We'll go straight into public comment. Okay. We'll go into. I have three a action regarding the next is January 27, 2025 regular meeting. You're by those at eight seconds. you last on self-screwed. 20 minutes. And okay. Okay. Five second. There we go. Okay. Thank you. Sorry. Okay. Dr. And In the session. All right. And I need to actually pass the motion. All in favor. Be opposed. Passed it to me. I'm going to go to three of these. That's what we're going to do. All right. So, our usual financials. financial financials, we'll skip through unless you have any questions and come up with a number to actually give you one to remind us what was born and converted in by the United States in the year, based on 25% of the's tax revenue contribution. So, the troubles shown there and of course 1.2 million is in cover as you decided to hold that towards the Tunnel Center of Public Education Department to step in and complete thing that came up and just taking. But it's good opportunity to take a little walk back in time, especially if you weren't care when this policy was introduced. You know, of course, the EDC, the EDC-MIS mission is to encourage quality, commercial development, that experiences, living piece, sales, and property tax space, and contributes to a higher quality life. And the contribution to the community parks, the IP fund absolutely has contributed to higher quality life. This is something, projects that you've actually been active with those funds through the years. The new building and deep of the new acts for the practice fields of the Palestinian are the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the Indian and the up a lot. And of course there's a couple of past projects, it's the Minususus, the Sunsets, Wings at Terry Park, the town center park design. And also the use of plants to purchase the right way in front of Trump to board that, which I mean, you know, something, definitely wanted to be done. And really, one of the last thing I can see is in 2020, how many businesses they help make the bridge from the inception of COVID closure in days to surviving and still driving today. So many of them offer a new service businesses and they thought they're still there today. So all I have to say, we love our EDC and VC and they've done so much for us. And the latest greatest thing, of course, was their MVC's contributions on our program last year, $3 million, which pulled down that interest rate. And then also starting this year, they're making the payment annually on the desk service. Which if you look at that number of $470,000 and $325, that's bigger than any amount they've given through the sales tax policy today. So we just wanted to kind of walk you through that. They've got some cool things they're looking at. In fact, March 24th, they're having a strategy workshop to kind of really dive into their their formation of, their, their formation of making sure our community is economic, they're just not expanding the sales tax. And so that's going to require some of this on, you know, preserving and taking care of our downtown district, you know, marketing the reserve to get in those high quality businesses we want that will shut sales tax. So we just laying that out there while we were talking about the financials. I think they're not so who's not incredibly grateful for the contribution and if it has tweaked well I hope to continue but I need you to come in and find it how reasonable and what that helps that helps, and it does tables into our agenda. And tonight, we get a kind of maybe set of things like the path program. And we have John Walker, who's pulled that together. He studied good marketing package, and he knows pages need groups on the ground. So maybe each of meetings are kind of think about it, think about if you can support Pathmore, if there's somebody who think would like to get involved, that's an area that we, including myself, can help in that way. I don't know if you have any of that in that. Yeah, I agree. I think that the surgery that that that the bank committees had It's been good obviously It's hard because something that's all around it. So the opinions create the packages but But Definitely I I think Sometimes how How and show up, and fall to the point of the day? So, basically, fall on to the task that it says, A, that it fall on, A, that it fall on, A, that it fall on, A, that it fall on, A, that it fall on, A, that it fall on, A, that it fall on, A, that it fall on, A, that it fall on, I'm sure, I'll just say, I'm sure, I'll just say, I'm sure, I'll just say, I'm sure, I'll just say, I'm sure, I'll just say, I'm sure, I'll just say, I'm sure, I'll about the staring at the end phase of hearing now what it is. So now we're going to end up, okay, we fundraise, we'll let you give, etc. That's a real time transition from organization on I'm the issue to let's go put those but it's in a brown figure out how out how to raise the time. You know, I thought it should be my approach. It doesn't always like, I don't know, some people don't like me, I'm really nervous, or building whatever. But there's a lot of fun when they say, I've been some of you at the office in the past where like the art of the black tape, the young lady, red. We have a really good turn turnout and we've had a little bit of half the most snow, we're not heavy, we need more people to make it heavier and maybe even do some collectivity that raises money right there to build some excitement. So I mean we don't have to talk about all that tonight but I just gonna tell you if I'm gonna try to help warm, Again, putting the corner in, I think it's a great time for the park where I'll be kind of sit back and get to what Shillin will incident and Kim Lee wonder while I work back there and wait for the rooming coming you know we can come to see if we can do that. Yeah, great. I just just I like what the general night looking here are saying is that these guys are essentially a volunteer for the co-collarders right now. It's a tough job. I mean it's tough job as per running, tough job making a living, asking for money like that, doing it because I volunteer then it's just tough. So if anybody knows anybody who can kind of do anything like a warmly, that's a huge point I think. It's just pushing stuff like that out there, helping them out anyway that they can, you know, be positive in it. You never have my start of something, you think might be small money, okay, it's a piece of it. Yeah, so just whatever, just like, we're saying just anything, I think we can do is going to be supportive about personal. On the other point with the money from the EEC, I think it's also important that we remember that how much EEC is given us as a whole and how much you know, how much we've been able to accomplish it as far. So no matter whether or not it sweeps down sideways, you know. So I was gonna be different, directed going forward as a city and different goals on whatever I was to accomplish. I think that the part where it is obviously is something that's from important. And I think that no matter even if money comes back a little bit, I'm not saying it is, but if it does, I think that the part board is obviously, there's something that's from the important. And I think that no matter, even if money comes back a little bit, I'm not saying it is, but if it does, because if they have to make it, I'm just gonna, then I think we keep going forward. And I mean, our job is to come with great ideas and present the City Council for the Emergency Council. And stuff that's relevant and sticks to the law is going to go through whether EDC is giving us money or if not, it's a great idea. I think that money's going to be found that, you know, we'll get money coming up and going on and stuff like that. Just some, you know, give them a mind no matter what happens on money and stuff is a short kind of double thing. It's one of the steps. I'm going to stay focused on you and go on what we can do. It's all good. So, I'm going to have the public works that some of you are going to do in the third day. We can cut that out. So, we want to see you. It's 11. You go on 740, south towards 40, and turn right at that old storage building. The address will be to somewhere different. We But we'll see you. It's going to really be okay. So I'm also honoring our public works crew that were all over there and they did so much and they are on call 24-7 and they've been in a terrible facility for many years and this is long overdue to them. So come out and enjoy it. And thank you guys. And the one. Like I said, we're doing heartache 5K. It gets you to have a community if you're available. This is a great opportunity to boost path and help them and do something on me to get a splash out there, earn some money, raise some money, just, you know, if you have any ideas, you're on the go-go and the rep at home right now, but write me and I'll jump get it and you know, if we could get enough people to be out there as important, I think it would look good. And we have some kind of flexible space out there to get the weekend we are having it in the reserve. This is a new water education piece, it's like most critical thing, more citizens' minds. So we develop kind of a living, breathing document that we cannot date on going to the fourth format. This name is progressed and just push out constantly. It also very exciting, the individualry slides that we're pushing out, that gets from group on social media. So it's on to them, we're going to be about, I'll have to wrap them to it. You can go and cover them, the name of the listener. Okay, so we're going to have conservation issues, where I would say it's, you know, a new rear is tackless, but there lots of good be more supply coming in the storage county that we still want to be more supply coming than the storage county, but we still want to be mindful. That's all I have. Brown is back there. Sorry, you want to do all the ground stabilization to the big wall course, the basketball courts that did some of the soccer fields and they did dugouts for the ball field. field. We had accident made the 18-inch waterline by that where it was, the build burn over there, get our crossings of our electric stone, get all that done, and now we've got our 18-inch waterline here and how deep it is. That was helpful because it went on any mats. The lead times on the left were still real long, so that's still not coming yet. They did a concrete layout for the somewhere around the pond and for the parking lot on the festival stream. And the rough ends for the electricals is down there as well. So that should be the first name that occurs is we start to see the parking lot foam shape and best best will start to come in run a few minutes. Hope you look at that and mix. So we can say good weather. The other thing we're looking at is the cheapest in Saun. That is going to be a private or a food work facility that has to go somewhere in the park. So we got to figure that out. Where that makes sense. Where they like to go over that. But other than that, as we'll just storm in and put in, storm pop in put in, and still just looks pretty, just like a great hole right now. Got any questions about the happiness? Thanks for our knowledge. What's the one you need to see? It's got an active burden. Part quality and the procedure, including the emergency renovations, rental fee structure and field juice. Yes. Yes. So what we're looking at here is essentially the proposed fees and schedules and forms on the different sports, like what's the old leave the good old voice and so on. But, anymore. I'm sorry. First, please don't freak out about all the paperwork there. What you're going to see is just a certain draft copy foundation bill from anything that needs to be reworked, replaced, updated. We can do that without a problem. The actual goal actually is to get all that online. Where the things still will. Where the things post it there where we have no paper, except for an actual receipt or a permit that the renter wouldn't be required to take with them when they go to renterability and to the pick bar board so that if someone's there when they arrive or if someone tries to show up, you know while they're using the time they've rented, they've got something to show, the non-emergency number on it, so that if there's anything happens, that can be handled. The actual fee schedule, I created that from looking at what we have and some cities that are our size, off of the same amenities with the opportunity to make some revenue. Obviously, those have to go to council to be approved, but that's just again a starting point so that we kinda know what we're looking at. We don't want to, for structured events, structured leagues, we don't wanna give the park away, but we don't want to give the park away but we don't want to cross ourselves out of the market either so you have to find that median in there I know there's a lot of facilities that don't give you as much as they should because they just they charge on the leg and then if you don't charge enough if you look up a year from now and your facility is not worth what you're charging more because you beat it down the nut so you just kind of have to find that happy median in there that works for even what your goals. Any questions at all? I have a question about the problem. Just the reservations for the applicable points and stuff. Sure. And I understand I love this is a great way to get money and earn revenue and stuff but just as far As far as I can see that it's in stock. And I understand I love this is a great way to get my internet revenue and stuff but just as far as like I can say it's an standpoint let's say someone called the other red third constantly being read down. I'm just thinking pickable but could be applicable to all the fields too. Like every single field of rent throughout, rent down, and he wants to go there, you know as a citizen I can't get myself you know know what I'm saying? Is there something in here where you could say like, you know, or pick a book for it's ABC, or rent is rentable and we, you know what I'm saying? Like we want to open for it. Right, not necessarily the game, but later on, we get closer. And of course, you know, the citizens will always have the opportunity to rent that the resident rate. And then you won't see, you know, maybe at first, you know, it would be an onslaught of everybody wants to come to the new facility, but there won't be a time, you know, that you can't get a court or you can't, unless we're having an event. For example, a few years ago, Raleff posted the state pickleball, okay? And every court they had, every parking lot spot they had, every pass the ball court they had, they turned into a pickleball court. Because to me, you know, so if you go that weekend, the residents are not gonna be able to, you know, but we're gonna have that blocked up on an online calendar so they'll know ahead of time. So, but once we get closer to how the council is kind of you can use them in the facility. You know, we need to work out, are we gonna run a soccer? Or are we going to run a soccer or are we going to get the Washington Girls Club or I mean, you know, right now run a soccer would be almost impossible because we don't have a recreation stat. So we would have to find an out, an outside body like we used to do with the YMCA in order to run the soccer for us. So same thing with people, we're going to want to have leagues I would think with putting this much money into a facility, but they're not going to run every night. And we're not going to allow people to not realize the court. You can't call up and say, and if you'll read it, I believe it's in there, you can't call up and say, hey, I want to for the next seven juice base. You're not going to allow you to do that, because that does exactly what you're concerned about. That will monopolize a court or a field for one team. You can't call it and say, hey, I don't want to rip for the next seven Tuesdays. You're not going to allow you to do that because that does exactly what you're concerned about. That will monopolize a court or a field for one team or one individual for a month and a half, which is not what we want to do at all. Does that help? Yeah, I just think they're just thinking, you know, a lot of the people that were heat open your eyes, the people will probably be confident in you, especially in the upper client. And it's kind of a teenage thing when they're going there and they hang out, they play people all. And it's just nice to have that option. You know, they kind of rotate in and they're thinking the residents here too, you know, are they going to really want, you know, to pay extra, you know, I'm saying like, so you're saying like, open play. Well, they did not use the reserve all the time play What if we did I mean it gets to feel something on What if there was like a Tuesday night's is Tuesday or something or Sarah what other day like it could be They told that they could go there and they can do because you need to get, but let's go to the park and play and we can't, like, pick a wall. We can't play on the field. You do want to, I don't know. Maybe you do no reservations one night or something like that or one day? Yeah, I have a time limit on reservations or something. I don't know what to do. I'm just talking about sort of the discussion. I was thinking in my head like I would feel really disappointed as a family when they're in all of a sudden I can't play here I can't but here I can't go there I'm just wondering what's the point of this guy? I was thinking in my head that I would feel really disappointed as a family when they're in opposite end. I can't play here. I can't go here. I can't go there. But what do you anticipate? Resurations. Because I'm sitting here. My sense here is, if you don't want to pick a ball, and we're going to be sure that nobody's going to be on court seven because we like court seven. We're gonna call a period of pay whatever the fee says and we're gonna be for sure that we're gonna get that court. And if anybody's there, I'm gonna be able to show them a permit. Just like... because we like court seven. We're going to call it period pay whatever the fee says and we're going to be for sure that we're going to get that court and if anybody's there I'm going to be able to show them a permit just like we do now just like you do now with the for billions just like you do right now with the sock fields be same exact. I mean to me it seems a little challenging. I'm waiting to fill out this paper and you got to rate it better period. One, no, three. It's gonna be bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. I'm a little bit of a challenge. Remember this is just the base to work from. This is the starting point. So it can go any direction you wanted to go. You know, I'll pay for the parking. Yeah, I'm absolutely, but at the same time, I don't want to make it a parking place or it's not accessible. Sure. Yeah. Yeah. Absolutely. That was. Okay, this means mention real quick. Is there any thought to how we keep it be delivered free use? I got I'm already I've already gotten two sets of emails from from the crossbiting Dallas. Want to know when the field is going to be open and available to start reserving. And I told them to be feeding. They said, that's fine. So, I think JD's right at first it's going to be challenging. You're going to have a, if you leave them open, they're going to take them. Right. I mean, if you, and they figured that out, then it's open every Tuesday. I have a feeling that you're a Tuesday. I'm holding across until So, you know, you'll never feel right because what's gonna happen is if they figured that out and it's open every Tuesday. I feel it's a year of the Tuesdays. I pull across until the day you see it. It's going to be on every field. Right. Because what's going to happen is if they figure that out, the non-residents will come from everywhere. And then still as a resident, when you show up, you're going to have that out. And I think this is different. I'm out of the leagues. I'm gonna talk about people that want to practice. Yeah, they want to practice. They want to practice. Because these are groups of people. This is not you and that, right? Yeah, cool. No, no, it's not. It's not. But they're gonna fly in the face of... that want to practice. Yeah, they want to practice. They want to practice. These are groups of people. This is not you and that lady. Yeah, no, no, it's not. It's not. But it's going to, they're going to find faces 100. If they find out that we're going to leave Tuesday's open for open play. OK, everybody in Rally that doesn't like Rally at scores or for whatever of the final after some big of law courts over here. As five six friends that are going to be over here every day on Tuesday, and it it's gonna be a battle. Not guarantee that that's not a thing about. They find out it's for you, they don't become. Yeah, in the beginning, because the other speed is, right, in the beginning. They're gonna be great about stuff. And if you make a residence only, just, just, just things like that, with causing hyper because how are you going to find out whether or not they're a resident, if a police officer doesn't walk in, that's where I do. I can't ask you to go out. Well, that'll be a resident, only a reservation. Well, you can get online and we can fix it where on Tuesdays, you know, with your, because the larger, the larger apartment, hopefully, will be able to connect so we'll see you have water bill. Then we could make it where you don't have to pay that day if you have a water bill within the city of Deeds and not only that would get you resident for free on whatever day you can get to the side. Does that make sense? Yeah. That's what we do. I mean, it's just that's something I hate that as we get closer we can do that. Right and we still have to get together on rules on how to use the ceiling which with this will cover these are just fees and actual lintal rules. You know what? I think here's for example what are the tools to use the facility? Oh well I mean, you're not going to be able to come in and have a pick of all tournament, you know, without contacting the public horse apartment. You know, if we drive up in your car sitting on the pick of all course, because you want to be able to put it in a shade and drive off, you know, I mean, you laugh. That's an everyday deal. So we're going to have to have rules, you know, that are out. I'm going to have to venture out reports. Yeah. I mean, they bring a grill out. Yeah. Yeah. So it'll feel it's just those kind of things that you have to work for as you get closer. You know, but then, and again, I've got to emphasize this is the first stage. This is not setting stone, this is just for something to work for. In my opinion, it's much easier to take something and correct it and fix it to fit us. Then it starts from zero and have nothing. So that's what this is. It's just the beginning platform. And these are all rules and regulations that I've used throughout my career at other cities. We didn't talk about sage yet. Yeah, I'm working on sage rules right now. And you know, I mean, that's going to be a fun day because nobody has to say it's like we're having, you know, closest ones to go and you can't go out here. Yeah. Yeah, it's in the house only. Yeah. I mean, the series is going to be a little bit different because it's not going to be, you're not going to bring a mission being with residents as much for you. You know, you know, I think we can kind of set our prize and, and rules like that. We all can be human, sorry. We're going to let many of you body to, you know, maybe we may run every third and do the same thing. But I mean, you know, we're not going to be just... rules, like that. We want to be competing. We want to be ready to make it around the end of the day. But I mean, you know, we're not going to be competing on an individual basis with residents on that stage. And these kind of things always remember that if something doesn't work, we just we fix it. Yeah. And we move on to the next thing. You know, if somebody gets a week of pickleball and we figured out, gosh, that policy doesn't work over here, we go in, we adjust the policy so that it does work, we take it through the chain and now it's fixed. So I mean, it's, you know, it's a good problem to have that you're gonna have on these new facilities. Yeah, I think that when we, you know, going back to the pickleball and the sports facilities. But let's say the pickleball is too specific to that so I think, I don't, I don't like the more people there, like I said, I think we need to have a end to that conversation about what we recommend going up to council as far as what we think the citizens want for the court. And so if we think that this is like when the parks may do, the citizens want the court, then I think we push for, we don't want outside reservations. Well, I actually put that on your, on your ability. I'm not saying this would go, but. by a side like that. From the new succession group in Walnut. Yeah, you go, but what do you think about it by the side of my phone? There are rules associated with group and wallarders. You go a picture battle down and you rotate in and you rotate out. Nobody needs to keep a chord. It doesn't work that way. It's just like you used to be with the group basketball. It should play that in a way that you have to have. It should be a vicious way of going. put your power down or us bring put a paddle down aboard us and soon as they then will the game be and they take a break. Yeah. And with eight quarters. Sure. And hopefully that you should be able to go there anytime and you're having rotated on our four. Well, the rest of the day. And the court's going to be the right. The judge would should be the band, but it's better. And they did just be frustrated, it's like, it's a privilege. I'm just gonna sit here and watch you wait. Well, you know, and obviously that's something that's... because they just be frustrating kids like this. It's a privilege. I'm just gonna sit here and watch you play. You know, right? Well, you know, and obviously that's something that we could add to it. If someone has the court reserve and it's on a calendar, are on the schedule that will post a park and hand post online and then they're not there at X number let's say 15 minutes, you know, 15 minutes is for the time. you know, it's free. If those kind of things that we'll have to work through, but it's real easy. I mean, it's really easy to fix. Yeah. Yeah. Yeah. Yeah. Yeah. Something like any two should be reserved. Well, that's insane. Not all of them. Maybe just keep. Yeah. We have some note that they're be some moments base that no one has to And then you know, Vinnie's vices my girls and law A.W.A. was being a ball for sort of Aaron The rules are not true. Yes, sir. This is how it works. You run again and they have the rewards chamber have a long And we're now in wordax, you know, and not borders on the pool to And this is know we're starting at the bottom. And we'll have that kind of stuff to it as we go. We can get over. Even. be ready to take action in it, it becomes an issue. But we can tell that around. But I wouldn't like that. If you look at the bottom, now this is just the way that I've used to do the past, it doesn't have to be that way here. But just stay in groups, okay? Not calls, you know, nothing that has to do with anything really strong that the city manager or the public works director can change rules at the park, their discretion to approve or enhance the experience of the users. So if we come up with a rule that, oh, that rule is not working. You know, if somebody goes over there and asks to stay and watch this very exactly right, that's not working. Then Brian, the city manager, can change that rule. Immediately, you know, man, he put a push it out, post it, put a new sign up at the ethical law courts and he's done it. And that way we don't have to go through weeks of. And I think it's good if I start. Yes, sir. And I did put resident only on your civilians, more renting, residents only because all of the billions that I've dealt with people will come in from out of town to an hospital billion and I'm going to say out of town, the GFW, I'm going to have a street and they'll reach a civilian and then they will just trash it out. They'll look at that $500 deposit or whatever it is, won't care and will never come back because there's another $1 billion 10 miles the other direction. So on your pavilions, my suggest is you never allow anybody to around with that's not a reason. Unless there's something that's better to stay here. Yeah, well, there's some of those things on the line or roads. There's always the exception. But unless there's something going on, you know, like, you know, we have a big fan that's not both about town, you know, that you are something. I mean, can we do something? obviously they're not living in cinema. I think we're going to be really into stuff, whatever. Absolutely. that you hire some of them coming to do something, you know, obviously they're not residents and they wanna pay for the million set up stuff or whatever, absolutely. With that information maybe also the looking at that at the stage, maybe the stage of those funds should be higher. Yeah, those, you know, there is not a single set of only, that I can find is gonna have a stage. This kind of capability that's not 100% run by the Parks and Recreation Department for whatever city it was that I called. So this is gonna be really something special, so you might want to protect it with every role in regulation that you can can. You know without just making it ridiculous. Okay. Maybe could you reserve it? I mean, it's a special trust. We're really sorry about that. So it's not a loss in being a good friend of the stage. You know, Michael is. And yeah, but I mean, you know what I'm thinking, but you've got to earn that trust by you know the first couple of pounds, see what happens, you know, because I mean, okay, Martin said, where have I met the mayor's church, just destroy a civilian aggressor. You know, what do you do? There's probably enough that you're going to do. So it's so much easier to be really strict at first and back off on rules that is to go in and really last and in all of the Southern public rules when people are already being used. And that's what we're looking for. Other rules to get forward in.
