So in person we have Mark of any, and I don't think Ernie Brown's here tonight, right? Okay, so who do we have? I'm going to do the introductions. Good evening. Chair Tracone, members of the committee. I have with me, Caramore, who is our environmental program manager, handling the PowerPoint. And Mr. Steve Schwar, who is our division manager for Environment and Energy. And we are very pleased to be here this evening to give you our quarterly update on your environment and energy work plan. just by way of background, the purpose of the work plan is to provide a quarterly update on your environment and energy work plan. Just by way of background, the purpose of the work plan is to provide a quarterly update to the Transfession Land Use Committee on all the work that is being done on the now 22 item environment and energy work plan, possibly 23 with the addition of invasive species, which we'll talk about in a little bit, and we'll highlight some successes and upcoming events, and as always have time for your questions. Just by way of background, this work plan was approved by the board in July of 2022, and in fiscal year 24 we established a budget that reoccurred to provide resources for natural resources and energy sustainability efforts, which we've been using, thank you. The timeline we come to you four times a year we're obviously here in April doing our quarterly update. We will be back again in July giving you the annual report from the Environmental Commission. And of course the five initiatives which we focus all our work on sustainable energy, natural resource protection, environmental justice, public engagement, and government by example. So the first initiative since we last met, we have solar installed on the Aldi Fire and Rescue Station. As you know, we try to encourage and increase the amount of sustainable energy that we're using in the county. So fire stations in particular have embraced this concept and we've been working with our other department, DTCI, to get solar wherever possible on our new buildings. We're also in discussions with the National Renewable Energy Lab, also known as NREL, on some clean energy and possible data center initiatives, which we talked to you a little bit more about in the coming months. As you know, we have a contract with NREL that allows us to use this world-class DOE laboratory in Golden Colorado to look at some of these things and we'd like to take advantage of that contract. And as always, we update you on our public electric vehicle charging. We now have nine locations. We have not added any this quarter. For natural resources we've been very busy. We had a very successful water quality grant event in March with the solar and water conservation districts and homeowners associations where we gave out some grant funding for homeowners associations to do water quality improvements such as Petway station Tree Buffers, and other beneficial practices that protect water quality. In early April, Ernie Brown came to the Environmental Commission and per the direction from the board, we discussed the Environmental Commission taking on invasive species and really DGS taking on invasive species. And that was successful, so it looks like we will now have 23 items on our work plan. Environmental justice, we have been in conversations about a community energy outreach program. If you recall, in the Board approved energy strategy, we talked about the third circle there, which is how we get sustainable energy out in the community. Loudoun County has a lot of programs that are listed there, such as Solarize Nova, our friends in housing and community development, have a heart program, community housing partners, utility rebates by our utilities, such as Dominion. A lot of people unfortunately don't know about these, and this could actually reduce their energy bills quite significantly. So we'd like to do a little community energy outreach to our residents to promote these programs. So we'll be looking at doing that in the coming months. Public engagement, we've been very busy. We were here last week with our 2025 Environmental Excellence Awards. We appreciate very much the board recognizing all those people who are well deserving. Here's just some pictures of some of our winners. Some kids with turtles and the reservoir park that Loudon Water did just recently were both our winners. But the big news is that in May we will have our third annual 2025 environment energy and environment form at 5.30 p.m. at the academies of loud and the flyer was just produced and they will be sent to your board aid so you can distribute them. I know our environmental commission chair, Jim Bingle has reached out to many of you and many of you have said you'd like to be there and we are very excited to have you all there and we're looking forward to an even bigger and better outreach event this year. And then finally, government by example, we've had some very good publicity for the move by the board to look at turning the landfill methane gas into renewable natural gas. This was on WTOP back I think in April. We are working on developing a request for proposal for vendor to build own operate and convert landfill gas to renewable natural gas for the economic and environmental benefit of the county at our Latin County landfill. In fact, just today I was approached by a vendor who's very interested and we get an average of one inquiry a week on this RFP. So we're expecting that will have a robust response to the RFP and we look forward to coming back to the board sometime in the early fiscal year, new fiscal year, to make a decision about how we want to move forward. And I just wanted you to know that one of the HOA's Ashburn Village is really excited about the water quality project that is going to happen after the 4th of July, after a fireworks with the dredging of all of the silt and stuff that's in the lake, one of the lakes. So I'm just really excited about that. I spoke with them a couple of days ago. So thank you for the work that you're doing. Thank you. Okay, Vice Chair Turner. Thank you. I want to know how those kids caught those turtles. My dog, Maggie, and I have tried to get close to turtles for five years and we can't get anywhere near them. I think you have to be under a four feet in height perhaps. That must be it. They see me coming and they're gone. On the NREL data center, Ty, do you have any inclination? I guess Ms. Bingle probably, you would know this better, but Mark, if you do, what are they looking at to talk to the data centers about? Because I've racked my brains to try and figure out how we can up the renewable energy usage of data centers on on Baffle, especially now that Dominion is clearly talking about not decommissioning multiple fossil fuel plants. So we have a meeting with NREL actually on Friday to talk about that, Supervisor Turner. There are a lot of different things that we could look at. Alternative energy uses, alternatives to diesel generators, maybe some micro grids, some of the things that you've expressed and been interested in. NREL has told me that they are preparing a PowerPoint that shows some of the different areas of expertise that they have for us to look at and consider. So we'd like to get back to you after we have that presentation. Okay, I'd be really interested in that because it's a real cypher for me. District energy, we've got a district energy pilot planned or we investigating a pilot, where are we on distance? So we have engaged the services of page, which is a world-renowned architects really that have done district energy in many areas. And we're looking at two things, supervisor Turner. We're looking at where we might employ district energy within Loudon County buildings. So if we had like a campus that we were doing, how we might use district energy among our own Loudon County buildings. But we're also looking at how we might use them with data centers or other users. And what we've asked Paige to do is actually look at our CIP and look where our buildings are going to go, look at the locations, look at some of our zoning maps. And as you know, we have a lot of data centers in the pipeline on the maps and see where those data centers are going to be located and how they might possibly work with district energy with an adjoining property. And for anybody watching district energy is a capture of waste heat that is recycled. And generally district energy means they recycle it to facilities near the source of the heat otherwise have inefficiencies with transport. Exactly. Really quick before I run out of time on the biomass gas. So our pilot is designed ultimately, if we take it to scale, the capture biomass gas from all of our landfills, and then what? Pipe it into the nearest natural gas line. So yes sir, there is a natural gas pipeline that is close by. And so by piping it, by a vendor would refine that gas at the landfill, put it into that pipeline and then make it available The county would essentially get credit for that gas and we use it to fuel our natural gas really quick before I go Yes, sir. It's volume dependent the existing infrastructure has got to be able to handle the volume absolutely Yes, sir. Yes. Thank you very much Right. Thank you and actually I think NVRRC has a map with three potential opportunities in Loudoun County for District, District 8. They do. Yeah. It's on their website, in fact. Yeah, which is awesome. So near data centers and I think there's a school that could benefit and some communities. Right. And obviously it's not, I don't want to give the committee the impression that it's an easy thing to do, but certainly something that we're looking at and making plans for how we might do it. That's awesome. So I know I mentioned potentially an opportunity if there's interest for the Sustainable Energy Committee with the Environmental Commission to host some kind of innovation, clean energy, innovation meeting to inform phase two. I mean, it won't necessarily be a part of phase two, but just to inform phase two. I don't know if there's interest in that. If you think that's something you guys could do, a capacity, host like a forum in the fall. I think the Commission would love to do something like that. Obviously we'd want to talk about a little bit more in planet very well with the help of NREL. Right. To help us kind of guide that and how we might assist the board in your work on phase two so that we're very focused in what we're discussing. I think that that could very well be a possibility, Yes. Yeah, I think that would be very informative to learn. And definitely have data centers at the table and potentially Dominion at the table. I know they're part of the Sustainable Energy Committee. At least there's representation there. Right. And I think Kathleen Leonard with Dominion, who's on our Environmental Commission, is here in the audience, so I did want to acknowledge who was. So we'll get a little more information on that on our meeting with Enrelle on Friday and report back to you. Yeah, let us know because I think that could be a real benefit. So it looks amazing, the Aldi Fire Station with the solar up on the rooftop. I can't wait until that opens. Do you know how much power we can anticipate offsetting with the solar panels at some of our facility facilities? Let me check with our energy manager and get back to you if I could. Okay. Okay. That's great. And are we pretty much putting it all on new builds? To the extent that we can, yes, absolutely. Both solar and geothermal, to the extent we we're at work. Absolutely.
