Georgia, good timing. Just call on you. They have some comments regarding the historical park. Good morning. Morning commissioners. And we have two announcements this morning. The first one is that the Dent Reckon Chronicle has asked Kim Cupid, our curator of collections for the museums, to be the columnist for the history column. And that's quite a feat, I think. She will be writing a monthly column. And her first one appeared yesterday, if you got the paper. Full page, which is very unusual. And they've promised us at least a full page with photographs each month. Him brings impeccable research skills to this particular column. For the past ten years she has been the protector of the county's archives and she's also been the lead team member for all of the museums as they have developed. She also has tried to keep me in line and I would say that she has accomplished two out of those three maybe. The inaugural column of course is on the courthouse square and it was a photographic pictorial of the square through the times. And it's going to be followed by a talk that Kim will give this Friday. Part of her research came through obviously all the histories, but she also used some of the documents that we've had downstairs that we hadn't looked at for a little while and She discovered where the original Courthouse the wooden structure is or was on the square and if you want to know what that is you need to come Friday to find out a little teaser there. Yes a little commercial teaser Next the next column is going to be by Bob Montgomery, Kim will be in Spain during the September time. Bob will write about the Butterfield Trail. I don't know if you know that the Butterfield Trail did come through Denton. At the beginning of the Civil War, they had to reroute away from Gainesville, where the troubles were really occurring and they came down through Denton instead. And a gentleman stepped off the coach and recorded his experiences here in Denton and that was one of the ways we discovered where the original courthouse was. So I want to commend Kim and she's done phenomenal work. I think as Donna has said about her team, it does take a team to have accomplishments like the museums have had over the last 10 years and in our case it takes a village to build a village. So that's the first announcement. The second one is that the City Council on Tuesday evening gave a gift of an additional baby for the historical park. It's a 25-foot multi-ton structure, and it has an eight-foot head that spins around on its shoulders. It's called Dempster the Windmill. We've been working on this for a long time and it's been finally accomplished. He's currently residing at Bill Markwith's hospital where he is going to undergo restoration before he comes and joins his sisters and his brothers at the park. And I think that Renelle would like to talk about something that's happening this afternoon at two o'clock. Thank you, George. Thank you. Thank you. As you are aware, we're trying to keep you informed of the additions to the park. And so things are just really multiplying sort of sort of suddenly there. You're aware that we have moved the welcome center to the area. And eventually it will be moved to another location after the things have shuffled a little bit at the park site. But this afternoon at two o'clock as far as we know, the church house which has been a part of the restaurant out on 380, will be moved down the road to Jerrie Webb's storage place there on 380, all of those buildings that just sort of sit there, but we hope that the church building does not get to sit there too long, but then we'll be moved onto the park. But we wanted you to know that we're that close to getting the church onto our property that we can use. And we're waiting for some events in the fall so that we may be able then to move those items to permanent locations in the park. We appreciate your support so very much. Thank you. Mid number 08081918 will call Commissioner Eads. Yes, Judge, I pulled aside them, not because of a problem with it, because I'd like to ask Beth if she would just take a moment or so. And maybe Commissioner Welwell would like to make comments as well about the somewhat of a crisis that we have here in Ditton County with paving materials. As we know gas prices have increased in the last year. And so many of our road products are petroleum products. And our byproducts of the manufacturing of gasoline. And so we have had a extreme crisis in getting materials. Oil and tech and other products that we use for paving our county roads and I'd like to have Beth provide a bit more detail just as an informative nature to the public and to members of the court. Good morning. As Commissioner Ead stated, we are having a lot of trouble with all of our petroleum based product contracts. This one has been a particular challenge for us. The current provider is the manufacturer of the product for this whole part of the state. So all the distributors that would be competitive bidders cannot get the product either. This is the byproduct of petroleum, which is the sludge in the bottom of the tanks from the petroleum. And because of all the other problems, the refineries are digging deeper into their tanks to get that sludge. And so there's just not enough product to manufacture this emulsified asphalt. We have been told by Valero that we can expect a 78% increase in the raw product. That's not our direct increase. So we're really facing some challenges. We have contacted all the other government agencies in the area to see if they have contracts, all their contracts are tied to the same manufacturer and everyone's struggling to get POZ in as quick as they can for deliveries just because it's kind of a first-come-first serve basis. We've had to switch some of our requirements from FOB destination to FOB origin because if we can get there and get it quicker than somebody else, then we can get it. We've also contacted other agencies around the state to look for other contractors and I'm working on some maybe in the Houston area that might help us out as well. So we are actively looking for suppliers. We do need to go back out and rebuild this. Sim materials is the manufacturer in this area. They're telling us that they do expect to be up and running soon, but it will still be a limited basis. The other challenges that we know that in our paving season is a short period. So we just have a few months left this year and we're really worried about getting our projects done. Mr. Hale. Okay. I don't want to be an alarmist but it's a very critical problem and we cannot, I mean, for precinct one, we can't finish our paving season without this product. Now, my question Beth and I know that you guys are doing all that you can but from The little amount of research I've been able to do you mentioned Houston I believe Colin County uses them why can't we piggyback on their contract and use Then get our product from Houston and we thought we could do that But it's the Colin County tech start and we cannot buy directly from the Tech start contracts Now we have talked to that manufacturer down there Martin and they have said that they would bid our contract and that's what we're trying to say. We can't wait until next year I don't have a legal way to purchase that material directly from them Without a contract we've checked with everybody we can we checked with them also they do not have any contracts that we can buy directly off of There's no way around this. I mean do I mean members we're we're not going to be I'm in the middle of paving and I'm not going to be able to finish and I'm sure you're in the same predicament and that means all the not only You know are we not going to be able to finish but it's budgetary impacts because all the money that, you know, we're going to, we're dedicating for to finish those paving projects or in this year's budget, we're going to have to go into next year's budget. I mean, it's a huge, huge issue. And I mean, I understand and we're continuing to look and we're making calls every day trying to find someone. But at I do not have an answer for you. And I'll just commit to continuing to look. By putting this on so quickly, we're trying to get a contract established by the end of the year. In 30 days, we should have a contract established where we still use some of the funding now this year's budget. And that would be our goal to satisfy that requirement. But I don't have a legal way to purchase it because it exceeds our statutory bid limit. Without a contract, it applies to the property. But it's impugnive that we can piggyback off of. Not that we've been able to locate. Because they're selling it to other distributors that and they're having the same problem. They're very short and supplies well. So we're working on it and as soon as we find something we will be sure and get that, you know, purchased for you but right now I don't have an answer. Okay, well, what about the budgetary impacts? I mean, you said, you know, we might be able to use the funds from this year's budget. That's the, I mean, the way we're- But as far as your list, I don't know how that's going to be possible. We have a contract awarded by- Before the end of this fiscal year, we can issue and encumber those funds. Issue purchase orders and encumber those funds. For the projects that are in process. Well, I guess I'm going to be looking to commissioners court to be able to, if the funds are not in Comber to somehow be able to utilize those funds that are unexpended or else we're just going to be spending all of next years and not all of next years, but quite a bit of next years, because normally we're at the end of our pay-beens season. Question, Donna, what are we talking about monies here that have not been expended for the asphalt you're talking about that could possibly go into next year's budget? Our budget amendment policy provides a provision so that if a valid purchase order or contract has been approved prior to the beginning of the fiscal year, those funds can be encumbered. So based on the schedule she's talking about, that certainly is going to happen. So that shouldn't be an issue. It is an actual problem. On the surface of the board or contract. I want to make sure that's not an issue. But I mean, it puts us behind. I mean, then we're also dealing obviously with the weather. And we're subject to obviously paving and subject to the weather, whether it's ship seal or HMA. OK. Something else first to watch. Just one final comment. the same thing as the other other other other other other other other other other other other other other other other other other other other other other other other other approval of two F. Well, at least the rain gave us a little bit of a reprieve, but we still ended up with about 214 acres, 215 acres, just in this last week since I met with you last Tuesday, including two fires in Justin yesterday. The weakest part of our county is definitely the southern part of the county, southeast and southwest. It's got the driest areas. They're already in extreme drought conditions. Already over 700 on the Keach Brown drought index are the best area that we have still in the five hundreds, which is dangerous, is the pilot point area which has received most precipitation so again it's my recommendation that the court take no action and leave the barn in place. I think, first of all, budgetarily, we're getting a good deal. But this is art that will be displayed at the Stephen Copeland government center. And it is, you guys got the information, but it's from, it's all historical, and it all has historical significance. And what he is proposing to do, what the artist is proposing to do, is pretty phenomenal. And we'll be lasting value, value I think and enjoyment for the citizens of Denton County but I do want to call your attention to the fact that he in the piece that he's going to provide it will be a wall hanging made up of pottery that was made here in Denton County from the different pottery places that were here. But he's going to be talking about the historical significance of each piece. And these are pieces and shards. He actually owns one of the oldest ones in the county and he has access to several others within the county. Motion does carry. 13A is approval of the Building Energy Conservation Directive. Anybody in here warm besides me? Well, as Danny's coming up, I mean this is he's been working on this for a long time. And I for one I'm very excited about it not only am I comfortable today but actually it's going to help save us money and it's going to help us be green here in Denton County. Danny go ahead. Well and I do want to apologize but but I want to make sure that everyone understands that we trying we crank the temperature down up back up this morning just just so that court members would understand what that temperature was and we're having just a little bit of issues right now. What is your gauge read right now? The gauge says 76 degrees. But I also understand that you know you can't I can't guarantee that it'll be at 74 degrees because we have a 2 degree, 74 to where it'll be 76 or it could be 72 fluctuation. And a lot of that depends too on how the room's loaded. You know, let's say we got a courtroom, it's at 74 degrees and they fill that courtroom up. It's going to drive that temperature up to the three degrees because of the people that are in it until the system loads up and then brings that pulls that temperature back down. So in the same with offices or courtrooms and the courthouse or like tax office they fill up with people in the summertime that come from outside and a hundred degree temperature definitely you know because it's a temperature difference inside the building it's more comfortable in here right now than when I first gave in a lot better but we're still a little we're still just a little bit off from getting to that 74 degrees but and I noticed a lot of people were fanning, so I was like hiding over there. But I really think this is going to save the county a considerable bit about it. Well, I hope you don't hide over there when I'm over here freezing. I'm over there working on the garbage bags. I'm hoping for you to stay. And Bob has got a heater over there by here. But I think what this is going to do is that it will save us about, I think, for every degree that you raise or drop, it'll save us about 2% in our utility bills. And also, too, what this policy does is basically what we're already doing is being more energy efficient with our facilities, trying to put light sensors in You know just try and put in waterless journals in and things like that This in the Senate bill five that we're all in and all that stuff we're already doing It's just we have we're just asking for it to be a policy and I also understand that there's gonna be some areas where policy and I also understand that there's going to be some areas where that we're going to have to do some fine tuning and adjustment on and I think scheduling is going to be a big thing. You know, because what we'd like to do and we're already doing it at the Copeland Center is after the building shuts down, we're shutting that building they see down for about four to six hours a night which that building has been running us between eight and ten thousand dollars a month. If we can cut you know eight six to eight percent off the end of that bill that's a huge save. So we're just trying to be good stirs of the tax dollar. The themes like an awful high utility bill. Is that out of a line that utility bill out of a line went with? That's when we just approved the budget amendment. Okay. Under questions, Commissioner Marchett. Thank you, Danny. I think this is very, very important and I appreciate all the work that you have done to bring it to this point. Members, after the final leadership of Commissioner White on the Environmental Task Force Committee these last years. She has bestowed that upon me and you pointed me to that. And I've had a meeting with the Environmental Task Force, the chairman of that Elaine Smith, I'm not saying your last name because I can't pronounce it, but and trying to get a redirection of that committee and how it can be used. And I'll be bringing that forward later on to get hopefully approval of a different mission statement, a different directive for that committee to be a little bit, when I say proactive, I don't want you to get afraid, but directed a little bit more in their energies directed in a direction that would be more helpful to Denton County than maybe they have in the past. have in the past and I'll bring that up because part of the directive are the different kinds of things that I would like the committee in the direction to go in is is looking at these type of energy saving things for the county not just education of the county as a whole of being green or how we can help people get more energy efficient. I believe there are so many other factions out there that are doing that. But to be an advisory board to this commissioners court on ways that we can help save money. And the reason I'm bringing that up to you, I have a question. First of all, is this policy developed by you and the facilities or was it with the help of a committee department heads or were the basic information of this policy come from? How this policy come about is that Commissioner Houghton and I had some discussions about this. So I called around to different different entities and I worked pretty closely with the City of Denton and their policy and that's how we came about this. And what I wanted to do today was just to present this to court. So that because you know 74 degrees may not be acceptable. 68 degrees in the winter time may not be acceptable. 82 degrees after hours in the summertime may not be acceptable. Nor is 60 degrees in the winter time. What I was trying to do was to get it to court so that we can move forward with whatever steps we need to take. Well let me give you a little bit more. Yes, I mean, actually it originated with me. And I mean, it's fairly narrow in its focus, but I mean, I did a lot of research on what other entities were doing, whether they're private or public, it really doesn't matter. And if you will, I mean, and this has actually been, I mean, it has initiated a couple years ago. But, you know, with the budget crunch and with the energy, you know, things that were experiencing and the increased utility expenses here in Denton, City Proper. Some of those things have, you know, propelled it forward as well. And as Danny said, he really worked with the city of Denton. But I mean, it originated with me just saying, this is a very easy way. And yeah, sure, in Commissioner's Court, people might have to take off their jackets. And it might not be freezing when it's, you know, might not be 68 when it's 100 degrees outside, might not be 68 when it's, you know, 100 degrees outside but still 74 I think is reasonable and when you look at the savings and that's where, you know, in doing the research how much savings pervade yet and it's not, you know, just budgetary but it's also energy conservation and we're all trying to do our part and you will find and now I'm going a little bit of, because this is a fairly narrow focus this policy right here, but you will find in working with that, there's, you know, in Beth, if you could get him, you've given us reports on the greening of Denton County in the past, but there's a lot of areas within the county that we have saved a lot of money and conserved in a lot of different ways and she's got a full report on that and the efforts that we've done within Denton County and some of the efforts that we've had in partnership I mean through with other organizations have been with the committee. The committee's focus as you are learning is fairly narrow. They're basically in an advisory capacity, but they're pretty much activated when commissioners court has an issue. And they, you know, I'll be honest, they've been wanting to change that and be a lot more active as you. If you've met with them already, you have found that out. Pretty energetic bunch of folks and have served a lot of time and put a lot of energy and effort. And I've actually just kind of moderate some of, you know, the initiatives that they would like to see, just to keep a moderate approach. And as far as, because when you get into the environmental issues, there's a lot of different philosophies behind that. And so in the interest of representing most of the citizens of Denton County, my perspective has been to try to take. But anyways, you've probably more information than you want them to discuss. No, no, that's great. That's great. And this really has been a couple years in the making. Well, I mean, and the reason I bring it up, and wanted some background there, of knowing where the policy came from, what direction it's going. I think it's very, very helpful if the commissioners court agrees with me in the initiative of reorganizing this committee to be a different direction of having more of a directive from us to start looking at how we save energy, make recommendations to the commissioners court on our construction, on our design to help with that kind of stuff for us to maintain the green. And they are really wanting to do that as a recommendation to us. And so would you have any objection at all if that ever comes about and it goes forward to working with that committee and being a member of that committee to help be bodies that you can call upon for resources and do legwork and to help even expand this policy more? I would, yes, I'd love that. It's, you know, anything we can do to make our facilities better, to be able to, you know, be better conservative with the tax, you know, with our tax dollars and our tax base. I mean, you know, because it's basically what we did is the energy code is for this all comes from You know, we're already doing the light sensors. We're already doing the T8s. We're already doing the ballast Right now we're pushing towards the waterless journals We've got those in a couple of buildings to see how those are working. I know North Texas has had a lot of success with those so You know, we I try to utilize the friends that I have in this area that are that are equal You know that do the same thing that I do to you know, but I'd love that. Any, I know that this already goes on within your department because I've witnessed it, but for example, you take an older building like the Lee Walker Government Center, the building, you set it on 74 degrees. The hallway is very comfortable because you've got people coming in and out, you've got the door opening, and there's quite a bit of activity in there. But then you take an inside office, like Commissioner Bishop's area, and 74 is really too cold. She's cold in there. I'm not just picking on you because you're certainly not the only one. I'm just using this as an example. Okay. Understandably so, Commissioner Mitchell and other people who are in the same situation, I'm going to have space heaters on in their office. That's defeating the purpose of, you know, what you're trying to do. So my point to you is I would like to identify as many areas as we can where the control for that area where her office is, and I'm sure other areas of the county is out in the hallway. So what's comfortable out there is, you know, that's great for people that are going in and out of the hallway and in and out of the console with the JP offices, but it's too cold in there. So is there some way, you know, do we need to expand some funds to change the airflow, shut off some vents, put a separate control unit in her office or in somebody else's offices in the same situation. I'd like to do some work on identifying those areas where that's an issue. So we don't have space heaters on when it's 110 degrees outside and we're trying to conserve energy and we're turning on space heaters and opposites. It's just totally counterproductive to what we're trying to conserve energy and we're turning on space heaters and opposites. It's totally counterproductive to what we're trying to achieve. And I- It's probably going to take an investment on our part to make some changes like that, but I think bottom line it's going to be worth it. So add that to the mix of things that you need to work on. And you're correct and not picking on commission or Mitchell, but her facility is, as facility was some issue. Right. And it wouldn't be wise for me to, if court approves this, is to build a her facility and set it at 74 degrees because the humidity factor in her building would be 80 percent right you know That's not good. We're gonna need to identify those areas that we've got problems come up with plan how to solve them And I just want the court to understand this probably gonna take a monetary investment in our part But I'm not asking it's gonna be worth it. Correct, and I'm not asking for this to be approved today I you know, I mean if you all approve it today, I'd like it for it to be to go into effect. And, you know, October or so, that would give us a chance to look at some of these facilities and experiment to see what our issues are going to be. Because, you know, a lot of the places we have courtrooms that like at 66, 68 degrees degrees in you know and and that runs 24 hours a day you know and if there are occasions that we have to pull it down to that you know we can set a lot of our facilities are set on we we have computer programs. Can't you do that? Some of, and this is one of the priorities. Very, so I know we have a lot of buildings. The change in a lot of our facilities is to put, you know, you've got a program of thermostat like that one right there. We can set the parameters of that thermostat of what you can adjust. This particular one, the one out at, I think out at the Copeland Center you can't. You can turn it on or off, but you can't adjust the temperature. That has to be done by us. You know, when it's going to take, you know, it's going to take a lot of coordination with the departments, you know, to get the temperatures comfortable for them so that they aren't, you know, because the way it is now, we sometimes have a problem with your hot and she's cold, but you setting right there next each other. We'll go into our budget discussions. First, I have a public comment form here and it's concerning Spain. So let's go to that item first. Mr. White just said. Yeah if I could address that. I asked them to come and talk to us now. Let me just give a little bit of background. I know that some of you have received correspondence as well. And I've received not only correspondence, but phone call from people who service, they've received a letter from Span that their service was going to be cut. We recommended what the committee recommended to fund Span is $2,000. They requested $75,000. My purpose, and I'm trying to boil this down because there are a lot of issues here. Judge, you forwarded correspondence, you received from the congressman and spans response to that correspondence. There's a lot of issues going on here, but my main focus, not that we can't focus on some of those issues, but but my main focus not that we can't focus on some of those issues but really my main focus in calling them back is to see if we increase the funding to what they requested at 75,000 versus 60,000 the service to the unincorporated area residents would be restored. And specifically I'm not going to go into too much detail about one of the phone calls I received, but from a severely handicapped individual who will not have access to span services to get to the daycare adult day, stay center here in Denton. So with that introduction, if you guys can come up and give us some information that would be great. My name is Nick Gray and I am the Transportation Manager for Spain. And essentially what Commissioner O'Quay addressed, Spain has several issues that we're dealing with right now. The, what we would like to address today is that we originally in April 2008 requested $75,000 in the DIN County Commissioners Court. And what we would like to do today is we were recently notified that we were award $60,000 of that. And we were, we would like to request the additional $15,000 if that would be available to be awarded to Stan. As everybody might know, in the transportation industry there has particularly what field there has been substantial increases in the last six months. And part of the 15,000 is to help us to address that need so that we can continue transportation to the ADA and the senior communities in Denton County. In January 2008, we had a study done by the Texas Transportation Institute, which we were able to procure some funding through the Texas Department of Transportation. And through that, they conducted a financial analysis of a spending situation and our revenues and expenses. And the thing that they pointed out was, for fiscal year 2008, which will end this September, we would end up with about $69,000 reserve at the end of fiscal year 2008. Once we go into fiscal year 2009, we are faced with significant budget area issues on that. And the primary reason behind that is effective in year 2009 Span had received various sources of federal funding. We will still receive that federal funding. The problem is those federal funding will be restricted to only capital purchases so essentially that has a significant detriment to our operating budget and Essentially what we We have a four-part process that that we are trying to accomplish First of all, we want to address the DIN County Commissioners Court on the, as we might be able to present our case before you and possibly get some funding to help us continue transportation. And we are also, we'll be addressing the local cities just so they can come in as a part of the solution to help support their local transportation systems. And most of the individuals that are in the Denton area, they go to adult daycares in the workshops and we will be working with those organizations to try to have them come in as a part of the solution to the situation. Also we are working closely with the Texas Department of Transportation on this issue and we will last of all we are trying to go through all these steps to minimize the impact on the clients and the parents. Yes. Mr. Mitchell, once you receive in findings from the cities also, all cities, they're- They're- They're- They're- They're- They're- Some cities that we receive limited funding from. Right. And that's what we're trying to do is just, we provide a level of transportation that some cities will give us around $1,000 to or $3,000 a year. But the cost of that transportation is much more than that amount. What city gives you only $1,000 a year? I would have to, very cities give us different amounts. I would have to look at that and so I can tell you that these act amounts from the different cities. Okay. Are you still receiving funds from United Way? Yes, ma'am. Are you receiving funds from Labor to Neighbor yet? What now? Neighbor to Neighbor. No ma'am. I know, I don't know of any city that gives $1,000. I'm looking at the financial report here. And well, I see one city, the city of Aubrey gives $1,000, but the city of Den gives $17,000, the city of Lowe-Mountty gives $1,000, the city of Luzio gives $15,000. So there are several cities that are all giving. Yes, ma'am. I just want to inform the court. Spain is not just a transportation service. I know. So the amounts for the city of Denton and Louisville, those are primarily aimed at the meals on the wheel program. No, on the wheel. 1,26. I guess my question and I talked with Jennifer about this specifically is I would support increasing the funding for 75,000 if the transportation services are going to be restored to the unincorporated area resident. So that's my question to you. Yes, ma'am. That is what we are doing because essentially the people in the outlying areas other than us there is virtually no other public transportation for people that for example need to go workshops or mental appointments. So we have the full intention to do that but like I said that you're just the first one that that we're coming to we're hoping that through these three, four different organizations that everyone can put, you know, a certain amount in, where after I go through the four organizations that will have enough to not have an adverse effect on the. Right, and I understand, I mean, you know, your organization and some of your funds are dedicated towards certain services that you provide, certainly from a commissioners court perspective or any other governmental agency. They're looking at how many of, you know, their citizens are going to receive service. So I mean, but if I can be assured, I mean, I'm not sure where the rest court is on this, but if I can be assured that the unincorporated area of residence would be, which court the transportation services that they need to get to the home. Yes, yes, ma'am. So that means, you know, I know that, you know, the people that have called my office. Yes, ma'am. Fire predicament. Yes, ma'am. I'm a higher predicament. Yes, ma'am. And then there are several folks out there that are like them. What about the colony, then? The colony? Yes, the colony area that you've gone up from $1 to $1.50. We recently had a fair increase. I believe it was in April 2008. The disabled fee was $1.75, I went up $1.75 to $250. And we also had the senior fair, which was $1.25, and that went up $ cents to two dollars. So you are given a guarantee that if we provide the additional funding of $1000 that you would automatically restore, and that's not conditioned upon, restore those services to the outlying, unincorporated areas without taking in consideration going to other entities and trying to get more money. So just by that, along the ability to restore it. Yes, sir, because the thing is that these people have no other way of understanding that. You're the one that cut the services off. So I'm in that with and that was a direct result of not being funded to 15,000? No, that that was a part of a bigger problem that with our federal funding. And what we were trying to do, the aim was to not wait until you literally had no money, to not wait until you literally had no money, but to try to work ahead of the process, to try, because like I said, there's not a problem in this fiscal year. Once we get into fiscal year 2009, that's when the problems start to occur. Well, I'm just trying to understand why there'd be so many people calling Commissioner White's Office if there wasn't in their mind a direct correlation about the non-funding of $15,000 to the problem. Yes, that's what I said. The $15,000 is the first, we have a responsibility to provide the transportation to these people in the rural parts of Denton County. So like I said, the $15,000 is the first step in this, but we're obligated to provide the transportation. So what we're doing is coming to you today to request for the plan. I understand what you're asking. I got a question. Mr. Eans. So are you studying routes without this money from what you were before? Our full intent is to not get a commitment from the, my intent is to be able to provide the, because we have a responsibility to provide the transportation. The only thing that we're trying to do is to help ensure that the funding is there to finance it. That's the. The routes are not being. Cat. That's what I'm hearing. That's correct. You hear that. With the additional $15,000 from the county the routes would not be discontinued Well, he's saying even with even with the current funding the routes are not cut Am I right? Well, I Will it put you in a world of heart if you don't get it, but you would still do it? They got reduced I believe right? What no? No, they got the same thing they got last. No no no with current funding of 60,000. Okay. They got services and you know we all got this letter and I mean hopefully everybody read it but I'm sure this lays out all the issues as does the letter from the precipitated this. We all got it. Like I said, there were a lot of other issues that are factoring into this, and what we're trying to do is take one step forward to correct the problem. But are you going to be able to maintain the current level of service that we have in the unincorporated area if we increase to 75,000? Yes ma'am. And this is for the elderly and the disabled populations. Dr. Vergens, I would like to speak. Dr. Berges, would you like to weigh in on this? I have Berges. You used to talk about the Berges letter. I'm sorry. You have promoted or demoted, however, the problem I look sorry. You got promoted or demoted however the problem I look at. Well I was just going to suggest as we considered negotiating a new arrangement with a span. Our funding for them traditionally has been both for transportation but also for veterans transportation and as we consider a new arrangement it might be good to touch base with the veterans office to kind of incorporate their thinking in the new arrangement, whatever that's going to be. Has the transportation services provided to the veterans of the county? Has that been diminished? Hi. I've been speaking with you on the phone. Right now, no veterans' transportation has changed at all. The County Commissioner's Court funds that portion. What we're looking at is decreasing to the general public, the unincorporated area, the service of the general public would receive is going to decrease. But the funding would provide for us to continue the severely disabled that you've been speaking with and that the seniors in that area who are truly suffering from the isolation more than anyone else. So the general public, yes, to answer your question, the service would be decreased to the unincorporated area only to the general public but we'd like to continue service to those who are in the deepest need and that $15,000 will provide for that. The commission Mitchell. When the committee received your application they actually said you were getting $60,000 where you contacted by the committee saying that depending on how the commission has voted that you're going to get 60. I see. I was communicated the funding difference that we were maintained at a level of funding from Amanda from Commissioner White. And what was that? That was this week. So you didn't know that the funding had been reduced to, I mean that you didn't get to 75,000 year request. That's correct. And we're having to obviously take action. That's why you've received letters and your constituency has received letters. But actually what the true issue is is that we've reconsidered and really see that there's a deep need that we're all aware of. And so that's why we're taking every step to try to continue the service. And we commit to you the court that we will continue service to the ABA clients with this funding because we do recognize the extreme need. Well, and let me just go back to what she was saying. So, you know, I'm just trying to boil it down and if you again go to this level. Okay, well, so what she's saying is I understand it and I'm clarifying it for me too but so the service will still be reduced diminished but it will be reduced if you look at what their mission statement is and what they're called to do it will be reduced to the general public versus the elderly and the handicapped that you know that need the service really need the service not seen pardon? Even with women. Yes. That's many. General public, yes. But my question would be how much of the general public actually uses it? My question would be how much of the general public actually uses it versus the severe, the handicap and the elderly? Honestly, it hasn't, we haven't had increased ridership numbers. The way that maybe perhaps DCTA has been seeing, but it's just not as much of an interest. But I mean, we can look at commuter maps online and see that there's just not as an extreme need to the general public to commute in. And that's demonstrated from the 2000 census. That's the latest information that we have available to use. It's just not as extreme a need, so we're not declining and we're not promoting isolation. So it's just not as extreme a need. So with, if you did get the increase in funding, would you still cut the service to the unincorporated parts of the county? Well, I want to make sure I answer your question correctly. We have a service delivery area in the general public outside of that. We'll be asked to pay an increased amount. Anyone who wants to ride the bus, it will be available to them. But what we're trying to do is maintain an affordable rate for the ADA folks and the senior folks. So you're going to go back down on the rate that you've already up to the fair would be at the $2.25. It's going to stay the same whether you get the funding or not. Now were you referring to the senior center transportation at two feet? I'm referring to the rate that it just talked about. The one that went up to $2.01 that went up to $2.50. That is, and that's, we looked at the other transportation agencies and we had not increased our fairs since 2004. That's no fair. Yeah, okay. So it was just due in that regard. Okay. Do we have any other questions for these folks? Donna, we need to talk about should we do the $15,000 where we're going to take the money from? I would recommend that you take it from the health care relief fund reserve balance that we have. Reserve balance. They feel like it will cut down a lot of effort and time that the Constable's Office has to spend serving those papers. And they have found that other entities are doing this and it's successful. And they've asked for the court to consider increasing their postage expense this year. JP2, the request is for $800 additional dollars. And JP3 is for $1,000 additional dollars. It's a great idea. I think it's a great idea too, but we have a lot of requests after the budget process. And I personally think that we need to get these items in before the budget is almost done. We're about ready to vote on the final budget and then we have all these additional requests coming in. So what you have to do is go back and redo it as Judge was saying, where are we going to get the money from? Does that cause an increase? Of course, this little amount down on the tax rate, but I would ask you, Donna, if you would please, when you do the budget, tell these department heads, these elected officials for the Commission of Score that they need to be sure that they do a better forecasting for their budget and get some of these items in. The judges were not happy that they had no control over who was hired for this position. And so they asked that it be removed from their budgets since they didn't have any hiring authority. So we made it to the non-departmental account which is a kind of a catch-all. So that's why I said earlier I have this contact information. Each year there'll be a contact I personally make to find out if this is going to be increasing and get an earlier request. So it basically is a request that was that floated out there because it's not attached to anything. I mean in other words it came as a return.
