Thank you for the week. We just experienced what that family members and friends, but every day is thanksgiving. Just to be able to wake up and see each other's faces, be able to walk in this room tonight and be able to be greeted by folks we we care about, folks who you care about. So we just want to say thank you. Now we're not going to trust in ourselves. Tonight we're going to trust in you because you said if we do so, that you would guide our past. The next Ridge League of Cities dinner will be held on Thursday, December 12th at the Auburn Dale Civic Center. Social hour begins at 6 with dinner at 7. So that's nice right down the street from us. The light up lake Alfred Christmas parade will be held on next Saturday December 14 and the lineup will be at Central Park at 5.30 p.m. City offices will be closed on Monday Tuesday and Wednesday in observance of the Christmas holidays and City offices will be closed on Wednesday, January 1st, and observance of New Year's Day. With the effort of citizens in the community and local businesses, we were able to come together to help one of our own. As a token of our appreciation the city of Lake Alfred would like to recognize the following individuals and build business for their office efforts and contributions. See Jones Lawn and Tree, Chad Jones, Jamie Odom and Rodney Heith-Tester, Cam's Trees, Cam Andrews and Garrett and Monkey Business owner is Ray Elmore. The area covered by this request is 250.923 plus or minus acres. Okay, thank you, sir. Now I would like to ask City Manager to present the analysis, please. Thank you, Mr. Mayor. I remember fourth of this year, the City Commission of Food Resolution 28-24 for the modification of the Port Commerce and Logistics park, also known as Gapwood Grows, preliminary plat for approximately 250 acres of land located north of Old Hane City Road and the CSX Corporate Railroad in east and west of Delbert Collins Road. Plot request comprises four existing parcels. The current future land use district assigned are heavy commercial industrial and conservation and the zoning district designations are heavy industrial I-2, light industrial I-1 and conservation C&N. The final plot request meets the ULDC guidelines and are the current zoning designations. Since the plan application was submitted before the adoption of the new unified land development care, the staff has worked with the applicant to ensure conformance with the old land development regulations that were applicable at the time. The consulting city attorney, engineer and surveyor have also reviewed the plant requirements. The proposed final platt is consistent with the preliminary platt previously approved and modified by the city commission on November 4. The developer had submitted the estimates for completion and provided maintenance surrouties and by letters of credit and the amount of 120% of the engineer certified costs for phases 2 and 4 of the development for all remaining improvements to be constructed. These total to be $47,823.69 for phase 2 and $9,894.32 for Phase 4. So not a lot of infrastructure or stuff left to complete. Staff recommendation on this item is to approve Resolution 30-24 and just as a city attorney had previously suggested this is a conditional approval. Notice of substantive changes but they do need to get some signature blocks and other things just updated on their myelars before we can sign off on anything. So if the minutes would just reflect that that caveat and we'll consider that a part of the motion. Okay, thank you, sir. Okay, this is a public meeting and we are open for public comments. Mr. Mayor, just wanted just to clarify and to make sure this is the property that's north a little bit of the government center. Right, so this is on the other side of the track. Northside. The this area is you know not yeah this area is you know not yeah this area is just behind there so off the main road you won't see it from the main road it's it's all the way behind there. I did have one just one real quick question didn't have any bearing on the approve or not, but on the site, it's part, it looks like it's divided into two different things. Which part, I remember you said one part, which qualifies for the CRA and one part wouldn't, is it the spot on the left or the one on the right? So it's actually a north-south divide. So this entire thing is not in the CRA, the frontage part is, so the frontage area, the parcels that were visible from the road, I believe, are in the CRA, and then the back property, which is this one, is not in the CRA. Okay, so this whole part is not going to be there. Yeah, this whole part isn't. Should have put the government in the back, no. Well, I mean, at the time, figure out prime commercial on front edge. I think long term that that'll be like our lost leader in the sense that that'll drive more traffic into the area. Resolution 31-24, Eden Hills Phase two with maintenance and agenda item number three is resolution 32-24, Eden Hills sidewalk with performance. Resolution number 31-24, in resolution of the city commission of the city of Lake Alfred, Florida, making findings confirming the city's partial acceptance of improvements infrastructure and dedications. In favor of the public city of Lake Alfred, Florida, making findings confirming the city's partial acceptance of improvements infrastructure and dedication, in favor of the public City of Lake Alfred as noted on that certain flat entitled Eden Hills Phase 2 recorded in the office of the clerk of the circuit court, and for Polk County, Florida, and flat book 194 pages 24 to 41 of the public records of Polk County, Florida, authorizing the release of the performance security posted to guarantee completion of infrastructure and improvements within the Eden Hills Phase 2 subdivision, accepting a maintenance bond and accordance with the requirements of the City of Lake Alfred Unified Land Development Code for the substantially completed items of infrastructure, providing for conflicts, providing for separability, providing for the administrative correction of scrutinized errors, and providing for an effective date, general location, north and east of Cass Road, north of Lake Alfred, south of Grassley Lake, south of Old Lake Alfred Road and west of County Road 557. Further described as parcel 26719-000000-0222010 and 26270-000000-04020. The area covered by this request is 177.49 plus of minus acres. Thank you, Sheriff. And now the city manager, if you would please present the analysis. Thank you, Mr. Mayor. On September 8, 2022, the City Commission approved the final plat with performance bond from the applicant, JNBI, Development LLC, and the Eden Hill subdivision. The approximately 177 acre subdivisions located north and east of Cass Road, north of Lake Alfred and south of Lake Grasssey and west of County Road 557. The subdivision was developed utilizing the master plan community cluster provision. The development includes 65 acres of lake and 38 acres of open space. Phase 2 consists of 400 lots that are density of 3.59 units per developer by acre. The city approved the construction plans on February 4, 2022. So you received all state permits and the site is in the final stages of construction. The developer submitted the infrastructure estimates for completion and provided a performance bond and 120% of the engineer certified cost for all remaining improvements to be constructed, which total to 1.55748.71. So basically 1.5 million in some change. The owner has completed all construction in the performance bond except the sidewalk along Cass Road. Cass Road will be improved in a later phase and the developer didn't want to build the sidewalk only for it to be damaged and replaced when the road improvements occurs. As a result a separate performance bond specifically for the sidewalk's installation was requested to ensure its completion. The city has inspected all of their work in the subdivision, recommends accepting the infrastructure, the release of the performance bond, the acceptance of the maintenance bond, and the acceptance of a separate performance bond for the sidewalk. Resolution 31-24 allows for the release of the initial performance bond in the amount of 1.5 million, and acceptance of the maintenance bond, in the amount of $345,589.75. And then resolution 32-24 accepts the performance bond for the sidewalk, which is $197,466.50. The city's engineer and the city's attorney have reviewed and approved both bond instruments. Staff recommendation on this item is to approve resolution 31-24, accepting the Eden Hills Phase 2 with maintenance bond. And staff will be happy to answer any questions. OK. Resolution 32-24 accepts a performance bond for the sidewalk in the amount of $197,466 and 50 cents. And both the city's engineer and the attorney have reviewed the bond instruments. Staff recommendation on this item is to approve Resolution 32-24, accepting the Eden Hills sidewalk performance bond and staff will be happy to answer any questions on this one. Okay. Mr. Mayor, I'd like to make a motion that we approve resolution 33 20 I'm sorry 32 24 e.m. will sidewalk with performance mom. Second. We have a first and a second. All in favor say aye. Aye. Any opposed? That motion is carried. Okay, resolution number 33-24. Discontinuation of fluoride is our agenda item number 4. Like the asked city attorney to read the resolution 33-24 into the record place. Thank you, Mayor. Resolution number 33-24. A resolution of the city commission of the city of, Florida, repealing resolution number 2-82, regarding the flooration of the city water supply system and authorizing the discontinuation of the flooration of the city water supply system. Making findings providing for the administrative correction on scrimmage errors, repealing complicating resolutions, providing for severability and providing for effective date. Okay. Thank you and now I'd like to ask City Manager to present the analysis please. Thank you Mr. Mayor. On April 12, 1982 the City Commission of the City of Lake Alford Florida adopted resolution 2-82. And I was most impressed that they made it till April and were only passed two resolutions. So we haven't seen that in about ten years. Authorizing the fluoridation of the city water supply system. The fluoridation of the city water supply system is not mandated by any applicable federal or state law rule or regulation as a decision that can be made by the governing board of the local jurisdiction. fluoride has traditionally been added to the water supply to help with dental health and prevent tooth decay. Recent studies and attention regarding the toxicity of fluoride have called into question the benefits versus the potential risk of fluoridation, especially with the propensity to ingest potable water. Additionally improvements to dental education, access to dental care and products such as toothpaste and mouthwash likely have offset the need for the additive. Into the water supply studies have shown decreases in tooth decay for countries both with and without added fluoride. I don't have the graphic for the screen, but it was embedded into the analysis. And you can see just they've studied it for decades now. And you can see countries that fluoridated water, the rates of incident, they gauged it by 12-year-old children. You can see it's been in systemic decline since the, when they started tracking it in the 1970s and 80s. And then you can see the ones that don't flore it at the water and they've had almost similar results to just the decrease in tooth decay, you know decay over that same time period. Additionally, it's an upper of that. A removal from the water supply would likely allow individuals to make their own healthcare decisions regarding fluoride treatment. Again, if it's already in the water, the decision's kind of been made for you. And again, if you're just drinking water, then you're actually ingesting it. Whereas, if you had a fluoride treatment or the like, you know, no different than we go to the dentist's office, you know, hey, go ahead and spit in the sink, you know, after you're done, don't swallow. It had approved that proposed resolution would be submitted to the Department of Health to request discontinuation of adding fluoride to the water supply, it is important to note that while this resolution will discontinue the added fluoride into the water supply, that fluoride is a naturally occurring substance and will still be present in the water supply just smaller quantities. And some people kind of they don't understand this, you know, their stuff in your water. It's all about the question of how much. And so that's actually what precipitated the original studies as that they noticed. Wait a minute, some kids in certain areas didn't have this level of tooth decay versus others. And when they checked the water, well, that those areas for whatever reason had naturally higher levels of fluoride. So, you know, again, we're not putting a disclaim. We're not putting out a guarantee that there will be no fluoride. So, you know, again, we're not putting a disclaim. We're not putting out a guarantee that there will be no fluoride in the water. All this is doing is just taking out the amount that's currently being added. I spoke with the utility director, John and I have had this conversation on and off over the years. There's no objection from city staff. I think from an operator's perspective, they would be glad to be rid of it. It's just one more extra step in the process and they're dealing with concentrated fluoride which is very as a hazard of substance at the intensities that we have to deal with at the plant. So it's just one hazard of chemical that we don't have to deal with if it's approved. So you're not going to hear any objectives from John. You can see I'm shaking his head in the back. And so staff recommendation on this item is to approve resolution 33-24 and staff will be happy to answer any questions on this. Okay. This is the public meeting and your comments and questions are welcome this time. If you have any, please come forward at this time. Seeing none, I'll close that up option and we'll move to city commission comments. This is a man, I like to state that every since click out was that tradition of the war, I've been drinking the war and I was at all at the same time. I have all that I think. So it is not a state-relevant situation on the U.S. to say it out. We just say it, taking it out. Well, how much it costs, it's still the continuous. Well, the cost is minuscule. I think it references it in the resolution. We might spend like $8,000, you know, per year. So it's not really an expense-related line item. You know, it's just a question of, again, Winter Haven did it recently. There's been more attention. Several residents reached out to us, you know, and asked us if we did it. I saw there was a one-arigal and just want to present the action item for the commission, you know, because, again, based on've seen that there's marginal benefits of putting it in there because to the case already You know systemically it's almost the same level for the ones that do for that and don't you might just have the better genetics there Mr. Maltzby you know with the teeth which again a lot of a lot of that comes back to that So no the cost is minimal. This is this a question of if there's no benefit and there's questions, you know, as to, hey, is there a potential on downside negative? Is there a downside to it? And there's no real potential upside based on the studies, you know, really why why continue doing it? So that that was kind of the narrative or at least my thought process. And then we just want to present it to the commission since it was a topic of recent discussion in Winter Haven recently voted to take out their water. Take it out of their water as well. Well, you've done a good job. They keep my teeth on my mind. And I would'm to get this service. You were already doing a good job with the treatment of a woman, but maybe not. That's the question. Yes, of course. Yeah, I agree with that. Okay. Any other comments? I, over my 20-something years on the commission, have brought this up several times, asking that we discontinued the floor a nation of the water. According to the Florida Statutes, or Florida Statutes, it requires that each local government adopt cybersecurity standards at safeguarded state of information technology and information technology resources to ensure availability, confidentiality, and integrity of the NIST Cybersecurity Framework, or CSF 2.0, provides guidance to industry government agencies and other organizations on managing cybersecurity risk that offers a taxonomy of high-level cybersecurity outcomes they can be used by any organization regardless of its high-secret or maturity to better understand assessed by oratizing and communicate its cybersecurity efforts. City of Lake Alpert proposes adopting doubting the cybersecurity framework developed by the National Institute of Standards and Technology also referred to as the NIST cybersecurity framework dated on February 26, 1024 along with any future revisions as the city cybersecurity standards. So this is a requirement under state law that we need to do. And so, you know, if we're approved, you know, we'll work with our IT department as well as our consultant IT, you know, just to make sure that we're following these standards. But from my understanding, this is a pretty boilerplate, you know, this isn't just us. This is going to be in quite a few organizations. So I think it's just formalizing the framework. IT has been a bit of a new frontier for the last 20 years, especially in local government. And it looks like they're just trying to, you know, again, protect it, but also just streamline it, you know, to make sure that it's kind of interchangeable parts in between organizations and just adopting best practices. So staff recommendation on this item is to approve resolution 34-24 and as stated as adopted this will kind of automatically as it changes their standards. We kind of automatically rolls through so it's almost like an adoption by reference and then we'll again we'll continue working with our IT professionals just to make sure we're in compliance with the framework. I mean, as you're doing different things, there's going to be different costs. I know there's no cost to adopt with standards, but... That's a good question, Rosemary Deoli. I think as we get into it, we'll know it. IT is just becoming more expensive, inherently, just as the threats become more sophisticated. As the commission may recall, Amber Deaton, who kind of doubles as our IT, I won't say director, but at least liaison. We've made significant investments, upgrades to hardware, software, firewalls to kind of get us caught back up. So I think we're in a good spot now, but I think it's an ever-changing and evolving environment, whether this specific adoption increased cost, I think whatever these standards will be are designed to protect and to keep up with the current trend. And I think the cost increase will just come as a result of the actions required to make sure that we're protected. And that's something we budget for every year. If I identify any direct cost as a result, I'll be sure to update the commission on it. Thank you, sir. Now I'd like a city manager to present the analysis, please. Thank you, Mr. Mayor. Just as a kind of procedural note, you may see that the the bid award is actually struck through on your agenda and all that's happening there is the resolution is basically taking care of that. I kind of caught it in the analysis, so I wanted to present the bid just so that the city commission could see that hey, we shopped this we looked around but the formal action is actually the piggyback because we're piggybacking on St. John's procurement and so you're not really considering other biz but I just wanted to share the commission that staff did our due diligence and we looked at multiple vendors. We did we didn't just pick the first one out of the phone book and say, yeah, let's pick you back to their contract. So you can see the different, you know, top line recreation, 516,000 miracle recreation, 528, and then game time, 520. I also wanted to share the prices because we've never invested in this type of playground before and say if you're not familiar with this type of these types of recreation projects, you can have sticker shock the first time you see it and you go, oh my goodness, I have no idea a playground cost a half million dollars. So I also wanted to kind of take the sting out of that as well and show, no, it's a half million, you know, pretty much any way you cut it if you're going to go with a top-tier, you know, investment. So the city is continuing with its investments and parks and recreation with the Phase 3 of Central Park to include a top-tier playground. City has budgeted 750,000 for the improvements and associated site work. City staff has worked with several different companies on different designs and layouts and has recommended an ADA compliant playground from top line recreation. The following quotes are being presented to show a comparison between similarly specified options but the official procurement is being done through the piggyback. Again, as I referenced, top line recreation, $516,669, and $0.30. That's the one that we're recommending and what the piggybacks tied to. We also received quads for Miracle Recreation, 528,000, as well as Game Time, 520,000. The St. John's County selected top line recreation through competitive procurement, which was compliant with statutory requirements. The City of Lake Alfred's purchasing policy allows us to pick you back on other governmental agency's bids or agreements that were competitively procured. Resolution 35-24 authorizes the city to use the St. John's County's procurement process or their selection. The playground will be located in Central Park and the Northwest corner and the shaded area north of the parking lot and west of the basketball courts. The remaining budget will be available for other improvements including landscaping, sidewalk connectivity, and seating areas to include brickney walls that border the playground area. This is going to be a top tier investment, not that we're all compared to the Auburndale playground, because that's probably the best example of a local nearby jurisdiction. So this will be on par with that level and of course a newer facility. Emily is very excited about this project. She's spec'd out most of it and then I worked with her on it but the focus will be on ADA access. So this will kind of be that primary playground. You know, to make sure that we have a truly accessible playground, when that will help with the project as well from the ADA coordinator side, we're real excited about this project. I know we hear that from the community. Okay, what's next? What are the next steps? You know, the basketball courts that we put down there just getting constant utilization. We're getting interest from, you know, local sports leagues for the field. I think this will kind of be the next step there. We've already got the parking. Parking is one of the hardest things with any projects. We've already got the parking lined up. We've got the angular parking on the side and then of course we've got the primary lot. And so that's going to go right there in that corner between the parking lot and basketball and we'll try to utilize as many of the existing trees as possible. So we've already got built-in shade and then we'll go from there but this is going to be again super nice if approved. You know we'll work over the holidays to get them lined up and organized and then hopefully turn them loose here, you know, breaking ground, going into the springtime next year. So very exciting times and more to come. So staff recommendation on this item is to approve resolution 35-24 for authorizing the City of Lake Alfredo Utilized, the St. John's County ITV process. And with that also comes the authorization to execute the contract with top line recreation in the amount of $516,669.30. And staff will be happy to answer any questions on this. That is being approved as part of the amendment to the agreement. Thank you. Any city commission comments? I just was going to ask about the parking along Glen Cruton as that. Slated to be improved since this will cause more guests to visit. That won't be a part of this phase because Glen Crouton is on the opposite side of where this park is going. We're going to leave that for the master plan process to kind of massage out, you know, the different options there. This one predominantly, I mean, people are going to park the closest, so they'll use up the angle parking for if we've already got folks at basketball that use it to. But it's already full. It is. But the good news is we've got that full parking lot there that's going to be directly adjacent. And so we're going to make it very inviting with sidewalk connectivity and like umbrellas and other things and seating areas so that it will integrate well to that parking lot and will encourage more use of the parking lot as a result of this. I just have a couple of comments. One I'm excited that this is coming to fruition so we laid out the plans, you know, kind of do the step-by-step approach, but if we're getting close to finishing that one. Since we did come in under budget, I know you talked about some of the things that connectivity that we might do. Is there any kind of design that would provide a decent amount of shade? Because I know in that area before there were trees, but obviously I'm assuming that if there are any trees left, they're going to be replaced by this. We're going to try to integrate as many of the trees as we can. Some will have to go and we'll, you know, some of the unhealthy ones, but we're going to try to leverage the existing shade. Actually, an Emily kind of worked on this too. We had to put the vertical structure that you see there. What kind of as we design it, we had to make sure that that went in a certain area so that it wouldn't impact other overhanging branches and the like. So there's going to be shade coverage on quite a bit of the playground. There might be a gap on the north side as you get closer to the road and then we may look to either plant a larger tree there to get a head start on it or if we need to put in attention shade structure we can look at that. The additional 250,000 we've got runway on the budget because of course you know nothing ever comes in directly 100% on target but that's for those additional sidewalks. This quote is specifically just for the the port surface and the playground. All of the sidewalks and the little brick walls and things like that that we're going to do to create additional seating. That's what we're going to use that additional 250,000 for. But we'll plug in any holes and shade if we need to. Thank you. And the other question is, I just was looking at the actual bid from top line. This might be a question for Emily. When they say the sports team, sports team, the acting area, you know, with multiple colors, what exactly does that entitle? Is it poor in place? Is that it? So that's the... I'm curious what that means. That's what... Yeah. If you don't mind. If you don't mind. Nothing red. Emily's dying to try and they can't hear. Hey, the bucks are red. You can pick back on what he's asking. Is that surface of the colors going to be that soft? What do you call it? It's important. The servicing is it's like super ADA friendly. So, even though mulch is like ADA inclusive, it's so very difficult. It counts for the inclusivity, but they can actually roll it. Especially when you think of kids on the playground. It's difficult for them to roll around in the mulch. So, this one, and then you can see on a different angle like the flip-flops side of this playground as the whole thing is a ramp. So it's like super friendly. They can play on the playground system. They don't have just like one place in the corner that they can swing and they can't play with the other kids. So because the system itself is so inclusive, we did before we played flooring so that way they can roll around and they can play all of it. Yeah, it's kind of like a rubberized bouncing material so it's going to be great. But it's great for the sayable body kids as well because it's less messy and it's really easy maintenance-wise. There's minimal maintenance to it but it's a lot easier than just grass growing in it or mulch. Just as far as the sport, you know what they're talking about when they say sports things stuff? Yeah, so if you get really detailed in it, the, so on the top left corner, that is actually like a pretend concession stand, so that's supposed to be like, you know, part of it. And then the lines on the part of the blue part is like see how far they can jump any distance thing and then also that wall right there yeah that's to see how far they can measure how far they can jump and then the the climber on that far part if you can scroll in the it's actually like a ninja warrior wall so like that's like so they can run up the wall and see if they can grab the top of it that in the middle right right there and then on the other side yeah there's like on the top you can kind of see the red part there's like there's like baseball and basketball and it's like the whole thing itself is sports being because this part is like sports right so we went really full sports like the bright colors this was supposed to really go to the sports team. So like we're talking about, you know, if siblings of people playing football or the other sports that are going on, they're going to come play here, or even if they're there and they want to practice jumping, or see how high they can jump or practice on the warrior wall as part of their workout and part of the recreation there too, they've got a place to do that. Can anybody, and this is a massive audience as well, I think you may share it, can anybody think of anything else that they might, in a fair way, would think of anything else that may or may not want to deal with? They may not really see, are there swings up there or not? Yeah, the Bond Park has swings in that yellow one is an ADA swing at the very far, like a kid's bucket swing. That yellow one is almost like an upgraded tire swing. So it's a really, really big tire, but it's also ADA friendly. The way that the C is built. And in that big spinner, this is a rope climber. They love to climb on the ropes. That's very trendy. That also spins. So it's like a merry-go-round and a spinner. It's like a merry-go-round where you don't get killed by them. Yeah. Yeah. They don't make them anywhere. But yeah, the love of spinner. So we've got a few smaller elements on top of the system. There's several slide elements on it. Lots of places to climb up and enjoy the system, but also to play around as well. Yeah, so I want to give Emily credit on this. You know, we spend a lot of time going back and forth on different designs and she's got experience over and clear. Apparently these things are like super popular. Like those little, what do they call that? So this is the new spinner. I never even knew what that was. They're so popular. So that's how they're getting, that'll get more use than almost anything else. A lot of thought went into the different concepts. We looked at things that might have been like zip lines and the like, but we also factored in maintenance and just injury risk. There was a lot kind of went into this, and I just appreciate Emily's attention to detail. There was quite a few debates that we had back and forth about, well, are we going to go with the turf grass, you know, the artificial versus the poor in play. I was a poor in play, skeptic coming into this, but then just presented me different information on maintenance and we saw different concepts. I think we tweaked the color scheme a little bit. Yeah, I think the first version might have had too much red in it, and so we'd back some colors out on the light. But I think everyone's going to be real happy and real proud of this. And if I could take a minute just to emphasize that, you know, in my time, and I'm sure some of the other commissioners that have been, you know, part of the city longer, I mean, I remember back in 2012 when we would have been cutting in the river and I remember because we did cut the river and when we did like a $15,000 pavilion down and was pavilions of loose-term. I mean just like a covered structure to put a picnic table underneath that we were so happy and ecstatic that we got $20,000 from CDBG in order to do that that we made an event out of it. And then again, 12 years, 13 years seems like a long time, but in the scheme of cities, the fact that we're sitting here even not only seriously talking about it, but we're able to do it, and not only that, we've got the money in the bank to do it. It's just very exciting times, and I would just like to thank the City Commission's leadership and their consistency and diligence and not changing directions every six months or two years. Just that consistency and deliberation to be able to get to this point. It's just a big win. So thank you all. Thank you. What's the age group of students? The kind is identified from 5 to 12. So what's the age group? Emily, if you will, kind of walk us through. And you, again, these are all things that Emily has sought through. And I think spot on. She's got different ideas for what this playground is going to be versus what we might do at Mekai or even other areas. Emily, if you would just walk us through that. So you're right. Mekai is 5 to 12. So normally playground systems, you do 2 to 5 or 5 to 12. This system is specifically designed for 5 to 12. However, because it is the ramp, so a lot of the problems with the 2 to 5 versus the 5 to 12 is they have a hard time getting onto the system because they can't climb up the stairs or it's dangerous for them, but because of the ramp they can still climb up or walk up most of this playground. So the 2 to 5 range can also still play on this very easily and very safely. And then the main nature, I think, that we're going to be using this is also like because the elementary school is so close, like we are going to have a lot of elementary school each kids for the playground. So we really focused on the five to 12. But there are elements and things for the two to five year olds to play on as well. And we will keep that in mind. We have some other playgrounds like in the master plan of things coming forward, that will make sure we'll include systems for 2 to 5. But this one was really very focused on like the ADA inclusivity part. And then the next one, you know, what we can add to the 2 to 5 system as well. So just got a recap. I think what Emma's because of the ADA accessibility, it makes it more accessible even to younger children as well. So it's kind of a one-stop shop, especially for Central Park which is the more intensive playground we want the fun stuff. Yeah and in the 88 systems they take up so much sports space. So if we had a non-88 one that was a smaller system where it's like just the tower we could have done 5 to 12 and 2 to 5 but because this one's so large because of the ramp system, we were a little bit more confined on the space for it, but yeah, it really takes up a lot. Like with the basketball court and the civilian that's going in, it's going to be a lot of really nice space used in that side corner. Thank you. I have a quick question. Is there specific hours to this? I know our basketball courts are illuminated at night. Is this going to have illumination on them? This does not have plans to have illumination. It is, there will be a little bit of spill over from the basketball court. We don't have lights planned for this playground. That doesn't mean we can't in the future, but it's kind of going to tip in on usage. How much of a lot of five roles of operations. So in other words, if we're going to post something that we'll have like park rule signs and things like that. And if we do kind of like the perimeter or knee wall and things like that, we'll be able to control access points and then we'll put like signage there. I would imagine we'll probably have like antique lighting, you know, similar said we're not gonna go for big overhead type lighting, like you would on the basketball courts, but no, we'll have pathway lighting and antique lighting that'll kind of keep the general area lit, and then we'll post those hours of operation with the park rules at the entrances. One additional thing, are there benches or anything for parents to sit back? Well, I don't see that. There will be. There's a couple if he really is zooming on around the edge, but with the knee wall, a lot of them will sit on that, but we will include benches in the design with extra trash fans and there will be a lot of seating in the civilian as well. Right. So that was just less than learned from my time in Auburndale. Like, they have benches but the brick knee wall that kind of perimeters the playground that turns into everyone uses it as seating and said that just provides more flexibility and then also to remember this is just kind of on their CAD drawing or whatever but we'll have the play or the pavilion that the commission previously approved that's going to be going in between basketball and this so there'll also be the pavilion right next door, which is fairly large. So there will be picnic tables. Folks that want to have birthday parties and things like that, they will be able to utilize that as well. I'm good. Thank you, Ellen. Like to have city manager to present the analysis please. Thank you, Mr. Mayor. The city's wastewater treatment plan was initially constructed in 1954 with the last significant improvements and was that was performed approximately 15 years ago. The plan is showing signs of where, in addition to older technology and limited capacity to accommodate future growth. The proposed project was as been planned for in the city's capital improvement program, 10-year facility plan and wastewater master plan will upgrade the facility expand treatment capacity and include advanced nutrient removal systems to improve treatment standards of the effluent discharge from the plan. On June 14th of this year, the city of Lake Alfred issued the RFQ for consultant professional services for the wastewater plant improvement project on demand star. There was one submission in which the city selected CPH consulting LLC on August 19, 2024 at the regular schedule or regular health city commission meeting City manager was authorized entering and negotiations with CPH CPH will obtain the services of a geotech engineer for soil testing and bores and in electrical engineering from the design, the electrical and scatter system. CPH staff will do the survey, architectural process engineering, MEP and structural engineering in-house. Alump some fee includes out-of-pocket expenses and will be identified in periodic invoicing, including such items as transportation and subsistence of principles and employees when traveling and connection with the project, as well as other associated expenses. The city is participating in the Clean Water State Revolving Fund program through FDEP, which is for this phase is allowing for 80% principle for dizziness or 1.36 million associated with this project's debt obligation phase. CPH is engineering lump sum fee for the design and permitting services. Described in the scope of services is 1.7 million. So again, with the 80% principle forgiveness that we're receiving, we're going to get 1.36 million back. So not a bad deal, all things considered. Staff recommendation is to approve task order number six with CPH and the amount of 1.7 million for the expansion design of the wastewater treatment plant and staff will be happy to answer any questions and we've got we've got John here in the back in case there are any questions on the wastewater plant. Okay, agenda item number eight 2025 public meeting and holiday schedule I'm a task city manager to present the analysis on this please Take a minute the city commission will consider approving the schedule for the city commission planning board zoning board parts and wreck board Special magistrate Code enforcement here is general employees retirement, and the police and firefighter retirement forces. Effectively, the calendar for all of the regular meetings for the year, any dates are different from the regular schedule are highlighted and the September City Commission dates may change based on budget hearing requirements. Notable proposed changes include removing the first meeting in January. The second meeting in January will be a Tuesday to accommodate the MLK holiday and then also remove the second meeting in June and remove the first meeting in July. I previously updated the commission on this and then sent out kind of a follow-up kind of analysis on it, you know, as to the reasons why. You know, staff recommendation is to approve the proposed 2025 public meeting and holiday schedule and effectively the narrative. It's almost like having a by-week in your regular season. It just allows. The same work is being done. We now currently, the charter requires one meeting per month. So again, we could have 12 meetings per year. Some smaller cities do have that to where they meet once a month. We've always done twice a month, first and third Mondays. We've canceled the second meeting in December. So this is actually our last meeting of the year. And so this would just cancel the proposed schedule would cancel three more for a total of four. So the charter requires 12 meetings in a year. We would meet a total of 20. And what this would do effectively is, so the same business is conducted, it's just intensified into those remaining meetings. So that would kind of be it. So it's not that less would get done. It's that we would just kind of organize the calendar accordingly. What it would do though is allow for staff to kind of rotate off and focus on other things. As I kind of fit in the update, you know, staff is always engaged in agenda prep. Because when we finish the meeting, a normal meeting Monday, when I step into the department head meeting on Wednesday, that's when we go around with all the department heads, what we've got on the agenda and we look six weeks in advance. Then we go into department heads, have to get us their information, then we step into the following Monday and that then becomes the agenda prep meeting with the city attorney. What is Seth need for resolutions, attachments and the like. Then that Wednesday I have an agenda sufficiency review meeting. So any department head, anyone that needs an action item, your stuff has to be in by Wednesday at 3 o'clock or I'm cutting you off. You miss the cut off and you got to go to the next meeting. A lot of times I'm waiting on other applicants. So then we then draft, they have the draft analysis, the city commission then gets the draft agenda on that Wednesday. Then we've got two days to get all the final attachments in order and then that Friday the packet goes out. Then Monday City Comm- is like Groundhog Day. So then Monday City Commission meeting and we, and it's a well-reiled machine. I've been doing it for 13 years. I haven't missed a meeting yet. We just kind of plugged right along. What this would do is if we have those given breaks, A, that would facilitate, these are kind of the dialed down times a year anyways. Christmas time, New Year's, there's relatively fewer action items. Summertime that kind of drops off right as school gets out and fourth of July, not only on the city side, but also the applicants. So the other engineers, the other attorneys, they kind of dial off or they'll at least kind of ebbel after on that time frame. So that's the thought process is if we can use that, lend it myself, others, we can focus on things other than the agenda prep, we've got a lot of projects coming on and things like that and so that allows us to give us some of that focus. And then again, it's still the same amount of work being done. So it's a little bit different. It's just being presented as a concept. Staff is in favor of it, but ultimately, you know, we work for the at the pleasure of the City Commission. If you guys want to keep the same schedule, it's nothing that we haven't done before and nothing that we can't keep doing. Like I said, I've been doing it for 13 years straight and haven't missed a meeting yet. It is working. This is just being proposed as an opportunity for discussion and maybe a change of pace. With that, I'll turn it over to the commission and audience and any questions that you all have. I'll be happy to answer. Thank you, sir. Again, we have a public meeting here and your comments and questions are welcome. If you have any comments at this point We'd welcome that Seeing none I'll close that for public comment and open for city commission comments I Understand that the city commission I'm in the City staff and the City Manager, could use some extra time sometimes between meetings, especially some of these ones that have like 300 pages agenda, which we love. And obviously I trust that this is a necessary thing. And we're also growing and there's going to be more things coming all the time. My only problem with this particular schedule weeks between the meeting. And I think it could be rearranged a little bit to where maybe you skip the first week in July, but you keep the second week in June and then skip the second week in July. So you're still going to be getting the three or four weeks in between. Because when you have people like Mr. Nangle, for example, who want to come and talk to the commission and maybe he called and said, well, when's the next meeting I want to talk to him. We say, well, it's in seven weeks. I feel like that might be a little bit exorbitant. So I would ask that maybe we look it over and rearrange it a little bit. Still get the same number of meetings, but maybe don't have seven and a half weeks. Then almost when you say we have to have one a month and if a month is technically four weeks you're just kind of squeezing out the semantics of it being once a month. So that's my comment. My comment pretty much is it took you 13 years and why didn't this come up a little sooner? Because I mean, that's the holidays. And we're doing Christmas break and stuff like that anyway. But you got the holidays. It's basically both around the holidays. And I assume that's normal time for start to take a vacation. Can't have everybody go off at once. So one director goes this week and next director, you know, Brian gets a vacation as well. So I'm definitely in favor. Like I said, my only I'm the chiefs in the back, you know, anytime off they we don't want people getting burned out. What's I'm sure you guys are all, you know, everybody is looking forward to the end of the year. So I'm definitely in favor of this. I think you guys put a good time to do it if you're going to do it to get a break then some than summer time and holidays make sense. And to that I would say that the first week in the first meeting in January would have been on the 6th, so it would have been only four weeks between December and the January 6th, then skip the second one in January, which is Martin Luther King Day anyway, and then go to the next one which would be the first meeting in February. So then you're only going to have three or four weeks in between instead of seven and a half. That's my only objection. I'm great with if you want to change the number of meetings, but I would caution us to have that big of a break because you'll put yourself in a position where you might have to call special meeting just because we might have something come up in that period of time, we've had that up in that period of time. We've had that happen in the past before too. Or we might not want to come back, right? Well, there would be a period of adjustment. So again, it is kind of a break. I took some inspiration from the City of Tamarack. They were a city that would take like almost like a summer break. And you think, oh, how does the city ever do that? And you figured they probably had snow bird commissioners at one point, you know, back in the 50s, and they're like, we don't have a quorum. We're heading out of here into where they would shut down for a couple of months and then come back. So I think it's just a potential change. You know, whatever the commission is comfortable with, if we want to try something different or if we want to give this a try and see if it works, it's really kind of purely at the discretion of the commission. This was just kind of a concept that I wanted to build off of and build around. Well, and if there is issues, I mean, this staff is, we still have, you know, the cities don't work in. So they can still always call, right? Oh, any customer, and I've always encouraged that, even to folks that I thought, I'm like, you're more than welcome. Of course, come to the city commission meeting, but, you know, even if you got to wait till Monday, sometimes that too long, even if you're on a Friday, it's like, can I help you? And then we'll send out the Calvary if we can. If we do run into where we're calling special meetings or, okay, we might need to scrap that part of it, though, is just educating the applicants and getting them used to it. And we communicate that even now. That was part of the reason why we worked so hard to get the plat done because I told the Apple, can I get you guys don't get in all your stuff sufficient, we're not coming back until January. And so it actually puts motivation on them to get more organized and get their stuff in before deadline. So it can work either way. One of the other issues for me would be a lot of times we get mail here and I'll get the notification of event the day after the event happens. We would run mail during that time frame just to the lot of times you're waiting on the dius and sometimes that can even backfire and if we've got the extra Monday or as the vice mayor suggested oh hey I got a notification for an event so that would just staff what have to adapt to that and just run mail, you know to the commission, which is something we'd be happy to do. Anybody else? I had an opportunity myself today to visit with Ryan on this same issue and I'm comfortable with his recommendation here. Again, I wouldn't, you know, a lot of us, if you're going to schedule something out, such as maybe a cruise or something, you get those things planned, you know, a two-year-year and a half in advance. So, again, it allows you to make schedules for certain things well enough in advance that you can arrange to be here for these meetings or again if you need to miss a meeting at least it's planned for and we run that through before it all happens. So we're not here for the pleasure of our vacations. We're here for the pleasure of this. No, but I understand that it's been over the course of the year and whatnot. We do have family and things that come up that we do like to try to schedule and be able to attend. I and just while you say that, I'm sad to say that I worked for a gentleman here for 27 years of my career and he passed Wednesday before Thanksgiving and his services were tomorrow morning and his dissertation was tonight in Atlanta. And I would have been there, but I was there with him for five hours last weekend. And again, things come up that we can't avoid but there's again there's opportunities to be able to schedule things in advance so that's all on this. Mr. Mayor I would be in favor of just this year just trying to try it out and see how it goes if we can always change things and it's not like a 10 year. It's at one year startup and would say that we would do this number of meetings, but instead of canceling the sticks to January, we would hold that meeting and cancel the 21st. And then in June, we would cancel the first meeting as July and have the second meeting in June so that you don't have such a big break in between the meetings. And that's a motion. Okay. So, do we want to recognize as a motion? I need a motion. Okay, do we have a second? A second. Okay, we have a motion and a second. We want to roll on that. Could you just roll on that? Yeah, I didn't see anything wrong with what was proposed and just to try it out for a year. So we can do a row call if you want to. I would just leave it as it is and kind of like what Commissioner Dermott said. These are the holidays. It's not like we're suggesting to take time off during busy seasons or anything like that. Yeah, so if we were able to vote no for this, then we're able to make an emotion to do what I was going to do. There's a motion in a second on the floor. So I think two individuals up there were just kind of confused. They're taking their real proven to the motion. Just for verification, Vice Mayor Daly, would you please restate your motion? I made a motion that we stick with the same number of meetings that is proposed in this schedule, but that instead of canceling January 6th, we hold that meeting in cancel January 21st. So that way we have four weeks instead of seven and a half weeks between both of those meetings, so that's going to happen twice in a row. You're still going to get the same amount of weeks off. You're just going to move one of them two weeks earlier and then do the same thing in June. Cancel the one that's the second, keep the second meeting and June council, the first meeting in July, so that you still removing your meeting, you're just spreading an amount more and not having such a big gap, which like I pointed out in this one, it's seven and a half weeks and seven weeks in the two seasons that I feel might be unnecessary for, you know, just for citizens. And that motion was seconded by Commissioner Maltzby and a roll call vote was requested. Okay. So mayor Okay, so Mayor Fuller. I vote yes. Vice Mayor Daley, yes. Commissioner Eden. I thought I'm going to go through I'm gonna you know if it doesn't go through I'm just gonna approve It was there because that despair was to give people more time out during the holidays, so I'm voting no Commissioner dearman no Commissioner Maltsby That's fine. Very good. That's fine. Well, again, I appreciate the consideration there of, again, kind of echoing vice-merge comments. It kind of gets the time off there and that will allow us to kind of adapt and staff will provide feedback. So, as the calendar goes, I mean, you'll see it kind of how it works its way through, but at the same time, if we see any issues or friction points I'll communicate that that's a commission. And then could you recent the whole thing for clarification? Yes. Okay. So that motion has carried been, uh, where it was passed three to two. Okay. I'm gonna defer now to the city manager For this next item this one said the city attorney added an item on and I'll just kind of if we can turn that over to him He'll just kind of walk us through. Okay. That's fine The city of Lake Alpren the of Administration received the time-sensitive matter involving the State Revolving Fund Amendment 4 to loan agreement, DW530510, City of Lake Alfred. Generally, it has been our practice to bring back the amendments along with a resolution seeking your authorization to approve and allowing or directing the city manager to execute any and all necessary documentation. So it's been printed for you. I believe we have we the city of Lake Alford has three weeks to enter into and send this amendment number four back for purposes of the state revolving fund amendment number four loan and we will bring back a resolution in January ratifying this decision and maintaining consistency with our general practice but also providing the caveat that any and all further amendments that are non-substantive in, authorizing the city manager to execute or to execute or negotiate any and all further necessary documents without having to bring back a resolution to the commission. Mm-hmm. Yeah, because they just, they keep making minor modifications and then we got to run back and do a resolution every time. So, this isn't a new resolution. This is just a... Now this is going to be... So you'll be approving the amendment number four, authorizing the mayor to execute same and I will bring back a resolution in January, ratifying that action in order to maintain consistency with our general practice of seeking that authorization be a resolution but also providing the caveat statement. So this will be the last resolution that comes back on this particular thing because it will just authorize future non-substative amendments. The only thing we would really run back is if there was a major change in like the appropriations or the budget impact to it. But if it's just minor, what they added like civil rights language one time, or you know, the attorneys love going back and forth on that stuff. So I just don't want to do a resolution every time CES counterpart gets creative. Okay. So if we were having a second meeting in December, we would be doing this in time for the deadline. There would be a resolution. The resolution would come back in the same format as what we just discussed authorizing the city manager to negotiate and execute those minor amendments. So we're pre-approving a resolution that we haven't seen. Yeah, well, the resolution is still going to come back to you for ratification. You're not approving the resolutions. Tonight you are approving the amendment number four because of the time sensitive nature of the amendment, but the general practice in order to maintain consistency will be to bring back a resolution for your consideration and approval. I'm just letting you know that in order to avoid this type of situation moving forward, there will be language specifically authorizing the city manager to negotiate next queue. Thank you. And whereas even as a director John was personally operating equipment and in the hole with his crews while being on call and would personally respond to any issues with the water or sewer plants, line breaks or list station repairs at any time day or night. And whereas while John's retirement represents a great loss to the city of Lake Alfred, the city is grateful for and has been made better by his many years of steadfast and dedicated service to the city of Lake Alfred and we wish him a long and happy retirement. And then I also wanted to let everybody know that this Saturday on the seventh there's a guided nature hike at the Mekai preserve. There'll be another one on January 11th, but this is a free hike with a guide with local history and talks about the plants and wildlife and it's only about a mile walk, but it's an easy hike and it's a very informative. That would be Saturday from 9 to 11 in the morning. We're also putting out a flyer looking for volunteers. We are going to start having some Saturday morning volunteer sessions to help with maintaining the preserve. We also always have our Monday morning where we have a great set of volunteers to come in and help to grow in the areas. I don't know if you've seen there's a greenhouse and we are propagating and there's a compost and there's a lot of educational things. So if you get a chance to come out and see what the volunteers do. And other than that I wish everybody a really happy holidays, Merry Christmas, Happy New Year, Happy Kwanzaa and Happy Hanukkah and whatever you observe. Have a happy time. Thank you. Thank you. And as I mentioned to your employees at our luncheon, I'm sorry I couldn't have stayed longer for that, but again I had a call, but it was important to see everybody there and was so impressed with the numbers of new people that we have coming in here. And it's just important that they feel the same willingness to give and to be part of a great operation like we have here. So I applaud Mark Reatt. You do a great job getting him over the hump to get in the front door. We just feel great that we've got you kind of leading that task. The Chiefs, both of you, thank you so much for all you do. We had, I guess it was week before Thanksgiving. We had the opportunity I worked side by side with Chief Odenheimer and our commissioners as we you know brought the the photo-enforced speed area for our kids to be safely you know getting to and from school and this city gets a lot just in the last three weeks we've We've had a Veterans Day. We made the ledger. This week we made the Winter Haven Sun. We made Fox News, ABC News. The city is making its mark in so many positive ways and to be part of that, again, it reflects on all of us. And I'm proud to, again, to have the group of people that surrounds us in this meeting every two weeks. And I look forward to each time we get together. So I look forward to our Christmas parade. Hope you have a great holiday. We won't go through every one that both helped the minutes. But just enjoy family and joy friends. We all have had sad and very tough decisions and tough losses, you know, not just me, but it's been a tough year. When you think you can't get hit again, you do. Again, nobody in, I don't think anybody in here worked for State Farm, but while we're to the one of the greatest ones, the best, best boss I had 27 years I worked for him. He always felt like he'd never let anything get him down, but I was glad I got that phone call on Saturday before Thanksgiving and Dev and I drove up to Atlanta and I spent five hours with him. We had a great conversation and just be aware that people's time on this earth is limited and just take advantage of being around them and have those conversations don't ever feel like you wish you'd said or you wish it had gone. So we're getting organized for that and you know that'll be a part of our long-term strategy. It's just a question of when not if they'll they'll eventually come in. I know the state won't have everything clean up and there's really a clean up. And you get all six thousand to see that we'll pretty good bill coming in once the year. Okay, thank you very much. If I can make a quick comment, I mean in that you can also, I mean could they even have been able to vote into the elections? Right. I mean to me that's a good talking point. I know a lot of times people just look at well our water bills can be $50 higher because sewer is on there. But I think that'd be an important point too because I've known people come up on elections and then they don't even realize they can't vote and then they go to vote and they get turned away on city elections. Yeah, we'll kind of have to be a roadmap there and some strategy. We actually have of all things the USF master's class that had to do a capstone project and one of the ones we actually gave them that as a research project for bringing that community in and looking at some of the issues. Now that they're grad students, it's not top tier consultants, but I'm curious to see what they've come up with and if there you know suggestions or ideas or that we haven't thought of will incorporate that into our strategy one more thing we we've been telling about it for a good while that's the group of soul and they have I think I don't know, that was one of my platforms. I got to get to go, we could buy a red and they got to go on and get a little break. So, I was on that bank open and I knew that community, to be a boy and I know you'll do it. Well, we're going to get that one over the finish line for you, sir. I've heard that there's active serious interest from the major grocer on the 557 corridor. You know, nothing guaranteed yet, but stay tuned. This commission and just kind of where we're at and on I-4 and the full corridor, we've kind of set the stage to get that type of investment in Lake Alfred. And so I think the hard part or the hard work's been done now just certain dominance after fall. And I've heard serious act of interest from developers and again people that usually walk in higher circles when they start calling, you know it's serious because, you know, that person's getting paid 500 an hour by someone and, you know, they're not calling for, you know, small talk. At that point, there are serious inquiries on the table. One last piggyback off of that. Do we have an update hopefully sometime next couple of years when the county is going to run 557? I would think they have to have that in the first place. That will be all part of it. That will all be caught and stride. I'll reach out to my contact with the county and just see if they've got any updates. I've got to follow up with them on another issue. Actually related to that project so I'll put them on the hot seat and see if they can't give us an answer. The only reason why I asked is because I've been up for five years and we that was like approved when I came into it. It seems like it was approved when I came into it and you know it and it's moving. Yeah, the problem with transportation projects and even I chase at the frustration is that, five years is like one year in transportation, and transportation time. When you deal with the FDAT, I think it's a 10 to one ratio. 10 years is like one year. I thought it would be better since it was the county day. No way. They're is like one year. That's not gonna be better since it was the county they know us. Yeah, they're a little bit better. They were right away acquisition is very slow and costly. And then that project started off. We talked about inflation. That was the project that went from 80 million to 120 million plus in a three, four year period. So they've been chasing after it. But they're serious because I think they're finalizing the right-of-way acquisition. So we should, what I heard before was mid-25, 2025 for them to break ground. If I hear anything different, I'll update the commission. I think the progress is going to be good. All right, my turn to add one more thing. We've gone all night tonight.
