All right, I'd like to call the work session to order. We already have the pledge allegiance to the most violence from all of his learners. Mr. Hoss. Here. Mr. Krishnamovsky. Here. Mr. Laskavid. Here. Mr. McDermott. Here. Mr. Perry. Here. Mr. Sabatino. Here. Mr. Smith. Here. Mr. Stevenson. President. Mr. Lombardo. Here. President. Thank you. Any additions and involutions from the work session? Sir, motion to adopt the agenda. here. Mr. Allabic? Mr. Lambert? Here. All President? Thank you. Any additions and involutions from the work session? Is there a motion to adopt the agenda? So moved. So I think you can call in favor. Hi. I'm opposed. The agenda is adopted. First we have the visual reports. Grape. As always, that can't be done with any questions. I can think of it like harmony, text, and you know, and you know what I'm happy to answer them. I just want to note this, what's happening now, the children, the families, having a spring cleaning for the month of May, which we're asking for items that are needed, spray cleaner, or for cleaner. So, so, sponges, as you all know, we have blue pantry, and we would like to have also cleaning products available. We actually have tech products now, so we're expanding the food pantry. And there are boxes and all county buildings can play and here obviously in the wood services building if you have anything you can drop out. Thank you. Any questions, please. I'm gonna go up a little questions? All right moving on. Number two discussion regarding resolution entering into a least-footed hairline farm LLC for portion who is earned high on agricultural farmland in Butler Township. There was an RFP put out. Okay. So there was an RFP put out. Okay. So there was an RFP put out in the farmland and Butler townships that had been used in the past that there was just a handshake agreement. So the RFP was put out March 30th and April 2nd. The two leases that were proposing items two and three were to respond. There were three responses altogether. One area was area three. That was only one risk. I'm sorry. Area one and two, there was only one responded. And then the three submitted pricing for area three and we are proposing that long hollow cattle have released for area three, which total 69 acres. Okay, I guess we'll just include number three. This is well. I just wanna say, Mr. Turner, I'm very glad that we got all of that worked out legitimately, so that is such a significant one. individuals that we do want to have Lisa's with our balls here. I don't know if you have any questions for them Any questions I Say Met Ballerian and Blacen Ast. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you meetings. We should be done planted by them and that will be before we can even get on the property. We're going to be beyond the dates for as we have many crops as far as crop insurance goes. The property that has walls are bidding on. They've been funded for a number of years. That grounds been maintained. The property that've been on has been laid out, I hope, for basically decades and needs a significant amount of work. So we're really concerned about it being drugged out even today, let alone being drugged out to the 27th of being able to feasibly do anything with these properties this year now. This really should have been handled back over the winter months, but we were under the impression that it was going to be acted on immediately after the proposals were opened back last month. So in addition to that, on our case, I'm a little bit concerned that we went out and we viewed the property and after the bids were opened or the art piece were open, excuse me. There's now property marker stakes around the music camp on the middle road. So I need to know, is that kind of still be included in the portion of the property that we put an offering on? Or is that now excluded from the property? And if it has excluded from the property that we're gonna be maintaining, who's gonna be responsible to maintain it? And keep the means. And so there's some questions that need to be answered. There's also some other questions going forward with this. The timing is the big problem that we have. We're going to look at serious yield deductions this year because we're really, if you got to the half on until the 27th, we're not going to get on this property until the 1st of June. We should be going to be planted by 15th of May. This all should have been done previously. So we just want to know what the council's intentions are throughout, moving forward, can just work getting on to this property and doing what needs to be done. Our portion of the property needs to be so sampled it's going to be widespread and it's going to need that to on some of your old saw. Projects send a chance of getting on air only because they've been maintaining the property in the past. It's a little bit different scenario. The other thing that I've really like to address of County is the ability for us to use the Incommissions programs for some dirt preparation on there. I'm going to Jason Crockett over now. My family's own as farm to property next door adjacent to the county for 145 years. And I can tell you where just absolutely get an overrun with deer coming off of the Incomment property. So something that I would really like to see you address in these leases is allowing us to use the game conditions programs to do something that deer deprivation down there. It is, when I tell you it's horrible, it's nothing to go down there and see 15, 20-acre fields with a hundred deer at a time standing in them. So there's no sense of doing this moving forward and not being able to control the deer for a lot of years that property was posted and was used as sort of a cause like hunting reserve for people and there is people hunting on it now but it's nowhere near enough. I mean it's, when I tell you it's overpopulated it is drastically overpopulated. Just some of the biggest concerns that we have moving forward, but like I said, my biggest question around the portion around the music camp is those property markers weren't there, those property lines weren't there. So is that included or not? This is disparaged. Might have a couple of the answers to the questions that you asked. I did reach out to Butler Township when we heard about those property markers and they couldn't tell me what was going on. So I can can follow up with them again tomorrow but I did call last week or the week before and their zoning officer wasn't aware of anything that was going on there. And they're not, they're not our markers. It's private, it's professional surveys, they're exploited by a land surveyor and they completely encircled the music camp. Well, we didn't. Okay, well, I just... Just found their camps. Try to give you the information. I don't know who did them. All I know is they were not there, but when we put the proposal in, and they are there now. They go right up through the middle of the field on the east side of the music camp, around the back of the music camp towards the Jones Elementary School, And coming up to the field on the opposite side makes a bit of a rectangle around music camp. There are ten of the levels. Yeah, music camps and ten. Yeah, so I just... Yeah, it is. What can do? as it's made out of a rectangle around music amp. They're a tentative out. Yeah, music amp's a tentative. Yeah, so I just... Yeah, it is. What can we do? We made a deal. I don't know. Yeah, we can do it. Who's in the canvases of the chamber? Well, look into it, but they're not. We did not put those things. OK, well, I just... I guess my question is, is there be any farming inside them and outside of them? Or not when we look at the property, what do you think? And you know, we were under the impression of all that it's in your talk to property. 10 or 15 percent difference in the total way. Didn't your fee specify the eject lead? Very. It's specified in number of acres. So I would go by that. Okay, but just to understand your and the also included the music campus entirely. I guess we have to have a can of it. Obviously the music can't be. We can't go back to the middle of the field allow. I just don't know how the acres are calculated. I mean, that's not probably the way it's going to work. It's just the way the acres are not fields. Because it's a general bureaucrat in terms of... No more jobs. I'm not sure if it's going to work. Approving these two. No, no, I think that's not it. Don't feel more kind of a crisis. but we actually, what do we do now? Okay, all right. And then, Kaz members, this is okay with you. What we'll do is at the conclusion of the work session, we'll reopen the voting meeting, we'll put these two leases on, you know, on so that we can vote on them tonight since time is of the essence. We'll do that and then Attorney's key and the Office of lock and work on the specifics from there will give you authorization to do so. So, okay everybody. Yeah, I agree with that. Yeah. Okay, I'm very proud of you. Absolutely. No problem. Okay. All right, so nobody will need one of your chair from the work session. I know you're going to want to. Okay, so one, two, and three is done. All right, next. Number four, discussion regarding the resolution of authorized and county managers to execute the agreement of sale between Luzar County and Market Square properties developing LLC for real property identified by PIN number. I'm not going to read the number located within the City of Luxberry. This is the train station. Again, the middle. In any case, the sale price is $620,000. Right now, our tourism department is located there. We believe that it is the ideal location for our tourism department. And by the time we pay this fee of $615,000, it would be a good one to what we would pay. And by the time we pay this fee of $615,000, it would be a good one to what we would pay during the course of the lease right now. And I think for public policy reason, this is beneficial to lose our county. It is assembled reason this is beneficial to lose our county it is assembled of lose our county and its historical value is extremely important to the identity of the County. And we are stewards to make sure that our historical structures are well maintained and the building itself is in really great condition and as I said that it is a perfect location for it's important. Major Prokval, can you go into more specifics about the condition of the building that was one of the concerns I had when we first started kind of getting the tires on this issue? And also, can you also, to the public say, can you talk about the possibility of renting out some of the office space in a nutshell we can recruit some of the funds that will be, you know, utilizing election policy. I'll ask Attorney Scheme, he did the negotiations to speak to the condition of the station and the potential auction of leasing right in part of the space of the train station. During the negotiation of that, we had so concerned about the roofing. So we had our roofer go out and do an assessment of it. Our roofer came back and indicated us everything needed to be repaired on the roof. We provided that information to the owner. And the owner repaired everything that we had asked him to repair. Alrufer reviewed the repairs. We were provided with inspection reports and phase one study that was done a long time ago when he first bought the list. So all that is in good order going forward. We then have an option of either putting in county employees or some kind of county office on the second floor, or we could rent it had previously, we rented out. So there may be may be a market interest in it. The second floor does not have elevator service, but we could advertise that and see if we would be better, it would be a better use to use for county offices or a better use to use for leasing it out. Any questions about the, at least heard about the purposeful translation? Just for public squareifications, not general fund-mind rate. Purchased the building current. Frank. Frank. Any other questions? It's asking if I could, I had three issues actually, and then one on Council and Walla, which is a question. So this is hotel and tourism tax money, correct, correct, measure, crock, maintenance. So it's 100% funded by non-tax payer funds, non-property taxes. I think what Greg was talking about, I think that's very clear, because I think some people, they're, we'll say, oh, the Council is properly, then they got rid of it, I've rid of it and then they're buying it back. It's not that kind of old county deal. This makes a lot of sense. You can on the group if you can speak to that. Mary, do you want to come to the podium and speak to the numbers, but if you're absolutely right, the Trans Station tourism is funded by a hotel tax. And we're not buying back the whole parcel that was just the train station and the parking right around the train station. Right, so I'm sorry. So the $615,000 is actually coming from Miss Linus income through community development. So it's not general fund money. Now. And then going forward as well, it is, I calculate just at $2,700 a year to pay off our month rather, remember paying it now, that would take 18.9 years to recoup that investment. And then again, if we are able to rent that second floor, it gets a beautiful thing, probably, and shape that in half. But I was wondering if magic can take me on the issue with the elevator. Could you negotiate this price down to help factor that because I think it would probably be you with us to have an elevator installed there. That's possible. I don't know if that was part of the boat, I don't want to do that public, but I don't know if that's something that could be addressed. Harry, I'm sorry, I didn't see anyone coming on that. Yes, we need to be addressed. Perry, is that... I'm sorry, I see you want to come in on that? Yes, we negotiated with them. That was the lowest price that we could get on the building. There is also the possibility... Well, first of all, it's an historic building. So we have to be very careful. It's a very careful building. We can't just put an elevator in because it's a historical, a historic building. Number one, number two, we could put a county office that doesn't have dealings with public on the second floor and or, you know, we can release it to private entity that doesn't have requirements of having an elevator. There is a possibility though with the elevator if we get approval to put the elevator in to get grants. Hello, Michelle. Can speak to that but if you want a conversation that perhaps we can get money for grant money to put the over there. So it was just a clarify to going back to the new file. What exactly fund has that in this Brazil? It's not like RCAP or what we're talking about. No, so well there are several funds that can be developed and that's several different bank accounts. You know, some of this interest money, some of this, it's just money that they've collected over the years that they have not utilized. So we're now in a position where we feel that we should be utilizing that money. And I'm all for my concern, just that there's another project that comes up that maybe we could use that. It's that the yearly annual hotel tax, I don't, I'm just thinking of the box, and that's what you all know of management, but to make sure that we can unlock as much funds and have as much freedom of energy that our funds and use them in that kind of place. So I'm sure you've thought all that through, but I don make a sense of my question. A little bit out there, go. So I'm not really sure if you're questioning it, but the hotel tax right now, I mean, you know, it was obviously what's being utilized to cover the expenses of the visitors of Europe, but obviously not to the $2,615. So there is a portion of that for the mortgage. This was a portion of that hotel tax. We are not, we are going to tease on the key and problem. Well, we would be able to shift the money that we use for the rent. Yeah, the rent portion. Right. Yes. It's going forward. Yes. But at this, it will take a little bit. Yeah. That that'll betray you. I just want to make sure we have as much leverage as possible. That makes sense. There's lots of money that I think the journal public doesn't understand. There's lots of money that we can't touch for several hours or so. And we can't. Right. So the 27 million return rule is point, the 27 million hundred dollars that they're paying for a down and around have utilized to cover other expenses and then shipped it. Mr. 17, have you had a question? Yeah. Councilman Oslo, the workers were not getting the workers. We are not getting the workers. Thank you. Mr. Strathman. Any other questions for Councilman? And now we want to minimize the financing that we enter into because we finance way too much historically. So in the long run it's better to use this interest money from the community development and development. The tourism money that comes in it could be shifted for other uses and just buy the building out right. That's my question when you talk about financing. What are the things that are available now? We'll just play the narrative that's left now. Mr. Bourne, thank you. Two things I want to add when I read to the materials. Number one, very importantly, this property was constructed in 1868. so three years after the Civil War ended. It was placed on the National Register of Historic Places 50 years ago. It's something like, which made the corruptible correctly stated as a great historical significance. Thank you. And secondly, I cannot overecercphasize the economic value of having functional rail lines right there which connect to everything in this country. So from that train station, you know, where you could pass in the service or even free, there's a certain amount of economic value which I can't identify with here. here, but I take for the future of close of all for the county. Thank you. Any other comments? All right, thank you very much. Thank you, Ms. Roselle. Thank you, Ms. Terich. Number five, discussion about our resolution of previous student spots and shift agreements for classes or programs. It was our kind of community college and LCC employees programs. I just I wanted to say that this is really a great opportunity and I went out for a tour of the community college and I think I said, I'd like to pride myself that I'm aware of what's going on in Missouri County. And I was floored how impressive the community college is. And the academics and the trades. And we're going to form a partnership that will not only help the college, but will help our staff members here. You'll be a little bit to more specifics, but we'll use this not only as a way to attract employees, but to retain employees. And I'm not sure there's other counties that are doing something like this, but I have no problem being the first county to join with our community in college and providing a bunch of students on their a high-high newest air and permanent vice president finance at Los Angeles County Community College. So what this is is offering a discount to those are county employees, a 25% discount on classes. And the county would also have to contribute 25% towards that. So the employee would only have to pay 50, who's on county employee would only have to pay 50% of the tuition 100% of the fee. So how that would break down for an average three credit class. There would be $112.50 discount. The who's on county would be responsible for $112.50. And the student will be responsible for the employee, Luzorn County employee, will be responsible for $225 per class. Plus fee. So that is our general service fee and our tech fee. And any court materials will be with me. So it's, you know, we, we have a partnership with Luzer and County and we really value that. And this is a way that we want to give back as well to the Luzer and County employees. So there's no limit. We offer also microprudentialing classes and if they want to take an Excel course or a quick fix course or even on credit classes we have, So we have a wide array of classes and programs. Don't you have any questions for me? Respect, Erwin. More to this sort of administration, obviously I've got a lot of money that just asking the question where that money can now end approximately and how much again it's minimal, but just wondering where that can wear that money can out of it and proximate it much again it's mammal but just wondering what that can do. I have various sources of money, I know Mary if you want to speak to that as well. And I don't know how many employees will take advantage of it. I hope as many as possibly can. I know that we will have the community of college if we need to have special courses just for county employees and I talked to my division heads today and the department heads there may be management trainings that can be crafted that will just be for lose earned county department heads and division heads so there's a lot of different opportunities. I also want to add I talked to our academic affairs department and they can create a program just for lose earned county employees you know be container it to the needs of what you would like for your employees. One more thing, so I wanna add is, our budget will be passed for six or three. So right now, this is what our tuition is, and it may change, it may not change, but that the figures I'm giving you could go up slightly, just on the leg of that. As far as how we're going to be paying for that, most departments have money that's budgeted right now for education and training. So if you're using that line-on, I'm going to pay for those expenditures. We do have some employees. All classes have to be approved. They're just taking classes so they get approved by the manager, which means they can make sure that that expenses are already in their budget, but then their department. I know we're hoping that more people take an advantage of this. You know, we have people that go to all different, you know, colleges and universities, specifically in the area and online and we pay a lot more for those classes. So I think this would be a great opportunity for us to save somebody on, maybe some of those higher class classes as well as maybe, you know, and tie us a traditional and for you to take it down to the program. Charles. Yeah, those are kind of the best deal on town. Johnny. It's an excellent deal. And you know, I'm assuming to the traditional and for you to take it down to the program. And Charles? Good time. Yeah, well, those are kind of the best deal on town. Charlie. It's such a great deal. And you know, I'm a certain thanks to what you do and give our regards to Chancellor too. Kind of chance you could do. You know, Brittany, I know you and I, and Joe and I were talking about this on our strategic initiative committee all about using synergy partnerships, building up our staff. You know, I encourage you. This is right up the marks where Mila adds off to you too. I'm just so proud of this whole thing. about using synergy partnerships, building up our staff. You know, I encourage you. This is right up the marks where Mill that's off to you too. I'm just so proud of this whole initiative. So thank you. Thank you. Thank you, Melissa. This is amazing. I mean, this is exactly what I was looking for with the brings of fruition. Like, this is tangible. Like, this is real. A few questions, just to recap what we've just gone over, right? So, was there a county community college just putting 25% of the cost of that tuition for the community college will be paid for, and that doesn't even include scholarships or financial aid. Are all the Lizard County courses that entire course cataloged accessible to the Lizard County employees? Yes, and I also want want to add two campuses too. So we have a campus right down the street on the square. So an online as well. Oh, fabulous. What was my next question? What courses would it be accessible to the Missouri County employees? There is no. They just have to have a manager approval. Yeah. And let's be the have to remember their business office. so we know that it's a privilege. Don't we have all this to students ahead of time? So we have for billing purposes as well. So yes. Yep. Ms. Kristowski. You can go first. OK. Ms. King, Ms. Kristowski. So this even counts for people getting degrees. So we could have people in high come here and work for us and earn a degree while they're working. Absolutely. Amazing. Last question. This might be for you, Manager Crowper, how long do they have to work for the county before they can enter into this program? We can discuss that. How long individuals have to work for the county? I know the agencies have, I know for example, we have relationships, I believe it's still with Marywood or Master's degrees and we pay them and then they have to work two years and if not they have to pay us back. But I don't believe that there's a time limit. How long do you have to work for the county to take advantage? So hypothetically, I can apply to work for the county, get hired, and be able to attend school with a month semester time period. Yes, I'm doing it. Yes, and we're going to use it as a recruitment. Yes. And you've also stated that LCCC is willing to draft an entire curriculum tailored to the county to meet each of our divisions and their consensual purposes. Extraordinary. We're focusing on, I want to do that. We're focusing on CBI home, or case workers. So this is just the beginning, but there's work come. I was going to say what you asked about how long you have to be. But I'm also curious, are you going to go into the high schools to get them to recruit to do this? Because I know we need a lot of people to be hired for the county. So this would be an actually perfect way to get people to be hired to work for the county. You know, if you want to hire schools and send books and we're offering this program, is there any way to get high school people involved in this? Because I think there's one reason. Yeah, I mean, I think that our human resource department can work towards doing that. I mean right now when you go to, you know, dot errors and things like that, that's a great point. We should target people that are in high school. So that would be an amazing way to have the outreach blasted through high school, elementary schools, and even the surrounding post-secondary institutions. Any other comments? I just asked, I have a comment actually. If you want to page 54 of the agenda of the draft resolution, a couple of counsel, one in their comments about how, over the policies, how long I've got to hold for the county, how many courtesans can you take in a period of semester. Could we just add for the voting session, do we look at the last bit of result? Viewers of the user count council consent to the Student Scholars students scholarship program programs and approves the students scholarships agreements and directs management to establish a payment policy. Payment policy? Maybe just a policy for reimbursement or everyone aware of that. So get to have and directs management to establish an actual policy. I passed the last, the other book of logic state, do you have a policy on the back end? So if we pay for education and someone needs employment, you know before the two-year mark, then obviously they don let me back. You know, we do enter into payment arrangements, but now the pulse area is at so it's not like, sometimes they can't just pay us, a check if someone's leaving you know within the two year period, but they do that payment plan so we live in this. Yeah. Well, I was at the old one. We agree. Cool. Thanks. I'm just saying just to make sure that the force that moved the public this figure of policy is because you're not going to take 20 credits a semester. You know, is it just three credits at six? He just works for us. I'd be more company. It's not a big ass, but on a bunch of members having disagreements, I'm always. Anything else? Just a comment to Council and Congress of the Post. I actually would advocate to not put that in. We've obviously established an educational policy that we've been doing with other educational facilities. It's been something that county has done. I think that the less we require of the county to do, it will allow the county to tailor its policies and programs more effectively and efficiently to what it specifically needs. So I think less words here might be more helpful for the management to do exactly what it tends to and wants to do with this. And just so people are aware, those other programs that we paid for, we pay 100%. And this is 25%. If I could also add, there is language in here that I feel like protects us and with their employees as well. I would definitely check out in a read-out in detail because the county is not at at Father's Student is responsible if they do this out of the withdrawal. And there is a full-turn and part time credit requirement, depending on what the circumstances situation is. So I do believe the county is protected as far as the language presented. Yeah, but my concern, if I was an investor looking for protection just to get real definitive policy on this. And since I've already done anything we're milled in, you can get you all mentioned and do that Mary, but just make me feel more comfortable. I don't think any cabs manage, but I don't think it gives any other do-work to requirements. Anything else? Any other comments? Thank you. All right, thank you very much. All right, number six, the Special Guard and Resolution. We're going to memorandum of the room. We lose our time. We're going to need the families and the medical bureau. W. Housing. I'm not sure if that may have sounded so much better. Thank you. Yes, she's welcome. Okay, thank you.. Megan. Megan, you can hear us. I can hear you. There you are. Okay. Hi. So this memorandum is to put those reviews and families, we would fill every fifth vacancy. We give to the community, the family client, every fifth vacancy on our left, which just would give us a little bit of an advantage for preference. Please pass. Okay. Any questions? Comments? So how do you... Sorry, I'm just doing... Megan, it's a brand new thing. So, questions. Can you elaborate on this for me a little bit? How... What does this look like? I'm going to... It's a brand new thing. So question, can you elaborate on this for me a little bit? How, like, what does this look like, you know, streamlined? So, every... Sorry, I'll let you know, my host. So, children and youth and families would give two to three applicants that need the properties eligibility criteria. And then within five to seven businesses,, one of those people would be chosen from within that they can, you know, fulfill that fifth vacancy. So, currently they have their list for all public housing. Essentially what this will do is break down a little bit of the barriers because they're so-and-you've been found with clients that allow people, like if there's an addiction on their record. They are not eligible typically for going home outing, but they're willing to read that if there are children, news and family clients. Thank you. Any other questions? Let's... Yeah, obviously, just wrote one quick question. Have we used this company before? Have we used this company before? No, well, they're affordable housing inside the department. So we're not, this is a new thing that they're doing with the MOU that told our needs and families just because of the housing shortage. So this is a second half of the box I needed to try to get priority on the list. Okay, thank you. Any other questions? All right, thank you, Miss Som. Yep. Number seven, discussion with our new ordinance and any new. No. No. No. No. No. No. No. No. No. No. No. any questions. But basically what has it is they purchased this property some time ago. Never did anything with it. We believe it means all the requirements to be resounded has all utilities. Abutting the property as well as being in a residential district. All right, Mr. West cabbage. When did they purchase that? I don't have the exact date but they have it only for several decades. Okay thank you. Any questions comments? Mr. Starris, do you have anything to ask? Thank you, Mr. Frosty. At last Thursday's planning commission meeting, the planning commission, I've heard you get to meet. Okay, so I'm just going to... Like you were saying, it's a small parcel. They couldn't do anything with it. It's technically its own lighting, but we're heading to doing anything with it. They have to sell it, make sure that it was on public sewer, public water. So that's why there is only a two large here. We'll be able to make a market. OK. Thank you. Any questions, comments? All right. And the broad system is one that I was basically interested in. How should we run any concerns with any neighbors or attempts to do that like that? It's changed. There's no comment. There's no opposition. Very good. Thank you everybody. Anybody else? All right. Thanks very much. I didn't know great discussion regarding your resolution and acting of veteran real estate tax exemption for non-war time veterans and surviving spouses. Mr. Dartmouth, one comment or two before we begin to discuss your call. So actually this was flat to my attention by Mr. Hall. I have gotten called saying that he was interested in why losing count is not having have the tax exemption for not in one time. But 100% is disabled during their active duty service. So I did reach out to Mr. Cawker and ask some questions about sort of numbers that deal with our budget and everything. So if you'd like to answer some questions I don't just have for it in hand. At this point in time I have a list of funding right now that has 20, 25, 100% non-combat service connected veterans in the county that are still paying taxes. Now if you look at the Purnit Connabal, title 51, Chapter 8, 9, it does allow for the real estate tax exemption, but there are stipulations in it. It does state that you have to be serving in a time of war. We do have the joint accounting, the Black and Wann account, the Monroe County, and the leaves, Paiyoga, Bradford, and another one that they do have the exception for non-war time veterans at 100 percent to receive real estate taxes. So if you look at the numbers, let's say I have 30 people on my list right now and let's say they pay all paid $7,000 in real estate tax and school tax altogether. That's $210,000. From what they've sacrificed, it's a drop in the bucket. I know that I am able to take advantage of this program and it does it save me thousands of dollars a year. And I know that there's better than share in this county that would really appreciate the opportunity from the service that they put forth. Because remember, you're not getting trapped anymore. You're actually raised your right hand in the ballroom. Mr. Clark, I just have a question. So you mentioned their total tax bill. If we pass this legislation, does that absolve an only a county tax? It's correct. It is your property tax and school tax. We're talking about the school tax bill. I would solve from contact tax and school tax. I wonder if we'd have the authority to do that. I'm a skate. We certainly have the ability to do county tax. Yeah, that's not what the question is. It's just whether we have the ability to offer us that school tax. It's the real estate tax. That's the one that you could say yes to. Not the school address. Right. Okay. So that's understood. Yeah. Okay. Okay. All right. Any other questions? Okay. So you could say about 7,000 50 estimates, 7,000 per home, but that's a total taxes. So again, the county burden of that, if we guess to make,, which is a 30-by-rains list, 1000 maybe county taxes approximately, so about 30,000. So that would be the hit to our budget. Just so you all know that, because that's obviously very good concern. Now the number is 30 now. I don't have a magic crystal ball in states that people coming along from from active duty service back to Missouri County now will not come back with 100% disabled status. We service 21,000 beds here out of our office on water stream and that's a lot of people. That's a lot of people and the numbers change every day because everybody comes in because they want to look for an increase because the laws change from the federal side all the way down to the county and it changes every day. So as soon as they know that, they're coming for the increase. So numbers will change. Mr. Wood's scavenging and that that is for. I think it's a very worthy cause. But going back, we have the county, the municipality, and then the school. We just sort of understand you're all separatemities. No different than when we pass a word up. We pass it on the county behalf for that schedule. We don't do it through the school, and we certainly don't do it for the town. They negotiate within that too. So I just want that understood. Mr. Arnold? Yeah. Frankly, when you sit $7,000 per person, it's because the problem is close to $1,000. So we could really, if we vote this, if we were action, which I'm is very in favor of personally it would be probably roughly a thousand dollars maybe seven hundred dollars per that all those other taxes the bulk of your property real estate taxes are the school taxes that's a big one and that would do that to deal with the local school district to do that. So, person, I'm the favorite of something like this. I had some questions over this morning I wrote to council and to our office of law just about the finances and specifics because the devil's always in the details. So, you know, one of my questions was, what the total figure would be, and we just determined currently 30,000 probably, it could be 60,000 some point in future for 60 people. What not? So that's number one. Number two is answered currently, set about 30 people. The problem I had with, and this is not for you guys, Kevin. This is more for attorney skiing. When I rate the resolution, the clause at the bottom that says now therefore be resolved. This clause makes no mention of a disability requirement, partial, full disability or otherwise. So are we considering granting property tax exemption to all living veterans plus active duty that we have no disability because it's not specified at all in a resolution? I thought it was but I'll check it again. I may have lived in the draft version at first. Yeah well up above it does talk about the stable veterans. How we have to say the veterans in the county above a lot. But down at the bottom of the closet that we have to live by the legal closet, now therefore be resolved. Those are county council agrees to extend the veteran real estate tax exemption to non-war time active duty, retired service members and their surviving spouses period. It makes no mention of any kind of disability. But it quote states, be state act. Part of it? That state that's cited in there is specifically for 100%. Okay. I would like to see that everybody. Yeah, we do. I'd like to say that. That's why we're just in that second, the last whereas. So yeah, there's other honies that I've done, I think it would be, you would add it. So it would say unmarried surviving spouses of such veterans. So to specify that they cannot be remarried. So it's only the married spouse of the veteran. That's unmarried. Okay. So. And can we just maybe add at the end of that or somewhere in there? Well, I know both of those last ones, right? Activity service members and their, the first, like the last one as, on you may already, the other as spouses. And then, therefore, the other results, who is our county of Rinsedance and the veteran, real estate tax exemption to non-war time act of duty tired, service members and their unmarried type of therapy again surviving spouses. Can we just add the variant, for some it depends on any title 51, chapter 89, that would be great. Just to clarify, I'm very pots will confuse another role, the spirit of what it says is obvious. That would be great. Okay to clarify, I'm very confident that the Council is confused and I'll go to the spirit of what it says is obvious. That'd be great. Okay. I think that's good too, Mr. Chair. I think that's fantastic to Mr. Jordan. I think also, at least to extend the Vectra Rules, the tax exemption from those are in counting taxes. I think that was right. I think that's very good. We can't forget what that says. We love to, I was going to say. I didn't like to, because I missed you a lot. What imagine? We're getting it. Yes, come. And one of the concerns I had under that spouse rule, I guess, is specified in the state act, though. I didn't read the state act. There's a lot of girlfriends and boyfriends out there of veterans and common law. So what that law is, whether it consists of an income or a party, there's no work out of law. I don't know what that law is, whether or not it's a big concern of mine with all programs like this. And that will be invariably there's fraud involved, years down the road. So my question is what entity in the county would be responsible for verification of all of this IE confirmation of disability, marriage certificate, debt certificate, property transfers after death, notification to our tax office for removal of taxes you exempt status, what department or division here would be responsible for fault of another? That actually goes to my office at the end of the week. I can say, you would confirm, I figured that, but you would confirm all the merits to your extension there. great and important and it's just forgotten about. This is what you would have to fight you. So if you, let's say you got cancer anywhere at 100%, but then you can only remit you to be a salesman. I can give you 100% more. We're going to drop you to 60%. Now we have to take action. And the other thing I was wondering of when eventually the vendor patches the way, the spouse patches the way, inner structure, and if there's a decent group of theirs continuously, and definitely how does that monitor different tax exemptions? I mean we work well with the assessor's office and of course we do all of the veteran death benefits in everything else. So everything leads up in our system called VettPro, which a center of flying oven says, okay, we also have this tagged to this veteran, but if he's not married to the house files or she doesn't have a spouse, it's said that when flying oven says. Okay, that's an old one. That's fantastic. Take it to great suggestion, great quote. Any comments? Mr. Perry? Thank you Mr. Chair. Just go quickly. I was a veteran myself. Great idea, great quote, Brent. And glad you both go forward with this. I'm sure you're getting that post-past. Just be careful. Go ahead. Yeah, turns. Under the act, there's income thresholds also. Yes, they're wrong. So it's not everybody. So if you're 100% disabled. And you make too much money. You are not all in the world. Okay. We have, it's a very strict guidelines, very strict checklist that we go through that has to, and it goes from our office to the state to federal and in fact again. So there's plenty of sets of eyes that they view this. It's not just the county office that it does. Miss Davidson. What is the income threshold? It's 75,000. I think it's 114. You're right. Any questions? Thank you very much. Mr. and Walter. Hi, by the way, their new offices is very beautiful on Water Street. I don't want to speak about that frequently. Yes, we had a very positive but rainy, hoping day last Friday. We had a great turnout. I'd like to see a lot of Council members there. It's delicious. It's a little late, but by the time of support, God done with it. But very straight back road. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Thank you. Thank you very much. OK. Anything else? Public comment? Mr. Berkamp, do you have anything? Public comment? Yeah, do it. Yeah. Thank you. Thank you. Just a quick quick. Just quickly, that LCC Black program is a really good topic step for the employees in the county. The online courses, members of my staff, actually took some of those courses in Excel and we were big benefit for people by office in Excel. I mean we have to understand some of the people that work in this county need that type of training and they need it sooner rather than later and it makes a production goal for me to train them and educate them. That makes their bodies better. So it's a good thing to also that type of education. Education's always good. Back when Robert Lotton was here to manage your own setup, some of that one of its programs in accounting. LCCC was kind enough to actually take the meaning of and place that we currently use For our conferences. They brought in all kinds of laptops the IT department said it all up And we had in county trained for people for word excel And it was very well attended by most employees of this county. It was totally free. Everybody We had some pushback from some Union members and some other people that they were doing that on their own time and they should be compensated, the audio data, so a lot of accounts of the program. That was back in, I think, 2013, if I remember correctly, you want to get that. And it was a good program. So I have bought a manager at the Council for booking into that. I think it's a benefit for everybody in this county. It's really something that we're all going to gain production from and it's an incentive for people to work here. But space that we don't pay the employees a whole bunch of money as incentive to work here. But if we can give more benefits and teach them a given education and make their lives better, that's incentive to get people to come here and work and that's what it really should do about. And if we're going to try and get people to work for the wages that we can pay unless we want to raise taxes by 10 percent to give everybody a living wage, which we probably should do that anyway, but I'm just saying it. I think the best thing to do is to go ahead and give them an education and help their health improve here. So thank you for the council for doing that and I certainly do appreciate your effort. Thank you. Thank you, Mr. Griffin. Just for anybody else who is in the audience and heard, for a 10% tax increase, we are not raising taxes 10%. The public's edification. I say at one time, I would not raise taxes 10%. Not happening. Okay? Just want to reiterate that. I have to say that. Any other public comments? Raise the floor. Oh, Mr. Carr. I've got how we do. So we can hear you, Ms. Carp. Oh, great. I'm Tom, Tom, Salis, for Pennsylvania. I can read online that the operations position that hasn't been filled yet. the act head operations position hasn't been filled yet, and I'm trying to clarify it. I guess I was reading on my head on this Saturday to put his name in the running for the operation. He's one of the candidates. And secondly, one of the people who served on the manager's search committee, who recommended her as the county manager and wondering if the clarification on both of those situations as well understand that we're going to be a top maybe a 6% tax increase for all the young in this year. We're lying on the people that lose in the primary that current surveillance will go before. So, if the poppour we work in, firefighters, these questions are necessary. Yeah, maybe, well, maybe don't really, you see online Mr. Carr, there's no six% tax increase has been proposed by anybody, not on council, not the administration. Management, I don't know if you want to answer the person on related questions, although they are personal related, so I'll probably can't go into too much detail on them. But thank you. There we are, then Mr. Carves spoken. There will be at least three rounds of interviews, the first round of interviews were completed. I have three staff members in interview all of the applicants. I can tell you Councilman fromgich was not one of them. Though we are a second-round interview and I'm calling upon experts in the fields that operations overseas which will include engineering, emergency services, and planning and zoning. I will be on that panel that will interview the second round. And then there will be a third round where the top two candidates will have to answer a scenario and a specific scenario and make a presentation. And that's how the operation and the division head will be chosen. So the majority of the committee will be outside members, people experts in their fields. It's a very important position and it will be a very thorough interview process. All right, thank you, Manager Crow, from all of. All right, should the adjourn. Motion to adjourn. No, no, no, no, no. Hold on, hold on. There will be a motion to adjourn. I should adjourn. I mean, we have to do it. I will make a motion to reopen the voting session. When we reopen the voting session, I will ask that someone makes a motion to add the items to a three, four in agenda, then we will have an opportunity for public comment, and then we will vote on it. Okay? Alright, is there a motion to adjourn? Check it. All of it. All right. All right. All right. All right. All right.
