Now we've got City Council planning commission amazing with work. So Mr. Schneider would you like to share? You're both yes. Thanks. Thanks. much past fellow workers who are here for the city. It's much appreciated. And I said before, I said again, this is why I'm most competing on our boards and conditions, so that's why you're doing it. A couple of things, first, transportation related. On your agenda, I think tonight is cleaning up sidewalk work and city council discussed that on Monday night and it's clear. We're all correct and we're very interested in what the CAC has to say about the tier and proposed that we used and then the specific areas that fit into the tier and template. Two is one, two, three, and four. I think one is like ADA and clothing missing pieces and existence sidewalks. Tier two is where there are no sidewalks at all. Tier four is commercial and tier four for not. What's tier 4? Love these special streets. So my own view is that's pretty good. So criteria, but I think it's up for you all to discuss that. A lot of you are input to the council as well as specific activities under each of those tiers. The view that I'm in. Secondly, there was discussion about the potty strength of some of our streets are taken over the course of the winter. There's some examples where I'm here. You can write up here at the corner of the red light and then over at the corner of the other corner of the red light. Both heads served as potholes and our potholes elsewhere around the city. So that was discussed and I love the city manager is going to be working on filling those and taking care of them. As a group, there's requested more money for repaying and I think that the city council, big year that and provided additional money in the city's budget. In terms of regional developments, not too much new or work for in terms of transportation. I will, although we're through on a council of governments board of directors meeting. That was how it knew it today. Two major elements, the first cost to recognize the first responders from the Earth, on crash. And they are like, I think, 90 agencies that were involved in that response. Not only first responders, but now health units, and on and on logistical units. And so the council are going to recognize our real work in that tragedy. The second area is more directly relevant to ultimately as we look forward to the budget, that will be sort of the city manager, well present on the budget very soon. In fact, on March 24th, the city manager and the school will be all delighted with those budgets and then the city council will be working intensively on those budgets over the next few weeks actually. So, anyway, going back to the Council of Governments, board of directors, there really is the sense that we all know people that have lots of jobs. And that's a huge personal issue. The discussion today was more on the impact on the region and that's all bad news. Let me give you the number that stuck out to make our current baseline on our region is 2.8%. If the federal workforce has cut 75% as has been committed, by key members of the administration, an unemployment rate rise to 9.6%, reach a wide, and would be far higher than the unemployment during the pandemic. So, and that, of, that's all kinds of ripple effects. D.C., in particular, understandably, because they're, you know, the larger percentage of their population or federal employees, and the current budget that's now before the con was D.C., make a billion dollars in the next six months. And the president, I'm trying to remember the threat of the innocent fight of the president or chairman of the city council, indicated that that would affect the Metro funding which in turn, we can see the way in on the part of Maryland which in So that's just that's a slice of the transportation system, but it's an example of the concept, what all effects you have saved. So I wanted to share this with you, it's the information if you want to find out more, go along to the Metropolitan Council and the Elements website. And probably this way will be all kinds of data about federal employment, by jurisdiction, including false church. I think we have 20% more of the workforce on federal committees. So there's a lot of concern that everybody has, but I want to report that as probably the most significant discussion since we met. Trying to figure out how to end up positive, not going to be a good idea. So that's kind of what I wanted to report. This year's budget will be an interesting one. I think what you've seen in the City of Falls Church, it is one of these things, for example, the financial crisis of 2008, when that hit, we had kind of a delay effect. So I think this year's budget will be affecting by the impacts of the citizens, the administration, the commerce and making. But next year and a couple of following years and the government, I'll just say is the impacts will actually be great. So I want to just briefly go over this. So that's where I have to report tonight. Sorry about the bad news, but it's a reality which I know many of my citizens are faced with personally. The city I think will face it, I think, from regions to face the ramifications. Thank you. So I'd like to acknowledge that the chair has just got here, but I have three questions. What is it? We have to return the awesome power to the chair. No, I stay with it. No, I do much for me. Heavy wears the crown, you know. So I was interested in terms of the road funding, where there was the letter to Council from CACT. Am I correct? All right, no matter what to CACT, about road funding and so on. Yeah, that was last year. And so you indicated that the Council was aware that they have part of numbers yet. What did they have? I'm going to get you a hard number. So I know we included in the last year, this year on the last year. Did you notice a lot of last year? No, the letter went out this year. Last year, the funding was raised, and when I talked to Tara, there was still, it wasn't enough. The funding was enough to keep on preparing on part of behind, but it wasn't enough to actually catch up. So the letter was about, how do we catch up? Get us on to that normal schedule. So that's appropriate. So that's what that was about. It wasn't supportive. How are you submitting when the city staff was asking for it? I know there was some response because I know you didn't increase the opinion of the budget for last, I think last year. Now, this year, I don't know yet because we have the same budget for the city of Orange. I don't know. I'm happy to turn it back to you. You ready? No, not really. That's what it was. Then I will ask I heard that 1 billion dollar budget numbers impact with the DC. You know what the total DC budget is to know, it gets some idea, but we've said in my suit, they said, well, 900% of the budget. A huge number. And in the other impact, I think on Metro funding, not only comes from what the Fed's doing, also from the Fed writers. The fact that Fed has employed writers I think was significant. Made up a significant portion of the ridership so not only will DC funding go down in their literally the contribute to Metro decline but also the ridership. Some employees will be inclined to also be a double hit. Yeah, it's, there's been an immediate positive development because of the mandate to return to work. And so Metro has shade is deficit, I'm gonna begin a mile, which is great. But I think the question we're asking is what next, and you're right, that would happen. Okay. I just have an opinion. So the action item is really we we talked for the last time about three months ahead about all virtual so that would be what April made June. But the issue with the queuing, I think we're just going to have to see what we can do once it's done with the signal timing. So I think that's still to come to play in terms of the queuing. I think what they changed was going to narrow it down. It needs to be folded up into two lanes with the left leg going to the subway sheet. And now we made it into like a pocket lane. So it's a car and it's getting around that yellow strip. So I think the best we're going to do is see what we get fixed in terms of the timing for that approach, which is not going to be until after sort of construction is done. And then there was a question about school signs or the school plaque. school pikes on the school plaque, I forget who that's. Yeah. School plaques on the school, the existing school signs. And whether or not we had them or not. So when I reached out to operations, the response was that they were aware of the request, but there was no discussion on who would fund them in and fund those signs, like where that money would come from, which budget that would come from. So I don't think we have them at the yard. We haven't had our monthly meeting with them yet, so that'll be something we probably discuss at that next meeting. And then the Rapper Response memo. The draft of that memo is with the co-directors, but Tara and Herb, Herb has been out, so I don't think he's had a chance to review it. And I think a lot of comments are going to come from operations because it affects their workflow. So I don't have that to present at this meeting, but again, that's probably not doing the things we discuss at our next deep W operations meetings. Okay, that one's good. I don't have a good answer. Yeah, I don't have a good answer, but it's close. I don't think that's a part of the issue is sort of, I think, Operation gets these requests from all throughout the city. I don't think it's just, they're not just feeling DPW requests. And I think their staff is doing a lot. And so in terms of RAP, response in what those members are supposed to be doing, I don't know that those roles are clarified and they have their own internal partization for where things come from, whether it's the schools, who's doing what, the signing team and the payment marketing teams and the concrete teams, I just don't think. There's pieces all over the board and I don't know that it's come together in the way that things get done in any specific order. So I've drafted up, but I think it should be, and I think once we get in front of operations because we're going to discuss what that ultimately looks like. When you are crossing from that side over to Smedikings, there's no pedestrian walk signal, or if you're crossing from Smedikings to Pantes, there's no possible. So you're on the same side, broad? So like if I'm crossing from Southleaf and I'm at the space bar, and I went across to the Kensington, there's a lot signal, and at late, walk sign, I'm not gonna get it by heart. I'm at smoothie king, and I went across and go to hot days. I have to Cross cross South E to get to the public store for your space where it's then cross where there's an actual one and it is legitimately and every day occurrence that I see cars turning when there's kids crossing. Going through that light where I see today I was was driving in the North Intestrian, thinking so from the Kensington, he was crossing to Gorda Cortes. And he's just walking, but I was crossing the road driving and I have it right away and he had no idea. It is someone that's going to get in the way. and I checked with this footage to see when that was going to be updated. I think it is about this sometime in the 27th, which did seem proper. The things that I have, that they're so ridiculous, they're losing like, these clothes are talking about. And I have seen people older than me struggling to get off buses and get on buses and unable to do it because they can't maneuver around that. And it's just going up on Founders Road too and I want to reach out to why the hell is that going in there? Am I the only one that finds that dangerous? I think the plan for boxes for the trees are in our streetscape standard. I think that's where that specifically comes from. Is that it's a part of the streetscapes? I don't know that it's a sidewalk issue per se. So once again that is. If there was somebody who was in color, people might be able to see that there's actually a raised border. Right now it's one great time as the exact same pattern in color so that people who have depth perception issues are going to walk right into a tip of it. I think the man I think that's part of your point, right? I would say as you have to do it if you're on a bike, if you're on a bike, if you're on a skate or wheelchair or something like that, it's still gonna be proper that. Obviously, no matter what color it is, it's just, it's gonna be fine. I would say I object to it if you're on a bicycle, you're on a skateboard, or you're on a wheelchair, something like that. It's still going to be proper that. Obviously, no matter what color it is, it's going to be proper. I think you're going to have to talk about it. But in terms of whether or not it's in some plan, it seems to me that in fact, it's inconsistent. There are some of these planters that don't happen. and there's something to do. So it's not as though they're every, right? I don't know why, I just don't know why they're going in and I wish they could. There are some of these planners that don't have them. People look at making sure your position is not letting writers off into the planters. It's not that it's not what writers often planters. Plansers or writers get off. Okay. The most cited nutmeg. Or is it don't use that particular type of planter because that would be a good policy to know, how often you're policy is revisited? And when you're in the policy currently, the purpose should be given to flush plans, the first sentence of where to use a flush planter. It's a preference. And so in order to allow for the possibility of bus stops, I would just favor, we should just never have those to the face. I'll just ask you, and I also can ask around first, especially my founders, what's the reason why the situation was made. Maybe that would be a more exciting way. Is that how that works or is it just a something popped up that goes on the list? I think there is a, I guess I don't want to speak cooperation too much. So for this update, sorry, what we did was take those sort of first four tiers that were previously established in terms of how we want to prioritize the missing links sidewalk sections in the city. We took those and we looked at pretty much all of the streets in the city and we re-periodized those sections including the ones that come out of this meeting. And so the criteria pretty much take the same but the list ended up being pretty different from I think the last update you guys had seen. And there were, if you could scroll down. I said, sorry. I was gonna say, most of the first hack is from a novel. It's interesting who the last six months of the novel. That's what I was gonna say. Yeah. OK. And then the latter half goes into data. So one of the things that we looked at in trying to figure out which street segments go on this list and was the complexity of each segment. On that previous list, there were, I guess, the program was sort of as I understand and meant to do quick, easy, fixes connection, sidewalk connections that we can do in house at the city. It's a lot of these sections that were on the list previously were more complicated than I think this program was intended to handle. A lot of them were really long segments and a lot of of them required like utility relocation. So those are two big, we're occurring sort of conflicts, I guess, that we saw with them as a single sequence. We'll require more than I think we can do as a part of this program. And so this is the list that we started to end up with. And I'll say this is going to be a living document. I think a lot of these are also going to change with as we sort of process what came out to say Council's meeting Monday. It probably was going to come out of this one. But the two sections that we definitely want to move forward with this screen are range street and Madison Lake, the south side, because those are true missing links where the sidewalk just kind of ends in the middle of the block. We want to connect those to the opposite side of the section. A lot of the ones in that two category are sort of co-secs or really small string segments. And there's some questions about where the map they should be prioritized for others, which is a big question, but we were really sticking true to sort of what those tiers were. And I'm sort of not allowed to came out of that. And then the same thing is sort of true for the sections three and four. Because I think it's not one side of the street. It's really just a matter of. If we can do it, if there's a right way of doing it, there's part of trees in utility poles, like poles and things that I think are. Thank you, Scott. So, the street is a good one to bring up because that street was, we're able to complete the sidewalks for that street and be another program that allows us to build these larger, longer segments. And so that's, I think the idea is that none of these are gonna leave the master list for today for just kind of trying a different way to build them that's not necessarily in-house with the city. But one thing is I would like a massive pause at the lock the school locking zones be considered as a criteria and different projects like this or the sidewalk repair or that kind of thing. The challenge is that you can go like children's schools under there. And then another thing I wonder when that was that tier four of those residential slash lower east streets. And I think it's a, I think it's a fallacy to, to lump those together because some of our residential streets are, you know, high use, it even, it's a, specifically like what I'm talking about with the Lockings zones. You know there's hundreds of pits that walk to from Oak Street, Elwantria, every day. So yeah they're not as busy as commercial streets but I think that's something to consider. And I'm also wondering, I don't think the city has done in blocking studies where we're actually counting the book track. And this is a pretty short, that does not happen. So that might be something that's done in the end. I'm not sure. I'm actually living in this. I'm not going to be able to talk to everyone through the boxes and I'm not going to take it out. So I'm going to give it my experience here, which is not walk out there, carry out the interesting single person a lot to become a shop of lottings. Include that data in sort of where these things get right. But what I was just saying, I mean, just generally consolidating this for the sake of clarity because I think the points of our erase is confusing to know what is done, not done, and what's kind of been booted out based on it potentially being more complex or being served by another program so I think in general, it's all about keeping the tears but making it clear where things are in the processes for all the pain and the physical. I think you're seeing, if you could have certain sidewalks on these streets, you can have a lot of playing, other people will say, why? Because sidewalk on that street instead of this street. Because like the first instance, like of the lane is here is 2. We're sitting on this street, then it's 2 because it's a dead end. Yes. So don't you prefer, which is not a hairline travel travel street. Although there is something you would cut through a little more in the interaction of the camera.
