Good evening. No pushing back. No rushing the stage. Thank you for coming tonight. Tonight is Monday, May 19, 2025, 7pm. And we are having our City Commission meeting. So we would like to have the invocation, the pledge allegiance, and please Chief Art Baudenheimer will be leading us in the invocation. We just thank for the day that you've given us the comment and talk about city business order for our citizens and the visitors, we just pray as we occur on this meeting as you would bless this meeting and just ask us to give our leaders education, the knowledge and the wisdom to make decisions for all ear-to-earth-like output. Or we just ask for your heartfelt blessings, those families that we have in our city. We have a several lost loved ones over the last couple weeks. I'm just afraid that you will give those families strength and encouragement in this time. This attitude will be with them. We'll build our city, wrap our arms around them and love them. And just encourage them, or we'll be fine out these things around our city. Or we just thank you for everything that you do for us. We thank you for the things that you're allowing us to do, the growth and parts, the growth and our apartments and the things just to make our city better, see each and every day. We ask you to be with us. We thank you to give you better wrong and for taking it. Amen, Mary. Unfortunately, this is to apply the United States of America and to the Republic for which it stands, one nation under God, and it is all with liberty and justice for all. Thank you, Chief. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. Thank you Chief. Okay, I'd like to ask City Clerk Linda Bougewart to please call the roll. May I follow here by smare daily here Commissioner Eden Commissioner Deermann here Commissioner Robinson Okay And now I'd like to call on City Manager and the City Attorney for their announcements. I'll start off with City Manager Ryan Levin. Thank you, Mr. Mayor. City offices will be closed on Monday, May 26th. And observance of Memorial Day, our next City Commission meeting will be held on Monday, June 16th at 7 p.m. and just a note there that's kind of going into the summer schedule. So there'll be one meeting in June and one meeting in July. On Tuesday June 17th at 11.30am, the Polk County Historical Association are on a nine Polk pioneers from Bartow, Davenport, Lake Alfred, Lake Wales, Lakeland, Melbourne, in Winter Haven for 2025. Please send that your reservations to the clerk's office on a before Monday, June 2nd for anyone that would like to attend. And up the leave. We received just a brief update. I know we kind of had the substantive update at the last meeting regarding the low pressure issues in the system. The pressure gauge that we put on the fire hydrant out needing hills confirmed that. We also have data from the plant as well. And basically what's happening in the data confirms that is that we maintain psi directly from the plant most hours in the day. And really what's happening is right around 4 a.m. you can see the pressure start to go lower and that's where all the irrigation is kind of kicking on throughout the city. the city, the basic way is just turning into like a traffic jam. They're different than, well hey, the roads are clear at 3 a.m. but what happens when rush hour? Everyone backs out of the driveway at 6 or 7 p.m. and all kind of hits the road at the same time. That's effectively what's happening in the water system. We'll continue to monitor that data from the utilities director order to couple more of those individual sensors that we can monitor pressure not only at the plant but at different locations. And so we'll have those set up in Eden Hills and other areas and we're going to continually gather that data and then as we implement the different solutions that we talked about, the repair of the third pump, the loop project which is on tonight's agenda and different things. We'll be able to monitor just how successful those solutions are. So again, I wanted to give a brief update to the commission on that. And then my final announcement, we received this late last week. This is hot off the press from the Environmental Protection Agency. We are the proud recipients of the cleanup grant for growers. And so we received one, I think, from what miles was telling me or the consultant. We received $1.9 million in grant funding for the cleanup of growers fertilizer. We were one of the only cleanup grant in the state of Florida. Then we were one of four EPA grants in the state of Florida. So you figure Florida being the third most populated state in the entire country were one of four and one of one in clean up territory. So big win for Alfred. I think in management you get a little bit pessimistic and think, well, apply next year in the year after. But we got it in the first go and I think it just goes back. It's a very compelling narrative. You've got an old fertilizer plant. It looks like you could film the Texas Chainsaw Massacre there. And it's right there at the entrance to downtown, right by the lake, a part of a gateway project with the park. And so I think it's just a very compelling narrative and story. And I think that carried the day. So we've got our work cut out for us, and there are all breeze up on us out with that, and we've got webinars and things that we need to kind of get our ducks in a road to go. But fantastic news there, big win for the city, total clean up time. You're probably working around 18 months once they get started, but that will work out very well with our timeline on the park master plan and lining that up. So again, they went for the city and we'll keep them covered. And that's all that I have, no other announcements. All right. Well, thank you so much for that. Good news. And Aubrey, looking for big things out of you now. Okay, now we have our first opportunity for recognition of citizens, so we have an opportunity now for items that are not on the agenda. So if you've got anything that you would like to come up and speak to, as far as items that are not on tonight's agenda, please feel free to do that right now. Okay, seeing none, we'll pass over that and go into our community action month. Oh, I'm sorry. He seems kind of sad. Oh no, I actually don't mind being invisible. Oh okay. You're a good douche tonight. There you go. Only that we remain grateful Mayor to represent the great city like I'm glad I called you Thank you so I appreciate that you get so wound up with that 1.9 million I know I completely understand And with I'm dinner Jake for can we have medium? Me that's not that oh yeah, we'll put out a press release and then get that Okay, let me get back on track here. Community action. Oh yeah, we'll put out a press release and get that. Okay, let me get back on track here. Community Action Month is the month that we are going to celebrate this week. We had a person that was going to be here to accept this. Is there anyone from Alphe here? Is there anybody here from Alphe tonight to receive this? They had somebody scheduled to come and then they called and said they were on vacation. So, that being the case, I will read the proclamation from the dies tonight. This proclamation says, whereas community action creates pathways to prosperity by helping hardworking families achieve economic independence rather than keeping them reliant on government assistance. And whereas community action is built on innovative, responsive, and efficient programs that are uniquely tailored to meet local needs, which are high impact cost effective results that generate a significant return on investment for local communities. And whereas community action invests in private sector job creation and career training ensuring that communities grow through free market solutions and whereas community action agencies are trusted pillars of the community that engage volunteers who donate their time in advanced local progress support willing families and contribute to lasting community success and whereas community action programs are both necessary and popular, delivering practical, high quality assistance that strengthens community resilience and fosters local prosperity. Whereas the City of Lake Alfred appreciates the agricultural and labor program incorporated for supporting our community. Now therefore I'm Matt Fuller-Mare of the Lake Alfred, Florida. Do hereby proclaim May 2025 as community action month, and recognition of the hard work and dedication of all Lake Alfred, Florida community action agencies, and witness where I have hereby set my hand and the city seal on this 19th day of May 2025. So copy of this will be presented to, don't we just hold it up? Yes. Yes. It will be presented to the folks with that organization. Yes. Oh. Oh. What? We need to keep them in our thoughts. There's really a very good chance they're to lose the route of the federal funding, the Head Start program and the early education and mixing the nervous too about our environmental cleanup and fire track because all that is federal funding that is very close to the edge. Very true, very true. Thank you for bringing that up. All right. So let's see. We have an amendment to the agenda to remove item three. So that's what we're going to do here. Present. Pr to send it. Primey? The consent agenda. Right, from the consent agenda. So I'd like to entertain a motion. This first be a motion to amend. Right, I'm going to amend the consent agenda to delete the others on sidewalk item. So I can. OK, we have a motion and a second. All in favor say aye. Aye. Any opposed? A motion is carried. Okay, now we can move on with consent agenda. Just a note, Mr. Mayor, there was an amendment to the Hoffman Eason encroachment agreement from one out to the packet and the substantive change there was just to allow for the assignability of the agreement all yield to the city attorney if he has any additional comment on that and the auto zone agreement that was poor based on the applicants request. They wanted additional time to review so that will more than likely come back at the next meeting. OK. And there is also non-substantive revisions to the Peninsula pipeline license as well. OK. OK. All right. So we'll take our consent agenda and review it. Item number one, city commission meetings for May 5, 2025. Item number two, city commission announcements. Item number four, Peninsula Pipeline license and item number five, agreement 605 East Hoffman, man encroachment with item number three being Postponed for future meeting I'd like to open this for comments from the The gallery here if you would like to have any comments or questions to the agenda issues, please come forward Okay, seeing none we will move on city commission comments please. I believe everything's been clearly stated through the city manager in the city attorney. I would like to make a motion that we approve the consent agenda. Second, we have motion and second all in favor say aye. Any opposed okay that motion has carried. Okay agenda item number one resolution 1125 emergency procurement ratification like to ask city attorney to read the title of the resolution into the record please. Thank you Mayor. Resolution number 11-25, a resolution of the City Commission of the City of Lake Alfred, Florida, memorializing a declaration of emergency as to the purchase related to the City of Lake Alfred Adams, Barn, Cass Road, Water, Maine Extension Project, and or CPH Project 240-0057-0.001, making findings, making a finding of emergency under state law and the city of Lake Alfred Departmental Purchasing Policy and authorizing the city manager to take any and all necessary further actions to effectuate the intent of this resolution, providing for the incorporation of recitals, providing for conflicts, providing for severability, providing for the administrative correction of Skrbder's errors and providing for an effective for an effective date. Okay. And now I'd like to ask City of Management to present the analysis, please. Thank you, Mr. Mayor. The city has been experiencing growth along the County Road 557 corridor. And many developments are progressing through the city's land development process. On November of 4, 2024, the City Commission of Food Task Order No. 5 CPH for the engineering and design of the 12 inch water main extension project. The new 12 inch water main project was designed to improve water system efficiency by creating a loop from Adams-Bornroom Road to Cass Road. This will connect the western side of the city's water system to the northern portion. The City of Lake Alford received six seal bids for constructing the 12 inch water main project through invitation to bid 25-04. The proposal summarized below will open on Thursday and May 8th at a dual-week notice public meeting. You can see here some different alternates. And Clip, could you turn to the podium and just kind of explain what the differences were between the alternate saturday and 7b? I think some of it had to do with the types of boards that were being used. As this project has been designated as a necessary critical infrastructure, City Manager and myself gave authorization to the trash work corporation to proceed based upon the engineer's recommendation to propose resolution ratifies the authorization. As this is a growth-related project and is being funded through water connection fees, and this was included in the current fiscal 2425 budget. But if you could kind of walk us through, I know Tribeship was the low bid, but what were the differences between the different numbers there? Clipney Bernard, Public Works need to lead directly to the Lake average. So the main differences and alternates were the method on which they're going to actually lay the pipe. Normally,, directional drilling is a little bit more expensive, so that's why I'm also an alternate. It's a little more expensive than the actual lump summed in. So, Trish or his alternate actually came out a little bit cheaper due to he specialized in the direction of drilling. So he was able to come in out of really decent price on both his ultra and his original loam sign. So yeah, that's basically the difference. Your direction of drill is normally more specific than open cutting those lines. And what's where are we going? What's on this one, Clefton? We're going to go with the directional board all the way through due to some of those driveways up there. All Adams-Born that are all brick-paved or real expensive driveways. So instead of trying to open cut those and keep people with access, it's actually less impact if we direction drill. And that is at the 557,000 number? That is original width open cut. And the 499 is actually two directional drill all the way through. Okay. Fantastic. And I think we budgeted 500,000 in the budget. So we got the 499 Denys Grand Slam Special there. Stuck the landing. It doesn't always happen that way. But we'll take it when we can get it. So that's actually two-praying minimizes the disruption to the residents. Yes, sir. Well, the directional. Yes, sir. All right, very good. And just as a recap, I know we've talked about it last week in greater detail, but this is that loop project that'll kind of connect the west side of the system over about water ridge to the west side of the Eden Hills. while that doesn't directly increase pressure per se that makes the system much more efficient. I kind of gave that analogy before connecting, you know, kind of the hands there so to speak, just so that it flows more efficiently. That combined with the pump repair, that should be done later this month. We've got those different pressure sensors and we'll monitor it, but this is a growth related project. So staff recommendation on this item is to approve resolution 11-25 and staff will be happy to answer any questions. Thank you, Coulson. Okay. Again, we're in a public meeting and if you have any public comments or questions you'd like to make related to the emergency procurement ratification resolution 11-25, feel free to come to the podium at this point and say your name and your address. Okay, seeing none, we'll move beyond that and move to city commission comments. Vice mayor, your light is lit. I was going to approve resolution 11-25. Emergency procurement, ratification and they know a $499,000. Second. Okay, we have a motion and a second. All in favor say aye. I made that quick. I got to speed read that one. Appreciate the action there and just additionally for the record. We don't normally do the emergency approvals on a special and a larger amount by that. But just based upon all the concerns that we've recently perceived, I went ahead and gave emergency authorization just to save that additional week of time to let the contractor loose on it. Do you know how long it'll take before they get this project on the road? Three months. In the road. Okay. Is that because I would mobilize in two from three months from today, Clifton? Okay. So we had a little bit of a run away on the pre-con. I'll keep the commission updated as well as the residents, just so that they've got kind of a timeline there. And as I suggested, we're going to be monitoring pressure throughout the system. And so we can tell, you know, we're going to be able to measure how much of an improvement, how much that helps. Well, we'll be sending our notifications to some of those fancy driveway owners that they'll be coming through. Part of the precon will be notification to the residents. This is that they're aware. I think the directional board will save most of the heart egg there because there'll be no real disruption. We could let them know though so that we can do. Yeah. No notification will be a part of it and we'll handle that with the proactive on that So we should be So in the big picture Mr. Mayor on City manager so the force means and all this going on We're looking at a good clean Right, it's gonna be lasting for years to come these I mean these vibes the last 50 years. And looping is just part of, you know, again, looping just kind of loops the system. It just improves efficiency. So that way, if water is coming from, if all your demand comes from one way, it kind of just equalizes the flow. So it allows your, the way it's been described to me, it makes sense, is that it just allows the system to be more efficient. Whereas if you had a pipe going in every direction and all of your usage was from one area, it would then have to pull from all of the other spokes of the wheel back to the center before then going back out by connecting the spokes of the wheel. It just allows a more efficient flow of the water, you know, based on where it's being used. So improving efficiency will help getting the horsepower or kind of the food in the system will help getting that third pump back online. And then of course the long-term goal that we've talked about, you know, it's like adding a second heart to the system once that second water plants online, then you know, then you can irrigate to your heart's content and it won't matter. Now you may not like your water bill at the end of the month, you know, if you use everything that you wanted to use, but we'll be able to keep up with the system demand. But that's what I'm making a point of, we're hearing in the state and in the county, there's a lot of these cities, up pre-demonstruct that we're doing, to make it efficient to where there's a lot of these cities that are perhaps are breaking, we're seeing the waterborps all over the state. So I'm proud of everything we've done. Very good. Got it? Okay. So with the motion in the second all in favour say aye. Any opposed? That motion is carried. Thank you. Item number two. Bank renovation project change order. Like the city manager to present the analysis please. Thank you Mr. Mayor. In February 17th, 2025 the city commission approved a bit award of 1,038,398 dollars to Henkelman construction for the bank renovation project. On March 17, 2025, a separate parking lot contract was awarded a GNG site development for 131,079. Both contracts are funded from restricted permit fees, general government and police and public safety impact fees. During construction, scope changes were identified, including additional resurfacing, additional parking and the partial demolition of the drive-through lanes and a re-roof of the building. Three quotes were obtained for the partial demo in re-roof and the quotes were as follows, JCR construction, 139,996. Henklen Room construction gave us a range on the demolition from 95 to 105, but that did not include the re-roof. And then Tim Liner construction gave us a bid for which included the demo and the re-roof of $121,400. That's the one that's being recommended. And I think I'd show you that in an image where that's what's going to kind of take off kind of the last two drive lanes of the bank drive through and then give additional parking to the side there and really that change order came about because when we count it up all the offices that are going to be over there in City Hall plus the personal vehicles of all the staff and the city vehicles they basically what would have took up all of the regular parking lot. There would be nowhere for the customers to go. So this change will kind of facilitate staff parking to be on the south side of the building where the old drive-through lanes were. And then that'll free up the main lot for the public parking and guests and visitors and folks that are coming to see us. So that's the major change there. Additionally, two change orders were previously approved within the 20% contingency for the initial project. One was a smaller one, a restroom, ADA, restroom update, 4378. That was a good catch from my Linda. And an additional paving that I had authorized because the original scope really just kind of included the the bank parking lot in the other area and it just made sense to kind of do the whole area. So the existing parking lot for police and fire and admin as well as kind of going down the alley and then catching the little parking lot there that they used for Las Camadres since we're doing one, you might as well just do it all and have the fresh coat of asphalt and have it be seamless rather than come back in and have like a patchwork job on all the different ones. So they honored the pricing and of course we made sure that they kind of honored the same linear square footage bid there. So that is kind of the good number. And let's see here. 91,000 of the 134 will be more maintenance related. So that will be a portion to the general fund. The incurred and recommended change orders total 260,000 and $98.20 bringing the full project cost for $1,429. I'm sorry $1,429,575 and the approved other staff recommendation is you approve the incurred and recommended change orders and approve the new baseline project total in the amount of 1,429,575 dollars and 20 cents. And so that's kind of the long and the short of it, but that's going to be a great project. And that'll really future proof us for operations office wise for at least the next decade. They're making good progress over there. Anyone that wants to do a walk through just let me know. I'll continue to snap photos and kind of put updates as we go, but they're making good progress. And just to kind of remind the commissioner, refresh the memory, that will then service our customer service demands will come through to that building. Whereas now we're kind of split, you come and you pull your building permit, you got to come over here, uh, no then kind of send you across the street for cash transaction or it becoming on your utility bill, you're over there. This will be one counter, one counter for everybody. So you'll have a permit technician and then probably the two or three utility Boeing clerks and then it's kind of a one stop shop for pretty much 99% of our, you know, customer service interactions that we would have. So good, good projects, future proof of us for the next decade and this is just kind of a summary of the change orders. So staff will be happy to answer any questions on this. Thank you, sir. OK, we have a public meeting this evening and an opportunity for public comments to be made or questions regarding this particular item. And if you have anything you'd like to come up and talk about, please feel free at this time your name and your address. Okay seeing no one will move on to the city commission comments. Can you clear up that this will take away the drive-through window altogether? We will have the one that's playing. We just won't have the vacuum things. We won't have the tubes and you know I kind of little kid of me wanted to keep the tubes because I thought they were pretty cool. But it's like operationally speaking, the old bank counter faced the drive through. So they were kind of across. Like if this was the drive through lane, the counter kind of lined up parallel to it. And so it made sense with the bank because each of the tellers had their own tubes. Our counter faces perpendicular now as you walk into the door. So there's only going to be one person at the end there. They can only really operate the drive through window, that actual drawer that comes out. So we're keeping that. We're keeping that and you've got one person to operate it. The tubes just didn't, unfortunately, make sense operationally because there's only the one person that can kind of man or operate that side of it. So we're keeping the drive tremendous. We're keeping a little bit of the overhang but the last two columns are basically going away and that will facilitate the additional parking on that side. So pretty much all the city vehicles and the staff parking will be on that side and that will free up the entire front lot for the public and the customers that come through. You also mentioned that we're reclaiming the brick there to... Oh yeah! Yeah, so we use the brick column there, the brick, because we had that giant hole where the ATM was and it's like,, how do we match the brick there? Well, we got the brick from the columns that we get salvaged, and then it'll be seamless. So that worked out. The real reason we're getting rid of it, the tube as they found you if they're messing with the thing. I got the button. Yeah. Okay. Well, seeing that there are no... I had a question you do. Well, I just wanted to know what are we actually doing? It's all included. I think the motion is to get to it now. Basically, approving the change orders with the recommended vendor and you're authorizing the new project total. So, the $1.529.570. Do we expect any more change change orders? I know it's hard to produce sometimes. There might be small ones that I mean all the big ones are out of the way. I mean these were ones that were kind of as we got into what we saw the need and the opportunity cheaper to do it now while the contractors are all on site. Said no, anything from here on out would be minor. Again, when to hit kind of caught the bathroom, you know one, I know they're kind of looking at a support being that might need to be addressed, but I think it would all be small scale. Nothing that would yet again exceed another 20% of the new base total will not pretty much be it unless there's minor things. One of the questions I'll brief. The parking lot street lights new or different for the parking lot? We're keeping the ones that we've got because they were, I think, were in good shape. Just a couple of them have been laid down just in the dark. I do see that whole lot. We'll evaluate that if we need to add new lighting, we will. But we've got the conduit and everything that are laid there. A couple of them are laying down and we've kept them out there because we'll put them back up. and then the link will be down in the right-hand corner. And the other side will be there. Yep. Yep. and we'll put them back up and then we'll be done with the conference sign. Any other commission comments? I'd like to make a motion that we approve the Bank of Innovation Project Change Order. Second. In the amount of $1 million. In the amount of $1 million, $429,575, and $26. And I second. OK. We have a second and a motion. All in favor say aye. Any opposed? Congratulations commissioner For your first one. I remember that first one was I had to think Oh, go go get it wrong. Great job. All right And that complete SAS presentation. Thank you, sir. We have an opportunity now for recognition of citizens. And I'd like to please limit your comments to five minutes. These are for anything, again, regarding tonight's meeting items. Or at this point, if you've got anything else that you'd like to add to tonight's meeting, please feel free to come forward. Okay, seeing none, we'll move on to Commissioner Questions and comments and we'll start out with Vice Mayor Daly. Thank you. Just a really busy time right now. We'll follow the graduations and award ceremonies. We attended the live live skills graduation. I also attended the Karen Seable graduation and those kids are just so moving to watch them get their diplomas. They are always smiling and congratulating each other and it's just a really fulfilling. They're very small classes but it's very moving to watch the graduations. The Discovery High School graduation is this coming Sunday, I feel like on the center, but you need to take it to get in. So, but if you want to attend, I'm pretty sure that the principal of the high school will be able to make arrangements. And then tomorrow night is the Discovery High School Senior Awards. And I get to present a one of the Ridge League of City Cities Vocational Awards to one of our Discovery High School students. It's going to be in the gym at the Discovery. Six o'clock. And so that will be kind of fun to do. And then the other thing, I attended the FDOT workshop where they're talking about this toll road that they're trying to build from 60 over to I-4, but it's six or seven miles to the east of 27. So it's not going to go anywhere that there's anything there. There's a lot of people opposed to it because it's going to buy things, big big ranches and wildlife quarters and they're still on their website places where you can go and make comments. So if you want to make comments on that, it's the FDOT. What is it the Parkway East or something? They're looking for public comments on that. And within that, I think that's all I have. Thank you. Okay. Commissioner Robinson, Europe. Thank you. I would just first of all, very happy about the grant from the state. Would that be the state that was the federal grant that we were getting for the growers cleanup? That sounds like a really great price for a train station, trader, jose, grocery store, all these type of venue where people can get off the train, get some snacks, and then get back on the train. So really excited about that might be a little optimistic, but I'm sure the citizens would appreciate something consideration for that. Also super excited about being here again. Thank you everyone that's been very supportive and looking forward to continuing to Grow our city Question for you did I Understand that you're already enrolled in your first emo class Did I did I hear that right? It's a question. I'm not, it's the trick answers. Yes. He is. Okay. We'll congratulations on getting involved. Thank you. Because it's a tremendous program set of programs that they put you through that really will accelerate your abilities to, you know, zoom in on what's important in these towns. I think sounds like she wants to do it. Yeah well is there also we always have new commissioner meeting with the attorney to go over some little things before they get to their ethics. He's good. He's good. He's good. Before we go I was confused with the acronym EMO. EMO? Yeah. IE. I'm alright. Oh, okay. Right, right. Like, just big fish. They want it. You bet. Okay. Quick straighten, please. In a second, maybe I know I did my first one right away. It's definitely educational. It kind of puts the mind frame in the background. You go say what? As always, I want to thank all of you, and the back and all of the first responders and all the staff. You guys do a great job, and I know it's getting high-doubt breaching for our writing, so make sure you guys stay hydrated out there for sure. I want to get out with the investment daily service while I'm out there for sure. I want to go to with the investment. The other day I said is well, but I don't know if anybody knows the way, but definitely congratulations. I know it's been a long year, so I know the kids are looking forward to your journey. One of the residents online, I'm on the Facebook post, you may get point out, I don't know if they already be up there, but do we have left over parks and workmaster? One of the residents online, on the Facebook posts, we make a point out, I don't know, in the already be up there. But do we have the leftover parks and where it master crime up on website? I think the other one was, I don't know if the updated revisions were. So because unfortunately what happens is it takes like one person to say something and then 5,000 people are a semester and I guess somebody said they started cutting down a couple of trees before the Central Park but like if they're just going to like drove by them, they're going to send us a bunch more trees like still show them around there but they got to spread that all the trees are going. Yeah, you know so even I got tagged and I was like, I thought you got tagged but I did a nice little response and say hey you, let's wait until we're from this product, you know, or do a budget, but it's so funny to me, but it's like, no, that's why we put it there was because there were existing trees that we could kind of integrate, you know, but I think I had thrown that out even in the calm. I might, we're going to break some eggs, there's a work, cooking this omelet. I mean, not every tree is going to make it. um... it's just one of those things uh... you know it's a construction of the road projects you know five five sevens come out we can't wait. You're not going to be saying that when you're funneled down and you're impacting it, it's going to get worse before it gets better in a lot of ways. But we were, I know the consultant was kind of putting some final touches on it, but we'll get that up there as soon as we can. We even put a post out, I think, the something that I'm so excited because that's something that I'm excited about taking my family there. like Auburndale or Haine City or anywhere else but it's nice to have something in your own city where you live. So I think that is amazing. Many of them noticed, I'm an ADA, and I know I didn't spend a lot of time, but when I was working in, the little button on the door wasn't working. Just to try to hear our door. So if you can take note. Is that the trash? the track. Oh the switch has to be turned. Okay, I just noticed it because I was trying to be a gentleman and hold the door open and it's like, you know, it wasn't working. So he actually was nice and he opened for me. And I get the power just went off and part of the city's and part of this city right now just happened. So like there's 2,000 people don't have power right now plus so I hope that gets resorted you know I'm resale pretty quickly. That's how I was wondering because it looked like we were right on the cutoff. I mean the screw zone speed camera's all working. Well you know that good up and running before it's just solar. We got got about 12 hours to worry about that So they'll get back to running in time And so thank you all for thinking of that Clip to loop, clip to the wall that was playing show And then I thought that was interesting what Mayor Dole said too About been looking at 60, I mean I hope they try to fix I for first before they fix. I don't know what the fascination with that is, but that was just my observation with that. I'm with you. I'm like, why you mess up a bunch of nice land if you don't need to yet when there's a lot more work going on. Well, I think the fixed 27 overpasses so that you wouldn't have to have so many traffic lights and make it work. That's a good idea. George Lindsay said they should just put a second level on 27 and that would... But the thing is, you're going to get all those cars up to I4 and then what? And the drive they're doing regular weekdays, because I never have a problem in driving on 27. Is what busy driving regular update paid to five? Yeah. Yeah, that's like a fast one or anything. And he liked to. But a couple of overpasses would be a lot cheaper than building that 10 mile road over there in the wilderness. Yeah, I thought they were going to do something like that in F4 because you see that closer you get to like the big cities. They start running that toll road by a pass line. So that's all I have. Thank you. Thank you, sir. Mr. Chairman. Yes, sir. Mr. Mayor. Just honored to have everything working as smooth as we do here. And I relate to everything that's mayor and all of you have said. You know, we are moving forward with a lot of things going on. It's hot. And also we can expand the media is coming forward with our city that's going to really be a great improvement. And just look forward to the summer and into it. That's all I have. Thanks. Okay. And I'll wrap it up here. I need to wish everybody that applies to have a happy mother's day. So I hope everybody enjoyed the time with your families and your kids and parents and everything. So again, be late at happy mothers day. I just felt bad when I left out that poo. Anyway, thanks again to Chief for being here and the directors and our staff in attendance. I appreciate all all of the work that you do. And I don't say it often enough but again I want to recognize our city clerk and city attorney and our city manager as just you know we're going to be gone now for a couple of weeks. You'll have four weeks June 16th. June 16th. So you know we might be something we should throw out on social media because people who haven't been paying attention Might think that there's gonna be a meeting and we need that kind of a reminder be great About the same. Yeah First July 21st'm sorry, not just social media, but there are other avenues that people communicate as well. Yeah, we'll put it out. You do. Go on the water bill and that's it. We can do the insert on the water bill and the website and the marquee as well. Multiple locations. I want to, left on to what Vice Mayor Daly was talking about the graduation schedules. It was just a pleasure to sit there and watch the kids come in and watch the parents. And we, Ryan and Vice Mayor Daly and myself attended this this the life skills academy and I think they had eight Seniors graduate by the my gosh. There was probably 50 or more parents there and and you know friends and everything and they just It was just like they won the lottery and it was it was so good to see the hug in and the you know High fives and throwing their hats and everything. And it's just so proud of all of the people that are going to be receiving that next step to the next opportunities in their life. After last meeting, we read a proclamation about teachers week, teacher appreciation week, and I Again, it's not a pat on my back, but I'm glad I thought of it. I asked the city clerk to make me a copy for each school in this city and I Went around and I asked to speak with the principals and I presented one of them in each of the schools. And boy, it just the acceptance of that and the comments they made about how proud they are of the city and the way we're working things for them and keeping them involved. And chief, I'll tell you this, your officers, those resource officers, you have any one of those locations to get absolute five thumbs up. They ran into a couple of them and they were just very well recognized by the students. And I heard everything from, oh yeah, this officer, sometimes you'll see shoe laces untied and he'll get down there in tie laces. But it's just that the tiny things like that is what makes a huge difference. And you know, help people interpret what we're doing for them in this community and it's simple things like that that really stick with them. So I didn't realize this either but Vice Mayor Daly told me that we have more schools in like Alfred than they do in Auburndale which you look at the population difference in everything size wise again, something to be proud of that we've got the facilities for everybody with varying needs of care and the ability to be taught by people that have the patients and the, you know, the abilities to teach people at different levels of their ability to learn. So I want to thank again on the record, I want to go on record to say thank you to our teachers again. They're all going to get a chance to go take a cruise and take a vacation. They're going to have some summertime to do that. And I just so pleased with what we have here in town. I did want to ask the city manager on the meeting that we had last week, you gave a very good description of what's going on with all the water and the problems that came and we received several notes from some citizens. And I want to compliment you on the way that you forwarded and followed up with that. I think we got great reception. Unfortunately, I received another couple that I've had very same memo today. So it was just two weeks like getting here. But I did forward them to your post on the website. So I just, to me, it was spot on as far as what needed to be said. And it was brought down to the level of, you know, it's ABCs. It's very simple. It's a tough, the whole thought process behind water plants are very simple, but it's not easy. Yeah, and so I feel thankful that you had that ability to do that and you received a great kudo from one of the people at the Life Skills Academy the other night. Well, you were sitting there at the table and he came over and he said to first time I ever heard Ryan talk, he gave this big dissertation about the water program. He's these sounded just like, you is what his whole strength, and it is a strength, but I mean, it's a compassion that you show that everything you do. Thank you, Mr. that I am absolutely. And I typed up kind of like a memorandum, which is basically just a summary of what I went over the last time. I'll distribute, that's what I sent out to the residents and they all got that. I'll take it out, I'll take it out to the City Commission as well. And then I did a, I did a similar response on the, part of their concerns were related to the roads and the improvements there. Jay Jarvis from the county responded to that pretty well. And then they followed back up with me and wanted additional clarification from the city side. And I provided that as well. I'll distribute that to the city commission. But you know, the long and the short of that is as the developments kind of come in. You know, this is phase three of Eden Hills and this is phase four. Phase two is being built. Phase 1 is already down here and really it's just what causes road improvements to happen. It's basically as the developments come in, there's a collaborative process. So these are all county roads. So the city doesn't really do it, but this is our land and the sense that it's our jurisdiction. So all the permits and things like that and the planning board and all standards apply but then the county has a seat at the table if this was a state road or FTO you would have a seat at the table but that the county road to and the long in the short of it is that really phase three and four is what was going to trigger the improvements to the intersection there, the roundabout at 557, which is now becoming such a concern. And so when phase three and four got delayed, you know, the dominoes have to fall in order, that also then got delayed. And so we're hoping that there's going to be some progress on development in that area that may trigger it. I know the residents were frustrated that Jay suggested hey, this could take as long as 2029, as a part of the overall road project. But just to kind of manage expectations, the fact that there's even a county road project that's happening, it takes about seven to 10 years for a transportation project to happen, even after it's been prioritized and funded. You know, so that's where we're at now. So if you kind of reverse engineer it, I remember the county manager giving us this talk back in 2019 after it had been prioritized. Again, not the answer that the residents want to hear, but it's just the answer that is. I get frustrated with transportation projects a lot. I almost think it's like time dilation. When you think something should take four years, just go ahead and multiply it by four and that's the real amount of time that it's going to take when you're dealing with FDAT. So a five year project, oh, that should only take five years. You're looking at 20 and that's just the reality of it. I don't know anyway around it, but the fact that we're only talking about 2029 is actually a testament to the planning and execution of Polk County, the TPO, the city advocating. I think we're going to beat that though, but I can't really get into it too deep here, but if development happens on either of these phases before that, the county will make them do that improvement before they get there. And so that's kind of the strategy and just kind of where we're at it at. And a lot of that's governed by traffic studies and things. A lot of that's kind of outside of our control. The city attorney can probably go on for about 30 minutes about concurrency standards. And what triggers that with different studies that have to happen. But that is kind of the long and the short of that is those phases would have triggered that improvement These phases Improves made some improvements happen, but not enough to trigger That at the time I had a question in that picture. Where is the green swap line? Three and four in or out the greens That's the green swap one I believe is here We don't know. So they're both in the green swamp. Because Eden Hills, the south side of Eden Hills, which is down here, phase one, that was the only piece of the development that was out. That wasn't in the green swamp. So the line there, I believe, is where I stand. So I'll be green swamp standards. Yeah, for residential or whatever it is. So that's kind of what so the that That's a Green swan son I think you're right. It was in a wrong place for a while near Creek Road But I typed up a whole email on that and kicked it out and I'll distribute that to the City Commission as well Just so you can see staff's kind of formal response to that. I'm an ENJ. He's a department head, you know, with the county. He has a guy getting worst case scenario. Management I color a little bit outside of the lines and I think we can probably, it'll probably happen in 20s and the 26 or early 27, potentially if what shake. If what I think is going to happen on these phases phases happens They might be able to get it down a little bit quicker And you referred to a county commissioner What he said in 2019 anything you also told us it's gonna be 80 million Right that was part of my that was part of my email to actually kind of educated the residents all right You know that was originally gonna be 8888 million. I heard it was over 120 and I think you heard him out of it and had higher than that. 200. That's what told me that last meeting I had with him. Yeah, so that, for that to happen, and again, Paul County is the size, it's a little bit smaller than the size of the state of Delaware. And so, there's transportation needs all over the entire county and there's billions of dollars in deficits. So the fact that we're getting 200 million in Lake Alfred on County Road 557 and it's gonna happen with the next couple years is actually it's actually a win even though it doesn't seem like it. If the county had been correcting intact fees all along like they were supposed to then we wouldn't be in the stuff of set up, Vice Mayor Dele kind of aired them out there and I wasn't going to get there, but she's probably spot on there. My comment too, because my first got on here in, in 2019, just like Brian said, is this was already approved. So I understand government, I feel blessed to be a speaker because I feel feel like we move. You know, the family is not how it works for other agencies. But I mean, like the county would cut a program with school funding, you know, they're losing, I mean, the cost are more than doubled, just from waiting. So I just don't understand, I don't know, I can't let my hand, my head around that, I understand it takes time, but every year the prices keep going up, every month, you know. The higher you go and go before the change was. Yes, absolutely. The higher you go and government the more bureaucratic it gets. So it's not strike against the county, they're good people, but when you're dealing with road projects, you've got to deal with environmental studies, wetland mitigation, property takings. I mean, it takes years and years. I thought it even in the email out to the residents. I often lament and joke or quit that the interstate system that we built in the the 1950s you couldn't do it today. If you had the room in aqueduct after the dark ages came when they saw this technology like how did whoever built this, it'd be like Anway in Stumman. They could not they could not permit the interstate system today. Let alone build the thing. It just couldn't be done. We're talking about that project to the east of 27 that they have been talking about that for like 25 years and in the beginning it was much closer to 27 that now development has grown out so far they have to go way more the east. So it's not going to be as helpful getting traffic off of 27 because it's so far away from it unless you're going straight from 60 to I-4. You're not going to leave 27 to go over there and then go up and then come back say to go to the hospital or something. So it's not going to help 27. We're in for some fun times but they're working on it. I met with the county folks last week and they're still kind of committing to that Timeline for when and they're gonna start construction. I guess they've got everything they pretty much need No, this wall Yeah, they're waiting on a They're waiting on an army core of engineer Permit and I guess army core is even worse to deal with than FDOT or CSX or like at the top of list. And so that's kind of what they're pushing for. They need to get that Army Corps permit on everything. They need a couple parcels from us, but that'll be coming to the commission here, actually at the next meeting. But they're in progress. So the fact that they're going to get started, hopefully at the end of this year, not actually as a testament to planning and kind of knowing it was it was common. Now we just have to get the intersection fixed in the plans because it's still not. I'm really in 1792. Oh yeah so that yeah they're going to try their goal is to kind of forewarn it right into the right into the Chrono intersection and then the PD and E study that were with with FDAT that will kind of be the next leg of the race and To wreak whatever they'd stump up to us though is what we're going to configure around so we basically got four lanes coming at us You know, get there. Yeah, yeah, but at least we got them to extend it. So I did not mean the sidebar there, but you know, they came up and it's just interesting. No, I asked for that and I appreciate you. Yep, sure they. Okay. So that being said, enjoy a long, happy and safe holiday weekend. And think there's gonna be a Father's Day in there somewhere too. No, there will be. Happy Father's Day to everybody. It usually gets next Thursday. Yep. The Trump. The Trump. Yeah, that's what I meant. That's what I meant. That's what I meant. It's that important. That's what I meant. Okay. Well, we're adjourned in. One minute before.
