For those of you that are here in person, if you've got electronic device, we'd ask that you place on silence this time. And for those of you that are participating by zoom, we would ask you place your device on me until such time that you need to address the court will begin this morning with the word prayer. God, we come before you today, humbled in your side and asking for the forgiveness of our sins and dear Lord, we're so thankful that you are loving and gracious and forgiving God. We ask that you place your hand of protection and guidance on the first responders that protect us here on earth as you watch over from heaven. Lord has always, during this season, let us pause to take note of the true meaning of the Christmas season and the ultimate sacrifice that you gave that allows us to live with the forgiveness of sins and with the birth of your son. Lord, we ask that you also place your hand of guidance and wisdom on this court so we may do here on earth what honors you in heaven. We ask all of these things and your son's holy name. Amen. Amen. Place to our flags. I pledge allegiance. So we may do here on earth what honors you in heaven. We ask all these things and your son's holy name. Amen. Amen. Please start flags. I pledge allegiance to the flag of the United States of America and to the Republic which it stands, one nation under God, indivisible, liberty and justice for all. Honor the Texas flag. I pledge allegiance to the Texas one state under God one and in the business. Next item on our agenda is the public forum citizens may address the court on any matters other than matters concerning county personnel or matters under litigation each citizen will be allocated five minutes with a total time not to exceed 30 minutes. Is there anyone here in person that would like to address the court this morning? Seeing and hearing none, is there anyone participating by Zoom that would like to address the court this morning? Seeing and hearing none, we'll move on to item number five on the agenda. And I do want to take note that there were not multiple items. So a consent agenda does not apply. I didn't want to throw you off. But item number five would be to approve the minutes for the Coral County Commission's Court meeting held on December 10th, 2024. Motion motion from Commissioner Batchin was second from Commissioner Taylor any further discussion on item five. You're knowing all those in favor say aye all those opposed say no. I just have it motion carries item number six on the agenda is to pay bills again we've moved this up due to the work schedule for today to allow the auditor's office to begin work on this. We've had bills presented in the amount of $364,596.92. We've got a motion to pay bills from Commissioner Matthews and a second from Commissioner Taylor any further discussion on paying bills. Very none all those in favor say aye. All those opposed say no. I just have it most you carry. I'm number seven on the agenda is Road and Bridge Report. Mr. Manics, are you sitting in for Mr. Latham or you just, we just don't have one of those today. Okay, all right, very good. Is there anything that any commissioners have under the road and bridge report? I have none. Okay, very good. Thank you. Moving on to item number eight, which is updates and actions on grants to include but not limited to SS4A. As you recall, we have completed that particular plan. We have submitted for the reimbursement. There's still a little bit left that we're attempting to apply for to see if we can, you know, and recoup some of those costs, but that plan has been accepted and approved by federal highways. The questions or comments on SS4. Okay, they're good. Moving on to the hazard mitigation plan against again, the HMP has been completed and we are in the process of seeking reimbursement funds for the hazard mitigation plan. Any questions concerning that? Okay, hearing none. Moving on to the RCP Resilient Community's Program Grant. It was my understanding that MRB in conjunction with Mr. Bell was gonna provide an update. We got listed under item number nine so I don't have anything to cover under RCP at this time. Any questions? Hearing none, we'll move on to CDBG-MIT. Again, the ongoing never ending CDBG Mitt. I have not heard of any updates since the last submission. When we used the magic language, those funds again are still allocated for the county. And we await to hear something from the GLO. Any questions under CDBG men? Here we are now. We will move on to the FEMA DR4781. I believe we are still in the process of developing the work orders on those for those individual projects. I need to reach out to and and I will, I'll give you an update when I hear something back from them. But need to finalize as far as the category A and category B projects. That's emergency repairs that we did. And debris removal. I believe we've got about 1.1.3 million dollars worth of expenses there that we have uploaded into the portal. I need to see if there's any other documentation that FEMA would need to be able to reimburse us for those expenditures. Any questions under the DR 4781. Okay, thank you. Right. Moving on to item number nine, which is an update on the RCP with MRB. Is there anyone from MRB that's with us? Oh, oh, there's. Sorry, I'm really all wrong. Snuck up on me like that. Just out of the, okay. All right. No, thank you. Thank you. Judges, so I think I'll go great, but you know what I'm going to do. I'm going to work in I am the project manager for the RCP plan. So on the last week before last, I met with Mr. Bell, Mr. Manning and Commissioner Vasham. I'm just going to go over the progress update for this plan and basically what our next steps were to the plan forward and get this thing done and closed out. We've had our first and second rounds of the public meetings. Our third round we're holding off until we have the draft plan. The draft plan is planned done. We were able to get all of the adopted plans that the county has completed. So the hazard mitigation, the SS4A, there's one other one that Mr. Bill was able to provide that had been adopted by the court. Any wildfire protection plan? Excuse me? Any wildfire protection plan? Okay. I could get that one. And so I think those would be the only ones that were active in the time frame of this plan, and that had been approved and adopted by the courts. So we do have those, which is what we needed. Our biggest thing right now is that along with this RCP, you guys also did subdivision ordinances, subdivision regulation, ordinances, and building codes. Those have to be updated and adopted before we can complete the land use plan because part of that delaying is incorporated and analyzing those subdivision regulations, ordinances and building codes. So I know the court, we can talk about setting up a workshop on the 14 to kind of prioritize those. I don't know if Mr. Dope had presented those things and it's been, if they're not, we looked at the 14 to review and prioritize what the for it was going to what the county wanted to do and what needed to be reviewed. The Floyd playing ordinance was also something that we needed to review and see if any changes need to be made before this completion. And then on the 28th, bringing in, don't remember his name, but the gentleman hired to do the updates for the... Oh, byish. Yes, waiting until the 28th and doing a workshop. And so we can get those going, because we cannot complete the lame use without having those other items updated. And so with that, and I know there's about a 30 day, because any sends and regulations I have to be done have their public hearing and all of that. So it pushes our time frame to have this thing completed to me. And so right now we have submitted to the GLO to have that to take all the extra time that we need. Okay. So we can have it pushed to me. Of 2025, does our history of completion think like having you? Like the vision. Yes sir. Yes sir. And that's a can you just stick with that time during the getting those ordinances and things but they did by March and approve and adopted. So our request would be to do a workshop on the 14th. Okay. That is good. Right after we, I think that's our next commission for the 14th. Yes, really. And then doing an on the 28th, they wouldn't be long, but it's a good interaction. We'll tentatively set those so that y'all got some predictability in your schedule. We'll tentatively set those for the afternoon. And so that way we kind of have a defined start time. So you don't have to sit through, you know, a whole commissioners court to figure out when we're going to get finished. And so if I typically like 130, is that that word for you? So if there's, let's something comes up we'll plan on having workshops in conjunction with those two commissioner court meetings and we'll begin those at 130 in the after night. Thank you. Thank you. Thanks, man. Thanks, man. Ms. Thompson, thank you so much. We appreciate it. Really do. Any other questions or anything from Ms. Thompson or anything covered under here? The RCP. All right. Hearing none, we'll move on to item number 10, which is to consider the contract agreement with Langford Community Management Services for Grant Writing Services, for the County of the Playa of Famous through the Texas Division of Emergency Management for Hazard Mitigation Grant Program Funds. And I'm gonna butcher whichever one it's the 404 or the 406. But we issued RFP for that. And they were our only respondent, which will be approved in court at our last meeting. And so what's presented to you today is the contractual agreement to approve to support those actions. the the commission. No, no, no, no, no, no, no, no, no, no, no, no, no, Yes. All those papers say aye. All those opposed they know I say I'm emotion carries item number 11 is updated on construction projects. It's sir. Yeah. Lot going on guys when you just finished up during the landscaping fire flamethrower on your all complete back rooms are complete. The scrapping is done for the parking lots now. The pews are all in both the core rooms. Carp it is in all the offices. The only area that's not carved is the lobby. They're big to start that. The pints is done around the building, camera and style, all the bathroom, all the bathroom, all the bathrooms, all the bathrooms are complete. All the cabinets and the fire cabinets, like the desk, the layout, the clubs, they are all complete. They are saying whether it's one item that we are going to discuss that here's over this that leads to be done the second stage of that date. So, everything else is 98 percent complete. as a It's not critical. But have we started the initial talks with. Texas jail commission on when they would come in and. Yes, sir. Certify those holding sales. Yes, that was. We get back with us on that. Yes generally with that just being holding sales, we don't have to go through like the prior testing and all those stuff like the retro jail, but what we still do have to have come to look at them. I can see it being in a problem at all because they are those bad for an onshore that they are complete as well. The holding sales. Yeah. That's for the way down into your commission. Okay. All right. Very good. Any questions or comments for commission bash them on the construction. For construction projects. Mr. Crowthers, can I put you on the spot? Would you like to give the Court a quick update on where you are with potential plans for remodeling so that we can get moved into the new tax office over in copperscope. Almost everyone's going to do work and there's been out there to see the project at the electrician of the crane owner and the painter. So they're going to remove that bulk door first week in January and then we'll be able to get everything moving from there. You know, we'll just have to wait and see how that starts. You know, everyone starts on that and be great. We'll be out of there. I mean, we'll be that. We won't take very long. Each project is only a few days so you know, she'll go fast, at least the age in the co-terrorists, let's go to her this past week just to keep that communication open. She asked the owners of that co-terrorist wave that extra feeding per march. They may have to stay home there next year or month. So she and her back in the men's home. You know, hopefully you hear that soon. This will have that. You know, say this money there, you know, kill the march. At the old ways. But we should know more after next week. You know, they're giving a lot of money this week, but after next week we should know better of them. I don't know how much I have time. You know, we'll start me and hopefully. Okay No, very good. Anything else to cover under construction projects? I'm Daniel construction projects. All right, hearing none, we'll move on to item number 12, which is to consider actions on items to support construction projects. Yeah, the bottom of the bottom one, I'll put this thing at stage of the I-T. And they only received one response this bride. It's in your packet. The volume of the house is fine. It's obviously the glaring things that, you know, out to me. Three items on their projected bill materials. Two of them have a lead time of six weeks and one of them has a lead time of 20 weeks. Here's your. I'm going to go ahead and As part of change order number 22. We're looking at additional and I'm just it's a rough figure but basically another $15,000 in overhead cost on top of the bid of $ I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm in my very humble opinion, the short version of it is it's not really an option because otherwise we will have a building that we can occupy, which would then not have a computer and internet access. That's the. So, you'll be my recommendation to the court to approve the bid packet that's been presented. Also with the understanding that I believe we should go back and revisit with the other coin, coin, concerning their supervisory and project management costs costs see if that cannot be reduced. I agree with that. But the other thing is, the moment we're going to be in gas, I'd say if we don't move forward, it is well-bearing if we're good idea to have that. I mean, hot Friday just wouldn't be very. You have been sitting in the picture days. I'll be able to have that. Yeah. to accept the vote for the verb comment. Thank you. We've got a motion to accept the vote from Brown Hall. We've got a motion to accept the bid packet from Butler Cohen, from Commissioner Bashman, second from Commissioner Mathews, any further discussion considering, concerning item number 12 for actions to support the construction projects. Here you know, and all those in favor say aye. All those opposed to no. Let's have it motion carries. I have no retardant is to consider approval of bonds for the tax sets or collectors. There were listing bonds that went out in your packets, and I'm going to let Mr. for our brothers giving you the full money update on those bonds that are listed. So these have to be, these are renewals, the bonds for the next session, like we've done every term. So these will start January 1, 2025. That's being approved by the court. They're all set by statute. One of the Comptroller, one of the county, and then one of each of the other entities that we collect for property taxancy. I mean, nothing has changed, it's all standard. You know, we do it every... I make both of the buttons for the tax process. We've got a motion to approve from Commissioner Matthews, a second from Commissioner Bash, any further discussion? I don't know. Number 13. You know, and all those members say, I, all those opposed to no. I say I have it motion cures. Item number 14 is to consider agreements between Queryl County and the volunteer fire departments. I'm not going to go through and read all those, but those are all the volunteer fire departments. Please take note that the agreement with the city of coppers cove is not listed on there. We do have one and I'm in discussion with them to make sure that we've got the wording right on that. So it will be presented for the courts approval at a subsequent meeting. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. the . We've got a motion to approve the fire fighting agreements with the volunteer fire department is listed by commissioner Matthews a second from Commissioner Taylor any further discussion concerning item number 14. I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to be able to say I'm not going to a motion to be on the board. Very none. All those in favor say I. All those opposed say no. I just have it motion carries. I'd room 15 is to consider can I donation of $250 from John Daniel Mitchell. I got a motion from Commissioner Matthews Commissioner basham and a second from Commissionerhews, any further discussion concerning item number 15. Very none all those papers say aye. All those opposed they know. I just have it most you carries item number 16 is to consider salary schedule. I believe Commissioner Mathews has provided a salary schedule for your consideration this morning, Commissioner Mathews. at Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, Saturday, that we've been paying, that was the truth. Except for, you know, there's a minor one. You may be getting paid more just because of their time with the county. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm going to go to the next page. I'm sorry. I'd like to welcome to you, but this is the last day of my visit. I'm going to approve the salary schedule. It's been presented from Commissioner Mathews and a second from Commissioner Taylor. who have what they are, who are the supporters of anyone. I agree with today 100% with our sub always something. I would miss something. And I mean, is there what my question is if there's something that we might measure something, can we go back and adjust that? I'll take a minute. Yeah, I agree. I agree. Yes, I think we should be able to agree. Well, the issue becomes, the issue becomes at the heart of it is that there are some salaries that are not consistent with the salary schedule that are in the budget. Which was my issue last year and it occurs again this year. Which then, And subjects the county to some liabilities. Should any of those employees take issue? And if this were adopted and this is what's voted on, then that's got to be reconciled against the budget. And it is my belief that there would be some individuals that their pay would be reduced. There would be some individuals that their pay would be reduced. There'll be some individuals that their pay would increase. I'm 100% confident. What we got to approve and if this is the one, if this is the one that the court wishes to approve. Well, my question is, I mean, we've got to be able to look something. If we can go in and just by being out there. I think we can. There will be adjustments based off of if the court votes in favor to adopt this schedule. I mean, you know, budget amendment would have to be presented to the court, but again, there are some individuals. individuals, if you go strictly off of this, their pay is not going to line up with this. I am more than willing to sit down and work out with this court. What we can adopt to make what is budgeted work. But we've gotten an inhabit of picking some ones, these, and twosies every year. At least the last two years. And they don't get it. We got knowledge. One that we didn't get. One in the grid. I have an idea of which ones they are. Yes. I don't think it's fair to those employees or those positions to address it the next room. I'm going to be a little bit more in the comments. There's been a long and interesting. There has been. There has been. There's any other. The funny discussion. All right. Hearing none. All those in favor say I. All those opposed to no. Ms. Newton would you call the roll please? Mr. Ambassador, what do you do? Yes. Aye. Mr. Ambassador, what do you do? Uh, Mr. Schiller, how do you do? Mr. Miller, how do you do? No. All right. Moving on to item number 17 is reports. It's five. And then I would ask that we get to add to the January 14th agenda to add in the employee handbook for consideration. And that's all it got. Now I want to thank the run-reage department for your feedback for breaking bread with you. For your the commission. for your Christmas party. Thank you. Commissioner, Commissioner Baxman. What kind of wish everybody of Merry Christmas and have a holiday in New Year's. I'll make some rain and road bridge once it's good. Oh yeah. Yeah, we're good. Commissioner Taiman. Body head, red dress, the sight frown. Good day here. Hopefully we're walking better foot. If anything goes smooth, then again, thanks. Really great for. Million back. And right pushing right. Multi-air train. Yes, sir. Yeah, you're right. Push him right. Multi-entry. Yes, sir. Anything else? Well I think. Okay very good. All right last Monday had a meeting with the Texas Military Council in Austin. They gave an update on and they already are a state organization that works in conjunction with our military installations and military leaders to build better relationships, not just here at Fort Kovac's formerly Fort Hood, but with all the military installations around the state. And it was really Texas, with the realizer not takes a very forward looking approach in the relationships that they have at, you know, all the government levels with our military brothers and sisters, whether it be Army Air Force Navy, we have all of those within the state of Texas. So it was really good update. And with that, there is a program called the Defense Economic Assistance Grant Diag. As a region, the Heart of Texas Defense Alliance coordinates and puts together a packet every year for grant funding that help both the local communities as well as enhance the quality of life and the readiness of military installations. And it's competitive across the state. Copper's Cove was awarded, they were the sponsoring agency and they were awarded five of the $17 million that were allocated underneath that program or under that program from the state. So I want to thank Coppers Cove as well as the heart of Texas defensive lines for submitting that application and they're doing I mean some really great things. I haven't really talked about it a lot because there's been a lot of, maybe behind the scenes, you know, communications, but anticipate that state highway nine, which is the loop that connects, or that little bypass that connects FN 116 going into going into CopperScope with Business 190 slash I-14. Right now it only has one way ramps to get into Fort Cabasis. There's grant money that has been allocated to Fort Cabasis and again the City of Copper's Cove to establish new ramp access on Highway 9. So if you've ever been over in that area in the morning, there's lots of truck traffic that gets backed up at one of the entrances that's actually on I-14 and this would in the future of Lee allow them to divert truck traffic off by 14 and create a much safer environment. environment. So again, my congratulations to Copper's Cove for pursuing that funding. It will be a good regional transportation effort. Wishing Dr. Joe Burns the retiring superintendent from Copper's Cove, happy retirement. He's been over there for about 13 years and he has decided to step down and I believe he is, I say this a little bit tongue-in-cheek, but I believe he's now ready to make an attempt to corner the cattle market in his retirement days. that now I think he's ready to spend some quality time with his kids and grandkids, and so I wish him all the best as far as his retirement goes. And with that, I believe that concludes everything that I've got on my report. Oh, there was one other. I was about to miss it. Wanted to offer to you the election results for the appraisal district that we received those yesterday. And so that you're aware of who now sits on the Central Appraisal District Board as elected by the entities that are supported by the board or Brady Diaz, Ana Espazian, Kevin George, Andy James, and Jay Manning. Of course, Mr. Careathers remains on the board, but that is a pointed position. It's no longer one that is voted on, and then there are three at large. Is that correct, Mr. Careathers? Three at large positions that are filled. So, based off of what we voted on internally over, you know, nominating the five that are elected there. there. Again, Ms. Diaz, Ms. Fajian, Mr. George, Mr. James and Mr. Manning. We'll make copies of this, these elections are available to you. That concludes my report. That concludes the business of the court today, wishing you all a very Merry Christmas and a Happy New Year, and we are adjourned. Thank you.
