This is to help accommodate the time frame with the school district's late start and the busy schedule of our youth council members. The recent council or recent youth council meeting, we saw CalFresh from Fresno County Health Department come by and do a report on our parks. They were working on this report or study during the summer. I met with them a few times at some of our parks in the early mornings to beat the heat, but they were able to do a presentation to our San Gareuth Council recently again last month meeting. Pres while doing a interactive portion that you had to have been here to see but it got to our youth council members coming from all corners of the city and also the school district that's participate in sharing what would be a favorite part of theirs and or favorite activity at some of our parks. Those five members are going to hold the chair position, vice chair position, Sergeant Arnick's position, historian position, and social media positions. As we all know, a tragedy that happened a couple of weeks ago, and frankly, my dog and I were out for a walk this week of Tuesday over on my cuddle and night. and start a school there and I took two steps out into the crosswalk and a car ran right and started me. As a concerned citizen, I have been attending these meetings to share my opinions on city affairs and an effort to improve our community. One of my many issues I brought up in this council at least six years ago was the dangerous crossing at Bethel and Oman. Was along that along with the sidewalk between Bethel and Greenwood. There was no sidewalk there and people, the kids had to walk on the road. As you know, this is an unprotected crossing with no signal lights and a lack of lighting, only 500 feet from a very busy high school. There's a nice sized neighborhood right there where kids use that crossing to go back and forth to schools. After years of bringing the dangers of these two locations to the city council, I told you guys that plain, you guys are playing Russian roulette with the citizens of Sanger. I also said that I was putting you guys on notice that you're gonna hurt or kill someone. If you don't do, if you choose not to act soon, you could have put stop signs or I even said the stop signs before. No, I don't know what's wrong with you guys. Anyways, guess what happened? That crossing killed and hurt two innocent young people. Not only does this affect these poor kids, parents, family and friends, it also devastates the driver of that vehicle and family and it hurts our community. This is an act, I believe, of willful negligence guys. In the five year capital improvement plan prepared in May of 2020. You finally acknowledge it. It lists almond and Bethel avenues crossing for a budget of $495,000. Way down on the to-do list. It shows signals to be installed at Bethel and North and also at Indy Nola and Jensen above the almond and Bethel crossing. Projects do change as of 2023. That budget for one of our most dangerous crossing, Bethel and almond is now $600,000. The harming pain that this crossing has caused to the parents involved is due in part because the powers that be repressive chose not to act in a timely manner and ignored the urgency for the safety of others. I hated the comments that I heard from our acting police chief Bousin, our city manager, indowendled that the accident was due or partly due because the parties involved lack of attention. That's not proven yet. I blame that the city, I blame the city for their part in not acting sooner. What's worse, we have a councilman who works every school day, 500 feet from that crossing and never spoke up once about the traffic and the pedestrian conditions there. That's a horrible crowds crossing there. You know, I don't think the, I don't know what the victims of the accident are gonna be doing here, but dudes, we have four suits already because that bad cop, we got one because an officer had, you know, he's involved of a three false DUI arrests. You guys put him on the, on the bench or you put him out on a beach. I don't know what you guys did with him. But we've already accumulated almost eight suits going in here. And one that I just talked to last week said he told his girlfriend the funds over. I don't know if you've ever, we all have cares and responsibilities. I have things I gotta do, people I gotta take care of. But it's to sit somewhere in a tent, smoked up, smoked weed, drink a beer, and not have a care in the world. There's no responsibility. Now it's time to get into real world because we have responsibilities we got things to do. And when the law enforcement are able to be cops and to press the issue, like, hey, you can't be here. You either gonna get sober or go into a program or you need to get the heck out of here. We gotta be proactive on this. You haven't also talked the other day I heard them on the news about that he is gonna be looking at all the cities and what have they done with this now? What are we done with this, Sanger? I know when this first came out, they said that the attorney was gonna look into it, see what we had because we already had something, but it's like, well, what is it? It's kind of interesting because the speech that I wrote pretty much follows exactly what the previous person talked about. I got to walk pretty much every morning and I want to relay some of the sites that I see every day. We're Greenwood dead ends on that end of the town over there by the road tracks. There's a homeless camp that's been growing out there for three or four years. I spoke about it several years ago. It's only getting worse. For the railroad tracks in the ditch yard, it's just a mess. There's a house two or three houses down there on Acacia. They put a basketball hoop in a big tub of cement, moved it across the street from the yard and there was probably the city right away where the walking trail is. And I don't know if they're riding dirt bikes or wet, but they've somehow got all the dirt up on the walking trail. Well, Sunday after the rain, some poor guy slipped and all that mud. He didn't fall down, but he came about as close as you can without falling down. I stopped to make sure he was okay and he was, thank goodness. Then we walked through downtown, there's people pretty much daily sleeping on the benches right on Seventh Street. We're close, etc. used to be the old JC Penny store. There's people set up camps a couple times in that doorway. One day stopped the police station. There was a pretty big-sized camp there. Well, the next day was gone, so I'm sure they went down there and visited those people. The one that really got me going was last Thursday. I'm walking through town. In Braylor Park, there's one of the city crew down there, cutting all the roots off one of those trees they took out. So I stopped and had a couple pleasant trees with the guy. And a young man walks up carrying a beer at 9.30 in the morning and a big tall one who had a paper sack. All I'm going to say is very confrontational. Finally, the city guy walked one way and I walked the other way as he was still being confrontational with, especially me, more so than the city guy. Then I walked around the corner to surface tire and there was a guy sleeping right in the doorway and I thought, boy, for customer wants to come in, he's going to have to walk around in the alley. They've been sleeping in this playground equipment, this little park over here. The other day a guy comes down with a small child and he loaded the kid back up in the car and left because of somebody sleeping in the playground equipment. Sunday or Saturday we had the Blossom Trail run again. There's people sleeping in the etc. Those etc. storeway. Down here up against the library guy had like a lean to built up against the building in their homeless guy and it was kind of bad because of museum in that old school house with the athletic hall of fame. We're both open and this is what people see when they come to our town. It's like if somebody else said there's a thousand people here for the blossom trail. Anyway, my point is, I don't know what the answer is. I wish I did, because if I did, I'd share it. But I just think it looks really bad when we're attracting people to town like this weekend's the car show. We're gonna have a lot of people here for that. And I hear a lot about downtown. We had a seminar the other day over here at the Community Center about small business. It isn't an encourage for people to come and open a business when this is what they come to town to see. And that's close to schools to schools also that I'm on a vessel crossing also one right there it should have been in their long time ago because it's also close to medicine school but they're by cherry we lost a trial last year not because of that crossing but it just unfortunately it happened I'd think and, and I hate to say this, it was set right off the bat. This kind of falls a little bit on the willful neglect. Maybe not intentionally, but it did happen and it's sad. We got to be more vigilant, not only is the consul, but as a community community I don't want to see nobody lose their life again we got to be more attentive on what we're doing and right now we can't blame really everybody it happens when it happens I had an incident two weeks ago I didn't know I was going to lose my finger but it did okay unfortunately Okay? Unfortunately, and I'm still after the... I hate to see this, the animal control person, because I need to talk to him, because we can't find that dog that killed my dog. So as this council and the public is well aware, the city has been behind on their annual audits. At the last meeting, we presented the fiscal year 22 audit for council. Thank you for the receipt of that. In speaking with our current auditors who are currently under contract, they are unable to meet an aggressive timeline for us to continue with our future audits for fiscal years 23, 24, etc. And so I have found another auditing firm, Bryant-Jolly CPA. They're a local firm and they are able to meet an aggressive timeline for us with the hopes of getting our fiscal year 23 audit issued no later than June 30th of this year. Although still late, it is in the city's best interest to go ahead and enter into an agreement with Bryant Jolly CPA so that we can get a start on our fiscal year 23 audit. If we had stayed with Mun, we were looking at probably some time in 26, calendar year 26 before that audit is issued or late 25. Mun is aware that I'm seeking to terminate their contract and hire a new auditor and they agree that that's actually in the city's best interest. So I'm just asking for council to authorize a contract with the new auditor. Thank you. Here, Pro Tem. I do have a question since this was pulled on the consent calendar. It looks like it's a multi-year contract from 2000 and fiscal year 2023 to 2027. I was always in any oppression, or maybe I'm wrong completely, that there's a limit on the number of years one auditor can do consecutive years in a city. And the intent of that is to, you know, so they're not, you know what I'm doing to maintain their independence hiding things or anything from what is the, is this succeed that or getting really close to that? No, six years is the statute and so this particular contract contract within the guidance, and three to five year contracts with auditors is actually very common. The first year or two that an audit firm picks you up, it's typically more expensive, because they're having to do more background work and learn your agency and how your accounting system works. The subsequent years normally get just a little bit cheaper. In this case, I think it goes up a little bit every year and that's just because of inflation and cost of doing business. But the turnaround time should also be faster. This is an industry standard. Thank you. Thanks for remembering Hattado. I have a question regarding the cost. I know that we have come previously we committed to our former the former firm. The CPAs that we have, but due to the timing issue, I know that we're having to, you know, switch to these local folks as well to help us, you know, catch up on the audits. What is the cost difference? And I apologize. I should have been in the staff report. I just realized this evening that was missing. I don't remember the exact numbers. I can tell you each year is approximately 1,500 to $2,000 more than the previous contract. So over the course of it, it's about $10,000 more over the life of this contract to use this firm. More correct. Okay. Yeah, because I would just, I know that we have that six-year time frame, but I don't know if we have to commit to these number of years or we can stick to the first two and then maybe go back to our old TPAs that we're have been doing our audits. As soon as we are all caught up, maybe transitioning back to the ones that we had since they're more familiar with our functions here in the city. I will do whatever council asks. Typically audit firms like extended contracts because they schedule years in advance and they keep their clients on a schedule. And so it will be difficult for this agency to guarantee timely audits to switch. That's why you typically do them for three to five year terms. This audit firm is very reputable. They do a ton of audits, especially for local agencies in the Central Valley. If this council isn't comfortable, I will say shorter contract terms, typically cost more money because the audit firm wants to make sure that they're recuperating their costs over time. So I can go back and ask them to revise the contract but the fee schedule might change as well. Yeah. For the next time, I'd like to have that comparison, the role of those numbers, but also just one more comment that I have moving forward. I know it's been a lot of transition for the city and we've having to get caught up on our audits and contracting with different firms and so on. So if staff can actually provide a list of all the firms that we've contracted with and they are either currently doing our audits or that we'll be doing our audits, I'd like to have a history of all of that information. Because it's very confusing and I'd like to have a visual. Yeah, I can certainly do that, but I can also answer the question. It's too. We have a financial consultant, Rice Page and Company, they're a local CPA firm, they're helping us with all of the audit prep, they are not the auditors, they are here helping us with our internal controls and making sure that our documentation is solid and it is, but they're they're helping us work through the preparation for the the audits and then you have your audit firm. So we have one currently, which will be terminating that agreement if you agree to this contract tonight. And once that contract is terminated, you will have Bryant-Jelly CPA. So there's only two consultants that help us with the financials. Let's remember what the legal. No questions this time. I had a discussion with city manager about this. So remember Melendez. I don't have a quick question. The current. We have right now. Will there be any penalties for a reading contract with them? We are in contract and there is no penalty. We need to give a 30 day notice of termination. I've already done that verbally. I will not do it in writing until I know council authorizes another contract because we can't be without an auditor. So written notice will be given to them tomorrow. They're aware. And then all they do is send us any final billing for work they've done, but they have not begun any work on fiscal year 23. so there will be no billing for that. Okay, thank you for that information. Okay, now the audit company that we are letting go, is it because they could not fulfill our needs or is it because they don't have the expertise or? Well, they certainly have the expertise. It's because they, they're a much larger audit firm, so they have many more clients than Brian Jollollis firm does. They're unable to work us into their schedule. So every municipal government has to follow the same timeline for auditing and everybody's audit is happening right now. So if we stuck with them because we're so far behind, they can't really schedule us in for several months and that creates continued delays. And it is affecting our federal and state creates, you know, continued delays. And it is affecting our federal and state funding, so we can't afford to wait. Wait, yes, okay. Okay, bring it over to the public for a public comment on this. And I'm learning a lot about the audits, but, damn, like you say, a nice list would be nice to have because we're not talking about that same audit that We hired for like 200 something. Oh, I think it was was an audit. The total cost is already included in the budget for this fiscal year, and the purchase will help the department better serve. So that means you've paid a fee or profit right there. And pipe hunter sells a piece of equipment to municipal maintenance equipment company. They pay a fee to source well and somehow between municipal maintenance equipment, which they have to make a profit to stay in business to sell the equipment, somehow in the staff report there's national auto fleet corporation in there. In their division of Chevrolet of Watsonville, and I worked the car dealers my whole entire life. And you get involved in a car dealers into this thing. I won't guarantee it, but it's pretty much a fact. They're going to make a lot of money on this, because car dealers are greedy. So then now it's somehow the Chevrolet dealer, subsidiaries involved in this purchase. So you've got three people taking a profit on this purchase that were buying. So, I think that's the process. I can understand Mr. Carter's concerns and Hilda, you can correct me if I'm wrong. Using JPAs and purchasing agreements is perfectly legal. That's within the California Public Contract Code that we can do such things. Sourcewell actually does a public bid that meets all the legal requirements for a formal bidding process. So how they come up with what those particular vendors submit as their cost, that's up to the vendor, but it is all perfectly vetted source will post the entire process. You can even pull up the RFP if you want. We are not allowed as a municipal agency to do direct sourcing. It is actually illegal for the California Public Conquer Concraft Code or not technically allowed to sole source unless we have some emergency or extenuating circumstance to do so. So in order to do what Mr. Carter is requesting we would have to run our own RFP which we can do however that does take more time it takes approximately two to four months to do an RFP from start to finish. It also costs the city money to do that because we have to run all the public notices and it takes all of the independent staff time to review those submissions. So it actually doesn't end up being very much cheaper for an agency to do an RFP on our own versus using the source wall contract. Those purchasing agreements tend to be more expeditious and it actually ends up typically being slightly cheaper when you factor in the cost to actually run the RFP. I don't know miss Montaway if you have anything else to add. It miss spirit has appropriately covered the the subject matter. This is a cooperative agreement. It underwent a competitive process. And the city can use that process or the city can say, well, we'd rather do our own competitive process. And the city over over time has used this process many times because it finds that it is more competitive and it saves the city money in the long run. your decision if you want the city to proceed with its own process and you might be back in a few months with a higher bid, but that's up to you. And if they are being trained on it, that sounds like it's they should be compensated for their new acquired skills. Is that going to be part of it? Talking more sewer here. This item is just an update. I'm supposed to be bringing back to you guys regarding the emergency repairs at the wastewater plant. So the recommendation is just to receive the report from the city manager of the determination. And in summary, July 18th, the city manager declared an emergency at the wastewater plant. The facility was due for some urgent repairs. And the emergency work is permitted through our senior city code. The work began August of 2024 and progressed really significantly with milestones like cleaning the digester, fixing the bar screen, industrial headwork repair and epoxy coating, and also addressing cross-contamination that required a new bypass plot. Agreements for this work with Rockies and VIS contractors were reviewed and ratified by this council on November 21st of 2024. Furthermore, on January 16th, the City Council approved the City Manager's request to renew their emergency to continue repairs that included a digester inspection and repair, Repair and recoding of clarifiers and addressing the CATE lines. So as stated in the emergency resolution, additional contracts for this work will be reviewed by the city attorney and brought back to this council to write it by a future meeting. And then regular updates are scheduled to be brought back to the council at future meetings. I have. Thank you. Any questions? Yeah, just my question is I know the recommendation here is to determine the need to continue with emergency actions. I just want to know a timeline as far as, believe me, I understand an emergency, especially with a critical service such as wastewater. But I want to know what the finish line is or what the anticipated compliance date is where we can operate under a normal protocols and procedures. So what's left pretty much under the emergency order is to get the digester back online, which entails tightening up some of the gas tubes. I believe all the valves have been replaced. We have to do a little bit of coating to the interior where the gas hits, and then that should be online. Everything else is just coating clarifiers and flushing and clearing lines. Because right now there's so much rocks coming off the sides of our pits and our clarifiers that the rocks are going up into the pumps and shutting the system down. So as we take these pieces of equipment offline we have to bypass them. So that's why the same contractor has been doing all the epoxies because they get the crew in. They go from one piece as soon as they're done they order the material to hit the other piece. If we had to go out to RFP on that it would cause significant delays and then we wouldn't really know the timing on things because like in order to do the pits we're working on now there's six underground or six above ground pumps that I'll have to be pulled out and taken out before you can even start beginning getting down into the pit and do it on them. So pretty much it's coatings is what is left. And then now we'll start the next process of going back out to RFP or RFQ to get to the compliance piece because we can't get compliant if we have a plant that doesn't run as designed. So we had to get the maintenance items caught up, but other than the epoxy coatings, that's pretty much all that's left out there. Okay. I have no further question. I'll start with the tarot. I'm going to, I also agree with Mayor Plotem, but I need a timeline. Is there a solid date or what you guys are looking at? And before you answer that, I'll ask my next question as well because it's probably related. Are you looking at contracting, hiring more companies to do the work? Are you looking at just extending the current contractors we have out there working on those items? Well, because we got to take the plant down when component at a time, it's really not conducive to have multiple people trying to do coding. because we're only taking off one piece of equipment at a time and then we're having to put in pumps to bypass pieces of the equipment. So really can't, if we could shut the whole plant down in that flush toilets for a month on end, we could do that. But through all this work, we have to keep toilets flowing and all the waste water going. So it's a little, it. It's more challenging because you're dealing with waste coming through as you're trying to work on things so you have to divert it. So yeah the gold right now to finish with the crews we have but there's still all kinds of stuff to come. Modifications, upgrades, new tanks, all that stuff will not be done under the emergency work order. It'll go to it'll go to RFP. Exactly. Okay. So and the pit. They're going to start to clarifiers right after the pit. I don't know how long those clarifiers will take. If I'm guessing. I would say probably 10 to 14 days per clarifier. And there's cheese. And so I want you to know for, I'm going to be patient because I want to be in the right. I don't want to hurry up. I want to make sure that it's going to work at the very end and we're not going to have any issues. So as much we could do with the emergency, great. Any amount of 78,000 for and 66,000 dollars from Bauer compressors through a block with purchasing agreement through a different company called MPP, which is similar to source well. Just as I prelude this item was heard at the February 4th, 2025, Susan's oversight committee meeting and was affirmed to be an appropriate use of measure as funds as we'll be using measure as funds for this purchase. The current budget for measure as does have an expenditure plan to replace the their fill station and what we mean by a fill station is the SCBAs or the bottles we wear on our backs when we go into a fire. They're filled with medical grade air, not oxygen because that would be oxidizer and that'd be bad. But medical grade air is filled into those and they need a fill station to refill them. The current fill station that we have, actually we can't even use anymore. It's been in service more than 25 years. here before I got here and I've been here 25 years. It's unserviceable and is deemed to be unfit for service. So we've actually had to remove it as part of our remodel. Since then we've been using Fresno County Fire for our fill station. In the process of looking at a new fill station we did look through not only independent vendors but also through NPP Gov which is similar to source well. I think that it's been explained tonight how source well and NPP Gov work relative to a cooperative purchasing agreement. I will dovetail on what our Sinciti manager said is that it all boils down also to specifications and what the city's specifications are relative to that piece of equipment. We may have something that is completely different than what they're offering and we cannot go in there and change everything in the vendor list of what they're offering. That wouldn't be the RFP what they've already done. So it has to meet our specifications, and that's what we looked at as what is our specifications for our current bottles. And when we looked at NPGov and Dower compressors, they met our specifications. If they didn't, we would do an RFP and we'd have to go out and request specialized equipment for that. So that's another, and I can correct me if I'm wrong, please. But that's what we would normally do with this type of equipment is look at our specifications first. This machine, like I mentioned before, is to be used for our SCBA tanks to be refilled. And any given fire, we can go through six to ten bottles. And so we need to bring those back and get them refilled for back in service. They're a medical grade air. So it's very regulated relative to the filters that are used at service every year by qualified technicians that come in, which will be part of a service agreement in the future. And then also to it doesn't need to be installed by the manufacturer. We can't just install ourselves. It has to be anchored directly and so currently, like I said, the the fill station we had before was in excess of 25 years old. It's's been been quite an adventure in the construction world. Currently the fire station actually is on track to finish the end of April as I'm understanding it. They have completed the first phase which includes the new dorm rooms, the new bathrooms and exercise room. Those the fire fires have actually moved into those rooms right now and are using the trailer that's out front as we consider a day room and a temporary kitchen out there. It's being provided by a construction company. In addition, the work is done on the administrative side just as early as last week. We started moving in and occupied those spaces on the administrative side that includes office spaces. conference room and an updated training room. The training room is not open quite yet to the public line because we're using it as storage because we're still doing some construction in the bay as well as in the old operation side where the old day room and kitchen and restrooms used to be. And that is under construction right now today that actually backfilled all of the infrastructure that was needed underground. They finished out of concrete and they actually started framing this week interior framing and start and framing out walls and hopefully next week we'll start working on the rough electrical and plumbing as well as getting all the systems tied in HVAC and fire extinguisher systems and those types of systems. So we would like council to come out and take a quick tour. We are still in the construction so we have a lot going on. So we best that we would stay out of construction zones. If there's anything falling on anybody, but for the most part, the administrative side is definitely open to the public. And I'll keep it brief but to the question of the speed limits and who sets those speed limits are done by speed studies so you actually put out and you track the traffic. So if the speed limits at 40 miles an hour that means that when the last traffic study was done, the average speed of 85% of the people traveling on that road was at 40 miles an hour. So that's what dictates the speed limit. So if we went out there tomorrow and put put up a speed study and 85% of the cars were traveling 50 miles an hour by law the speed limit goes to 50. We don't that so there's engineered studies behind those things So just that's just kind of how that works. So the council can't Just at a whim change change things like that. I would also like to address a couple of the other comments unlike the intersection Are Bethel and almond? This is a council member Montal's district. He has been on me since I got here about signalizations and different things in his district and it's not uncommon to get emails. We did start working on this intersection in 23 and just to kind of give some people an idea of what it takes to get private right away and public utility right away they tell you right on your application It often takes 18 to 24 months to get just through that right-of-way acquisition And that's after environmental is done in this case our public utility Had to pothole to find the exact locations of things and they said it would be a nine-month delay if we waited on the public utility to do their pothole. So the engineer and public works arranged to do our own pothole to save that nine months worth of time. So there is a sense to get these projects done. I've been a city manager for nine years and I've never seen a firm in a public works department deliver projects on time like this city does. I know it doesn't seem like it's fast enough or happening fast enough, but we've probably got the best project completion rate that I've seen in my nine years. It's fascinating. And I would just want to personally think you're Bobby and Horne for all the work they do for us and our engineer and our public works Is on top of it, but unfortunately the wheels the wheels of government can turn slow at times And we're doing everything we can but if you look at our five-year CIP Anything that has the funding is pretty much been in stride in on time. It's really devastating to our community what happened. And so I do wanna send my prayers and thoughts to the zoo family. There were kids, I mean, young kids. And I think they deserve more than just saying their name and there are people. Hubert, my daughter is also senior at Sanger High and friends with both Hubert and Bethany Ray was the injured student as well and she's in the hospital right now so she definitely needs our prayers as well but those kids are very very bright. Extremely intelligent children that it's a loss for our community and it's a loss for our world too because they were gonna go do and they are gonna do big things and I just want to just say that you know we're the city and the council I speak, I think I speak for them as well that, you know, we do send our deepest sympathies. And I want to also recognize, acknowledge the first responders who had a respond to this. You know, a lot of them have children that are that age or even younger, and I could not imagine what was going through their minds. They have a job to do and they did it. But having to go back to your police station or your fire station after seeing something like that, I just want to let people know that they have a very difficult job. And it's times like this when I'm glad our agencies have Sam Estes, Pastor Sam is there, and then the fire chaplain, Jess Gara, to be able to give comfort and be able to talk to our first responders. So it's devastating. Please keep the families and your prayers. And when I've heard that Bethany is recovering and she's going to be okay. And hopefully she'll be back at the school this year because she is a valedictorian. He did not know that. She was actually recognized that day on the Sanger Scene website with her photograph along with the other valedictorians. So extremely bright girl and we wish her the best and we're praying for them. Thank you. Let's remember her, Donald. Thank you, Mayor. And I also want to share my condolences to the issue of family and you know just keep the both families in your guys' prayers. It is a very difficult event that took place in our city. And I think moving forward it, it should be our priority to address safety through our community. So I also want to thank our first responders as well that we're on the scene and everybody involved that kept these families and our various prayers prayers. Now with that, I do wanna get consensus to agenda is a new resolution, a draft resolution at the next council meeting declaring pedestrian safety priority, which will direct city staff to implement and have enhanced safety measures to areas near schools and residential areas. So I did want to see if I can get consensus to bring that new resolution. I'm for another council for discussion and hopefully adoption in the near future. Okay. I'll send that draft over to our city attorney and city manager. So yeah, just keep keep them in your prayers, guys. I also know that it's a woman's history month. I do want to invite you guys all to the women's reception that's taking place next week on the 12th on Wednesday. It's going to be held at the singer women's club. So you guys are all invited. We'll have all of our nominees there and family and friends. They'll be participating. And then along with that, I just wanted to thank also Huakins and Moira for putting on such a great event this past Saturday at the Rossigno Trail run. I'm glad that we combined efforts. We joined efforts to be able to create you know a bigger event and it was just great. We had a Zimbaton kickoff for a woman's history month so it went really well. We had a nice set up and I just want to thank Staffie also for being out there and helping put that event together and all the sponsors as well. Those kids I knew. Excuse me. I'm just this is word council. Okay. Mr. Mary I'm asking for an order. He needs to be removed. No move. the The time I became a council member, you all know my priority was to make sure that every school was safe. You helped me build better bus walks, better streets, and safer locations for many areas. This one, with the lights was brought up to me, not by a citizen from here, by the students of Sangre High School. They came together and we worked on some things. We brought it to the council attention and we started looking at the grants. We did all the things we could do. And it's happening because of you guys. This death is tragic. It's heartbreaking. Because every day I see almost the 3000 kids that we have at Sanger High School and where they travel and how they get to school. This one's tragic. But yesterday, another student got hit at a control intersection. A control intersection. A control intersection that we're going to have at that location. In a year and a half, two other students got hit in the control intersection on the other side of town. Two years ago, in front of my eyes, added control intersection by the high school, I witnessed an accident where a student got hit. I don't know what's going to take or what device is to put out. When we talk about speed, go in front of the senior high school. Some of you drive. Don't tell me that I don't see you driving the speed limit. It's everybody's issue. We could do everything we can. But the kid yesterday, thank God, he wasn't a serious injury. But he was a control and an intersection. I met the family just the other day. I was invited to come in. They were on the talk. Beautiful family. Biggest time. And I agree. You're sent a minute putting something together. But just not about crosswalks. It's about everybody working together like the police department's putting out and being safe. Safe in the roadways. Safe when walking. I called the city, man, you're that mort, that evening. And I told them I was going to go to the scene. And typically we shouldn't go to the scene, but I went to the scene. Because I wanted to see for myself what's taking place. And when I got the news, it was two of our students. It hits home. Because I also have the student in second-degree edify. Not many of you guys know this, but when San Giro High first got built, and at the corner of Bethel and Andell, a control intersection, the first accident took place with my niece while on a crosswalk intoner section. I take this to heart and it hurts. You want to blame me? That's okay. I'm a councilman, I take the hits. But I'm human. And I'll cry for our students. I'll hurt, and I will never forget. Safety in this town has always been a priority for me. But you want somebody to make the fall? I'll be the fall. It doesn't bother me because I know I'm doing my best. I don't control the process. Staff knows how I feel about the process. If it was me, everything would be done fast and peers. But we have to go through a process. I want to thank everybody for reaching out to the high school for these students. Their families, our senior high're gonna get you into hurt. But we're gonna love on each other. We're gonna build on each other. And somehow we need to find a way as a community to fix. Does it make make a difference words at. No child should be hit by a vehicle. You want to help the family? Our school has now a scholarship for the student. And you could donate to that scholarship. That's a way of healing for the family. That's a way of healing for our school. I do agree with you that our public safety people that were out of that day. Their lives have changed. And I know that they're going to get the counseling, but it's always going to be there. But I'll say it again. You want to blame somebody? Blame me Mr. Rout Chuck. I'll happen. Thank you. Thank you. Let's remember the end is. I also want to say my condolences go out to the shoot family, but I also want to say our prayers are with everybody involved. And I feel like it is a community effort. I know that we can all make a difference if we all come together as a community. I mean watch how we're driving. We all have kids. We all have families we want to get home to. home too and I know a lot of us are always in a hurry, but we should always be very vigilant of not just what's like how we're driving. I feel like if everybody has a community makes an effort to keep that in mind, then we can all help each other out that way. Changing the subject. I also wanted to address Pastor Jacobs comment about what's going on here in Zangra as well because I feel that it's also a community effort that we need to come together. I would like to see what the update is regarding the homeless issue. I feel that we can we have a lot of support here in St. Gar when it comes to helping our homeless. We have a lot of programs. We have pastors that want to help. And I feel that we do need to give them the resources that they need and where to go to and how to but we need an ordinance or we need to give them direction as a community and as a city that would like an update on that hopefully by next council meeting. There is an ordinance already a dropped ordinance and sent a review by the manager and his staff. Okay, well, I would like an update by next council meeting so that we can give direction to our community members and all the groups that are trying to help. Or homeless or everybody that needs to come right here in our community and that's it for me. Thank you. All right, thank you. Thank you guys. You always speaking at that Huber shoes memorial. I really didn't know the guy, but you know, after today, I think I'm going to have some some really good things to say about this young man. I know that my niece is a senior at at Sanger High and she was also named a valedictorian. So she needed these people very well, these young kids. So it's not that we don't care. I mean, they're all our community, you know? These are my niece's friends. These are their kids, friends. This is a really small town. And you know, my heart just goes out to everybody involved my heart and my periods. But just bringing something up that that Mr. Carter brought about. about was a walk in trail around a case avenue coming off a green wood. I have noticed and I did bring it up a few times that you know there's part of that fence that has been repaired and torn down and repaired and torn down so many times I can't even count. We should try to find a different alternative to just repeating the same old thing over and over and over again because that's how those homeless people get back and forth through there. And then continuing on, there is a, and I've been meaning to bring it up because that's my trail I walk just about every day right at the end of that and a greenwood by the squirrel squirrel park. I don't even know what it's called. I just see a bunch of squirrels. So I think it's school part. Is it called school part. But anyway, there's a little homeless encampment going on right there. I've never seen anybody in it, but I do see structure. And then I did walk down Fairbanks, but I do see a structure. And then I did, I do walk down Fairbanks and I did see an encampment starting up. But as far as I think three days ago when I walked by there, I didn't see anything there. I don't know if you let me know if I'm wrong, but I didn't see anything there. So whatever you guys did, again, amount of there and just keep keep on it. And also the keep plugging along with that ordinance so that we could bring it to council and kind of ratify it. One other thing, you know, I went to council government meeting last month and you know, there were some issues that were brought about but we are meeting for it's called a one voice trip where we bring county. We bring county regional county projects to Washington DC to advocate to you know help our region, you know, one of those things that came out of that meeting was the improvement of the state route 180. Also, what came out of there is veterans bulldover and Fresno. Another thing that came out about that was the forestry program. And, you know, this year we're going again and I'd like Council's consensus to put it on the next agenda for Audacity travel to Washington DC. April 27th through the May 1st. Yeah, it's important. Okay. Yes. And also we have some we have some local city stuff that I will be I will be staying after to specifically address singers singers needs and you know, I think you know what's going on right now we can we can look for grants. or safety routes to schools and just anything that we can come up with to present before our partners and friends there in the federal government.
