So I know that you've been talking about procedures on how to get people onto KCDC and what that should be and I thought that would be something that Yalk had maybe put in there that there can be no more than two council members on KCDC at any one time so that there's not that perception of anything of the optics would just be bad. And so it was just that and then I thought well maybe we don't really have a lot of time in the meetings here to discuss those very well. Maybe I'll conform a committee with somebody from KCDC, somebody from Council, and maybe the city administrator or something to go through those things and then take their findings back to the various boards. Primarily, I applaud the inspiration and obviously they've done a tremendous job with the design for the University of Houston students in designing a tribute to obviously a hallmark of the city of Kema with Mrs. Blackwitch. My concerns are just my questions or state law, as my understanding state law prohibits anything over $50,000 being just piecemeal when you know in advance that it's going see that from just being doled out. So my effort is not to minimize all the work that's already done, but please keep that in mind because it's very obvious they're just going to cost more than that. And then my second question on that same note is because it's adjacent to a current chemo business, what's what happens are they using it again these are questions I don't know the answers are they using it for parking because it's adjacent to their business again great contributor to the city of chemo but are we in essence making when it's not being used for as the park just an improvements for a business that operates within the City of Kima. My second thing is on the and the mayor this is no news to the mayor nor to the City Administrator or to other members of the staff. I ask that there be some type of criteria for this contract with for code enforcement because I actually declined to have a sit-down with the sit-in administrator because I didn't want to get into a he-set, she-set thing because I've raised questions about just this entire thing. I have an open records request that is still not been responded to concerning what they're actually doing and is the code enforcement selected and this is no news to this council multiple times in the past it has been brought up the code enforcement is selective. So I would ask that they bear that in mind and have some type of metrics and criteria because I'm gonna be putting an open records request and ask for every invoice that this person has done. So are y'all monitor, is it been monitored? And then the last thing is please have some priorities when you're doing, you're doing wonderful things, but please have some priorities. We shouldn't be tearing up concrete inside the 52 acre park when that could be used for a bathroom. You can block off chemo-oaks so that they have their access to chemo-oaks, but don't tear up concrete. It's too expensive to just tear it up and not be forward thinking. Thank you for the extra time. We should show gratitude to them, because they sprang for $320 million for us to have a 12 lane highway and a bridge out here. For those are high speed lanes. No more streets to route people around the Halloween area of Kema Oaks. OK, we don't have that much traffic. I for one, I'm nipping that one in the bud. No. The second thing, let's see, is we already got in Dutch big time for five million dollars for the street for marriage. Most cities make the developments pay for the streets. Not us. You all somehow agreed to pay five million dollars for a street for this new development. And we're doing it with a bond issue. They had to come back two years later and sneak it around and say, OK, we're not going to cost the people a chemo dime. But we are on the hook for $5 million if we don't sell those bonds. And so again, all this funny business always with the streets, I've seen them block off streets, cover streets up, block off alleyways. You know, just let's don't do anything more on streets. Discussion and a possible action on a partnership with Professor Patrick Peters and his University of Houston graduate architect class for the design of a memorial park in order of Joanne Blackledge, former First Lady of Kima. We have present, we have students here tonight that have designed three different areas for the park. They are going to present on each area and Natasha will show an overview of their design and it's just for you to get an idea and Professor Peters if you'd like to talk first that'd be great too Thank you Mary. Thank you members of council and Administrator we are very pleased about this partnership and all of the students present to you their ideas ideas. At this point, we're very in a very preliminary state. So you're going to see three different proposals that will ultimately be combined. The best of the strengths of each will be combined to make the final proposal next week and the week after. But what we have today to share with you is the students presenting their ideas that they've been developing to honor Ms. Blackbitch. And the first one is called Coastal Beacons. Would you prefer to stand at that mic or have the hand held? I don't mind. I can do this. OK. okay. Everyone, thank you so much for having us. If he's going to stand there, does he need that? Okay, okay. Oh, sorry about that. Well everyone thank you for having us. My name is Bardia and this is my teammate V and we are here to present our site concept for the park and we're calling it Coastal Beacons. Our design philosophy is to create a landmark that blends into the environment of Kimo to bring attention to the site and to invite people into it through a variety of different interventions. The primary one is these two structures that we're calling those beacons, which will be place at the north of the site, which is where seven street is, and then on the west where you see on the plan at the top, so that'll be actually the bottom of the plans, that's where the freeway is, and then on the right-hand side, that's where the restaurant is. So we're proposing to put those two structures at the north end near seven street. And the design behind this is, as I mentioned, it's supposed to be a large structure, a beacon to kind of represent the coastal heritage of the region to kind of be like a lighthouse to get attention to bring people here. The structure itself is 20 feet proposing with the majority of it just being a tall structure and then at the very last eight feet to have these sustainable and durable polycarbonate panels which will be placed around them, which you can see in that one in the renders as well as the axonometric drawing. The other big intervention that we're doing is this winding path that we're having go through the park. The idea is to have an interesting path that would invite people to come to the property. And above it is an overhang that we are proposing to put these fabric panels, like thin fabric panels that would run along the whole way. And that ties into the curtains that we've also placed on the beacons. And the idea behind that is to go with the kind of the wind and the sea breeze of the area to work with it rather than against it. and as another way of kind of to attempt people to come in and see what's going on there. And then this is where I'd be the path in the garden. So along with the two structure, we're going to have like a fabric path moving along on the site and then we're going to have one circular garden. It can be an open space to use for any kinds of events or an extra space for vendors And also on the trees we're going to have like like a circle of benches where people can like just sit and hang around. So the two square market acts as like a permanent and fixed structures. and then the circular gardens and the fabric bath that can do some go with the flow of the wind acts like a flexible element to the project. So we'll show you the renders that we have. The idea again is to pick materials that are sustainable. So the curtain that we're proposing will be inset. So the foundation of those beacons is 10 by 10. So 200 square feet between the two of them. And then the beacons themselves are about 15 by 15. And then the curtains will be inside. And we're proposing to use recycled plastic for these curtains. Not only is that resilient to kind of the salt water and salt wind that it will be around, but also as kind of a message to that, all the plastic that goes into the ocean to bring it back out and have a good use for it. So it's a durable material that is affordable and easy to replace. And then for the structure to kind of achieve that beacon look that we're going for, the material at night, we propose to put lights inside of it to kind of have a warm glow. So not a very bright or loud kind of look to it, but something distinct and unique and that'll go with the material and add a lot of depth to these beacons to kind of achieve that look that we want and to let people know that this is a place to come and enjoy. Any questions or comments? I guess Mr. Sardanya,, wind rating would have been 145. I was just saying. Are we compensating for that? I mean I'm asking them. We had a preliminary meeting with the OMSC and I and NOAA. And some of those things were brought up. And so in the second phase, I believe they will go back and take into consideration the 150 mile versus the 130 nine mile an hour when they do in Harris County. And some things like that. We talked about something other than canvas for the shades that won't hold water or is it simplified enough that it's grommet based and that public works could take two or three triangles down and store them and leave the poles during a hurricane. Any other questions or comments? Are those, uh, uh, uh, I'll call it tower shutters, because, it's a good thing to just identifying it? Uh, is that just for casting shade, or can you get up inside of it? It's primarily for the, it's not meant to go above. We want to keep it as an elevated plane and it's a fixed creation to the site, but it's not defined. So it can be used for a variety of purposes, but the primary intention is just to have a covered area that can be used for any purpose and not having to go through the complexity of adding additional level or any costs or structural considerations that would require. I guess I would ask that with each one of these designs could they give us like a five year projection on what the maintenance costs would be to maintain these facilities when you're doing your projections. So it could be some sort of five to ten year estimated cost or what it, because you're not going to have to do something to maintain these facilities facilities So I'd just like to know what that cost might be for budget purposes and That part of the material selection that we went for is for that so very limited material palette It's just steel and plastic Seal of course has upfront costs, but as you know as long as it's galvanized and Raintained hopefully won't be too expensive. And then that was the idea behind using the repurposed plastic throughout everywhere from the curtains to the fabric runners inside of the overhead rails. What's the useful life? I mean, is it 10 years? Is it 15 years? What do you mean, do you have any idea? What the useful grant changed it out of? Entually. Certainly. You wouldn't. I don't know the exact date on how long they wait. It's a way that's about to come out. Maybe if you mean there's going to be some sort of useful life to the material. So if you could just give us an idea, you know, in five years, you're going to replace this in 10 years, you might have to replace that. so we could budget accordingly to make sure we maintain the aesthetics of the project. If not, it's going to get run down and not have the same pop it will have the first couple of years. Thank you very much. Thank you. I believe the next one is presenting EverTide Pavilion. The space is designed to honor the memory of Betty Joanne Blackleach and provide a space of reflection near the water inspired by the ebb and flow of the tide. The pavilion symbolizes an everlasting present, creating a serene environment where visitors can connect with nature in five moments of peace. I'll go over the context and our intentions for the design. So the pavilion will be located on the north side of the property. Also, the property is located right next to 46 highway and also 7th Street to the north. A bit of background. When we visited there, there was a lot of wind, sunlight, and we were trying to have a meeting and it was a little bit difficult to find a space where we could like get together and talk. So for our intentions for this design is to provide a space that gives shade. Also shields from the wind and looks to mitigate the sound coming from highway 146 Another intention for our design is to For it to be a landmark for the city One of the intentions for this proposal is to host farmers markets and Community events in that area so We hope with this design the hexagonal shape, the flag on top, it will be easily recognizable from seventh street and also the fontage road for 146. And we also have a path running from north to south. East west path takes you to the parking lot and to another parking lot on the east side. Yeah. Just bouncing back off what Edgar said. Whenever we were gathering the elements of what would make this useful or inviting, we noticed that they wanted family friendly. The gazebo slash palapa is a very familiar shape, it's very warm inviting. We also wanted it to be casual, we wanted to use simple materials like eBay wood for a warm natural aesthetic durability and then structurally wise probably something like steel. Like Edgar was saying, you know, this is a place for possible revenue. Each of those squares that you see in the site plan would be possible tens for farmers markets. Or those could be broken down. The pavilion could be also like a wedding venue and there could be seats where you see the farmers' market set. And we wanted it to be culturally rich. The panels that you see on the pavilion, we were thinking possibly local artists could come and paint on it. And yeah, and we wanted it to be safe, properly lit at night through landscaping and lighting components. Like Edgar was talking about it, we wanted to do the hexagonal shape, symbolizing a lighthouse as an icon, and we wanted to use the panels as a sun and sound barrier, place the block out the highway distractions Possibly if you're inside that could be a space for on the weekends, you know, you could come hang out while you're waiting for your table at the restaurant. Teachers could come there and educate their kids or it could just be a hangout spot when you're done walking around the farmer's market. And you know, it could also be live music venue, people could, bands could play there, and yeah, that was pretty much the intention with our design, and these are just some of the section views and little diagrams, and that's what we projected to look like with the flag being an icon that you see right when you're leaving seventh or Right off the highway. And the next presentation is called Inspiration Palapa. And all of the layouts, the way they're laid out on the table, the north end is over here, and Highway 146 is on the far side of the table. And the trees that are in each layout already exist in the green space that they've designed. They've tried to maintain the trees that are there and work around them. Hello everyone. My name is Gregory. It's Barry. And we want to represent you our project called Inspiration Palapa. On this project, on this site, we try to resolve problems of noise, sound, and wind. And creating special objects which repeat design of polypas, but from high-absorbed panels, we try to solve the problem of noise, sound, wind protection in certain areas of our side. errors mean, areas who directly on the road, you can see these two elements, green elements. And these elements will be built from acoustic metal bare walls. What is that? Protect communities against noise with high-level absorative panels that maximize noise reduction in outdoor environments, including edge-rocket movement, chillers, pumps, compressors, fans, transformational electric substations, etc. Excellent weather and corrosion resistance. Galvanized steel materials with powder coated finish applied post assembly. Fully non welding construction, to wet damage to galvanized coating. It's a very simple structure. It's easy to build, fast to build, easy to modify, very flexible, and you can put these two elements include pergolas and beside pergola two of these elements and we can protect this critical part of our side from noise, wind and sun also and you can see also we put in a middle of our site from noise, wind and sun also. And you can see also we put in a middle of our site, this 10 by 10, pop up 10s. And again, it is modified our site. It's open and you can modify whatever you want. Yes. Hi. So, as Greg mentioned, the site is trying to solve, the site plan is trying to solve some of the problems that we see as far as the noise and the wind, and make more of a comfortable isolated place for residents and visitors. So the highlights of them are, as Greg mentioned, to make barriers for the winds. So we're recommending proposing the wind barriers as well as offering kind of her trees which is more of a natural alternative for that. So it's pretty much doing the same thing. Low maintenance, both of them low maintenance, low cost and and one of the things about them. If, if, round light is employed alongside, for the tree, they can always come on the top of the tree to get the top of the tree kind of a glow. Also, we wanted to highlight and get make provisions for relaxation, moments of relaxation So throughout the path, you see benches. One other thing is the long bench, the long back bench. So that you have a space for multiple families and multiple youths. Some of the elements that we also want to bring about were the sea to the forefront of sea theme. So we have provided for a clamshell pavilion. which is the seed here that could be constantly interchained with some of the other space. Also we have a bowl, the bowl shape seed, the gazebo, which again brings forward the coastal interest. So the main things are blocking and protection, comfort, and seed theme, as well as sun and shade protection. Also, as you can see from the overhead plan, there is an unrelating path so that we wanted to have a path which you can pass through the different moments, naturally, family-friendly, natural barriers other There are walls, bare, or wolfs. They, however, can protect from the noise, wind, and sun. Is it, is it, is it a welded? No. Galvanized, the material will power voltage, which is like a muscle. So, fully, not well-lit construction to avoid damage to galvanized function. Okay. We just, for example, will just take this drawing, going to this company and the green piece material for these sketches. And we can just visit a group from some very flexible class building. And then the red spaces? I can just explain that. I'm sorry if I missed that. In a little more outside? Yeah. It's a possible place when we can produce our team by 10 times, half up 10. That's right. And of course, it's from the East mind. Originally, when we gave a direction on this particular area, one thing we mentioned was farmer's market. So each student group incorporated the 10 by 10 area and I think we ended up with 12 to 18 tents per drawing application or per design. It would be a small farmers market and the overall thought process was that that would take place maybe once a month on a Saturday morning from I don't know eight or nine to noon or one and it wouldn't even conflict with the restaurant. Barry did say though that if anything like that took place out there they're welcome to use his parking because they wouldn't even be there but we also have the luxury of the city parking lot just adjacent their own seventh street it's an easy walk over to this area. Another thought process on this whole was to add it into the park plan. It could be, in other words, it wouldn't be, it could stand on its own that be conceivably connected to the park plan at some point in time. Thank you guys. I think we're all very thoughtful. Yes, so the student exercise that we do every year, this is in fact our 36th year of providing permanent improvements to community organization nonprofit. The students will collaboratively design the final scheme and then we will construct it with some area partners. The scale of project that we can construct ourselves is in the target range of 200 square feet, which is in each of the projects primarily the pavilion piece. But we also understand that the value that we can bring to the city of Kema is to provide an overall design for the park beyond what's currently there. So we're providing, as we develop these into a single scheme, we're providing a park design that will include scope that is beyond the 200 square feet. So what we expect, we've provided a very preliminary budget based on the size of the structure, But what we provide that we could execute ourselves is a pavilion or shade structure and the necessary path to get to it and perhaps some additional tree planting and then there may be other amenities depending on the final design there are things that might be added over time. So going back to the agenda, 10K discussion of possible action on a partnership with Professor Patrick Peters and his University of Houston graduate architecture class for the design of a memorial park in order of Joanne Blackleish, former First Lady of Hema. Well, this was a came before KCDC last night and I believe that the contingency for this project was 49, 965, 22. Yes, Mary, that included about 15,000 for contingency. And the contingency was for the prediction that tariffs would drive up some of the costs. Correct. Professor Peters is here to better explain that and the fact that they do everything in their power to get a majority of not all of the materials donated, as well as some of the labor when they can. Obviously, the student's project is that portion of the actual project. But the tariff is what is driving the actual possible contingency, as you would do to any construction project as a contingency. But that's the main reason for the contingency being hired than expected. So what's the anticipated cost to build out the whole park? And it's not like they're just going to build a pull-up on? Well, when we had our meeting with the OMP preliminarily after these designs were presented, we were trying to give input on one design. So right now they don't have a cost on that because the design is not finalized. We gave feedback earlier today in a meeting. Like NOLA was here and there were several of us in the meeting, but gave initial feedback. They will now go back to the drawing board and try to incorporate some of our concerns like based on the wind the 150 mile an hour wind and based on canvas that needs either be taken down prior to her cane or not and That kind of thing we made some comments. I think a lot of people like the path that went in a circular way around the park rather than just one linear pathway. So they'll take all of the comments we gave today, try to come back with another design that's more definitive and then they could probably give a better price in on that. also probably is a little bit quick on the agenda because they brought this forward and then when Aaron resigned it didn't get on the agenda as it should have for consideration but yet they were just in the preliminary stages of it. I'm trying to work around getting them on a agenda based on their school semester. So, in KCDC hasn't met but once a month, so it's just been a little harder to get it before you more often. Well, I understand that. I don't really see where TACDC did designate this as a project. There's Russian, you know, we've been doing this for a while. There may be a case of DC aspect of it, and you brought me a note that said there's $168,000 in reserve for contingency in the general fund. You can fund it that way if you really wanted to. So there's a couple of things that we're looking at possibly doing to expand and to be able to offer things that, again, bring people to the city and deliver Cuba as a different form of destination for folks to do that. Folks do travel to farmers markets. I know when I go somewhere, I am told very clearly where we're going, which markets we're hitting up and in one order. So it's a very clear to that extent also to the fact that the students have put in this work to your point. It's a matter of, it's a great project, has great ideas, has great aspects to it, but I do think that with the right balance of things there, you could have it to take care of. T-bones, Tom, does under their lease have to take care of the facility. So they currently maintain the maintenance and in the short being here, I understand we maintain no maintenance to that part, correct? So we do not currently, nor would we in the future. The only other aspect that really involves anything more than that would be some of the circular benches that we're talking about. The idea is to make a very low maintained concept and even all the water and lighting for the park would be covered through T-bone times. As it is now, they cover all those expenses as well as the grounds maintenance. Yeah, lots. Great. You can. Well, the first thing I had to go back and pull the master park plan. We did April of 24 and that's not a park even last April. So that's a concern among already. Because like Doug said, we can't maintain the parks we already have and we're committing for million dollars and 57 acre park that should be a true passion because that affects about 70% of our residents in this town in my opinion. I did bring up the Caesar that you know with at least with Barry something we need to be set down and hammer out all the details if we do proceed forward because you can limit your hours or limits to a park, a public park when we spend this money on it. I mean, yes, he's saying you can use it in the morning, but you do a gumbo cook off, they're not going to be from 8 to 12 in the morning. So I mean, I can just see whether it be conflict in the future, if you're going to bring events in there that's going to conflict with his current business structure and that's kind of productive to what we're trying to do. So to me, I mean, yes, I think it's a great concept and I think we have a lot of the things that we could be focusing on and this is not one of them in my opinion. What does the, I guess I'm going to have a hard time understanding what the $49,000 is thankful. Professor Peters, could you help us answer that question? So we have done a number of structures of the similar size and the kind of character of these shade structures that you saw. And they, virtually all of them, have been galvanized steel construction, which allows them to be durable in marine environment, meet hurricane force winds, and because it's galvanized other than stainless, it's the best coating we can use to make the maintenance free over the long term. If it has a raised floor which in this site we think is the best solution because of vulnerability to some water ponding at the north end, then there needs to be a floor structure and a floor deck surface. So the combination of the roof, the steel structure, the floor structure, the floor structure and surface, and then pathways. That counts for the draft estimate of the materials on this draft budget. There's also funding that's provided to reimburse the class for tool breakage and wood shop and fabrication shop supplies as well as the plots and things that the students do for us part of the design process. And then we do have the $15,000 contingency in this draft budget, which is money that we think is prudent to hold in case it's needed but would not be used if it's not needed. And that amounts to the $49,000, I can't see the final number. $49,000, 95. But let's say for example the larger scale proposal. Yeah, the pull-up of. For 49,065,22 we're not going to get that. We're going to get a fraction of that. That's true of all three proposals. That's true of all of them. I remember one that just had one per billion in it. And some spaces I would imagine you can get that done. So I think this is a good time to emphasize that these are preliminary and they're by students. So my job is to focus the students on the actual scope of the project. And we've done a great deal of trimming. Some of the teams have trimmed more than others. But the next step is to take the comments that we received today, both in the earlier meeting and this afternoon meeting, to complete or to prepare a single design that everyone collaborates on that aims very precisely at the scope of the work as we understand it, which is the 200th graphic and the pathways to get to it. So the students have added things to the proposals that would represent building out the park more completely. But I was trying to be clear that not all of those things would be included in this draft budget. Does that make sense? The no parking signs along Kip have been installed. We had the situation folks were parking blocking some of those spots and having the pedestrians would have to walk onto the street. We have placed those no parking signs right now there temporarily and have communicated that with the police department for enforcement purposes. The future will look at possibly stripping that area and using that space for staging so that emergency vehicles could be there close enough to the boardwalk, but not through the actual boardwalk for easiness to get in and out. There's also been speed limit signs that have been installed throughout the city recently through this past month. Some of the speed limit signs have been along Evergreen, Gordy, Bell, and South Kima Drive, so Kudos to Public Works for getting that taken care of. On the permitting side of things, we had 47 permits, totaling a total of $27,483 in permit fees, and a value added to the city of Kima of over $12,620,000. Our court report, I do want to say a conjunction to both our court and our police department year over year. Last year for the month of February we had 161 total citations. This year for the month of February we had 346 representing over 117 percent increase. Total fines assessed for the month of February were 86,968 dollars and ten cents. So kudos to those two departments for working together on that aspect. That concludes our report for the month. Additions two through six of the season remain available for advertising. So this was something that we could, if you elect to do so, we could do in one of the remaining five or two of the remaining five or five of the remaining five. However, you choose to do it. It's the pictures are being shown, but the Game Day program is the official publication serves as primary source for game lineups, rosters, player profiles, team history, and exclusive editorial content. The programs are distributed to fans attending Astros Home Games at, it says, MinuteMade Park, but it should say the new, what's the new name for the stadium? Yes, Deckett Park. And serve as a valuable souvenir, capturing the experience of that particular game. The target audience and tourism impact, Major League Baseball audience, presents a strong alignment with chemist tourism goals. The median household income is 124,280. This also includes where they would give us some promotional items that we could then use if we're doing, if we're doing a spend a weekend in Kima giveaway or things like that. The platinum level include Cedar Park dripping springs flower mound here locally friends would Missouri City, Paraland, and then also Georgetown and Horseshoe Bay are just You know, I just pulled a few that you would recognize just to kind of understand the caliber of the folks who participate in this And if I can just point out if we do pursue this and we do not achieve certification Sadist they actually give you the actual funds back because they help you they actually walk you through the process to make sure that we're able to To apply to qualify And so when you get the certification what is I mean does it put you in a publication? The only, and to speak to Chile where you were talking about breaking out, the way I understand it, the only concrete getting broken out is the inadequate sidewalk that comes out the backside of Keymo, not the actual parking lot. I think the matter of it was your saying yet, and the only reason that has been done that way is because that was originally supposed to be a multi-purpose path, which it was not put that way. So the new path will be 10 feet wide, which is appropriate for that. The sidewalk will go all the way down. Now, I was pretty vocal, and I think he's got the message I said about 10 times last night. I'll say three or four times a day. That ramp, the cost of that ramp is not the intent of chemo at the paper, the cost of that ADG ramp. That shows.
