Beer Wine liquor seven day on sale license for Ricky Towson Inc. fitting as Lee Lins dining room and lounge. Mr. Schitt. Yes, Mr. Chair. All of the documents are fire incorporated. And I believe that the applicant is represented by Mr. Hurtle. That's correct. Mr. Hurtle, do you have an opening for this? I do not have an opening. I can proper to begin the hearing and then turn it over for my client for any questions the board may have. That sounds like a plan, Mr. Arnold. Thank you. Sitting to my right is Mr. Niraav Patel, the applicant and sole prospective licensee. The location is at 94.95, Old andapolis road in Ellicott city. Lealins is an existing operation. My understanding it's been there for some time. We did make a change to our initial filing of the application. We had significantly incorrect square footage on our first round of filing. I think that when we had filed, we got either from an incorrect old lease or from the total square footage of the address, which I believe shares its address with a package goods location of totally separate ownership. It is roughly 2,600 square feet indoors and 1,600 square feet outside. It is a beer wine and liquor operation. The entity in question that is applying to be the owner and the operator there is Ricky Towson Inc. I did speak to my client about the operating hours. They will be 9 to 11 from Sunday to Thursday and on Fridays and Saturdays from 11 to 10, slightly extended hours for the Friday and Saturday crowd. One thing that stood out to me on the application, and I'm sure the board has been made aware of it, is my client had a violation in June of last year. He's got five or six years in the industry with alcohol service. His wife has a package goods location, just beer and wine up in Harvard. And his first time getting a violation was for underage service of an employee in June of last year. I spoke to him about what he has done since then because I know that this is a significant concern for the Howard County liquor board. And he indicated that all of his staff has signed an employee handbook, stressed all the rules, and it is his plan at this location where he plans to be present at least 40, 50 hours a week, once things settle in, that all staff on the front end will be alcohol awareness certified, so that this does not happen again. There will be an employee handbook. Again, one time is too many. His goal is to have that first incident be a wake-up call that never occurs a second time. He plans to support local charities and other events. I guess Leelins currently does that. He plans to support local charities and other events. I guess Leelins currently does that. He plans to continue that process. They do recycle at this location and he again plans that that would be an ongoing operation. Another thing that I identify with the client as a of mild concern is the back patio area, the outdoor seating is not necessarily fully enclosed and roped off, which I know has been a concern of the liquor board in the past. He plans to have a hostess out back when outdoor seating is open and staff is not going to wait tables inside and outside. They're either going to be designated to one area or another so that they will not have to struggle to kind of monitor their seating. This isn't the location that particularly draws a younger crowd, but he did want to differentiate his wait staff in terms of being either outside or inside, at least until the outdoor seating closes for the season. If the board has any questions of the licensee, I would turn it over to them at this time. All right, do any board number 70 questions? I do. When you said that he plans on spending 40 to 50% time at this occasion are you talking about at Lee Lins or at the place that had the violation? So it's not 40 to 50% 40 to 50 hours. He has a on license every liquor board does things a little different in Hartford County. There is a registered manager on the license. And that person is effectively operating that location. I wouldn't say independently, but they're certainly there. The bulk of the time he's going to be here at this location. I'm not sure he'd like to admit because his wife is here, but probably every hour they're open and then some For the foreseeable future and over time my anticipation is that we'll taper off to 40 or 50 hours based on what he discussed with me Okay, are you retaining any of the management or wait staff at this place? All of the other stuff, which we are having by the way meeting tomorrow just to kind of go over a few things as part of this changeover. All of the way stuff and management will remain in place. Okay, and you'll be there as many hours as you can that makes sense. So I guess the question I have and I'll let of people ask questions after this. I'm sorry I'm asking so many. So do you have other people that manage the other two places, the wing places, is that correct? That is correct. So one of the location of CR wings has beer and wine on sale. I do have an operator on the license that is designated operator for the restaurant. I am also there as needed. However, Leland's being full service time in, I'm going to be spending majority of my time there operating Leland's since I have the staff in place of other places. And I own that for a few years now. Okay. Well, that's a few years now. Okay. That's all I have. Thank you. Any other board members have any questions for this witness? Yeah. A couple of questions on my end. Thank you, Mr. Chair. So there's a second, so you, there are actually two CR Wings locations, right? And you mentioned that you had somebody basically running the place at the first one. Is there a similar person at the other one? There is other location does not serve a BMI, but I do have management in place at both locations. Okay, so that's the Perry Hall location. It does not serve at all. That is correct. Okay, and then you would bet, or I think Mr. Herell bet you that everybody the attention is for everybody to be alcohol aware to certified or are they certified now? That's what makes sure I'm clear on that one. It would be difficult for we would be speculating to say that the staff is currently trained and all the front end staff is trained. It will probably take a few weeks. I know that the process here is that the opinions get written over a couple weeks as well. Our goal was that by the time the license is in his name to have all front of how staff alcohol awareness certified. Okay. Is Mr. Patel alcohol where to certified? He is. He actually said me in certificate today. I have not had an opportunity to forward because that's what thing that was noted missing in the file. So correct. Okay. If I understand this correctly, the back, the back of the restaurant is not in circle. It's not being closed. Correct. It's not fully having been to a few of these hearings and knowing that the board would in an ideal scenario like to have arguably everything kind of fenced and isolated. And I've looked at the drawings of this location. The back area isn't just kind of open to the parking lot. And please, please, come here from wrong. It is fenced in large part, but the opening isn't roped off. And there isn't, there's not going to be like two or three bouncers there or anything like that. out front but at the same time I know that the Board's preference is a David be very isolated it isn't quite as isolated there will be a hostess and the staff will be dedicated to kind of outdoor staff versus indoor staff. It's all covered by landscape I just wanted to add that like bushes and landscape so it is kind of protected area the entrance has a big arch gateway and like you said, host us monitors, the people coming in and out, and then the wait stuff is there to monitor as well. Okay, I think if the landscape helps to enclose the area, then that gives me a much more comfort. The other thing is what what comp will be the same or it different? Yes, so the menu will remain the same. It's the American Beastrootype menu and it will stay the same. The same minutes for the alcohol to be served here. That is correct. Okay. Sorry. Thank you. Just a couple of questions for me. The and this might be a question for Mr. Hurtle. Are notes here state that there's a missing finger printing receipt? Has that been resolved? Is that still pending, Mr. Er? Yeah, I received a couple of notices today that a couple of applications that I recently filed, there seems to be a background check gap and I'm not sure where that occurred. I think it's certainly in my office's responsibility. I did speak to my client. He did do the background check. He said about two months ago, I will follow up with Miss Berg and if it hasn't come through or there's any sort of gap We'll just have it redone and go from there. Okay, great. All right. Um, let's see and Yeah, you know what I think that's all the questions I have. Does anybody have anything else before we go into deliberations? Mr. Arnold, you have a closing I think Mr. Prattell is a fit and qualified applicant. I don't think that there will be any danger to the local community. He looks forward to operating this well established location in a very similar fashion to how it is bringing maybe some new energy. We don't want to say anything negative to the current operator who has done a great job. Sometimes a new operator can revitalize a place a little bit. I think that's what we're hoping to see here. He does plan to operate it in accordance with the Howard County Licker license rules and regulations, which he's had many times talked to me about reviewing. And we do ask that the board would approve it at this time. All right, and I think we can deliberate on this now. Does the board members have any thoughts, concerns? Ms. Johnson, do you want to start? I was trying to let somebody else start. Okay. Actually, I've been to this restaurant many times and it's one of my favorites in the area. So the patio itself, Steve, has landscaping and I don't have any issues with the way it is. They want to do some more, I would like to see more out there, but I think it's fine. Because it's not in the middle, it doesn't seem to be in the middle of anything. Except for there's that alpha. There is that liquor store that's right in the front of it when you come in from the driveway. I like how it's working. If you're going to make it better, that's all wonderful. Because one day we had trouble with the server. But I'll tell you, the table next to me was carded. This lady was carded and she was 44 years old. And her husband said, why are you carding her? And he said, because that's what we need to do if we're not sure. And she looks young. So she smiled and everybody else was excited that she got carted. So I think they have good policies there. So that's all I have to say. I think we should move forward with this. It's a great restaurant. I hope you continue the good customer service that we've had in the great quality food. Great. All mistrown. Do you have any thoughts? Nothing really to add to top of what Ms. Johnson. I mean, she has direct experience with the restaurants, so that's always good to have as we're deliberating. Have somebody that's been there, can vouch for it. Because of Ms. Johnson's recommendation, the fact that Mr. Patel and Mr. Herdell made a clear, there are really arcane meeting changes, they're retained the same staff, same menu. There is the issue of making sure all the servers and management are out of all aware it is trained. So hopefully that gets done in short order. And I believe we have some documentation that we need to get in. That should be a part of any approval. But short of that, no. Sounds like it's a good continuity, keep it a good business running and we go on. Mr. Chen, anything to add? Yeah, I agree. I've been there once and I think if Mr. Patel can take a care of the place, then it will be wonderful. All right, sounds great. Yeah, you know, I think the only concern that we have is the violation in 2023. You know, we usually, you know, if this was a violation that had occurred more than five years ago, I think we wouldn't pace as close attention to it, but it is a serious violation. It was fairly recent, but you know, based on Mr. Hurtles' proper, it sounds like the applicants taking steps to ensure that this never happens again. And I think, you know, I've been on this board for many, many years, but I think the composition of the board as it sits now is absolutely, does not tolerate violations and the penalty that this board, as it's currently composed, imposes is very strong. So I'll let that be a warning to all licensees to make sure that there are no violations. But yeah, other times I'm in support of this application. Does anybody want to make a motion with two contingencies based on both the submission of the out-call awareness certification and submission of proper fingerprinting for that's the case. Okay. The restaurant and question, the entity, and I apologize if I butcher this a bit, it's Jiangsu, Solongtong, LLC, and trading as Jiangsu. This is located in at 10039 Baltimore National Pike Unit B. I'm not sure if everyone's familiar with this location. I have represent three other establishments in that immediate plaza. So this is the fourth, which is always nice to know that there, I don't know, it's just a great location, I guess. This is a new beer wine and liquor, although I'm not sure the location will be serving any liquor. I've been speaking to the client and looks like just soju and beer for the time being, I think we would like to keep the liquor as an option. The business may shift and develop a little bit, but for the time being, the outlook is just beer and soju as an offering to patrons. The restaurant here is, it's a small restaurant. The total square footage is about 1400 square feet, of which, based on the drawing, it looks like a good half is mostly kitchen. They serve, if I'm correct, and I want to make sure that I'm correct again, it is a beef noodle soup primarily, or noodles, or soup. Beef bone broth soup. Beef bone broth soup. They are currently open and operating. They are very busy already. They are not serving any alcohol at this time. They've had a lot of requests from customers and patrons asking about beer and soju. As you can see from the drawing, their offerings are going to be very limited. There is not going to be a full bar. There aren't going to be cocktails. There aren't going to be taps as far as we can tell. It is a small fridge, off thing with a cashier sits. And it will house a very limited supply of beer and soju. The total staff at the restaurant is about seven people. All front end staff will be alcohol awareness trained. I think in terms of what that actually means, it means that the licensee will be trained and possibly one or two other staffers because the kitchen is very busy and it doesn't require a huge front end staff to operate. They plan to operate from 11 a.m. to 9 every day being closed on Tuesdays. And Mr. Kim has well over 10 years of experience in the industry. When I looked at his application, it appears that at one of his previous jobs, he left there in 16 but can't remember when he started. It's been so long in the industry. In terms of helping out and working with the community, it is a new business, so he doesn't have huge reference points. His daughter is very active in the Korean community in the area, and she plans to help guide him in that way, and they do plan to give back whenever possible. They do recycle, and I did speak to him about working with only being able to purchase from wholesalers, even though he doesn't have huge quantities. And he made it very clear that he understands. They planned a card, anybody and everybody who asks for alcohol of any kind. Again, this is a location where alcohol is very much an accessory to the food, not a driver of business. It's going to be, my estimation is 10 to 15% of sales possibly even lower. It is something to do with the food that you're consuming at the location. He did indicate in his background check that he has had a couple of camera tickets, which I don't know that they show up on the DMV search, but he wanted to make clear that he is trying to work on that so that doesn't happen again. But I think with everybody, certainly myself, they sneak up on you sometimes. If the board has any questions for Mr. Kim, we'll do our best to answer those questions. Most of them have like, I don't know, like 40 menus, 30 menus, but we only have total of probably like 15. Okay. That's great. That's all I wanted to know. The second thing is if he's gonna be cooking in the back room, even though alcohol is really just a side part, is there going to be someone who have you hired your people in the front yet, and does anybody have experience serving alcohol. Actually, my sister would be working in the front and she took the alcohol awareness class with my dad. So she's aware of what's going on, like how to sell the alcohol, how to cart everyone. So. So we do have a snack bar with counter as well as beverage carts that do drive around to you know providing drink services to the call first on the course. For about three months I was not it basically came in as part time then was offered the food and beverage after a couple months and then I took over from there.
