The opening the December 11th, 2024, Special Roads Advisory Committee meeting. We're going to start out first with we're calling to order. Next we're going to go to the roll hall. Do we have any public comments this evening? I currently know public comments. Okay. On the meeting minutes item number five, we don't have enough members here that we're present at the meeting for us to be able to adopt those minutes. We don't. Do we have a quorum for tonight? We have a quorum for tonight, but the members outside of you, there wasn't anybody else present. Oh, yeah. Okay, so thank you. We'll hold it over for the next meeting. So city manager, we're on to verbal updates. Yes. We'll get you started there. So the first one up is fiscal year 2223 Street Improvement Project. I'm zone four. So the contractors began work in October for the project. It's onyx is our paving contractor this year. So they were doing work on Hossienda. So from skyline down to Canada, Sombray, we paved on Hossianda. So from skyline down to Canada, Sombre, we paved on Hossianda in Lucidia and Pantue, we're also paved along with the public section of Greenview and Deep Canyon and also a little bit on VA right at East Road and then stretch from Avocado Crest down to our southern city limits on the half of Hossie into that it went belongs to the city where we're paved for that one through that process. They did a good amount of work in the beginning middle of October so grind and overlay to our road committee members were here my share steal and and committee member Emergency came out and watched the grinding operation on Greenview. So we had to kind of see how that operation went on and how the grinder went. And Vice Chair Steel got stuck there for a little while with us. So we had a little extended time to watch the grinding operation as it went along over there. But finished up all the grinding. There was a little less R&R once we did the grind portion of it and went back to mark the digout areas for it. We didn't have as much laid out. So we have some cost savings there on some of the R&R. We didn't end up having to do quite as much as anticipated in those sections, which was nice. So we completed most of the paving work was done by like Halloween. So most of the paving work by Halloween and we have been just doing punchless side of striping. First code of striping has gone down. There were some adjustments to the striping, especially on the Hossian dissection. To try to move away from just restriping Hossi and Dis as it was over to the new plan that will be the complete restriping of Hossi and Dis part of the Hossi and Dis Road Safety Improvement Project. That way in those stretches there won't be in the grind or water blast off the markings. We won't have that in the areas of the freshly lead asphalt, especially in Halsianda, so that'll be nice to have a little less marking out there. We also did an improvement to the storm drain right at the corner of Avocado Crest. In Halsianda row there's one small little great inlet that would get clogged with leaves quite a bit, so we would end up having to turn that, turn that great when we were having some rainstorms to get the water to keep flowing through it. That catch basin was enlarged to allow the water to continue to flow and not get blocked as easily as it does. So they completed that portion of it with the construction in that stretch of Hossianda. And from there's an hour down to just some punchless items. So we're working with them on some striping, couple of striping changes that we have. They'll be coming back out to be doing their second coat of striping here next week, I believe, for them to come out and finish striping. And we added a little bit of additional striping over on Solar and West Road as well, a little bit of an edge line over there to help delineate that section over there where there were some trees removed as part of it. But so far, it's been moving along pretty good and pretty quickly. The contractor has been good to work with and responsive and working well with the inspectors and a good foreman out there that kept the crew in line and moving the job moving along nicely. So we'll just get through the little bit of cleanup stuff and hopefully have everything done and ready to close the project out beginning and next year. So, Gerald, is there anything else you wanted to add for this Baving Project? Um, I just thought that a contractor did a really good job. I know we're going to be talking about berms a little bit, but overall I think the project went very smooth. Even in Hossianda it turned out very well, even with a traffic control. And I don't think we got too many complaints,, we did get some lessons learned. You know, one of the things is on Halloween, we're not going to have construction where we're going to have a lot of deliveries like asphalt because there were a lot of delays and the trucks coming in because of all the traffic and Halloween. So that was a lessons learned. And the other thing we dodged the bullet was the next day was, was that the next day, where I was the election, I can't remember. But we didn't have anything really major on Hossie Ender during the election. So that was, that was a good thing. We didn't have anything, you know, so that was another lessons learned. We got to be careful about something like that happening if we're working on Hossiana during an election. So overall, it went very well. Any comments from our members? Lynn? Yeah. Any comments from our members? Lynn? Yeah. So, at least a couple of weeks ago, I asked for the final PS&E so I can take a look at what was laid out versus what was on our plan. I've not received it. I have noticed that the striping is not even the first coat down everywhere. There's still some places where they didn't put the first coat. There's also a driveway on Hossie Ender that was striped through and has not been corrected. And then I do have a question on the berms. Were those the berms that we had on the plants? That they had? No. Yeah, those are not the berms that are on the plants. So we used to incorrect berm mold for that. Is that even a standard berm? We're working with them on that right now. I think overall, probably beginning in next year, we're going to start kind of talking about parts and pieces of road projects, the street projects, and things that we do. So, you know, not all the members are as familiar with all those things. And one of those ones we want to talk about is berms. Early next year, kind of look at the style of berm we use and some of the issues that we ran into when we had the big rainstorms earlier this year. And all some of our current berm style added to some of the difficulties we had during that time. So we're going to bring you guys some more information and look at, we're going to take a little deeper dive into some of the parts and pieces of the road construction. So that way it'll let bring everybody kind of up to speed on all the parts and pieces that we normally look at as part of the road construction and we'll probably start with berms. But we're working with contractor right now on the berm. Okay, so when you get this straight, the contractor did not put down the berm that we designed. Yes, he made him stay. Okay, and then what are we, when you say we're working with them, to what end? We're working on a resolution to the wrong berm being placed. Meaning credit? To write out the right berm or what? No, we're gonna get a credit. We're working on a credit right now. Okay, there's a couple places. I don't have the final plan. I don't have clear recollection, but where we did want, it's not the mountable berm, I'm worried about it, but more of the tall berm that we wanted for drainage purposes. Did we have any tall berms on our plan? That did not get laid out. I think in particular the first crossover for drainage on Haasian to write where you get below I think our third catch basin, our third basin, there's the sharp, there's the 90 left. That goes towards the corner. The flow crosses over there and we had, it jumped the berm and took out a lot of dirt. And I thought that berm there would be built high, but I don't know what the plan ever reflected that. And no, the plan ever reflected that. No, the plan in that area would have the typical type E berm that we usually use. And that's which we didn't have any tall berm anywhere. Is that correct, Gerald? Because I remember you saying you wanted this. Yeah, that's correct. We called out for the standard berm that we normally use. OK. It's time to burn though we normally use. Okay. Okay. So just answer your question, Glen, regarding the striping. The reason why there's been a delay is because when we bid out the project, we stipulated that they were going to just put back in paint there, existing striping along all of Haasiana because we have the other contractor coming in to put all the new striping on Haasiana. But after we paved it, I'd said, well, it doesn't make any sense to waterblast and damage the new pavement. So I wanted to just go with putting in the new one. As a result, there's been a little change order because there's an extra striping needed for the new striping. Rather, there's a double double instead of just a single double. And there's also the diagonals that we need to get in. So because of that, there is a change order for the striping and increase. And what we're trying to do is we're trying to negotiate with them to get credit to bring that down because of the wrong berms that they put in. Well, it also sounds like less R and R. On top of that. Yeah, yeah, less removals for the next contracts. We'll get some credit for that as well for the next contract. Okay, well, I mean, that's fine. The one code's holding up right now. It just would be nice to have some crosswalks painted. Yeah, I thought they were going to get that in, but I, you know, I don't know what happened. I can see right out of time and they don't want to come back until we negotiated the price. Okay, I can understand their point of view then if that's what happened. The other thing is I know the loops are cut but are we still on fixed time? No, we call up Santa Fe Springs to bring it out of fixed to back actuation. There's still a bit of a delay on skyline and Santa Fe Springs is coming back out to look at it. Oh, okay, so there's been issue there still. Okay, I wasn't aware of that. Yeah. Yeah, I just, as of a of weeks ago or a week ago, everything was on. Skyline was still on fixed time. I haven't gone through it enough to know right now if that's been corrected. Are you saying it's been corrected, but there's a delay? Or it hasn't? We still on fixed time. No, we had them come out, and they were supposed to take out on fixed time. No, we had them come out and they were supposed to take out a fixed time, but I was not aware that it's still a problem. It's it's back on to on demand. It's not on a fixed time anymore, but there's been some people that say coming out of the skyline side, the West skyline side of skyline, there can be a little bit of a longer delay than there used to be before to trip the trip the signal to it. As I came off of the looky-dia side and you came to it this afternoon, it actually changed the signal pretty relatively quickly like it normally does, but when I went across and came back off of West Skyline, there's a little bit of a longer delay before it trips the signal when you're on the West Skyline side. So the Santa Fe Springs is coming back out to look at that. Okay, so one thing just to keep in mind, there's usually a minimum. So when you arrive, it one thing, it depends on where you are at the minute. Where you are on the minimum. You can come in at second one, or if it's 10 second minimum, where you can come in on the 10 second. 10 second minimum, if you come in on the 10th second. 10 second minimum if you come in on the 10th second you'll and there's no traffic going the other way you'll get the call but there is traffic going the other way then that'll continue to stay read for you until it hits the maximum. So those are the two parameters that they'll need to be working with. Right I think we're going to just put it back to what it was before, but I'm not sure what happened. Well, I'll check with Santa Fe Springs. I'll talk to the superintendent there, see what would happen or make sure we get a check out. Yeah, you're right. We got to make sure we get the minimum and the maximum. So correct them for Hussie and Okay That's it for me We're ready to move on just let the committee know that I did tell the contractor to block out that other Other driveway that I caught at the first day when the putting in but I don't know they just missed it again Even though I told them that time to block it out Anyways, it's just one of those things. I gotta just. You know, anyways, that's what happened. We'll get them out hopefully soon. Okay, I noticed that the double yellow also extends further south. Then at least on the hundred% plan that I have. Again, I don't have the final plan, so I don't know if something was changed there. Do you know what you got anything on that? Yeah, I'll send that to you. You're talking about the Hussey and the Safety, that the final is distriping for the next project, right? That one I'll give you that one. Yeah, well actually I'd like to have final plans for every project that we do. I keep track, as you know, I keep, keep them in. They come in handy from time to time going forward. Okay, let me, you know, what are you guys meeting? I'm just finding them, I'll send them to you right now. Okay, and it's not just the plans I'm asking for. It's also the specs and the yes. The specs, the PS&E. Okay. Right. Yeah, let me find them. Well, let me after this meeting kiss. I don't want to get sidetracked and kiss me asking a question. All right, no problem. We're ready to move on to 23, 24 street instruments project. Yes, so the next one is the design for zone five and zone three projects. We took that item to council for approval of the design contract within V5. We just had our kickoff meeting, we executed all of our agreements and did all of our due diligence as part of that agreement process. We had our kickoff meeting just before Thanksgiving with our design team over there and walk through the project and all the years we're working on some of our concerns and other things to look at as we start there. So they're going to be in the beginning phases of the design. I included a little additional time in there for us, for city attorney, since we've had a change in city attorneys. Since the last time we've prepared, you know, plans and specs for bid. And so that agreement in there is typically the agreement from our attorney's office. So I left a couple of weeks and wanted to make sure we have a couple of weeks in there for our city attorney to be able to go in and review Plan specs and agreements that are included in it to make sure he is comfortable with that as part of Their regular their regular process and their agreements that they have on hand since our last one we did was Prepared under our old city attorney firm So this gives him an opportunity to look at the agreement and make sure everything is included in the agreement that he's comfortable with and would like to see in there and any tweaks or changes that we may have. I tried to ask for a little time for our City Attorney to be able to bake that into it before we release projects. So I think we're gonna begin the design phase of it. Once we start getting to about a 60% plan, then we'll bring it to the committee and the design subcommittee. For you guys to review and look at it at those 60% stage. And then they'll incorporate any comments from the committee and our design subcommittee. And then we'll get them back at a 90% completion rate. So. Hey, remarks. When does the schedule show it going to construction? We're probably going to be in construction similar time frame as this project. So I hope to have everything in hand by, you know, end of the fiscal year so we can be getting it out and start bidding it out in the, like, early summer and probably realistically into construction in like a September or October timeframe. Okay, we should be shooting for construction during summer, not October, September timeframe. Can we move the schedule up? As we go through and look at it, we'll try to accelerate it. We love good amounts of time in there for to be able to bring it to the committee. So you guys have a chance to look at it before we finalize it. So as we look at those things and narrow some of that time down, we can shorten up that schedule a bit. Okay, and speaking of the schedule, it was not included in the packet. Yeah unfortunately I've just been a little bit busy with some other projects and didn't have time to sit down where jolt and go through all of our schedules to update times and dates for things. Can we get an updated schedule in the next packet? Yes. Yes. For that project, is there anything else in design? Well, we're going to get to the next one. So probably that one too. Yeah. Yeah, so we have those two zones in the one project. So it'll be a little larger, a little larger project. And then for the zones designs, we're onto every two years schedule after this. We'll see how this one goes, and then we can adjust if we want to continue with this. That was the idea. Two in one, and see if we get a little better, better unit price, or more people who bid on it and kind of see if it is something that's successful and makes sense and we'll continue on that same process or if not we'll go back to the way we have been doing it in the past of one project per year. Oh yeah unless prices come down there's and we only want to do a half block. I mean right now our buying powers is all but disappeared. We may be talking about combining three zones into one project by the time it rolls around again. All right. That's it for me. Any other comments from other members? No. Let's move on to the Haasian road, Avapada Crest road traffic signal and guard road replacement. So our traffic signal project is moving along. It looks like they should be starting construction. So you'll start seeing them physical construction out at the intersection here. I think the moment they're slated for January 13th. That week is when they'll be starting construction and getting moving out there on all that work. Over the next few weeks, you'll see some of the trees getting trimmed and stuff getting moved out of the way to make a room for the contractors to be able to get things in and go in. You know, semiddles and things have been rolling and coming through. So, so far we haven't hit any major snacks or delays on their procurements that they've brought to our attention at least. So, at the moment we're slated and ready to start that one here in a couple of weeks. And then they'll work on curb and gutters and pool box and conduits and get all that stuff going first and then get their foundations in for the poles and get it ready for as poles come in and get them placed and then run all of our conduits and get the traffic cabinet in with all the controllers in and get it moving along nicely. So, I'm going to start seeing a bunch of activity out there in a couple of weeks which also means some lane closures and a little bit of traffic generated while they're out there working so that'll be the other. That'll be the downside for a little while as their contractors working in the street there'll be some some single lane closures and other things that happen for them to be able to work. For the traffic signal and then guard rails we've actually been talking with the county about the taking over plans and specs and doing the design work for the guard rail replacement. They have the engineers on staff in house, the experience and the knowledge to be able to do it. So we have to submit everything through a portal to the county for them to consider it and give us cost estimates and things like that. So all of that has been inputted in their system. They have been out looking at everything. So they've had their design and project engineers out looking at the areas that we have inputted into the system for potential design, trying to come up with a cost estimate for us as far as design. They've been speaking with Gerald a little bit. And I think Gerald hasn't meeting with their design engineer here in a week or two for them to go over some of the aspects of the design part of it, which is nice to be able to work with the county on that one since they have most of the knowledge that they need to be able to prepare those plans and specs and any geotechnical we may need or anything like that, they have that all in house and are able to take care of it How many feet of wardrobe will we hold them leave put in on this project? We're doing this all be on Hossie and the right no other areas well Hossie in the east west and a couple other locations through town Okay, our goal is you, looking at what the cost of things are right now, we may not be able to put a ton of guard rail in. We're going to look at what it may take in some of the most critically needed areas, but we'll at least have all the plans and the design ready to go. So we'll have everything shovel ready as we move into the potential for like if we don't have the full amount of money to put everything in right out of the gate We can go on look for additional grants or funding to put in some other sections But we'll have everything ready and designed and and all shovel ready Great as the damaged guard rail on east road as you come from Fullerton Road right at the golf course been address the reported Yeah, there was there was an accident there that took out that whole section of guard rail. We have the report from the Sheriff's Department for it and we've submitted the insurance claim and we're in the process of getting bids to get the guard rail replaced and it works for the insurance to help recover the costs for that guard rail that was replaced. We're also looking at the guard rail on Hossie and the close to Konata Sombrae. Same thing. It's been hit a few times over the last several months that we're looking at replacing as well. I think we'll see more updates for us here. It's not on the books. I think I was going to say a little bit earlier. I think starting next year we'll kind of bring you guys some reports as we kind of move through and kind of focus on different parts or aspects of the road projects that we do so looking at you know berms grind and overlay slurry Asphalt and all that so we can kind of delve a little deeper into those parts and pieces So all the committee members who may not be you know engineers or experts or contractors who've dealt with it They're their whole their whole life or lots of experience with it Give you guys all an opportunity to learn a little bit more about it and ask some questions of myself or Gerald and Glenn. Glenn has quite the experience with it as well. So a great depth of knowledge there. Our way we can kind of start looking at some of the parts of pieces. And I know a lot of times when we talk about grinding overlay and slurry and cap and cap seal and all that but we don't dive into exactly what that really is and give you some examples and parts and pieces of what it actually is. Hopefully that will be helpful and lead to a broader discussion of bigger topics as we move through and we can look back again at what Petro Matt is and what rubberized asphalt is and thermoplastic striping versus painted striping and some of those different things and the pros and the cons of each one of them. Hopefully that will be something we'll start bringing to you guys as we get to the new year. And also the council starting next year we're going to look at doing some meetings with the Council. So we're going to start scheduling joint sessions with all of the committees. So Council meet with the Rhodes Committee. So we can kind of talk about broader goals and projects and things like that and give the Council an opportunity to talk directly with committee members and gives you guys an opportunity to talk directly with the Council members. So we'll start doing that with all the committee. So roads and planning commission and our investment advisory and the emergency preparedness committee will have a series of workshop meetings with those committees and council. So certain early next year we'll do a joint meeting with the Roads Advisory Committee and the council. Give you guys a bit of opportunity to talk and let them talk with you guys and ask questions of them. They can ask questions of you and we can look at the future of where we want to go, we want to look at how we want to spend our dollars on the most efficient way. So that'll be coming up pretty quickly too. I know Glenn asked about the staff report that I agree with you. I'm sure Tony does too. It's very helpful to see where we're at along the line.
