Music Namaste and welcome to Beginning Yoga. My name is Lisa Barron and I'm joined in the studio today by Donna and by Steve. Today's class is going to focus on breath awareness. Breath awareness is a very important component of every yoga class you'll ever take. So important in fact that when you're focusing on your breath, you're not focusing on your day-to-day problems. So I hope you'll join us now and roll out your mat. Let's get started. We're going to begin today in child's pose using a blanket under the shins and feet to pad, make the pose very comfortable. And then bringing the forehead down onto the floor, allowing the hips to settle back by the heels. Take your arms next to your sides and allow the palms to face the ceiling and the shoulders to round. Take a moment here to settle in with eyes closed, begin to turn your attention towards your breath. Just notice how it feels to be breathing. possibly feeling the upper back ribs expanding as your chest expands with the inhales. And feel the gentle compression as the exhale takes over and feel a little heavier as the hip sink more. Let's take two to three more breaths hereilling the entire backside body with breath. Smooth, deeper breaths, relaxed and unforced. And then one day time, extend the arms forward. Spreading your hands nice and wide to the fingers radiate from the palm. It's fine to peek up at the hands and make sure that they are shoulder width apart. And then replacing the forehead on the mat really extend the arms forward. Feel the fingers reaching towards the front end of your mat as the hips settle over your heels. Again, take a couple more breaths into the backside body. You sort of feel the shoulders opening as the arms extend and the hips reach back or spine growing longer. And then with one extra inhale, come up to all fours, a neutral tabletop position. Separating your knees a little bit so they are hip width apart. Again, hands are spread wide and make sure your shoulders are right over your wrists. We're gonna take some dog and cat stretches. So with an inhale, I want you to arch your spine, reach your heart forward, sitting bones reach up and back and then draw the shoulders away from the ears and exhale, draw the belly in and round the upper and lower back. Belly draws in and up. Inhale, coming back to the arch, keep the gaze soft, the breath smooth and deep, and exhale to round. A few more times, inhaling to art, and exhale to round, elevating the experience of the rounding by pressing your hands and shins and feet into the floor. Let's take two more just like that. Deep inhale, and a slow exhale. Good you two. Last one. On your own breath, cycle. Rounding the spine. And then setting the buttocks back to the heels for child's pose. Go ahead and sweep your arms back by your feet. Palms facing the ceiling. Again, moving the breath into the backside body. Feel your ribs expand with breath as the hips settle over the heels. Good, can you feel your upper back brawn with the breath? Let's take one more cycle. and then slowly reach the arms forward again. Fingers radiating from the palm. Arms fully extended. And with an inhale, come up to all arms. Again adjust your wrists to be right under your shoulders. Good. And then drawing the front side of your body up away from the floor. So a little engagement of your belly muscles, your abdominals, tuck your right toes and extend your right leg straight back. Go ahead and enjoy that calf stretch for a moment as you reach the right heel towards the back of your mat. Keeping the neck long, gazing a few inches in front of your fingertips. And then lifting the leg just to parallel with the floor. So your heel is pointed up and your toes are pointed down and your hips are very level and squared off. Again, draw the front side of your body up away from the floor. Taking the gaze to the front edge of your mat, see if you can lift the left arm and reach it forward. Breathing into the whole backside of your body from your left fingertips through your right heel, lengthening on the inhale. drawing the belly on the exhale, taking one more smooth breath, great balance as you guys. And with an exhale, go ahead and release left hand right knee. Now let's take the other side, tucking the left toes, extend the left leg straight back. Just take a breath or two here. Enjoying that calf stretch. And then when you're ready lifting the left leg just to neutral, just parallel with the floor. Drawing the front side body up away from the floor gaze at the front edge of your mat and perhaps find that balance extending the right arm forward. Feeling that length across the back side of the body. And take a deeper inhale and exhale release. Let's make our way into plank pose now. So tucking the right toes, extend the right leg back. Again find that firmness in the belly. Lifting it up away from the floor and then tucking the left toes, take the left toes next to the right. So you're coming into plank. Please make sure the shoulders are right over the wrist, so much safer for the shoulders and the wrists. Holding for four more breaths, and if this is too much, please lower the knees down. So much better to lower the knees than to droop in the shoulders and potentially set yourself up for injury. Two more slow cycles wherever your add is fine. Take a deep inhale and exhale, release the knees and come back to child's pose. Bring the hands back by the feet, shoulders rounding, palms facing the ceiling. Let the shoulders have a little break here. Hips settling over the heels. Good. Just take another breath or two. Good, yeah, just surrender to the pose. Breathing along that backside body. And then extend the arms forward again. Fingers spread wide. And with your inhale come up to all fours. Let's take a couple more dog and cat stretches in hailing arch, exhale and round. Inhale and arch, can you sense that you have more mobility now and exhale and Round. Coming back to neutral. Tuck your toes. Make sure your feet... and exhale and round. Coming back to neutral, tuck your toes. Make sure your feet are hip width apart. And we're gonna make our way into a downward facing dog. Keeping the knees very bent and staying way up on the tippy toes. Make this all about shifting the hips, pressing them up and back, back, firming the arms, getting a really long spine. Just two more breaths, and again, if it's too much on the wrist, please lower the knees, come back to child's pose. One more deep inhale. And exhale, slowly lower the knees down. Untuck your toes, sweep your hands back by your feet. Just a couple breaths, recovering from downward facing dog. Beautifully done. Two more breaths. Breathing in that backside body, feel the ribs expanding with your own breath. And then placing the hands next to your knees, very slowly keeping your chin tucked into your chest, round the spine all the way up to seated. Go ahead and take your blanket off of your mat and set it aside. And then don and see why don't you turn around and face me. Placing the soles of your feet on the floor. Arms reaching forward, sit nice and tall. So draw the belly into do so in hail. And as you exhale, round the upper back the lower back shoulders and make your way down onto your spine. Once you're down go ahead and bring the knees into the chest. You can rock a little side to side massage your low back, moving in a way that feels very comforting to you. And then we're going to come into a spinal twist. So coming back to center, bring your inner knees and inner ankles to touch. Take your arms out to the side and then turn the arms and the shoulders so palm space down. Take a deep inhale as you exhale lower your legs all the way down to the right. Don't worry if the left shoulder pops off the floor, not a concern, that the legs be very passive and heavy and anchoring. And just breathe. Feeling the left edge of your body, lengthening with breath. And take one more full deep cycle of breathing. And with your inhale, press into the right hand and bring yourself all the way back to center. If you like wobble, little side to side again, neutralizing that deeper twist. And then come back to center, take the arms back out to the side, inhale. And exhale, take the legs over to the left. Good. So we're lengthening the spine here. Just allow the legs to be heavy and the torso spirals to the right. Very nice. Smooth deep breaths. Take one or two more. Just giving you a gentle adjustment. Excellent. Pressing into your left hand with your inhale, return back to center and wobble a little side to side. Releasing both feet to the floor, let's set up for a bridge pose. So placing the heels near enough to your badges that you can brush them with your fingertips. Feet are hip width apart and the outer edges of the feet, you're trying to keep parallel with the edges of the mat so you're not turning the feet out. Turn the arms so the palms face up, the shoulders relax down. Take a deep inhale, a slow exhale, feel your spine lengthening across the mat. And at the bottom of the exhale, press into the feet. Begin to peel your sacrum off the mat and lift your hips. If you like, you can interlace the fingers underneath you and reach the arms down into the floor as the knuckles reach for the heels. Keep your inner edges of feet pressing firmly down so the knees don't tend to display out to the side. You're getting rid of the hip crease here, erasing it, all the sitting we do, driving a car seated at our computer. Breathing across the front side of the body now. Take one more full cycle, deep, deep cycle, lift the hips a little bit more, and then release the interlace of the fingers. And very slowly, vertebra by vertebra come down onto your spine. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, you're done. Once you're done, bring the left knee into the chest. Slowly bring the right knee into the chest. Rock a little side to side. Good. And then roll over onto your right side. And rest here for just a breath. And then make your way back to seated. Facing the front edge of your mat. Now if your hips are tight, you can certainly employ your blanket once again. And we want to make sure the sitting bones are rooting down so you might need to reach back and adjust the flesh. So you can feel the sitting bones at the base of your pelvis resting comfortably on your blanket or your mat. Take your hands to your knees for a moment. Grow the spine nice and tall. Shoulders are relaxing down and feel the lengthening up through the crown of the head. And because today's class is about breath awareness, let's bring one hand to the belly. Just below the belly button and one hand to your heart. Soften your gaze for a moment. Just feel your body breathe. Feel how the hands gently move out. Come back in as your breath moves in your body. Let's take three more breaths. Smooth and deep. Releasing the stress and the blocked energy in your body. It's almost meditated, very peaceful. And then gently bow the head forward. Release your hands to your knees. Slowly blink the eyes open. Allow them to adjust to the light and refocus and then very slowly lift the gaze forward. As you inhale take the arms out and up overhead. Interlace the fingers. Send the palms up. For a moment, let the shoulders rise up by the ears. The front ribs can flare forward. Get nice and tall, like you could scrape your palms on the ceiling. And then draw the shoulders down away from the ears. Soften the front ribs in, release the fingertips inhale. And as you exhale, reach out in front of you, hinge at the hips, come into a forward fold. Don't worry if your forehead doesn't come to the fore, just let the head hang very heavy. Again, we return the breath into the back side body. With each inhale, feel the spine lengthen forward, maybe the fingers creep forward, and every exhale surrendering into your forward fold. bones still heavy. Two more slow breaths here. And with your next inhale, slowly walk the hands all the way back in. Bringing yourself all the way to upright. Let's change the cross of the legs. Again, making sure your sitting bones are well rooted into your blanket or mat, inhaling the arms out and up. Interlace the fingers. Interlace the different way, so it feels a little uncomfortable with your less dominant finger on top and again stretch the arms up, shoulders up by ears from them. I get really tall. Breathe into that and then very slowly draw the shoulders down away from the ears and soften the front ribs in. Inhale, reach the arms up as you exhale, hinge at the hips and fold. Find you lengthening the spine. Exhale's fine just surrendering. Smooth breaths. and then you're wondering. Smooth breaths. Let's take one more slow cycle right here. And walking the hands over to the right. So keep your left sitting bone heavy. You may need to lift the chest up halfway and realign the spine lengthen it and then come down. Good you guys. Breathing to the left edge of your body. Always looking for a little more stretch. Taking one more breath. We'll turn this into a side bend. So bend your left elbow. Place the hand outside your right elbow, outside your right hip. And with it, inhale, take the left arm, reach it over to the right. Drawing the right shoulder down away from the ear. Getting really long in the left waist. Good, take a couple more breaths here. Beautiful. Nice. Feeling all that length down the left side of your body. Really nice, Tauna. Good, keep that sitting bone really rooted. Good. And with your inhale, press into the right hand, bring yourself all the way back up. And the arms reach out and up overhead, and exhale coming forward, folding again. Smooth breath, breathing into the backside body. And then walking hands over to the left nice and slow and gradual. Moving with your breath, having all that awareness of how the breath is moving in your body. Right sitting bones have... Turn this into a side bend. So left hand comes outside of left hip and bringing the right arm up and over to the left. Nice. Turning the arms to the palm, faces behind all that length on the side of the body. Very soft left shoulder. But keeping that sitting bone, mood and mood will take one more breath, you guys. Looks so nice. And with your inhale, come all the way back up. Oh, readjust your sitting bones, sitting nice and tall. Taking a little neck stretch your inhale arms overhead. As you exhale bend the right elbow, place the hand near your ear or jaw. Inhale, get tall. As you exhale stretch both sides of your neck over to the right, right here towards right shoulder. Left arm is reaching out to the side and then slowly left arm can lower down to the left edge of your mat. Try not to compress the right side of your neck, feel it stretching away from your shoulder. And I like to soften my gaze here, taking the right hand more to the back of the head, and taking the internal gaze downward. So feel free to explore where it's tight and where there's ease of movement in your neck as you breathe. Give it one more breath. And then leave your head where it is. Take your right hand to your right cheek and boost your head all the way back to center. I probably feel a little lopsided, so let's even that out now. Inhaling the arms overhead and as you exhale bend the left elbow. Fingertips near the right ear. Right arm is reaching out to the side. So bring your left hand all the way over to your right cheek. Overhead. There we go. And then inhale, exhale, bring the left ear towards the left shoulder. So you're getting a neck stretch on the other side. Without compressing the left side of the neck so both sides of the neck are arching up and over. And then the right hand can lower aniamma. Maybe touching the One more breath. Taking the hand more of the back of the hand. Take the internal gaze down. Left hand to left cheek. Slowly boost the head back up. Bringing your hands to heart center. Soften the gaze for a moment. Take a moment. Find gratitude for your practice today. And the sense of your health and your well-being. Remember, when you own your breath, nobody can steal your peace. Namaste. Some of us need glasses, some of us need hearing aids, some of us get osteoarthritis. I know for me that's been my problem. Today, we're going to meet a doctor who is gonna tell us what kinds of things can we do to keep our body moving, free of pain and be strong. Come on, let's go see. Here at Torrance Memorial Medical Center, there is a department called Occupational Therapy. They help people with physical, sensory, or cognitive disabilities be as independent as possible in all areas of their lives. It's a form of therapy that helps rehabilitate through therapeutic use in everyday activities. Dr. Alexander is one of the specialist diagnosing seniors with these problems. That's the one that really confuses me. Word of the word occupational therapy comes from. Well, I think it's because the occupational helps with day-to-day self-care activities. So it's really for using the hands. So if someone has a hand arthritis and there's a disability they have weakness or deformities or they can't grasp, grasp things, they have to learn how to, you need your hands for self-care to wash, to dress yourself. So I don't know, maybe it's just, it's occupation to dress yourself, but it's really that kind of specific. It's a really specific thing that we do for occupational therapy. I prescribe that more for stroke patients. So for them to learn after a stroke, they're usually weak or numb on one side, so they have to learn how to deal with that disability and be weak on one side to dress themselves. It's very hard if you have just one hand to use. What happens at seniors go through the aging process and get arthritis or other types of inflammation? in society here in Western or in America, that aging is as highly looked upon as other societies. And I think that we need to change our attitude about that. Because the baby boomers are now taking over and they want to be taken seriously for, and they're living longer and they should be taken seriously. And so we have to step up our game as healthcare providers and, you know, provide these, you know, these type of services like occupational and physical therapy that maybe weren't as popular in the past, but now they're, you know, I think that's the number one referral. What can we do to help our aging population understand that there will be challenges to our body movements, which in turn can lead to joint pain and even mobility problems? Physical therapists and occupational therapists are specially trained healthcare providers. And they learn, you know, they have to go to school and they have training and they have to have a certification and they're you know have to keep up their credentials just like every other healthcare provider. Dr. Alexander says it's imperative that older adults keep moving and continue to exercise to keep the body and mind strong especially as we age. It's going to slow it down, stabilize it. Yeah, sometimes things that we do are worsening the problem. So like you said, you were working out with weights that worsened your arthritis. So now you're not doing that. So maybe it'll just stabilize it, you know. Dr. Alexander has taken her profession to a new type of care. I'm family medicine trained board certified and I also had a fellowship in integrative medicine and spiritual psychology master so I kind of believe in the whole mind body soul and as people age and you know I kind of borrowed this from one of my colleagues at UCLA they say ABC's of aging is is attitudes So if you have a good attitude, you're gonna do good as well as activity a for activity and attitude So keep moving motion is lotion be for balance So you want to prevent fall so balance training you know standing on your foot while you're brushing your teeth You know standing on one foot tight cheese excellent for and see community. People that are in connected communities, that in good relationships, really do better and thrive. Dr. Alexander gives us important bits of advice that is easy to understand. It's usually lower in sugar, and so you want to avoid yogurts that have additives, colors, and sugar. So you want to look at the ingredients and all your food. So if the first ingredient says Greek yogurt, then you're good. If the first ingredient is sugar, then you need to not pick that. Seniors today are fortunate with all the wonderful information on how they can improve the life by listening to their doctor's recommendations, reading rate articles on successful aging and getting some good exercise. As we live, we're working harder and harder and it's almost like we're workaholics and then you put yourself kind of second and then you just eat whatever is convenient and fast and it tastes good. But you realize it's very inflammatory fast foods and food is imeticent. So it's always about food and exercise and sleep and back to the basics. One of the most painful and motion limiting events can happen when a senior experiences pain. An occupational therapy can help improve a senior's life by exercising most parts of the body to make them stronger and work more efficiently. We have several therapies that we recommend for patients with osteoarthritis, which is degenerative joint disease, usually due to less cartilage in between the joints. It's kind of the cushion or the pillow. You can have it mostly in the knees, the hands, the back, shoulders, anywhere there's joints. And so I usually refer people to physical therapy or occupational therapy. Well the pain can limit the things that we can do to have fun. Dr. Alexander says not to give up hope. Occupational therapy may be able to help you. The therapist, what we do as doctors, we diagnose, okay, you have arthritis or a joint disease. And if it's interfering, usually they come to us because it's interfering with their quality of life, they have pain. So, and they have decreased function. So, they're at risk for falling. They're not able to, like you said, close your hands. That's a very important function. If you're not able to close your hands, then you're not able to, it's going to affect your quality of life. So, we refer to the physical therapist. This patient has lower back pain, or this patient has arthritis of the hands, and they need to be able to get back to as much function as they can. At Torrance Memorial Medical Center's Occupational Therapy Department, people of all ages are helped by learning how to do exercises on a regular basis to slow down the deterioration of our body joints and limit some of the pain that we are experiencing. We have a wide variety of patients that have many different diagnoses. We do see a lot of people with arthritis as June was talking with you about, but we see a lot of different types of patients here all the way from pediatrics up to the elderly. So we have a pediatric clinic down the hall for children with developmental delays and many different diagnosis. And then also here in our road color orthopedic clinic, we see people of all different ages. Sometimes younger people have sports injuries. Sometimes older people have strokes or Parkinson's disease. Lymphodema is another condition that we treat here quite frequently. In addition to the hands program and knees and hips and backs and necks and all the places that people have pain. There is a difference between occupational therapy and physical therapy that many may not know about. The good thing is that there is help in the medical field for both types of challenges. Occupational therapists and physical therapists have different training. We have different schools and different degrees for each profession. Occupational therapists have been focused on the word occupation, which is defined by the things that people do. So whatever is important to that person, whatever role they need to fulfill, whether it's being a mom or being a grandma or being a worker. Anything that they need to do in their life, we find out what's important to them. And we work with them on meeting their goals for whatever they need to do in their life. The occupational therapist clears up the differences between the types of therapies that are given at Torrance Memorial Medical Center. There might be a patient that we only see one time and that's enough to accomplish what needs to be accomplished. Other people may come for quite a long time, like someone who has a stroke, for instance, a very serious stroke. They may come for a much longer time than someone who has a much easier to treat a problem. I hope you've got a lot of really good information on this occupational therapy. Hi, I'm Hope with Kowsky, your host of Senior Scene. On today's show, we're going to look at one of the most important parts of our body, our feet. From the moment we're born and learn how to walk, our feet takes us to so many places. And then on to sports, work, dancing. But as we go through the aging process, our feet may have problems. On today's show, our podiatrist is going to tell us how we the care our feet need until we start to feel pain when just taking a simple walk. I'm one of those people. I'm at Dr. Gregory Tellus, a podiatrist in Torrance, to get some important information on how to care for your feet as you age. Post-foot problems are hereditary, and you're not going to see bunions or real bone deformities in a small child. It's rare to see them before they're in their mid to late teens. So usually if there is some abnormality of gate they may be wearing something like a night brace or some sort of supportive shoe or device to allow them to walk as normal as possible for that age group. Experience with problems at a young age may not always indicate problems as you get older, but Dr. Tellus says making sensible choices early on in life could help. It depends on your hereditary factors, as I'm saying. If you inherited bunions, they may be bothering you if you try to wear those 40-year-old shoes at 60 or 70 or 80. Most women that have a foot problem, they know it somewhere in their 30s or 40s and when they get a little older, finally start wearing more sensible shoes because they're tired of being in pain. But it's difficult. They can't pre- you know the only way to make sure you have good fetus to pick proper parents. And that doesn't happen. Dr. Tell us tells us that the heredity factor can be noticeable in babies by seeing x-rays of the bones in their feet. Those bones are sort of floating. The doctors need to watch out for problems as a child grows into their early 40s when the problems can be painful. As we age, the ligaments get looser and your foot can flatten more and spread more and a lot of people, especially women, at the age groups of 50 to 60, start realizing they need to wear more comfortable shoes because their toes can rub or they inherited a bunion that bothers them in tight shoes. So it's usually a hereditary trait that you have to worry about and if shoes are too tight they can rub on a toe and cause a corn, or the bunion can be rubbed and get swollen. So usually you have to buy sensible shoes. Most people I tell they should buy their shoes later in the afternoon. When their feet are at their biggest, try both shoes on, make sure they're comfortable, and don't believe the salesperson that they're gonna stretch. I asked the podiatrist, what types of shoes should we buy? And how do we keep our feet in good shape? Any shoe that has a custom or a thotic in it? Um... No shoe is enough for everybody, because the shoe company wants to sell to the whole population, not just the 15% that have a high arch or whatever. So you just need proper arch support. Any shoes fine, I would say you know not a heel but anything inch and a half heel or less with a good custom made arch support near and good shape. Many of us purchase shoes that are in fashion and we don't think about what those shoes can do to the features of good art support, and also damage our feet causing a lot of pain. Most of the youth these days just wear tennis shoes, so if they have abnormal gate, then usually we just put them in some sort of orthotic if it's a symptom, symptomatic, but yeah you're not gonna stop a teenage girl from putting her foot in a stylish shoe. Even these tennis shoes can have bad side effects that many of us just live with. One of these is excess sweating and this can cause other problems with our toenails. Pain is generally the reason when you're younger. Ingrown toenails, sprained ankles, possible fracture, that kind of thing. But hereditary factors will start to show in usually women sooner because of the shoe type. But we may see them in their 30s or 40s or even older. Some people don't have anything bothered them until they're in their 50s or 60s. Dr. Tellus tells us one of the biggest conditions is loss of balance, and that could pose a great health hazard, especially as we age. It's important that seniors take notice before they are faced with a serious medical condition. Balance can be many things. Some people feel unstable on their feet, in which case we might suggest some sort of arch support or a custom made orthotic to allow their foot and ankle joint to function efficiently. But depending on the cause of the imbalance, I mean if it's an inner ear or just a nerve condition then they just have to be careful and maybe use a walker so they don't fall and break a hip. Often time baby boomers and generations older do not want the public to know their age. Many do not want to get any type of apparatus to assist in walking. Dr. Tellus has a simple test that he does to determine the severity of their balance. A lot of people come in with walkers already that their doctor has prescribed. It depends on the patient. But if somebody is unstable, we have a way of padding and taping their foot to test it for a week to see if they felt more stable. And if they come in and said, boy, that made me feel a lot better, then we suggest maybe some sort of urge support or custom made or athletic so that they feel stable all the time. In today's world of computers, there are many types of computerized tests that can help a podiatrist judge whether their patient has health issues like diabetes, which can also have a serious effect on a person's balance. Diabetes affects the small blood vessels in the eyes, kidneys and feet. And when the blood vessels are involved, it's not feeding the nerves. So the nerves can become a little abnormal. You can get shooting pains, burning pains, you can get numbness for a front neuropathy as a big symptom. And if you have a toe rubbing in a shoe as a diabetic, you may develop a corn, but if the circulation's decreased, the corn breaks open and you get an ulcer. Those are the people that are at risk to have an infection, get gangrene, and lose a toe or a foot or a limb. So one of the good things that Medicare does is with the cooperation of a diabetic's primary diabetic doctor is they allow for a patient to get what's called an extra-depth diabetic shoe, which looks like normal shoes, but has lots of room up front. It actually feels loose when they put them on, because the toes don't rub, the bunion doesn't rub, and they come with three pairs of heat molded insoles that the patient sinks into so they don't slide around. And a lot of them come velcro, which makes it easy for the seniors. Wow. And some of them are nice. They come up with nice, you know, all kinds of shoes. Oh wow, that looks like a regular shoe. Yeah, it looks like regular, but it has a lot more room. It doesn't even look it. No. But what's nice about these kind of shoes also is they're very stable. If you put it on its side like this, some shoes would go over. These shoes when you put on the side always come back to sleep. Wow and they're they're heavier and they seem to have more support right in here. The protective. Yeah that's nice. We have seen some serious conditions of balance and these accidents and falls and possibly breaking bones will really get our feet in bad shape. And even me... of balance and these accidents and falls and possibly breaking bones will really get our feet in bad shape and even maybe cause some toenail fungus which can also be very painful. Almost everybody over the age of 75 or 80 gets some thick fungal toenails it's just common so yeah that sanding down the thick nails and trimming the nails and cleaning off any corn sir calluses to keep them comfortable. Okay, so if a senior my age, I'm a senior, it takes really, really good care of my feet and I make sure that the nails aren't thick and all that kind of things that you were talking about is causing problems. Is there a chance that some of these other things that you said were going to happen when they go through their 80s and 90s? Is there any way that the problem is not going to happen? I'd almost say that in my experience, 95% of everybody's going to get at least some thickening of the nails if you live long enough. Okay. With all these conditions that happen to our feet, it's important to seek professional examinations to find out if you have any of these conditions that could jeopardize your health. So what is a good thing for seniors to do as they age and want to keep their feet happy? Falling down is the major crippler of senior citizens. You don't want to fall down. So yes, use of walkers and canes. Sometimes people have to get by their ego and use them. Later in the day, when you're tired, you're less apt to pick your feet up. You don't notice where they are as much. I tell my seniors when they're tired in that night, look down, watch where your feet are going so they don't fall. I do have some people that come in and just want to have their feet examined to see if they have anything going on and what to watch out for. Not a bad idea to do it at least once every six to 12 months. Sometimes people have a little bone spur that doesn't cause a corner anything at the moment. That may be curvil down the line. We can tell them how to, if they start to feel it, what to do to maybe keep it from bothering them. One of the many internship programs provided by the National Park Service is the Cultural Resources Diversity Internship Program, which provides the opportunity for college and graduate students to work alongside NPS professionals in a variety of fields within the cultural resources field. The Ancestral Lands Conservation Corps program connects tribal youth to the heritage, clear and developmental opportunities, and strengthens the relationship between various tribal nations and the National Park Service. Partnering with the Student Conservation Association, the NPS Academy is an innovative learning program and internship designed to introduce underrepresented communities to National Park Service opportunities. Going out of a partnership between the Hispanic Access Foundation and Environment for Americas, Elhip will race awareness of our national parks and historic sites, their accessibility, and the need for the Latino community's involvement in their preservation. A Marines. Thank you. Welcome to Art Studio. I'm Lisa Lowell and today we are so lucky to get a glimpse into this fun world of whimsical pieces of art made from gourds. And I'm so excited to welcome Lisa Meahan from Mama Gordz to the studio who's going to show us this wonderful craft. So happy to see you again, Lisa. Thanks for being here. I'm happy to be here. I am so excited to learn how to do this. I can't get over how adorable your little animals and creatures and people are. Thank you. Thank you. Show us what we're gonna do today. Today we're gonna make one of these gnomes here and we're gonna start with these gourds. A gourd is something related to a pumpkin. They grow on a vine out of the ground. And when they dry, they get real hard and wood like. And if you can shake it, you can usually still hear the seeds. Oh yeah, oh this is like a little morocca. Is that going in this one? And what I love about Gord Gord's is just all these great funny funny shapes that they make. They're so organic and I don't think I'd be able to think of all these funny things if I didn't have these funny shapes. Well clearly you're very creative and artistic because you see other things that others don't see in them. But this is not the gourd that maybe we are, certainly I'm not used to seeing the ones you see at the pumpkin patch that look like mini pumpkins or they're bumpy. What is this? No this is a different kind of gourd. It's not a decorative one and these kind won't rot. They dry hard. The ones that you can get that are readily available like you're talking about are at the market. Yes. Those are the kind that, you know, after a couple months they just shrivel with. These kind don't they stay firm. So these don't rot or anything. But it does take about a year for them to dry thoroughly. And do you do anything? Do you put them in an oven or any special place to dry them? No, they just dry outside. Each gourd has like a thin kind of waxy skin over it when it dries and when it's drying that wy skin gets black and moldy. Oh, interesting. Okay. Okay, well looking. But all you have to do is take some steel wool, scrub it off, and then you're going to go. Okay, that's good to know because I can imagine thinking of it to do something wrong and throw the whole thing away after nine months. Yes, whatever. Whatever, black and horrible. Okay, good. Just scrub it off. Great. So we take this fun little gourd. This shape is called a banana gourd. Okay. Needs no more explanation. No further explanation. Okay, and what I have love to use is something called paper clay. Which I've never heard of paper clay. It's very similar to paper mishay, it's much more fine and soft. Okay, and so you take it to feel it. Oh, it's nice. He's like that. Maybe about the size of a small walnut. Okay. And kind of make a little ball like this. And I should add this is not a, this is clearly an art form. So as you take us through the steps you are the artist. And I am the student here. So it's fun to get a glimpse of this. But okay. And now I just did I touched it into the water. It's a little bit. Okay. Just kind of push it onto the end. And then what I do is I hold one finger on the end and then start smoothing down the sides. You made almost a flat surface. Yes, that's what we're doing. Do your fingers need to be wet to make this work? Um, if they're not sliding down, if they're not slipping down, yes. So this is going to be your base. Yes, your feet sort of. And if it feels lumpy you can just moisten your fingers. Okay. Now then how does one start doing this? How would you pot you you couldn't have woken up one day and said I'm going to create these fabulous creatures for gourds. How did you get into doing this? Well it started because I moved down to Fallbrook which is kind of an agricultural area and we have three acres and I got to have a giant garden and I just decided to grow them one year. They you know we're at the feed store, packet of seeds, for gourds and for them. And once they were grown, oh, do I want to smooth, I realized you smoothed your ends there. So I want to really make it go into the bot to the, yes, gourd, okay. It's smooth. It's okay. It's okay. I'm using it. Yes. You can go ahead. You can go ahead. I'll try to follow you. Well, should I describe the feet as I go ahead? Yes, please. That would be great. So then I take another, um, oh, about the size of a green pea. Okay. And I'm shaping it into a little triangle. and just kind of sticking it on the front. Cute, so you saw the... shaping it into a little triangle and just kind of sticking it on the front. Cute. So you saw these gourds growing in your wonderful garden and you decided that I wanted to paint them. Oh you wanted to paint them initially okay? Yeah and I grew ones that were browned and so I made the obvious choice in pain at them like pumpkins and showed them to a friend and she liked them and then I painted some more and they liked them and then I started selling them at a local farmers market and and then I just grew from there. It just started that small and has been really, really fun ever since. Okay, so you made the feet. I'm going to put mine down and let just look at your little feet. Okay, now these are a little lumpier. If we had more time, I'd say a little more time smoothing up. We can show that you have some that you have created there. Yes, yes. My intricate feet. What I like to do is once I have the clay on is to kind of tap it so that I know that it's flat. Flat. And if I want to at that point have it leaning a little to the side or having a little gem. Give it some personality. Yes, exactly. Great. That would be the time to do it. Amazing how different they all look. And they're done there. They really do have their own personality. Yeah they do. They really do. Okay now I'm taking another... I'm going to mess around my feet but why you do that? Another chunk of paper clay. Let's see. And I'm sort of forming it into an oval kind of with a point at the end. Okay. A bit of water. And this is going to become the beard. Nice. Just room. Basic. Did you have to do a lot of trial and error when you first started with this? Oh my god, yes. I can imagine the creatures you have in this. They're going to cause it somewhere. They are in the closet. Very strange. Or I give them to my kids. Real skeletons in the closet. Oh that's good. That's good. Okay. So now we have his beard. Okay. Smoothed on. Yes. Very cute. And when you did the feet, well I'm purposely behind. I'm really watching you now. Did you put the feet underneath or on the side? You stick them to the side. Yeah, just right to the front. I'm just going to try to get a feel for the clay as you keep going. Okay, and then my next step is I take another piece, small piece and just roll it into a long snake. Okay, maybe two inches, maybe two and a half inches. Okay. And then dip it in water again. I keep dipping it in water because it um, activates the glue that's in this. Um. And then it makes it slipperier, more slippery and easier to form. I just like working with it. I'm kind of just having fun here forming my hair. It is. It's the best stuff. Okay, so now I'm taking my snake and I'm sticking it down along the edge of his beard. Okay. And what I'm making is the bottom edge of his coat. Cute. It was a little long, so I just pinched off the extra. Oh, I what you're doing there. Okay so now it's stuck on and I've flattened it a little bit. Am I holding this at the right? Yeah that's great. We can see it. And then I'm just pushing... So to give the illusion of an edge there, you're going to have that kind of blend in. Exactly. Okay. So it's his little overcoat. So clearly you get a little bit more intricate in terms of I see that we've got a beard and the nose. You put some arms on there. And just so we have enough time, can you tell us the steps, assuming you had had done the little nose and the arms on there, same process, what would you do next with this? Okay, once it's completely sculpted and formed to the way that you like, you will set it aside and let it dry overnight. Okay, so it does have to really be dry. Yeah, it takes while you can put it in the oven, but I wouldn't recommend that. Just let it dry overnight. This is a zen type of project. You can't be in a hurry. Starts a year earlier with your gorgeous. It is. It is. And what I tend to do is because there's so many steps, I have multiple projects going on at different levels. Various stages. Yes. Makes sense. them whenever you're in the mood to do one day, you can do it perfectly. Exactly. And it makes for lots of friends in the studio. Okay. So we have sculpted him. Great. And he is dry, so let's maybe set this aside. Great. Look over there. Okay, sure. Okay, one more. a good job I did. Wow, I learned quickly down I. Really. It's great. You're natural. Okay, next step. You do make it look easy, I have to say. You really do. Oh, thanks. The next step is wood filler. Okay. And it's possible to skip this step, but I just like to use it because it sort of blends the edges and kind of unifies the whole shape. The whole finished product really looks seamless. Just looks like it was meant to be that shape all along and do like that. Now this is like mud. Fun. And I just take a scoop and I start mirroring it around. So thin, thinly, that's the word? Yeah. OK. Fairly thin. So along your seams or everywhere, you can never know. Well, I start with the seams. OK. So I'm sort of forcing it into the cracks. OK. And then I will go back with water and sort of smooth it all over the entire shape. So I did my finger in water and I just get this stuff real wet. So then you can kind of thin it out in your area. So I'm just filling in all the seams all the bumps extra lump I want to raise my guys nose here Yeah, well you at this point you can use more water. Okay. Okay. Oh There. Oh there we go. Yeah, big difference. Yeah So that'll also cover that seam up you okay, you did go beyond your clay there, so you can see about that. I just sort of wandered all over the entire thing. And then does this have to dry again as well? This has to dry again. It doesn't take quite a long, maybe two hours or so. Oh, okay. That's it. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put it on the top. I'm going to put use, the better. Okay, okay. Right now, but when you do this, don't leave the lid off. Oh, it dries quickly now. It dries really fast. Okay, now when it's dry, oh, did it so nice job. Look it, I said I'm a quick study. And look, you even added a little smile. I'm better than I thought. Hey. OK, so once it's dry, our next stage is a light sanding. And that's just to get rid of the edges and the crumbs. So I'm going to watch you first and then I'll do it because I didn't want to dig in too hard. Okay this is a little bit. Okay I don't know if you can see on the camera but it has sort of a grainy texture and so I'm just sanding it real lightly. Oh yeah just take that rid little bit. Greeniness and I'm not sanding it until it's you know just super smooth. I'm just getting rid of that greeny edge. Well I can see if you sanded too much your wood filler is gone then it's completely gone right? Right. Yeah, just like that. Great. Okay. We've sanded it. So he's all nice and smooth. Okay. So here he is again. And as you can see, when it's finished, it's not a smooth like glass at all. It's a little rough, but it just doesn't have that grainy texture. Okay, and you had a trick for removing the dust from the, which I thought was a neat tip. These little duster cloths. These are my favorite tools in my house. Oh, I made the best. Those of us who have children, you know these. And maybe a dog. Yes, there you go.. Yeah, really easy. OK, so this takes the dust off, which I think is a neat tip. Does this work for other things you would say as well? Oh, yeah. It's great. Go a little tip. OK, swiffer thing. OK, so he's ready to go. OK, and now we're going to paint him. Let's see, I've the traditional gnome colors are a blue jacket and red hat. I don't have to do that, but we'll just try it now. Well, and I think I should point out that you did tell me before the show today that the painting is also in stages. So I see the painting that you have different colors and you need them to dry because you can't hold on to the wet paint. So maybe we can show a stage or two and then I want to be sure that we can get onto our cute little bunnies too. Okay, so you're using what type of paint for this? I'm just using basic acrylic craft paint. Get it up craft store, you know, it's not very expensive. I'm just using my big brush. And at this point, you don't have to worry about exactly where you paint it because you're going to be painting. You're going to paint over. But generally this is the face. So it's from the top of the nose. Yes, I am. Down. And you would let this dry and then you would do your next step with whether it's the hat or the feet or whatever. And you have a fun little tool for drying. I'd love you to show this, your little drying rack that you created. Yes, my hand is drying rack. Tid bits like this are what make art studio, I think. Here. Ice cream cones or noes, whatever you want to put in there. It works. Exactly. Works for all of them. Yes, fantastic. I'm going to stick my guy in there so we can get on to these cute bunnies. Okay. Let him dry. As you brought these adorable rabbits, I've got stuff on my hands so I don't want to get it all over. But I'd love for you to show us the gourd you used for this and how you created the ears. We start with an egg gourd. It's an egg gourd. Wonder how it got its name. Looks good. Okay, same steps. Paper clay, arms, form the face. This bunny though, has one added step where you want to add the ears. Okay. And the ears I make them from just cardboard. Sometimes I use cereal boxes, you know, just whatever recycled cardboard. Yes, I know you artists are very resourceful. Um, here I've drawn out the template so you can cut those. Great, that I can do. Well I want to show the camera what I've done here is just made a little pencil line on the top of the head to show where the ears go. Okay. I take my exacto knife and just go. Oh wow, it goes right through there. Yeah. Wow, that's a fine blade stays in. Yeah, you don't have to, you have to press firmly. But it's not as hard as you'd expect though. It looks like no, especially with these egg gourds are more thin. The smaller gourds tend to be thinner. So I'm just cutting basically a slot for the ears to fit into. You don't want to use a lot of pressure when you're cutting into the gourd because they can crack suddenly. Oh that wouldn't be be good. No. And it always helps to use a really sharp, exact knife. Okay, so we have our little cutout ears. Okay, perfect. Okay, now you just check them to make sure that they're going to fit. And these are going to fit. Good. Get in there. OK. Basically at this stage, you just glue it. You can use almer's glue, put it in there. I like to use a glue gun. You can dry it so fast. Put it in the hole. Yeah, put a bead of glue right on the hole, stick it in. Perfect. That's about it. And would you do the same process for the ears, the wood filler? Yes. So you cover the entire ear with the wood filler. And would you sand it also? And it would look very gently. Very gently. Sometimes what I do, too, is then take a little. Mm-hmm. Get it wet and just add it to the base. Ah, okay. Give yourself a little more stability. Exactly. But you wouldn't necessarily paper clay here. Not the whole year. No. Okay. So I wanted to show that so that you could show us because I noticed that the finishing looks somewhat similar on both projects. Yes, it's exactly so. You could walk us through a little bit of assuming that we could get all these steps painted, which unfortunately today we won't be able to do with our drying time. But if you had a little guy like this who's now dried. Now painted. Oh, wait. Now you want to take your gloves. Mm-hmm. Um, and I just use gloves because I don't like to mess with paint thinner or things like that. Okay. And we're going to put the stain on it. You don't necessarily have to put the stain on it. I just like it because it gives it sort of a time-worn Yeah, absolutely. I think it makes it with personality too. Okay, now I just have a little sponge applicator and I just want to dip in a little bit and just start going. Oh, I bet that was scary the first time you did it. On your finished painted gourd. Maybe. It's just wood finished. Sometimes it is yeah because it obscures you want to fill in every looking granny. Okay. It looks like it obscures it but then we're just going to wipe it off so you don't have to be too fearful. Great. Okay. You want to try that. I would love to. Sometimes I even going to use my hands to get it in there. Yeah. And you do the feet, yeah, everything. Everything. Great thing. And those, do these come in different colors or it's just a wood finish? They come in a huge variety of colors. So just whatever strikes your fancy. Okay. So you can use. Now again, I would let it dry. If I was doing this at home for maybe 10 minutes or so. And that just gives a time for the stain to set up. And so it doesn't all come right back off when you wipe it. Okay. So we'll have to use our imaginations today so you don't have 10 minutes. So let it dry, but show us how you would wipe it off. It just depends on how much stain you want to have showing. Sure. Rub the whole thing a lot. Look at that. So cute. See how easy that is? And do you apply any other kind of varnish or anything on top of this or this? Yes, I do. Oh, you do. Once this this is dry, again I would dry it overnight. It really helps to dry it in the sun. Okay. And then I just spray it with a clear acrylic varnish. Oh great. Once it's totally dry I'm going to borrow your cloth and wipe my little guy off here. And one trick with the wood stain, if it gets in the nooks and crannies in a way that's too dark and you don't like, you take it with toothbrush. The good old toothbrush. You can just kind of scrub out the dark areas and then use your cloth again to wipe it off and lighten it up. Okay. So now we have the back to guide drawing. So while I'm rubbing off the last of the stain here, I want to be sure we can show some of your more intricate projects, which clearly are not due to your self-projects, but you do, they are due to your self-projects do they are do it yourself projects yeah but I think I should mention that you have an Etsy shop is that what they call it and are you found by Mama Gord's is that how we look yes that's great is this name Mama Gord's Mama Gord's and you have these more intricate people with legs and other parts and while unfortunately we won't have time to show how to do that I thought it was fun to show things in sort of mid-state that you could just talk us through kind of how you figured out how to do the legs and what you do there. Okay, similar process I started with one round gourd for the body, another small egg gourd for the head. With these arms and legs I actually add little wires. So there's a little wire armature inside and it just comes right out of the gourd and I covered with the paper clay that. Yes covered with the paper clay and then let and just sand it, paint it, finish it. And voila! Voila! It's a beautiful work of art. Absolutely work of art and surprisingly we are out of time. I think the average American family probably has a bit of difficulty visualizing all the assets that are under our feet. We don't understand the value and the services that we use just for our personal needs. We're talking about a commodity that's essential to life, a can't imagine a more important resource than water. The water infrastructure is vital for disease protection, fire protection, basic sanitation, economic development, and for our quality of life. And if the infrastructure is not there to actually deliver that water in the volume and the quality that's necessary, then community simply can't exist. You wouldn't let your house be 100 years old and not ever do any maintenance to it. You would make sure that it was safe. The problem we have is that our water infrastructure is old. 100, 200 years old, it's not been upgraded or fixed or replaced. Water provides so many functions that it relates directly to health and well-being. 100 years ago it would have been hard to imagine turning on the tap water. And now it's an expectation. Our water and wastewater systems really are engineering marvels. Because it's buried, it's invisible to us and we tend to take it for granted. That's a mistake. People see that their roads can cave in, their bridges can fall. Things that they can see are falling apart. But also the infrastructure they can't see is falling apart. And that's the one underneath their feet. We have about 2 million miles of pipe in this nation. If you're walking around in an urban area, you're probably stepping on a pipe. They all have a life expectancy. If you don't maintain them and constantly check them and rehabilitate or repair, you're going to have a big problem. They're going to collapse. They're going to fail. And all of a sudden the water or the sewage in armor goes through them will not have any place to go. They'll back up in the homes, it'll back up onto the street. You're going to have some very large messages to clean up. It's normally how to site out of mind once it comes to the surface as a whole another animal. We're talking about system-wide problems that would take tremendous human resources to correct. We are facing a crisis in infrastructure. We're having to choose how to spend our money. On a national scale, if you look at what we're spending now and you looked at the additional investment requirements over the next 20 years, there's a $540 billion difference. The problem is large and it's getting larger every year to adequately maintain these systems. and if it doesn't get under control, it's going to be out of control. For the future of our economy, our schools, our individuals, public health, it's critical to reinvest and make hold this infrastructure that's falling apart. We need to accept the responsibility that future generations need to be able to rely on those assets to have the same quality of life that we have. Infrastructure across this country needs to be addressed, and it needs to be addressed now. Hello, little friends. I'm going to do a little bit of the same thing. On Monday, May 26 at 2 p.m., the City of Torrance is partnering with Torrance Historical Society. The hosts in Memorial Day Service honoring the Torrance Service members who gave their lives in the U.S. military action. The ceremony will take place at Memorial Plaza, located at the corner of Torrance Boulevard in Maple Avenue. The program will include reading of all 151 names inscribed on the Veterans Memorial Wall, names of brave individuals who served from World War I through the Iraq and Afghanistan Wars. This year, five newly discovered names have been added to the wall thanks to the diligent research of Kurt Williamson and Dennis Petroski. Continuing the legacy begun by the late Jerry Ronan, a World War II veteran and former historical society member. I'd like to take a moment to inform our community about an important upcoming event hosted by the Torrance Police Department. On Tuesday, June 10th, 2025 at 5 p.m., the Torrance Department will hold a public hearing on California Assembly Bill 481 at the Torrance Cultural Arts Center, Garden Room located at 333-0 Civic Center Drive. AB 481 is a key piece of legislation that governs a use and acquisition of military equipment by law enforcement agencies. Infocizes transparency, public oversight, and community involvement in decisions related to this type of equipment. This hearing is an opportunity for residents to learn more about the law, ask questions, and share their thoughts and concerns about how military equipment is utilized by our police department. We strongly encourage all community members to attend and take part in this meaningful dialogue. Your voice is essential in shaping policies that reflect the values and safety of our community. As we approach the month of June, I've once again been asked to revisit a request made last year to reaffirm our city's support of inclusivity and recognition of the LGBTQIA plus community by bringing back a formal resolution to recognize June as Pride Month in the city of Torrance. In previous years, the city has proclaimed June as Pride Pride Month calling on our residents to eliminate prejudice wherever it exists and to celebrate the great diversity that strengthens our nation and our city. The 1921 Proclamation captured this beautifully. It read in part the city of Torrance is committed to the notion that all people should be treated fairly and with respect. We recognize that all people in our community, regardless of race, ethnicity, sexual orientation, gender identity, gender expression, sex, place of origin, age, faith, religion, spiritual affiliation, ability, size, and social, economic background should feel both supported and valued by our community. This message is just as vital today as it was then. In lieu of a proclamation this year, I respectfully ask for concurrence from the council to direct staff to bring forward a formal resolution recognizing June as prime month in the city of torrents. Specifically, I propose the remaining budget amount of $33,120 to be transferred as follows. 16,560 to the Torrance Police Department with the hope that these funds may assist with daily operations, particularly the possible upcoming of the Mounted Equestrian Program. And 16,560 to the Torrance Fire Department ideally to support operational needs in District 4, as District 4 has some of the slower response times, and potentially assist with the Honor Guard purchasing new uniforms or the Experience Academy with Torrents Unified School District. This reallocation is a small but meaningful way to give back and show support for the men and women who serve and protect our community every day. And- Whereas at the age of nine, Laura and her family relocated to Lomita, California, and eventually settled in Torrance, California, marking the beginning of a new chapter filled with opportunity and resilience. And we're as Hora courageously contributed to the war effort during War War II by working as a river to helping to build airplanes and exemplifying the strength and dedication of the women of her generation. After she continued her working life with grace and warmth, spending 20 years at Sears Department Store here in the City of Torrance, and eight years as a valued employee at the Gifts Corner, touching many lives along the way. And whereas, ORA married Frederick Baker Jr. with whom she raised two cherished daughters, Laura and Deborah. And after his passing in 1992, he later married William Parton, her respected coach and teacher at West High School, who proceeded her in death in 2001 and Whereas, ORA is the proud grandmother of six grandsons and the joyful great-grandmother of 12 great-grandchildren, continuing to share her love and wisdom with each generation, living a life of purpose, grace and quiet strength and continues to embrace each day with gratitude and joy. But I'm very pleased and so grateful that you would take this time to honor my age. Anyway, I went to school here at work here and had a great life here in Torrance and all four of us girls going to school and working and doing the things that make a life for you. The impact is profound not only on individuals but also on families and communities. Recognizing the signs of a stroke and acting swiftly can significantly improve outcomes by familiarizing ourselves with the signs and responding properly. We can save lives when reduced the long-term effects of a stroke. Let us use this month to spread knowledge, support those affected by strokes, and commit to healthier lifestyles that can prevent such events. Together, we can commit, we can make a significant impact in reducing the incidents and severity of strokes in our community. Now I'd like to invite, before I do that, I'm going to ask the council to read the proclamation so you don't have to stand this long. Councilwoman, will you start us? Whereas the city of Torrent encourages the public to remember the acronym FAST FAST FAST T to recognize stroke symptoms which include F face drooping, A arm weakness, S speech difficulty, and T time to get help. whereas up to 80% of strokes may be prevented by living a healthy lifestyle and taking advantage of preventative services such as cardiovascular disease screening, alcohol misuse counseling and therapy, diabetes screenings and nutritional planning. And whereas the city of Torrance is honored to take part in the observance of stroke awareness month with the goal of encouraging the public to become aware of the first signs of stroke and understanding the importance of calling 911 immediately to provide the patient with the best chance of a positive outcome. If there are two things that I would like everybody in this room and everybody watching online to remember from tonight, it's that to memorize that acronym fast or be fast. and eyes are also included in there as well. But to recognize the signs of a stroke and ask for help immediately because the quicker you receive treatment the better the outcome is going to be. And also prevention. As a council member called Cajee's stated, up to 80% of strokes can be prevented. So know your risk factors, talk to your doctors, and make those changes to your lifestyle, because I can absolutely promise you that the very best outcome from a stroke is from the stroke that never happened. We formed a couple of years ago in response to the prior speaker's comments regarding the extreme explosion of unregulated flight training activity and touching-go activity at Torrance Airport. I'm here in response to reports that the City Council is considering significant concessions on the reforms that you all implemented a few years ago to help restore quality of life to our communities surrounding the airport. We urge you to not make these concessions. We remember the Legal Council, the specialist legal council and aviation matters that you hire that said you do have the authority to regulate the time of touch and go activities. There's many airports that do this. The handout before you shows how balance has been restored at the airport. We urge you to fight back and defend the reforms that you Sir your time is up Of course of course Torrance PD is getting out in front of a conversation to try and convince the public that they need these militarized weapons to use against American citizens and are responsible enough to wield them. And we know they aren't. They aren't safe with regular guns, like killing Christopher DeAndre Mistral in 15 seconds, or when they misused a bear cat to Pope Christopher to see if you still alive, just really waiting for him to bleed out. Military weaponry has no place in our streets. Make no mistake, this is the government taking up arms against American people. Our Founders had an issue with that. You don't want to create an independence civilian oversight but commission, but you want to give Torrance PD militarized weapons, make a proclamation and in addition, make a proclamation that all people of all identities are safe in Torrance. I'm speaking for the family of Christopher Fruity-Andre Mitchell and for the entire community of torrents. If you, by the way of establishing an independent civilian oversight commission, it will provide necessary transparency and accountability for the Torrance Police Department. Well, today I've given that up. It's not going to happen. So when it comes to militarized equipment coming to Torrance, I implore you to please watch a movie before you make any decisions. It's called Do Not Resist. It's a documentary that's won all sorts of awards. It's not new. But it talks about the increasing use of military weapons and tactics by law enforcement in the United States counterpointed with the civil unrest in certain cities, and it also gives you like a peek into some of the training that our cops get, which is no wonder why they come out of there like ready to go and racist and ready to shoot. The fact that so many children have to go through their lives in fear of how others will perceive them for who they are. And you have an opportunity to take a stance from the city and actually stand up for these people and get time and time again. I keep seeing this city specifically refusing to do so. This restaurant use would be an extension of an existing hanger that's located on their eastmost portion of the lease hole next to the General Aviation Center. We're also with the lease amendment. It's also including the introduction of personal storage use within 30 hangers as well as extending the lease term by 14 years. During the extension period of the 14 years there will be a fair market adjustment which would reflect hopefully current market at that time so that the city is able to recover and make most revenue on that investment. Conduct the second public hearing on the proposed fiscal year 2025 to 2027, operating budget and capital improvement plan. Is there a staff presentation? Good evening, Honorable Mayor, members of the City Council, Ian Daly, Finance Director. Tonight we'll be providing a brief presentation to address topics that were discussed during the first public hearing on May 6th. Next slide. To recap, actions taken today for your honorable body and for those members of the public just joining us now for the first time. Budget season officially kicked off in November 2024 with the first budget review team meeting taking place. This meeting, including department heads, managers and others involved in the budget development process, was focused on reviewing trends in the city's general fund financials, vacancies citywide, and key performance indicators. In December 2024, staff returned to council and obtained approval on a set of key performance indicators and 10 budget priorities to guide the prioritization of funding allocations in the budget process. After the finance department and city, after that, finance department and city manager staff met with every department multiple times to discuss revenue projections, capital needs, staffing levels, and non-wage changes that would be included in the proposed budget, the city's capital improvement plan and long term financial projections and trends for the future. The second budget meeting was held to report out on structural efficiencies and updates include in our budgeting practices. Any staffing level and non-wage changes that would be included in the proposed budget, the city's capital improvement plan and long-term financial projections and trends facing the city. Finally, on May 6th, staff presented a summary of the city's proposed fiscal year 2025-27 operating budget and capital improvement plan for your honorable body and the broader community. For those members of the public that missed that meeting, the recording of the full presentation can be found on the city's website and watch at any point to help summarize the details found in the full budget document. Next slide. After the first public hearing, staff promoted tonight's budget hearing through multiple areas including the city's hero banner, newsletter, digital signs in the community, and boosted posts on social media. In total across all platforms, this yielded over 28,000 views. By leveraging a new tool we have Zen City, we can see that based on our most popular Facebook post, 55% of the sentiment is positive compared with 13% including negative sentiment. An AI generated summary of the posted activity was sent to City Council in advance of the meeting surrounding a comparison of park projects in the proposed CIP this year compared with last year, which is included on the slide before you. The first project discovery park was included in last year's CIP, but not included in this year's because that effort was complete. De Portola, Hickory, and Puccaneo Park had funding in last year's capital improvement plan under FY27 and FY28. These parks are no longer reflected in the capital improvement plan based on the scale and scope of what was originally included. A staff has ramped up operating budget allocations and community services and general services. It has anticipated these efforts will take place on an earlier timeline than a previously planned. Finally, Entredero, La Romaria and McMaster Park have added budget allocations in the capital improvement plan pushed out beyond fiscal year 2030 based on funding availability and priorities with other projects. While these locations have been pushed out, new priority projects have been funded in FY26 and FY27 to address significant court resurfacing concerns at many locations citywide, including Delphorn, Greenwood, Lago Rosaco, Victor, La Caldera, La Romeria, Paradise, Sunny Glen, Torrance, Wilson, and Walteria Parks. Next slide. Additionally, at the first public hearing, staff presented the above budget for Council-related travel based on recent trends for consideration. In the first section, this establishes explicit budgets for the State and Federal Legislative Committee to participate in delegation trips to Washington, D.C. and Sacramento each year. Additionally, a budget is noted to allow for general economic development related travel to conferences such as International Council of Shopping Centers and Consumer Electronics Show. In the second section, this provides an update for travel related to each council member to attend conferences such as the National League of Cities. As noted on this slide, it is set up as four trips per mayor at an estimated $4,000 per trip with the remaining council members at three trips per year at approximately $4,000 per trip. In the third section, this is setting a budget with respect to local meetings and meal expenses at $250 per month for the mayor and each council member. And then finally, in the last section, this is setting a budget at $70,000 related to friendship city efforts based on an assumption of each council member taking true trips per year at a cost of cost per trip of $5,000. The number of trips costs per trip or monthly allotment for local meetings are purely a mechanism of setting a total budget and ultimately the amount budgeted in any bucket would represent the actual spending authority in any given year and trip counts and cost per trip can vary within this total. Next slide. During the meeting, three different topics were discussed as potential adaptations of the proposed budget with respect to council travel. The first included potentially increasing the budget for local meetings and expenses by $50 a month for all council members. The second included changing the mayor to be $50 higher per month than other council members. One thing I'd like to clarify that was brought to my attention after the slides were posted is that it was intended that these two items be additive in nature and not an either or situation, which would set council members at $300 and mayor at $400. And finally, there was a discussion about adjusting the assumed number of trips for the mayor to be five trips instead of four. Next slide. On the slide, staff will see council guidance on four topics as part of the broader discussion tonight on the budget so that staff can prepare properly for subsequent budget discussions and overall adoption. The first two items listed were originally listed as an either or situation with one being selected over the other. However, as mentioned on the prior slide, staff learned this was not the original intent of the discussion, and rather it was meant to be additive. For the first option, the cost of increasing all council members from $250 per month, originally including the budget, would be $4,200 per year. The second option is to adjust the mayor by an additional $50 per month, which would cost $1200 per year. Again, if both components were approved, this would be a $5400 annual impact and set mayor at $400 per month in each council member at $300. The third option for council consideration is whether the budget for mayor travel be adjusted from the currently budgeted four trips to five trips per year, which would be an impact of about $4,000 per year. And finally, council consider a change in the protocol of how surplus budgets are handled. Specifically, this relates to the allocations explained in the second section of the slide I presented earlier for each council member's dedicated travel budgets. The current protocol requires an item come before the council, before any reallocation take place. And it could be considered to allow the budgets to be transferred without a majority approval of the council. Next slide. As for next steps and actions, tonight marks the second of three public hearings on the proposed fiscal year 2025 27 operating budget and capital improvement plan. Tonight's staff are seeking council direction on the previously mentioned items and attain additional input on the budget overall. Between tonight and the next public hearing, staff will conduct another public outreach effort to engage the community in the list of participation in the budget process. And finally, staff will return on June 3rd for the third and final hearing seeking council approval on the priority framework for anticipated year and surplus. The reserve contribution and approval of the appropriations resolutions and with that concludes staff's presentation and myself along with fellow department heads are available for any questions that you have. Now I understand we've got a staff and we also do some contract services, but it still sounds like if you talk to some of the staff that are actually out there in the parks, they claim their hands are full, they don't have enough time to get to things, something like that. So it's just a big item in my book that before we add to parks, that we make sure we can maintain what we have. And then the next item I have is a little concerned on the dog park at Columbia Park. I was trying to look before and after. I know it was projected, it only gonna cost 60,000, and now it's like 750,000. And so I know that's been put off, but before we get to that, I hope there's some more discussion that we can discuss if that's really the best way to spend the money, because also I wanna make sure the maintenance avenue of that what we have heard is there's monthly fees to keep that special area. I would say definitely the problem that we seem to face a lot of the time is that it is very difficult for the constituents of Torrance to actually participate in the civic structure, whether due to time constraints, money constraints, the access to the information, the fact that you do have a budget that is 350 pages long, and maybe if you missed the last meeting, still only have two minutes to voice your opinion on it, there is quite a lot to get into, even if the constituents did have grievous concerns about some of that. There is no way for them to ever voice their opinion in an appropriate matter, in an appropriate time, under these circumstances. There are a lot of barriers put into place from our side to participate, that it does make it incredibly difficult to ever feel like our voice is being heard. So I would definitely want to suggest prioritizing different ways of engaging in the community, them feel that the transparency of the government, the openness and honestness and earnestness of these interactions and this information be made a priority going forward. And once again, I was impressed by your 55 minute non-stop riff in our first public hearing. Since then, I've had, we've had some opportunities to interact and one question I had related to the capital improvement projects in the city and also referring to comments from the public about the state of our parks. When was the last time that the city of Torrance undertook a bond offering? Mayor council, Ian Daley, finance director, last time that took place was the late 60s that a bond offering was put out on a ballot for voters to vote on. Okay, and I think specifically that was 1967. I think I was in junior high at the time. So, and what was the purpose of that bond offering? to similar challenges that we're facing with respect to the Civic Center property and parks as well. Okay. So it's my understanding that when these types of bond offerings are put before the residents and they vote, it's the residents who by way of a parcel tax. Everyone throughout the city who is a property owner bears the cost of repain the bond. Is that true? Mayor council, Ian Daley, a finance director. There's two options in that sort of path that fit where to go to the bond measure route. One is parcel tax. As you described it, that would translate to a fixed amount per parcel that would get distributed. That would be able to fund capital investment. It can be flexible and used for other sort of operating needs as well. And then the other is a general obligation bond, which is very specific to just the capital investment wouldn't even include furniture, fixtures, and equipment as part of that. And those are structured such that they're a percent of assessed value, so it'd fluctuate on a per parcel basis. Both of those would require a super majority to pass. All right. Thank you for pointing out the distinction. And I think the reason for my bringing this up is 1967 was that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think of those facilities, I think. There was a summary that said that the average date goes back to the 70s. Mayor and council flipping to the slide from last time. So for the assets that were looked examined as part of the building index study, those that fall into the poor category, so there's four categories, critical, poor, fair and good. Of the poor category, the average year that they were constructed was 1969. 69, okay. So I think it may be timely for this community to look at how best to address this issue. Some of this, I think the majority of these types of improvements are way, way overdue. We've had multiple generations going to our parks, visitors recreating in the city of Torrance. And over time, there's only so much that we can pay for through the general fund. And I think now, and I think for some people who do own a home, you know that typically when you buy a home, you get a 30 year mortgage, and you live in the home and over 30 years you pay it off. I think we're at that point where we're way beyond, I guess the life of many of these structures and many of these parks. And we may be at that point where we're way beyond, I guess, the life of many of these structures and many of these parks. And we may be at that point where we as residents and businesses, Syrentaur and should consider what other options we have because I think we can only patch and fix some of these. So several hundred thousand additional dollars are being added in the budget to prioritize one of council's budget priorities and backing that with dollars That includes the maintenance as well That's correct all those things reference there for day-to-day operations to the operating budget right, I think we also Had a list of Capital improvement that we will have for this next fiscal year in addition addition to that, I think we talked about the spending for maintenance, which you didn't operate expense budget. Amma correct. Mayor Counsel, and daily finance director. As part of the CIP for this coming budget, the recommendation is a $14.8 million commitment to parks specifically. Thank you. Do's line in the year over year change between FY25 and 26. Looking at the details, 50,000 of that relates to AB 1646. Well, training costs that are reimbursed through AB 1646 by the refinery. Another 50,000 relates to a Dale Carnegie professional development training. And then another 20 was related to CalPelera and ICMA. Also of note this year's budget from FY 26 forward with respect to financials. It includes city manager and civil service. In prior budget civil service was actually separately presented as a department budget. So that was kind of the detailed drivers behind that line. Okay, thank you very much. And then on the travel budget, the additional trip per year and the increase in dollars. I wanted to, oh, God bless you. I wanted to, on presentation page seven, item number four, is that something that we're talking about tonight? Also, I'd like us to consider that we have a list of approved travel plans and anything that would come up that maybe that has to be a discussion discussion with the council prior to prior to just finding out later that different council members went to an event that maybe other council members would have been interested in going to. Otherwise, I want to say thank you. I know how much work this is, how many meetings it takes, how many conversations it takes. Thank you, Mayor. Mr. Daily, the two that strike out to to me wanna talk about the friendship's budget, friendship's cities budget, just a little bit. My understanding is when we first created the friendship cities, it was to expand out to travel for economic development, for cultural exchange. So I'm seeing two line increases. And when we started that out, it was a zero budget, and I think we went to 35,000 after that, and now it's a $70,000 line item. Additionally to that, we've also increased our academic development line item. At what point did we actually analyze to see what portion of the friendship city's budget actually falls under economic development? Or did we do that at all? Mayor council, Dean Dele, finance director. It just seemed like a natural home to fall under there as part of promoting the city on a broader scale than just just within the United States. So that's where the just kind of naturally aligned in that sense. And then to your first comment, indeed, friendship cities did start with zero dollar budget and since FY25 is sitting at 70,000 currently. Could we maybe get more out of it instead of friendship cities to come up with some other term? Whether that is economic engagement or some other fund other than just the specific use of friendship cities, because that elicits two separate things to me. So, friendship cities to me is cultural educational, where you have economic development, which is going out specifically to promote the city of Torrance to engage businesses to come and do business inside the city of Torrance or with the city of Torrance. Council and Audubu Chibain, City Manager, point taken. The intersection between economic development does have a spillover to friendship cities. Much of the effort is supported by our economic development team. We rely on staff as far as engaging in that effort. We will take council direction as far as if you want to further define what those parameters are. But for the for majority of these for this fiscal year, a lot of our efforts were interrelated. Since the intent that these the to the by-awareness and we can get for the direction is to create those cultural exchange opportunities as well as create an environment where we can attract the future investment to Torrance. I would like to see us more defined what the friendships, because that's a pretty significant budget amount. I'd like to see us more defined what that process looks like. We've had some very successful friendship cities in the past and we've had some very successful exchanges and now that we've tested that out, I think that we're in the position now where we can more further define what that looks like for public transparency and I would like to see that happen particularly for a line item of this amount, including staff time. Sure, can I? Thank you. Councilman shake. Thank you, Mayor. Mr. Daly just for clarification purposes. For friendship city, we do not have allocation per council member. Any reason for that? Mayor and council, Ian Daly, finance director. Could you clarify the question on slide five? 70,000 has derived from two trips at 5,000 per year for all seven council members. So in the same slide, you have council member district one, three trips, four thousand each trip maximum to a thousand per council. So similar manner, are we saying that 70,000 can be used by one, two or three, or we designating per council for allocation budget? These are distinct and separate buckets. So effectively, each one of you could take two trips in any given fiscal year, at about $5,000 per trip that would support the friendship cities efforts. That would not count against your three trips per year at 4,000 for regular conference like National League of Cities. So let me put this way. So let's see, two of the council members going to 10 times through friendship city. And the budget is done. Does this, can we do that or it is allocated per, I can only limit up to 10,000 for Framesh City for my trips. The ladder is correct. Okay. 10,000 for you. I just want to make sure that is okay. Thank you. All right. Yeah, I think thank you for clarification. I know that you had that what you're showing is you're trying to be as transparent how you came up with the number. And that's why you said seven council members or seven, all seven of us is $5,000 per trip. And thank you for the clarification. Councilman Matucci. Thank you, Mayor. Yeah, since we're on the topic of friendship city, I do believe that there's a distinct difference between a sister city program and a friendship city program that the friendship city is, I guess, a more relaxed relationship building opportunity. You're not going to show up on your first date with a hotel room key. It's about, almost like the dating, you're dating these other cities that you're creating a relationship with. You invite them over, we go visit, we start establishing a relationship which starts off as a friendship. But just like every relationship has to be cultivated. So when we talk about the budget, I really do think that, yeah, it does definitely fall on their economic development. I definitely do support expanding into other parts of the world as well. I like actually that budget to increase over the years as we expand into new territories. We can't lock ourselves in just here in the Los Angeles region because competing you know, competing against, you know, our neighboring cities, that's just not good to begin with, you know, which we do. Obviously, we're always competing with everybody around us, but why limit ourselves, you know. I think are a great opportunity for showcase what Torrance has to offer. And I think it's a small price tag when you look at the long term plan. And I think we're starting to see some fruit come through, but we have to give it enough time and just keep the program alive and let's continue building relationships around the world. Thank you. Thank you. Councilwoman Kalani. Thank you, Mayor. Have we seen any benefit from the Sprenship Cities yet? Mayor council, you and the early finance director, and it's certainly something that takes time. I mean, with businesses coming here, business license tax, all the things can follow. But it's certainly in its impancies, not something that happens overnight. So don't have immediate hard figures that would be able to be provided on the screen. Okay, and I guess what I'd like to see is us be more innovative. I had the honor of going on one of our trips to welcome businesses into our city, but it was nationally. And one of the businesses we called on used electronic methods to bring in members of their business. Is it possible that one or two members of the council go and the balance of or one member of council, one member of staff goes and the balance of us join electronically to show our support to help control what when it starts at one city zero and goes to multiple cities at 70,000 as a way to control the expenses basically not have a blank check. Mayor Counseling and Daily Finance Director, but certainly a possibility could limit those traveling physically to whatever the location is. So long as the tech infrastructure is there could facilitate remote interactions to supplement as well. That would certainly be an option. I would personally like to see us make some effort to being cost conscious conscious when we do this, but I agree outreach is good. Thank you. Yeah, thank you. Let me make a little comment on that. I think the way I envision the future, it's really depending on the environment and the opportunity it comes. It's probably, if I just have a crystal ball, it's probably not like, you know, there's an opportunity all seven of us go, we'll probably see what makes sense. And if there's an opportunity to electronically join in on a certain meeting because, you know, when you, if you've got a 14 hour time zone difference, we just have to coordinate that as well. And then sometimes there might be an opportunity where you've earned a certain part of the world like if you're in a, you know, if Council General Italy comes and something happens out of that and then you're in that part of the world, you're visiting them and you might be able to hit another country and piggyback and you actually have a communist scale. So you're not taking separate trips, different part of the world. I think we should always be conscious on how we plan and spend our budgets. Councilman Kaji. Thank you, Your Honor. I wish to thank my colleagues for their comments about friendship cities and economic development. In March, I decided to take a personal trip to Tokyo, Japan to see our Los Angeles Dodgers play the Chicago Cubs at the Tokyo Dome. My mistake was posting that on social media and as a result, there were a lot of people who knew I was going to be in Tokyo, including Kashiwa. So I spent a day going out to visit Kashiwa, our sister city. But that was worthwhile because they introduced me to a company in Kashiwa that manufactures housing that has plans to establish their U.S. headquarters somewhere in the U.S. So those discussions are ongoing. Additionally I found out that the cherry blossoms weren't coming out while I was there so very quickly companies such as Sony Honda Mobility, Jetro, Friends at the American Embassy Tokyo, and Toyota Susho, which is based during Torrance, they requested my time to meet with them. I was happy to do, it just meant less time going through and calling on all these restaurants I wanted to visit. But I do believe that there is value whenever a member of our city does visit, whether it's on personal time or as part of a plan city trip. But I'll say this about Japan and I haven't reported this officially to the city, but perhaps this is a good time as any. As part of negotiations between Japan and the United States related to trade, Japan is committed trillion dollars U.S. to investing in the United States. Additionally, as part of my discussions on the ground, there was a very clear understanding that in order to generate business, it requires making personal calls and establishing personal relationships. The great thing about Torrance is that we have so many people here who for many years have either worked for Japanese companies or Japanese who have lived here in Torrance. Those relationships are very strong and have stretched over decades. So that puts us in a great position to take advantage of our location and our history. So I'm hopeful that as we look forward and whether it's friendship cities in Japan or any other country if it's Ireland if it's Italy that we can leverage our diverse community and those personal relationships that are bound here and have those translate into new jobs, new prosperity for residents here in Torrance. So I think as we're sort of just beginning to make baby steps in this area, it is worthwhile to see what is the return on investment and I do see that we are making in that area. Thank you. And I think just to provide a little feedback also from Councilman Lewis's questions, which I think is a very, it's actually a very good question because I'll explain a little bit when I suggest a French-up City strategy. It It was more of an economic development strategy. So that is, but I also see that the staff is trying to show how you come up with a number. And so I think from French-Upsity and the bottom of that page to the economic development, because when we start doing that, staff starts thinking, putting their heads again and go, well, there's other places we potentially can promote our city, such as going to ICSC and CES. And I think it was just an attempt to try to show clarity on how the budget is developed. And I think at some point, I'm okay with the way it's doing now. At some point, we kind of, if there's an asterisks, the friendship city was in the economic development. They're like close cousins, if you will. But I know staff was just trying to show how the budget is developed as opposed to here's a big wide and just do whatever you think is best. I do appreciate that, but I think that's the intent because as we get together and talk about economic development, getting baseball teams to come to summer, getting Sonya and the mobility of Fila declaring their home in the city of Torrance, we are getting on the map. I think, in cultural on Mac they happen when we get together and have a meal together. Just like what we did with Council General Italy just two weeks ago was it right? Yeah Councilman Gerson. Thank you Mayor. So staff has requested City Council. So I I will provide mine. I'll try not to repeat everything I said at the last hearing. But on slide 7, you requested feedback. I will renew my objections to 1, 2, 3, and 4 particular four, which I mentioned at the last meeting. In the interest of transparency, I don't think we should be transferring budgets behind the scenes. I think if any money is to be moved from one council member's pot to another, that the public should know about it. And I still think it should be done in an open session. Thank you. Not that I'll go to all of them, at least that's a method of creating the budget. And then the monthly ones, I think just, I know Councilor Calani was not here, is when bringing up the speed how that came about. Since we've been on the council, the way it's been for the last, I'm gonna say at least seven years, I can't go back as far as I know. That the monthly, I'll call the local meetings and meals and expenses has been that the mayor had a monthly $350 and the council member was 250. So that's been probably seven or 10 years. And I just said, well, if that's the way it is, then maybe just change the $350 to the mayor at $50 because it costs the food and travel is more than now and add another $50 for the council member. So that's how the number went from $250 for the council members per month. And then for mayor is 700. Just want to tell you that's the genesis of those numbers. So and so that's explains the three and the four. So my suggestion would be as we, we maybe we vote, we take a vote, I guess we should go one, two, three, or one and two together. One and two together, you want together and then three and four. And then four. And then in direction of friendship cities as far as for defining, we do have guidelines available, but we can bring that back for the next item and seek additional directional counsel can give us direction now. The request that we have is this council ever since the inception of the Friendship Cities program has always bought an item forward for consideration to adopt another friendship city. I like that process, I like to have that remain. I believe we are taking two things up together, the travel budget. I know you said something about earlier about the travel budget. There are pre-designated things that we all know that we're going to go to every year. So NLC, legal cities, those are conferences that any one of us are predetermined to attend. And that comes out of that travel budget. The ones with the federal and the state legislative advocacy committees, I do agree you shouldn't have to take one of, if you want to do one of your professional engagements, just like contract cities or independent cities association, you shouldn't have to take that out of your budget to make up when you're going to go advocate on behalf of the city because you're part of the committee. I'm fine with that as well. I think what I'm more asking for is I want to make sure that when we're having the friendship budget, cities budget, that we have $70,000 allocated for that. And I want to ensure that we're just not using that as a bucket of money to pick trips to go somewhere. I want to kind of see a structure on how we're spending those travel funds. Or are we using it? Can one pot of money be transferred to another pot of someone? Let's just say if somebody goes on a friendship city trip and that budget allocation is lacking, can you transfer money from friendship cities budget? Over to the travel budget for the purposes of economic development, how it that work. I'm just asking for more structure on how that will work. Councilman Autumn, it's probably a city manager. We kept the very, very separate between the friendship city efforts. We bring me an application. Council's approved. And in the future, should we have requests for travel, we'll bring that to you for verification, who, what, when, and cost associated. But we have not commingled any of the economic development funding with the French-Ipsity. Economic development funding has been leveraged for material, lunches. We've had introductory meetings with various dignitaries, but we have not entered into formal French-Iip City agreements. Should we enter into more, for example, the Ireland, the Council of General, the Italian Council of General, I think we have the Spanish Council of General visiting us? Should they request the formal French-Hip City relationship will come back to you and seek council approval in the right-hand. Perfect. I just wanted to make sure that we clarified what the, I'm sorry, Danny, you were going to say something. Thank you, councilwoman. And, council, Danny, Santana City manages office. Staff's ambition of the Friendship City travel budget was also only for Friendship Cities that had been officially approved by Mayor and council. This would not, staff was not envisioning it for exploratory discussions to conceptual cities. It would only be used towards Friends cities that have been approved by the majority of the city council. So if we were to add another friendship city into the fold like with Italy or Ireland because we did have those meetings, then it would not be eligible to be drawn down from this budget. If it would. If the council approved establishing a friendship city with a city in one of those countries, then yes, it would be a travel obligations would be applicable to this pot. Staff also does not envision that each friendship city would be visited on an annual basis. It would be based on as needed at a set cadence directed by council or to recognize a special celebration that would further promote both economic development and Torrance Cultural Exchange. We would use the same pot for any additional city. You should council wish to add additional trips That would require budget action, but we don't foresee us at least at this point expanding this 70,000 on budget Okay, I'm just I'm just trying to get past the the Budget amount just to make sure that we are spinning the funds, the way that we should, and this is just not a, I want to spend 5K on a check-in trip just to see how everybody's doing. We can do that electronically. I understand about the need for developing business and I understand the need that it's probably preferable to do it in person. But I mean that's a significant amount of change just to dedicate on a, well we might get something out of it. And we stand by for Council direction to your point, Councilwoman. Councilman Codge, I think you have a, you click there. I'd be remiss if I didn't mention that in March, I also met with the mayors of OSU and BZN. It was no surprise that both mayors were in Tokyo to watch the Dodgers play the Cubs because both Otani and Yamamoto played in those games. But let me go further. As I mentioned, I went, that was a personal trip. But since joining the Council I've taken multiple trips to Japan, and those have been at my own expense, but while I'm there, I make it a habit of visiting those companies that I have relationships with, especially those who have facilities and operations and torrents or in Southern California. And I mention that because since I've been involved in foreign direct investment, both on behalf of the state of California during the 1990s, and since then, as I'll raise it again, it's important to continue to show up in country, to pay visits to those companies because by doing so, you differentiate yourself from anyone else who's competing for that investment or for those who would seek to pull that investment out of torrents to another location. So I believe that as it relates to the friendship cities, that discussion in March focused on the potential of their little league teams from their two cities coming to the city of torrents. We're now moving towards that in the month of August, the first two weeks of August. And what's significant, and I'll say it down to the public because I think it's been out for a while, the coach of the team from OSU in Iwate Prefecture is none other than the father of Shohei Otoni. So for him to be leading that team and also the other team from BZEN, and to have that team play here in the city of Torrance with our own little leagers isn't just the benefit to our local little league population. because of the heightened interest in Mr. Otani, Mr. Yamamoto, and the other foreign players who play for the Dodgers, including Heson Kim and let's see Sasaki from RecuZentakata. We are going to see and we have seen demonstrated benefits here for our hotels and our restaurants and also with our stores. So I'm hopeful that discover Torrance and and Simon Delamo and our other retail businesses. Kim. with our stores. So I'm hopeful that Discover Torrance and Simon, Delamo and our other retail businesses can track that data because to me it's significant data, especially if we can show that as a result of our city taking the initiative to reach out and establish these connections before any other city. It's going to bear fruit and it's going to generate additional prosperity for those here. So, I support this effort. I've been at it for 40 plus years and as evidenced by many of the Japanese companies you see here and other companies from other parts of the world. So I think that this investment is not that big a monetary amount. If you look at exactly how many torrents residents are employed by these companies, what sort of additional hotel or retail turnover they generate. And I think's multiplied by a hundred if not more. So I support this ongoing outreach by way of friendship cities but it really takes those of us on the council or those of us in our city who have those relationships to make them more than just high-hower you let's have a dinner and see you later. So I think if anything this should encourage everyone to step up as a community. Because we should all be involved in foreign direct investment and economic development. It shouldn't just be us up here or the staff. It really is a team effort. Thank you. Councilman Gerson. First I must apologize to Councillor Recuany. I said none. On the economic development for friendship cities. So I'm a little confused because first I was hearing that we were going to have the baseball teams come, families staying in our hotels. But there's also an element of coaches, families that would be accompanying that would stay in local hotels. So there's an element of both accommodations, resources that would be needed. Should this be successfully pulled off? Those terms have not been finalized. They are the city's last review is with the baseball organization. We are waiting their final proposal. And then staff will be advancing into the full city council and public review. To receive directions similar to the Irish fair's requests for in kind support services in order to pull off that planned event. All right, thank you. I'll share some comments. Irino Nail Management Assistant in the City Manager's Office. Item 10A is a recommendation of the City Council at Hock naming of the Public Facilities Committee and the C-'s office. Item 10 is a recommendation of the city council ad hoc naming of the public facilities committee and the city manager to one except in file the ad hoc naming of the public facilities committee meeting minutes for the January 15th, 2025 meeting and discuss and provide direction on the renaming of the Toyota meeting hall. So to provide some context for the situation, the Torrance City Manager's Office recently presented two key items to the City Council's ad hoc naming of the Public Facilities Committee, both as GAC, and the city council. The second was the application for the naming of the general aviation center, also known as GAC. The second was the application for the naming of the general aviation center, The second was the application for the naming of the General Aviation Center, also known as GAC, in honor of Frank Robinson. Frank Robinson was the founder of Robinson helicopter company. The application was originally approved unanimously by the airport commission and submitted to city council in September 2023. Frank Robinson passed away, unfortunately, in 2022, making him eligible under the city's naming policy, which generally requires a minimum of one year waiting period after an individual's death. And finally, the ad hoc facility meeting discussed the renaming of the Toyota meeting call, which we discussed further detailed throughout this presentation. So just for some context, the city's current naming policy was established under resolution number to to two zero zero eight dash eight one which outlines criteria for naming or renaming city owned land building and facilities any name or renaming of a facility must fall under one or more of the following categories. Number one have a geographical or top a graphical or historical relevance to torrents. Number two honor and individuals have served the city, state or nation in an exceptional matter with the limitation that active service members are excluded apart from special circumstances, and number three, recognize individuals, families or organizations who have donated lands or funds to the city. So in 2023, former Councilmember Griffiths received Council concurrence, excuse me, to direct staff to explore the renaming of Toyota Meeting Hall and the possibility of an organization or philanthropist to sponsor the facility for its naming rates. So again, for context, this Council concurrence is operating under this third category, the third clause of the resolution, which authorizes the public facilities to be named after individuals, families, or organizations who have donated lands or funds to the city. And just to clarify, individuals should not be permitted to donate lands or funds arbitrarily to have a facility or asset named after them. Essentially any naming consideration should be directly tied to the nature and the purpose of the donation, as well as its relevance to the specific land or facility involved. So staff reviewed naming policies from other municipalities and examed internal considerations to establish a donation threshold for the naming of city owned facilities. This approach ensures that naming decisions are lined and established with practices and reflect the significance of the contributions. For context, these municipal comparisons are reflective of the financial thresholds only and do not consider any additional restrictions that the city may have in place alongside these financial contributions. Starting with the city of Costa Mesa, a facility cannot be named until a donor contributes more than 50% of the purchase price to the city. However, the city of San Diego takes a different approach providing three options for its potential donors. Option number one is a significant contribution towards the capital construction of the structure. Number two is a deed to the city of land for the majority of the the city of the city of the city of the city of the city number two is a deed to the city of land for the majority of the city asset by the donor. Or number three is a 20 year endowment for the continued maintenance and operation of the city assets. So speaking of maintenance, when going through potential financial considerations and donations, staff wanted to bring attention to the current conditions of the facility at its current time, with future maintenance that needs to be taken into consideration. After assessing the current condition of the facility, staff estimates that the facility will be approximately $1.2 million for maintenance within the next 10 years give or take. This estimate includes the repairs to outdoor wood trellis, exposed to the elements, the mandatory replacement of soon to be outdated fire alarm systems, as well as the soon to be outdated air conditioning handle unit. These are just a few of the repairs and upkeep costs that will be required within the next 10 years or so for consideration. Additionally, the hall is currently under consideration as part of the city's forthcoming Civic Center master plan. This comprehensive initiative aims to modernize and reimagine the Civic Center, potentially requiring modifications or even the deconstruction of the existing structure to align with the city's long term vision. Given the scale and the complexity of this endeavor, the renovation project is projected to commence in approximately 10 to 15 years' contention upon the completion of proceeding phases and availability of funding. of The renovation project is projected to commence in approximately 10 to 15 years' contingent upon the completion of proceeding phases and availability of funding. Of course, I'll let the discretion of council. But please note that these are timelines of preliminary estimates, reflecting the evolving nature of the Civic Center Master Plan. And as such, the whole status may be temporary and its future will be determined in alignment with broader redevelopment objectives. So with all the elements provided, staff has created the following options for consideration. Number one council may choose to retain the current name given the uncertain nature of the Civic Center Master Plan timeline and as an affirmation to Toyota's lasting impact. Option number two, council may also choose to rename the facility and direct staff to initiate a name change campaign with one or more of the following options. Option A seeking potential donors for the naming rights agreement, which would include a termination clause and relocation rights. Number two setting contribution thresholds or dedicate the hall to an individual of exceptional public service. Finally, the third option would be to direct staff to research other options or provide different updates based on the council's request or additional questions at hand. If council wishes to move forward with the renaming of the hall and would like to set certain contribution thresholds, staff has come up with three alternatives with some adjustments from the ad hoc committee at their January 15th meeting. First, we have listed the status quo on the presentation slide, which is the original donation from Toyota of approximately $1.2 million, which if broken up would be approximately $49,452 per year, for 24 and 1-3 years, give or take. The second option mirrors Toyota's effective donation per year, which would cover approximately 41%, excuse me, would cover 100% of the expected major capital maintenance cost over 10 years. So essentially broken down that would be $121,177 per year over 10 years. Option two would cover and mirror the effective donation per year, which would cover approximately 41% of the expected maintenance costs over the next five years. Meaning $98,903.72 per year for five years would total approximately $494,518.58. This option was updated based on the committee's request to shorten the length of commitment and capital required from a potential donor. Finally, the third option would mirror the contribution thresholds of Costa Mesa and San Diego models covering 50% of the expected major capital maintenance costs over 10 years. So again, this would be approximately $60,000 per year for 10 years, totaling to $605,000. So just to recap, stop is recommending that the City Council accept and file the meeting minutes from the January 15th at a hot committee meeting as well as discuss and provide direction on the renaming of the Toyota meeting hall, either to keep the name, to change the name and set a campaign with a particular contribution threshold or to provide other alternatives that have not been presented tonight at this particular presentation. And if you recall on the budget presentation, we had sort of the minimum investment required. That's from that column. That would be the amount that is required within 10 years. That's true. So it's not ongoing monthly, it's just a cumulative of over the years. Yeah. Okay. So I would say the wise thing to do is to just leave it alone for now and see what the plan is. So thank you to the police department and the fire department and the SWAT teams for doing that and all of our city employees who give up their time and energy to make this entire weekend including the parade just a great success. How many lives we might have saved, but we know, you know, taking a precaution because our city wants to look ahead, mitigate risk.
