Okay. Okay. The very wind's on. Yes. So I will be here for the announcement. It was vice chair of the government meeting. So you're either educated on the government's upcoming meeting. So we have a vice chair present here. so we'll call this meeting to order. It's 7-08 September 17th of the Board of Art and Culture Review. First of all, President Chambers, we have Market Bellini, a vice chair of Beth Gulsner, Jim Glockner, Council liaison on Carol Luke. Plenty of staff we have two or an Andrews and Kendall Puznoski. So with that, the first item on this agenda is the election of officers. We do have the chair position open. We discuss or the email that while that's vacant now, we don't have to fill that or appoint that now we could defer election of any of these officers to presumably the next meeting. We do have applicants for these vacancies. We anticipate those will be filled before the next time we meet. So if the board would like to defer that, wouldn't that be a formal motion? It could just be a strong vote. Yes, we'll put up for that. Excellent. So we'll look to have that. Once we have the five member board present. You have a debate for me. And then if there are no agenda amendments, we have the two applications here and we'll get to those. We have represented two applications here and we'll get to those we have represented from one the other one is is a minor piece that I'll be speaking to But if there are no agenda amendments There any citizens or business comments outside of the applicants represented here There's no one present in the chambers And that moves us to action items. So, Darren Gustafson is representing the African here at Main Street Station. It's a repainting project. It's 1020 East Main Street. Darren is with the Tap Crew Properties and Property Management for the piece there. If you all recall, this is the same corner there that giant shares in 2022 giant had done some painting and then at the direction of staff and the board came to present that painting the board approved that the the color scheme there is the same scheme presented for the rest of Main Street Station that plaza that's to the east of Giant itself, the same colors. You'll see those in your packets, right at page three. The board is actually in 2022, recommending that this work be done. So we're excited to see this work back in front of the board. And Daren is here to answer any questions that you may have with the repaint through the pictures you see in your packet. to answer any questions that you may have with the paint over the depictions you see in your packet. So previous application we approved the color schemes are proposing for this strip. For the giant and it's matching the same call-out same colors signage is not included But just they're baking on all four sides. So the giant has the blue roof now or everything's going with giant anthestrips being painted. Of blue roof one, 10, 20, and now we painted to match giant. Giant's is black right? Giant's is black now? Yeah, because the area is, well yeah, I thought giant seeded and painted something without, correct, so. So seeded and painted something without. Correct. So. So. So we'll be used on timeline. Giant had painted, they started painting the work. We, as a matter of zoning enforcement, got them to submit the application. They came before the BAR. They hadn't at that point painted the the Western facade that was up against the bill and that was the additional condition the BAR imposed on that and they did repaint that so that work had been done of BAR in that application. So it has a black roof now. That's what being proposed for. for this. I guess it'll look. Everybody there. Okay. I don't have any problems with the wide word. I think it would be fine if you just... Color schemes. Mark you. Okay. Yeah, I'm very excited for this. I have no issues. Jim Glockner, I make a motion that we present. The remaining project at Main Street 1020. East Main Street to approve as presented. I have any other further? No, I second. That holds what I second motion. Who else? Motion carries. Thank you. You're right. The swiss of sir. Thank you. So the other item on our agenda here is this is the 711 on the West End. 711 dumpster enclosure at 610 West Main Street. This is really a minor piece I mentioned otherwise would have been done in administratively bit. We happened to have the VAR here. And so for fencing and external renovations, BR approval is required. This dumpster enclosure is part of a site plan that is under review by the town, which is happening in conjunction with some of the planned intersection improvements for 32nd and Main Street. So, several em is site plan now, is to essentially pave that rear area that is gravel. Their dumpsters which are on the eastern side of the building, which are kind of towards the front, we've at our kind of insistence in our code for bars they be screened and shielded. So they're moving those to the back of the building. And as part of that in the site plan. They're going to have a through way so an aisle that will go from the front of the store back to where that roof gravel is but now there's wheel stops and lawn. The BAR is part of that is just enclosure but just for reference as part of that 30 second of Main Street improvement the visibility at 7-11 has been an issue with the trash trucks picking up there deliveries and things so The flow and the plan of this that the Engineering has been working with them on is that these delivery trucks or trash trucks will come in through the front on Main Street potentially coming from the West for enter, proceed to service the trash receptacles or unload, and then exit on 30th Street and proceed down to A Street. Again, that's under review in the site plan, but for the BAR, the materials are consistent. It's a brick enclosure with metal doors. And that's starting on pace. There's those three parking spaces that are, I guess, just east of the Fencing Closer. They're sitting on the building. You're saying that's being opened up? Yes, it's not about this diagram. Sure, so the Page 24, but this is a snippet of their this is our first mission site plan So the dumpster enclosure position is likely not to change significantly at least not enough that they're gonna need a Amendment to any B.A. R approval, but some of the items that we're already working on comments for is that I'll way. The there's a trail. An asphalt trail south of this by the ball properties and part of the 30 second street project is going to be to put sidewalk to connect that trail along several of the profits. So they'll be giving us easements for the sidewalks. That's why I don't see sidewalk and there's seven 11. We're giving easements for right away for a That's why I don't see sidewalks. There's seven eleven. It's going to be easements. We'll be giving easements for right away for a sidewalk here. But they're not doing the work for the sidewalk. They're going to do the asphalt. And that was put a workout a little bit for the site plan. The sidewalk does it follow the profile of the road? Is that edge of curve right there? Generally, yes. So it'll be the sidewalk right away. It'll be about five feet to four feet of sidewalk and the strip, and it'll run up to the plans for the 32nd and Main Street are still in, I think, they're not 100% engineered, but they have the plan approved from Council, at least to move forward. But yes, the sidewalk will cross, it'll be a crosswalk at this entrance. It's not shown as entrance now, because they're not doing that work. It'll be part of, they'll be doing this work before we get into 30 second street. So we're hoping to get at least this- They got a lot of, they're going to bring that up. Is it paved or is it gravel? It's all gravel. It's going to be paved. They're new Are they just adding gravel? They'll be pavement. So they're paving. Yeah I live right around my corner so I'm familiar like that you can start from I have delivery the to avoid this will first allow them to not have to stop in the front of the building. Like in the big trucks, they can pull along the side to the rear of the building to unload. And they don't have to turn around. They can just proceed forward and go south for 36. And we're still working on the schematics of that with them. Like I said, there's site plan is in. It's under review. They're not proposing any actual facade improvement but the 7-11 at this time, but they need the BAR approval for the dumpster enclosure and we'll still be working with them for them. And it's a requirement really, so. It's the same thing with the other 7-11 that's this is an entire thing brick to what other sides of it. Well you're looking at that. Is there anything in the packet that tells us what color these wooden doors are going to be painted? The frame is metal. The the inset is wood important to the... It looks like a metal slacks made of a porgy-ed metal panel. It looks like a... This is what's going to be made of? The outer frame. This porgy-ed metal roof is sliding. You bump into it with the trash can bringing it out the first time. Why isn't it something... could we suggest something else? Yeah, we could suggest the material for the door. I think the panels on those doors should be, you know, kind of a PVC, just like it could be a lap-siding. It's pretty cool. And it's durable and it's not going to get dinged up. Yeah, this is a crack. And then that would get to anchor and screw it. It's just trimming it out. And then is it going to be, they're going to do this red right? Yep, it'll be just clay brick color. I think they have a sample of Right common so it's three sided break or three for you Correct the exposure other than the game will be all that the red common brick on The on the external. I think they're they're trying into EMU on the interior. What does the, do you happen to know Jordan, what the one, the other 711 is? Isn't the sides of that siding as well? It's a pipe column boiler. I mean, closure is more or less. The 711 that's main and maple, which everybody can say. There's if you're looking at the buildings directly to the east to the left, it's a red. I couldn't say the exact rear. I presume that it's three-sided brick, but it is brick. It's a brick. That's the building. And that's the middle door. Is their doors are metal? They're, I think, a little bit more substantial than this this but I think a PVC would be. But no, no, no, no. If there it needs to be more of a sub-dave, it's metal. There's better metal gates than that. This is a side, this is a roof or a side in material. Yeah. You can change the material, I made a suggestion to PVC that it could be more in lines with, you know, and it's the aesthetics but it's also the durability of anything more. And it's mostly like these images of the pictures like the colors are pretty dark right, which I don't think that's the brick color. I think it's just the brick quality, you know, the foot, like I don't think this guy isn't this good in this picture either. So I think it's just a little bit more than this picture either. So I think it's just a little bit more than this guy ever would check it a little. It hasn't been tonight. But I think you could see this is a print of the rent. Do we get to see a sample of the rent that they want for? I just like. No, don't worry about it. Okay. This could be improved by staff. We're giving staffs on the system. with, you know, the desire to see a more durable gate material. The panel on the door needs to be more durable, whether the component that makes the sighting, whether it's party plank or something that's anchored for a heavier duty. It has to be light to a disc empty steel. So they've got, I know the owner, they know each other per se. It's good. Okay. Very, very, very, very, very, very, very, very, very, very, very, very, very, very, very, I was thinking I think we're good. I've had my design all day picking out colors and so that's where my brain set us right now. Sometimes I need these arc text like you're not getting placed. It sounds like we're maybe leaning to the second motion that subject to the following addition that the door panel material of the replace was something more substantial and durable. I'd to avoid. Yeah. Did they even call it with the gauge of that was. It looks like it's just a great thing. I think that's probably, yeah, who did the drawing with the. That's just that. That's just a typical drawing sheet. It could be the town could have given us any sample. Jordan, where'd that come from? Is that their submission? The same. The same thing. The MRA sheet. More switchy so it's paid. That is from their site plan. That's okay. So that's not the case. So we can verify it, I mean, they're, they're, they're all, this is a standard. You do mean on this? Do we have that? Sorry. Sorry. I have, I have, okay. And so there. Yeah, it's hard to really talk to your audience. It's the, um, that's better than that picture that I was inside. And that could be, you know, the staff is really working at it. Like you said, this is from the actual site plan. I think the materials that they're giving us examples of, might not be exactly what they're... Is this what... Yeah, this is third issue. So the example of the enclosure on page 27 matches closer to their site plan detail. So I think that's closer to what they're going to end up with. And we can ensure that this is in fact what they're probably looking at for the gate enclosure. I'm not sure if that corrug material is was misselected by one of their, um, trusting again, they didn't have any designers on this, it's just their construction company. So we can verify what we want to see is something closer to this example on page 27, at least gate wise. And then do we want to give them some suggestions on color other than what we see with. It looks like that's trying to be a black and maybe a picture that doesn't have a black. I think it's more just the way the color was. But once again, put get a paper. I'd like to know what the materials, board on board fence to me is better than the picture of the Galenon or the prefinished siding. Now this is part of the submission this drawing. The elevation. This dumpster is what we're going to get with these standard details. Yes, that's what it has. Can I count five eight mollards in there? So who's expecting all that's a town response with this construction in the sense of its bill? So the layout and the details on the site plan at a zoning level will expect, you know, the zoning where it speaks to materials and durable brick. And that's where we see those requirements too. The structure of it would be the building development county. So their trade permits, they would get a building permit. This wouldn't disagree with the set of plan. You said this is the site plan. The site plan. So it does have eight dollars. You know, actually three tall posts and one, two, three, four, five dollars and a bat. I'm just want to make sure you we get something that's substantial. What did you say the reason was for not having representation for this submittal from several of them? So they were asking, I told them that it was a minor when I could present it. Okay. I don't think we need to hold it up. I just want to make sure that the material and what it looks like on that. What's going to present on the road and back of the building is attractive. That's all. It could be a vertical. This looks like a vertical type of board on board fence. I guess that's what they're trying to emulate. That's fun. I pick a color. Year staff. you know what types of colors we got. That's good. I don't think the arrangement that's a trap that's going to solve anything over the way paving that right there every person coming up from the west into town won't have to go out and around, we'll just park right back there. Yeah. Now the better thing would have been to make, I'm sorry, is to make a road behind into Anthony's. Yeah. Now the better thing would have been to make, I'm sorry, is to make a road behind into Anthony's. Yeah. And don't tell me you can't do that because you've got to mess over there with Duncan Donuts and make a road anywhere. Just put it right back behind you. You drive through, sorry. I think that might be. Well, I can't be very. You can keep that. the Thank you, sir. Thank you. Thank you. Thank you. Thank you. Thank you. You're welcome. No problem. We're the most going to stick around and do part of this. My stomach's cold. Okay, here it is. This June block, I recommend some conditions of the 7-11 dumpster enclosure at 6-10 West Main Street. main street. This submission has a metal framed gate that looks substantial enough, but we want to ensure that the material is of, you know, a board of a batten type look, whether it's a PVC type, but just something heavy that they don't really identify that what's in there, but the picture of it looks too light-gauge from that. And the color staff will approve of, comment-through color. They aren't repainting the building now. Do you want to have your painting to be a live? No, they don't have any proposed work on the building yet. So that's to block the rear of the second workability. I'll second that. In favor? Aye. Aye. So what else do I move this just to meeting minutes we have two sets of meeting minutes. You have an chance to review them. You can make a motion to, if you don't have the amendment or notes, you can make a motion to approve. And, pointly, what's that really lies to? to I'm sorry it's done. You were voted by Stuart. They'd have to gather on it after that meeting. You were ahead. Just yet. That looks good. I don't know. Yeah. I have. I've been. I've been the whole time through to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. I have to be. 23 and the meeting minutes of February 20th, 2024 and wave reading into out loud. So that's the motion and if we have a second. Jim Glockner, no second. All in favor. Aye. Aye. And then we just need a motion to adjourn. I'd like to make a motion that we adjourn. This is Bob Boltzmann. Hi. Hi. Good to see you.
