I'm going to do it. I'm going to do it. Good evening and welcome back to our resumed Reddjust Regular legislative meeting. We came out of executive session about 6.37 in the evening and 1 o'clock and I'd like to note that Council member Matt Stern joined us promptly at the top of the executive session. I'd like to note the, I'd like to request a motion and a second for the approval of minutes for the special meeting Tuesday, June 18, 2024, the regular legislative meeting of Tuesday, June 18, 2024, and the committee of the whole session for Tuesday, July 9, 2024. May I have a motion and a second to accept the minutes. Councilmember Akshay Loyey and Councilmember Lopez, Alan Babesley, Hi. Hi. Any opposed? And I'd like to know the submission of minutes for the RLM of Tuesday, July 16, 2024, the committee of the whole session for Tuesday, September 10, 2024, and a special meeting for Wednesday, September 11, 2024. We'll now move to the consent agenda, but we do have an adjustment. The items 14 and 15 will be held, so we will not be voting to accept the proposed amendments as described in items 14 and 15. So may I have a motion and a second to vote for items number one through 13 of the consent agenda? Councilmember Lopez, Councilmember K. All in favor, say aye. Any opposed? Those are voted in and moving on to our resolutions. What is listed is item number 16, the proposed transfer of City Council members cycling for Council members. Tarantino, I believe you have an edit. Yes, it's listed as a 2024 stipend, and what it is, it's the 2023, we can't have that they were never given the state 2023 stipend. So this is for the 2023 stipend. I haven't decided yet what I'm doing with the 2020, I mean, just run with that. I have a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision to make a decision I, I oppose, okay, I just 16 is adopted. Moving on to item number 17, proposed transfer of city council members, stipend for council member Peters to be running to the boys and girls club and you'd like to add council member Peters? I've been there, I wish I had a 23 and two. Yeah, fair, fair, fair. No, I just think it's a facility that looking to increase the membership, particularly for individuals for whatever reasons might be, where we'll be challenging to be able to do that. And so to use the funds to have access to the quarantine boys and girls from this really good faith. Thank you. May I have a motion and a second to adopt this per post transfer? It comes from a repeaters and Stern, all in beta say aye. Any opposed? Okay. Number 18, we're going to hold a calibration council as advised that we did not do a public hearing, and so we cannot enter into a resolution until that is done. So we will do a public... I will... I'm looking at this very good... For God's sake. I was wondering, are you saying you need a public hearing? I didn't know just what to have. I didn't know that she... You're not on a public hearing. You didn't have some public hearing? You didn't have some public hearing. You know, they didn't have a public hearing. They have no directions for that. I'm just in that, I'm just in an apology for the oath for the lapse. But it sounds like we do need a public hearing. Could we set one for October? We've been in the timing, or is this November? Could this be on the October cow for public hearing? You've have to direct it tonight. So I would like to direct a public hearing before it. The second Tuesday in October, come on friends, let's pull up calendars and hackers back up in the air. Give me the date. October, October 8th. Okay. To be able to vote, there was a stop. I'm not voting. I just want to understand. Really is that. I don't know. Okay. I just want to understand, actually, is that the... I don't know, I just want to understand. So, I'm just going to have to... Okay, so there will be a public hearing on October 8th with respect to the re-nating of Lumpy Park teams. The Stoke Park is everyone knows he was a... The Love Council member, district three council member, Peters. No, I guess it's having a procedural question, right? Stan, you were going to be saying that you were a public hearing. That's what we had done that. My understanding of recollections last time we just did. It was just a discussion. It was a discussion that people spoke at the citizens to be heard part, but it wasn't like official public hearings. So we had EDPL, the way we had the CDBG and the public housing. So she's saying it just, procedurally, it has to be designated a public hearing before it can be officially renamed. Arguably, we would have set this date last week for the same exact date, so it's not a tremendous delay, but I can appreciate what you know. What I think you're gonna have to do is, I'm just thinking about it. Yeah, do the public carrying this bottle, you know, this will be a introduction item with the public hearing at the cow in October. So it's going to have to be an introduction item. You're going to have to open it. In October? Yeah. Okay. So this will be an introduction item with the public hearing resolution to go. So we would go at the cow or the RLM? At the RLM. Right. So the eighth, it would come back to be public hearing and the 15th we vote. Okay. Can you just share why this requires public hearing? It's the renaming and the straights. Whenever we have something in that there's gonna be a public hearing. We're any public hearing. Sorry, she, um, they, um, Miss Mary Lou, that's for you to elevate your voice a little. Oh, I'm sorry. Let's do direction. Yeah. The direction is a public hearing for October 8th. There's dialogue around the procedure and questions around why the public hearing has to be held and we can't just vote for the seat. We normally allow for public comment. Similar to what we do with Hadn't Sway. Yeah. So it's not a, the name of the street, so we can take a little park. Right. So it doesn't matter. I would do a public hearing. I would recommend having a public hearing. I have the seizure introductory out in that. Still out for public comment on it. Okay, have you done that in the past, or have you been naming the park? You have the public hearing for the name of the park? Yes. What do you think? So, 18, there will be a public hearing on October 8th and then the council have the opportunity to vote affirmatively in the name change, October 15th. May I have a motion and a second for the public hearing for item number 18, Ashiloye and in a second please Tarantino, Olive Bayver, I and second please, Tarantino, Olin Bavar, I, and he opposed, October 8th. October 19th. Number 19. He proposed a settlement of a lawsuit in the amount of $15,000. This was discussed in executive session. Any questions or comments on item number 19? Hearing none, may I have a motion and a second to approve the proposed settlement, Stern and Achenloy, all in favor say aye. Aye. Any opposed? Okay. Moving on to ordinances, number 20, a proposed amendment to the 2024 budget with respect to position changes. This was also discussed in executive session. Any questions or comments on number 20? Hearing none may have a motion and a second to approve adoptive of number 20. A Lopez NK, all the papers say aye, aye. Opposed? Okay. Moving on to page number 21, which are related to public hearings that we held on Tuesday, September 10th. I'd like to note for 21 and 22 that we accepted public comment until last Tuesday, the 10th, and accepted written comment until today, the 17th, and many of us received emails related to a water of both of these items. With respect to item number 21, which is a proposed resolution initiating EDPL proceedings for 662 Main Street, affectionately known as the Hagrid Dorn and or the Carnegie Library. Any questions or comments on item number 21? Hearing none, we have a motion and a second adopting the resolution and initiating the proceedings. Lopez and Ashin Lloyd, all in favor say aye. Any opposed? Here you go. Item number 22, a proposed resolution initiating EDPL proceedings for the sites located at 625 North Avenue, also affectionately known as the former CVS. Any questions or comments on item number 22? Hearing none may have a motion and a second to adopt the resolution, which would permit the initiating of the EDPL proceedings. Councilmember Peters, Anita Seckent, Stern, all in favor say aye. Any opposed? Stop did. Item number 23, a proposed resolution regarding housing choice voucher programs, Section 8, 2025, annual and 5-year PHA plans, and amended Section 8 administrative plan, also subject to a public hearing. Questions or comments with respect to 23? Hearing none may have a motion and a second to adopt this resolution. Tarantino and Peters, all in favor say aye, and you opposed. Before you vote, I'm just 24. And I, in retrospect, I'm thinking to add comments to 21. Is that too late? I mean, just ideally next time. Yeah, yeah. Say though I'm at the very end. It's a breeze with the designation. Yes. We can be here all night, but I will use the floor as a brief aberration of Procity Procedure. Thank you. Just very quickly, for everyone to understand why we voted affirmative for the EPL for the Hagridor Councilman Tarantino, Council Member Lopez and I are at the intersection of residence park and the surrounding community. We've wanted to see change in this section of Nureshaw for a very long time. We need to be much more responsible with city properties. A lot of the residents in that area wrote to us after the public comment last week and have been in discussion with us for literally, well for me for months and for my fellow council people for years, years literally. With that said, for the people that were concerned about the cities, responsibility with our properties, we do need to identify throughout this city. All of the spaces that have been dead or underutilized for a very good long time and revitalize them. Got step one in that responsibility and then two having foresight and having a long-term plan that we are in constant communication over. So I think it's important to bring those things to life. The people that were supportive, thank you for sending us your support, speaking your support and writing in your support. And for the people that are concerned, your concerns are valid. We have been in New York for quite a long time, to know the history, and have experienced the properties that have become desolate. And this is an initiative for us all to work together to revitalize these spaces. So I think that's important to say for that. That's it. I have a different still location of this item. I'm going to offer councilmember Lopez the opportunity to keep the scene if she'd like. No, as it was mentioned, actually, we have been speaking to the neighborhood and you know, this is such a beautiful site that should be preserved and it's entering your shell and we want the city to really drive and to show that there are so many different opportunities for us to really showcase that you know with culture with a culture of center and it's going to be something that is going to be innovative as well so thank you all so much because it is going to be a drink cup drink. Excellent. Thank you so much. We just want to address Councilman Peters just for a second because your question I was reading your question so I'm referring to item 18 or the public hearing for 18. For the park. So just so you know our public hearings are required when it's zoning for its budget since this is not a zoning. The public hearing may not be required under law but in the past we've always done public hearings with any type of renaming. So when you ask me specifically for a park, street yes we've always had a public hearing. Parks, I was trying to think if we have done one for a park. I can't tell you that affirmatively but I know that's always been the trend that we'd have. Any kind of renaming, which is brought to the public for comment. So another way is your instinct at the best practice with the public. That's the fact that you did if you had not mandated. Yes, that's correct. Thank you, Corporation Counsel. 24. I don't to 24. I'm going to 24. A proposed establishment of a civilian complaint review board and I'm going to pass the imaginary mic to my colleague, Council Member Peter. I hope not to drop the mic. No, we have. Any touch? I'm asking that we hold this over and on it to edit the amendment associated with the staff's run over the surveillance of the Indian complaint review board. Kevin, I do another better. So we need a little time. People need more time to hold it. Any questions or comments in response to the request to hold it? I just want to say thank you to Council Member Peters for spearheading the initiative. I'm getting this forward. Let's get it right. Let's get it right in the first time. So item 24 is going to be held. Let's get it right. Let's get it right in the first time. So item 24 is going to be held and with that we do not, we do not have any executive sessions. So this meeting is a adjourn, an emotion in a second to adjourn this meeting. Please, Lopez and Oshinoy, Alan Bavar, I, A, A, all in favor. Or you want to stay? I, okay. Any opposed to returning the meeting? No. I'm going to say 80, I'll be there. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. I'm going to say 80. Thank you.
