Any manager Martinez saw you introduce this next item? Thank you Mayor Good evening Mayor Mayor Pro Tem members of council. At your last meeting you'll recall that we presented to you two different options for ward redistricting based on the recommendations of our consultants. At that meeting you directed us to bring back an ordinance that reflected the changes made in scenario 2. So with that, I'm going to turn it over to our budget and performance manager, Caleb Arbor, Parada, to just give a quick overview on that, answer any questions you might have. which is tonight there's no additional presentation. We are simply bringing to you the requested ordinance for first reading that would utilize scenario two for the preferred word redistricting as per last week's study session. If we get this past tonight we will bring it back for second reading next week for you. So if you have any questions. Mayor Prattin, I apologize if this was asked last week. I did watch the meeting, but I just wanted to understand. So the second scenario allows for a longer period of time before having to redo this again. What is that timeframe? So it's really going to be an estimate. They're trying to aim for that six-year scenario because typically on war-grade districting we try to bring it about every six years. But as far as an exact date I wouldn't be able to tell you it's it's going to be dependent how quickly people move in. That's good enough. The first scenario, what we would have to do that before six years? So it's more likely. So none of these are absolute. It's them doing their best to guesstimate how quickly people will come into those new neighborhoods in wards three and four. But their best guess is that one would more quickly put us in a position where we would have to change. But it all probably depends on which builders build how fast. And is it possible the first stereo would be just as long in terms of the six year timeframe if our mayor gets built faster than word one. I don't know. I was all that I mean anything as possible but based on where the information we presented them as far as how far different neighborhoods were in the planning process where they were at in terms of building they took all of that into account and building the two scenarios. Okay. And then the consultants did they have a preference on scenario one or scenario two? No, they were, they simply put together and how they communicated it is. They wanted to give us a scenario that did minimal movement today, which is scenario one. And then that longer term scenario, which is scenario two. And then the staff have a preference on scenario one or scenario two? Yeah. I feel like it's a loaded question. I mean, obviously whatever one is gave my personal preference is scenario two, but I think either one would work. Yeah, I guess I just had hoped we would do the most minimal changes possible. And I feel like scenario two looks like a lot more dramatic changes. So that was my only concern in reviewing the maps. It just looked like a lot more changes. I was just wondering if it's really necessary that we make that kind of dramatic changes. But thanks. That's all my questions. Thank you. Councilmember Johnston. Thank you, Mayor. So I was under the impression that there was something that forced us to do redistricting at a re-apportionment of awards at a certain time, is there? So there's a couple things that can trigger it. So the way that it's written is we will typically look at award redistricting every six years unless there's that 5% deviation, which we have hit sooner than that six-year period. And is that written anywhere in code? Yes, it is part of the code. That's what I was looking for. If you do have that somewhere, I don't need it right this second, but I could not. Oh, yeah, we can send it out. I have it in here somewhere. I just don't know if I have it right at the top of here. Then directly after the census is complete, is it normal for us to do it right after that in the past? I mean, it would be, so we've done it more often because the census is done every decade. So we have done it more often the last time being 2017. It's really when we're hitting that 5%. That's tended to trigger it. But of course, because we just did account, this would be a time. Right, no, that's cool. No, just, yeah I'm not going to be attending to trigger it, but of course because we just did account this would be a time. I totally understand. Like I said before, both scenarios are fine. I'm happy to hear that staff agreed with some of our comments. I wish in looking in retrospect and this is nobody's fault. I wish we would have said throw us one scenario because of the lack of us. none of us wanted to get involved rightfully. I believe in this process. So I wish we would have done that now that we have to. Here we are, but yeah, I'm happy to vote yes on either one. However, it's presented things. Thank you. Council Member Polowski. Excuse me. This isn't so much. I don't think about this specifically, but I'm just curious about something. At the end of 144th and Chambers that all knew they're moving dirt out there. Is that Ward 3 or do you know that's Ward 3? Yeah, that is worth it. I was going to have to reference the map. Okay. I just I was trying to decide what's coming there. So thank you. I believe there's a portion in Ward 4 when you get closer to the Perry Center before 27th, but a lot of that is Ward 3. I had a look at the maps deeply after the last meeting just to make sure I knew what was going on. And zoom in a lot, but yes. Council member Padilla. Thanks. I just wanted to mention since the question came back up tonight, those are exactly the two questions that the Mayor Pro Tem asked that led us to have that discussion and lean towards. We recognized that we would make more change now, but we would look for something that had a likelihood of lasting for a longer period of time in doing this less frequently. And those were exactly the two reasons that the staff brought forward the two options before that they did. And last week, we narrowed and asked for an ordinance only on one option. We're not voting between two options tonight as my understanding. I believe that we are voting on the option that we recommended staff bring to us. Thanks. Thank you. Mayor Putem. Yeah, thanks. Yeah, and I watched that. I heard all that. One more thing. I should know this, but the cost of the consultant, it was like, do you have that amount? It was just over five grain. It wasn't. It was pretty durable. So what's the worst case scenario of us having to redo this if we didn't do scenario two? Like could it be a year or at least a few years out? I'm not quite sure I understand the questions, are you? What's the worst case if we did scenario one that we would have to redo this? Like shortest amount of time. I mean, six years, I think we said six years at least on scenario two. But we might have to do it sooner. That's the goal that they were aiming for, but you would be asking me to have a crystal ball in terms of how quickly each of those developers are. And we did our best base and where they're sitting in the process right now as far as who's ready to move dirt and who is actually moving dirt now. But again, that's a crystal ball question. I'm sorry. But no, I know that's fine. It just gets triggered based on how many residents moving to each ward though. Okay, all right, thank you. City Attorney Calderon, one of the chiming on this. The charter actually says you will not redistrict more often than every six years. The accept when you need to. And so that's what we're using to redistrict at this five year mark is you need to for constitutional portionment reasons, right? You need to have the greatest largest ward and the smallest ward or the not be a greater difference than 5%. There's a better way to say that mathematically, but you know what I mean. So we're using that actually exception in order to do this a year early because technically this would not be required till next year. So we're supposed to try to make it six years unless there's things go haywire and we have to fix it. So it then makes more sense for us to pick a proposal that is more dramatic to hit with the spirit of that. Is that right? Sounds good to me. I got it. Sorry, thank you. City Manager Martinez. I was just going to say exactly what Mayor Pro Tem just mentioned. So the idea is to get us at least to six years to Councilmember Johnston's point if we We could have brought one scenario to you We probably would have brought to because this in our estimation gets us out at least six years We think anyway to Kayla's point Who knows what might happen in the downturn in the economy? We know we know what we have basically in ward one because that's the furthest along, but our best guess is scenario 2 gets us to that 5% mark at least as close as we can over the next six years given what we think we know. So yeah, if we had that one scenario that's more than likely what we had presented just in general, but again given the time frame that we worked with without two scenarios were at least a little more palatable to discuss.
