So I apologize Mayor. I do see a new agenda in front of each of us. So I just want to check with staff to see if that changed. The only um there was a minor revision we only added to include at the um right next to the special city Council meeting, title? Okay, I don't see that on the one we have, but unless you usually look different. This here. Okay, I wanna see it. Oh, okay. Okay. So yeah, we'll just go with the one that's amended in front of Council. Thank you, and thank you. What's the pleasure of Council. Thank you. And thank you. What's the pleasure of Council? That's the 100th. Mr. Mayor, I move we approve the agenda as amended. Thank you. Do I have a second? Councilman Blackhurst. Yes, I'd like to second that motion. Have a proper motion and a second to approve the regular agenda for tonight's meeting. Any further discussion? Roll call, though. All votes cast. Motion passes by a vote of 820 with one absent. Next item in the agenda is ceremonies. First item we have is the Front Range Community College 50th anniversary Proclamation and I have a Proclamation to read. Proclamation Front Range Community College 50th anniversary. Whereas the Front Range Community College is the largest community college in Colorado with more than 28,000 students on three campuses and online. And whereas FRCC enriches lives in the city of Brighton through learning. And whereas the FRCC Brighton Center offers a variety of academic classes for transfer and personal or professional enrichment. And whereas more than 800 students from Brighton take classes at FRCC on an average year. And whereas FRCC and the city of Brighton partnered with the Community Reach and Brighton Urban Renole Authority to create the new FRCC Center in the heart of Brighton. And whereas FRCC is a strong partner with all other institutions of higher education in Colorado for easy transfer of students and district 27J and Adams 12 schools for high school concurrent enrollment. And local entrepreneurs through the Small Business Development Center, and new and existing industries through customized training from FRCC Corporate Solutions Division. And whereas FRCC and staff faculty students at alumni add approximately $591 million in economic value annually to the Colorado economy with significant returns on investments for students, taxpayers, and society alike. And whereas FRCC is celebrating the 50th anniversary of its founding in the fall of 1968. Now therefore, bit resolved that I, Kenneth J. Criter, the mayor of the city, Brighton. On behalf of the City Council, do hereby proclaim the fall of 2018, as Front Range Community College 50th anniversary celebration, to recognize the contributions and services that FRCC brings to the community. Sign this 24th of July 2018. Mr. Rodriguez, who will be, oh, excuse me, what's the pleasure of council? Mr. Dunston? I'd like to make a motion to approve. Have a motion to approve? Oh, I'm sorry, excuse me. From Orange Community College, 50th Anniversary Proclamation. Thank you. Thank you, thanks. Have a motion to have a second? Councilman Mills. Yeah, I'd be happy to second that. Of the proper motion and a second. Is there any further discussion on the topic? Here again, roll call vote. All votes cast. Motion passes by a vote of eight to nothing with one absent. Now, Mr. Rodriguez, who's here to accept this proclamation? Absolutely, thanks so much, Mayor. I believe the president of FRCC is here. Correct? Oh, excellent. And looks like maybe you have somebody else with you or, I don't know if you want it. Okay. Oh, excellent. Good to see you both here. And I just want to take a quick moment to say that I'm a former FRCC student. That's where I went immediately after high school. So I just wanted to thank you for your service and what you do for our community. Thank you very much. Thank you. Here you go. All right, sauce. If you'd like to make people interested. I sure would. No, be okay. Yeah. Thank you, Marin members of the council. It's an honor to be here tonight. I've been fortunate to have a role in the Brighton Center for about 18 years now since about 2000. And actually, this is the 20th year of the Brighton Center. We opened it in 1998 and really appreciated the city stepping up. We opened in the Old Adams County courthouse, the round building. And when you tried to build classrooms and a round building, it didn't really work. We had one room with eight walls. And when that building was eventually condemned, we had no home. And the city at that time really worked hard with the community reach. There were new authority, Pat Valley Medical Center to find a new home for us in the repurposed hospital. So I've always appreciated the city's vision for education in the community. I hope we're doing a good job serving the citizens of the community. As the proclamation says, we have about 800 students a year from Brighton who come either to the Brighton campus or to the Westminster campus and some go as far away as Fort Collins. We even have an occasional welding student or a student engineering programs up there or GIS programs in Longmont. We're proud to be part of the Brighton community and happy for the recognition tonight. Been more than happy to answer any questions about our vision or what we're doing in the community. Any questions? Mayor Pro Temp. Yeah. I don't have a question, rather, a comment because I did come out of the community college system and it's in Lamar Community College and certainly that is well worth it because it allowed me to go on to Adam's a college and continue my four-year degree and so I really have an advocate for the community college system. It's great. Thank you. Thank you. Thank you. Councilor Johnson. Thank you, Mr. Mayor. I just wanted to say what a great organization in front range is I had the opportunity to write out of graduate school to be an adjunct faculty member there for four years. And the support that I got as faculty and watch how front range was with their students. It's astounding and just keep up the great work. Thank you so much. Thank you. What did you teach? Communication, public speech mostly. Thanks. Would you like to introduce who you have with you tonight? Come forward. I'm Robert Engler and I'm the director of the Brighton Center here in there since January. Super. Well, welcome to Brighton Center here in there since January. Super. Well, welcome to Brighton. And we really do appreciate what Fritt Runes Community College offers our community. And I too at what in front range, but I went to a community college, a junior college for a Thestrin junior college, but a part of the community college system. And I can honestly say I wouldn't have finished my education if it wouldn't have been for the community college experience it's very special. I too went to a junior college. Of the people who have bachelor's degrees in Colorado almost half started at a community college. Sure. I think people forget that sometimes but it's a really important role. It's a great way to start. Thank you folks. Congratulations on 50 years. Next item in the agenda is public invited to be heard on matters not in the agenda and we do have one Ryan Seastrim. Please come forward. State your name and address for the record and you have five minutes. Wonderful. Thank you Mayor. My name is Ryan Seastrim. 1800 Glen Arm Place Denver 80202. Good evening, Mayor and Council for those who I have not had the pleasure of meeting yet. As I said, my name is Ryan Seastrim. I am with the Colorado Oil and Gas Association. As a community outreach coordinator with COGA, it's my role to serve as a liaison between local governments and our member base, but also to work with and help local governments understand our industry better. I hope Kogan myself can be considered a resource to the city regarding matters related to the oil and natural gas industry, and I look forward to working with the city down the road. Regarding the city's recent moratorium on injection wells, I hope the Council and cities LGD found the information that I have previously sent helpful and informational. Over the past several months I have worked closely with other municipalities, specifically Morgan County. They did have a moratorium on injection wells and have since concluded that moratorium. I am also currently working with Arapaho County on their moratorium as well, and providing them with any information that could be helpful with them, concluding that moratorium as well. By bringing industry and regulatory experts to the table in a thorough stakeholder process, I'm pretty very confident that the City of Brighton will be able to also conclude their moratorium before the 6th month mark on December 4th of 2018. I look forward to working with the City of Brighton and we'll follow up with Council members and Mayor individually over the next couple weeks. In the meantime, if you have any questions, are there anything that I can help with? Please do not hesitate to reach out to me. I do have a stack of business cards, I'm not sure what the procedure is, but if possible I would like to hand the mayor in the rest of council my personal contact info before the end of the evening. Thank you. Thank you. You can give it to our city clerk. Okay. Thank you, Mayor. Thank you. Next item in the agenda is item five general business to schedule a special study session on July 31st, 2018 at 6 o'clock PM to meet with Cerca regarding the city manager evaluation form and process. Mr. Walton. I'd move to a schedule a special study session on July 31, 2018 at 6 p.m. to meet with Cerca regarding the city manager evaluation form and process. Thank you. I have a motion to have a second. Councilman Humbert. I will second that motion, Mr. Mayor. I have a proper motion and a second on the issue, any further discussion before we vote. I'd like to state that a couple of weeks ago, I provided you all with a form that Cerca was suggesting us to use, asking for your comments back. And I guess I'll put a deadline of tomorrow afternoon at three to get that back to me. We've had a couple weeks. If you have any comments or such, I'd like to get those back so that we can I can forward those on to Tammy to know. Okay. Okay. Would somebody else I guess I'll go on to record in second the motion then. I believe we have to reset the motion. The systems. Can we do it just by a a roll call. Okay. Mayor Criter. Yes. Mayor President Edwards. Yes. Council Member Baca. Yes. Council Member Black Meadows. Yes. Councillor Member Baca. Yes. Councillor Member Blackhurst. Yes. Councillor Member Hummer. Yes. Councillor Member Johnson. Yes. Councillor Member Mills. Yes. Councillor Member Pollock. Yes. Councillor Member Walling. Yes. Motion passes. 9-0. Thank you. Next item of the agenda is a motion for adjour to 0. Thank you. Next time of the agenda is a motion for adjournment. Got here just in time. Councilman Bikers. I would certainly be happy to make that motion to adjourn. Got a motion to adjourn. Councilman Humbert, do I try again? I'll try again but it's not working apparently. I'll second that motion. I have a proper motion and a second to adjourn. All in favor say aye. Aye. Opposed nay. We stand adjourned from this special city council meeting. We've sat and where he's going. I've been given this opportunity. I have the opportunity to study education for mostly a free quote. It really hit me because I learned about the story of Malala and how in other countries like Saudi Arabia, students have to hide a pencil in an open. And for me to be given this opportunity and walk with my text off.
