I can't be seated. First of the agenda is approval of the minutes for regular meeting minutes of April 14, 2025. I've got to get a motion in a second. So a little motion by Miss Brown. Second. Second by Miss Scott in discussion. All in favor say aye. Aye. It is unanimous. Next we'll have a proclamation for mental health awareness month, Miss Dicks. Please stand, Mr. Dicks, please stand. Mr. Baker, we'll read that. This is a proclamation for mental health awareness month, whereas one in four adults experience and mental health disorder each year, whereas one in 17 adults with a serious mental illness that just gets a perineum, major depression or bipolar disorder. The ruling the organum's body, the human brain, and whereas the events from past year caused extraordinary stress on all citizens, and whereas people living with mental illness can recover if given the necessary services and support in their communities, and whereas fewer than one third of adults and one half of children with a diagnosable mental disorder received mental health services, and whereas many people who have been at benefit from mental health services avoid seeking help to do the stigma and fear of discrimination whereas greater public awareness about middle illness can change negative attitude towards people with middle illness. I appreciate the count on me. Good. Miss Dick's Miss Brooks on. I don't know the other way. I don't know miss Dicks miss Brooks and RJ hern thank you all that y'all do All right next the citizens remember citizens you have three minutes mr Sanders will keep up with the time Please state your name and address. I'll try to do your address. Versus Miss Jennifer Dyson 500 West Cow Hoot. Just nice. Hello. I'm back. Last week Wednesday, I came and I spoke to you all about what has been said about the police department and how they're policing with excessive force. This week, saying this weekend, rather throughout the road show, we can't festivities. Friday night, I experienced it myself. Once again, just going to somebody's house was a tag day. To me it was antagonizing. They brought up my high real face. They was in hers. I don't know what was going on down there. But every corner I turned, I saw through lights and work. The corners I turned, they turned behind me. I turn again, trying to get away. No reason. I'm not running. It just hit me nervous. Because I couldn't understand why they were speeding up behind us. Saturday night, the same thing. I let my son go over to his dad's house with the family. I went and go pick him up, fit the police officers, Boston cars, chef cars, our police department, our park at Harper School, not sure why or what, but it was about 9.30 that night. And don't know what it was on because I got my child and I went home. Sunday, disgusting. I had a run in with one of the officers myself. Red hair, I did not get his name, but he was about to charge at me. I asked him why can't I go up Marlotte King. I would do a city area. I understood that they were game people out of the park, but I didn't feel like they needed to get them out of the park with AK rifles on their chips. I thought that was a big success You can simply ask the people to leave is timing shit down To me that was that was a bit much and my children around there, so I was waiting My mom is in a neighborhood actually I have a lot in that neighborhood My mom has two houses over there in that neighborhood and I was asked to show my ID to get to the house. Just trying to pick up my kids. It was awful. I tried to leave. I had to go back over some of my kids to get their car on Fested Street, couldn't get there, had to wait. But the officer with the red hair, red freckles, and look bad at them work. He basically was charging at me for 8.2. And him, why couldn't I go up, Martin Luther King? And I thought that was ridiculous. And his response was, I know director, you're going to do what I say. When I pulled off, he started clanking. And I felt like that was in tech, in intact and technistic for you to be like provoking a situation instead of my concerns. I see a lot of systemic racism, I see a lot of antagonism and I see a lot of stuff being provoked and I want to know what is the same as what I'm going to do about it. Thank you, Miss Loss. I do have a question. What do you mean by charging at you? I mean show me an action if you can. Well I asked, I was coming up, I'm on the king because the other artist told me I couldn't go home that way. I lived this way. So I couldn't go that way. So I went up this way towards foot that way. And I stopped and I said, Is it possible for me to just go straight around? He said no, I said why? I said the traffic is that way and I started and I said, is it possible for me to just go straight around? He said no, I said why? I said the traffic is dead with it. He said you're going to do what I said, he's going to come at me. Okay. Thank you. All right, next is Mr. Mr. Dmitrius Jones, 510 Alexander St. Mr. Demetres Jones, 510 Alexander St. John. Yeah, that was on the day. I came last week. Really, I want to go all through the same stuff. You know, it's planning on all again, but if I have to, I will. But I was just trying to see what's it gonna be in the resolution with the police officers who taped my cousin and took me in, saying I had a warrant and I wasn't warning. And is it gonna be something that y'all could try to make sure they check people's policies, you know, make sure that people really warning for this thought, just putting cuss on people's thorn in the car and not listening. I don't really go nowhere, I take my kids nowhere as we can, because I just feel like, I don't know what's next with the police officer, because I feel like the last thing was retaliation because when I went to court and I told them, be the case, they started happening up on really, turning up on the debit cards, but getting aggressive, basically, y'all gonna stand over it. And I didn't even take my kids to none of this stuff that went on. Not even Roe showed down time, because I just felt like I don't know what's going on. I don't feel safe until I figure I was going on. So I just want to know that I'm being a resolution and, you know, especially how they treat in us in our community, because it's only one side of it. I was a little bit nervous, I hear somebody else in other videos. Outside our culture, outside our neighborhood is getting roughed up or beat up or police throwing that band. The science stuff they police us for. I see people do 10 times worse than they just ride on body of business. I see it but I can't record and ride. So I just want to know what's going to happen with this. and it's committed to two of them. I'm a hard-working man. I don't want nobody, I just want to know what's going to happen with this. You know, I raised my kids and it's committed to doing my hard work. I don't want nobody. I just want to know what's going to happen. I've read hard just like they do. So I just want to know, you know, what's going to happen with the situation because I, you know, I ain't hurt him since last week. to Mr. Jones, the place you've didn't meet with you. No, sir, I ain't get 10 of the meat, we're in the last week. And I'm supposed to make one, y'all had some kind of stuff going on, or some guy would want it meat, but last week, I was supposed to make one. I had some kind of stuff going on with some guy with one in the haunted, they said, Dreads, then they give them a description. So no, I'm going to go into a black man's Dreads. That's me. They ain't get no tall, fat, sharp, black man's Dreads. So no angle, no sir. So you left your phone number, right? Yes, ma'am. So he's supposed to get back with this week. We'll make sure you call it. See you meet. Oh, yeah, no sir. So you left your phone number, right? Yes, ma'am. So he's supposed to get back with this week. We'll make sure you call it. See, you meet with the assistant chief, happy? Yes, we talk last week. But like I said, when I talk to him, he had what they had what they had going on last week, he took me out to get back with him because they had a lot going on. for on such a bit. He got me, he got me, he got me, he gave me the head, the chief right there, he gave me the head, it's up there, you know, they had a lot going on at station that day. So I'm gonna be at the end. All right, next, Jamaica Brooks. Miss Brooks. I just started being my missing. Okay, you're good. Thank you, Miss Brooks. I've been doing Miss Brooks for a long time. All right, next is, I, adopt the agenda. Can they get a motion and a second? So moved. Motion by Mr. Chastain. Second. Second by Mr. Baker. In discussion. All in favor say aye. Aye. It is unanimous. All right, next is old business. City Attorney Timothy C. Sanders. Second reading of an ordinance to amend the Code of Tonsumar, creating a new section 11-22, modal plan. All right, so let me excuse me if I had any. No, I've just loose to approve this and I'm going to fill the vacant seat on the Planning and Zoning Commission. Sorry, what was that? We could come back at that one then. That was the start of the year. the point. Alright so this is what we discussed on, we'll say we have a vacancy on our planning and zoning commission and staff recommends Ms. Deseret and Dyson fill the unexplored term that was left on Ms. Audrey Linder. We have to answer any questions if you have any. She agrees and understands. She doesn't send all up. Yes. going to get a motion a second.? So we should buy Miss Brown, second by Miss Chestane. Any more discussion? All in favor say aye. Aye. It is unanimous. Tell Miss Dyson congratulations. All right. Thank you. Oh, sorry about that. Oh, there she is. Congratulations, Miss Dyson. Thank you for serving on that board. Yes. Because it is one of our very important boards. So it did board. Thank you. Next is a resolution to approve contract for multi-modal plan. All right, yes, sir. As we've discussed on Wednesday, this is a resolution for approving the multimodal transportation plan consulting team. This is a contract that is fully funded by federal funds And so tonight we're asking agreed to award this contract to a tool design group for the multimodal transportation plan Again, we'd be happy to go back through any of the criteria for the funding sources Or ANSI answer any other questions you may have. This top of this plan is you developing the plan and you'll bring the plan back to us to approve. Yes sir. So this would be for developing the plan. Is it a plan aimed at vulnerable road users and it along the street does something but yes sir. But this would be developing the plan. Nothing would be approved on the plan by miss. All right, can I get a motion a second? So moved motion by mr. Chastain second second by mr. Baker any more discussion on that? All in favor say aye. I Is now On to the last one resolution to approve and authorize the mayor mayor pro-timmed design G.I.C.H. Letter support. All right. Thank you, Mr. Mayor. As we discuss on Wednesday, this is for a good letter of support for a light-take application. You know that there were a lot of questions that the job had around the development group, some specific questions for them. We do have Mr. Carroll here in the room with us. And so I'll say if there are any specific questions that you have of him or the development, Mr. Carroll, if you want, just step in up here. We just thought it would be best for you to direct them at hand instead of using these across. Thank you, Mr. Carroll. I'll stand beside and whisper in his ear. If you want to tell an answer, and he has to ask him to let us say the word. Thank you, Mr. Care for coming tonight. What other projects around here? Maybe South Georgia, have you? We have three developments in Swainsboro. We have three in Albany. We have three in Augusta, I think three maybe two. We've got one for Finch and I'm Zebulin. We've got one in Fort Valley. We have a townhouse development in Fort Valley. So we have several, we've got a lot around this day in summer in the general area down here. are all of them what you have already that have been developed three bit, I mean three storage, I mean you know three storage. We have developed both two and three storage. We don't get three storage because it's a little cheaper to build but it's necessary that we do two storage. store. Where do we two stores that you're gonna be here? Sir. Where do we two stores? Well our first intention was to be three stores. That's not something that's going on. That's not something that the Council walks and we can change that. We'll have a change our site plan and another building but we've got plenty of renmin and so it can't be done. And you're still having, you looked at the, because I still was talking to someone and I said, one way out on pine tree and that train comes. I mean, it's gonna be a whole lot of you wanna go to the other side, you gotta go all the way around to get to it because that train comes twice a day. And I mean it can be on there for at least 10 or 15 minutes on that track. But that's, you're not gonna come out on, what's that street, Davis? What's the name of that street right there? That's a bad cat. That cat. And that cat's to the moment. No, so you're gonna just come on pine tree with the end out. And that's what we're trying to doing. We like to have one way in and one way out if we can. Because that allows us to control our block and keep outside issues from coming in. And you can turn on med care before the railroad tracks at that trains. The trains come because you're before the railroad tracks. I mean, we south of the road truck right That's the day I'll pass that train On any more discussion oh There was a question or mention of Which I appreciate was that some a possibility of giving somebody towards a sidewalk or some public Sidewalks what we we've agreed to do is we agreed to spend around $222,000, $20,000 extended sidewall. And this, you know, it's, what we talked about doing, if we, it was not required to put the curve and gut around, we talked about doing about 1,800 feet, which would basically connect, you know, the north road where we were just talking about down to the south all the way across our side so that would connect the front of our side to the nearest road to the south nearest road to the north. So where would the where would it stop going now pantry toward Brawler Street where would that side wall stop? It's gonna stop to the first first road there I can't remember. I don't know how the man is. I know he's going to do that one, but he says to put in front of the building. Yes, I mean, it's not in front of the building also. So that's the only way that sidewalk stop would be at the end of the building or at the end of the lot. It will stop what we're offering to do is go all the way up to the north. What's the more that's meant to be that we're planning to get that. Yeah. Yeah. Okay. That's well. That's what it needs. Yeah. Yeah. So that's what we're trying to do. That was something that was in your plan. That was you have connectivity. You seem to be very important, so that's something that we can do to help. That's maybe a question for Kinney, but I mean $200,000, I know how much things cost these days. I mean, we guess how well that get from this development to Smith Avenue. And so we have not, in terms of engineering, we've not really planned this out. I think what we would look to do is that you, any side wall, you, that would be constructed in our right way would be done under our engineering sample approval liars designed. So essentially, what they would offer is to fund 200, 200, 200, 200,000 toward that effort. But those side wall, it's kind of the final determination that there's some issues they would cross the SX-40 way. some other things that we want to figure to figure out, so we don't know that Honolulu School will be, but that certainly helps to give us there. And let me say we don't want to get involved with CSX. And we don't need that. We don't need that. But I just want to make sure with the question I just asked. Yes, ma'am. You know what I'm saying? Okay, we're in front of the apartment. Yes, ma'am. And they were going toward Broad Street. You know when you go down the all that way, the sidewalk will be right out there in front of the apartments, right or not. And then how far does it go down toward Broad? The next street? The next street to this south. The next street to the south. I can't remember what one it is, but it's just the next one. Okay, that's very much a matter. It's about 1800 feet and I figured we have a southward company and said that was our estimate. Okay. I know you're going up, so it was sceptical. We will recommend to you're doing that amount of money and to try and to help you do what we can. The front of the f would be on pantry, bri know. Just a question i a question in regards to or whatnot in this one i be a city question as well, but it looks like it's pretty much lined up with the entrance or exit from the other mobile home area. Right there. Is this accurate? Is that going to be shifted any way left or right? So what the old say is, so this site plan has not been through any of our development for the process. so it does all have to get with engineering, we have to determine the pawn size, location of the driveway, curb gets things up to that. So there is a likelihood that when this actually gets built, some of these elements will shift slightly based on rule of conditions. But I think the intent is with the number of units kind of the design of these,, it's really what. I mean, it's what we'll be dealing with. Just wanted to show you what kind of, what it's going to look like. We understand the situation. Right. You know, approve everything, fire marshal on all that. So we understand that. We just wanted to give you a representation of the site to give me a day of what it was going to look like on him. And that's one of my questions was in regards to the sidewalk. You've addressed that and so appreciate that. And so my next question was just on, I know we're permitted to have a range of heights. I know that's kind of been discussed. Would that be within your scope to potentially just do another building? I do understand building costs, obviously it changes, but would that change your projects substantially or? It would change its sound amount and again, you know, we would like to do the three-story but I mean if the city tells us that's not what you guys want, we'll have to do something else, it's just kind of way it goes. So, but, you know, it is a cost and it's definitely going to be considered when we are building housing for, it's affordable housing for low income people. So, you know, anything that we can do to cut off some of the, you know, costs that don't add anything like sidewalk helps the people living there and so. Gotcha. Thank you. Can I get a motion in a second? Motion by Mr. Scott, second by Mr. Chastain, any more discussion? All in favor say aye. Aye. There's unanimous. Thank you. Thank you very much. Thank you. Did Miss Mc McNish ever had her die sooner? I don't see her. I don't see her. I miss her. Mr. Chris. You're a man named. I would just like to commend all the city staff, all the hard work and then they put in to pull off the 104th rows. Festival and parade. Appreciate all you participating in over the weekend as well. I think it was one of the biggest events that we've had in my memory, at least in the last 18 years as far as head count. So great turnout for both the Festival and the Great. And I understand we had a lot of community activities Saturday night. And all that went out, all for that instant. So I'm proud about that. So again, all our folks put in a lot of hard work in long hours. And we started planning the hundred and fifth this morning. It takes a lot of planning and to pool that all every year so I just want to say that that's all I have. Anybody else at the front table? Mr. Baker? I just want to put it out there I had a great time I know a lot of a lot of hard work and effort went into it by all the city staff and other people. I think we had what was 105 submissions for there. So there's quite a lot. I know I watched a lot of it and my kids enjoyed it and had a great time. So hopefully next year will be just as good. Yeah. riding that troll. Yes they did. They did. Mr. Cheston? Sorry I wasn't there but it's all a lot of these features so I've been in the city for all their hard work putting that on. First of all I'd like to commend the staff members, Chris and your staff members, you I really really did a good job. I commend all the hard workers out there. We had a good time in the trotter. They said Mr. Chashdien, Mr. Draw Baker's kids doing flips on the trotter and everything. But overall, I think everything went well. We look forward to next year. I tell you, I had a good time. We had a great time. The parade was nice. Even after the band's band was good. So again, I thank y'all for just y'all should give y'all staff members a applaud. It's a doing an excellent job. Thank you. This is Brian. I also want to say thank you, thank you, thank you. We didn't have any major incidents and so I was really, really proud of that. I was in one of the neighborhoods Saturday night and I can tell you there were a few young ladies who said I'm going to help you get everybody on the sidewalk out of the streets. And that's exactly what we did. And nobody, nobody was disrespectful. I'm telling you not anybody, not even one person. And I appreciate that for our community. Because nobody said, well, you can't tell me what to do. Yes,'am. Yes ma'am is proud. Let me just tell you that. And that were a lot of people there. But they got out, better time than way got there. They were already out of the streets. They wasn't, I mean it wasn't no back and forth about nothing. Because you know, way to just count respect for the people he is. So he is respectful. but there was no backing forth about nothing and I was proud of it. Simply proud when I left. I just went on to a ball. But I enjoyed the festivities though. From that morning I was tired, but from that morning Friday all the way to that evening it was to that night rather. It was nice in our city. Employees took care of us to make sure that we were taking care of to do all the things that had been planned for us to do. And again, Vicki, yeah, that's her. That's my girl. She is. Yeah. And we appreciate you and Mr. Scott coming to the mustard meeting from the police department Friday night That I think I know a lot that officers see you all there Mm-hmm. I went on. Yeah He's got you know If you got my name, you've got your name Sometimes I have moments like that. I'd like to say thank you to our city staff I. I think that's probably the biggest crowd I've seen that are parade in a long time. And the biggest crowd I've seen downtown on Saturday and down at the amphitheater. I've seen ever. And just thanks to our staff for all their hard work making everything a successful weekend. Miss McNaysha Rob? We are adjourned. Thank you.
