So that is why it's critical that we continue to try to get these grants into our counties so we have a way to supplement that five cents, which is the lowest in the state. $18 million in awards for homelessness, housing, assistance, and prevention, continuum of care funds, apprenticeship programs, emergency management. So we are doing a great job. I wanna thank our county staff for working so hard to get these grants and get more funding into the county so we can continue to provide good services. Thank you. We are voting to support AB 226 by Calderone. This is an act that would allow the state if requested by the insurance commissioner. And we hope that it's requested to issue bonds that could be used to finance claims, enhance liquidity, and increase the claims paying capacity of the fair plan. We all know how much homeowners are struggling with regard to insurance rates, especially in the high fire zones. We also see AB 462 from Lowenthal would exempt the construction of accessory dwelling units located within the County of Los Angeles and in any county that's subject to a proclamation of state of emergency, made after February 1st of 2025 from need for coastal development permit. This is important because we hope that these exemptions apply in our areas where we would be relevant. And then SB 283 by layered is a best facility legislation that would require the California Energy Commission and the Office of the State Fire Marshall to review and consider the most recently published edition of the National Fire Protection Association. 855 standard for the installation of stationary energy systems. This would be incorporated into our California building codes adopted after July 1st of 2026. It's a step in the right direction. I don't think it goes far enough, but at least it's a move towards providing some standards and requirements for best facilities. And then finally, my friend, Assemblywoman Diane Dixon, AB 349, provides something that probably our social services agency will appreciate, an adjustment for the supplemental cost for families who agree to be foster parents and requiring it be indexed to the California necessities index. So those are just a few of the important bills that we're voting on here today and thank our ledge team for putting all this together and also thank Amy Jenkins and our vets, Nick Verdiino, Steve Smith. I forget who else was up there, but went and spoke on behalf of Sharon Quirk-Selva's bill that got out of committee that's for exempting our Cemetery from the sequel process so we're doing good work here. And the healthcare coverage criteria would identify the number and percentage of shelter participants with healthcare insurance, including the number and percentage that are medical beneficiaries. The healthcare utilization category would identify the number and percentage of shelter participants who receive any form of medical care, including primary care, behavioral health, SUD treatment, throughout their stay at the Yale Navigation Center, or bridges at Cramer Place. And we would identify the number and percentage of shelter participants who access these medical services on site at Yale and at bridges. I did want to mention that if that's agreeable to the board to add those two, I see Madam C. O. shaking her head, yes, hopefully that's workable. And this sort of came from also an idea that was born out of a same-day solutions fair that we had a couple of weekends ago where we had close to 170 individuals check in to this event at the second Baptist Church in Santa Ana. We had 17 providers that were there including the Department of California Department of Motor Vehicles, a lot of other non-profits, HCA Public Defender's Office, the District Attorney's Office, probation, SSA and others, and they provided haircuts, they provided services, resources, and a district attorney's office was very, very busy working with people who had charges and others, things that were cleared from their record. So I met with the council member whose district that was in, council member Ty Fan, and she also made the suggestion if we can have some of those services be on site at Yale which is also in her ward. So just to suggest something for us to think about, I know that we have plenty of people at Yale that sometimes need those services aren't able to go and get those and if we can bring those services to them periodically. Maybe it's on a quarterly, maybe it's at least twice a year. I know that that's something that would be helpful, but that's just a recommendation. If those funds were liquidated into subscription temp, labor and admin costs, why are they still active in 2025? If Mr. Andrew Doe was involved in improving many of those of these contracts, how does he receive only five years while others are sentenced to 13 years for far less fraud? If restitution is ordered and it falls back to the county council and this board, who decides how its process and who gets protected? And lastly, does BTNT group LLC, DBA win an association operate within the proximity to this board? If I'm mistaken, I welcome correction. Under Supervisor Wands own FPPC, form 700, a 20 page economic disclosure reveals extensive financial interest and business ties. Under the Levin Act, a government code 8408, any elected fisher who has received contributions and entities with financial interest before their board must publicly disclose and recuse themselves in certain matters. So the question stands has supervisor when received many contributions from parties with matters before the Coastal Commission or this very board. Public deserves transparency, not self-selection, into oversight roles with economic entanglements. If I'm wrong, I stand to be corrected, but if I'm right, then this nominated nomination must be paused. Vetted and fully understood before trust is traded for title. Thank you. Thank you. And the districts were gerrymandered, so a specific race would win. And I'm not the correct one. So, last question, we had an audience filled with illegals. How many were your questions? How many were arrested? Absolutely not. Absolutely not. With sheriff sitting over there, sheriff's outside, no one arrested. Well, Eastern Europe has something to teach us. Yugoslavia, Czechoslovakia, Eastern Europe, the Soviet Union, they all broke up and they got rid of communism too. How about that? But they also got rid of empire. Empire, which is a euphemism for diversity, DEI, inclusion, all these nasty little words which mean empire. What you're going to get is an empire. Always west, manifest destiny, and who is your biggest enemy? The white Christian male, everything that has happened politically, all the laws are all based against white Christian males, even abortion, euthanasia, drug laws, illegal aliens used as a tool to destroy the real Americans what a real nation a real country not an empire not diversity not not something which is going to cheat you but something which defends your home defend your family and that ain't it folks so you keep saying the same things and it's a big fat lie. Over here, you repeat yourself over and over with the same thing. And you say nice things about everybody on the face of the earth except white Christian males. I am a civil engineer and civil rights activist. And I am here to report again and again that for 232 days I cannot get a signature on stipulation. We have in the board four supervisors you know what means stipulation. That means everybody the agreement's clear. I cannot get because of the corruption in family court. For the judges and their attitude, they are moral and ethical standards. The person who's supposed to represent them in higher courts is the chief legal counsel, Mr. Leon Page. And this is very important and very serious, because even in today's discussion, who pointed out to Mr. Andrew Dull? It was Mr. Leon Page, the chief legal counsel. He brought in the FBI, everybody, after him. In 2016 or 2018, Mr. Leon Page was a subject to article in Orange County Weekly, where it was a complaint that he brought in the entire Board of Supervisor stuff to prepare the materials for the elections for Supervisor Andrew Doe. So in 2016, 2018, he was ready to break the rules to help out Supervisor Dole. And in 2024, he brought in FBI after him. So the moral, the ethical standards of the person who is in charge of 5,000 contracts is very important. What he is doing and how he is doing it. And here about the today's discussion, Supervisor Nguyen, it's important to have a right judgment and sentencing. But at the same time it's very important to get the cooperation of supervisor, former supervisor Andrew Doe, because he, my finger, print a lot of people here. And once the sentence is very heavy, and he is not going to cooperate, his cooperation is a key. That's why the player bargain as a tool exists. It is very important what he has to say. How big is the problem? Let me tell you something. When you were a state senator. In 2002, Sharon Heeler, a director of VDD, was responsible for $30 billion in Basel from EDD system. Governor Gavin Newsom, thank you for a good service and retire her. She didn't spend one day in jail. Thank you. Esther? Yes, I'm here representing probably hundreds of thousands of bicycleists and we ride a lot in Orange County. We probably see more of Orange County than all of you do and we probably talk about Orange County than you do. And we're really concerned about not having voter ID. And so I would appreciate it if you would put voter ID as a priority to help avoid all the other problems with voters. Well well, you may or may not know, California is being sued for counting the votes after vote day, seven days after vote day. And you lives, and their fortunes for the right to live free and worship God's creator. They gave everything for our nation to have liberty and justice for all. Today I asked you this question. Did you swear on the Bible to uphold the U.S. Constitution for America, not the corporation? Part of upholding the U.S. Constitution of America is to ensure our election is safe and secure. In 2020, election fraud became very apparent in Orange County to the Orange County voters in US. COVID-19 introduced mail-in ballots, unmanned ballot boxes, drop boxes, laws were changed by state officials and not by the state congress, which is illegal. All election laws and procedures must be done by state congress, not my emergency orders. Male and ballots, illegal voters, dead people, people voting more than one time. In 2024, I went to the register of voters to observe how the process worked. In the area where the machine opens the ballots, there is no cameras or anyone overseeing this area. However, there are election employees in this area. I witnessed eight torn ballots out of a stack of 100 ballots. They were big tears. The signature verification is done rapidly by election workers. This is an impossible job. This job is not being done by signature verification experts. So-called official boxes, drop boxes, areanned, no cameras of ailments illegal according to election law. Certification and constitutional laws were illegal. You have failed at your job. The county roaming official register of voters spent five minutes telling me at the polling station where I was observing how to, how safe and secure the elections were. My personal opinion is if they were safe and secure, you don't have to convince the citizen. In 2024 there were 1,376 950 orange county voters. Register of voters final count for the ballots was 1,417,397. That's 40,447 more. Must have one day voting, voter ID, same day results, precincts of 1,500. The certification of this election was fraudulent. You need to take it back. We need our country back. Brian K. Is that the last speaker? No, the Brian K. The last speaker is the next one. Happy day. But I'll share with each and every one of you, especially you, Supervisor Win, You're doing the exact same thing that Andrew did. The only thing you're not doing is you haven't come down, shake in my hand, and thank me for the plaque I gave you with your name carved in it. You haven't even acknowledged that that occurred. It's amazing is Katrina Foley complained about Andrew Doe giving her grief for the first year of of her sitting up there as a supervisor. Apparently she forgot that for the first year that she was up there, I championed her. I argued against Andrew Doh. I stood up for Katrina Foley when Andrew Doh spoke negatively about her. When Andrew Doh didn't want to hear what she had to say, I was right there championing her. You imagine that? I stood up for her for a year. Actually, almost two years. Stood up for her. Now I can't even say that I stood up for you because she'll have me arrested for making a comment directed towards her. And it's a shame because, you know, chair Chaffee, you and I were getting long great for over a year. Met at the Sharon Quirksilva's campaign. Are you awake sir? Okay, we met at the Sharon Quirksilva campaign kickoff. I stood in the rain. I was the only person who listened to your speech. And after your speech, you walked right over to me and shook hands with me and thanked me for listening to you. And we just stood there and chatted like gentlemen. And supervisor Wagner, so we both come from Pittsburgh. We both hail from Pittsburgh where Roberto Clemente and a lot of great humanitarian and civil rights heroes come from. And you can't even look at me. You've all rushed to some unimaginable judgment because Gossi Appgarrion lied to you. You like being lied to? Supervisor Chafee? Chair Chafee, sir? Is there a reason why you won't spend just one minute, five minutes, and review my petitions? Review some of the petitions that other people have presented? Because if you did, you'd be able to look at me with pride. You'd come down here, shake my hand, thank me, and we won't have the federal lawsuit that we're looking at. Ysidro Sid Pineda was born in Los Angeles to Ysidro and Maria Pineda in 1973. He was joined two years later by his little sister, Marissa Pineda. He stayed in the area throughout his childhood and graduated in 1991 from Bell High School, and immediately after graduation he started attending Cerritos College and joined the Norwalk Public Safety Department. He later transferred to Cal State Long Beach and in the summer of 1990-80 traveled to Paris to study abroad where he met his wife Phoenix and they married three years later. He had three wonderful boys. He saw the opinion of the third born in 1997, Joaquin who was born in 2007 in Javier who was born in 2013. Sid joined the code enforcement department in the city of San Ana in 2005 and worked in various other departments including including sanitation and was instrumental in establishing the newly created solid waste enforcement department. He fought a short yet fierce battle with cancer and passed away at home on March 28, 2025. Sid, as you can see, was a very gentle giant. He had one of the most peaceful souls I'd ever met. He was a very, very big guy, but had the largest smile I ever saw. And he was part of SCIU, a part of their leadership, and cared about this community deeply. So he is missed by his fellow board members, by the residents in Santa Ana and all of us in this county. We are much, very much lesser with him, not in the world. He could fill a room just with his voice and his smile and his leadership and his praise of working people. And so we just want to, if you'll all join me in a journey and and Sid's memory and giving condolences to his family. Thank you. Sufizer Foley. Thank you. My first adjournment is for Francis or Sini. Otherwise known as Fran or Big or Big Fran. Fran was a friend and he passed away on March 14th, 2025, at age 86. He was recovering from emergency heart surgery when he passed. He was a fighter until the very last day. Born on May 21st, 1938, in Chicago,, Illinois to Nick and Mary Urcini, Fran grew up with three older sisters who loved to dress them up in their favorite outfits. From wearing dresses to playing high school football as a starting guard, Fran's tenacity as a young age, at a young age, foreshadowed his life in family, business, and the community. Fran met the love of his life in junior high, and he married Karen in 1962. They started off dancing, and I'm sure they danced all the way to the end. I loved watching them dance in the community at all the community events. After welcoming their son, John, in Chicago, the weather drove them west. They landed in Costa Mesa, where they had their son David and daughter Laura. In 1965, Fran seized the opportunity given by his father to run the surfer hamburger stand at 22nd and oceanfront in Newport Beach. There he learned business, employing his children and many young Newport Mesa students in their first jobs. Fran later went on to run other businesses all by the Newport Pier, including Pipeline, a roller skate rental shop, Togo's, Pizza Station, the substation and the patio cafe. But he's best known for his ownership and founding of the Newport Rib Company, open since 1984. The Rib Company is a staple in the Costa Mesa Newport Mesa community, as well as at all the UCLA games. They give back to the community greatly, and that's definitely France legacy. With fairness and a tough love approach, Fran instilled strong or strong work ethic in all his employees, making certain no napkin went to waste and the open sign always shined brightly until the day he passed. Fran's love of his community was widely known and felt. He pitched softball well into his 70s at his Memorial Service on Saturday. The softball team was there all in their island shirts. He led the annual AYSO pancake breakfast. He was a member of the Kiwanis for 40 years. And importantly, a CIF football and basketball referee for more than 50 years. Franz fellow referees still gather at Newport Rip Company every Friday night after their games. Franz survived by his wife of 62 years, Karen, their sons and daughter and eight grandchildren. I will always think of Karen and Fran dancing together into the night a true storybook love affair. We express our deepest condolences to Fran's family, friends and all those who benefit from his legacy. I request my colleagues adjourn today's meeting on this day April 8th, 2025 in France memory. My grandma Emily passed away peacefully on March 9, 2025. She was at home, surrounded by her family, and her favorite yellow roses. After 98 years of a full life, she finally is going to find comfort. And her struggling ended reunited with my grandpa Jim. And I now know she's at peace. Born on November 10th, 1926, Emily Hosmer will be remembered by her tenacity, her creativity, her strength and perseverance. She was born the youngest of seven siblings on a rural farm where they didn't even have a bathroom inside or a refrigerator. Everything was outside. She would take her duties with the chores, helping her mom sell chickens. They sell chickens for 15 cents a dozen, which today's rates are a lot higher. Ha ha ha ha ha ha ha ha ha ha ha ha ha are so expensive. She loved to sew and she bought me my first sewing machine. She taught me how to sew first on raggedy ends, and then my first top that I made with her. And then she was always so creative with her sewing. She would draw all the way into her 90s until her hands. It was just a little too difficult to do. But when I was cleaning out her closet, I found all of her shirts. She always had these men's shirts that she would convert into women's and she would take all of these little trims that she would get at the thrift store at the garage sales because she never bought anything new and she would repurpose the shirts and put a little ruffle, a little trim, a pocket, cut it so that it was shorter so it didn't look like a man's shirt and tada, a new shirt. She was a voracious reader. She never actually went to school until she was in her 30s. And when she was in her 30s, my grandpa was a high school football coach and a history teacher. And he encouraged her along with some of her girlfriends to get her diploma. So she would drive from their little town in Texas to another town every day from kindergarten to 12th grade and she finally graduated high school in her 30s and she read every single day all the way up until the week before her death she would go outside and get her L.A. Times and we had to make sure she didn't bend over and get it because we're worried she's gonna break a hip but But she read every day. She had a quiet contemplation. Very different than I am. She was always listening, taking it all in, contemplating. And unless you asked her opinion, she wouldn't give it to you. But let me tell you, if you asked, you were gonna get in the full story. She was the epitome of recycling, repurposing, reusing, always, since I can remember. She got married at 14 because she was poor and her family married her off. survive three husbands because they all died before she did after 98 years. She lived in our house for six and a half years and she was a lung cancer survivor and I will miss her so, so much. So thank you for letting me adjourn today's meeting in honor of my grandma, and they've got her name wrong, but it's Emily Hosmer Allen, Chapman Allen, Shappay, she always wanted to go by all the names of all the husbands. I'll miss you, Grandma. Thank you. Suffice her, Wagner. Thank you. And condolences on the loss of your grandmother. I asked that we take a moment and adjourn this afternoon in memory of a manual S. Clausner, a friend, but first met him, started off truly as a mentor of mine. I was a junior lawyer in a large downtown LA law firm and would take assignments that others of my class wouldn't, working with Manny, in part because he was an extraordinarily hard worker and he was very much a driver of those who worked with him and for him at the Junior Associate at the Associate even at the junior partner level. He worked very hard But he knew the law cold he knew court procedures cold and when you know those things It allows you a creativity that is to be hold. What would Manny do is a question that I would find myself asking many years after I left practice in that firm and went off on my own. And I know I am not the only one who worked with Manny who would ask that question. There's a currently sitting federal judge who I've talked to was also mentored by Manian, would ask that same question. He had a profound impact on those who worked with him and for him. But he was much more than just a lawyer. He was a founder and one of the very first editors of Reason Magazine, the famous libertarian magazine that is still being published, and he was a force in the libertarian community. Not just by virtue of that role with reason, but by virtue of his writings and the quality of his thought and the forcefulness of his personality in pressing. Those libertarian ideas, he was dedicated to liberty, he was dedicated to the proposition, I think, on the mass set of Reason Magazine, free minds and free markets. It defined everything he did professionally, but there was even more to him. The obituary of Mani that the LA Times ran has a picture of him raising a toast, raising a glass. And that's appropriate because in addition to that professional career, he was widely known in what is colloquially called the Foudie community. But it meant a lot. And he was an investor in the French laundry and took me for my first meal to French laundry way before the governor decided it was a place to go without a mask. He would go to other Michelin star restaurants. He would often tell his friends stories of his and his wife's gastronomical adventures, including things like attendance at Wolfgang Pucks, medieval themed wedding in Paris. I think you had to arrive on a horse-drawn carriage, trips to Nona, the reportedly the best restaurant in the world. He told me once when I went to Hawaii, go to Roy's and say hi to Roy and Roy is very up-scale restaurant. My wife and I go, the waiter says, no, Roy is not here for you to say hi to. And I said, oh, well, okay, well, Manny Clausner says hi. He says, you know, Manny? By the time that meal was over, we had a tour of the kitchen. The high had been passed on to Roy and dessert was free. It was before I was elected so I could take gifts. And there was more even. Manny and his wife will that were very successful Broadway producers among their shows. Good night and good luck, Glenn Gary Glenn Ross, Hades Town, The Wiz, Ain't Too Proud, Three Mo Tenders. They were the driving force behind those shows. And so much more. Manian is survived by his wife. Well, that nieces and nephews, a twin brother, Dr. Sheldonon Clausner, which is a whole other family story I won't bore you with today. Rest in peace, man and Clausner, it was an honor to know you.
