Okay, thank you for your body enough tonight. My name is Les Curry. I'm the Civil Service Commission chairman with me in Florida at Hurricane is Mr. Steven Wheeler. He was able to be with us tonight, but he's here along the TV witness. Mr. Wheeler heads up there, 2023 to assist us in trying to locate some vital candidates for the police department. We found out that the other way of doing business just by strictly advertising was not getting the job done. Now, Mr. Wheeler brings some very definite ideas on recruiting and people sharing with us tonight. I'm going to have to go to the next meeting. I'm going to have to go to the next meeting. Let me know As as the chairman said last year we were engaged by the barrel to provide assistance with recruiting police officers. We also did work on the promotion process for the lieutenants candidates also did testing for the applicant from the Florida police officer position last year and also did background investigations on those candidates. I appreciate you engaging us and we're certainly thankful for that. Today, we're gonna talk a little bit about going forward here in 2024 and 2025. It's my understanding that the borough has a desire to find police applicants again. And I will start this by saying that, you know, police hiring has really changed in the last several years. There is a severe competition for police officer candidates among agencies. So that's kind of up the game in terms of how do you attract candidates to your particular agency? And what are the type of techniques and tactics that you can use to differentiate your agency from everyone else who's trying to hire. Now with that being said, most of the hiring done anymore is done through recruit classes at the police academies. That the municipalities that are looking for officers are contacting those recruits that are in training and saying, hey, look at us, sign up for our tests. We offer this, we offer that, we offer so on and so forth. And these men and women who are in those classes that are looking for a law enforcement career are then presented with a range of options as to agencies that are seeking their services. So that means that we've got to get to those folks. Now in Northeast Pennsylvania, the big police training program is Lacwani University's police academy and this is a great timing because their next recruit class starts tomorrow. Classes last about six months. If you if you recall last year we were able to work with the Civil Service Commission and clarify the rules for eligibility to include that it had previously been officers needed to be certified by the training commission in order to be hired. Last year the commission was able to change that to being eligible for certification and to be certified once higher, which opens up the pool of candidates that are available. Obviously recruits in training academy are not certified. They're eligible for certification once they complete the course successfully and they're hired by a municipality. So that gives us a lot more options. When the Eastern part of Pennsylvania, there are several police training facilities that might impact your hiring process. So in addition to lack of WANA, we have the Harrisburg Area Community College, which is big into it. The Anilatown Police Academy, which is run by the Anilatown Police Department, also trains individuals for service, Mansfield University up in Mansfield County also does it and the next closest one would be Montgomery County Community Center. And there are some others throughout the state, but they tend to spread out then, you know, in the western part of the state, Indiana County, Westmoreland County, Allegheny County, probably not going to see much interest and recruits from those areas. So again Laquanna universities police academy is number one and then I would say Harrisburg area, Allentown area, Mansfield might be the next ones. Now Harrisburg, Allentown and Mansfield started classes in July. So those those cadets are currently going through the program. They've got a couple of months under their belt, but they're still going to be looking for employment once they leave or looking for offers of employment, waiting for them once they do leave. We talked about some type of material that would be helpful to present to these men and women. Some type of brochure or a handout or something with a QR code on it or a website that they could go to and see what is it that Holmesdale is offering, what do they ask, what are their requirements, how do I get an application, those kind of things. So development of that recruiting material, whether it be print brochure that could be taken to these academies and handed out, or whether it's a print brochure and conjunction with a QR code on those so that people can just sit there and scan it with their phone and go to the information and so on. That would be the first step. That obviously requires some type of budget to develop that and distribute it and so on and so forth. We had recommended this year $1,000 as a maximum for the development and procurement of that. Now, the next part is marketing, you know, coming up with a plan to show potential employees, police officers, candidates, about educating them about the environment of the borough, how it's located, what are the positive aspects of working in your fine community and what can they expect to see in terms of, you know, housing in schools and recreation and all of the positive things that occur there in a homestay that makes somebody say, well, not only am I kind of interested in working there, but I won't mind living there, or I wouldn't mind being in that type of environment. So developing that information, which helps us differentiate from another community or another police department, is something that in the past we've worked with, we have a marketing partner called the Martin Owens Group out of the Harrisburg area that's very good at that type of stuff. We had suggested a budget amount of up to $2,500 for that. I think last year we used them and we spent about half of that. So there's some wiggle room in those type of things. Now, when it comes to advertising, civil service regulations in the old days, quote unquote, used to call for advertising in the paper of general circulation or the paper with the largest circulation or so on and so forth. We all know that people looking for employment these days, particularly young people generally don't get their their leads from the print newspaper. It's all social media driven or it's driven by sites like Indeed.com or in those type of jobs, boards and so on and so forth. The P.A. Chiefs of Police Association has a job board that reaches about 5,000 people around the state, of the people who are already in law enforcement. pricing is for that the paycheves charge $500 for their posting and indeed comm starts at $5 a day about 150 a month for depending on what you want to do on the content and whatever bells and whistles they want to sell you. But we are recommending that we do the paycheves and we do something like indeed.com again this year. We checked with some other sources. We thought the state fraternal order of police lodge might be able to help. They indicated they would do it only if they were representing the bargaining unit. And since your bargaining unit is not represented by the FOP, they won't post it statewide on their jobs board. We did have success last year. I've used some personal connections. The Philadelphia Police Department, their FOP lodge agreed to post it for us because they have, you know, one of the sources we looked at was there's a lot of Philadelphia officers who are able to retire in their 40s. A lot of them come to North able to retire in their 40s, a lot of them come to Northeastern Pennsylvania to enjoy the recreation of some of them or property owners up in that area. And they may be looking for, well, I could do a second career, so to speak, or I could pick up hours here, or I'm interested in staying in the game. And so we may ask, and they didn't charge us anything. We may ask them to do to do that again. Now the biggest thing is how do we come up with some incentives that make candidates say I'll go there instead of somewhere else. Just like recruiting in the corporate world now for business jobs, you know, municipalities are starting to build in hiring incentives. The biggest one is some type of cash incentive for people to come here. I've seen police departments and I'm poking them out in regional, which is not far down the road from from from ownsdale was offering up to $10,000 in incentives. Well, agencies in the mid-state, $5,000, $10,000 for incentives. Now, I understand that there are budgetary constraints, and I'm not proposing that type of thing, but I do believe that the borough should consider some type of financial incentive, even if it's $34,000 spread out over two or three years, some type of formula, whatever works regarding the budget, whatever works. Again, there are labor contract issues here. We all know that if we're offering new employees something, current employees are going to say, hey, what about me? That's something that the borough needs to wrestle with. Their labor and employment council needs to talk about your finance. People need to see how that fits in and all that kind of stuff. But I think given this state of what's going on in off-crested interpensal learning, some type of financial incentive is going to be needed. Now, one of the things that a lot of municipalities are offering is some type of offset for expenses incurred by recruits and police academy. So if I wanted to go to the police academy right now, I would have to pay out of my pocket, to go, if I could take the class, I could get, I could complete it successfully, and I would be in what they call pre-certification mode. I'd be ready to take the certification case when I was hired by an agency, but I would have outlaid the money for my training. Currently, Blackwant College Police Academy charges $8,500 per candidate for their Progress Harrisburg area charges 5750 Allen town charges 6,000 in Mansfield charges 55 hundred many municipalities are using American rescue plan funds to reimburse candidates for Those expenses, so let's they look will pay your to reimburse candidates for those expenses. So let's say, look, we'll pay your, but tuition costs at the academy, if you come here for three or four years and we'll spread that out, pro rate over so many years, you'll make your money back. So that's another way that some type of financial incentive could be built in. If you're a young person trying to break into policing and you've got $4,800, $500 out to get trained and be eligible for certification, that's something that's attractive. If your employer, your potential employer is saying, look, we'll give you that or we'll give you part of that or we'll give you you know whatever based on whatever formula and plan how many years so on and so forth. Obviously you want to structure it so that if somebody comes there they're going to put a couple of years in before they think well maybe I should move somewhere else or maybe I should do. We want to get our money's worth out of them right. The other thing is you know there I've seen all kind of stuff. We'll give you an incentive to help your family. You know, we'll pay X number of dollars to you to help your family. We'll give education credits. You know, if you've got a bachelor's degree, you'll give more money. We'll give, you know, so there are all kind of ways that can structure it. The question is, what will the municipality's budget support, what is the will of the people with resources to the elected officials in terms of doing these kind of things, and then also what impact will the gap on the collective bargaining agreement and current employees going forward and what are the costs there that need to be factored in. So those sort of kinds of things that we're looking for in terms of being able to develop recruiting materials, being able to state in those recruiting materials. Here's some incentives for you to come to beautiful northeastern Pian and the borough of Hone'sdale and here's what we're willing to do for you if you're willing to trust and you know give us a good look take a look at us sign up for the test see what happens with let's go from there. I think Chairman Kerry Jack covers the costs of so to speak recruiting and hiring outside of the just the fees that go along with our services and so on and so forth which I understand have already been approved by the borough. So if there are questions or comments or, does he have any questions? I'm gonna go tax and go up. I think he's over there. Here, so. Oh, with all this recruiting, not much go tax and go up when we hired these downloads. I'm gonna hear for a small salary. Yeah, so I can't calculate that for you. The borough obviously and again, you know, this is what I'm saying. The borough has to determine, you know, what the costs are and how that fits into the financial resources of the borough. I can't make a prediction on how it would tax revenues or any of those kinds of things. And again, we're here to present options, but all of this is at the pattern of the borough officials, in terms of their ability to do any of this. Anyone else? are listening to this discussion is, we're at that juncture of the voter time inside. What did you do? How do we improve it? But full time police firement benefits for more than the existing environment. Did we look at part time? Did we look at full time? And we're just trying to see what's out there and try to figure out if we move forward to low-level police department, how do we get it? And obviously in San Luis, here is one way to attract track. Please, too. I'm going to start. Chairman, Carrie, if I just to interject. I'm well aware of the issue with the salary structure in the collective bargaining agreement. And the fact that I'll be very blunt with you. The salaries offered by Homestay or Burrow are not real competitive with salaries and other police departments. Again, that's an issue internally for you guys to address, deal with, do whatever you want to do with, but that is something that will impact your crew. recruit. I'm coming here tonight was to try to get some direction as to what we can possibly do for the Burah Council. There's like as Steven said, there's not got any possible options but it all depends on what the Burah decides they would like to do or how far they would like to do it. And so, the way that idea, we're looking for some direction. We know what we have to do. We're trying to get away with it, but we do need some direction. Excuse me. Any other questions? So in that regard, this is Councilman Hamilton. Sure. What timeline are you looking for or direction? Well, I guess as soon as possible, as Steven said, school starts tomorrow and lack a lot. The other school's already started. Steve, what kind of time frame do we need something? Do we need to know something? Well, I would think the sooner the better, probably within a month, because obviously we want to be able to get to those guys and women at Lackawanna and we want to be able to get to other places before they finish up and You know just the planning horizon itself. I think if we know within a month then we can we can try to start moving and See what we can come up with And get stuff out there and and proceeding we can try to start moving and see what we can come up with and get stuff out there and proceeding. And again, I realized this is not something, you know, it's not a snap decision. There are a lot of factors here that need to be considered. So I would think, you know, if by the end of October perhaps if that's doable. Yeah, it's Councilman Hamlet. We have a public safety committee which meets regularly. My assumption would be that this is not something that's been outside the grasp. We were discussing this two years ago. So this is not a new development by any means and seems like something that in that time frame, this committee could potentially make recommendations. I don't want to leave that. Yeah, I'm sure we have all of you a little bit of an earlier meeting and get some better direction. Let me ask you a question here, if I might. Steven, who would you be back around this area? I think we've the past having a civil service mechanism that recruits applicants and we only received one or two applicants the last time around. And we've been going for quite a few years now without overnight coverage. So I appreciate the overnight coverage. I think would be most logical, potential next step to fill it again. I don't know, certainly public safety in the mayor, but as a bit settled, it's interesting. Right. How would you say that in terms of covering things overnight, it's estimated for public's reference that we probably need approximately nine to find concerts. We currently have three and we have a fourth in the G. We also have a lot of administrative duties. So just so we're all aware of it. So the gaps between what we have now, we'll be able to serve that ideal, bought at the same time balancing, you know, our budgetary and taxpayer concerns. So what that would cost. Okay. I've been monitoring and logging into Holmesdale Council. Is there any reason why all police chief is not present during council meetings? This is Mayor Williams might. That has been something we've talked about before, that chief has been at certain meetings and usually not at that part of the discussion in the past has included paying overtime for that and whether or not that was worth the cost. And if that could be double their security and we've done some different directions with that. So it's kind of currently in our card situation where if the chief is requested if we have a special topic where we think the insights would be be helpful and I've invited him as they headed a police department to come to meetings before but that would that's kind of the roundabout way of explaining why it's not here every time. All right, I thank you Mayor. Is there any way he could be mandated? Because he's one of the only public officials. I watch numerous Bolo council meetings and he's the only one that doesn't show up. A lot of the other police chiefs are gladly there and double as security as you just stated. Right, thank you for that comment. Mike, there is the opportunity always to mandate a barrel employee to come to a barrel council meeting. As we've discussed this in the past, it has also been a balancing act budgeting constraints and whether or not the return on investment propane someone over time was worth it at that moment. Water is unbreakable. They're over-quarinating. We got all this metal in the water. I know Councillor Nielsen is talking about field and something that public and I'm sure we all have. One opportunity the public has right now to talk to Aqua about these things is that they are proposing a rate pipe and that includes an obligation to have a public utility commission hearing. So the public can submit comments to the public utility commission about what was service to the borough and what they think about it. Propose rate height. And within that, they could toss out all sorts of other concerns about water quality. I plan on doing that from the mayor's office perspective. And a lot of the longer term solutions were very much in line with the things that we've been talking about with GHP for traffic, comming, design changes. I also appreciated how they added the availability of putting signage in. We don't have on our crosswalks and town, but this is visually indicated that this is a place to deal. We took intentional steps to remove any downstream blocks to avoid looking for traffic and returning and I mean I think that's been worn out a time and time again that's where we've had the district vehicle crashes. So I understand the recommendation but also I have a really hard time understanding how that's going to prove safety there. If we're having people cross. This comes from Gallic. In reviewing the packet that I received, as everybody did, the personnel, committees recommendation, I understand that's a very arduous process to undergo to find candidates in a very difficult employment and I understand that we have based on KMS's report had three viable candidates for that position. When I look at just, you know, on paper the qualifications for the position and I can just refer to those briefly because I think it's helpful to understand what we're talking about. First, I just want to note that we did not have much of a salary range included in the job posting. As I understand, sometimes that's the case. But there was some wording regarding the position that I felt didn't really jive as well with this kind of it that the motion's been made for. So there's the maintaining relationships portion of the public works director, Jive description, fostering effective working relationships with colleagues, officials and the public. Representing the department, leasing with other group of Department Selected Officials outside agencies as well. Communication, there's public engagement, there's field supervision, decision making, outdoor work, vendor coordination, contract management, maintenance tasks, equipment operations, rounds keeping, you know, the list does go on. It's a fairly important job. It's not a lot, but having seen Mr. Nelson's resume or this position did not really speak to the level of experience that it's needed for what previous EPW directors have certainly brought to the table. I understand that we may not have had a huge number of those individuals who might have a lot of qualifications apply, but again, I also think that it wasn't as clear to potential candidates that the position would compensate for the dollar amount just described there at $75,000. Just to kind of take that in another direction, I noted that PSAV recently put out kind of like a report on wages and the light for various positions throughout the Commonwealth in the Burles. And you know, in an average sense, the DPW is making $75,000 that's been reported in there. But here in Northeastern Pennsylvania, it's about $53,000 on average. And just based on qualifications for the position, as you know, since it's not held employment for some time, it seems obviously running some properties. But I would have a hard time appointing somebody who just doesn't have what I believe to be the requisite qualifications for that job and to have the compensation be at such a high dollar amount compared to what we paid in the past, let alone what the reflected average is for those individuals in burrows in where these should facilitate. So I understand the committee has certainly done it to these due diligence, but I would really hope that we could spend some more time looking at potential other candidates who might be out there who might have an even higher chance of success. If Mr. Nelson comes to DPW, I fully support his success in that role because that is our shared success. But it is, I think, deeply troubling to see the process play out the way that it had and to have us be at this position now, where, regardless of where you stand on this, creates some doubts in how ethically we do our business here in the world. Not necessarily from my point of view, but it has been shared with me as elected representative that it calls into question, the ethics of this situation. So I understand that I may be in the minority on this and I fully respect Council's decision of this, but I want to be. I represent more than just myself. I accept the recommendation of the personal committee who has checked this out. I could go for it early. I have any other discussion on this motion. Mr. President, I would just like to respond to a couple of things. Mr. Hamill said just again, and I completely understand his opinion and I respect his opinion. And you know, I'm sure from the public, some of the public's point of view, outwardly looking in, they may see it. Out of browse might be raised coming in to Council and having been in and around Council meetings and in the borough for years. I've watched your revolving door, including the last DPW director, who although he did make the salary that I am proposing here, was with us a very short time and frankly was nowhere near as competent. That's just my opinion. Mr. Nielsen was interviewed by Ms. Rogers and I along with the other candidates. And although on paper there was some experience from the other candidates that Mr. Nelson maybe didn't have. Mr. Nelson has been working basically for free as a DPW director for months now, months. Before Debbie he was out of his stormwater drain since a clock in the morning cleaning it out. He's helped to repair things. He's spoken with the public. He's been working with the public. He's been working with vendors. He's been doing some of those things that Mr. Hamlin pointed out already just because he's had the time to do it without pay, frankly, just out of, of belief, as I didn't say this, but out of the goodness of his own heart. So Al and I, with what he's shown us, it really seemed a fairly easy choice to make. We understand that he's on council and we understand how it may appear and that was definitely spoken about and talked through in our decision and this is and I believe that I can speak from his rather than I say we stand by our decision based on what we have we saw. And to effectively kind of give up that privilege of all representing a whole new service of doing what you think is a way to give back or the community is something that I see as a like kind of a nice gesture in a way, for wherever that's worth vividly. And you'd be welcome to, of course, to speak to your own experience in that regard. Kind of takes a bit of a drop in the ego to say, like, I don't wanna do this thing anymore.
