I'm here for calling for the... I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! I'm thirdly drive! more a question, but I'm sorry. I'm not the slightest bit of a question, but I'm sorry. I'm not the slightest bit of a question, but I'm sorry. I'm not the slightest bit of a lover, should I be? So my wife, however, is some Irish, but it occurs that the orange are not green are Irish. Oh well. But we give thanks for on this day for fifth century missionary mission. We celebrate that by doing all manner of string things, which have nothing to do with the fact that he was sick or is sick. So we do give thanks for those who have come and served and bring us to a place of sharing. We thank you Lord for the time that we have today, for the ability to gather us community, to work through the things that need to be done. We thank you for the men and women who served our community. Give them wisdom or give them prunes, give them understanding. Your name we pray. Maybe seated. It is time we're at item number C on the agenda public comments and we have a couple today Gina Blackburn if you care to come forward Yes, please be limited to three minutes Okay, I just received this last Friday. It's a compliance notification for my Landing stairs and hand rail requirements. I was just very surprised to find this in my own locks. I always want to comply. Normally I've gotten a phone call from someone that works and with a city telling me, you need to pick your brush up, get it done, get it done, and then finally bear. And so I do that. And now with this letter, I just thought it was inappropriate that I'm going to get penalties, fines, restrictions, while I can put and see it in my house. Mostly because I do keep it very clean and picked up, and if somebody needed me to get the stairs and landing done, I would absolutely do it. And it's a money issue, basically. It's expensive to do that, so I have 30 days to come up with more money even than I just read in the whole exterior of my house recently. I just wanted to bring that tradition and see if maybe I can talk to somebody instead of it being so. I prefer to call call me on the phone and I get a taken care of as quickly as possible rather than legally taking action against me for my stairs and landing and hand railings at my private residence. That's why I'm here today. It just seems like I'm being singled out. But maybe I'm not, but there's so many more houses in town that are just as asked her. We're not supposed to engage with you on this, but oh, can you pick up the phone and call? Call me. So I was, oh. Call me. Yeah, see, I have nothing to call. I usually, there's something in that letter that will tell you who. So I called the lighty. I left the cork back there, whoever was in the permits, all of a sudden I was there just this morning and I called her Friday as well. And I spoke with her. But I. Comment. Okay, so. We're going to work. Oh good. Thank you. I know there's a ministry at my church too that my can help out with some kind of, I don't like to ask for help. I don't know. I don't know. Probably need it more than me, but I did. I really don't and I like to take care of myself. I don't ask ever people for help. But I just thought this was kind of. in the past, it would have been called an answer to fix my problem. Thank you, Boena. Next up we have Anna Knox. Can I go with her? Yeah. She gets out of the building. You're not going to get out of here. The reason why I came here today is because I put a posting on Facebook about this I have a nice home and if you drive up Lannas on Houston Street, the lower part of the chair, you get up on the top of the hill and you're on a nice home. 500,600,000, 800,000 dollars home. But it means my property looks bad. It makes better neighbors probably lose their home. But I got a lot of back fleshash from people. And also people stating that there is a ordinance here in the city of Lamp that go around and get after people who have tried, tried to send their yarns. It's been there for years. Grass grown out. Now, the broken toilets, bathugs, cars, everything. And it's deplorable. And I don't know, we want to piggyback off of Gina's, notice that she got a notice for a railing and yet we drive around the bar on the main, are you kidding me? Do all this garbage out here and you're going to come at your senior woman and come back on the way. It's my chief things. So that's what we have. His point is that they end up making me a new issue. For a chance, like at 100,000,000,000,000, college comments, people volunteering to help, people going around the city saying, I've got a dumpster that I can leave out there for people to throw traction. Maybe we need to find out if these people are handicapped. So believe it, we don for people to throw traction. Maybe we need to find out if these people are handicapped. They'll believe they don't have the ability, but the funds to prove the trash. And out of the 183 received, they were like, five, even one person said, well, you're going to live here since next number of years. And as I said, you know, where she lives, and why she came here and left me do with it. Do you like to approach your information on it? I'm even adding critical threat from that Facebook posting. But I understand there is an ordinance and why isn't it being enforced when homes are dilapidated or not safe to live in? There. What is this thing you're doing to encourage to that? But yet, here you have Dina, who has a rating that somebody feels as inappropriate or not safe and a nice home. And yet, two doors are right next door to her. It is a really, that's falling down. But nobody has sent her a letter. They're them a letter. And we went around and there's at least 10 or 12 houses in that same vicinity with bad fragrance and why are you sinkling her out? Okay, I'll get back to you. I know we're not supposed to just bring it to your attention that there's issues in this city. This is a nice city and a nice place to live, but there are areas in this town that need to be addressed. Thank you very much. I would just in general tell any citizen that has an issue with any part of the city, feel free to contact city staff directly. That's why we have a city manager, city secretary who are over some of these other departments. and if you're not getting relief from the people that are in those departments then you can go to the next level which would be the city manager. That's why we pay in the big bucks. All right, thank you. All right, moving on now, presentation from the Lennel Parks Project. By the way Judy I hope you've seen the new water fountain over at Greenwell-G Park. It's installed it was put in last week. I want to say I'm sure of it. Thank you guys. Well I'm Julie LeBredd and I'm the former president and founder of Lennon Parks Project and I know I've met most of you. I know you're new, but I feel like I'm in the form. So, I've been here to come today. I haven't been and was visiting you guys in a while. We've been meeting on a different basis where there's lots of laughs. So that's really fun to have you guys. And that's the first thing I want to say. We would be able to do anything if you guys weren't our partner. Y'all own the land that we're wanting to raise money and put things into you. And it's been really fun to be able to work with you guys to make things happen. So and there's, let's went here. It's not going to be hardly tears. Just this one. They all really helped us with. Of putting some projects in like our pet, we call it the coop stations, but the pet elimination, the way stations that were put in, the city put those in, but we funded the project. And we've also, our training channel, the different ones we've done over the last 11 years. years and the big ones are the flash drive. We find that that completely mat door is a ridling. They paid for half of it, so they were a big beneficiary for that one. Also, we have the master plan that we funded that adopted, again, a conceptual plan that was a year long process and it was then adopted by the class on plan for 2020. And then we also just in last couple of years we got more of a conceptual plan with the Robinson Park because we feel that part really needs control. That is a $6 million project and that's without the pool. With the pool it would probably be a 10 million dollar project. So small things, back to ball courts, we've helped put in a football court at the do and Robinson Park and we have done a bathroom renovation at the new park. We have also funded baseball netting at the steam field as well as the baseball field and we did that last year. And so to do all of this we've had to raise money. And so over the last years we've been able to and that's almost half a million dollars into the parks. And so we've been really excited to do that and we want to continue to do that. So one of the things that we're going to do, that's coming up in April 12th, on April 12th, is we're going to do a chalk the park, which is going to include a color rent that will be that morning. And then there will be a chalk art competition as well as lots of different fun for other people to come out and just enjoy. We are going gonna have a food dinner there, we're gonna have a lemonade vendor, we're gonna have just get people out of the park to have fun. And our word meeting we had talked about, like what are some goals that we have? And we want to build things in the park, but if we can't get people out there, then it's not pointless to build things, but we just want to advocate, let's get a house type and let this kind of platforms or games, our computers, everything, and get back out there, build community, get healthy, just be outside and have some fresh air. So we hope you guys can make it, and we're really fun and thanks for all you do. Yes, you guys. We all are a very example of what the plan of really worked. Is the passion behind the people. We really appreciate your efforts. Well, thank you. Thank you. Thank you. All right, moving on now to the consent agenda. Item number E on the agenda we hear a motion from council? I'm going to do it for a second. I have a motion and a second. I have a question. All right. One, believe it was G1, the Cours that made a motion fit on the regular agenda and changed the wording from I guess it was open street is to the sandstone and I think that should be reflected in the month and minutes. Thank you. Thank you. Any further discussion? All right, with the appropriate notation made about that, do we hear an approval? All those in favor? Any opposed? Most of you carries. Moving on to our regular agenda items. Discussion and possible approval of ordinance number 1552. Mainly the drive that begins at North Highway 16 and extends around the law enforcement center to any tailor drive. And Kim, I didn't see that our chair is here. Would you rather him speak to it? Yes. That would be great. Go on, Mark. My name is Mark East-Cantoon, the land of County Sheriff. Almost 20 years ago, on May the 9th, 2005, one of our decades was shot in Peele and Queensland. I'd like to read the quick little summary of what happened. This comes from the officer down memorial page. Deputy Sheriff Andy Andrew Taylor was shot and killed by conducting a traffic stop. He pulled over a vehicle near the intersection of Skyline and Billing Street approximately10 hours after Deputy Taylor called in the description of the vehicle and the license check he was on her front again. Soon after someone leading a nearby rural home saw Deputy Taylor lying still on the road called police. When they arrived they found Deputy Taylor and the shot and killed. Even shot once in in the head. The retailer was transported to the hospital where he died the next day from his wound. The suspect was on parole for a previous robbery conviction, headed and violated the terms of that parole. After a massive man hunt, the suspect was located. As officers moved in, he shot himself in the head, the killer was transported to the hospital before he died at his wounds. So our address currently is 2001, more how he's 16. What I wanna do to honor a deputy, is to change our address to 72, which was his vaginal for 752, and the takers are up. And so we're coming up on the 20th year anniversary. I will send our deputies to Austin to the memorial. And I just want the cities probably get this done so I can change it to the Land of County Sheriff's Office, 752, and 80 to drop. I'm going to take room. I'll start. I'm out first. No, I'm out. I'm out first. OK, seconded. First is all of us. OK. I'm out first. I'm out first. I'm out first. I'm out first. OK. OK. OK. In addition, Andy was an employee of the city at one point, so he served the city and he was a volunteer firefighter as well. So he was a outstanding citizen all the way around. And he was a hell of a pintball player too. Thank you all. This will be a great honor for you to say, we're honored at these and we'll show you really good. We'll see you in the next one. Thank you. Thank you. That's why vote on it. So we have a motion at a second and I would say almost by acclimation and all those in favor. Any opposed? Obviously not. Motion carries. Now you may applaud. Yeah, you may. All right. Moving on to item number two under our regular agenda items, possible action and approval of resolution R, 2025-09 regarding correspondence to TCEQ. On behalf of the city of Lano, and I might add it would be to some other agencies as well. For the permit for a rock crushing facility located at 3221 FM 3509, Vernon County, Texas. And I have invited Wayne Shipley, who is this gentleman right here to come and speak to this issue, and he can kind of give us an overview. I brought some way to Shipley, I met the Lake McKam communities lines. We've represented small businesses, public groups, PLAs, individuals throughout the central Texas Island Lakes area. I'm also a loud panagresist. I came to speak with you a little bit about this rock question plan for the Texas. Burn, you were Vernon, the quote of that's their problem. That's not our problem. I had to run around the resident office until I got the juice to dig into this little bit more with our minds. I'm just checking. Come on. There we go. Yeah, I'm just making sure. So a few reasons. The first one is rat-crushing plants produced copious amounts of dust. Wasted dust in the air blisters or grease. That's something I can be expected with the rat-crushing plants. 10 parts per million particles can travel. 30 miles and more, especially with the types of winds that we get around here. They're requiring N95 mass to travel to particles. There we go. Better. If you look at the red circle represents a radius of a plant of about 22 miles. So what kind of the key fall easily into that very mile range? The other points there are, thank you. What are the points there in slave state, archival, lawn lawn cabinets, and camp lawn lawn hanging in the end springs? Anybody seen the Bart's Springs pool in Austin, horn Indian Springs. Anybody seen the Bart Springs Pool in Austin Bay? It's a spring fed pool. That Camp Longhorn Indian Springs is a spring fed pool. Longhorn Cowlands in order to produce the rocks, there's a lot of lasting that goes on. And Longhorn Cowlands is the one in three a half months ago, also weeks late. So this area that that Black Cross of Plans proposed is one of the most inquired and annoying. We'd love it, the sections of the whole hydroponics area. Water, one of the things that Black Cross of Plans used to try to mitigate some of that dust is water. These gallons and gallons of water, they can use up to 1.5 million gallons per month, which is equivalent to what 265 families would use in a month. Water table effect, you can see that Ellen Bird rocker well prefer that plan to be drawing water from that aquifer Even now during these drought conditions About 45% of the wells in that area are either really dry or they're really slow That's before this Also nothing has been said about to do with the aqua water Just below stream that besides the Camp Moon Moon pool with the Inks Lake, Massachusetts, National Fish and Petri, be directly below the direct effect. You'll inflow into the high and lakes in 2022 or the worst time history. 2023 was the fourth worst. They don't have numbers on 2024 yet. We already had water problems. And now we're going to, you know, we have this two head sort. On the one side, you have, you have copies and monster dust. On the other side, you have have COVID amounts of blood being used. There isn't anything good about this. Anybody drive past these workers, you'd pass like maybe onto anyone. You see those things and they're just covered. Everything is inundated with dust from those things. And that's after the free-medicated. So just one more point. The last one is, they're expecting as many as a hundred trucks a day to leave that plant from Carport 4. There are also many as there's a hundred trucks a day going into that plant. 29, 16, and 71, which is the way that they would go north and west from that plant. The intersect breakdown road behind the barrier at Forest Creek, the district. You can expect traffic from those trucks stacked up every day, the week, most of them, weekends, too. By passing this resolution, City Council would officially add its name to the long and growing list of the group's governmental agencies and groups like ours to opposition for this thing. It's a living badly for our area. And I would ask that you would please pass it. Thank you for your time, Paul. Thank you, Wayne. Does it make questions for Wayne? I understand that the plant's not working yet, correct? It's not open yet. No, and it's still in the process of approval. On TCQ did it for the first time. They... It's kind of surprising on this point. Well, you know, the the funny thing is there isn't a single air quality monitoring station in Burnett County the closest ones in Cedar Park so they have approved three M.O.R.s motions to review so concealment of the review process still has to pass L.C.R.A. and as fast as the circumstances ground Groundwater District. Is this not a continuation of the plank that's already there? No, the plank is. It's a ranch. The people who bought it, they said it was a middle subdivision. But no, they could put plank there. And there's an alien race company that likes, and it's a lot of my plans. You said several other organizations have passed some resolutions or something similar to you who who is that? Well, Burnett County City Council, Burnett County, the SQL sitting group, it's under reflectors, but you would not be the only one who Oh, the same burn it. That's a big one. So, um, because there have been any other city can I have a sideburner? No. Have you presented to any other city passes? No. You're the first. There will be more of that pharmacy. All right. Thank you. Thank you. When I first heard about this plant going in, I was concerned and the more I've heard about it, the more concerned I've become about it, not only for our neighbors in Berndt County, but for those people who live in Eastern Lano County but even us here in the city we will also be affected but really one of the more striking things about this whole idea is the number of trucks that will be passing through our streets on the north side and even perhaps across the bridge up 71 29 up to 16 it's we don't need heavy truck truck traffic like that passing through on a daily basis in that number. It would already create an issue for us if there was no other reason just than that. So I would ask that the Council pass this resolution that we would show our support for our neighbors over in Burnett and actually do some defense of our own citizenry and population as well. Well typically I'm a fan of capitalism. I love coming in and doing your thing but you're going to mess with our water and our roads. I'll move to approve. That's the second. I have a motion and a second. Any other discussion by the Council. All those in favor? Aye. Any opposed? Motion carries. All right. Number three, the discussion and possible action regarding resolution 2025-08, the sale of surplus city assets. This was brought up at our last city council meeting and was table and and now we're bringing it back up again. Josh you want to fill us in? I want to go to the auction. There's numbers there beside a title that was a recommended possible Was it not? No, it was my concern. Your concern. Okay. Yeah. I'll move to approve. Okay. I have a motion to approve. I hear a second. I have a second. Any further discussion by Council? Yes. This is the motion to approve accepting the limits. I have a motion to approve. I have a motion to approve. Okay. I have a motion to approve. I hear a second. I have a second. Any further discussion by Council? Yes. This is the motion to approve. I hear a second. I have a second. Any further discussion by Council? Yeah, this is the motion to approve accepting the limits. It's shown on the, like, where's this motion to approve to go to Oxford? Like, just to approve to go to the Oxford. Okay. If nobody else is fitting limits on it, I'm okay. And, typically, from what I understand, our possessions seem to bring a higher value because it is thought that we take care of them. And I don't know that that's true or not, but that actually helps keep that value up. I think Dr. Nenet do a good job and I can sure that. And there is, by the way, there was no fee for a, I don't know. But I'm going to write through this take action. All right, so any other discussion? All right, we do have a motion in a second. So all those in favor? All right. Any opposed? Motion carries. We're going to try to number four discussion and a possible action regarding the solicitation of requests for proposals for solid waste collection hauling and disposal. Martin? Yes, sir. We have an exclusive hand shot agreement with Waxing and the A.C.Z. Actually runs out. February 28, 2000, 26 to see. Actually, we remember that very very pointy-eight to 2000, 26th and that's for the collection, hollowing the proposal of solid waste within the city, part of our eGJs. And if we don't want that to automatically renew, we have to give them any data to know. We're out and we're proposing that we send out for questions for proposals proposals just to see to bid it out and say that another company that will do it for a more economical date. But we have to be a way ahead. Are we mad at ways connected? No, I'm not. Okay, second. How long have we contracted with them? I mean, just five years. Just five years. We haven't. We're not looking pretty changes in mean just so just five years we haven't. We're not looking pretty changes in services just we're just looking to replicate what we're getting right now. Yeah. Well, I want to add something to that. I've changed this slightly over the weekend. There's on page 11. There's some dates that are incorrect. next to the the front. I've changed those dates and I added a section 3.3.3 that's talking about recycling that says they can get proposals to do some recycling. Give us a prize on that discord, we can clear what that would look like. But that's all done and I'm not changing really. We need to change the typo on page eight in the holidays. Labo Day. I don't think I was going to. But we've renewed them before. I mean, right? So it's like more like 10 years or something. I think it's 10. I thought we had. I thought yeah, we had somebody else before. It was not waste connections but it was called something else. Yeah. But it's good to search for new. Bottom line is you renew it's good to search for new. And is you renew it's good to search for new and just see without there All right, well that sounds good. So do I hear a motion from council? Second have a motion and a second any further discussion all those in favor Any opposed the motion carries We go to number five now discussion and possible action to approve ordinance 1553 amending the city code of ordinance chapter 98 article four division six section 93 I'm sorry 98.2 1 3 1 adding two stop signs on East Main and I must say this is the request that I put into the chief which that is kind of a minutes driving through there right now because it's almost a free for all. You can't see down the main street from either one of those stop signs if the cars are parked out there and the one way signs are inadequate and not official anyway. So I have put this in so that we may avoid hopefully any bad accidents at that intersection. My question is approved. Okay. Okay. I have a motion to have a second. I'd like to discuss it because I feel like the biggest issue is the lack of the no turning east or no turning west. Okay. But I'm sorry. I'm sorry. Before we get into discussion. Okay. Let's see. Do we? because this may die for a lack of second. Okay, now I can discuss it. Thank you. Okay, sorry about that. I just feel like the bigger issue is the, I mean, I think there's people going the wrong way on that street every day, like 10 at least every day. So the signage for not turning, not going that direction I think is at best awful. We're getting better at signage for that. Yeah that's what I said. Real one way sign, just have a real tiny red arrow. We're about here that can't even reach it. You're like very late in sign. Okay. Okay. Well that's my concern. I don't really care about stop sign. So. But at least if they try to stop you, it would give them time to write. Well, I'm not sure if the Googler has been six yet or not. I know I've talked to you and Mara Bell, who asked me Googles, and makes that engine. So if you could push spikes, it would be, that was actually my work. Yeah. I think it's a little layering. I said we need to put stuff on, and he's like, yeah, we'll just take it. Yeah. Okay, I'm done. That was actually my work. That was really good. Definitely. You're a layering. I said, we need to put stuff on. I think like, yeah, we'll just stick to this. Yeah. Okay. I'm done. Sorry. Eventually, I think maybe what we might do at some point is that there's a one way street connecting into bi-directional streets every other way. We might actually go ahead and take the stop signs off of oak eventually when we make that more of a through street but we can't do that till people maybe a generation from now learn that that's the stop sign there. Yeah, but it'll take twenty-one. Okay, so we do have a motion and a second any other discussion. All those are better. Any opposed? Motion carries. Number six, discussion, axory approving the budget request for the lecture department for material expenses. Sammy, will we talk about that? Yes sir. There's $100,000 budget for the engineer on north side side of the rigging up and there's a large portion of that that we can do without engineering. And since we're in the middle of our meter project, I'd like to move that one in another line, purchase more meters, and kind of catch up with some material that we've been going through. Okay. Why do we think we can do it without engineering? Because it's probably about 10 spans on three meters. And it's pretty just straight forward. I just felt comfortable about that. I need contractors. I'm going to leave the engineering on my part. Is this outside of the study? Well, is this outside the study that was being done? Is that finished? Or is the study done? I'm just going to recommend the project. And they put it on the game, like I put it in the manures. I just wanted to get the engineering done in that way. Did that just spin some of the way? And then the material, because we talked about materials for doing a lot of the electrical work right from the study. And that's what it was. Or we're still going to try to purchase materials fish here for the study part. I've done a lot of D-Rail queries and the cost of that material was kind of eight up and what I had to budget it. year for that study part. You've got down to the law of behavioral grades and the cost of that material was kind of paid up and what I had was an orrated issue. Yeah. And I mean, it was just probably done with triplums sometimes. Yeah, because I remember that was our conversation was that if we don't buy it now and we put it off, it's going to do nothing but get more expensive. Now, I don't know about the meters and how fast they're ex you know their price is going up but we talked about them. There's almost three meters in total for our first session and hopefully with $780,000 we can I think the first three hundred were around $30,000 so we could probably double the share for that. Okay. Okay. I'll make a motion to agree on second. Okay, I have a motion and a second and the other discussion by council. All those in favor? Aye. Any opposed? Motion carries. Number seven, discussion of possible consideration of a change order number two and number three, to the Leno law enforcement GST and the land and lane GSC rehabilitation contract with Maguire. I heard Josh. Change order number two is for the time of the act to move the bypass pumping from land and lane to law enforcement center because this project was originally not accounting for that. Change order number three is to replace the root fractures in land and land and water tower, because they were bound to be roasted out when they sent that to land. So tower was built in 1983 and was re-coated in 2003. So far as our inspectors and sergeants uncommon to find this and typically you don't find it until after you write. So there is a mistake in my indictment. The lesson says, where it has to be within the budget, changes morning. I'm guessing guessing we're gonna be over budget, I think the first project, we won't really know until we get closer. Well, it's not like we can just stop. Yeah, but this is the first, this is two towers with five, so many other towers coming in under it. Yeah. But the law enforcement says, sorry. The law enforcement center doesn't have the same raptors. No other tank in town has raptors that are all self-supported, don't with. Basically the 1983 raptors were surveying everything. Passes 90s has self-supported lists. And most rest of our, thanks for installed. Water level installed in 98 and everything else was over 30 so. So hopefully no more crazy surprises. There would be no more future. 250 thousand rows. I'm going to tip for in. I have a question. So as part of the reason this is the development of that, it is because it's going to cost us $2,000 today for the five best occupants. And without that, we ask for the impact. Okay, I have a motion to approve from Laura and the other from Kelly. Oh, Kelly. She's, yes. Oh, second. Okay. There we go. Sorry. I guess my hearing is backward today or something. Yes. Okay. So we'll have a motion and a second. Any other discussion? All is a favor? Any opposed? Okay. Motion carries. Number eight. Discussion and possible action improving the quote from Candidate's Cate Spank at 5.030% interest over five year term and allows me to execute that agreement. So, here's the budget for the shop. Don't have a group. This is the 7th and 18th, 24 months to get trough to go in order trough. And then, they'll go to the next few years, 26 months, and the budget is for the first time. And Josh found one more this year was over. But this is the first time long we do, and this is the 26th. So it will not be the issue of back this year's budget.
