primarily works patching pot holes for the citizens of Montgomery County in Precinct 1. He is courteous, professional, and caring of every situation he encounters. He provides everyone with the satisfaction of a positive attitude, a professional job, and on occasion, he will break out his armaka or hop as he calls it and play the matune. The love and appreciation the people have for booze evidenced by the calls, comments, and actions we receive regarding him. Many times citizen will call the precinct, but on the request that we send boo out to fix their potter. Other times they call me to just send, for sending him as he is such a joy to them. Blue not only builds upon the reputation of precinct one, but upon Montgomery County as a whole. His positive spirit is infectious, his dedication, and love for his job is inspiring. I am proud to call him my friend, and so very proud of this award, and the acknowledgement of his outstanding attitude and job performance. This world needs more men like Blue Ghosts McGinnis. I'm on my blue. Thank you. This man, he helped raise my kids back when they were trying to get him trouble. I do the same thing but I don't understand in this capacity of wire how, Amanda. Yes, so Commissioner, in FY 2024 we had adopted funding factor of 17,562. I mentioned in workshop that we could potentially reduce that to 16,345. After further review, we believe that we should keep the funding factor at the 17562 and then basically have an adjustment of two infecuncies for break-in-seasavings and non-apartmental. So basically having an adjustment on the overall budget versus because in reality the true cost be be our foreign employee is right in between that 16 345 and the 17 5.62 we just aren't comfortable reducing it for the future years we would like to keep the funding factor at the 17 5.62 and make a one time adjustment of 3.2 million. What is that going to affect the new one goes to the fact in October? Yes. I'm not sure if we can get the information from the staff. What is that going to affect? The new one goes to in effect in October. Yes. We were just asked for. Are we going to carry it for a year? How long are we going to carry it like that? The funding factor we try to adopt every year commission. If we last year, I believe in FY 23 we did come back on the middle of the year to bump it up because there was a payroll issue but with the way that we had deducted it but for this year we're asking to keep it at 17562 and just make that one time adjustment Okay, I move I just I was unclear on so we'll see some positive growth that. We anticipate to see some savings. And so we will relook at the funding factors for the next year's budget, but for 25 we just wanted to do keep the funding factors same but make a one-time adjustment for potential savings that we may see. About a year ago, we started looking at the possibility of moving the current firefighters memorial from the convention center to the Veterans Park. We believe by moving it there it will have more of a presence in the county and kind of bring all of that memorial and stuff together to another location and make it where it's more visible to the public. And we are coming on, we're working with the veterans, people over there about dates and times, a land with the commission center, if y'all do so, approve to have it made. We talked about this briefly last time I see for the budget workshop giving opportunities to feed these or pay off some bonds early to realize that interest cost savings. We will turn to the first page of the presentation. I'd like to point out over the last several years since 2014, the county has saved almost 42.5 million dollars in just cost savings by refunding and paying off bonds early. As a result of y'all's decision to do that, we were able to reduce the debt by 42.5 million dollars for taxpayers. This court defences on page two. We're looking to defies or pay off early. A portion of the 2039 maturity of the London Tax Road Bonds, there is 2016 A's. And again, we're doing this again with excess funds and the debt service fund next year, after a commercial start to generate savings for the county. And that is shown on the next page. We look through the very bottom. After paying off those bonds, and it costs about a million two and we have an order from your asking to approve that's not to exceed one million to $250,000 to pay off those bonds but we believe it's going to cost less than that. So we're estimated one million to $210,000 to save almost $800,000 in just cost savings for the county. And then to accomplish this in the last page, we have our schedule events. Today we're asking you to prove this to Feast and Order and also the Estory Agreement. And then we'll go in February 13th, next year solicit bids, to structure the Estero, and then on the third of March, we'll pay those bonds off and they'll no longer be the obligation of the county at which point we'll realize the savings from the county. The budget is attached in general sense. This is an appropriation that we received from Congress related to the special threat facility in New Cane. So it's like classroom materials, hardware software for the classrooms, simminations, and then medical supplies for those who graduate. So they have targeted something like that. We were on the item, and we got four items. There were four items. 11B is related to HMGP grant for, well, we're wanting to develop with haggity related to the May flood event. There is a cost on this, the cost if we get the grant is allowable under the pre-award cost since this is a Stafford Act HMGP grant. The cost of the grant is 75% 25% so the grant will pay 75% of the buyout. The homeowner receiving the buyout will burn the cost to the other 25%. So I was in 182,000 and I'm asking for so we can develop the application and submit it for the buyouts which we think we can get between 40 and 50 buyouts with this grant. There is no cost to the county and that 182 is recoverable. It is a knock to exceed the last few applications we've done with the majority of never come closer getting closer into the always to men under. So I just need a funding source. I think Amanda has identified that and authorization to move forward to develop the grant. What's the funding source? Yes, so as part of the, I'm sorry, I put the long back up on the item, but I have a budget amendment pulling 182,000 from interest earnings from Voting's rich fund and putting it into planning management account. I would use Voting's rich fund. Otherwise, I'm sure we're pointing it from fund balance. Either way. I just need to be used for Voting's rich purposes. I would not. I would say the HMTP allows us to get buyouts that are kind of caught in the middle. Under the FMA, we're buying out severe-bredded gloss homes that are insured. And under the- I'm just talking about the bank pay. That's not a good use of road and bridge funds. How much money we have in that interest for road and bridge? Unallocated 431,000. So, we'll show in the deal. After that, 186. Unallocated 431,000 so in the deal after that 180 that's what is left that we've already total in that fund we've collected 1.4 million and we received that we'll receive proceed if you take the 180 to or whatever it is off and we still have 400 and something you still have 250,000. Oh, so, okay. So, another, how long would it take us to recoup that money? A word cost on this could be somewhere between six to eight months and then it could take several more months before we could actually realize the funding back. It could be another eye. Yeah, that we just got. Not that long. We're all the pre-award cost reimbursement so I mean at least conservatively at least a year. Amy from County Attorney's standpoint is that an appropriate use of rodent bridge funds was this vetted by you or the County Attorney's Office? What does I don't think if I may I don't think it needs to be. That's the function attorney's office. What does it, I don't think it, if I may, I don't think it needs to be. That's the function of the court. Now, well, county, we're voting what's on the public. We do turn them to policy. The court has a policy of using road and bridge funds for road and bridge purposes and also statute requires that. How does that relate then to how we use road and bridge funds to pay for non-profit organizations and to pay for other items that we've never done. So I don't know. The court has, I mean the court, I think this is an allocated funds, you could choose to do this if you wanted to. However, it would be a policy decision as whether or not you wanted to use road and bread. I'm sort of standing. I don't care where we take it from. I just, is there any other way? What is the will of the court? It was just an option. An option. You guys can name whatever you want. I can tell you can't name general fund contingency because we don't have it in there right now. So you either have to name a fund balance. You have to name a current operating budget or you have or you have to name an allocated funds. Which is what she did. You're cool. Item C is a big price tag, but you've already approved portion of this in previous authorizations. It's related to debris removal and monitoring the not-too-exceed amount needs to be raised to $23,000,000, $270276. This is dramatically an increase in the amount of debris that we're actually picking up based on the first estimate. And when you're picking up debris, you have to add the monitors in there as well. There is a 75%, 25% cost share in that with FEMA. However, to help lessen the blow, we're doing something we've never done in this county and that's going after an expedited project with FEMA to try to recoup these costs as quickly as possible. We're talking weeks, not years or months now. So we're seeking 24 million from FEMA. There's a funding formula how they do this. They withhold part of that reward and in the state with holds part of the award, we believe we'll get somewhere between six and a half to seven million dollars fairly quickly out of that expedited project specifically to debris. Once we've showed that we've spent it because as of make some half to $7 million fairly quickly out of that expedited project specifically to debris. Once we've showed that we've spent it, because as of right now we have not spent any of the money you've already authorized. We've incurred the costs, but we actually haven't spent anything, so we have not officially been invoiced for the work yet. So we've been from 3.4 to 14 now to 23. Yes, sir. So help us with this. What let me say we said no we're sticking in 14. There's a voluminous amount of debris still left to be picked up that would either lay there forever or until the commissioner's office. Well we're still thinking of storm debris. Yes he saw I'm monitoring so I'm on a dish go out with it. It's not if it's not eligible it's either rejected on site or it gets flagged for further review. We have very few of those incidences. The informed Jason that I have witnessed in the woodlands, trees being cut down that are standing dead trees piled up in the right away and then we're picking it up and that has to stop. Yeah, I've addressed that issue. Absolutely. I've also addressed about the trucks and our contractors sticking it in the right way. And I've even called and said, do not pick this debris up and it gets picked up. We have the golf course debris being driven taken to the right way. It's being picked up. It's got to stop. Yeah. I'm the threat. So we've put a little more extra precaution into that kind of stuff. And the bucket trucks have ended their service now too, so that also has reduced the further an entity. The amount originally was a lot higher, but the big increase is just, there's so much more debris. We've already picked up more debris than we anticipated, and estimated in the first go around. And final pass is starting next week to go through all the precincts and do that final pass and just going around and survey and debris there's still a lot of debris to be picked up dead stuff that's been there for weeks now so I think we've supported Montgomery County and the residents I think you've done a fantastic job. I appreciate it. The team has I mean more than behind the scenes working with the team but I have I have some heartburn with this jump. I don't know that I can do it. I'd be willing to use our equipment pool, pull our teams to do that and set up. Based on what's left, and I mean, I'm not an expert in each of your precincts and your equipment and your capability, but we're talking months worth of work if you had to do it yourself. That's not. And considering work. Not while I was seeing around here. And I'm on the road quite a bit. Yeah, I tend to agree with Commissioner Gray. I drive precinct three. There's not. I don't see. We are receiving a lot of debris. But as I said, strange thing is you'll drive down a street one day. And there's no debris on it. You drive down at the next day and there's these trees didn't just magically fall overnight. I think there are other contractors as well that are taking people's trees out of their yards and stuff and then dumping it on the side of the road. They're getting paid to haul them off and they're putting them on the side of the road. I think we need to, I agree, I can't allocate ten more million dollars for a project that I think might be getting out of hand. Well, I've already closed down precinct ones. Our dump site. No. So where's your material going? I guess or I don't want it anymore. I mean, I'm not trying to be a jerk, but we need to start taking care of pretty good reasons. He's only closed. He's only closed. I'm only closed. Preteen, one. There is the Crowder hell there. Yeah. I was one of them. Yeah. That's a fight really close. Similar to you, sir, Commissioner, you, as you close, then your acceptance. up operations in Oral Wall by the end of the month of September and getting that moved off October 1. That's the business location, the second business locations in Commissioner Grace precinct followed by the third in Commissioner Metters precinct. How many cubic yards have we picked on? We picked up right at 1.2 million cubic yards. So we're already over our initial estimate of 1 million and then that doesn't include what was picked up yesterday it was prior to yesterday's arrival over I think it's nineteen thousand three hundred loads individual loads so the double trailer loads have gone to the debris sites it's a voluminous amount of stuff and just ending it is it's gonna cost some issues I mean I don't I don't know what that scenario looks like just ending how do Now that we come up with a $23 million pick. So both Crowder and Hagrid, you went back and looked at what was left in the estimate to pick up in that final, in those final passes and how many trucks and monitors were needed. If you recall, we were at 50 trucks. I reduced this from 50 down to 30 starting last week which should also reduce the number of monitors in the field so that that pulled another $1.5 million off of this estimate that I originally got to come to court with. You know, I know this is not an exact science question, but how can they miss it by $10 million? It's all about driving around and just guessing at how much debris is there to pick up. So in the first four weeks, we anticipated to pick up a quarter million cubic yards. We picked up 450,000 cubic yards. So I mean, we doubled.
