Thank you. Well, thank you. Let's break. God, thanks for letting us serve this great time. Maybe we make good decisions tonight in Christ. I pledge allegiance to the flag of the United States of America and to the Republic of the British Saints, one nation, under God, indivisible, with liberty and justice for all. Call me in the order of public comment and so we have our consent agenda with the employee of Christmas bonus and that is not working. It was there a slide on I was just a little bit. Yeah, sorry. Yeah, I can get it. Yeah, I can. So each year in the past, the town has included $150 for full-time employees and $75 for part-time employees as a bonus at the start of this kind of a thank you from Council to staff. I know I hear each year when this is approved, how thankful the staff are for this. And I do. So thank you here at Concert. All right. The discussion. Mr. Improvement, it's a decision. All right. Motion by Mr. Risen, second on this show. We'll prove the same agenda. All right. All right. All right. Anything on the agenda approval? We're going to take out number four, move to the center. All right. I got it. I think the manager wants to add a grant opportunity for joint camera system updates. Right. The motion approved the agenda with either number four being removed and replaced by the grant opportunity for a joint camera system up greater parts. Right. Okay. That's a motion by Mr. Erichson. Second, I'm going to show all of you. All right. All right. Take it away, Max. He got it. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. or one for the parking regulations update. Mayor, can you reopen the public here? Oh, that's right. Not reopen the public here. Okay, we're good. Come back. So I reformed the table last time. And I had a few different things that council, we discussed the last meeting. So I highlighted the changes in red. I didn't want to go over every last new detail, like I did the last meeting. So I highlighted the changes in red. I didn't want to go over every last new detail like I did the last meeting. But I did add that Garage is new. Do not count as parking spaces. I didn't see that in multiple ordinances and surrounding jurisdictions. And I thought it would be helpful. Additionally, we talked about driveway length minimums and parking on the sidewalks. So I did add a 25 foot driveway length minimum per unit in the parking table for residential and then I also or I had a question about parks and I did do some research on surrounding jurisdictions and they had the one per 10,000 square putal land and five per 10,000 square putal land. This brings it to be more consistent with surrounding jurisdictions. And I did want to point out that I looked at sidewalk parking and I do think the enforcement of parking is most appropriate in the code of ordinances and it is highlighted here that it is not allowed. But that's not a development per se. So I did think that was best to be in the code of ordinances. Additionally, this is like Parks Parking updated. And then I also did an additional sample of the building next door, 2017-25 Old Monroe Road has approximately 60 spaces. This parking update is consistent with that, if it was to be a bar, a restaurant, or a brewery because they've allowed 72 spaces. And I wanted to show you the current parking table if I was to calculate parking based on the brewery use. it would be minimum, one per four seats plus one space for two employees on shift of various employment. And the maximum amount of spaces would be one per two seats plus one space for one employee on shift of various employment. And as you can see when new development starts, it's really difficult to calculate and talk to developers about how much park community because of the nuances this kind of parkling table has. So staff does recommend TX240601 to create consistency and we'll and more condensed layout and additionally the sections 12.3-4 and 12.3-5 become reserved because those are in the code of ordinance. Got a question. The 25 foot driveway minimum length. Is that from the street to the garage door or is that from the sidewalk to the garage door? It's from the street. So they could still have the sidewalks played in their 25 feet and that would work. That would be a 25th length probably a length of like a double-cat truck though. So it would depend on the type of vehicles. I think that if we kept adding lengths of driveways, I mean they could have two double-stack cars and then the second car would be into the sidewalk. So no matter what it would be really difficult to kind of prevent sidewalk parking in the development. But the current is high, but the minimum. Correct. That would be the minimum in this new amendment, which just allow a normal size vehicle to park without being in the sidewalk. Okay. normal size vehicle to park without being in the sidewalk. Alright, I'm going to question some matter. Alright, I'll close the cover here and push the push of the counter. All right, Paul. There you go. I'm in commotion to for approval of the X for the war those six the one parking. Second. All right. Motion by Mr. Ayer. Second by Mr. Drake. All right. All right. Thank you. That's your medals. All right. I will read the statement consistency and read one minute here. The staff requests a text amendment in the stalling development ordinance table 1, 12 is up 1 within Article 12, 12. The amendment is off street parking requirements by removing minimum space requirements having minimum off street bussicle space requirements. Simplify the land use category and reform in the maximum requirements to be more easily and interpreted in measure. Staff also requested also 12, not three and four, and 12, but three to five become reserve sections. Much improved that. Motion by Mr. Henry, if you see the proof that the state not consistent in the results. Second, I'll be straight, all better. Aye. Aye, aye. All right, thank you be straight. All better. All right. All right. Thank you. All right. Sure enough. This is up. This is up. The camera for the product. Good afternoon, Council. I'm a little rusty. It's been a while. Good afternoon, Council. I'm a little rusty, it's been a while. So good to see you guys. My apologies for this not being on Y'all's Minos tonight. This was something that Chief Broughtts' Modvention, I think Friday. So we really wanted to just get it in front of you guys. We thought this opportunity was too good to miss out on. So that is why I'm here. Especially with the deadline I think Chief Woody Saturday this has to be submitted so all that we're asking for you guys is to move forward with applying for this grant we have not applied for it the reason that we have to come forth is due to our grant policy. This one does have 50-50 matching funds that we would have to supply from the Parks and Recreation Operational Budget. But the good news is that we've saved some money. So the money's there. We just kind of see if this best fits our needs. So as you guys know, I'm sure Alex is Luke Jalen with the uptick of park visitors. Our events become a lot more popular. We have a lot of eyes on the park. And, fortunately, that does come with the downside at times. We've had some spray paint that went on the back fence that we went through and also some vandalism on the new pickle walk courts. Both what we pretty much think is just some teenagers. The pickle walk court was some kids riding around there and some scooters past park hours. It kind of just did some burnouts. So what these cameras would do, we do have a camera system in place in the park. However, it is definitely not up to the standard that we would like to be at. I'll just be honest with you, that was put in probably a year before my time, relatively cheap. It is hard to pull footage from. The footage doesn't last very long and it actually takes us go to the park pulling the specific timeframe, put it in on a USB drive, come in that, download in the footage. Look at it, it's a very long process. So what this would allow us to do is get on the police's Verkota system. The police would have the ability to pull this footage whenever they they like, as well as the park staff would be able to pull this. Last for 30 days, please if you have questions about the system, that is probably best for Chief. This is something that we did want to do anyways with the CIP and this coming budget. We were going to put in for a camera. So that's why I'm here tonight kind of asking for your guys' permission to move forward. What it would cost is $12,000. That's for one camera. However, it covers 10 years of it, as well as it's gonna be a 360 camera. We put it near the pickle ball courts. That way we're grabbing the back entrance, the pickle ball courts, the shelters. What police is already doing is they already have the approval from you guys to get the license plates to go in and out of the park. So we thought first stage of this new system put on that side to grab probably the most not favorable recreational activities in the park. How many cameras do we have now? So right now in the park there's 12. They are very basic. I would say as far as zooming, they don't tilt. They're very standard. They're almost as good quality as a ring doorbell. And that's being generous. So when we leave those 12 in place? We would leave them while we kind of start moving towards this new system. So they've already been paid for. We don't have to pay for this kind of service fee right now. I don't see a point in pulling them when they're on the other side as we start to kind of upfit the park right to the left. So there's one camera that much better than it all takes to choose the whole park? Yes, so it'll show a 360 view from where it's at. However, it won't grab all the way from the Bayon shell. You say a 360 view. Is it moving or is it? It's four cameras in one, essentially, four different lenses in one unit. Yeah. Does it have the ability to, is it emotionally detected? Detect the one. It has that capability, but due to the number of people being in the park that is doing that, you might not capture everything as it would as a static count, because it is continually moving around. It would have the ability for us, like if the parks were watching it, they would go to move the camera to a different perspective, but it wouldn't be a lot of focus. All right. I meant mostly at night. That was movement movement would it? Sometimes when we get those cameras that are, those are four, I'm with a 4K high def. This gets out of my area of expertise, but the pixel numbers are so high that I've seen cameras before where they start focusing on rain drops. So the cameras continue going like that because they're still high enough. I have one and the spider crawls across it. It doesn't have a part of the motion due because it doesn't have light turning on a light. They're infrared. Yes. So is it turning on a light for preventive like oh you're on the spotlight get out of here. No, it wouldn't be that, but it's a great thing. So you can identify person in the order. That would be awesome. It starts buzzing. So yeah, that's, like I said, it's something that we were going to put in the CIP anyways. So while the grant money's there we kind of want to reach out and grab it so we'd love to answer kind of any questions that you guys have if you don't have any all the we ask is that you improve the perks of her men please support men to pursue the grant opportunity through the NCLM. All right any other questions for us or chief? All right what's the place of council? I'll make a motion that we do effectively, but the matching 7,000 and to go forward with the grant. Perfect. I'll have to come back with the ABA for the monetary value however that was exactly what I needed for you all to prove and for it. So that's perfect. Alright we got a motion on Mr. Aries to approve the grant opportunity for the joint camera system. Look great. Second round is great. All right there. Thank you. Thank you council Next up is our closed session That's Just Just give him. All right. Motion by Mr. Richardson. Second by Mr. Ayers, all favorite. All right. Thank you all for coming tonight. Oh, thank you. Thank you. All right. Thank you all for coming tonight. Oh, thank you. Thank you. Thank you.
