In this evening under announcements we have a recognition of the Clemens Community Spring cleanup t-shirt design winner, Kelsey Jackson, a fifth grader of Southwest Elementary. Miss Emily, would you please? Good evening mayor, council. I do have to say this. I always love coming and talking to you every time up here, but this is one of my favorite times of the year where I get to come up and talk to you because as many of you know, since 2008, the Village of Club and Stormwater Department has had the privilege of hosting the annual community-wide Spring Cleanup event, which is scheduled for the first Saturday in May. This event brings together many different organizations, businesses, students, residents to help show the importance of beautifying their community and keeping their waterways and roadways clean. So I first want to do a thank you to all of our local sponsors who have continuously been part of this cleanup event as well. This includes waste management, new horizons, preschool incorporated, clemence trace village, McCall insurance services, grade works LLC, no-bought health, twin-city pediatrics, clemence family dental, sonic, bisquitville, crispy cream, and be kind coffee. So since 2016, There gain even more community involvement for this event, each year we ask the fifth graders of our local elementary schools to design our cleanup t-shirts. Every year we rotate to a different elementary school and in 2025, fifth grade students from Southwest Elementary School were asked to come up with a design that reflected what it meant to them to keep Clemens clean in 2025. Sixty different students designs were submitted by the fifth grade students to have the opportunity to provide the winning design for our cleanup shirts. On a personal note we have been doing this for nine years now because we don't count the COVID year. This was the hardest group to pick a one from this was the best designs that were submitted by the fifth grade class. So thank you so much. It was it was a great challenge to have. So yeah it was by far the most competitive designs that we had to choose from. So every student who submitted a design should really be proud of their image even though it wasn't picked. However, there must be a winner. So Miss Kelsey Jackson's image was voted on by the students from the seven finalists as the winning design. So these are all the designs that were submitted. And Kelsey's was the one that was voted on by her school to represent Southwest Elementary for the 2025 Clemens Community Spring Cleanup Design. Way to go Kelsey. So I am happy to be standing here before our council tonight to recognize Kelsey Jackson for her wonderful artwork on the cleanup t-shirt that we will be able to distribute out to all volunteers who are able to participate in the 2025 village of Clemens Spring cleanup. We are looking forward to hosting our Spring event. This Saturday, May 3rd at the Public Works Facility from 8 to noon to help keep Clemens clean without the generous support of our local resident participation in business community. This yearly celebration of keeping Clemens clean would not be possible. I have been coming here seven years to talk about a project that we've been working on, which is our publication updating our countywide architectural survey. I have great news. You have paid your last check. Yay! And last Thursday the county signed the contract with our publisher. So we are, I see the flag at the end of Wave and it is still going to be a couple years, but we are now putting that book together and very excited about it. So I will still come and update you but there will be a time in the near near future where I'm actually going to have loads of books with me. But we're very excited about that. So I really appreciate your continued support with that project and again I think you'll be very happy when we get it. And so I'll be doing a brief presentation on landmarks but written in as the Fall is going to be doing a position on the genealogy of the current side dual curve because the five landmarks were all owned by other kind of human reference. That's interesting. So the committee that did that, one of the things we enjoyed doing it, were going to be looking at doing some sort of school or a barbersource stuff and everybody kind of could only get the kind of political information out whether it's a walking board or just a mobile tour that you can have in your car. Good evening, Council. I want to report on some events for this past week before I get into what's coming up. We had our transportation summit on Thursday, April 24th, from 330 to 7pm. And I want to say thank you to Mr. Moore and Ms. Drake, who just laughed, but for doing such a great job with that. We had eight organizations participating in about 50 participants. You know what, very, very well. Very informative. We also had the Clemens E. Recycle this past weekend on Saturday from 9 to 3. and I believe the number was 200, 200 different people participated in that. It was a great event. People take advantage of it. It might be a little bit too long of a time span to have it, but overall it was a great one. Even people at Mark were asking for a second one throughout the year. I was like, oh, I don't know about that. But people enjoy it. And our huge event this past Saturday, the Clemens Community Day, Clemens Farmers Market, huge success, the weather ended up being very good. I want to say they said about 8,000 participants coming through when it's a transient crowd like that. It's hard to make a guess. But 8,000 biggest number ever. The rain held out to the very very end when we're cleaning up. Just thank you to everybody that helped with that. Thank you Miss Flight for staying with me and the information booth up front and talking to the to the citizens and thank you Public Works for getting everything down there and then picked back up again. But yeah, big success for that one. Coming up we have quite of it too. We have the spring clean up coming up this weekend and we also have pizza with the police on May 6, which is a take on coffee with the cop. So it'll be at Mediterranean and Clements from at noon. So I encourage anybody to stop by and talk to our police officers, ask them questions, enjoy some pizza. The Clements Farmers Market will officially open on May 10. We're taking this weekend off so the farmers can get some produce, because it's still little too early. But May 10th will be back in the farmer's market field. And that's, it should be a pretty huge event with over 50 vendors. And it's also why sports going out at the same time. So parking can get a little bit tricky on that one. So make sure we have traffic control for that as well. And movie night in the village, we're doing it in May for the first time ever, will be showing Napoleon Dynamite on May 16th at the YMCA. It was rained out last year, so we had to carry over the Napoleon Dynamite, so we're gonna get through this time. We're also seeking members for our planning board and zoning board of adjustment and the links to that can be found on Clemens.org. And that is it for now. Market season almost underway. Very good. You three work together very well. The organization, it was a finely tuned machine, I must say. All right, next item. Room Water Quarter Report. This hair is some, please. Good evening again, Mayor and Council. I am before you tonight to go over our stormwater quarterly review for this past quarter of January through March 2025 as you are acting board for stormwater with our permit with the state. We just kind of want to give you just an update of what we've done this past quarter because again we come in front of you if we need to have any changes to our ordinances or anything that we need approval or denial from you for. We want to keep you up to date of what we are doing. So for good housekeeping, this is all of our projects that we do throughout the quarter. We had 68 total product projects. That number is high because there was a lot of structure repairs for a lot of repairs of boxes because from January, well, as you know, we actually had snow this year and it was quite cold. And so some of the projects that we normally do, we can't do so this is a great time to do our boxes so we had 56 structure repairs seven ditch line projects that were done which was about 366 linear feet that was repaired we did not do any minor covert replacements for this past quarter about we are in process of doing that for this upcoming quarter show the repairs we had had two locations, which was about 167 linear feet. We did have one area that was CCTV, so we can camera it to make sure that the pipes underground, type of shape that's in, that was a little under 500 linear feet that was inspected, and we did have to get two lines jetted for some of our ditch line repairs And so that was about 40 linear feet. So yeah, when you have that truck out there with jet and all that water and there's kids in there by, oh yeah, that is a sight to see. They love it. And this is just a quick update on our major CIP projects that from the last time I was here. All three have been completed by North State Water and Sewer between January and March of this year. North Lake Shore, we replaced an 18-inch RCP with a double 24-inch RCP and RCP for those who want to know that's reinforced concrete pipe. And with North Lake Shore, they also added a headwall and a rip-rap pad, which is a lot of rock at the end of it to dissipate or slow down the water as it as it drains out. Parkdale we replaced an 18 inch pipe with a double 30 inch concrete pipe again with a head wall and rip rat pad at the end of the outlet and bridal path we replaced an 18 inch pipe under the roadway which then converted with a 90 degree angle to a 24 inch pipe to the outlet but we replaced that all with a 30 all three three of these sites of why these were done overtop the road anytime we had a heavy rain. So now with these, with some of these heavier rains that we have gotten, they have been in really good shape. So we are very positive with this. So yeah, that is why we were doing this to help the flooding not happen in these areas anymore. Outfall inspections is required by our permit by the state. This is to make sure that there is no list of discharge or any other liquid that is flowing out into our waterways or out into just the middle of a field or somewhere else where that pipe drains out. This past quarter we had 22 outfalls inspected that were in the industrial areas here in Clemens. We are partnering with Blue Stream Environmental to help get more of these done and we should be finishing up by the end of this month which is Wednesday. So VMP, SCM inspections, those are storm water control measures, so any new area that gets developed pretty much they're going to have to put in some type of storm water structure to help collect that water so we don't flood the people downstream. So all finalized sites require a third party inspection. So once they get their occupancy permit, there is a little bit of time and then they have to do an inspection by March 31st of every year. Currently we have 55 devices, so those reports were to be collected for all the finalized devices. Two locations failed to submit reports on time, so we reached out to them. Five sites did fail from their third party inspection, so right now they are in process of being back in compliance and staff is currently reviewing the rest of the annual reports so we can agree or disagree with what we received. Street sweeping, we do commercial corridors weekly residential streets are swept quarterly. So this past quarter we had almost 16 tons worth of debris that was collected in the commercial corridors and almost nine tons collected in the residential streets from January to March. List of discharges and ovies that reported we had two sanitary sewer overflow call-ins and one water meter box that was failing, but all of these issues have been handled by the delegated parties that are in charge of these. Permits issued, you can see here we have three occupancy permits that were issued, so that number for SCMs will go up for next year. And then quickly, I just quickly talk about the public education and outreach that we did for this, oh, forgot to change that date, for this past quarter. In February, we partnered with the town of Kernersville and Louisville and we distributed 50 live state kits. And we also partnered with the local food pantry, so we collected canned goods as well too. We were able to donate a decent amount of food back to the food pantries for this because they're getting them for free and so we just figured I mean you don't have to but we thought it was a good way to also give back to the community as well too. And then we had for South Creek Week that happened back in March. We do a lot of different events throughout Creek Week in Clemens. We offer a weekend of Creek Week cleanups that people can do at their own time, at their own leisure. You know, if they want to pick a location or we assign one to them, the picture here is a bunch of the key club students from West Versailles High School. We had 68 participants, which is I think about seven or eight different groups that participated that weekend. We collected 50 bags of trash, our Operation Medicine Drop, which is always a huge hit. Thank you to the Versailles Sheriff's Office and Mar Intelligence. We had 91 participants and we collected over 200 pounds of medication. That is the highest amount of pounds we have collected since we started doing the spring cleanup in 2015. So thank you for your help with that as well. We also did our shoreline kit giveaway, which was a variety of different vegetative items to put in the shorelines to help stabilize creek banks and we had 112 kits that were distributed. And we also partnered with PTRC, the Piedmont Tribe Regional Council with Stormwater Smart. They help us out with more media education outreach that we can't do in-house, but they also helped out with some of the library programs during this week. And so showing the kids how water goes places and picks up dirt and sediment, it was a cool thing to get them to start understanding, oh, that's not good. And we want them to understand, it's like, oh, OK, no pollution's bad. That's right, we don't want that. Clemens Adoptistreet, we currently now have 13 roadways that have been adopted by nine groups and families. So we had 11 cleanups, 25 bags of trash were collected with 31 participants. And we did have a new group that adopted the Jesse Lane and Jesse Village Lane of our creek week events that we had going on. Additional Clemens marketing. We had three email blasts, three next store posts for Blue Sky Post that went out with the career advertising. We do a quarter page of advertising on various storm water topics. We had seven ads that were placed during this time. There were 13 village briefings, two informative articles, which one of them we could see right there. And then some additional outreach we did was, you know, the library, digital slides, our electronic road signs out there in the Clemens Wonderland site. So thank you, Lynette, for your help with that. And then these are just some of the examples that we had with the career advertising and the Facebook posts as well too. So if there's any questions, I be more than happy to answer but we did this past quarter. Okay any questions or comments? I'll just say always great word. Yeah, I just want to say again and public, thank you to all involved with the planning and execution for we just had a flurry of events here in the last bit and we've got more coming up but this past Saturday was awesome. You guys rock so appreciate all you do and what do we have eight was at 8,000 ish. Yeah, that's awesome. I mean, this thing's grown and grown and grown and we're gonna need to put it in some bigger bigger areas. We almost took up the whole whole field, but that's great. Great job. Everybody concerned. I I know we did have a lot of events, but really wanted to give a shout out again to our planning department, so Doug and Caroline and others who are part of the transportation summit, I probably only spent 30 minutes there, but it sounded like it was a major successful afternoon with a lot of residents coming by and then of course all of the different agencies, both local and state coming to participate. I talked with several of those that we have hired as consultants and firms to help us with all of our transportation planning and many of them thought it was extremely successful. The feedback they received, I know we've talked a lot about survey fatigue and sometimes being able to get live data from people as they're walking through is extremely helpful and they all commented that it was. So many thanks for that and for the community who came out to support that program. It's great to see all of the work that we're doing in that area. And it may not be appropriate, Jim, but I really enjoyed seeing this kind of future article or addition to last week's career, not just about Clemens and other neighboring communities, but of course, a nice little shout out to our Mr. Combast over here. But great work. I think it's always great to show people what Clemens is and where it's going. And I think you did a great job talking about that. I'm done. Alright. Well this was sick-wise right into what's going to occur in the rest of this week. I'll be attending City Vision in Greenville, North Carolina starting tomorrow through Friday. Also who will be company on Tuesday will be our own Mr. Compass. We'll be presenting to the Mayor's Association the cons of House Bill 765 Senate Bill 688 and other bills that are trying to use our zoning and planning authority away from the Bill of Declimates and municipalities. And though in the county now the counties have also weighed in on this because they will lose some of their authority in zoning and planning for their community for the rest of the county that's in unincorporated areas. The New Carolina Association of County Commissions has sent a strongly worded document to the league and to the legislators and volley opposing the ex-bills. So if you know anyone that's involved with the state legislative column, tell them you don't want it, it's horrible.
