All right, we will take up item 13a after executive session. Let's go to item 13b. Frank, if you'll come forward, this is approval of the boundary changes to county election precincts. Good morning, Frank. Good morning, Frank. Good morning, John Sir. Good morning, gentlemen. It's at time of year again. We have seven precincts that are over 5,000 registered voters. So we need to split those. My recommendations for those splits are in your packets. Those are mandatory splits. We do have one precinct, 2003, that Sanger High School sits in 2003. Immediately across the street is a butterfly little mentoring that sits in 2004. The ISD has requested we use Butterfield instead of Sanger High, so we're asking to just move better field, it will affect no voters. It's just to move that building into 2003. I have presented these recommendations to both the Republican and Democratic parties. They did not have any issues with these. Most of them are pretty straightforward. You will notice around North Lake, that one got a little weird. But I work with a former mayor, North Lake, they've rated to kind of hash that one out. So it's got his approval on that. And the ones down around Fort Worth just because of the population boom down there where to change several precincts. May I call it this word? This is part of our routine house keeping, I would say this is. It is and these will not become effective until January 126. I think we will not be in a state for the previous class. Correct. Any questions? I have Mr. Chelps, go ahead. just one quick little note and it's I'm in favor of everything but on the the backup information on the split of 42 20 and art 20 and 22 it was listed that we're going to pull something for precinct 2019 that should be 4219. So that would be correct. Yeah. It is 4219. Not a precinct to is it effective? Right, correct. The chair moved for approval with that. Ed, is there any other comments or questions? Do we have a second? Second. Second by Commissioner Falkner. Any discussion? All in favor say aye. Okay. Any opposed? All in favor say aye. Go ahead. I understand if the legislature is looking at another bill that might make it easier to take counties that are not quite yet to $5,000, but to combine them so that there is one large precinct instead of you know anything about that a little bit so in the last session that's the way it used to be that we could combine up to 5,000 within with certain restrictions last section they passed a bill trying to do some cleanup but there was it was one of those unintended consequences They really caused problems in primaries, so this is a cleanup built pretty much go back the way it used to be. So they can continue to combine up to 5000. Okay, thank you. All right, thank you so much, Frank. Thanks, Frank. This is what I'm 13C, a Prove of Resolution Requesting permission from the Office of Emergency Management to submit a grant application for the fiscal year 2025 Homeland Security Grant Program Urban, areas of security initiative grant, any appropriate action to chair and move for approval. Second. Second by commission or Mitchell, any discussion? All in favor say aye. Any opposed? Motion carries your name. So next item 14A approve of the take share. Juvenile 2025 enhancement addendum. I as recommend about Matt Merrick, the director of Juvenile probation. No motion. Motion by Commissioner Mitchell, second by Commissioner Falker. Any discussion? All in favor say aye. Any opposed? Next is item 14c approval of the 2025-2026 memorandum of understanding between Ditton County and Ditton County in May, JMR to establish a working relationship regarding assisted outpatient treatment and sharing information to support participants into AOT and Pam would you like to speak to this? You are here today. Good morning. Good to see you. Good morning, commissioners. Good morning, Judge. Good morning, Judge. Good morning. So I'm going to turn this over to Judge here and our program manager and let them speak to this because they've worked really hard on this program and it's a wonderful program so let them speak. Perfect, thank you. Good morning Judge E. H. Good morning. Thank you for allowing us this opportunity to come and address you all today about the assisted outpatient treatment program and the SAMHSA grant that our local mental health authority, Den County M. H. Amart, received late. Assisted outpatient treatment is the practice of providing community-based mental health treatment under a civil court commitment as a means of motivating an adult with mental illness who struggles with voluntary treatment adherence to engage fully with their treatment plan. And focuses on the attention, the attentative treatment and provides on the need to work diligently to keep the person engaged in effective treatment. AOT programs are currently running in all of the major counties in the state of Texas. They're up and running in Barrac County, Harris County, Travis County, Terrence Smith, Johnson, and El Paso counties, and Dallas County as well. As you were aware from the courts, recent updates to you all with the growth of mental health commitments in Denton County. For the past decade, Denton County has averaged an approximate seven percent a year increase and involuntary mental health court filings. Last year, we had a staggering 13% increase in those filings that culminated in just over 1,400 mental health or applications for mental health services being filed. The SAMHSA grant, the MHMR received late last fall, provides for 75 patients a year to go into court supervised assisted outpatient treatment to treat those individuals who are otherwise not capable of voluntarily performing and succeeding in outpatient treatment on their own. This assisted outpatient treatment grant provides a dedicated treatment team that the county has previously not had to supervise those outpatients with the court. Last year, the commission's court provided the probate court with the additional senior paralegal position to help supervise these cases. In the last 18 months or so we have had 19 patients in outpatient treatment without the grant in place and without the full staff for MHMR and we've been what we consider to be highly successful with the majority of those patients in an effort to reduce the cycling of inpatient hospitalization, rotations through the jail, and just recurring, I don't want to use the term recidivism because we apply that more to criminal nature, but the repeat customers, we've had about a 60 to 65% reduction in second and third commitment patients through those 19 individuals. With that, the memorandum of understanding is for the community diversion coordinator, Alicia Dumonti, who works with criminal court for, to be allowed to participate with AOT and be a conduit for identifying patients to come into the program, and I'm going to hand it over to Ms. Shee to talk about her staff and what they do. Okay, thank you. Hi, Melissa Shee, I'm the program manager. So he covered most of it, but essentially the memorandum of understanding is just to kind of set up a working relationship with the community diversion coordinator, people that are in the Denton County jail that might be a good fit for this program that repeatedly kind of cycle in on those misdemeanor offenses, criminal trespass, that sort of thing. So my team is made up of rehab specialists, counselor, nurse, and so we're just wanting to provide these intensive services. I don't have much else to add. He covered most of it. Okay, thank you. Members, do you have any questions? I'm just gonna quick question. Can you remind me how long does the SAMHSA grant run? It's a four year grant. Okay. So it'll end the end of September of 2028. Fair, yeah, thank you. So this is a memorandum of understanding. It's not acceptance or applying for any other grant. Is that correct? That's correct. Okay. Thank you. Is there any other comments? Right. I move to a brief. Second. With motion by commission or will you second by commission of Falcon or any discussion? in favor say aye. Aye motion carries your name so you thank you so much Thanks is 14d approval the 2024 2025 interlocal cooperation agreements for fire protection and ambulance services Between didn't county takes this into city of Salina fire department the city of didn't fire departments into City of of Ditton Fire Department, and the city of pilot point Fire Department. Moons approved. Second. Motion by Commissioner Williams, second by Commissioner, and therefore how can our any discussion? All in favor say aye. Aye. Any opposed? Motion carries unanimously. Next, let's go to, there's no, we don't have any action on 21a. I will go back to, we'll go back and do the consent. Let's go back to item two. Consent agenda members, are there any items you want to pull out? The consent agenda, they have a motion for approval. As presented with a motion by commissioner. Let's go back to item five. There's a five editions this, all for city bank, totaling 658,515 dollars and 79 cents. Perfect. We have a motion for approval as amended. Motion by commission of Alconer. Second by commission of Mitchell. Any discussion? All in favor say aye. Aye. Any opposed? Motion carries unanimously. Let's make sure we get everything beyond here. Okay, let's go to item 17, which is committee updates. We'll start with the finishing. Precinct one. Thank you, Judge. I have an interesting one from my perspective. The Denton Fire Department pushing ceremony. I don't know if I'd call it a push in ceremony that probably doesn't go well for this particular item. On Friday, April 11th at 4 p.m., the Denton Fire Department will have a push in ceremony for a new electric fire truck. So you see why the push in doesn't make a whole lot of it. I don't want that fire truck coming to me if it breaks down and doesn't have enough power to get there. Nevertheless, the ceremony will take place at Fire Station 1332 East Hickory Street. This is the first electric fire truck in Texas. That's pretty impressive. So that's all I've got. We'll see how that works out for the city of Denver. Hope it didn't. There you go. I'll not be in Tarias. I'll be right back. All right. Commission of Falconer. Yes, thank you, Judge. We have a few things in Precinct 2 going on. So in Carrollton, we have a junior gardeners program. That'll be at the AW Perry Homestead Museum. That's on April 8th from 4 to 5. And then friends of the CPL book club or book sale that's gonna be April 11th and 12th 10 to 5 at the Josie Ranch Library Sounds on the square and downtown on the 11th from 6 to 8 and a special needs spring bash at the Mozby Rec Center on the 12th from 11 to 2 and And then in Frisco we have Friday movie night on the 11th, 18th and 25th, 7 o'clock. That's in the PGA district. Music in the chamber that's used in Boy Choir. And that will be at the George Purfoy Municipal Center on the 11th from 8 to 9 30. Then there's the Aquaeghant on the 12th at 9 a.m. and that's at the athletic center. I'm assuming you have to swim for those eggs since it's at the athlete. But we'll see. It leads me, yeah. Yeah. It might be fine. Hopefully it would be inside though. But we'll see. And then second saturday in nature adventures on the 12th and 9 o'clock at Frisco Commons and then Lillianne has eggs static and that will be on the 12th from 11 to 1, a little on park. That'll be a traditional A hunt, Commissioner Mitchell, so you can attend that one. Except it's outside. Oh, I'll get a hand. And then I do want to also mention that we have in 2028 the Olympic debut of Flag Football in Vanita crouch from Carrollton is been selected as quarterback for the flag football team and competing that so I think that's quite an accomplishment So excited for that. That's all I have Perfect. Thank you commissioner Mitchell. We have this is really a good one. It's in current, I don't think you'd say that it's in a given. Sensory friendly ed, extreme eastern hot. And it's our children with sensory needs. It includes an egg hunt, a pet and zoo, food trucks, local vendors, games, and pony rides, on April the 12th, in Corinth from 1230 to 130. And then we have an extreme Easter hunt. That's also in Corinth. Then when Flower Man, we have Legs Side Music Series on April 11th, 730 to 930 at Legs Side Pockway at the shops at Lake Side Village. Also we have an egg, echo action day in Flower Man, at the Flower Man Hot School, April 12th, 8.30 to 1pm. And we have the annual Trinity Forks Chapter Native Plant Sale. And that's also in Flower Man at Flower Man Hot School, and April 12th, 10am to 1pm. And then, on Village, we have 41st Annual Easter Egg Scramble at Jakes Hilltop Park. I'm sorry, this is in Flarewell, man. From 132 to 330, then in Colin Village, we have an Easter Egg hunt. April 12th at 2200, for our real Boulevard, Unity Park, and this is one for me. I get to meet the Easter Bunny, get face painting, and free ice cream treats. And then in Lake Dallas, it's a Lake City's treat day and former's market, able to 12 at 8 a.m. to noon. And then in Los, we're going to keep Losville beautiful spring clean up, able to 12 at 8 a.m. to 12 p.m. and they're going to start at the parking lot. So I don't want to do that one. Lots of things work. Lots of going on, Commissioner Edmondson. Well, you know I've noticed that nobody talks about just an Easter egg hunt anymore. That's what we used to call on my kids for little. But we have all other kinds of things. I heard a new one from you, Commissioner, I don't remember how it was. we found an extra veganza. In fact, we have two of those. And then we've got an egg-stricken egg-ganza. In fact, we have two of those. And then we've got an egg-apalooza. And then, double oak is actually doing a pancake breakfast in Easter egg-gan. So pleased to see that traditional language in there. But our guy will have theirs on April 12th from 10 to 1. onon on the 12th, 9 to noon, and then Ronok from April 12th to 3. And it's roughly Club April 12th 9 to 11. So you can go to Easter eggs just about any time of the day that you would like on the 12th. One thing that is not Easter egg related that I really want to make everybody aware of and that is that dentists having their 20, 25 annual career and large fair and this will be at the MLK Recreation Center. It's an excellent opportunity to connect with employers, colleges and community organizations to enhance skills and learn more about the FAFSA process. That's the, the student role. Yeah, that's the financial aid. Yes, it is. Yeah, say that. FAFSA. FAFSA. Thank you for explaining that. Yeah. So, we know that. We know that. Yeah. And then we've got a lot of work to go to college and what you're career might be. So that is perfect. You can collude it. So that is perfect. You concluded commissioners are good. Yes sir. All right good thank you. Well I want to mention one of my favorite days here in Ditton County which is tomorrow which is when the Medal of Honor motorcade will travel from DFW Airport up to Gainesville through Ditton County and that's tomorrow afternoon. April 9th and it's tentatively they will be landing and boarding the buses and motorcade it again about 3 p.m. to 5 p.m. and it was stretched between eight and nine miles with over 550 vehicles participating from Fire Department, Sloan Force, and agencies have volunteered, organization to escort the Medal of Honor honorees to the festivities up in Gainesville. And I'd love to do this each year, and it's a very special time. So I just want to alert the public to participate and ask them to participate in the overpasses and along the roadways. And so portions of 183-361-14 and 121 will be impacted. As it goes, all the way up 35 WF to 35 up to Gaines. What's going on? This is a great motorcade. It's a great opportunity to show your love and appreciation to those who have served our country so noble.
