I'm going to go to the next one. I'm going to go to the next one. something. So. I'm going to continue on to item E, the public forum. This portion of the meeting is reserved for members of the public who wish to address the City Council on any matters not listed on the agenda and within the subject matter jurisdiction of the City Council. Each speaker is limited to three minutes. Speakers shall address all comments to the mayor, and the council is a body and not to any particular council member or member of the staff. Speakers are asked but not required to state their name and address. The council is prohibited by law from taking actions on items not on the agenda. We have any public, would anybody like to public, publicly speak? Good evening, everyone. Jocelyn Harper district agree. I am coming to you guys kind of as a concerned mom. Yesterday we had another lockdown at Sanger in Sanger at WAMS. And I wanted to kind of touch bases with you guys about it as a concern. This is in this academic year about the 7th or 8th lockdown that we've had to have at WAMS due to police activity in the neighborhood. I'm not upset about that at all. The board is doing the school district is doing what they need to do to protect the kids. PD is doing what they need to do to get the bad guys. What I would like to kind of put forward as a recommendation or what we could do is see if we can get our code enforcement to start doing active enforcement in sensitive areas in the city, particularly around whams. Code enforcement can be a huge asset to police. Police can only enforce on criminal activity, code enforcement can actually ensure the quality of life for a neighborhood. And I really feel that WAMs needs a little extra help at this point of time. At this point, my son's in eighth grade and I don't allow him to leave the school campus at any point of time for fear that something could happen to him when he's leaving the property. I know we just got new code enforcement and I'm excited about that being a code enforcement officer, but I wanted to kind of bring it to everyone's attention as a mom and being the one that gets the notifications that the school is going into lockdown due to criminal activity. So that's all I have to say on that. Thank you. Okay, thank you. Recruel Los Anger. Across the street from my house, there's been a trailer park now going on five months. I'm assuming that the you don't have a road department for say, but public works takes care of road issues. And, you know, this thing had a cover over during the winter time because apparently it roof leaked. It's got weeds growing up underneath the trailer. I'm assuming that the, you know, you don't have a road department for say, but public it apparently was roof leaked. It's got weeds growing up underneath the trailer. Did you send the road department out maybe to pick up the cover out of the gutter, trim the weeds a little bit? I'd like the trailer to fit in the neighborhood just a little bit better. Thank you. Thank you, Mr. Provost. Hi, Ness. I think it's the third year that I'm coming. And I come sad because when I get out of my house, oh my kids, I have my kids. They tell me, Mom, why are you going? They don't listen to you. Because we're leaving the Chancla area. They don't put attention to us. And they're not gonna put attention to us. Never. Because they think we're criminal. Because we live in the Chancla area. Look over there in the in the size of the and pet them. Look over there. Look this area. We go to the park. We don't have no light. Look this, look the park. Then I cannot listen to you. Right now, my kids, they get upset because I came here. They said, Mom, why are you going? Then I cannot put attention to you. Why? They're acting like Donald Trump, racist. And that's what I'm thinking to. Why I'm standing here every time that I come, you don't give an answer. You don't do anything to our area. It's the singer. Why you divide the chankla with something else? It's the same. It's singer. It's because some people, some around their people, people, chankla, because stop doing that. Don't be racist. Everybody's the same. Just think about the kids. The kids is better because you think the kids are going to kill somebody. I think, yes, but stop thinking like that. My kids are upset because I came today because I want to go to the park. I said, no, I'm going to the meeting because I want to scare what's going on. You said, for what? For what? You're not going to do anything, Mom. Look, it's the same. Let's go back to Santa Cruz. It's's better over there than listen to you. My daughter is gonna graduate this year. And I'm glad because she have good grades. And I'm glad, but she's not glad. Because she said, I wish I can graduate over in San Jacos. Because you guys did not put attention to us. What's going on with Sangre is going down. It's a ghost town. You go to downtown, we don't have no stores. We don't have nothing. You go to different towns, they have everything. What's going on with Sangre? Wake up, it's time to wake up! And do something for Sanger. Now fight it. Now because it's a jungle area, you're not gonna do nothing. Stop doing being racist. Stop being racist. Stop acting. Stop doing anything. Do something for the people. Because you guys working for the people or Zanger, please, thank you. Good evening, people. The last two people spoke very well, one, three. Whatever it takes to get our, you know, to help our youth money, I don't, you know, it's well spent. It's our youth. And they do need protections. But anyway, I'm here to discuss that I kind of heard rumor or fact that we may have already selected a police chief. And the question I have on that is, was our city council involved in that? I thought we were going to be able to, the last time I heard Mr. Olson say that he's going to some people up and we're gonna question and answer it But it's not like you already found your guy so You know, but I'd like to know who the top three candidates were On this and how much did we spend on this? I thought it was supposed to be a national wide search to have a Police Chief to come in and and help you know sang her out But I don't know what we spent on it, but all we did was go across the street and find one out of Fresno. And which is if they use the best man, fine, but it just, yeah, it just seems like just things are just, it seemed to be running as well as I thought it would. And if our city council members aren't aware of who you're planning on hiring, I mean, Mr. Wilson, you know, these are your bosses. There's a few things that have been happening in the past as far as you hiring people, mainly from the more and not even asking the city council and not to take away from these people but you picking people picking people out or more. They're in shape. Then we can't we please direct all questions that are coming. Okay, everybody here that you know that you have a certain person here that is hiring people out of a city. The more they're in a worst deficit in us. So why are we bringing in people that can't help us? They didn't help them. Actually, this individual, if you could guess who it might be, he was part of that. He'd been there for five years. So I'm dressing all of you about this, whether you're new or not, you are his boss. You have a right to find out where money's being spent, like the water having those contractors come in. Anyway, I think it's getting out of hand guys. You better keep it and check a little bit because it just doesn't look good. And the buildings that you spend across the street for a 4,500 are still empty, aren't they? What's up with that? Even put some money on it last month. Like I said, I'd like to know who's going to be in there because I'll be calling every day to make sure they stay in there. Thank you. I have a couple questions. One is I've been running around the town here and I see there's a lot of metal plates on the road on P O O street and street and even on uh, Sanger Avenue. Some of those plates look dangerous and I'm afraid somebody's gonna get hurt and especially if it's an emergency vehicle, something a big vehicle and hit one, edge of that plate. Can you imagine what can happen? They can turn over, road bustle tire and especially if they got a patient. I think those need to be, I don't know what it is about, what's going on, and I really would like to have some answers on that, because to me they look dangerous, honestly. Okay, and the other one, I brought up a question the last meeting about spending too much money on vehicles, and I was looking through all as far as I could go back on all the agendas and I couldn't find a record about the vehicles being bought and here on the last payroll they bought another one from the eighth of Ford and I thought we were in a deficit I agree with the gentleman what he says you guys better keep an eye on what's going on. That's it. Thank you. Yes. Oh, Mr. Mayor name is Nino. You go to other mechanics, he's the permission and he says, no, he tells you like it is and he goes to fix the cars. And we know that people are hurting the suffering of silence, working in the fields and the car was a cabra, it breaks down it, three or four or five thousand dollars. It's a travel square of the car. So I, his name is Nino. Very truthful. He tells you what it is. He comes to the house. You ask him how much, how much you have. He says, best. Thank you. Thank you Mr. Better. So any other public comment? Seeing none, public comment is closed. City manager about the police chief. I think no question was raised about money. How much money was spent for this search? So the search I'd have to get the details but not a lot because you go out to Geogov and that goes nationwide so we're part of that. We did advertise in some of the here, but that's just like $40 to $100. We also did it on the Cal Chiefs website, which goes nationally. So it was a national wide recruitment done in-house. So we didn't have to pay tens of thousands of dollars for headhunters and recruiters. And did have some viable candidates. So we went through with with the recruitment. I'm trying to do anything else I can answer for you? Well, that's it for me. And as far as the metal plates go, I know that's not the city of San Gert putting those metal plates. That's PG&E, they're doing major gas line rebuilds throughout the town, and that is one right away project. I think of three or four they plan on doing. So PG& is they're going to be very very active in town upgrading their gas lines. Okay. Yeah those two we'll get to these other ones later. We'll go ahead and move on to item F consent calendar matters listed on the consent calendar are considered routine and will be enacted by one motion and one vote There will be no separate discussion of these items if discussion is desired a member of the audience or a council member may request an item be removed from the consent calendar and it will be considered separately I know that there is already one that's going to be removed item F8 and council do you have any any other items from council and item F8 was removed because there was an error. Yes, Mayor and council members so item F8 in the staff report it says that the service enclosure in the amount of 73,340, it's actually 75,340. And what these are is long lead time items that we wanna buy in-house. So they're here if not, it could delay the project on getting the actual traffic signals and stuff done. So it's a $2,000 change from $73,340 to $75,340. And Jos Rogers is here if you have any additional questions. Okay. So what regards to item consent calendar? Is there any audience member wishing to remove any consent calendar items? We're're discussion. This is a little different here. Well, seven will, on the consent calendar, F eight come back then, or we're just going to, you just made the correction now, but it'll be back in the next meeting. No, it'll be voted on now, but it'll be voted on now and a separate vote, yes. It doesn't the public have some, I am put on, on, on the, on the amount and why? I mean, you just rushing it through like that because I have, I Not rushing anything through. You may address. You get a vote on it. You may address the council on that item. Yeah, and I now, but whenever you guys ready for it, when it, when it, when it comes back. Yes. Adam F.E. Is there any audience member wishing to remove an item? The question. Okay. Since there's not being only one that's being removed for discussion as item F8, in regards to all the other items, do I have a motion to approve item consent calendar except for item F8? Mayor, I'll make a motion to approve items 1 through 7. We have a motion. I'll second. We have a motion and Second. Second. Second. Second. All's in favor. I say aye. Aye. All opposed. Hearing none. That motion carries unanimous. Item F eight. Yeah. Oh. So on this, I'd like to hear your guys' explanation why you're going to be doing this. Why the $75,000? So that's your question. Why is there $75,000 spent additionally on this crossing before I get to the point? I'm not sure question why is there 75,000? Why is there gonna be $75,000 spent additionally on this crossing before I get to speak on this? Can we have the city engineer come up, please? Sure. Good evening. Mayor and council. This item is to this part of the Bethel and Almond traffic signal project that has been in the works for a while. Based on our experience, there's certain electrical equipment and facilities that are very long lead items. So we tried to insert occasions, have the city directly, directly procure those items. So. and facilities that are very long lead items. So we tried to, in certain occasions, have the city directly procure those items so we don't have to put it out to bid, wait for our contractor, then they place the order and then it's six to seven months. So oftentimes we order the material early. It'll be delivered right around the time that the contractor is ready to install it and then those items are then what's called owner furnished materials. They're provided to the contractor to then install but it saves the city all the waiting time of the fabrication and then it also usually saves a markup cost for the contractor to mark up the those items. So these traffic signal poles controller or, or fairly long lead, we said six, seven months that may take some. We're recommending that the city do a direct procurement. We provide those to the contractor again to save some time ultimately on the project getting done. And then to clarify the, we got the quote and we had quotes and we had written a staff report and then we had to confirm one of the items being by America compliant because that's part of the culture aspect because of that the vendor looked at it and said they did not have that in their original bid. So we had to revise staff report and it didn't get into the into the agenda. So we want to put that on the record that that's why the change in price they were still a low quote for all the vendors that were said. And for clarification it's just a clerical correction in that sense not an additional 75,000. But it's a change from what was in here of saying it was 73,000 in change to 75,000 in change but the low vendor is still a little vendor even with that market. Great. Thank you. Okay, because what I read up on it is there's some for some polls. How many polls are you talking about? Because when you look at the polls, when you put this bid on it, can I have my time back please? All right. Well, when you're looking at these polls, this says you're going to get some polls for it. That should have been part of the, when you put a bid for that, it went from $345,000 in 2020 to $600,000 in 23. Do you not, shouldn't that money, shouldn't have anybody seen that that we needed because it says they need polls. Well, how many polls are you gonna need? You know, you need eight is what you really need. Were they already included in this price and now it has to go up because I saw where it says you're gonna get some Across in controller, you're gonna get a cabinet, you're gonna get a case, you're gonna get poles. Sounds like two poles with mass on on the arms. And that's basically all that said. Isn't that purchasing eight poles for 75,000? That's just no way. I mean, the crossing is $,000. What I'm getting at, because you want to hear it, and purchases these items, which great, thank you, because I'm trying to get this crossing since, you know, 2018. But anyways, are you, are you going to be reimbursed that $75,000 that you're going to want to pay out now, because you've already made the decision to pay $600,000 for that thing. Where is that in that $600,000 package of control it came in it? It should have been eight polls with the lights. I don't know if you're going to, what kind of it's going to be a standalone, it's going to be a processing predictor or a present detector. I don't know what kind of system you're going to have in there. But that's the whole package. You get PUC, you get your engineers ago, you go survey it and they tell PUC tells you what they need. They don't tell you what they need. PUC tells you. So when they made that bid way back when for 400 and what was it? I don't know, 450 maybe, thousand. That should have been the whole thing out the door. Now we're going to $75,000 more. That's the question I have. This thing should have been all taking care of as far as the money goes. Now you're adding more. And if you're saying it's because you want to hurry it up, or you're adding polls, where do two polls could rush this thing? What new circuit controller or crossing controller? Are you going to get that's different than you didn't already put it in when you finally looked at this in 2020? It just doesn't seem the numbers. Anyways, yeah, so I just want to know. What I think I think what happened here is maybe you forgot something and you had to slip it in. We've already gone. Overdo on the 4500 now at 600,000. And I think we're adding another 75 technically because the polls polls are there are already ordered them already and the controller thank you is there any other public comment in regards to my feet see none item that the is now closed bring to council item. The item is the item. The item is the item. The item is the item. The item is the item. The item is the item. The item is the item. The item is the item. The item is the item. The item is the item. The item's not really a general funds per purchase correct. This is all part of the original budget or whatever however the budget has been modified over time all we're doing is taking that cost out instead of having a contractor buy them and then installing them. We're going to buy them and the contract is going to install them. It's only part of the signal and only the components that are going to be very long-lead. All the remaining part of the signal, all the wiring, all the detectors, all the other stuff, that's not a long-lead the contractor will supply. So this is part of the project. It's just being, yes, it's using partly CMAC and partly aAC and partly emergency money, but it's to help expedite the overall project by taking out long waiting for equipment. This is not in addition to the project that's part of the project. Yeah, and my only experience with this and I remember it vividly because it was on Bethel in church. And now if you remember that project, Josh, but the lead time was extraordinary on those poles. I remember getting calls all the time and it literally took over a year. And when we hired a contractor to where he placed the order and it took forever, it really did. So this is where, instead of doing it that way, we're doing it a different way where we're buying the materials. And then the contractor will be selected to install the material. Where does this stuff get stored when it shows up? We're talking to the city yard, just throw it back there. Okay. All right, that's all my questions. Thanks. Thank you. I want to remember her title. I want to remember her month and a half. Appreciate the oversight. I mean, we are saving money. You let the contractor do it. Yeah, we're going to play a bundle. Swirlpying very direct. And that's what you're doing. And it's very simple. What you just put on the background of the everything it talks about. That's what we're doing. We're not adding any more money to already have the project is funded. federally. So we just gotta get it done. And I appreciate you trying to do it urgently by getting these things here faster than what they normally will be. We'll be months and months and months. So thank you. John, remember Melendez? Okay, thanks Josh. I mean, from if you can see it. I don't know if you can see it. I don't know if you can see it. I don't know if you can see it. I don't know if you can see it. I don't know if you can see it. I don't know if you can see it. I don't know if you can see it. I don't know if you can see it. And I know it's not too far in the past that, you know, there, there was an accident there and people were pushing us to hurry up and do something. So there you go. In regards to item F8, do I have a motion to approve? I'll make a motion. We have a motion. I'll make a motion to approve. We have a motion in a second. All in favor signify by saying aye aye. All opposed. Hearing none that motion carries. We'll go ahead and move to the public hearing. The public hearing is to consider annexed annexation of number six track into community facilities district 2005-1 and related action. Okay, there's a little agenda that I have to follow. So kind of bear with me. I know it's a little bit lengthy and kind of awkward. And Mayor, by me, just so part, it is awkward because the darn state law is very complex and requires all these very specific requirements and to ensure we do it just right. We have a very detailed script that the mayor will be following after your the staff in conjunction with the staff report. Really detailed because it says here next page. So I'm gonna go be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. I'm going to be on the board. Derek Thought you two were trying out for a play Thank you I'm going to go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. I'll go to the next one. southeast corner of Bethel and Nooth. Little bit of background on March 6th. the city council adopted resolution city intention to annex certain territory into CFD 2005-1 that certain territory being phase one of track 6431 and they set a public hearing date for May 1st. The May 1stst meeting, we continued to tonight's meeting. So tonight we'll consider two resolutions. The first resolution states its intention. The council's intention to annex the territory and calls for an election. And the second resolution after the results are declared by the city clerk will be to call the election. In 2005, the council adopted resolution 3758 establishing CFD 2005-1. This communityilities District provides funding to offset increased costs for public safety and open space and parks maintenance and your staff report has a list of the different services that are funded. New development in the city it's pretty it's routine they're all conditioned with this as part of the entitlement review and consideration to annex into the community facilities district. This particular annexation is 147 lots which make up phase one. So as as that track progresses through phase two and phase three, see similar items. I'm going to start with the blue set presentation. Thank you, Tert. I now open the similar items. It's that presentation. Thank you, Dirt. I now open the here into protest comments and questions from interested parties. Anyone in the audience wishing to speak? City Clerk, do you have any written comments? No. I declare a no written protest or received by the city be that there are less than 12 registered voters within the community facilities district. See that written consent to holding the community facilities facilities district elections today have been received from all landowners within the proposed annexation number six. And D that I concur with the holding of the special election or annexation number six. I now close the public hearing. Is there any discussion from the council? If no discussion, I don't know, there's no discussion. Is there a motion to adopt the first resolution? Apologize me. I had to step out for a minute. Mr. Silvester, you did note the corrections on the two resolutions. There are two resolutions on front on the dias. They contain clerical corrections because as you know, that hearing was continued from May 1. And so some corrections were made on the dates. Thank you. Okay, is there a motion to adopt the first resolution? Some of. I'll second. Motion and a second. City clerk, I call on you to conduct the election. Oh wait. Yeah, we already, I'm sorry. The we there was a motion and a second to all those in favor signify by saying I. I was opposed. Very none that motion carries. The resolution is adopted mayor city clerk, I call you to adjust the election. That was what we just did, right? Okay. City clerk. Winner. Mother winner. Still. One ballot we see. I now close the election and announce the results. As to annexing the property under annexation number six to the FD number 2005-1. One yes vote and zero no votes. I declare the annexation and levy of assessments passes unanimously. Council, you may proceed to consider adoption of the resolution declaring the election results. Is there a motion to adopt the resolution declaring the results? We have a motion. I'll second. We have a motion a second. All those in favor signify if I say hi. Hi. Hi. All opposed. Hearing none that motion carries unanimous. The motion to it away. The motion to adopt the resolution making certain finding to declare and certifying the results of the election and adding the property as the city of Sanger Community Facilities District 2005-1 municipal services and station number six has passed with a vote of five to zero. Did I say? Good job. Everybody follows along. Okay, item H department report. So up tonight is the fire department security improvement and presenting that will be chief terrestrial. Good morning, Mayor and Council tonight before you is a recommendation that the council approved the sole source expenditure. of $41,000 a year and $39 to upgrade the Fire Department's security access with a modern access control system and authorize the city manager to sign the document on behalf of the city. This item was heard at the May 6th, 2025, Citizens Oversight Committee, and was affirmed by the committee unanimously that it was the appropriate use of measure S, now measure R funds. I do wanna preface this discussion by saying, very valid questions. Why wasn't this included in the construction we're doing right now? That's a very valid question. Actually, the answer to that is the bridge and documents were created four years ago. We've been in this project now for four years. The security system back then isn't what it is today. In fact, the police department didn't have their security system until two years ago. And so how do we done it four years ago when we did the bridge and documents that the technology it was available then would not be available today? And we'd be coming to you for a change order anyway. And so this it was intentionally left out of that project because of the technology advances that we that we would see over the course of the years. We showed them didn't think it would take four years but we're certainly we're almost there now and and this is why we're here before you today. So very valid question but the the reason why is because of the technology wasn't available. And I will say in fact, we did actually ask for a change order for this to be included. It was almost triple of what the price was here to have it done through the construction company today. So it was in my mind, in practical to do it that way, we wanted to bring it back as a separate item for your consideration. The Far Permit currently uses different types of locking systems with our station. Most typical are the lock and key, your typical keys that you use through the station. We do have push buttons on certain doors. There are other ways to get in. For for the most part, they're all pretty standard. Well, we would consider old technology to get in and out of the fire station. And we do have a couple of our employees that have card readers that can get into the gates, but those are separate from the station and they're not congruent at all. They're actually very separate and normally it's not uncommon to see someone with four or five different sets of keys to access any kind of door within the fire station. In addition there is no security camera in front of the station at all so the security there is lacking for the public access area. It's the intent of this project, a streamline, this is all of our security with the fire permit and utilize the current infrastructure house at the police department. So blending those two systems together and making it one system would be the, we felt the best use of our resources. Again, we, we, uh, considered this four years ago. However, the technology today is, is super advanced and how we've done that before. We wouldn't have the technology, we wouldn't have the, the model we're looking at today. We've utilized, like I said, different sets of keys over the years. And then when an employee leaves, if we're not able to get that key back, we have to re-key the entire station for security purposes, which is at the cost, every single time, or a key is lost, which does happen. Every time that does, there's costs associated with that. In addition, certain people have certain levels of keys. For example, our paramaics need access to our controlled substances room where we keep our narcotics and our EMTs don't need that. And so they have more keys to use. And our supervisors have a different level as well as myself. And so again, there's a lot of keys flown around for different pieces of equipment, different, different doors. We felt that blending this project together with police department was the best use of our resources because it would be housed all at PD once the system would be in place. Again, it's it's the same system that PD uses today. We would be able to control access through not only a FAB, which is just a little plastic disc that goes into key ring, but it actually acts by your phone as well. It can be turned off and on at a computer station. For example, if I was out of the office and the city manager wanted to go inside my office and doors locked, I would just log in, hit open, and he'd be able to walk in at a moment's notice. And so it's very useful friendly. We can program each fob with different levels of access. For example, our MEics would just wave their phone across the access control and it would walk into the bedroom or even into the station. If a person were to leave, we would just deactivate them. There would be no reason to re-key the station at all. It'd be a simple click of the button and it'd be pretty much over at that point. Lastly, and probably the, well, another one is that addition of security camera as well. We want to make sure that our station is secure. And so we'll be adding security cameras to the front of the station. And lastly, if something were to happen, we would have to initiate a lockdown again at a computer terminal, or even on your phone, as a supervisor level, you can initiate a lockdown on the station where all the doors are locked and they don't open again until that thread or whatever's happening has been removed and we can open the doors back up again. Currently, there are sufficient funds including the current 2425 measure S measure R budget for this project. We are not looking to add any more funding to that project. And that is the end of my report. I'm happy to take any questions you might have. Thank you, Chief. Mayor Pro Tem. You have anything in question, comments, concerns? No, just the security cameras. I mean, obviously it's a public building. It's in public place. There's no expectation of privacy, but I guess currently the fire department doesn't have any security cameras that face the outside. No, we do not. And so now you have cameras that record the outside of front of the station, the front of the station. Now you guys have the the safe baby drop-off thing. And I know that, you know, that's created. So, you know, women who have a child and they're not you know dumping the child somewhere and they have to be really you know I guess it's there's no questions that's type of thing and I just curious about a camera recording a woman dropping off a baby would be used to hunt her down and do something that you know the dictaration is supposed to be no questions asked type of thing. Sure. That same one could come right into the station and it'd be over it. We know questions asked. We would not, we're very, we have very clear policy and guidelines on that on say, baby surrender and the woman's not, we actually have a there's a packet that we've developed and so if something were to happen, the comes open and there's very two directions on what to say what not to say we actually give the mom a bracelet that matches the baby bracelet just in case they want to come follow up again but again it's very detailed it's a great question to have but it would be nothing different than dropping the baby off at a is actually buses or safe havens and these stations these stations and fire stations. So it would not be used for that. Okay. I just don't want to see if any type of discouragement of that program of woman, you know, is desperate and wants to do that. She's the camera. She's like, I don't want to be recorded on the. Sure, absolutely. No, we can, we can, we actually put that out as a public service announcement of how that works. It's been a long time since we've done that, so it's a great idea. I'll put something together and we'll put it out on social media next few weeks or so. That's fine. Thank you. Don't spend very hard title. Hey, regards to item H1. Is there any public comment? Seeing no public comment for item H1, I'll bring it back to Council for any further comment. Okay, in regards to item H1, do I have a motion to approve? We have a motion? We have a motion and a second. All those in favor signify by saying aye. Aye. All those opposed. Hearing none that motion carries unanimous 5 0. Right on my city manager staff communications. Good evening again mayor and council members. So there's a few things greenwood park restrooms are currently closed due to a broken line. So that should be the repair should be completed tomorrow and they'll be back open for the weekend activities. Well 12 is getting put back together after all the pump testing done. It's past. It's beyond or the maintenance is done on it. It should be back online. Next middle and next week. All the equipment from there has now been moved over to well 14 to finish rehabbing that well. It correct me if I'm wrong, Josh, but I believe the wells we rehab this year have added an additional in total 1800 gallons to the system. Okay, so that's essentially two, three wells worth of additional water out of existing wells. So great job by the public works through there on that one. Saying our fence, I know council would ask to bring them back and put them on the agenda. They have notified the city that they're going to go forward with the original plans and replace all the infrastructure on the front of that lot. So I thank them for that. It's going to be a nice addition to the the neighborhood. We'll be out of the office Monday through Wednesday at 10 D and I CSC. And then um, earlier somebody had mentioned JFK Park, one of our residents. So there are lights at JFK. We do need to do some turning on some trees for the some of the by the parking lot areas. Um, looking, we're currently seeking grant monies to purchase lights for the walking trails there. Whoever parks do technically close it does. So, but we are still looking to install some lights there. Some other things we've done recently, if JFK, we painted bathrooms and suspected the top lot, replaced the top lot bridge that was damaged, replaced the the swing and The base irrigation has been repaired and they're working on getting it greened up So we are doing work in the parks and I just want to put that out and The common earlier about being racist so I do take offense to that this council's never instructed me not to do anything in any district or any part of this town. And when I'm asked to request to do something by councilor staff, I don't look at where it's located in the city. So anyway, we are actively doing a lot of good things throughout the community and I just wanted to put that out because the parks and rec people, they have been doing work out there and that's all I have, thank you. Great, thank you. Item J reports and matters initiated by City Council members. This portion of the meeting is reserved for the mayor and council members to make brief reports on boards, committees and other public agencies and public events to initiate new matters and to request updates and to initiate new agenda items. Under this section, the council may also take action on any item specifically agendized and when meet other requirements for action. Where are pro tem, do you have anything? any updates, I'll let the mayor talk about the tombstone event that a number of us attended earlier this week. As far as any action items, I did a send a see the CMA email regarding a water that was leaking. Let me have broken in the easement in a planting area along Bethel and Sterling. You can get a follow up on that. It occurred last year as well. I guess we didn't have a resolution to it. But there's an email on it. Yeah, we'll get those recorders for that. Okay. And then a most product earlier. And it's a valid concern because I do get calls about this. It's one of the most common things I get called about is about these trailers that are parked in the roadway. And I know we're changing the ordinance to make it have more teeth on it, but can I get an update on when the ordinance we brought to council and an update on the FAR is why, why don't we just send, it's a police officers enforce that portion of the regulation? And we just keep sending out the police and just keep them have to keep tagging it. Make the violator go the extra mile of moving it back and forth. Right now he's just sitting there with the trailer to sit there and sing a hand. It has been untouchable. Yeah, it has been moved multiple times. But you know, we have our officers are busy patrolling the city. So to sit and go back, we do have the ordinance drafted. It should be back to council in July. So come July, that's where anticipating bringing, we're gonna have the food track ordinance, the homeless ordinance and the trailer ordinance, all two council and hopefully approved by the end of July. Okay. Okay I said I appreciate the concerns brought from the public because it is a common call that I get it really is and that's all I have thank you thank you councilmember her total thank you all for the items first I just wanted to think staff, you know, for. Basically, you know, showing some urgency to some of the pedestrian crosswalks throughout the same, throughout sangre and district one, two specifically. So I really appreciate, you know, staff taking the time to increase safety throughout town. With that, I do want to update on the pedestrian bridge that was previously requested on church avenue and academy. I believe it was agendas, but it was later removed. So I wanted to see if maybe the city engineer or staff have updates on that. And then also the crosswalk on Academy and 12th Street right there by Chuck Wagon. I think that one's pretty dangerous. I've seen kids cross it really quickly. And since there's a signal light within feet, I also consider that one to be a little bit hazardous. So I'd like for first off to take a look at those two items along with I would like to request the list of routine maintenance done on our sewer system which specifically is like I know it's our hotspots so there should be a list that you guys are that you guys should have and I'd like to see that list as well, because I've seen increased movement and cleaning, which is great, but I do want to know where those hotspot areas are. With that, I do also want to ask for an update on the actual management plan for the sewer system. So I know that I was supposed to come back to council, but I just wanted to see where things are at right now currently. And that's all for my request. I will kind of pivot a little bit and just touch briefly on the Tombstone territory connection. I do want to thank my sister Senator Melissa Rattado for providing and securing the funding to begin that project and staff's time and commitment to to working things out and planning that as well for the future. With that, I do have two updates. So for our GSA, we had a GSA meeting yesterday and I did attend that. And it was, I was notified that we're kind of like the secretary book the bookkeeper for some of the finances and transactions so I just I sent you an email city manager on that so if we can follow up on that one and then also I'll be attending ICSC next week to represent a center point district which I'm very excited about. I've talked to some City Council members from, you know, Parlier, for example, and Feller and others within the district to hopefully look for some new industries to come into our cities. So I look forward to that this week and hopefully collaborating also with the team here. That's it from our report. What's my room? Also want to agree with her total on her sister and appreciate her helping the city of San Gerard. That's just the one and one grant of Manian. I was truly what I told you. I wish she was still here, you know, because I know we would get more and do more. But Teller, my heart too, I appreciate how she's down there. It's going to be a great project for not just Sangre, but also for the community at the Tombstone. So it was an exciting time that day. I did have the chief was out with me last Monday. We did do a a student assembly on Fetanol. So right around 400 students were given the opportunity to have vital information on dangerous Fetanol and what to do, what to stay away from. And so the sheriff was here in town with me and at Sanger High School and we did that. It was a it was a great event. Thank you Chief for being there as well. This past Tuesday, I had Deborah Raj from Breaking the Change and we discussed the issues of human trafficking with students as well. And once again, there was a lot of questions from both sides. So there was very productive, very great program that we're doing there at senior high school, collaborating with my district as well. So just want to thank you guys for the support you've been giving me when it comes to those two main topics that are very dangerous in our community. Just with that, the city of Andrews, Bimbir can be closely on some of the things in district four. And he's gotten back to me a lot of issues. And I thank him today for the issue at Greenwood Park. So I put a post out regarding Greenwood Park and hopes that people understand that just be patient until it gets fixed. And I don't think it's anybody's fault. Just time things happen. And I know our staff and I've been seeing our staff in our staff in our, so thank you for the director. But it works for, you know, to see the issues out there and having our people be out there and fix the things that may be fixed. Other than that, just thank you very much, Mayor. Thank you, Council Member Mollandas. I just wanted to give thank you to City Manager and staff for the update on JFK. I know things seem that as they're not moving along, they are moving along. I just ask for patience and things will get done. I also had spoken to city manager about code enforcement, now that they're full time. I did do a tour with them, but I had discussed the possibility of maybe code enforcement being able to provide a quarterly report to the council on what their goals are for the whole community, not just my district, but all the districts. I'm pretty sure our community would like to see what they are working on now that they are time and that's all I have. Thank you. Thank you. We just real quick, the lockdown situation and the code enforcement, is code enforcement usually involved in a lockdown? No, they wouldn't be. I was trying to understand. No, which she was asking. I'm wondering if maybe she's thinking if maybe that's some nice conditions in the neighborhood or certain spots, maybe attributing to blight or bad characters. I'm not sure on that, but no. Co-enforcement doesn't get involved in the place. I believe we were called out for an incident with a gun. So as a precaution, the school was locked down. The incident was handled. Right and the lockdown is determined by the school district or chief. Please. Yes. In any instance where we have a armed subject near school like we did the other day, it is the police department's decision to lock us school down. We are in close contact with both the high school district and the elementary schools, our SROs, heard the call go out. Unfortunately, it was a delayed response due to the fact that the caller waited 35 minutes before calling the police because it it kind of puts us behind the A-Ball real quick. So if I have anything for the community is, don't hesitate, don't wait. Every minute you wait, our pockets of opportunity can move a mile away from the situation. And that really puts us behind the ball. So, but I gotta commend my people. They were Johnny on the spot. They were there. We locked that school down, took care of business in about 45 minutes and made the situation safe for our kids to go back to their normal activity. Great, thank you. Thank you very much think you're very, very work cheap. And I'm going to go to the next one. Um. We'll quick the the tombstone thing. You know, it was a great event. There's like, you know, like fit the people out there. And a lot of them were the residents of. Of tombstone thing, you know, it was a great event. There was like, you know, like fit the people out there and a lot of them were the residents of tombstone. I know I did, I did talk to a few residents out there that weren't, you know, on board. But, you know, that goes, that goes with any kind of project that you do. You're going to have somebody that's 100%, and you're going to have somebody that's 100% the other way. But the majority of the people out there were very thankful for the city of Sanger, for Senator Hurtado and for the grants that we did get from the other grants that we did get from the state. And you know what just those collaborations that come together that make that kind of thing happen. And you know just as I was doing an interview today 47, you know, was like, you know, the people from Tombstone came to us with the problem. And, you know, they, they needed water. I mean, what's more basic and helping somebody out get water. So, you know, we were as a council, you know, on board with that kind of from day one. And I'm glad that it kind of tied into, you know, us, you know, revamping our water system anyway. So, you know, what that all kind of worked out to get a new well put in on, you know, grant money. But it was a good turnout, it was a good turnout for us. You know, we all attended the Hall of Fame induction for Sanger High School athletics. That was another successful, another successful event. The city of Sanger, we put an ad in there, you know, just to kind of support and show the unity between the school district and the city. You know, before I became mayor, I didn't realize, you know, these were two separate things. But now, you know, coming to, you coming to being on the council for these number of years, you have to realize your partners with the school district, you're not separate. It's you know, you guys are all together. And it was a really good event, attended by a lot of the Sanger Council and the Sanger city staff. I'm also looking forward to ICS-E. Hopefully we have a successful trip and come back with some businesses that we could try to attract to our beautiful city. I know that they're just busing down the door and to come in here so that people will see that things are happening here. They are, I know it's hard to believe, but you know what, again, when you sit on the council, you can see these things materializing kind of before your eyes. I did go on the one-voice trip to Washington DC and some of the projects that we did promote. I did have the opportunity to meet with both our senators. Senator Schiff and Padilla and we advocated for the City of Fresno Airport. And that was for the tower replacement. Now that tower, I'm told, still has vacuum tubes in there running some of their equipment. So this is something that, and they kind of made fun of it. They should just take that tower and put it in the Smithsonian. It's like that old. Some they could use as a monument. But we went and advocated for not only the tower, but also the runway reconstruction. Because you know, everybody knows here when you're going somewhere flying, everybody's going to use Fresno Air Terminal. And that was one of the projects that we thought would be beneficial for the entire region of the city of Sanger. And I went there and I spoke specifically on a grant to do a study to raise pine flat, pine flat dam 12 feet, which will create an additional, I think it was 120,000 acre feet of water. And, you know, it was just to do the study to see if this will be beneficial for our region and the Kings River. And I made note to let them know that that extra 120,000 acre feet of water will provide the Kings River with more water and and you know the young kids can go floating in extra month or so. You know if we have more water in there, but you know that the main thing was you know just just for flood mitigation and for agricultural in our ag area. You know what I went and promoted that to the Transportation Agency. Also, I stayed back a day and I met with the Department of the Interior as one specifically to highlight our 100 year trek to the tree. And they had no idea where Sanger was, what Sanger was. You know, so I had to educate them on us being the nation's Christmas tree city and how we are the stewards of the nation's Christmas tree and the event that follows, you know, putting the reth there to, you know, memorialize the fallen, our fallen veterans that died in war. That tree is the only living monument in the entire United States. And, you know, we got some invitation letters out to the Secretary of the Interior, as well as members of the President's Cabinet to try to come out. Now, whether that happens or not, you know what you never know, but we had to ask. And I think that's it. That's it for me. I do have one more thing, Mayor. Go ahead. City manager, regarding some of those meetings that are upcoming, can you talk about it? Yeah, I forgot that I'm our report, so thank you. On June 5th and June 19th, those are following on graduation nights, a lot of staff can't attend, So we're asking council if we can cancel the meeting on June 5th and June 19th those are following on graduation nights a lot of staff can't attend so we're We're asking council if we can cancel the meeting on June 5th and also June 19th because that's a holiday for the city So people won't be working that day, but we'd like to add three special meetings in June the first one being June 10th for regular agenda items June 17th for a study session on the budget. And then June 24th, so three consecutive Tuesdays June 24th for budget approval and regular agendized items. I'm looking for consensus. There'll be at 6 p.m. Yes here. Okay. We have the intensive. Yeah, so just to clarify, canceling June 5th, the 19th and adding June 10th, 17th and 24th. All right. Thank you. Sounds good. And with that said, there be no further business. This meeting is adjourned at 714.
