There have been consistent drones flying in the neighborhood, flying low, hovering around the neighborhood. They couldn't get Christopher back but they needed answers and by organized pressure and then by law or by lawsuit they got them. But what was really necessary, the court asked, the court demand has been brushed under the political rug by y'all. This is kind of allowing us time to make sure we get through design development, plan check, but we will work hard to get it done prior to. We do estimate four to six weeks for design development and to have all of our construction documents in for plan check. Then we go through the plan review process, assuming all goes well, we get our permits issued to us, and then 12 weeks approximately approximately for construction and that does include inspections along the way. And now you know why I commend public, but it just seems like it's way, way heavily padded. I don't know if, does our city staff think we can do better. You know on our honor, on our policy manager, we can always do better that's our goal. As the staff said, we want to be able to allow adequate timing for all the process to work through, but our aim is to open up as soon as possible. So we'll commit to, again, it's a city project, a city lot. The city parks will be able to extend possible. Good evening, Honorable Mayor and Council. Irene O'Neill Management Assistant in the City Manager's office. Item 10A is a recommendation of the city manager to approve the updated public health services contract with L.A. County Department of Health to and to delegate the execution of said contract to the city manager. Many of the counties existing public health contracts, including torrents, have become outdated. This is largely due to changes in the California Health and Safety Code, as well as the 2006 separation of the Department of Public Health from the Department of Health Services. To address these changes, the county is requesting that all 85 cities currently under contract, including Torrance, sign updated contracts. These revised contracts are designed to reflect current laws and remove outdated and obsolete language. Previously, City Council voted not to pursue the creation of a municipal health department and as a result, Torrance must proceed with the updated county agreement to ensure continued provision of public health services. The revised terms do not eliminate or reduce any health services. And the level of public health support Torrance currently receives will remain unchanged. And services will continue to be provided at no cost to the city. The new contract also includes an evergreen cost, which means that the contract will continue to be automatically renewed, each year unless terminated by either the city or county. For historical context, Torrance's original contract with the county was adopted on June 24th, 1958, through resolution number 3, 4, 9, 1, and was revised on July 30th, 1963. Since that time, the original contract has seen little change, despite evolving legal standards and public health practices over the past seven decades. To modernize this agreement and ensure alignment with current laws and public health standards, the county has issued an updated contract that incorporates revised statutory references and reflect today's public health protocols. Additionally, in attachment to the updated agreement outline specific provisions regarding the city's adoption of the county's public health code, which includes any sections that have already been excluded. Additionally, as the original contract was approved by mayor and council, the updated contract must be returned to council for consideration in accordance with the role of equal dignities. This legal principle holds that the same authority that originally executed the contract must be approved, must approve any amendments or terminations unless the authority has been formally delegated. Because this proposed contract would terminate the previous agreement, including the original 1963 version, Council action is required to delegate authority to the city manager since the county the previous agreement, including the original 1963 version, Council action is required to delegate authority to the city manager since the county is having its director of public health sign its contract. I was thinking about some of our state advocacy things we did in the past with our experience with like, you know, the sidewalk bending when we're seeking approval to do the enforcement. I'm looking at paragraph C where one part that says, all persons employed in the performs such public health duties, functions and services for cities, Shelby County employees or personnel and not city employees. I'm wondering if there's a way we could modify that language. Should we get the okay from state to do certain types of enforcement? Are we still interested in that? Or does this just remove us from that possibility? Mayor councilmembers, if I may take this, Michelle Ramirez, Community Development Director, actually that's actually in the state law. So it wouldn't matter what the county law says, the state law actually says you have to be a, a official of a public health department in order to confiscate food or to do any that type of inspections. So regardless if it was changed at the county level, the state law would need to change because the city employees still would not be a county official. Okay, so that means if by chance the state changes the law then we'll have to, I guess, reopen this contract per se. No, if the county changed the law it would be to change it to allow cities that ability to do it themselves. And so we wouldn't have to change that part of it. We would still probably use them to assist us as needed. Because we just probably wouldn't have the staff to do it always by ourselves depending how much much was out there. Right now though we're very fortunate because of the county's system is at the level that they did that you're not seeing those problems that you once did see and our current Cohn enforcement officer is able to handle them very quickly when they do pop up now. All right and then on page 18, I think if I read it right, termination for convenience, that means if should the situation in our city or county changes, we can terminate with a six months, notice prior to July 1st, the following July 1st. Verubius again senior business manager with the community services department Tonight's agenda item 10 B seek direction on next steps for the World War two monument project to be constructed at Columbia Park I will be kicking us off with the general overview of the staff report and at the conclusion of my verbal presentation Tina Chi with Chi Celette'll be taking you through a slide presentation of the project's schematic design for your consideration and approval. To provide some background on the project in 2021 Assembly Member Almer Tsu Chi, secured a $5 million state budget allocation under California Senate Bill 170, to support the development of this project here in Torrance, which aims to educate the public on the mass incarceration of over 160,000 Japanese Americans during World War II. In April 2023, City Council approved Columbia Park as the site for the memorial and directed staff to accept $5 million in grant funding from the state of California. And in January 2024, the city executed a grant agreement with the California Natural Resources Agency. For the agreement, which currently has a project performance period through March 1st, 2026, at least $4 million must be dedicated to design, development, and construction of the monument itself. While up to a million dollars may be used for supporting infrastructure such as lighting, walkways, and restroom improvements to the existing bathroom. That's there at Columbia Park. The grant also requires the city to consult with a five member advisory committee whose members were appointed by the Speaker of the Assembly, the Senate President Pro Tempor and the Torrance City Council. In December 2024, your honorable body approved a consulting services agreement with Architecture Firm Chiselet to provide design and construction administration services for this project. Since then, staff, the Advisory Committee and Chiselet have met on a weekly basis to develop an informed schematic design that properly reflects the project's purpose and creates an inclusive and reflective public space. As part of the effort to procure and verify the names to be inscribed on the monument walls, we've partnered with the Edae Project, a groundbreaking national initiative that seeks to memorialize the names of all Japanese Americans who were incarcerated in World Time Camps across the United States during World War II. The Advisory Committee, Cheeselet and staff continue to coordinate with the E-Day Project to finalize the data set of names, which will be a key feature in forming the final monument design. Given the specialized nature of this project and the need to ensure accuracy in the name verification process for all 160,000 individuals, additional time and funding are necessary. Based on the updated project design that Tina will be taking you through in just a few moments, the updated cost estimate for full project implementation is estimated at $9.99 million, leaving a funding shortfall of $4.99 million. Approval of the schematic design and direction on the funding and timeline requests are critical for the success of the project and And in order to proceed, staff is seeking direction from your honorable body on the following. To include the project in the city's 2025 state legislative advocacy priority projects list, to formally request an additional $4.99 million from the state as part of the upcoming delegation trip to Sacramento later this month. To request an extension of the grant through December 31st, 2026 to allow adequate time for final name verification preparation of construction documents for bid an actual construction of the project. It to explore alternative funding strategies which may include other federal state or regional grant opportunities, public private partnerships or allocation of general fund resources as part of the upcoming fiscal year 2526 budget cycle. And then lastly to authorize staff to proceed with preparation of construction plans and specifications for the state's review and approval, which is a requirement under the current terms of the grant in order for us to receive any funding from the 5 million that's already been allocated to us. At this time, it's my pleasure to turn the floor over to Tina Chi with Chi Celette to present her design for the project and then we'll bring it back to staff or further discussion thereafter. Thank you. Okay. Good evening. I'm Tina Chi, Chief Celette, Architecture and Landscape Architects. So it's my very, I'm very honored to present to you and to the public our design progress on this World War II incarceration camp monument at Columbia Park. This so after Pearl Harbor was attacked Roosevelt, he used the Alien Enemies Act and executive orders to incarcerate over 154,000 people of Japanese ancestry. And so this monument is to recognize the the hardship and the injustice that these people endured. And so that this is never forgotten and repeated, which is so relevant today in enlightening today's society and future generations of this tragedy. Okay, so part of our design process, we look at the historical imagery. As you can see, when looking at these images, you get this sense of endlessness. When was this going to end? People are waiting in line. People are waiting for trains to be sent to these camps. They're working in farms. And it is just sort of this desolation and isolation, you feel. At the same time, you know, to give themselves a sense of a place of respite, a moment. They created themselves, these gardens. And you can see that the kids on the boulders, next, please. So this project will be focusing on 10 camps, which you see illustrated here in these photographs, as well as recognizing the people prior to the 10 camps. And as Crystal mentioned, people, you know, it started from the west coast and went all the way to Arkansas, Louisiana, and so forth. So it really did span quite a bit of the, the, in cross the entire nation. And what's striking in these 10 images of the camps is just this kind of isolation. You know, they, they were removed completely from society, you know, on purpose. And the top five camps listed shown here, they had a mountain backdrop. But you can see this vastness, this endless sense of the barracks, and this miles and miles of rows. And really just nothing there. And so a completely stripped of everything. Next. So a couple of reference projects, just to give ourselves a sense of scale and what this monument really needs to rise to this challenge. We went to Washington, DC to look at a couple of memorials. So you see here the Korea War Memorial, which recognizes 38,000 over 38,000 soldiers, the use of black granite, and how very important this sense of reflection is in the polished granite, and that you see your own reflection in this memorial. The letters are about, I three eighths. I can't quite read there. But anyways that is going to be something significant in determining the size of the monument. Okay next please. We also visited the Vietnam Memorial. That's 58,000 names. The entire length of the memorial is 500 feet. It starts very low as, you know, and then rises to an apex of about 10 feet. And again, the use of black granite that's polished. And the font size is about a little bit smaller than a half an inch, very, very legible. Okay, next please. We also thought about the 9-11 memorial, again in granite, but what's different about this one is that because it's in an urban setting, you know, the use of trees and lawn really to help create that sense of tranquility, a place of reflection, a place of gathering. And so we thought this was also very important. Next please. so this is an artwork and this is at UC San Diego. We thought this was interesting because it's an artwork that is over. I'm not sure how long it is, but perhaps a thousand feet of payvers. And so as students are traversing through the campus, they have moments of reading something that can inspire them, that can create reflection. And so this is another opportunity besides the use of walls to use the pavement as another way to create thought as one traverses through the monument. Next, please. So our concept is 10 lines representing 10 camps. And as one walks through these 10 lines, there are moments of history that you encounter through the paving. There are quotes, perhaps quotes from the people who endured these camps, so that one, as one is walking through, you get to know, know the people beyond their name. You get the sense of what they experienced in the three years that they were at the camps. Surrounding the monument would be a forest to create that sense of context given that it's a Columbia Park along a quite busy street. We want to create a place that's tranquil, that creates reflection, gives you a sense of pause, and then at the end of traversing through these 10 lines and camps, there's a hilltop that gives you a moment to look back onto what you have just experienced, reminiscent of the hilltops of five of those campsites. Okay, next please. So this is Columbia Park. The site is primarily at the, you know, at the, kind of upside down L shape. There are a number of trees there. We are, we would like to preserve as many trees as possible. And we are very conscious of the fact that, Prairie Avenue and 190th, it's a very, it can be a very busy intersection. There's traffic, there's noise possibly. We're also conscious that the monument needs to be adjacent to parking and to have, it'd be a short distance from restroom facilities. So those are some of the constraints we have. The site has a bit of topography. It actually goes up to six feet high. And so that's also another constraint we're looking at. Next please. So this is a site plan. So you can see the monument. It's not at the corner. And it's in between the parking and the corner. It's close to the restroom facilities, existing restroom facilities, which we are adding to new single units to. And the reason why we chose this location is for those kind of kind of practical reasons, but also because we want to be able to create some kind of berm or mound to create a quiet place by making a berm at the corner of the site. And so also one of the things that is very important in looking at the historical imagery is this sense of flatness that you see. And so we felt strongly that the monument itself needs to be relatively flat and then you have these berm forms that create this kind of soft enclosure as well as the trees. And so it has a kind of you know soft enclosure because one of the things that's important is this is in Columbia Park. We have to respect the fact that this is a public park. People are going to, you know, have passive recreation, active recreation. And yet we want to create a very tranquil reflective space for this monument. So we need to create a way to have these two coexist here at Columbia Park. And so this forest of trees and this berm form help us do that. Next please. Okay, so the entry to the monument is where this red dot is at the left. It's very close to the parking. So if one is arriving by car, you immediately see where the monument is. If you're arriving by foot in the neighborhood, you know, you'll see in the views that will take you through. you'll walk on the existing pathways of the park and and arrive to that entry. And then these, the 154,000 names, they are just, they are engraved over a series of walls. There are 300 and 30 sorry 370 panels of 4 foot by 9 foot high. The total length of the walls double-sided is 740 feet long. So that's two football fields, for example. In terms of the just kind of physical attributes of the monument itself, it's about 65 feet wide by 500 feet long, which is the length of the Vietnam Memorial to give you a frame of reference. So primarily it's consisting of these walls. As I mentioned, representing the 10 camps and then another wall that is representing, it's the people who went to other camps prior to the 10 camps. And then inscribed in the paving is a timeline. So as you enter, it begins with March and then goes into October. And so you get this sense of your traversing through time and then where the walls are located per cap, it's also by time and geography. So you're getting a little bit of a sense of walking through this history. And then as you're looking down in the pavement, there will be quotes from people from the counts. And then there are boulders. You can take a moment, reflect, and then continue on. So next, please. So this isn't an overview of a rendering of the site plan. So there are larger spaces between walls where we've put some seating and then narrower spaces where you're meant to have a more intimate experience with the names. Okay, next please. So a little bit of detail about how we organize the names. So something very important is the proportion, the human proportion and relationship to the wall. We were very mindful of people wanting to do a rubbing, a memento, you know, of their loved one. And so we're thinking about that. We're also very conscious about, you know, how many names that need to be engraved and the kind of the lengths of walls fitting on the site. So there's a little bit of a careful balance between that. So this is our direction with a four foot, nine foot panel. We are arranging the names in a vertical format. Another thing that was very important to us was to relate to the Japanese culture by having the names written in vertical format. And you'll see a detail in the next place. So what's interesting in doing this is that it's actually very easy to find the name. You look at the top. It's all in alphabetical order with last name. So you find the name and then you would go down and it's quite simple. And next please. So zooming in onto the details of the typography. So you see a sample sample of how this type is looking. We chose a font that is created by somebody of Japanese ancestry. The font size is half an inch, so very similar to the Vietnam Memorial. And what's interesting about this vertical format is that you start to see a graphic pattern. It can be interpreted as a rainfall, a mountaintop, and even I think tears as well, something that is cascading. And this is naturally created by just simply through the names themselves. So we have the last name in a bolder font, the first name, and then the middle name. Next please. Alright, so the materials we're looking at polished granite, black granite for the walls with the names, and then matte black granite for we have two just three display panels that tell the history and then credits those involved with the project next please. So I'm going to take you through a couple of views through the project. So this is a view coming from the corner of Prairie and 190th. You have the sign, the park sign and the sculpture. And then next please. And then as you're moving along Prairie, you start to see the monument emerging. So the previous image had more of the mound, the protective berm from the corner. And then next please. This is you're getting closer to the corner of the parking lot and so this is where you would begin to find the entry into the monument next place. If you're coming from the parking lot as this is a view you would have you'd see the the flag poles, a flagpole, um, and then behind the tree, you'd see, um, assigned for the monument. Next, please. Um, getting a little closer. Um, so you start to see that. And as part of this project, um, we are, um, increasing the widths of the existing pavement at this entry point. So this would be new pavement, but in the style and form of the existing park to respect that. Okay, next please. And so you would arrive at this plaza space. It's about 15 feet deep where we expect groups to gather. That you would be looking at two display panels that would tell the history of this monument, of history of the incarceration. I can't next please. And then as you enter, you begin to see these series of walls beginning with the 64 hundred people who were incarcerated prior to going to the 10 camps. So we start with them. And then as you're walking you can see this, this quote, ancestry is not a crime. So that's the beginnings of, kind of, you know, understanding what this is. Okay, so next please. And so this is a view at the edge of, you know, the existing lawn and the monument. And each of the walls, you know which wall you're at because at the thickness of the wall, the camp name is listed and at the floor and the paving, it will indicate the start, the opening of the opening date of the camp and then at the other end, the closing date of the camp. So as you're walking you get the sense of this is the opening these are the people that it had endured this and that's when the camp closed. Okay next please. We tried to arrange the walls you know it's a it's as I mentioned 70 7 you know, length of wall, if it was just a single line, and which would obviously be very, you know, to, you know, would bear on you. And so we developed this method of creating breaks between the walls. So you're, as if you were walking through a portal, you can see the other walls through this break in the wall. And it creates the sense of layering. And you can go to another wall, for example. OK, next, please. Another OK. Could you go back, please? Yeah. So another view. So again, you see the name of the camp at the thickness of the wall and then the quote in the in the paving. And these quotes are actual, you know, they're from interviews. We listen to and they are associated with somebody on the adjacent wall. Next please. And then so at the end of this journey you arrive at that hilltop where people can sit and gather and reflect upon what they just experienced. The paving space just before that can be used as a plaza space to hold about 100 to 150 people, for example. Okay, next please. So in the evening, each of the walls have a linear light that will fully illuminate the names. Next, please. And so you get that sense. And I think we talked about having this light on, maybe, you know, until 10, and then it would be dimmed down. But in terms of safety, we were think the team is thinking to have these lights on until dawn. Next please. And then a view from it, you know, from one of the park walkways. Next please. And then a view as you head back towards the parking, the back size of the display panels, having an image, perhaps, of the barracks. And then at the very end, the credits, credits monument panel, sorry. And I would like to mention the number of trees, you saw this forest of trees, it would be 154 trees, one tree per 1,000 people to kind of commemorate, again, those numbers of people who suffered this. Sahaara, the original designer, wanted it to be foreboding because 1941 was a chaotic and fearful time. I am representing the Tune-A-Can Indian Detention Station Coalition. On December 8, President Roosevelt authorized presidential proclamations 2525, 2526, and 2527. To arrest or to cause the arrest of the leaders of the community. During World War II, the Japanese German and Italian immigrants were held at places like the U.K. and just 14 miles from Los Angeles, they all. The wall will draw pilgrims and people from all over the world. Students and scholars will study its magnitude and contents. your time is up. I very much applaud the city and working to develop and execute this. My point tonight that I'd like to bring up is it wasn't just Japanese that were involved in the incarceration. There were other groups. Conjee's original proposal included those other groups and it appears that those other groups will not be included at this time. So what I am asking of the City Council, the City, is to consider perhaps a phase two, where those names would also be included, namely the Italians and the Germans. This is clearly a corrective course that is going to put the city of Torrance on the map in the world and I think that this is something needs to be considered a little bit further. Thank you. I just want to remind you that one of the values of this project is not just to be a static monument for people of Japanese ancestry, but an important educational tool for this and future generations of all races. As you can see with the current administration's fabrication of a crisis as an excuse to ignore individual human rights, the lessons of this project can teach all of us are very relevant today. With that in mind, the World War II Camp Wall Organization feels it's important that we have input into the informational panels that are part of this, greater participation, and input should increase the accuracy of the information. And the original design also had included space for changeable displays given that history and our knowledge of the past is constantly shifting, space for temporary displays would have been nice. But ultimately the most important thing that I think we all agree upon is that this monument needs to be built. Thank you. Thank you. Kay Oda. I support the wall project. You have often heard, let it never happen again. This is the model of many civil rights organizations. The tunic of the monument wall should include all those who were incarcerated in these facilities. There were 75 facilities in the Rachel that Duncan Williams is working on. And he includes all one-third of them were Japanese citizens, two-thirds were American citizens. What I profess is that we should include anybody incarcerated in the 75 sites that Duncan Williams uses, that the tunicant, I mean the monument wall is using for the names. Thank you. And my name is Jenny Chamori and I have worked with many Asian American community organizations, the Mounds in our committee, and what have you. But you know, I'm speaking as an individual. I'm speaking that we need to make sure that history is presented correctly. We have heard of false histories. DEI has happened because our histories are not, have not been presented in the schools or in the history books. I believe that all names of those who were incarcerated during World War II need to be on that wall because it wasn't just Japanese Americans received redress. It was not just the Japanese American community that fought for redress. It was people of all colors that understood the discrimination that happened and the unjust. Thank you for your attention and support for this item tonight. My name is Russell Akiyama, and I'm one of the members of the World War II Camp Wall Advisory Committee. I would like to provide some brief comments on this topic and hopefully create some clarity around some possible confusion. As a matter of academic veracity, there is no comprehensive list of German and Italian individuals who are incarcerated in the U.S. during World War II. While Conjus Haara hoped to include these names to be more inclusive, such a verified list does not currently exist. Dr. Williams, or any other scholar in the US, has this list. Given our strict timeline and state funding requirements, we cannot delay the project indefinitely and the hope that this data will some to become available. While Tunei-Kin and may have a list of German Italian internees using that list alone, would unintentionally vote those who were not detained at that specific site. Dr. Williams' list for the monument includes all people of Japanese descent, incarcerated during World War II, including ESA, Japanese Peruvians, individuals from Latin America. It also includes their families, even if they're not of Japanese descent. This ensures we are included. Thank you. You've really spoke fast on that one. Anyone else? Good evening. My name is Lisa Kiyama Robinson. I also serve on the World War II Camp Long Monument Advisory Committee. I'm going to finish what he couldn't get to. So he can be just a second. It also includes their families, it also includes their families even if they are not of Japanese descent. That's in reference to the names that we do have that are vetted. This ensures we are as inclusive and accurate as possible with the verified information currently available. The decision to accept, approve and recommend using Dr. William's data was unanimous by our committee. We as a committee desire that this project represents a coming together for healing and education and are committed to the continuing progress of this monument. As Frank Abe says in the literature of Japanese American incarceration, I will be the friend we didn't have when we needed one the most. Originally, I voted for this project for the very good reasons, and I'm still for this project. It's just said to see it not one shovel was moved or not one thing happened. We are in the planning position or planning time. And the price jumped up to $10 million. You know, so first we started with $5 million. And then we don't have money even to start with. Or why would we start if it's going to cost $10 million? And just to tell you, the economy is tanking. So getting additional funds from the American government, you know, the US way, it's going to be very hard. And especially how you spend the money for microphones and PA systems so that people have to remind you they cannot hear you. So I, aware in support of this wall, we think it's very heartwarming for us. My husband's family will be on the wall. I also think that there's a little contentions here in respect to what's going on the wall. And I think you need to go with the grant. And if there's more money and funding for that, maybe you do go with the Vase too. So I think that that's important to be inclusive. But I think you need to go with what's on the grant and move forward so that we have this beautiful monument here in Torrance. Thank you. Thank you. Anyone else wish to speak on this item? However, it currently is happening again with a lot of our residents and including citizens being sent to concentration camps in El Salvador. Additionally, while I'm in favor of the monument itself, the idea of it, the current design of it as a concrete jungle feels far less appealing for how the landscape is being used and how it will infringe on the park space itself. I would strongly hope that the design can be re-inlined to fit the natural aspects of the space more clearly. I will yield my time. Anyone else wish to speak on this item? Okay, anyone else before we come to the council? All right. Councilman Caggi. Thank you, Your Honor, and thank you to Chief Celet for this presentation. One thing that struck me with the design was the use of trees. And I think looking at the 10 camps that were spread out throughout the Western and Central United States, also the Southeast, all of those spaces where the camps were built were devoid of trees. They were in the high desert like Manzanar or they're in swamplands. So what strikes me is that the use of trees, sort of to me evokes what was missing from the lives of the encarsaries. But also I'd like to go back to the difference in the construction costs of this project. I think as you heard in the staff presentation, there's a differential of approximately $5 million. In my mind, looking back at the history of the evacuation, the bulk of the evacuees came from the state of California. Most of the Japanese American population was here, both North, Central, and Southern California. But what strikes me is that the role of the government, the state government, was much different here in California than some of the other states. going back to the alien land laws of 1913 and 1920, which exclusively prevented Japanese Americans from ever owning land or Japanese immigrants to California. They were barred from becoming citizens. They were barred from owning land. It was only through their children who were born in California that they could actually own land. But in addition, as the nation moved towards Pearl Harbor and then the attack on Pearl Harbor, the state of California also took actions against its Japanese American population. If you were a state employee working for the state of California, suddenly your loyalty was called in the question by actions of the state legislature Many most of I'd say all of those employees were summarily terminated simply because of their ethnicity The the legislature also followed up by supporting Executive order 9066 Sign into law in February 19 1942 by President Franklin Roosevelt. The Attorney General at the time in the state of California, Earl Warren, who later became the Supreme Court justice of the United States, took a position as the Attorney General, as an elected official whose goal or whose role was to protect the civil rights of all citizens in California. He too also absconded from his elected position by tossing in and full support of the evacuation. So to me, the state of California wall, it did issue a formal apology for its role in the evacuation back, I believe, in 2020. Also the State Attorney General, Attorney General Bonta, issued an apology on behalf of the office of the Attorney General for its complicity in Executive Order 9066. And also the governor of the state, Governor Newsom, issued his own proclamation about the executive order 9066. So to me, $5 million looking at a state budget of over $300 billion is small change for this state to fully recognize its complicity in the violation of the civil rights of a number of California citizens and residents. And I would hope that as our state delegation will be going to Sacramento next week. And as we meet with those legislators in Sacramento, I believe it's incumbent on this council to make this request of the state government to fully fund the project no matter how much it costs because I think we know construction costs are always changing, especially in the current economy. It's always a moving target. But whatever that number is, to me, in relation to the state budget, it's a very small number. So I believe it's incumbent on the state of California to meet whatever that number is, that's going to get this project built. So for myself as a council member, also as a member of the Japanese American community, and knowing many of you in the audience, I believe that it should be the, continue to be the position of this council to see this project through, but to make sure that the state of California government pays up and I think now is the time thank you. Thank you councilman shake. Thank you mayor. I concur with councilman Kaji made a lot of good points. I think the more we're going to wait, the more expensive this construction will be. I think this is the point we got to make sure we start that project as soon as possible. It is expensive. Like what my colleagues said, it is time for us to reach out to our legislative. They already gave us $5 million that we started this two years ago, maybe, could have been finished in for $5 million. So yes, we are going to Sacramento and we will ask to get more appropriation funding for this project. It is a very important project. Also, one of the commentators mentioned earlier, history must be presented correctly. Very well said. I have a couple questions from the presenter. If you could please come to the dice. Thank you. Thank you so much for your your hard work Thank you for great presentation. I believe you mentioned that we have 154,000 names to be inscribed. Right. Do we have from Italian and German names also in those monuments? No, so the 154,209 names that we have so far, that's been working with the array project, Dr. Duncan Williams, and we've been associating with him, and he is providing the names, so that's where I get that number. But you believe that there were some other Italian and Germans they were incarcerated. Well it's been mentioned and we did discuss that as a group but he is only providing us names of Japanese ancestry. He is not providing us names of Italians and Germans. Why not? That is not his project, I believe. And so we have no other way of sourcing that information. We are strictly aligning with his project. So I had the opportunity to meet with the Kanji Sahara multiple times. This project is the is basically the vision for Kanji Harasana. Do we agree with that? Yes, I mean I attribute that it is his existence. He was very open that his idea never again should not only be limited to one identity. It's for universal, for human beings. And literally I'm very honored to meet with him multiple times, and that was his vision. Multiple times you address that to me. And I think to have inclusive of all those names should be a big part of these monumental walls. Council Member Shishake, excuse me if I could add to Missilez's response to the community services. I just want to point out that the state legislation that awarded the city the grant funds to do the monument speaks specifically to a monument for those of Japanese descent. Can you point that out because I did have a chance to speak with some of those. So they were open to all, inclusive of all Italian and Japanese. I can appreciate that Councilmember, I'm just reporting that the legislation that awarded the funding, that the language of the grant is for a monument for honoring those of Japanese descent who are incarcerated. As a parameter of the funding. Sorry about that. Go ahead. No, I just want to state that, that that's the parameter of the funding that we're working with. So that's the direction that the design firm is operating under. So it's not her discretion. It is a discretion of the funding we provided. So what happens if we add other names, Italian and German and other? Well, as spoken of earlier, there is no accurate source of those additional names to our knowledge, and we have not pursued this project to honor anyone other than those of Japanese descent as directed by the grant funding. Your honor. Danny Santana City manages office councilman shake. That does not preclude the city from expanding the future phase. Should the city council or community direct us to do so? There would be a need to identify accurate sources for those names. And of course, appropriate additional funding to cover those additional walls and redesign or expansion of the monument once realized. But in order to honor the grant, as it was provided through state action, the staff and the guiding committee has implemented or advance the design based on the state legislation and the grant appropriation. I think I misspoke earlier that I spoke with some of the some of the people I think I spoke with some of the advisory long long time ago. time ago so I think the clarification was from them that they wanted to include that's the reason they had the advisory committee for that so Can I talk to one of the advisory committee members who's here to get some clarification Mr. Odo's on can you come to the podium please? I don't know what staff member mentioned that, but Elmer Tuchi's one line budget said Japanese American. You can go back on the California records and our asked Merit Tuchi staff, but it was definitely Japanese American, one liner. You know, I believe he was in error, not including other people, Japanese citizens, possibly Germans and Italians, that I cannot say. But the language of the legislature was Japanese Americans, one liner. Okay, thank you for the clarification. Russell, are you the part of the advisory committee? Good evening, yes, I am. Okay. Do you know of any source that they can find with the names of other, other than Japanese, they were incarcerated? Do you have any information to share with us? Not that is, I would say academically verifiable, and is part of like a grounded research in database that would contain those names. There are many stories in different anecdotes that describe some of the other ethnic groups that may have also been part of that group, but to my knowledge at least, none have been really brought together in terms of like a real academic veracity. That's not to say that they were not there. It just has not been put together yet in terms of research. Okay, I'll come back to you. Thank you for clarification. Of course. Thank you. Thank you. Councilwoman Kalani. Thank you, Mayor. First of all, I just want to say that design is absolutely stunning. I mean, just looking at the pictures was very moving for me, especially to think of something like that in our city. So I am quite frankly heartbroken that under the circumstances we've got such a difference in the project cost almost doubling. but I your comments councilmember Codgy and we'll get us the extra five million dollars please. I did have a question though I don't know who that would be too and let me back up one more time and just say I was really honored to be involved in this project or or know about it since it's beginning and inception and you know and and the start of it but would it be possible and keep within the original approval um guidelines to have a statement somewhere on the wall that said you know, in honor of those unknown in recognition of those that have been overlooked or missed, would it be possible to have some kind of statement there in a prominent area? Yes, I was just thinking that as well as as people were discussing the issue and I think in the display panels at the entry that would be the appropriate place to have some statement of that nature. Okay, that would, I would appreciate that. I would appreciate that very much. I had a couple of questions. Earlier I had asked where would the granite be sourced? I'm concerned about some of the tariffs. I heard that it would all be sourced from the United States. I'm a little bit cautious about that. Maybe it's purchased by someone within the United States, but it's coming from outside the United States and subject to tariffs. Yes, so early in the process, we quickly identified at least two fabricators. One has a quarry in Northern California. The other is a stone broker who can source throughout the US as well as internationally. We've discussed the tariffs, the issue of the tariffs. We're actually advising to source the stone locally, not only because of the tariffs, but also lead times that would be problematic in a very tight construction schedule. So our goal is to, because, you know, the tariffs, 25% or whatever it is, that would be compounded by, again, lead times. And so all the savings that we would get, perhaps sourcing it from somewhere like Asia, that would be all gone by the time we had to pay for shipping. And so it's really not a savings and we're not looking in that direction or we're not, I am not advising that direction. It's also a large quantity. So if you don't source it from the same quarry, it's not going to match. Yes. And then if there's a panel that is broken, that needs to be replaced, sourcing it overseas, it's not a really good option as well. Got it. OK. OK. Thank you. I like the presentation so much. This is a hard question to ask. But is there any way it can be downsized? Good evening, you're on a real mayor and city council. Sorry, whoops, hi everyone. Good evening, you're on a real mayor and city council. Milton's an obi general services and crystal from Services. We're going to give Tina a break. She's been doing a great job. Thank you, Tina. As far as we have looked at many variations of this project, there is a value engineered option that we have explored that would potentially look at taking some features out, with some landscaping to try to downs scale the project. Our concern is mainly related to the unknowns of once we start excavating the area, we don't know what we're gonna necessarily run into. So most of the costs is really related to project contingency. We need to just kind of make sure we have enough to cover in the event that we run into some unforeseen in the area. So there are some opportunities to scale the project down. And those things are, if that's the direction that council would like us to go back, we could go through a value engineering exercise to come back with a scaled down version of this project. But we know that most of this cost is related to the sourcing of the material, the actual labor to the project, project contingency, and the actual names and panels of the wells themselves that's a long length that we're covering here. So those are some unavoidable things that we'll be running into no matter even if we scale back some of these features. Thank you. Just a couple more questions. Is there any possibility of of the original wall committee outside of the city, starting some kind of funding source, not necessarily go fund me, but some kind of funding source to try to raise additional, additional funds as quickly as possible. That's a great question, Council Member Colony. Crystal Cover who is with Community Services. The, any organization is more than welcome to fundraise to contribute toward this project. It's just the tight timeline, the construction turnaround, the time that it's going to take for us to finalize the design development of the construction documents that need to be reviewed and approved by the state prior to us proceeding with construction. That's also going to take time. We just don't foresee any organization aside from the city itself advocating to the state. Is the original committee of 501 C3? Yes. It is a 501'm sorry. I'm sorry. I'm sorry. I the city could maybe fund it. That's the intent of this effort tonight is to seek council direction as far as city guaranteeing the balance while we actively seek the support from the state or community organizations, nonprofits, corporations, whoever wants to help bridge the gap. But we just want certainty to move the project forward to be able to secure the 5 million from the state. Sure, and then finally just really quick, the annual expense, that's going to be the city's responsibility of its maintenance, correct? It would be. Yeah, okay. I guess in the big picture, I don't want to see the project change. It's beautiful, It would be. Yeah. Okay. I guess in in the big picture I don't want to see the project changed. It's beautiful. Even the landscaping. The trees is beautiful. So hopefully we can find a way. Thank you. Thank you. Councilwoman Lewis. Thank you. Question in the design. How much space is remaining to be able to add names to it? I know we have several walls. Yes, so as you saw the layout. This is something we still yet have to determine because we have an approximation of the layout. But we are still in, we're still in progress in obtaining the names from Duncan Williams. So we have only approximations, but they're very good approximations. So I can't tell you for certain. We do think that there will be, it won't be a full panel with names, possibly. And so that is the opportunity to add names. Should there be one missing, for example, they won't be in alphabetical order, but that'll have to be accepted if a name has to be added. Okay, so we are anticipating some space if... Yeah, it's most likely. I would say, yeah, most likely. The other question that I have is, I know for instance, Tuna Canyon did some pretty extensive research on the German and Italian folks that, and they did go through and bet their list. Have we done any outreach with any of the other camps to see if maybe they have verified lists to be able to include all of the detainees on the wall? No, we have not. The process that we were instructed to follow was meeting with an advisory, a five-member advisory group, and it was in prior discussions set up that we would be speaking with a team through the advisory, one member in the advisory group, the array project. So that was always the intended source for the names is the array project. So you're only communicating with one member of the advisory board? No, no. So one member of the advisory board has a connection to the folks at the array project, Duncan Williams. And so, so that source of the names. Since this talk, since that time, we have spoken to Duncan Williams directly now. And so we are speaking to him directly now. Okay, yeah. And just to provide clarification, she's referring to a member of the Advisory Committee that is also a part of the World War II camp wall nonprofit that started this entire concept with Conjison. So the source of the names has always been Duncan Williams with the E Day project from the project's conception in working with Duncan. He does have concerns over the accuracy of names and the data set that he can provide us are people of Japanese ancestry and their families. He cannot provide a guarantee to the same degree of accuracy with other groups that were not of Japanese American or Japanese ancestry? Understood, but my question was, has the advisory committee, and I guess there's a couple of members here maybe I should hit to the advisory committee, has anyone from the advisory committee reached out to any of the other camps that have already verified this information to see if there's names that were missed. Hello. Lisa Achaemarabinzen, I'm on the Advisory Committee. And so to answer your question, so specifically we've asked Duncan that. We've also been given information. I think there's heart, mountain, tunicanian. I know there's folk here from those that have put in a lot of time, effort and energy into themselves vetting those names. As far as to the degree that we can trust Duncan's data, meaning that it's been academically vetted. So that doesn't even mean that we're saying their names aren't confirmed, but it has been not just from Duncan, I want to say potentially the Densho project, which is another database, that no list exists. One should, it's a good endeavor. I think that there's no, there's been no pushback on that. That's something that would be a positive undertaking. Also, it would take time in order to create. I mean, we're talking, I forget how many the number was, but it's significant. So his thought was like, you know, if you four or five years down the line, something like that might exist. And if we could maybe have a way that we could anticipate Adding that at a future date that would be a good way of responsibly dealing with the issue That's where we have landed. So the way that I understand there's just no comprehensive list of all of those things that exist. One, we're excluding other ones. Right. So no comprehensive list however with what Duncan Williams has gone forward, it just this list only includes Japanese Americans and not other maybe source bedded. Right Right. Okay. And to be Japanese Peruvians, Japanese from Latin America, they're also, also like spouses. So there are other ethnicities that will be included on the wall, specifically what we're talking about. Okay. Are the names from the Italian and the German names from those camps. Okay. And that was my question. Had the committee reached out to those camps that had vetted some of those Italian and German names? I believe, I mean, at this point, one of the members of our committee also sits on the board for Tunic Canyon and she has shared with us the level of vetting in the amount of time and effort they specifically put into that endeavor and I want to say Kanji-san may have also been a part of that as well. From a comprehensive us actually directly speaking to all of those different camps. No, it got tricky at points in the conversations with Duncan because we were trying to make sure we could get the database names. So as we were trying to have those conversations, there was, it was a very complex back and forth, us going directly to those, where we were, wouldn't have been the right thing to do because we were trying to kind of, and then of course, it turned out and then now he was, you know, he's communicated with the city. So it's it's how we as this thing progressed That's kind of what happened, but that conversation was had like asked, you know, okay And the in the full committee is all involved in these conversations is just not one member being responsible for this part one member being responsible for the entire parts the entire advisory committee yeah all right so that yeah that was my concern I mean I love the project I would love to see it to come to fruition but someone hit the nail on the head that we just need to make sure that we're accurately recording the history. And the cost, every project is gonna have some cost overruns, but right now we're at $10 million. Plus the city has to come up with the additional continuing maintenance, the park facilities, the upkeep. I agree with Councilmember Akaji, 110% the state needs to fully fund this project because Torrents coming up with, by the time we get done, it could be another additional $7 million by the time we get done. By the time we do overruns. I do have some concerns with that. Whatever we can do to get the project going, I think we should, but I just have a huge concern over spending. that amount of additional funds without the state coming in and supplementing us for it, especially since the city will have to continue to do the yearly maintenance cost on it, any fixes in the future. And that could be cracking granted or what have you. I do have that concern. So thank you for answering the questions. Thank you, Councilman Caggi. I appreciate the comments from my colleagues and also comments from the members and the audience because I think this helps us to move this project forward. On one matter related to the state, I know that there are, and staff can correct me. Isn't there a time constraint tied to the appropriation? And what is that outside date? Kessler and Kaji, thank you, John the Rocky Mew Services. Currently the grant performance period is through March of 2026. Part of our advocacy in Sacramento next week would be to request an extension through the end of December of 2026. All right. Thank you. And I think that's an important point to emphasize that I believe that if we have more time to build this project and build it correctly. And also, perhaps to utilize that time, not only to advance our advocacy and seeking the necessary funds to finish the project, but also to seek other funds from those in California or on the West Coast or here in the United States. I think that there is support if the World War II camp committee initiates a fundraising campaign. And I say that because for my father Bruce Koji, myself and a small group who started the the Japanese American National Museum in the late 70s, it was a concept. It was a startup, which we started when we had our business in Little Tokyo. But as we launched the project and put it out before the community, we soon discovered that there was a wide range of support. I think the same holds true for this memorial to be created here in the city of Torrance. And I think it's also significant, and this is my understanding of the city of Torrance history, that this city was one of the few cities in California on the west coast, who actually spoke up against the evacuation. That to me is significant and it's great that this memorial occurs here in the city of Torrance. But once again, I think that if we're able to, when we go to Sacramento, extend out the date, get the additional funds and maybe address some of these other issues. I appreciate the comments made about the other incarceration, German Americans, Italian Americans, Japanese Peruvians. To put it in context, I know that back in 1942, there are probably a million plus German Americans. I think about two and a half million Italian Americans. Think what would have happened if they had to stuff all those people in federal camps? It couldn't be done and this economy would go upside down. However, in comparison, the federal government found it convenient to move an entire group of people into camps. And, and I believe on the German Italian side, maybe the total number of incarceration, I'm just looking at secondary information. It was around 5,000, 4,000, 5,000. So, well, and most of them were rounded up by the FBI and put into the Department of Justice camps. So I don't know how that information was compiled if it's siloed, but on the Japanese American side there was a specific war relocation authority which compiled all that information which is I think being used by Dr. Williams. So let's see what we can do, but I think for those of us going to Sacramento, we're going to have an up close in personal experience with our legislators to get this done. Thank you. Councilwoman Kalani. Yeah, just real quick and additional comment. I have full faith in our state legislative committee that's going to be going to Sacramento. But I hope you also emphasize the commitment the city is having and I guess you could call it skin we have in the game utilizing a large portion of our park resources. Both property wise and future maintenance wise to support this. So, you know, we are contributing significantly just with the amount of land that we're going to be using in the park. So I wish you all great success and I'll be in support of moving this forward. Thank you, Councilman Gerson. I've lived here my whole life, but it wasn't until I became the Torn sister city associations adult leader in 2017, and got to hear directly from a Torn sister story historian about the role that torrents played during the time of Japanese and Japanese American internment here. And to hear the stories about how the Torrent City Council passed a resolution, a very unpopular resolution, which basically took a stand against the internment and created a safe space for Japanese and Japanese Americans. And not only honors our population of which we have such a large, wonderful group of people of Japanese dissent who live here, but the source of Japanese business and direct international investment into the state of California, and how we are the epicenter of that and the history of that. And to be a part of that history is amazing and has always moved me. and now to be able to create a monument in recognition of that to continue the work that was done all those decades ago and to keep it moving forward so that my children and grandchildren can also continue to learn about the role. The Torrance is played and the positive role. We don't have very many examples of that that we get to learn about in our history. And so I love this project and fully support the project. I do share disappointment that after two years that the nonprofit hasn't done more to fundraise because $5 million is a wonderful start to the project. Grateful to Assemblymember Murat Suci for being able to help us make that happen, the fact that the project. Grateful to Assemblymember Murat-Succi for being able to help us make that happen. The fact that the project, and I know everyone's saying 4.99, but we all know it's more than that and it's going to be more than that. I wish our delegation the greatest luck in pushing the state legislature to fully fund the project. But I do think that more local sources that are nonprofit that's behind it needs to reach out to some foundations and to see what other groups can participate and share in the load. And as my colleagues have said, the City of Torrance will continue to maintain it, which I think is, continues that wonderful legacy and happy to be a part of that. Those are my comments, thank you. I truly appreciate all the time you're spending on this, the thoughtfulness, it's wonderful. This monument is going to be just the biggest thing for our community and for the world to see what we stand for. So I'm concerned that we're going to leave a part of history out. So I'm not going to talk too much longer because I can do that. Before the record, Tune Canion has a verified list of names of Japanese, German, Italian, and Peruvians. I'd also like to say that Duncan Williams, who I respect and admire, has been collaborating with my chief researcher, Dr. Russell Endell, for years. We've been doing this for 13, 14 years. So it's not like it sounded like we don't have the academic qualifications of the work that we're doing. We have two experts working on this. My husband said, Christo City 2, which is another issue, but I am really here because, although he is more universal than I, the Tunician story is the origin story of this project. That's where Kandice Harg had this idea that he wanted to tell the world that this cannot happen again. And so it grew and grew and grew into this big thing, this magnificent thing that we see. And I'm so touched by the poetry that I see in her work. I think I said what I wanted to say, but I'm willing to go with you Sacramento. I don't think I qualify, but I am a survivor of the camps and I honor you and respect all that you're doing. Even if you're not with me, I understand what I'm saying, but I appreciate everything that you've done. Thank you. Thank you, Miss Oda. I think I think somebody had a question? No. OK. We're all in favor of the project. Our challenge is the budget looks like it doubled and we're just trying to find a way to make it happen. And we just want to make sure if there's any opportunity that if you know that every project you do I think councilman Lewis was alluding to I think you know if there's a phase two in the future and there's more room on granites there's time to do that but to do that will probably be another bucket of funding we will have to look so You know this may not be the end, but I think right now The way I believe I'm hearing is we need to focus on at least get phase one done and Those of us going to Sacramento. Yes, we're gonna go down with open hands and and do our best At the same time we're also asking for the committee to start putting brain cells on and start the outreach of, I would call it, nationwide fundraising. I, yeah, let's go for broke, right? And because we all need to do our part and to piecemeal, I'm going to have to say we might have to piecemeal this together. But I'm pretty confident that with enough passion and heart to present the story that we can make this happen. Councilman Lewis. Thank you, Mayor. Item 10C is a recommendation of the Public Works Director that City Council adopted an ordinance amending the Torrance Municipal Code or TMC to repeal section eight of Article 1 of Chapter 3 of Division 4 and its entirety and approve an ordinance summary for publication. This is a cleanup item related to illegal dumping, repealing Section 8 of Article 1 of Chapter 3 of Division 4 from the TMC, eliminating any confusion as to what code should be referenced to issue citations for persons illegally dumping items. California Pino Code Section 374.3 preempts the TMC stating it's unlawful to dump or cause to be dumped, waste matter, and or upon public or private property. The Pino Code also allows for more robust penalties than the TMC does. A person convicted of a violation of Pino Code Section 374.3 may be charged with an infection and a minimum mandatory fine of $250 and a maximum fine of $1,000 for a first offense. A second offense is punishable with a minimum of $500 and a maximum fine of $1,500. A third or subsequent fine is punishable with the minimum fine of $750 and a maximum fine of $3,000. These fines are doubled if the illegally dumped material includes used hires. Additionally, the court may require a person convicted under Penal Code Section 374.3 to remove or pay the cost of removing any waste that they dumped or caused to be dumped. The PenoCode provides a more comprehensive structure for addressing and penalizing illegal dumping than the TMC rendering the TMC redundant. The PenoCode also provides more severe punishment for persons caught illegally dumping and is a more suitable option to deter the negative impacts of illegal dumping. In summary, it is a recommendation of the public work structure that City Council adopt in ordinance, amending the TMC to repeal Section 8 of Article 1 of Chapter 3 of Division 4 and its entirety and approve an ordinance summary for publication. These are when customers actually have items that they want to properly dispose of that they are allowed to within the rate structure or they're willing to pay extra and those items are collected on their pickup day. It was about expanding the once a year pick up to also apartment dwellers and absorb that cost through a per unit fee. I don't know if we remember that. That was a while ago. We spoke to the finance department and we also spoke to a consultant that they had. And I believe the response was basically if you cannot have somebody actually pay for service that they're not getting, you can't charge a unit, a renter, or something that they may not use. So it can't be based on a per unit cost, it would have to be based on the service actually received. No, okay, I understand that. But we were looking at different ways to be able to fund a program like that because one way or the other were paying to pick it up. Anyways, I think I want to ask Mr. Cuber to weigh in because I know that we have certain requirements that we're dealing with now for organics, but also extending to illegal dumping with apartment rollers and the third party haulers. So Chris, if you could add a few things on that. Sure, Chris, your Republic works. In the last ordinance change related to SB 1383, we did require in the code change that haulers are to provide pickups for apartment residents and condo residents at the request of the residents. We have notified all of the haulers operating in the city that is part of the code and they are to abide by that. Okay, but I believe there's a charge, right? Yes, there will always be a charge. It's an additional service. Okay, so it's up to the landlord to cover it or not? Depends on how the trash billing works for that specific or complex.
