So I would just want to recognize the five-year service for the final apartment and Fire Department and this city. One word sums up Tyler Helper. If you ask him, there's nothing he won't do to try and assist you. Tyler shared a story with me one day that I've never forgotten. He said, if you ever wanted to find out the most efficient way to get something accomplished as the ladies you got? Tyler is the first person I always call on for, for his efficiency. And all seriousness, I cannot have accomplished all the things we've done in the last three years without Tyler himself. Thank you, Tyler. I'm going to see. You look like any king. Take out of it. I've had a great time serving Lake Alfred in the fire department. It's been quite a journey and five years of life extremely fast as Commissioner DeRumon stated to me. Just now this goes in Blake Van Ey and here's to at least five more. I was only a fraction of the work done and the quarter this year and her name is Dana Campbell. is with great appreciation that I get to recognize Dana Campbell has an employee of the quarter. Dana is an EMT firefighter and the Fire Chiefs Park top administrative assistant. From day one Dana hit the ground running with her dues. Dana is the top of employee that every employer appreciates. She consistently consistently goes ahead of me, the work curve with attention to detail. She's always ahead of getting things accomplished before I ask her. This is just one story and data's efficiency and attention to detail. We ordered some product for a company, for our public education events, and we hold here in a sitting lake out for like our school and you know our open house and things for the children. When the product arrived some of it was damaged. She reached out to the company to inform them that some of the product had been damaged in the process of delivery. The company informed her to keep the product that we already had and was sending another complete water at no extra charge of this to the city. And this is like $3,000. What a blessing, especially at the rate our city is growing and with our schools busting at the seams. I hope that we will be able to share many, many more years with them and benefit from the integrity and dedication she brings to the city of Lake Alfred. Thank you, Dan. Okay, come on, please. Okay. As a new graduate of Water School, it gives me a great honor to present this proclamation time on water conservation month. Whereas water is an essential need of every living creature. Whereas the state of Florida, water management district and the city of Lake Alfred are working together to increase the awareness about the importance of water conservation. And whereas the city of Lake Alfred and the state of Florida have designated April typically a dry month when water demands are most acute. And Florida's water conservation month to educate citizens about how they can help save ford is purchase water resources. And whereas the city of Lake Alfred has always encouraged and supported water conservation to be very as educational programs and special events. And whereas every business industry, school and citizen can make a difference by saving water thus promoting a healthy economy and a community. And whereas 2025 marks the 27th anniversary of April being designated as Water Conservation Month in Florida, and during this period we have made significant progress in understanding the effects of water efficiency and conservation programs. Now therefore, we are being proclaimed by the Authority of the West Virginia and the American City of Lake Alfred. We do hereby declare the month of April 2025 as water conservation month. City of Lake Alfred is calling upon each citizen and business to help protect our precious water resource by practicing water saving measures and increasing awareness of the need to conserve water. Being that I started my career in water and waste water back in 08, it may have not been such a critical time as it is now, but I appreciate things like this, especially being a water operator. And this is kind of a way to get our message out for conservation. Being that watery is one of our most precious resources. Okay, now into our regular agenda. Resolution 10-25, Parks and Recreation Master Plan. I'd like to ask City Attorney to read the Resolution 10-25 into the record please. Thank you, Mayor. Resolution number 10-25, a resolution of the City Commission of the City of Lake Alfred Florida, approving and adopting the City of Lake Alfred Parks and Recreation Master Plan, dated March 14th, 2025, to guide future capital investment and planning, providing for the incorporation of recitals, providing for the administrative correction of scribbon resairs, providing for conflicts, providing for severability, and providing for an effective date. Thank you, sir. I'd like to ask City Manager to present his analysis, please. Thank you, Mr. Mayor. The City Commission approved funding in the fiscal year 2324 budget for creating updated parks and recreation master plan to establish funding priorities for future investments in park and rec facilities, equipment and programming. At the end of 2023, the City Solicited Bids for Professional Consulting Services and entered into a continuing professional consulting agreement with Duberry on February 9th of 24th. On May 6th of that year, the City Commission approved Task Order Number One to update the 2018 Parks and Recreation Master Plan. The plan includes an analysis of existing facilities, level of service recommendations, funding opportunities, cost estimates, and an implementation plan. The plan was presented to the Parks and Recreation Board on Monday, March 10th of this year and received an approval recommendation. The board recommended a large, even one of the little-weigh fields on the northern complex at a first-size field and that annotation has been added to the plan for that park. The board also recommended the open play option for Central Park in place of the option with the baseball field over both concepts will be included in the plan. The plan was presented to the City Commission for discussion on March 17 17, 2025. The proposed Parks and Rec Master Plan was drafted based on staff, public, parks and rec board, and City Commission feedback and recommendations. They've approved the updated Parks and Rec Master Plan will form the basis for future capital improvement investments in Parks and Recreation. A financial study will need to be performed to update the City's impact via analysis for Parks and Recreation to ensure that the most relevant enough day-to-day information supports the fees. There were a couple of edits to the plan. As you're seeing here, the overall, these are the three primary plans, also includes Lake Rochelle Park. The Smith Pavilion, number 11, was added to the plan that was missed previously. Other other plans are consistent. We did an inventory of existing parks and said the John H. Dane, senior memorial park, that was missed in the packet that went out. And so that's being included here for inclusion. Those who may not be familiar, that's the 11 acres that are across the canal there by the Macci preserve. I mean, you gotta go over to the kind of the historic Macci bridge, and that's the 11 acres on the other side. So I know the volunteer group, and others, we are doing a little bit of trail blazing out there. Really should be seen as a passive park and really just kind of an extension of the trail network and the preserve that we have on the west side of the canal. So staff recommendation on this item is to approve resolution 10-25 with the caveat that their staff is continuing to make minor edits just on grammatical and formatting. But substantively all of the information is being presented tonight. That was included in the packet and what was covered here as a part of the presentation. So again, staff recommends approval with those items and staff will be happy to answer any questions. Okay, thank you, sir. One, you know, I think it's great that we've, you know, not only had this plan but starting to implement just the other day we've brought ground to the new center part, you know, part there which will be real nice and that's going to turn out to be beautiful. I did have one question, it might be for Emily. On the edit for the base part field for the the total size, is that just like basically the PEP 13 and over like the 300 in the corners or what is that in tail? That is a good idea whoever suggested that. So the person right forward we talked about that. So it's actually north part to 20 acre parts. So it's the original plan said to little league field. So the field on the right hand side is more conducive to expanding. So we're going to make that a full size field and in the last size field we'll just give you the little league field there. So we kind of have to tweak that just a little bit so we might lose a little bit of grass space and move something around. We're not actually losing any amenities, changing that I'm so full size field. No, no, I get that part. I just was saying because when I think of full size field, when the kids at the baseball players get to like that 13 and up it's usually like 300 feet. Oh, 300. Oh, yeah, it's like 300 at the corners and then center fielding up, free plus and number. Okay, that's that's right. So, you know, because when Miles will do it right, if we're going to do it right, so whether it's suggested that definitely a good idea. So, thank you. Thank you. Thanks so much. All right. Because when we go back and and look at it we can see who is here and who has input when it came to making a plan. I was wondering if this plan would be on the city website. Yes, we'll put it aside. As soon as it's finalized. And then my other question was in Central Park, there was option one and option two. Did we choose options one or two? So the way it was presented, the way the final recommendation is based on feedback from the discussion item and then based on the Parks and RecBoard recommendation, the final option is gonna be presented with the non-Baseball Field Option unless the Commission desires desires otherwise because a lot of work went in on creating the concepts. We're still including some of the draft and alternate concepts but the one that's going to front or forward facing is going to be the non-field option. Thank you. All of it a lot of us have and it's just amazing how we've worked together to come to this. We know as small at age, role one built in a day, but just seeing things happening in small increments to make it what we're going to see is a testament to everyone that's involved citizens seeing what can be put here. We have a great recreation staff and I'm just I'm just excited about it coming forward to see and everybody's comments were run on and just looking forward to the future. Thank you. I'd like to add one thing to it. Specifically to Commissioner Maltz, the Commissioner of Dehrman and Vice Mayor Daly. They have been a part of this commission for many, many years and have been pushing these kind of initiatives forward to kind of come to where we're at today. And so I want to thank them specifically as we move forward with this. And I know Emily's been a great proponent for the city to get things done and to do what we've asked to do and you do it in flying colors, just out like those shoes, just shiny. And agenda item number two, bid award, gardener park, memorial expansion project, like the Ashes City Manager to present the analysis on this. Thank you, Mr. Mayor. March 31st, 2025, the City Lake Alfred opened the bids for the project of the following submissions. The only company submitted bids for consideration. JCR construction and services and then a 29,823. And then Grove Construction Corporation, 125,164. I think they might have thought we were building the yellow brick road. Red as favors were solid bill, apparently. So again, you can see the differences in the bid. JCR construction has done work for us before at Mekai and other places. So that's a competitive bid. So we are happy that they put in public and recreation department received two bid submissions for installation of the new pedestal and surrounding playwright for the monument at the Frankseys Gardner Park in Veterans Memorial. The pedestal will be smooth and polished concrete with internal rebar supports and to inground concrete pipes to support the pedestal base. Project will extend the 40-inch wide brick paved path from the current veterans and oil. Area to the new monument pedestal and match the existingvers as closely as possible. Work also includes installing a brick-paved oval area around the pedestal and then the brick-paved pads will adhere to current ADA standards and be level with the existing memorial. There is a mural project monument and paper pads will be installed and completed by September 1 of this year, the city budgeted $150,000 for the project and the current fiscal year, but that also includes the memorial itself. So but we are within budget. Staff recommendation on this item is to approve the bit of word to JCR construction and services LLC for $29,823. I sketched it up briefly. This is not exactly to scale, but you can see this is kind of the existing memorial, the IWA, GEMA area. We've got the Vietnam Memorial here. And so really the paper trail will just kind of extend off and be over in this area here. That'll give it a good roadside visual from folks that are driving by. And that's kind of a, I don't want to reveal too much of the surprise here, but we've kind of circulated that image before. It's a kind of a web monument with different silhouettes and reliefs. And we'll have lighting on it so you'll be able to see it at night. And this is kind of the base that they're building and then the favors will kind of encircle it. And then we would envision having like landscaping and benches in different locations that would kind of face towards the memorial. So overall this is a good project and done to support the larger investment there of the expansion. And we will continue to break ground and have updates and news of community engagement opportunities as we get closer to that unveiling and reveal of the new monument. Our goal is to have everything installed and ready to go. By the time we host Memorial Day on the upcoming November. We will do it in grand fashion. I'm sorry, veterans. I was getting flipped. But for veterans day in November. That is all that I have. Again, staff recommendation is to put a the bid from J.C. Audit Construction in the man of 29,823 and staff will be happy to answer any questions. Thank you, sir. Okay, seeing none, we'll move forward and ask for city commission comments. Is this a Korean monument? No, this one isn't very Korean. This is the one that we've engaged with the same group that built the Buffalo Soldier Monument over in Lake Lins. So this is actually going to be stainless steel and it's going to be kind of like a collage or silhouettes of complex wars, different concepts for the fort tummies will be a part of it. Front and center part of the Lake Alfred history. So this is kind of representing our complex. and then for the Korean, which we've talked about before, long term, I envision this paper trail eventually connecting through, and there may be another opportunity for a separate Korean war memorial. I know we've talked with Poo Jong about our zones, about that opportunity. And so we will have opportunities for expansion in the future around the paper trail that will eventually connect there to the sidewalk. So I do have a home turn. You can also go in the bottom right corner too. There's a lot of room in the committee. We did. Emily is very protective of her event space as she calls me. I try to accommodate my director when I can. But yes, absolutely. We've got a good can this year for event space and also additional expansion of the memorial. So with concepts, will that be, when that's lit, you'll be able to see it on both sides. Yep, it goes through. Yes, as a double side, as monument, and instead of spaces, there's a lot of gaps and the lights. So the light will be able to shine through it. And you can even have a shadow effect. So there's some things that we need to look on to perfect with the lighting arrangement. But it'll be a top tier addition. And this is something we've talked about for years and I've always wanted to do like a metal unit type high two It will be a top tier addition. This is something we've talked about for years and I've always wanted to do like a metal high tier minding and what you've seen in Lakeland and this is going to be very unique and looking forward to bringing the artisan and having more detailed presentations on it. But this is definitely going to be an exciting project for Lake Alfred. One of the kind. Yep, absolutely. Just to not forget that you and I have spoken about this for this particular area we need to try to keep in mind if we're going to be doing this in November we should try to have the the USSF monument put together on that. It's just basically just adding a flag for them as we have for all the other service lines for the space force. Okay. I'd like to entertain a motion. Mr. Mayor, I'd like to make a motion that we approve the bit of water, the Gardner-Fart Memorial expansion project to JCR construction of the now 29,823 second. Okay, with motion and a second, all in favor say aye. Any opposed? In this case, if that motion includes authorization for the city manager, it's going to go she even enter into any applicable construction agreement with said contractor? Yes. Does that motion include the case for the record authorizing the city managers in negotiating and execute any necessary construction agreement for assuming to our procurement requirements with said contractor. So moved. Just because it wasn't clear on the record list, if we wouldn't mind dovetailing that motion with a subsequent motion as Attorney stated. Hearing none there the motion has now carried Okay and Gender item number, bid award holiday decorations. I'd like to ask city manager to present the analysis please. Thank you, Mr. Mayor. In May of 2015, 10 years goes by very quickly. The city commission authorized the city to purchase points the others as holiday decorations and metric-foot-all white pearls throughout the city to power the decorations. Highly deec holiday decorations are now 10 years old and showing signs of wear and tear city staff has requested samples of a keenly cane holiday decoration and quotes from Three companies and recognition of the lead times and price discounts associated with this project staff recommends Authorizing funding to complete the project in time for the 2012 or 2025 holiday season. If this was authorized, we would just budget it and October's budget and then effectively pay ourselves back. The bids that we received were from Thomas Brady and Associates or TNB and the amount of $20,490. Business designers, $20,175, and then Bronners, $19,740 plus freight. While the TNB had a slightly higher bid, they're, quote, included the hardware and brackets and the others did not. So our things being equal to TNB has the more competitive bid. Staff recommendation, this is something that we want to do, is to approve Christmas decoration approaches from the TMB in the amount of $20,490. And instead of giving the slides and putting everything on the screen, we just decided to bring one of the decorations and so, and way I will yield to you just for additional comment. This was brought to me by the Parks and Rec staff. And again, 10 years have gone by. And just in looking what other cities had and different options that were available looking to go with this. As you talk about it, though, Emily, kind of walk us through, you know, I was always kind of hesitant to go with the garland aspect, but you had some good points when we had that discussion at the staff level. If you'll just kind of expand upon that as you kind of walk us through it. Yeah, absolutely. Well, Mary Carson. So we, this is like the best time to get both decorations because we got a really good sale for these. So when we were looking at different poll batters, which is what these are, usually the more simple, they are, the better they look from the road. Because sometimes like the point says, they're just a little complicated. And one of the reasons that we really went we were looking at the Garland ones were during the day it's still a decoration. So during the day the point that is you can't really see them, you can't tell if that's their decorated at all but this one is this one's going to be nice at nighttime, and during the daytime. It is a commercial grade Garland, It's got a fixed year warranty on all the parts of it. And it is great. I think you are able to see Katie Kane laying from all over. I was pretty happy with the bid. I know we get the maximum discount if you order early. I mean just how everything else is escalated and gone of gone up that's relatively competitive I think even with what we spent ten years ago those numbers are I think relatively competitive to what we've paid then so they've kept it tight and we've got a pretty good pretty good bit here. Are they LED lights? They are. much more competitive. Better this time than I am. Yeah, this was close. Right, this wasn't the same. A brick-paved spread. They were all pretty tight. And I think they probably have to be, you know, things that con everything else has gone up. I think Christmas decorations may be seen as somewhat of a luxury item. And there's been more vendors in the space too too so I think that just results in more competition and tighter bids and bigger discounts, especially if you order, you know, half a year. If you do Christmas in April and in order early you get the big discount so I appreciate Emily, you know, bringing this to me and reminding me we have looked at this last the one at a weight for the discount window and any at 20,000 are things being told to do decorations or throughout, you know, the stretch of highway. Did we verify the count? Is that sufficient to get us through? It is, yeah. So we hang out 51 of them and we put this out for 60, so we have a couple of backup replacements just in case something happens to you. Okay. So they're very good. Presented as an option to the city commission but makes a lot of sense with the garland option and if we go to 6-year warranty on top of it, you know, that's all I think that's a pretty good deal. good deal and a pretty good spread and we'll get a fresh look and I've seen that too just as you drive through town in the middle of the day you can't really see anything and even at night you know those decorations were good when we got them but there was always kind of maybe my eyes have gotten a little bit worse in the last ten years that could be part of it too but I'm like what exactly am I looking at as I kind of drive by net? That's pretty good. And then we looked at other cities around us that don't have candy chains. I hope. No, one around this has candy. That's awesome. Yeah, because I know. We look at that too. And then like Mr. Manger, like when we go to conference, there's always been just one vendor there for the lights and we've seen them for many years and this is great. Yeah. And such anyone else get the candy cane, just remember they copied us. Right. What happens with the old ones? Well, they're probably just at the end of their service life. You know, there's another city that would want to receive and we've done that in the past as a donation to another municipality if there is an interest. I don't know if any of them can get enough shape, I'm aware. Probably, potentially, someone that needed fewer of them, like maybe 20 or so of them, might be worth passing along, but we can pass this out. Yeah, we put it out to the other cities through either the Pops and Wreck Group or the Manager Group and if there's any interest there we don't mind helping out another city but they gave us a good 10 years for the service It's awesome. And I thought you said we'd be able to work it but I'm not sure. You know I think it'd be really great if all the commission could write on like one float so I know you talked about expanding it. Is there anything on the horizon for that? I thought you mentioned we should be able to fit that in. Well. We're pricing that out and I'm hoping that that numbers as we get deeper into the budget season but I know that's always kind of come up as an opportunity and there's been thoughts about riding separate way or we've kind of converted floats in the past. You know, the commissions were set to do that. I think that's where we're going to place it out through the budget process. We're just going to make an investment there to have a permanent float rather than a trailer that we've converted. Just add something that the ample room for everybody. We do enough parades and they come around every year where you know, that may just be something where we make a concerted. I wanted just to congratulate the Lions Club for their Easter egg hunt. It was, they had thousands of eggs out there. It was crazy. And they had a really beautiful day. And they put on a nice little event. So I appreciated them for that. And also, I want to thank Emily and the staff for all the work on the master plan. I know it took a long, long time and a lot of work. And I know it's a liquid document that can still make some changes. But what I like about Lake Alford and their master plants is they don't just make them and then sit them on the shelf. Every master plan that we have is brought back out and we go through them and we upstate them. Like this one we have, the last one was what? 5, 6. 6 five six and and a lot of the things are on that one are already completed so it was time to start another one and get things on there that are on our bucket list and we'll just keep them reflurged and we'll make it all happen so thank you to the staff. The definition of low-hanging changed. It used to be a $20,000 dollar project. Now it's about a half million dollar project. Just to show you how far we've come. We're doing big projects. We are. And I see that there have been some changes to the CRA bill that's going to legislature that are in a positive way. So they took away some of the worst parts of it and they're still going to probably pass the bill, but it's not going to be nearly as bad as it was going to be. So hopefully that just wasn't a distraction to keep us from looking at the other stuff. Because I know that happens. And that's all I have. Thank you very much. Thank you. You know, I wrap it up here tonight. Again, it's been a long couple of weeks here. We've had a lot of things going on here in town. We've got a lot of opportunities to represent the city with originally. We, um, Bren and I completed their water school and I think we came away from that with a lot of great ideas on some of the things that we'll be looking at working on here in the city over the next few years. There's a lot of plans everywhere you look. If you look around this building with what's going on at the old bank building, the parking lot over there, the roof of the fire police station, you know we're growing and you know a lot of the concerns leading into the elections this year were you know how are you going to keep up with the growth? How are you planning on the things that we need to have in place by the time we grow into what's being built out 557 or so forth. And I think we gave them a pretty good idea that we are planning and we are, you know, feeling that we're in the right place right now. And again, we have city manager to thank a lot for that. And I, again, want to recognize that because it's just, you you can get can get up here and I Ryan didn't like people to talk about it, but the bottom line is he didn't want people to talk about his birthday. And I made it through 20 years of going to restaurants and never getting some to. And I caught up and they all wanted it. But the things that we're seeing happening in our town right now are very impressive to the folks driving through here and the folks, you know, you sit and sit and then breakfast over at LA diner and to hear the people that don't live here year round talk about what a great great little town this is, and it just makes you sit pretty tall, and specifically from my perspective, and the pride that I know everybody up here has in our city, we just feel like we're in the right place with the right people, and Ronnie would have been forward to having you join us next meeting, and we appreciate you having your dad with you tonight. The first stage booster is also landing back at the Cape. So once you see it go off, about seven and a half minutes after it goes off, keep looking just to the, if you're looking at it it'll be to the right most likely, if where it went up. You have a good chance of seeing it come down that first-stage booster landing back at the Cape tonight. So, eight minutes. Yeah, about seven and a half minutes after, but you'll see the burn back. And then, so it's something to see. And if you get a good shot at it, you know, get your family out there. It's amazing to do, so I enjoyed it. I mirror Possible has from a former mayor from the city of Auburndale, although once a mayor, always a mayor, he has sent out a request for they're doing the flight of honor and they've just requested anyone and you elected officials, city commissioners that would maybe be able to attend and hold on. Let me find the email here. Just welcome the flight back in. Yeah, they kind of just us kind of a welcoming committee. So we've got approximately 87 veterans that are going to be flying in and so it's going to be on Tuesday, April 29th and that's going to be at the Sun and Front Expo campus, 40, 75 James Way, a Ray Drive in Wakeland and that is going to be at 7 p.m. Aster arrived by 7 p.m. to be in place for the flight, which returns at approximately 7.45PM. So, Tim has done that, put that request in last year, and I pushed it out to all the different managers to share with their elected officials. And so that's just an opportunity for anyone that can make it. I think it would be a great opportunity. I'll send it out to you all. I did have one, if I may, Mr. Mayor. The city attorney reminded me up to you. So we had last week, we had the first basically a appeal hearing for the citations that were issued from the camera system, want to give a big thanks to the city clerk as well as the city attorney did a kind of a dry run meeting before to work out the kinks and organize it. The vendor implement that handles everything very impressed with our process and procedures. Even the forms that we've generated, they've actually taken, they're going to distribute to others. So Wake Out pretends to lead the way, and we do it even on the procedural item. So I think we had about seven out of probably over 10,000 citations that were part of the original group. I think there are only about six or seven appeals that made their way through here. None of the appeals were upheld. The city kind of did it right every single time. There is a narrow statutory framework by which to appeal, but it went like a well-willed machine. Even though it was our first one, the police chief told me an update on the data. In January, we issued 15,000 citations. In February, we issued 10,000 citations. And then in March, it went down to 5,000 citations. So the program is working as intended. That means folks are slowing down, they're paying attention. They probably don't know exactly when the cameras are on or off. So they're just treading a little bit more lightly coming through town, which was the entire goal of the program. So wanted to pass that on. And again, my thanks to Linda and the team as well as the City Attorney's Office for ironing that out and having a very smooth first appeal hearing. Well, I'd like to thank everybody for coming in this evening. It's been a nice short meeting. I just wanted to piggyback on what you were saying about the city growing and people sometimes complain about so many houses or whatever. A couple of weeks ago my husband I went to we wanted to come down to have dinner and we get to one of the first restaurants we came to. It was so crowded that we decided that we were going to go a different one. And we were able to just walk to blocks to another restaurant that had also a very good food. And I thought to myself here I am in downtown like Alfred where not that long ago there wouldn't be any place to eat at this time and there was like a choice of that like four different places we could have gone that were all still open at that time of night so there's good things about growth and our little downtown is turning into a vibrant little downtown so and that's many parking too so I was real proud of that.
