Let us know who's going to present tonight. Thank you, Mr. Chair. Tonight we have our budget performance manager, Kayla Barber Prada, to present your zero budget. So I'm actually going to be presenting both this item and the next item, which is the Mill Levy, because I'm going to give a general overview of the GID, and it really goes into both of those items. So as I promise, I'm going to start with a little bit of an overview because I do know there are some of you that were not sitting here in this room a year ago. So what a GID is, is it's essentially a financing mechanism that allows the city to work with property owners to finance infrastructure improvements in those areas. And it's most basic water down form. The idea behind it is that those developments or those areas are the ones benefiting from the infrastructure improvements. So they should bear the burden of those improvements as opposed to the city as a whole. And again, that's a very watered down version of it. A GID, Council acts as the board for hours, actually is able to levy property taxes, issue fees and charges, impose special assessments, and issue bonds. In the case of RGID, it was actually formed in 2004, and we did have an election in 2006 to allow for those fees to be levied, debt to be issued, and also de-brust as well. GIDs can be used on a wide array of improvements, everything from road infrastructure improvements to storm drainage improvements. And you are required each year by the state to go ahead and pass a budget and set a mill levy even if that is zero. So that is why we are here tonight. We're going to give a little bit of background in regards to our GID for those of you in the room who have not done this before. This is the current GID for those of you in the room who have not done this before. This is the current GID. It's about 100 acres, covers three properties that are all under one owner. So you might be wondering why have we held on to this GID for so long if it is just this very tiny parcel here? And really it comes down to this next page here. So everything you see in red on this slide are areas that are part of, it could be in the future proposed as part of the GID. You can see in there also a couple of the infrastructure projects that could be considered for the GID. I've got shown on one of those stars there, Sable looking at the widening pieces of Sable Boulevard that would come as a result of the interchange going in over there. Uh, that is something that could potentially be included, um, as well as a number of storm drainage projects, uh, really upwards of about $15 million of, uh, projects that would otherwise be paid for, uh, by city funds. paid for by city funds. So looking at 2023 and beyond, this is where it actually starts to get interesting and this is why we've held onto it so long. So we are actually finally starting to see interest in development in those areas. At this time, a lot of those developments are hindered because they don't have access to the roadway infrastructure and the storm drainage infrastructure that would be necessary for them to fully develop their properties. That puts us in a really great position to be able to negotiate with them as they come in with their plans and try to convince them to petition into that GID so that they can get those improvements moving forward. A great example of where this worked really well was over in the city of Thornton and City of Westminster. If you're familiar with the orchard and the outermalls that are across the way there, that was part of GID improvements where they got the developers to come in and contribute in order to make for this in 2023, we are including in the city's budget recommendation a hundred thousand to do analysis on what projects could be eligible for inclusion in the GID with the intent of bringing that before council later in 2023 so that for 2024 you may actually for the first time be able to adopt a budget that is not zero for the GID and also set a more substantial mill levy. So tonight, pretty straightforward. We are doing that zero, or recommending that zero dollar budget and that zero dollar mill levy once again. But again, that is, we are gonna be moving forward in 2023 in preparation. Hopefully in 2024 to actually make use of this GID. So with that, I will turn it over for...
